I

t’s time for some joined up thinking (sounds logical, I know). The Government encourages permitted development in empty offices and warehouses, whereby building controls, Council Of Mortgage Lenders warranty and most planning requirements are adhered to. The main exceptions are no minimum size and no social housing. With land scarce and at a premium, the demand from purchasers for reasonably priced starter accommodation is unprecedented in London, the South East and, generally, anywhere within an hour’s commuting distance of the capital. So many buildings have been converted into small but functional living spaces. These studios and one-beds are often constructed to a high standard with a decent specification, often with funky additions like mezzanine sleeping levels. It’s all very innovative. Now here’s the rub. Surveyors acting for the main lenders are not fans. We can cast aside the selling price, because the surveyor has it within their gift to value based on evidence, even if It’s time for some there’s no other new joined up thinking development or small dwellings in the immewhen it comes to the diate area. One can see how it’s difficult area of permitted for them to arrive at development (sounds valuations. So who loses out? What do we do? Call a truce. Ask surveyors, leading lenders, the Government, policy advisors and well known developers to meet, perhaps at a completed building, and agree a way forward. Sounds like a plan, but I must stop trying to apply logic.

quiet revolution is happening on the Isle Of Dogs. Like the gentle puff of wind into a galleon’s mainsheet, the arrival of Greystar’s Sailmakers scheme heralds a titanic change in course for the UK residential market. A global giant in the supply of purpose-built rental homes, it’s the US company’s first “multi-family development” in Britain and will provide 3 properties for tenants to occupy just south of the Canary Wharf estate. Split across two buildings – Ostro, which is already open for business and Sirocco, which launches in spring 0 – it promises a wealth of on-site facilities, pet-friendliness and homes designed with renters in mind. Managing director of asset management at Greystar Europe, Bella eacock, took time to talk community with me and why renting is increasingly a lifestyle choice for Londoners. “ e’re super excited about the launch,” said Bella. “ e have named the buildings after the winds – Sailmakers as a development name was built on the concept of being by the water. “ e always like to tie our development to the local area to give them some history – something people can relate to. “ e have 0 apartments in Ostro, which launched towards the end of 0 8. e had our first residents move in during November last year. “ e have a selection of studios through three-bedroom apartments, although the majority are one or two-bedroom properties. “ hat makes the buildings uite uni ue is the amenity spaces – we did a lot of work to think about how we could configure them and bring in a really high level of amenity to these buildings. “ e have more than ,000s ft across the development and that includes a residents’ lounge, a cinema room. “The bulk is in Sirocco, including a management suite and leasing office. That’s about having our team members on-site, visible to residents and people who are coming to look at the properties. “They’re there for the leasing process but also for when people are living here to build the community and to be on hand for when you need them. “ e have a business lounge so if people are working from home they can come out of their apartments. “ e also have a fitness suite up on the 3 th oor so it has ama ing views all around London. a personal trainer or a physio, then they can bring them into the community and use that space. “We’ll also run a certain number of fitness classes a week that residents can book onto.” With a portfolio of around 1,700 rental communities worldwide and 460,000 apartments to let in the US alone, Greystar believes the time is right to bring its product to the UK market. Bella said: “What we’re trying to achieve here is to bring over all the knowledge and experience from the US market where we’ve been operating for 25 years there. “The industry is shifting towards providing professionally managed rental housing and that’s really what we want to do. “We see a huge opportunity – there’s a well established imbalance here between supply and demand and it’s about delivering a community for renters where they can benefit from an apartment that’s specifically designed for rental. “For example, our two-bedroom ats have two bathrooms. Usually we try to not have them next door to one another so there’s a bit more privacy. They’re made for sharing. “What we see globally is a trend towards urbanisation – more people living in the big cities – not just in London but in cities all over the world. Renting within that has a number of drivers. “Availability of housing to buy or rent is certainly a factor. I think a lot of it is also about exibility and changing demands and needs of the people who are renting. “That’s really what Greystar is providing – the ability to live in a community, with the services and with like-minded people. “We run events, we have pool tournaments, we might have a wine and cheese tasting evening, cinema nights and things like that. It’s for people who want to make that choice. “At this development, the majority of our residents are working locally. But there is a mix of different types of households within this building – that’s what we mean by multi-family. “All of them can come into a

community programme that we’re running. “A community is ultimately driven by the people that live in it and we’ll do events to try and fit that. But we’re always trying to take direction from our residents about what they want. There isn’t any one-si e-fits-all for all Greystar communities. It’s not a cookie-cutter approach. “What we see in Sailmakers is lots of different types of people living here. It’s people that want to live in a building that has the on-site management, the amenities and the service. “Not everybody has to come up and play pool every Thursday night. erkeley Homes is promising buyers cheaper bills and greater control over their carbon footprint thanks to its collaboration with energy supplier E.ON. Together they’ve come up with the Future Energy Home package, now available in new apartments at the developer’s Kidbrooke Village scheme in the Royal Borough Of Greenwich. Controlled via a single hub designed by E.ON, the system features lighting, power and heating products that buyers can choose from. For example, smart thermostats and radiator valves allow smartphone location data to be used to control heating as residents approach or leave their home, the adjustment of temperatures from anywhere using a smart scheduling app and the programming of independent temperatures for each room in the property. Smart light switches and plug sockets mean homeowners can adjust the lighting, set timer schedules and control lights while they’re away as well as control appliances remotely. E.ON also offers a clean tariff bolt-on for owners’ monthly fuel usage, allowing the company to source 100% renewable electricity in the UK and to support projects worldwide contributing to CO2 reductions. All of the above can be managed via E.ON Home – specially designed software that combines data from all connected electrical devices in the home on a single tabletbased platform and gives customers an overview via a digital dashboard.

I

t’s a result that will shock few. The UK’s surveyors have cited Brexit uncertainty as the biggest single factor holding back the residential sales market. The Royal Institute Of Chartered Surveyors (RICS) latest survey of its members saw 77% of respondents name the machinations around Britain’s attempts to leave the European Union as the greatest challenge for the sector. In addition, 71% believed Brexit uncertainty was having an impact on both buyers and sellers. A mere 8% said it was of no consequence. Beyond Brexit, the major concern for surveyors was the lack of stock on the market, with the number of properties on estate agents’ books falling to a record low in February and a decline in new instructions for respondents also recorded. While the study found the volume of agreed sales also slipped in nearly all parts of the UK and the time it took to sell a property was also at its joint longest since the question was added to RICS’ survey two years ago, there was some optimism about the long term among its members. A net balance of 23% of respondents said they

anticipated sales returning to growth at the 12 month horizon. While most surveyors reported price falls in the weakest figures recorded since May 2011 and that negative feedback came from across the country, sentiment for the year ahead remained positive with surveyors expecting growth to resume across most parts of the UK, excepting London and the South East. Across every region the average number of sales per surveyor was below average except in Wales

London remains negative In the lettings market, tenant demand posted a modest monthly increase, while the indicator on new landlord instructions remained negative for a 29th successive month. On the back of this, rental prices were expected to grow by most surveyors over the near term with a net balance of 22% expecting rises.
