It’s exciting to watch the CRC Renovation and Expansion Project as it progresses. After the walls for the second gymnasium went up and the steel girders were put in place, it was much easier to envision the scope of the project. Once it is all buttoned-up for the colder weather, most of the work will take place inside the structure. Through it all, the CRC remains open for activities and events. The grand opening celebration is getting closer, and, in the New Year, our community will be able to enjoy this 21st-century facility now and into the future. Watch our website for updates. Embrace the cooler temperatures by taking part in everything the Park District has to offer indoors and out. Check out all the Special Events including some Fantastic Fun Days and Parent Nights Out on pages 6 and 7. Winter Wonderfest is on Sunday, January 13, from 1:00 to 4:00 pm at Chevy Chase Country Club. Bring the whole family to this free event. To help you think warm thoughts, Summer Camp registration starts January 14. See pages 25 through 31 to find all the information you need to sign up your child for memories and friendship that will last a lifetime. In addition, look at the Aquatics section for Early Bird Specials on Family Aquatic Center memberships. The Park District runs a large variety of drop-in programs that allow you to join when it is most convenient for you. Whether you’re an Active Adult, over the age of 55 years, are interested in Athletics or Preschool drop-in programs and/or have resolved to be more active in the New Year, look to the Drop-in and Fitness sections of this guide to find out how to best meet your needs. Remember, our parks are open all winter long so be sure to get outside for some fresh air and “unplug” as often as possible. When weather permits, we have two outdoor ice rinks, one at Heritage Park and one at Horizon Park that are open for free skating and hockey play. Heritage Park has lights that remain on until 10:00 pm. On behalf of the Board of Commissioners, I wish you and yours a very joyous holiday season and best wishes for a healthy, happy New Year.

REGISTRATION WHEN TO REGISTER
IN-DISTRICT RESIDENT REGISTRATION for winter begins Monday, November 26, at 8:00 am. OPEN REGISTRATION for winter starts Monday, December 3, at 8:00 am. WHAT DOES IN-DISTRICT/RESIDENCY MEAN? In-district means you live within the Wheeling Park District boundaries. In addition, all children enrolled as students in School Districts 21 and 23 are granted in-district resident rates. For a complete explanation of these terms, please see page 52. If you have never used our registration system and want to qualify for In-district resident fees, please stop by the Guest Service Desk at the CRC and show proof of In-district status. Valid drivers license, utility bill, copy of lease or mortgage agreement are acceptable forms of proof. Out-of-district / non-resident guests are always welcome to take part in programs and activities. Many special events are FREE to the community regardless of residency. See the full list of upcoming events starting on page 6.

AQUATICS
Swim Lessons Welcome to the Wheeling Park District Swim School! ALL LESSONS TAKE PLACE AT THE INDOOR POOL AT THE CRC.
GUPPIES Ages: 3–5 years
Class takes places in the leisure zero-depth pool and focuses on blowing bubbles, front and back floats, front paddle, jumping in with assistance, and entering and exiting the water independently.
MINNOWS Ages: 3–5 years
Class takes place in the lap pool and focuses on fully submerged bobs, front and back floats with minimal assistance, and front paddle with minimal assistance; elementary backstroke is introduced.
SEAHORSES *Ages: 6 years+
Class focuses on assistance with a noodle for front and back floats, front paddle and elementary backstroke. Participants will be able to jump in unassisted.
CLOWNFISH *Ages: 6 years+
Class focuses on basic swimming strokes with no assistance from the instructor. Participants practice front and back floats, front crawl, elementary backstroke, and back stroke. Children transition from having assistance from an instructor to being able to do all the skills learned previously by themselves.
LIONFISH *Ages: 6 years+
Class focuses on endurance and distance training with front and back stroke, Rotary breathing and breast stroke is introduced in this level with a coordinated pull and kick. Participants also begin learning how to tread water.
DOLPHINS Ages: 6 years+
Class focuses on performing the front crawl with continuous rotary breathing and endurance with backstroke and breaststroke along with treading water for one minute.
MARLINS Ages: 6 years+
Class focuses on endurance, distance, and proficiency in all strokes. The butterfly stroke is introduced.
SHARKS Ages: 6 years+
Class focuses on practicing all strokes with endurance training. Individual Medley is introduced along with flip turns. Treading water for two minutes is emphasized.

