MESSAGE FROM THE PRESIDENT Dear Residents, As the New Year approaches, I can’t think of a better resolution than to spend more time outside with family and friends. We are fortunate in our community to have a bounty of recreation options close to home. With a dozen different parks to choose from in our Wheeling Park District system, it’s the perfect opportunity to bundle up and get some fresh air. I guarantee it will lift your spirits and feel invigorating. If you’d like a bit more incentive to enjoy the winter weather, check out our special events at Heritage Park. Meet at the Performance Pavilion on January 24 for Build a Snowman. Even if we don’t have snow, everyone will go home with a snowman kit and be ready to create their own “Frosty” the next time it snows. Bring the whole family to Winterfest on January 31, for snow sculpting and decorating (weather permitting), penguin egg-hunting, ice sculpting and winter games. Warm up with hot cocoa at both of these Sunday fun days! The Health & Fitness Center is here for you, too. If you’re not a member yet, 2021 is a great time to consider joining. During the month of January, there is no enrollment fee and all new members are gifted a Health & Fitness Center duffle bag. Be among the first 40 to sign up and also receive a water bottle. From January 1 to March 28, students have two flexible membership options: 7 days for $7 or 30 days for $30. Make the most of your workouts by taking advantage of our dedicated and knowledgeable staff of Personal Trainers. They’re here to keep you motivated and on the right track to getting the results you want. The Wheeling Park District is all about coming up with creative ways to help you stay active and engaged throughout the winter months. Take a look at all we have to offer on the pages of this Winter Program & Events Guide. Be sure to share what you’re interested in with family and friends so they can join in the fun, too. WHAT DOES IN-DISTRICT/RESIDENCY MEAN?
In-district means you live within the Wheeling Park District boundaries. In addition, all children enrolled as students in School Districts 21 and 23 are granted in-district resident rates. For a complete explanation of these terms, please see page 32. If you have never used our registration system and want to qualify for In-district resident fees, please stop by the Guest Service Desk at the CRC and show proof of In-district status. Valid drivers license, utility bill, copy of lease or mortgage agreement are acceptable forms of proof. Out-of-district / non-resident guests are always welcome to take part in programs and activities.
WAYS TO PAY Payment is accepted by cash, check, money order and credit card (Visa, MasterCard, Discover and American Express).

HEALTH & SAFETY PRECAUTIONS For the safety of all guests and staff, the District has instituted the following measures with the guidance of city, state and federal health authorities.
MASKS AND FACE COVERINGS All guests over the age of 2 and staff are required to wear a mask or face covering in all indoor facilities including, but not limited to, while visiting the Guest Service Desk, walking to and from a program or activity, entering and/or exiting a facility, waiting for a child or guest requiring assistance who is currently participating in a program or activity, and using the restrooms. All guests visiting a District facility are responsible for bringing their own mask and/or face covering.
SELF SCREENING All guests and staff cannot participate in any program or activity if they have any of the following COVID-19 symptoms or if they have been exposed to COVID-19. If a guest is awaiting results, please stay home until results are confirmed negative. C0VID-19 SYMPTOMS • Loss or decrease in the sense of taste or smell • Fever - Temperature of 100.4 or higher, or chills • Muscle, head or body aches • Shortness of breath • Cough and/or congestion • Runny nose • Fatigue • Nausea, vomiting or diarrhea
C0VID-19 EXPOSURE • Living in the same household as a sick person with COVID-19 • Caring for a sick person with COVID-19 • Being within 6 feet of a sick person with COVID-19 for about 15 minutes • Being in direct contact with secretions from a sick person with COVID-19
SOCIAL DISTANCING All guests must maintain at least 6-feet physical separation between themselves and others around them, including other guests and staff.
HAND WASHING / SANITIZING Facility patrons and staff are recommended to frequently wash their hands often with soap and clean water for 20 seconds or longer, especially after contact with public surfaces. If hand washing is not possible, the use of alcohol-based hand sanitizers (with at least 60% alcohol is recommended).
GROUP SIZES & CAPACITY LIMITS Please note that to ensure the safety of staff and participants, many district programs and activities have a lower class limit based on room size and type of activity.
CLEANING & COMMON AREAS In addition to regular daily cleaning, all Wheeling Park District facilities are aggressively disinfected, including doorknobs, rails and high touch areas. Open facilities also provide restrooms for hand washing, as well as hand sanitizers. All lounges and other gathering areas are closed to the general public. Only registered participants in a program or activity and one additional caregiver are allowed inside indoor facilities.
ADDITIONAL GUIDELINES Additional guidelines and restrictions may apply to specific facilities, programs and activities. The District will closely monitor the guidelines and recommendations set forth by federal, state and local public health organizations, and will continue to post updates on the District's website, www.wheelingparkdistrict.com to keep guests informed of any changes as quickly as possible. The District reserves the right to deny participation or entry to any participant or guest due to noncompliance or for exhibiting (or visually appearing) to have any of the mentioned symptoms.

