MESSAGE FROM THE PRESIDENT Dear Residents, What an extraordinary year of changes we are experiencing! The Wheeling Park District has been and will continue to be committed to fulfilling our mission of providing memorable experiences in parks and recreation that enrich our communities. We are excited to present our November-December Fall events and program guide. Thank you for your continued patience and cooperation as we adapt to the challenging circumstances. The Guest Service Desk is now staffed Monday through Saturday; see page 2 for hours. Your health and safety remain our top priorities. A full set of best practices has been put in place to ensure your safety and comfort. As you enjoy our beautiful parks and facilities, please remember to follow all guidelines for your own well being and that of your neighbors. (See page 4 for details.) This fall, we welcomed our preschool students to a brand new, colorful space designed to foster imaginative and creative play. New this year is our Preschool to Go take-home option to facilitate “Learning through Play” virtually. Other online classes also are available. There is still time for an end-of-season round of golf at Chevy Chase and Rob Roy. Tee-times may be reserved 24/7 online. In addition to outdoor pickleball and basketball courts, you can participate in drop-in and athletic programs in our two gyms. Check the website for schedules and updates. A variety of rental rooms and spaces are available for parties and family gatherings (subject to capacity limits). We invite you to visit Chevy Chase and the newly-designed and renovated rooms and event spaces at the CRC and Rob Roy to see how we can make your celebrations easy and comfortable. The Health and Fitness Center is open seven days a week. Shake up your workout routine in group exercise classes; advance registration is required. Take advantage of the Personal Training sale and the membership special for students. Plans are underway to open the Indoor Pool. Stay tuned for more information coming soon! A full listing of the programs, services, and facilities can be found on the following pages of this guide and on our website, wheelingparkdistrict.com. WHAT DOES IN-DISTRICT/RESIDENCY MEAN?

In-district means you live within the Wheeling Park District boundaries. In addition, all children enrolled as students in School Districts 21 and 23 are granted in-district resident rates. For a complete explanation of these terms, please see page 32. If you have never used our registration system and want to qualify for In-district resident fees, please stop by the Guest Service Desk at the CRC and show proof of In-district status. Valid drivers license, utility bill, copy of lease or mortgage agreement are acceptable forms of proof. Out-of-district / non-resident guests are always welcome to take part in programs and activities.

HEALTH & SAFETY PRECAUTIONS The Wheeling Park District is currently operating under Phase 4 guidelines of the Restore Illinois Plan (Region 10), allowing the district to offer limited programs and events, and open some of its facilities with additional operational guidelines. For the safety of all guests and staff, the District has instituted the following measures with the guidance of city, state and federal health authorities. MASKS AND FACE COVERINGS All guests over the age of 2 and staff are required to wear a mask or face covering in all indoor facilities including, but not limited to, visiting the Guest Service Desk, walking to and from a program or activity, entering and/or exiting a facility, waiting for a child or guest requiring assistance who is currently participating in a program or activity, and using the restrooms. All guests visiting a District facility are responsible for bringing their own mask and/or face covering. Health & Fitness members may only remove their masks and/or face coverings while actively exercising or working out on a machine or piece of equipment inside the Health & Fitness Center, or when participating in a group exercise class. In these instances, guests must maintain at least a six foot distance from others.

SELF SCREENING All guests and staff cannot participate in any program or activity if they have any of the following COVID-19 symptoms or if they have been exposed to COVID-19. If a house member is awaiting results, please stay home until results are confirmed negative. C0VID-19 SYMPTOMS • Loss or decrease in the sense of taste or smell • Fever - Temperature of 100.4 or higher, or chills • Muscle, head or body aches • Shortness of breath • Cough and/or congestion • Runny nose • Fatigue • Nausea, vomiting or diarrhea

C0VID-19 EXPOSURE • Living in the same household as a sick person with COVID-19 • Caring for a sick person with COVID-19 • Being within 6 feet of a sick person with COVID-19 for about 15 minutes • Being in direct contact with secretions from a sick person with COVID-19

SOCIAL DISTANCING All guests must maintain at least 6-feet physical separation between themselves and others around them, including other guests and staff.