Toddlers 6–36 months of age are introduced to the aquatic environment through songs and games with the focus on water acclimation. Parents need to hold their child in the water throughout class. Swim diapers are required for all children who are not toilet trained.
ADULT SWIM LESSONS 16 years & older
Learn to swim with other adults in a relaxed atmosphere that allows you to focus on the fundamentals of swimming to improve your skills. Lessons are personalized to meet your needs.
PRIVATE & SEMI-PRIVATE SWIM LESSONS Private: $ 20/lesson in-district $23/lesson out-of-district
Semi-private: $16/lesson in-district $19/lesson out-of-district All ages are welcome to participate in these individualized, half-hour lessons. New Students
are encouraged to be tested to ensure placement in the correct level. Please come during Open Swim hours for an evaluation. Instructors reserve the right to place participants in the levels best suited to their abilities.
SWIM SCHOOL INFORMATION Lessons focus on four to five primary skills along with three to four secondary skills that help build endurance and technique. Children do not always complete all required skills in one session. (It is not uncommon for a child’s ability level to fluctuate based on attendance and repetitions in a level.)

Please be patient. Water acclimation is a longer process for some children. Everyone learns at a different pace. Staff make a reasonable effort to encourage children to get in the water but children must enter the water willingly. Please be on time for class. If class is missed, a make-up lesson is not always guaranteed (based on space availability in other days) Ratio of students is 4:1 (Levels 1–2), 6:1 (Levels 3–4); 8:1 (Levels 5–6). Instructors work very hard to give students equal attention. The assistance of swim goggles, ear plugs, and swim caps (hair up and out of face) enhance the learning experience. Goggles are strongly recommended for children in Preschool Level 2 and higher and are required for Levels 3–6. Goggles are not permitted in Preschool Level 1.

The State of Illinois requires that anyone born on or after January 1, 1980, must successfully complete a Hunter Education class conducted through the Illinois Department of Natural Resources (IDNR). The Wheeling Park District, in cooperation with IDNR, is pleased to offer the course, free of charge. The state-sponsored course covers the basics of hunter responsibility, wildlife conservation and identification, firearms and ammunition, field safety, wildlife management, first aid, archery, muzzle loading, and state regulations. Persons completing the minimum 10 hours of instruction and successfully passing the final examination receive a State of Illinois Certificate of Competency and a graduate patch.

For Field, Tarkington, Twain and Whitman students The Wheeling Park District partners with District 21 and provides before- and after-care during the school year for children in grades K–5 who attend Field, Tarkington, Twain, and Whitman schools in Wheeling. Children In Action offers unique entertainment opportunities including cooking, games, crafts, and sports! A light morning snack and afternoon snack are included each day. The CIA program sites are Tarkington and Field schools. Twain and Whitman students in before-care must be dropped off at Field School in the morning. They are bused to their home schools for the school day. Twain and Whitman students enrolled in after-school care are bused to Field School and should be picked up there.

Action-packed days keep everyone involved in a variety of team sports played both indoors and out. Kids are divided into groups by grade. Also included in the fun are individual competitions, swimming at the Family Aquatic Center, and field trips. Campers even get the opportunity to play at the Heritage Park Sports Complex! A new style of dance is introduced each week through a short dance routine: Week 1-Ballet, Week 2-Hip Hop, Week 3-Poms, Week 4-Tap, Week 5-Interpretive/Lyrical. Campers should wear leotard, footless tights, and ballet shoes. CAMP SWIM LESSONS Location: Indoor Pool
Learn all-important, lifelong swim skills by adding swim lessons to your child’s camp. Available to Adventure, Art, Sports, Theater, and Tue/Thu Flex Camps. Campers are placed in levels based on swim ability and are escorted to indoor pool for lessons. Wear a swimsuit on lesson days. Should a field trip conflict with a swim lesson, a refund is issued for any missed lesson. Swim lesson sessions are two weeks long. Please wear attire listed in the description of the class you are taking. The Wheeling Park District reserves the right to place children in classes according to ability and skill level in addition to prerequisite and age guidelines. In addition to the Registration Fee, a costume fee is required for participation in the formal Spring Dance Recital on Sunday, April 28. Please register early for classes to allow time for measurements to be taken; all costumes must be purchased by January 28. The Wheeling Park District is not responsible for tailoring costumes. No class 3/25–3/31. A $25 cancellation fee will be applied when withdrawing from a session of Dance. Payment plans available. Professional artist Enid Silverman provides students of all abilities individualized attention to improve drawing and painting skills. Supplies are provided during the first class for all beginning students. Thereafter, participants are required to purchase minimal supplies. No class 3/29.
On Tuesdays, kids move, jump and tumble as they progress from somersault to cartwheel. At weekly Thursday “dance parties”, students learn dance moves to the newest pop/dance songs and show off their creativity in free-style dance circles, following along to dance leads, playing dance games and more. Chicago Loves Dance instructors focus on the self-esteem and socialization needed in everyday life through the activities of tumbling and dance and working as a team. FITNESS PAYMENT OPTIONS Annual Memberships may be paid for the year in full or charged monthly for a total of 12 payments. Monthly payments are taken on the 15th of each month through checking account, debit card or credit card. We accept the following: MasterCard, Visa, Discover Card, check and cash (full-year payment only).
IN-DISTRICT MEMBERSHIP RATE Proof of in-district status is required in order to receive in-district rates. One of the following is required: valid photo ID, Driver’s License, State ID, utility bill (gas, electric, water), mortgage statement, lease or property tax bill.
MEMBERSHIP POLICIES No refunds issued for temporary memberships. Annual memberships require a one-year commitment. After completing the first year, memberships may be cancelled at any time. Thirty-day notice required for all cancellations after one year of membership has been completed.
PUBLIC LOCKER ROOMS The public locker room is an amenity available for use by all CRC participants. The purpose is to store personal belongings while using the facility. Each participant needs to furnish his/her own lock. The Wheeling Park District is not responsible for lost and/or stolen property. Please do not store valuables in lockers. The Wheeling Park District Preschool is guided by the philosophy of “learning through play”. Through activities like art,
games, storytelling, cooking, movement, and songs, children develop self-control, physical coordination, and social skills. Children are exposed to letters, numbers, colors, shapes, and readiness skills in an encouraging, nurturing setting. The
Wheeling Park District Preschool provides a secure and supportive environment for developing a love for school. A detailed Preschool Parent Handbook is available at Parent Orientation.

