W

hen hoardings are decorated, you can rest assured something pretty seismic is happening behind them.

East London artist Paolo Fiorentini has drawn artwork created by pupils at Lansbury Lawrence School in Poplar together with archive images to create a mural running along boards on Kerbey Street and Chrisp Street.

The fences are up on the boundary of a site that forms part of developer Telford Homes and housing association Poplar Harca’s extensive redevelopment of the wider area, which will see 600 new residential properties built.

The plans also include new communal residents’ areas, commercial space, an updated market, entertainment, restaurants and bars.

The children taking part in the project to decorate the hoardings were asked to depict what they considered to be important about the area, with some creating images of local landmarks including Chrisp Street Market Clock Tower.

Paolo said: “This project was all about giving something back to the community, providing something that truly belongs to them, and I believe that we have achieved this with the mural.”

Poplar Harca places and services coordinator Simon Carroll said: “Telford Homes, in partnership with Poplar HARCA, is delivering an exciting transformation in Chrisp Street.

“Supporting the continued trade of established local businesses, as well as introducing new retailers, they are building a vibrant future for the community here.

“The mural is a symbol of this commitment, as well as being evidence that Chrisp Street has, and always will, be about its people.”

he National Landlord Investment Show is set to bring its potent blend of panel discussions, legal advice, lenders, tax experts, investment opportunities, insurance, property management, proptech, interior design and education back to central London.

Created by husband and wife Steve and Tracey Hanbury in 2013, the show will return to Old Billingsgate for the second time this year on July 5, marking its 74th live exhibition nationwide.

arbour Exchange owner GAW Capital Partners has applied for planning permission to demolish buildings on part of the office development and replace them with a 52-storey residential tower.

Following a £28.5million refinancing deal in 2020 the private equity company – which also owns the Lloyd’s Building and 123-151 Buckingham Palace Road – intends to transform 4 and 5 Harbour Exchange Square into One East Point, a 457-home mixed use scheme.

Submitted last month, the application says the proposed structure will create a new podium level to accommodate flexible retail, community, creative and amenity uses. There are also plans for landscaped public space.

Designed by Make Architects, the plans include details of apartments ranging in size from one to four bedrooms with properties featuring winter gardens. The smallest one-bed is planned at 455sq ft.

One Point East comes in at one storey shorter than The Madison Amory Tower, located nearby on Marsh Wall.

This four-bedroom terraced house in Limehouse is arranged over four floors and has been extensively refurbished in recent years.

Entry is via the ground floor, which also accommodates the fourth bedroom, a guest WC and access to a large double garage that could also be used for storage space or as an office.

Stairs lead up to a first floor reception room that opens onto a south-facing balcony as well as a large kitchen with a breakfast dining area. The principal bedroom – complete with en suite bathroom – and another bedroom are found on the second floor, as well as a separate shower room.

The top floor houses the final bedroom, another bathroom and access onto a roof terrace with views towards the Canary Wharf skyline.

The property is located next to Ropemakers Field Park, from which the road gets its name – a green space with a bandstand and two tennis courts created on unused land above the Limehouse Link Tunnel by the Docklands Development Corporation The house is within walking distance of Canary Wharf, for connections to the rest of London via the Elizabeth Line, the Jubilee line and DLR, and is also close to Westferry DLR for journeys to the City and Tower Hill.

In addition to the amenities in these two areas – which include multiple bars, restaurants and an indoor climbing wall close to the station, Ropemakers Fields is just across the road from The Grapes pub, featured in the writings of Dickens and now co-owned by actor Sir Ian McKellen who lives next door to it.

Docklands Rental Homes Nightmare • Docklands needs 314 additional private rented properties per year to keep up with current and future demand from Docklands tenants.

• Yet over the last 5 years, Docklands has lost 854 private rented homes.

I started my own company in 1995 and it has grown from humble beginnings to become a well respected sales, lettings and property management agency operating in the Docklands and East London areas. Then in 2007, I opened my first branch in the Medway area. I am proud that we now have three branches in Kent.

• What are the 5 reasons the supply of private rental properties in Docklands are falling? What does this mean for tenants and landlords in Docklands?

There has been a rise in demand for rental properties and an 8.9% fall in the number of Docklands private rented properties, which has caused Docklands rents to rise by 11.9% in the last year, a new all-time high.

The National Residential Landlords Association asked the respected economics think tank, Capital Economics, to carry out research on the UK rental market.

It found that if the current trends in the property market in terms of growth of the population, Brits living longer, the lack of new homes building and the reduction in social housing (aka council housing) then demand for homes in the private rented sector needs to increase by 227,000 homes per year.

