MESSAGE FROM THE PRESIDENT Welcome to winter at the Wheeling Park District! Helping to make your holiday season happy and bright is our first order of business. That jolly guy with the long, white beard will be listening to every child’s wishes at both Breakfast with Santa on Saturday, December 4, and the Holiday Hoopla on Sunday, December 5. Then it’s on to Happy Noon Year on Friday, December 31. Bring the kids for the noontime festivities. Make 2022 memorable with lots of winter activities for every age group. While parents have some time to themselves, the younger set will be entertained at Superhero Night on January 14, the Glow in the Dark Party on February 18, and the St. Patrick’s Party on March 18. Bring the whole family to Bingo Nights on January 21 and March 11. Build a Snowman on January 23, and the all-ages Winterfest on January 30, are sure to help make the colder weather fun. Daddy Daughter Luau, on March 4, is a great way to spend quality time with your favorite girls. April brings lots of fun hunts including the Preschool Egg Hunt (April 9), Flashlight Egg Hunt (April 9) and Spring Egg Scramble (April 16). Before you know it, Earth Day will be here, on April 24, to remind us to be kind to our planet. Sprinkled in between all of these special events are many opportunities to swim at the indoor pool, play sports, dance, be creative, get fit, learn new skills and have a party. It’s all here for you. Just flip through the pages of this guide and you’ll find many ways to make memorable experiences happen for you and your family. I wish you and your loved ones a warm and happy holiday season and all the best in the New Year!

WHAT DOES IN-DISTRICT/RESIDENCY MEAN?
In-district means you live within the Wheeling Park District boundaries. In addition, all children enrolled as students in School Districts 21 and 23 are granted in-district resident rates. For a complete explanation of these terms, please see page 48. If you have never used our registration system and want to qualify for In-district resident fees, please stop by the Guest Service Desk at the CRC and show proof of In-district status. Valid drivers license, utility bill, copy of lease or mortgage agreement are acceptable forms of proof. Out-of-district / non-resident guests are always welcome to take part in programs and activities.
WAYS TO PAY Payment is accepted by cash, check, money order and credit card (Visa, MasterCard, Discover and American Express).

SWIM SCHOOL INFORMATION Lessons focus on four to five primary skills along with three to four secondary skills that help build endurance and technique.

are encouraged to be tested to ensure placement in the correct level.
Children do not always complete all required skills in one session. (It is not uncommon for a child’s ability level to fluctuate based on attendance and repetitions in a level.) Ratio of students is 1:4 (Levels 1–2), 1:6 (Levels 3-6), and 1:8 (Levels 7-8). Instructors work very hard to give students equal attention.

TAE KWON DO TAE KWON DO Location: CRC (Tuesday/Thursday) The Midwest Academy of TaeKwon-Do is dedicated to building self-confidence, discipline, and respect for others. Our programs, special events, and seminars give our students the ability to develop and excel physically and mentally. Classes are taught by Chief Master Dan Valin, 8th Degree Black Belt with over 43 years of training, along with certified Black Belt instructors: Linda Singer, Jim Kwasek, and Matt McCormack. Our focus is to build better individuals who want to give back to their communities as well as develop exceptional martial artists! Tae Kwon-Do is our primary art, but we also incorporate Jiu-jitsu and Hapkido in our curriculum. Beginning Students (Beginners to 1 year training) This introduction to basic skills and techniques is structured around the student’s abilities in order to develop a sound foundation and understanding of the application and theory of TaeKwon-Do. SPOTS STILL AVAILABLE FOR THE 2021-2022 SCHOOL YEAR! The Wheeling Park District, with the cooperation of District 21, has developed a before- and after-school program for working parents that provides quality care for children in grades K-5 who attend Field, Tarkington, Twain and Whitman schools. The program is committed to providing safe recreational activities including games, crafts, sports and homework/quiet time to counterbalance the day's educational activities. Parents may choose either before- or after-school care or both before- and after-school care. The program site is the Wheeling Park District Community Recreation Center (CRC). Students using before-school care are dropped off at the CRC and bused to their home school. After school care students are bussed from their home school to the CRC and should be picked up there.

Through activities like art, games, storytelling, cooking, movement and songs, children develop self-control, physical coordination and social skills. Children are exposed to letters, numbers, colors, shapes and readiness skills in an encouraging and nurturing setting. OUR STAFF The Wheeling Park District Preschool staff are qualified, experienced teachers who pride themselves on creating a warm, sensitive, safe and educational environment. A ratio of one experienced teacher for every eight children is maintained. Teachers attend yearly Early Childhood conferences to keep up-to-date on the latest standards and trends and are always bringing new ideas to their daily classroom activities.

