ho sets the housebuilding targets? I assume they come from the housing minister with the assistance of a team of civil servants. Do these people have any experience in the following areas – building and development, planning or finance and banking? I doubt it. How about interior design and architecture? I very much doubt it. In other words how on earth does the housing minister, his colleagues and the various mayors of the major cities involved in the process have any idea how many new homes can possibly be constructed? If I wanted to learn about social media at the highest level I would seek out Mark Zuckerberg – even if he’s not flavour of the month at the moment. If I wanted to learn about mobile phones and PCs I would seek out the top executives at Apple or Microsoft. Football? Sir Alex Ferguson, Cricket? Geoffrey Boycott. You can see where I am going here. chat with Spencer Fortag is refreshing. With a storm of opinion, rumour and cant rife in the property market as Brexit dominates the headlines, it’s something of a relief to sit down opposite him. With decades of experience in the property industry in Docklands and beyond, he offers a calm, upbeat perspective on the current sluggishness of the market. “We have seen a bit of a pause, due to Brexit, and that’s something that I’ve always been reluctant to vocalise,” said Landmark Estates’ regional manager. “That’s because lots of agents tend to use it as a bit of an excuse for poor performance – but generally, certainly towards the upper end of the market, I think people have taken a bit of a breath to see what is happening. “A bigger negative impact has been the extra stamp duty introduced for landlords acquiring any number of extra purchases, which now carries a hefty surcharge of 3% stamp duty. “There really seems to be a feeling of landlord-bashing at the moment from the Government, which is crazy. “There’s the fact the way that landlords are allowed to calculate their tax returns has changed – so they’re no longer able to reduce their liability by way of the interest on their mortgage payments and, in addition, the Mayor Of London has been one of the driving forces behind reducing the deposit paid to them by tenants to five weeks. “Quite frankly, I think that’s bonkers. Landlords need more protection, not less, so that reduction is a really poor show and a little bit of commercial naivety on the part of Sadiq Khan. “At the same time, lots of local authorities, including Tower Hamlets and Newham, are leaning quite heavily on private landlords to help them house people, because they don’t have enough social housing to accommodate their needs. “On the one hand, ministers and councils are relying on landlords and on the other they are punishing them with very punitive financial penalties.” Spencer believes this situation is born of political ambition and a misguided interpretation of what the electorate wants. “I think that there’s something of an outdated belief among the members of both major political parties that home ownership is still a votewinner,” he said. “I’m not convinced, certainly in and around E14, that it is a major priority for people in their 20s, but I think the Government is trying to steer people towards it anyway. They’re trying to remove landlords from the market by making it awkward for them and so reducing competition for first-time
buyers. I don’t think it will be the end of the private landlord, but I think there will be people who exit the buy-to-let market – people who simply have had enough, especially those who have seen really good capital growth on their properties. It’s a commercial decision and it depends on that individual person’s strategy. “There will be others who are put off entering that market as well – the returns are less attractive.” That’s not to say, however, that anybody ought necessarily to be put off placing their cash in property. “I’m a long-term believer in owning bricks and mortar,” said Spencer. “I think there are very few investment strategies which will give you as safe a return as property. “Over the last few years banks have paid practically no interest at all – there’s no point in leaving your money in your bank account. “Classic cars, watches, wine and art aside, there’s not really that much that will perform as well as property and with as little risk. “And even with a reduced yield of, maybe, 3-4%, that’s still dramatically higher than you’re going to get in the bank and you’ve still got the chance of capital growth. “In 15 years time, the property you’re going to buy now will be worth massively more than it is in today’s market. My advice would be to put that money, if you have it, into property without a shadow of a doubt.” Purchasing any old property won’t do, however. The key to success is investing intelligently. “Buying smart in east London and Canary Wharf is still a very sensible strategy,” said Spencer. “What I mean by that is buying something that the market has a need for, rather than what you think you like. I think doing the latter is probably the major mistake that first-time landlords make. “They look at property as something they would want to live in or to occupy. Buying smart is speaking to a good local agent, who has a good understanding of the market and knows what a good rental investment looks like. “It’s something there is strong demand for and that’s historically been sought after. “In E14 there has been a sustained, strong demand for one-bedroom apartments – also three and four-bed-

room properties, where the market is a little more seasonal but still strong. “It’s about doing your homework and finding out what works in a certain area.” Spencer said investors should not be too worried about when they choose to enter the market. “Now is as good a time to buy as any,” he said. “If you’re a longterm investor, it doesn’t necessarily matter where you are in the property price-cycle. “If you look at property as a 15-year hold, it doesn’t really matter if you’re buying now or in a year’s time for 10% less. “In 15 years, that decrease is going to be so insignificant compared to your gain. I think the smart thing to do is to get into property as early as you can.”