So, based on those numbers, Docklands needs to have an additional 314 private rented properties per year.

The problem is the number of private rented properties in Docklands has reduced from 15,998 in 2017 to 15,144 in 2021, a net loss of 854.

So, why has supply of private rented homes in Docklands reduced?

1. Section 24 Income Tax Section 24 was introduced in 2017 to level the playing field on the taxation of property between homeowners and landlords. Section 24 stops landlords from offsetting their buy-to-let mortgage costs against the profits from their rental property. Interestingly, no other kind of UK business is affected by the

Section 24 taxation. In other words, whatever other form of business you might be in, be it butcher, baker or candlestick maker, every other business can offset their finance costs against their profits, except buy-to-let.

The issue caused by Section 24 Tax is that some landlords ended up paying more income tax than they really made in profit after paying their buy-to-let mortgages.

Meaning on the back of rising Docklands house prices in the last five years, some Docklands landlords have sold their buy-to-let investments.

2. 3% More Stamp Duty for Landlords When someone buys a property, they normally must pay a tax to the Government for the privilege. This tax is called Stamp Duty. Yet landlords must pay an additional 3% stamp duty supplement on top of that when they purchase a Docklands buy-to-let property. Evidence suggests some Docklands landlords have decided to hold off or scale back buying additional buy-to-let properties for their portfolio because of the thousands of extra pounds that landlords have to pay to buy the rental property.

3. Holiday and AirBnb Lets Some Docklands landlords are converting their long-term rental properties into short-term furnished holiday and AirBnB properties. Whilst the hassle, stress and service levels are much higher, these types of properties do tend to make more money and aren’t as heavily taxed as normal lets.

When properties convert to short-term lets, it removes another Docklands property out of the general supply chain of long-term rental properties.

4. Greater Legislation for Rental Properties With more than 150 pieces of legalisation, and new laws being added each year, the burden on landlords is huge. On the horizon is the Renters Reform Bill which will remove the no fault evictions.

Continued from page 1 Also, all rental properties with an Energy Performance Certificate (EPC) rating of below a ‘C’ will have to be improved (i.e. money spent on them) by the landlord. This could be more than £10,000 per property. Hence, why some Docklands landlords have been selling their rental properties with low EPC ratings in the last 18 months.

5. Accidental Landlords Selling Up There are some Docklands landlords who are classed as ‘Accidental Landlords’. In 2008/9, with a slowing property market and house price values dropping in the order of 16% to 19%, (depending on the type of property) some Docklands homeowners decided to let their home out as opposed to selling it at a loss. Yet, with the price booms of the last 18 months, many decided to cash in on the higher property prices and sell – again taking another private rental property out of the system.

So, why is demand of private rented homes in Docklands increasing, even though more people own their home in Docklands than 5 years ago?

Even with better provision of affordable social housing and higher rates of owner occupation in Docklands (rising from 23.86% of homes in Docklands being owner occupied in 2017 to 24.73% in 2021), demand for private rental property continues to outstrip supply.

rising yields (because of the increase in rents) together with the nervousness of the Bank of England to increase interest rates too much because of the issues in Eastern Europe, this could be the start of a second renaissance in the Docklands buy-to-let market.

If you have concerns about the issues in legislation and taxation, then the advantage of employing a letting agent, with the choice of property, what you pay for it and how it’s managed, will go a long way to mitigate them.

There are many reasons behind this including …

1. People are living longer, meaning not so many properties are coming back into the mix to be recycled for the younger generation.

2. Net migration to the UK has continued at just over a quarter of a million people a year since 2017, meaning we need an additional 115,000 households to house them alone.

3. For the last two years, one in six of the owners of properties that have been sold have moved in to rented accommodation instead of buying on because of the lack of properties to buy.

So, what is the outcome of the imbalance between supply and demand on Docklands rental properties?

Quite simply – Docklands rents have rocketed. They are 11.9% higher today than the spring of 2020.

The severe shortage of housing in the private rented sector is pushing up rents in Docklands as demand continues to grow. Many Docklands people are finding it hard work to find appropriate accommodation at a reasonable rent, and with mounting numbers of tenants predicted to continue, this situation will only get worse unless more houses are built.

My heart goes out to those Docklands tenants struggling with the cost-of-living crisis only to then be hit by higher rents.

Yet, these higher rents are now enticing new landlords back into the Docklands buy-to-let market because of the higher returns.

With higher inflation, property investment has been seen in the past a safe harbour to invest one’s money in. With the bonus of