HAND WASHING / SANITIZING Facility patrons and staff are recommended to frequently wash their hands often with soap and clean water for 20 seconds or longer, especially after contact with public surfaces. If hand washing is not possible, it is recommended the use of alcohol-based hand sanitizers (with at least 60% alcohol).

GROUP SIZES & CAPACITY LIMITS Current group gatherings are limited to 50 people. Please note that to ensure the safety of staff and participants, many district programs and activities have a lower class limit based on room size and type of activity.

CLEANING & COMMON AREAS In addition to regular daily cleaning, all Wheeling Park District facilities are aggressively disinfected, including doorknobs, rails and high touch areas. Open facilities also provide restrooms for hand washing, as well as hand sanitizers. All lounges and other gathering areas are closed to the general public. Only registered participants in a program or activity and one additional caregiver are allowed inside indoor facilities.

ADDITIONAL GUIDELINES Additional guidelines and restrictions may apply to specific facilities, programs and activities. The District will closely monitor the guidelines and recommendations set forth by federal, state and local public health organizations, and will continue to post updates on the District's website, www.wheelingparkdistrict.com to keep guests informed of any changes as quickly as possible. The District reserves the right to deny participation or entry to any participant or guest due to noncompliance or for exhibiting (or visually appearing) to have any of the mentioned symptoms.

LETTERS TO SANTA Registration Deadline: 12/11

November 27-December 11, children may drop off letters at Santa's Mailbox at the entrance of the Community Recreation Center. Include a stamped, self-addressed envelope and Santa will send you a reply before Christmas Day. Letters cannot be returned. WINTER WONDERLAND

Location: Heritage Park Registration Deadline: 12/3 - Advanced registration is required by everyone in your family who is attending. No day of registration. Space is limited. Join us in a Winter Wonderland at Heritage Park. Santa will visit from the North Pole to turn on our tree lights and read "The Night Before Christmas". You can bring your list for Santa and leave it in his special mailbox. There will also be a special performance. Hot chocolate will be served and each family will receive one craft bag full of activities to take home. Please dress appropriately. AGE

are encouraged to be tested to ensure placement in the correct level. Please come during Family Open Swim hours (http://www.wheelingparkdistrict.com/ Indoor-Pool_Hours) for an evaluation. Instructors reserve the right to place participants in the levels best suited to their abilities.

SWIM SCHOOL INFORMATION Lessons focus on four to five primary skills along with three to four secondary skills that help build endurance and technique. Children do not always complete all required skills in one session. (It is not uncommon for a child’s ability level to fluctuate based on attendance and repetitions in a level.) Ratio of students is 4:1 (Levels 1–2), 4:1 (Levels 3–4); 4:1 (Levels 5–6). Instructors work very hard to give students equal attention. For public safety, class sizes will be reduced and instructors will wear face masks and face shields. FOR INFORMATION ABOUT SWIM LESSON LEVELS AND CLASS OFFERINGS, SEE PAGE 9.

Players will progress each week learning different fundamentals and skills of the game of basketball. Location: CRC Registration Deadline: December 18 - $20 late fee after 12/18 Lower rims and smaller basketballs are used to ensure success for every participant. League focuses on skills, sportsmanship, teamwork, and fun. All games will be at the CRC. Kindergartners will practice dribbling, passing, and shooting. The first 30 minutes is practice and drills. YOUTH WINTER BASKETBALL

Location: CRC Registration Deadline: December 18 - $20 late fee after 12/18 Designed to promote sportsmanship and teamwork, all divisions focus on understanding and enjoying the game. Division 1 emphasizes fundamentals and skill development over compeition. Division 1 uses smaller balls and lower rims to promote success and learning. As the divisions progress, so does the competition. Division 2 and 3 use regulation hoop height. All levels play a 10 game-schedule. There is no season-ending tournament for any division. The need for more teams may necessitate combining with Mt. Prospect and River Trails. A Wheeling Park District Jersey is required to participate in this league.