REGISTRATION INFORMATION & CRITERIA
All children registering for the 2022–2023 Preschool programs must meet the age requirement for the class. A complete registration form with class choice(s), up-to-date medical forms and a copy of your child’s birth certificate must be on file prior to the first day of attendance. A non-refundable $50 registration fee per class is due at the time of registration. Preschool payments are set up in nine equal installments from August-April. Withdrawal notification must be submitted in person a minimum of 30 days prior to the monthly bill date. A $125 cancellation fee per class is assessed for all Preschool withdrawals.

SCHOLARSHIPS SCHOLARSHIPS FOR RECREATION PROGRAMS
Scholarships for recreation programs may be available to Wheeling Park District residents whose households meet specific criteria. Details on the program are listed on the right.

Return the completed application and required documentation to the Guest Service Desk, along with a completed program registration form, as well as a photocopy of the participant’s birth certificate (if under age 18). Submitting an application or qualifying for a scholarship is not a guarantee that the program request will be honored.
CRITERIA
1. Applicants must reside within the boundaries of the Wheeling Park District. 2. Documented proof must be presented that one of the household’s principal providers is actively serving in the military, or a complete and accurate copy of the prior year’s Federal income tax return filing (with all social security numbers redacted), including all W-2s, must be submitted to verify that the household meets the poverty-level standards defined by the U. S. Department of Health and Human Services. The Executive Director may consider extenuating circumstances and award scholarships to those individuals who do not consistently meet the established criteria.
LIMITATIONS
An eligible participant will be limited to scholarships for: 1. No more than fifteen (15) days of summer camp annually 2. FUNDING
The amount of scholarships available each year shall be determined during the Park District’s annual budget process. Additionally, net proceeds generated from designated events may be dedicated to support this program. Should scholarship requests exceed available funds, it will be at the discretion of the Executive Director to provide additional scholarships.

The Wheeling Park District is proud to be a member of Northwest Special Recreation Association (NWSRA). Throughout the northwest suburbs, NWSRA is the leader in providing outstanding recreational opportunities for children and adults with disabilities. NWSRA’s team of full-time Therapeutic Recreation professionals and trained part-time staff offer a multitude of year-round program offerings including sports,camping, social programs, and much more. Having fun, being included, making friends, learning new things,and going new places are just a few of the benefits of NWSRA programs! Inclusion assistance is provided by NWSRA to those individuals who wish to participate in their home park district program. When registering, the parent of an individual with a disability should inform the park district of any accommodation needed in order for the individual to successfully participate in the program. The park district staff will then contact NWSRA for assistance with the accommodation. Informational brochures are available at both the Park District and NWSRA main office.

Periodically, photos and video of Park District programs and activities, classes or events, and properties are used by WPD for marketing materials including electronic, print, video and audio channels and online. By registering for a class or attending or participating in an activity, or using WPD property, you authorize use of your image or your child’s for Park District purposes without prior notice or permission and without compensation. This system warns guests and staff with a horn and strobe system when a lightning strike hazard is present. Areas served by Thorguard include Heritage Park, Family Aquatic Center, CRC and all adjacent areas and neighborhoods. The system is intended to warn guests and staff of probable lightning hazards in the area so lightning-related injuries and deaths can be avoided. Since Thorguard is a lightning prediction system, it is possible for the warning system to be activated even when weather conditions do not seem to indicate lightning is present. Be assured that these warnings are accurate and must be followed to ensure personal safety. Two distinct signals sent out by Thorguard: RED ALERT External warning horns blare for 15 seconds and strobe lights begin to blink. This signifies a lightning hazard in the area. All outdoor recreation activity should be suspended and guests and staff should seek appropriate shelter, preferably indoors. ALL CLEAR External warning horns give three consecutive blasts lasting 3-5 seconds each. This means the lightning hazard has left the area and it is safe to resume
normal activities. Chevy Chase is protected under the WeatherBug lightning detection system.

VANDALISM
The Wheeling Park District has experienced a tremendous amount of vandalism. This vandalism in our community has included acts of arson, destruction of playground equipment and landscaping materials, destruction of bathroom fixtures, stolen materials and graffiti. Vandalism affects residents and other guests when bathrooms are closed, playground equipment is under repair and amenities are not available for use. Vandalism is costly to repair and results in higher insurance costs. In order to ensure the safest parks and facilities possible, we need your help. We ask that when you see or hear about vandalism or something that may be unsafe, such as broken playground equipment, or anything else that you feel may be hazardous, please call 847-465-3333 or complete the online Report a Problem form under Quick Links at the bottom of the Home page on our website.

Free WiFi service is available at the CRC, Pavilion and Sports Complex at Heritage Park and Chevy Chase Country Club. The Wheeling Park District WiFi network lets you access the Internet without cables or wires using the wireless networking card in your privately-owned laptop, PDA or WiFi-enabled device.