hen there are the supposed beneficiaries of the Government’s current policy – first-time buyers. Spencer said anyone looking to purchase their first home should consider carefully what’s on offer before making a decision. “Trying to find an area that is up-and-coming is a bit of a cliché,” he said. “A really good strategy is looking at areas that have changes to employment and to their infrastructure, including transport, which is the biggy. “If you’re a first-time buyer that’s struggling to get on the market in your chosen area, then don’t be afraid to look further afield. “I think people are doing that, as lifestyles are changing – working from home is becoming a lot more prevalent, so I don’t think location matters to people as much. “That’s why areas like Leytonstone and Leyton have seen massive price increases because they’re still in striking distance of the Central Line. “The advice to first-time buyers from me, as someone approaching 50, is to get on the ladder as soon as you can. It might not be your first choice of area, but as long as the area has tangible, positive changes in transport and employment opportunities then it’s a good bet. “Be open about where you live – get out, walk the streets, visit the local stations, try the train journey out and just see how an area feels for you.” Spencer said he would like to see current policy reversed regarding the stamp duty surcharge for landlords and the changes to their tax liabilities to reignite the sales market and that a lack of long-term thinking had led to many of the immediate problems. “The housing minister role in government has been regarded as something of a revolving door position, because we’ve had that many,” he said. “I think the role should be one that is not party-based. “The housing minister should be independent and do what’s best for the people, rather than have their own

political bias. I’m not by any means an advocate of increasing politicians’ salaries, but for certain roles that are very commercially dependent, they should perhaps carry a higher salary in order to attract the right sort of people. “If we had an independent housing minister, paid what they would get if they worked in the city or in the private sector, that would mean we would get a really good calibre of person, who could remain in that role for many, many years.” In the short-term though, Spencer said a good local estate agency should be able to help buyers or sellers navigate the market. “One of our main selling points is our longevity - we’ve been around on the Isle Of Dogs for more than two decades, so we know the people and the property very well,” he said. “We care about the people we deal with and it’s all about having longterm relationships with people. “ e don’t set out to be different, as everybody says that, but I think that the people we deal with find we are. “With the new fee ban on lettings agents, I think the differentiation between a cheap agent who’s not regulated and does things on the y and a properly regulated Arla agent becomes much less marginal. “It won’t have much of an impact on us because the letting fee never formed a massive part of our turnover. We manage quite a high number of properties, so that provides us with quite a good income without having to worry too much about fees and our focus is always on generating new business. “We’re covering a wider area than ever and we have a real international presence now thanks to our work with JBrown, which is really paying dividends. “Through them, we have representation and desks in China, India, Spain and Italy. The most exciting market for me at the moment is India. It’s an expanding country in terms of wealth and it’s got a young population. We are now trading as an independent agent with countries where we would not normally have an audience. “In addition to such exposure, we are run by people who understand what it is to be a landlord. As a property investor myself, I understand the trials and tribulations of being a landlord. We look after everybody on the same basis, whether they have one property or 30. “We treat your property as if it were our own. We don’t spend money willy-nilly on fictitious management charges. If an appliance can be repaired rather than replaced and it makes sense to do so, we’ll repair it. “In a nutshell, we treat people as we would like to be treated.” Go to lmlondon.com for more details

how Berkeley Homes has made me jealous of the children that get to use its Kidbrooke Village playground by Jon Massey
A
s a young child, I can dimly remember the excitement of being taken to a playground in Battersea Park. This was the 1980s, so my recollections are hazy but I’m fairly certain it featured a seemingly endless series of raised walkways constructed from brightly coloured planks of wood. In my mind it was a fort, a castle, a secret agent’s base and oddly (given its location above ground) a dungeon. The possibilities were endless. A visit was a treat on rare trips to London to visit my uncle. So I confess to a certain amount of jealousy following a visit to Kidbrooke Village for its recent summer fete. The annual event was an opportunity for developer Berkeley Homes, which is 1,800 homes into its 4,966-property scheme, to unveil the playground it has constructed in Cator Park at the heart of the emerging neighbourhood. And it’s a triumph. Forget jargon terms like placemaking, Berkeley has created a potent attraction not just for potential buyers with children, but for kids living all around Kidbrooke, as evidenced by the hundreds eagerly sliding, climbing, swinging, laughing, jumping and generally making full, gleeful use of the facilities at the launch. Eclipsing even my treasured memories of Battersea in its prime, I’m only envious I couldn’t join in. Kubla Khan may have decreed a stately pleasure-dome in Xanadu, but design firm pes dventure Playground Engineers has created a masterpiece with its commission. Rocky hills rise to support slides, a dry riverbed in a cutting runs through the site crossed by a succession of bridges, ropes, planks and logs – perfect for small explorers to duck under and create stories in their minds. walkways with yet more slides as well as an area for older kids featuring a wooden climbing wall and a series of higher ropes for the more adventurous. Everywhere there are places for watchful parents to sit, rubberised surfaces to minimise injuries and intelligent little touches such as ropes for kids to haul themselves back to the top of the hill ready to slide down again. It’s a facility that, open for all every day for free, will bring life and energy to the area and ensure the positive energy of the fete itself is preserved after the stage has gone and the street food stalls have departed. At the opening, Berkeley East Thames divisional managing director Karl Whiteman said: “Children are our future and they need a place to play, have fun and burn off some energy, so it was wonderful to see so many of them enjoying themselves when it opened. “The beautiful open space of Cator Park that surrounds it really does give people a chance to get close to nature – being able to deliver spaces like this that can be enjoyed for years to come is a real privilege and a pleasure.” Crucially Berkeley’s work at idbrooke is of benefit to the wider Greenwich community. Delivering 86 acres of open park, a new Sainsbury’s, The Depot pub, which opened last month, and facilities like the playground encourage visitors, connecting the new neighbourhood to its surroundings. erkeley deserves significant recognition for its approach, similar in scope to its work on the Royal Arsenal Riverside project also in the borough. East London and Docklands is littered with pockets of development where little effort was made by those building houses to do anything more than provide paths and the odd lawn between identikit buildings. The result is often a shortage of local amenities, especially on the social side, resulting in featureless deserts of housing whose builders have long since departed. That serious efforts are being made to landscape and refresh the public areas of larger schemes with an eye on their future should be celebrated.