Classes are taught by Master Dan Valin, 7th Degree Black Belt, and his staff of certified black belts. PRESCHOOL 'TO GO' Preschool “To Go” will consist of a box/bag that would be picked up each Friday (or arrangements can be made for other days and times) that would consist of: weekly themes, crafts, academic worksheets, calendars, hands-on-activities, STEM activities and more. There will be different curriculums for 3 year olds and 4 year olds. The first box will include basic supplies including, but not limited to: crayons, child safety scissors, glue sticks, paint brush and water color palette. SCHOLARSHIPS SCHOLARSHIPS FOR RECREATION PROGRAMS

Scholarships for recreation programs may be available to Wheeling Park District residents whose households meet specific criteria. Details on the program are listed on the right.

TO APPLY FOR A SCHOLARSHIP

Pick up an Application for Recreation Programs Scholarship form at the CRC Guest Service Desk or download a copy from our website.

Return the completed application and required documentation to the Guest Service Desk, along with a completed program registration form, as well as a photocopy of the participant’s birth certificate (if under age 18). Submitting an application or qualifying for a scholarship is not a guarantee that the program request will be honored. Applications will be reviewed in the order in which they are received. Allow a minimum of seven business days to receive notification of the decision.

CRITERIA

1. Applicants must reside within the boundaries of the Wheeling Park District. 2. Documented proof must be presented that one of the household’s principal providers is actively serving in the military; or a complete and accurate copy of the prior year’s Federal income tax return filing (with all social security numbers redacted), including all W-2s, must be submitted to verify that the household meets the poverty-level standards defined by the U. S. Department of Health and Human Services. The Executive Director may consider extenuating circumstances and award scholarships to those individuals who do not consistently meet the established criteria.

LIMITATIONS

An eligible participant will be limited to scholarships for: 1. No more than fifteen (15) days of summer camp annually 2. No more than two (2) seasonal recreation programs per year Contractual programs not conducted by Park District staff, trips, cooperative programs, punch-card programs, memberships, and private lessons are ineligible for scholarships.

PARTICIPANT CO-PAY AMOUNT

Eligible participants must contribute to the cost of the program by making the following co-pays: 1. Seasonal Recreation Programs – 25% per participant 2. Summer Camp – 50% per participant 3. Summer Camp Swim Lessons – 50% per participant 4. Summer Extended Camp (Before/After Care) – 50% per participant 5. Preschool – 50% per participant 6. Before and After School Recreation – 50% per participant

FUNDING

The amount of scholarships available each year shall be determined during the Park District’s annual budget process. Additionally, net proceeds generated from designated events may be dedicated to support this program. Should scholarship requests exceed available funds, it will be at the discretion of the Executive Director to provide additional scholarships.

INCLUSIVE RECREATION PROGRAMS

In a continuing effort to accommodate the needs of residents with special needs, NWSRA and the Wheeling Park District provide inclusive recreation services. This means that individuals with disabilities are able to participate in programs offered by the Park District. Tell us your special needs by communicating on the registration form and, together, the Wheeling Park District and NWSRA will provide the support necessary for success.

BEHAVIOR & CONDUCT

Guests are expected to exhibit appropriate behavior at all times. Please observe the following guidelines: 1. Show respect to all guests and staff. 2. Refrain from using foul or obscene language. 3. Refrain from causing bodily harm to others. 4. Show respect for equipment, supplies, and facility. 5. Children under age 10 must be supervised by an adult, age 17 years or older, at all times at all recreation facilities.

EDITORIAL POLICY

Although the Wheeling Park District makes every effort to ensure the accuracy of the information in our publications, an occasional error may occur. In the event this happens, we will advise you of the change as quickly as possible. Thank you in advance for your patience and understanding.

