Robert Holmes writes… The last six months of 2009 must be one of the most extraordinary times that the residential property market has experienced. Last Autumn the predictions for almost every sector of the economy in 2009 were gloomy to say the least and we were preparing ourselves for a long period of recession. The property market had already suffered in 2008 and the forecasters predicted worse to come this year with falling prices and the knock on effect of rising unemployment. However the market, for the time being at least, has experienced an unexpected and welcome recovery. It is with some considerable relief, therefore, that I am able to report that, since March, we have experienced a buoyancy in the residential market that could certainly not have been foreseen at the start of the year. Despite the difficulties in the economy we are currently experiencing a good demand for all types of property in the areas we cover together with a healthy level of viewings in all price ranges with a high percentage conversion rate of offers to exchange of contracts. Even more surprisingly, and as far as Robert Holmes & Co is concerned, we have experienced a healthy level of activity where both sales and rentals are concerned as the two do not usually go hand in hand. Prime locations such as Wimbledon and Coombe do not necessarily reflect the market in the country as a whole but the high volume of sales that we have achieved in these areas in the last few months are, I feel, indicative of the fact that when the chips are down purchasers rely on the fact that such locations are ‘prime’. As some evidence of this I am pleased to say that in the last six months alone we have sold over £72 million worth of property at prices ranging from £325,000 at the lower end to £6,000,000. and in the summer months of July, August and September we have sold ten houses at prices in excess of £3,500,000. At the same time our Rentals office is experiencing a record year for letting properties in the area. We are cautiously optimistic, therefore, that the current trend will continue for the immediate future and hopefully, into 2010. DEATH OF THE MILLION POUND MORTGAGE HAS THE CREDIT CRUNCH KILLED OFF THE HIGH NET WORTH MORTGAGE MARKET? Despite the last 18 months ominous press and media reports, that have no doubt contributed to the decline in the property market, for some the mood is now strangely optimistic. The front pages of the tabloids are even headlining with ‘What Credit Crunch?’ and stories of large bonuses pending in the New Year at the US Investment Banks. The unique events of the last eighteen months have given rise to an unprecedented liquidity crisis in the UK real estate market. Even high net-worth individuals have restricted finance options as a result of the combination of depressed real estate valuations, depreciated share asset portfolios, unfavourable sterling exchange rates and the general lack of appetite amongst lending institutions. These unique circumstances have led to a decline in real estate prices in the UK. Even Prime and Super Prime real estate, which is historically un-effected, has experienced a decline of up to 30% in some areas, albeit that prices have rebounded strongly in recent months by between 10% – 15%. The uncertainty around reliable

forward valuations for even Prime London property has fuelled the already cautious lending market. Many of the traditional high street lenders are only offering restrictive credit terms; to the extent that they are in effect ‘closed for business’. It was only three years ago that we were being targeted by lending institutions wishing to open up ‘Large Loan’ desks specialising only in £1M+ mortgages. These desks are now across the board empty with the former incumbents having moved into other departments or having left the lending industry completely. As a result of this sudden withdrawal of finance many clients have found it more difficult to raise mortgages due to the increased restrictions being place on these traditional credit institutions. In short the retail lenders such as Bank of Scotland, Halifax, Barclays and C&G who have dominated the £1M+ mortgage market are no longer keen to write competitive large mortgage business. However such situations of adversity always provide opportunities for those

that are willing to step into the breach. It is the Private Banks and International Banks who have filled the void created by the retail lenders retreat to what they deem to be low risk pastures. With the traditional lending banks in effect out of the picture the opportunity has opened up for private and overseas banks to lend to the UK market. Leading with credit many of these smaller boutique banks are offering highly competitive rates in order to attract new clients. Whilst possible, even in today’s market, this is not an easy or straightforward process. Some lending banks are no longer prepared to entertain a dry loan situation. That is a credit facility with no additional banking relationship. Lending institutions are now looking for additional opportunities from a


client. This might be funds under management, cash on deposit or pledged assets against interest charges. Our role as intermediary is vital in order to achieve the right balance with a bank; one, which protects the interests of the client but still, facilitates the required lending terms. So what is available for clients looking for funding in excess of £1M? Typical maximum Loan to Values are 75% with loans often granted on renewable 5 year terms with margins in the region of 1.75% – 2.00% over Libor (London Interbank Offered Rate) offering an ‘all in’ rate of circa 2.35% to 2.55%.Alternatively Bank base rate linked loans are in the region of 2.39% over , with fixed rates for 2, 3 and 5 years at 3.89%, 4.39% and 5.49% respectively.Arrangement fees can vary from a flat £799 to 0.75% of the loan advance so it is important to look at the overall package on offer from the lender. One can see that whilst the supply of funding remains constrained, the cost of funding is extremely cheap, so what are the key drivers that will determine the direction of property prices? Throughout history there has never been a time where three of the critical economic drivers have been aligned as they are today; bank base rate has never been seen at 0.50% since rates began over 300 years ago; sterling is

significantly underperforming against both dollar and the Euro; property prices are down by up to 25% even in Prime London locations. Whilst the media talk about further falls and the majority of the population sit on their hands awaiting these predicted discounts, the opportunistic entrepreneur is already capitalising on the current market conditions.Prime Central London (PCL) markets have been supported through the spring and summer months of 2009 by euro denominated buyers exploiting what in currency adjusted terms are upto 50% discounts to historical values.Overseas clients know that the key London postcodes will always be a valuable asset. Other buyers are UK residents looking for trophy assets or properties for investment purposes looking for an alternative to the very low returns available on cash. If indeed the City of London returns to good levels of profitability implying increased flow of money supply and confidence returns to both the buying community and the lending community, then without a doubt prices will recover through 2010 and beyond.I believe that the combination of the factors detailed above will determine an upward movement in property prices, albeit a steady one. I would caveat this by confirming that any concrete recovery and upward trend in property prices at the lower

end of the market is wholly reliant on a supply of competitive 90% mortgage funding which at the moment is distinctly lacking. Whatever the rationale for purchasing in today’s market our role is still to source a level of credit in order to provide the client with the sufficient leverage to maximise their purchasing power. Credit more than ever remains the key to unlocking these opportunities and the right representation is crucial to achieving a successful outcome.