Lessons focus on four to five primary skills along with three to four secondary skills that help build endurance and technique.

Children do not always complete all required skills in one session. (It is not uncommon for a child’s ability level to fluctuate based on attendance and repetitions in a level.)

Designed to promote sportsmanship and teamwork, all divisions focus on understanding and enjoying the game. Division 1 emphasizes fundamentals and skill development over competition and uses smaller balls and lower rims to promote success and learning. As the divisions progress, so does the competition. Divisions 2 and 3 use regulation hoop height. All levels play a 10-game schedule. There is no season-ending tournament for any division. If there are not enough teams, the league may combine with Mount Prospect and River Trails. A Wheeling Park District jersey is required to play in this league. GRADE

Through activities like art, games, storytelling, cooking, movement and songs, children develop self-control, physical coordination and social skills. The Wheeling Park District Preschool staff are qualified, experienced teachers who pride themselves on creating a warm, sensitive, safe and educational environment. A ratio of one experienced teacher for every eight children is maintained. PRESCHOOL 'TO GO' "Preschool “To Go” offers an alternative to the onsite, classroom Preschool program. Pick up your box/bag each Friday (or arrangements can be made for other days and times) containing weekly themes, crafts, academic worksheets, calendars, hands-on-activities, STEM activities and more. The curriculum is different for three-year-olds and four-year-olds. The first box has basic supplies including, but not limited to, crayons, child safety scissors, glue sticks, paint brush and water color palette. Preschool "To Go" also offers links to a variety of 20-to-30-minute videos, that can be viewed at any time, featuring story time, circle times, hands-on activities, interactive games and more. SCHOLARSHIPS SCHOLARSHIPS FOR RECREATION PROGRAMS
Scholarships for recreation programs may be available to Wheeling Park District residents whose households meet specific criteria. Details on the program are listed on the right.
TO APPLY FOR A SCHOLARSHIP
Pick up an Application for Recreation Programs Scholarship form at the CRC Guest Service Desk or download a copy from our website.
Return the completed application and required documentation to the Guest Service Desk, along with a completed program registration form, as well as a photocopy of the participant’s birth certificate (if under age 18). Submitting an application or qualifying for a scholarship is not a guarantee that the program request will be honored. Applications will be reviewed in the order in which they are received. Allow a minimum of seven business days to receive notification of the decision.
CRITERIA
1. Applicants must reside within the boundaries of the Wheeling Park District. 2. Documented proof must be presented that one of the household’s principal providers is actively serving in the military; or a complete and accurate copy of the prior year’s Federal income tax return filing (with all social security numbers redacted), including all W-2s, must be submitted to verify that the household meets the poverty-level standards defined by the U. S. Department of Health and Human Services. The Executive Director may consider extenuating circumstances and award scholarships to those individuals who do not consistently meet the established criteria.
LIMITATIONS
An eligible participant will be limited to scholarships for: 1. No more than fifteen (15) days of summer camp annually 2. No more than two (2) seasonal recreation programs per year Contractual programs not conducted by Park District staff, trips, cooperative programs, punch-card programs, memberships and private lessons are ineligible for scholarships.
PARTICIPANT CO-PAY AMOUNT
Eligible participants must contribute to the cost of the program by making the following co-pays: 1. Seasonal Recreation Programs – 25% per participant 2. Summer Camp – 50% per participant 3. Summer Camp Swim Lessons – 50% per participant 4. Summer Extended Camp (Before/After Care) – 50% per participant 5. Preschool – 50% per participant 6. FUNDING
The amount of scholarships available each year shall be determined during the Park District’s annual budget process. Additionally, net proceeds generated from designated events may be dedicated to support this program. Should scholarship requests exceed available funds, it will be at the discretion of the Executive Director to provide additional scholarships.

