P
lans have been submitted to transform the former Greenwich Town Hall into housing. Developer Riverlow has applied for permission to create 73 apartments in the existing building with further space added via a roof extension. The Grade II listed Art Deco structure was designed by architect Clifford Culpin in the late 1930s with notable features including a 56m-tall clock tower and a canopy over its entrance with a mosaic depicting the signs of the zodiac. After only 25 years in use, local government functions moved out when Woolwich and Greenwich merged and the building was eventually renamed Meridian House in the 1970s. Notable as the first venue where rock band Squeeze performed, it was, until 2018 the home of Greenwich Dance which moved to Charlton. Riverlow’s proposals include provision for a mix of residential and commercial uses and include plans for cycle and disabled parking. Homes will be located on the first, second and third floors of the existing building, as well as in the bronze-clad fourth floor extension. The properties in the new-build portion of the development will all have private outdoor space in the form of winter gardens or roof terraces. All residents will also have access to a communal central courtyard, a shared roof terrace and a private indoor space in the former council chamber. The application says lower and upper ground floor space in the building could be used by a variety of different groups or businesses including firms looking for office space, nurseries or even light industrial uses. ewham Council has hired a consortium of organisations led by architecture and interior design firm Jestico + Whiles to regenerate a 10-hectare site arranged on either side of the A13 in Canning Town. The project is expected to yield a masterplan for some 1,750 new homes on land, predominantly occupied by existing housing estates. Areas covered include land around Mona Street and Aviary Close to the north of the A13 and Lawrence Street, Burke Street and Vincent Street to the south. The Clerkenwell-based firm will be joined by a series of small and emerging practices in its endeavours. These are design practice Architecture Doing Place, masterplanning specialist AR Urbanism, landscape architect AS Urban, regeneration specialist Urban Delivery and engineering and consultancy firm BuroHappold. These will be assisted by community engagement specialist Deft Space with overall leadership on design coming from Jestico. A statement from the firm said its proposals would be co-designed with existing estate residents through a collaborative programme of engagement, with the development expected to deliver new affordable housing, community spaces, public areas and improved links to the wider area. W
hen I was asked to write a regular column focusing on property and Canary Wharf for Wharf Life in 2019, I readily agreed as when I left school (about 100 years ago) a career in journalism was the one that got away – due in the main to my not being academic enough. The chance to write about a variety of propertyrelated issues was one I couldn’t pass up and, while I would say it’s not easy coming up with fresh topics every four weeks that will interest and engage readers, I continue to enjoy the challenge. What, then, to do about housing in the UK in 2022? In times of great crisis, a unified political approach is surely the best way to find workable solutions. The housing system is broken and in need of life support. It needs clear, concise planning and non-partisan policies. As with many situations linked to politics at central and local level, short-termism is so often the order of the day. One can understand this – MPs and councillors are there to serve us but are also always looking to be re-elected, so naturally favour policies that will result in placating what they see as the perceived majority of their constituents. Therein lies the problem with housing. We need a radical move to depoliticise the sector. Social housing is in decay, planning is fraught with so many I don’t expect issues and delays that reform at present. it has become almost impossible for small But it’s the right time developers to exist. for a new, non-political Successive governments of all shades and plan – so we carry persuasions have tried and failed to address on in hope these issues. Central government cannot become involved in local issues (I had this confirmed by a senior strategist for a major politician recently). So what to do? A cross-party group of politicians at local and central level alongside property professionals and entrepreneurs from the private sector should be given a blank sheet of paper to come up with policies to answer the following questions: l How do we improve the current decaying local authority and housing association stock? l How do we identify new towns and major areas of regeneration? l How do we jointly manage social housing, affordable housing and private housing requirements? l How do we speed up the laborious, skewed planning systems, that are cursed by Nimbys and either left or right-wing ideology? I don’t expect reform at present, left as we are, with housing ministers who are barely in post before they move and local authorities dominated by anti-development members. But it’s the right time for a new, non-political plan – so we carry on in hope.

uilding on the success of its first edition at Tobacco Dock in Wapping last year, Urban Living Festival (ULF) has moved further east along the Thames. The 2022 iteration of the hospitality and real estate event – held in partnership with Canary Wharf Group (CWG) – is set to take place on July 6 and 7 on the estate at Level39 at One Canada Square and the East Wintergarden respectively. The first day will feature property tours and a series of workshops followed by a conference on the second day featuring an extensive roster of speakers from the likes of General Projects, Birchgrove, Airbnb, Knight Frank and BNP Paribas Real Estate. Managing director of Canary Wharf’s built-to-rent subsidiary Vertus will also be participating, as will CWG head of sustainability Sophie Goddard.