IMAGE RECORDING DEVICES

The use of any image recording devices, including video recorders, cameras, and phone cameras, is strictly prohibited in all Wheeling Park District facility locker rooms, washrooms, and shower areas. Please report any violations immediately to facility management.

PHOTO POLICY

Periodically, photos and video of Park District programs and activities, classes or events, and properties are used by WPD for marketing materials including electronic, print, video and audio channels and online. By registering for a class or attending or participating in an activity, or using WPD property, you authorize use of your image or your child’s for Park District purposes without prior notice or permission and without compensation. The Park District is not responsible for images shared by others through social media or other channels.

LIGHTNING PREDICTION LOCKER ROOMS The locker room is an amenity available & WARNING SYSTEMS By measuring the amount of electrical charge in the atmosphere, Thorguard Warning System predicts with a high degree of certainty the probability of a lightning strike within a covered area. This system warns guests and staff with a horn and strobe system when a lightning strike hazard is present. Areas served by Thorguard include Heritage Park, Family Aquatic Center, CRC and all adjacent areas and neighborhoods. The system is intended to warn guests and staff of probable lightning hazards in the area so lightning-related injuries and deaths can be avoided. Since Thorguard is a lightning prediction system, it is possible for the warning system to be activated even when weather conditions do not seem to indicate lightning is present. Be assured that these warnings are accurate and must be followed to ensure personal safety. Two distinct signals sent out by Thorguard: RED ALERT External warning horns blare for 15 seconds and strobe lights begin to blink. This signifies a lightning hazard in the area. All outdoor recreation activity should be suspended and guests and staff should seek appropriate shelter, preferably indoors. ALL CLEAR External warning horns give three consecutive blasts lasting 3-5 seconds each. This means the lightning hazard has left the area and it is safe to resume

normal activities. Chevy Chase is protected under the WeatherBug lightning detection system.

LOUD MUSIC & ALCOHOL Loud music and outside alcohol are not permitted on any Park District property.

VANDALISM

The Wheeling Park District has experienced a tremendous amount of vandalism. This vandalism in our community has included acts of arson, destruction of playground equipment and landscaping materials, destruction of bathroom fixtures, stolen materials and graffiti. Vandalism affects residents and other guests when bathrooms are closed, playground equipment is under repair and amenities are not available for use. Vandalism is costly to repair and results in higher insurance costs. In order to ensure the safest parks and facilities possible, we need your help. We ask that when you see or hear about vandalism or something that may be unsafe, such as broken playground equipment, or anything else that you feel may be hazardous, please call 847-465-3333 or complete the online Report a Problem form under the Parks and Facilities tab.

NO SMOKING

Smoking is prohibited in all wooded areas on Park District property and within 100 feet of any point of a soccer, baseball and football field, any outdoor court and all Park District buildings.

REWARD PROGRAM

Help the Wheeling Park District stop vandalism in your neighborhood park. Call us with information about the person or persons who vandalize any Wheeling Park District property. This would include the destruction of any property such as vehicles, playground equipment or landscape materials, the theft of any equipment or materials, any act of arson, and any act of graffiti. If your information leads to arrest, case resolution and/or restitution, you will be given a reward from $500 to $5000. Your name will be kept confidential. Free WiFi service is available at the CRC, Pavilion and Sports Complex at Heritage Park and Chevy Chase Country Club. The Wheeling Park District WiFi network lets you access the Internet without cables or wires using the wireless networking card in your privately-owned laptop, PDA or WiFi-enabled device. INDOOR CRC ROOM RENTALS The Community Recreation Center (CRC) has a variety of rooms for all your event and party needs. Kitchen facilities are available to all guests renting a room for an additional fee, which includes access to a refrigerator, sink, microwave, oven, and stove top. Our newly renovated kitchen is available for individual use, for an additional charge of $30. Please see the CRC Rental Request form available online or at the CRC Guest Service desk for all fee information.