IMAGE RECORDING DEVICES
The use of any image recording devices, including video recorders, cameras, and phone cameras, is strictly prohibited in all Wheeling Park District facility locker rooms, washrooms and shower areas. Please report any violations immediately to facility management.
PHOTO POLICY
Periodically, photos and video of Park District programs and activities, classes or events and properties are used by WPD for marketing materials including electronic, print, video and audio channels and online. By registering for a class or attending or participating in an activity, or using WPD property, you authorize use of your image or your child’s for Park District purposes without prior notice or permission and without compensation. The Park District is not responsible for images shared by others through social media or other channels.

LIGHTNING PREDICTION LOCKER ROOMS The locker room is an amenity available & WARNING SYSTEMS REWARD PROGRAM By measuring the amount of electrical for use by all CRC participants. The charge in the atmosphere, Thorguard Warning System predicts with a high degree of certainty the probability of a lightning strike within a covered area. This system warns guests and staff with a horn and strobe system when a lightning strike hazard is present. Areas served by Thorguard include Heritage Park, Family Aquatic Center, CRC and all adjacent areas and neighborhoods. The system is intended to warn guests and staff of probable lightning hazards in the area so lightning-related injuries and deaths can be avoided. Since Thorguard is a lightning prediction system, it is possible for the warning system to be activated even when weather conditions do not seem to indicate lightning is present. Be assured that these warnings are accurate and must be followed to ensure personal safety. Two distinct signals sent out by Thorguard: RED ALERT External warning horns blare for 15 seconds and strobe lights begin to blink. This signifies a lightning hazard in the area. All outdoor recreation activity should be suspended and guests and staff should seek appropriate shelter, preferably indoors. ALL CLEAR External warning horns give three consecutive blasts lasting 3-5 seconds each. This means the lightning hazard has left the area and it is safe to resume
normal activities. Chevy Chase is protected under the WeatherBug lightning detection system.
LOUD MUSIC & ALCOHOL Loud music and outside alcohol are not permitted on any Park District property.

VANDALISM
The Wheeling Park District has experienced a tremendous amount of vandalism. This vandalism in our community has included acts of arson, destruction of playground equipment and landscaping materials, destruction of bathroom fixtures, stolen materials and graffiti. Vandalism affects residents and other guests when bathrooms are closed, playground equipment is under repair and amenities are not available for use. Vandalism is costly to repair and results in higher insurance costs. In order to ensure the safest parks and facilities possible, we need your help. We ask that when you see or hear about vandalism or something that may be unsafe, such as broken playground equipment, or anything else that you feel may be hazardous, please call 847-465-3333 or complete the online Report a Problem form under the Parks and Facilities tab.
Help the Wheeling Park District stop vandalism in your neighborhood park. Call us with information about the person or persons who vandalize any Wheeling Park District property. This would include the destruction of any property such as vehicles, playground equipment or landscape materials, the theft of any equipment or materials, any act of arson, and any act of graffiti. If your information leads to arrest, case resolution and/or restitution, you will be given a reward from $500 to $5000. Your name will be kept confidential. INDOOR CRC ROOM RENTALS The Community Recreation Center (CRC) has a variety of rooms for all your event and party needs. Kitchen facilities are available to all guests renting a room for an additional fee, which includes access to a refrigerator, sink, microwave, oven and stove top. Our newly renovated kitchen is available for individual use, for an additional charge of $30. Please see the CRC Rental Request form available online or at the CRC Guest Service desk for all fee information.