REGISTRATION INFORMATION & CRITERIA
The Wheeling Park District Preschool Staff are qualified, experienced teachers who pride themselves on creating a warm, sensitive, safe, and educational environment. A ratio of one experienced teacher for every eight children is maintained. Teachers attend yearly Early Childhood conferences to keep up-to-date on the latest standards and trends and are always bringing new ideas to their daily classroom activities.
All children registering for the 2019–2020 Preschool programs must meet the age requirement for the class. This means a birthday prior to September 1, 2019 (or between September 1 and December 31, 2019 for the two- to three-year-old program). A complete registration form with class choice(s), up-to-date medical forms, and a copy of your child’s birth certificate must be on file prior to the first day of attendance.
OUR CLASSROOMS FEATURE:
A $25 registration fee is due at the time of registration. The Preschool payment plan is for August – April.

RECREATION PROGRAM SATISFACTION GUARANTEE
If you are not completely satisfied with the program in which you participate, call or stop by the Guest Service Desk at the CRC before half of the program (meetings and practices included) is over. If you discontinue the program, you can choose to repeat it at no charge, get a credit and apply it to another program (if available), or get a refund. For a medical refund request, a doctor’s note must be provided and a pro-rated refund (cost of remaining program meetings) will be mailed to the guest’s home. The Satisfaction Guarantee does not include adult athletic leagues, trips, Children In Action, and one-day events.

SCHOLARSHIPS SCHOLARSHIPS FOR RECREATION PROGRAMS
Scholarships for recreation programs may be available to Wheeling Park District residents whose households meet specific criteria. Details on the program are listed on the right.
TO APPLY FOR A SCHOLARSHIP
Pick up an Application for Recreation Programs Scholarship form at the CRC Guest Service Desk or download a copy from our website. Return the completed application and required documentation to the Guest Service Desk, along with a completed program registration form, as well as a photocopy of the participant’s birth certificate (if under age 18). Submitting an application or qualifying for a scholarship is not a guarantee that the program request will be honored. Applications will be reviewed in the order in which they are received. Allow a minimum of seven business days to receive notification of the decision.
CRITERIA
1. Applicants must reside within the boundaries of the Wheeling Park District. 2. Documented proof must be presented that one of the household’s principal providers is actively serving in the military; or a complete and accurate copy of the prior year’s Federal income tax return filing (with all social security numbers redacted), including all W-2s, must be submitted to verify that the household meets the poverty-level standards defined by the U. S. Department of Health and Human Services. The Executive Director may consider extenuating circumstances and award scholarships to those individuals who do not consistently meet the established criteria.
LIMITATIONS
An eligible participant will be limited to scholarships for: 1. No more than fifteen (15) days of summer camp annually 2. No more than two (2) seasonal recreations programs per year Contractual programs not conducted by Park District staff, trips, cooperative programs, punch-card programs, memberships, and private lessons are ineligible for scholarships.

Eligible participants must contribute to the cost of the program by making the following co-pays: 1. Seasonal Recreation Programs – 25% per participant 2. Summer Camp – 50% per participant 3. Summer Camp Swim Lessons – 50% per participant 4. Summer Extended Camp (Before/After Care) – 50% per participant 5. Preschool – 50% per participant 6. Children in Action (CIA) – 50% per participant
FUNDING
The amount of scholarships available each year shall be determined during the Park District’s annual budget process. Additionally, net proceeds generated from designated events may be dedicated to support this program. Should scholarship requests exceed available funds, it will be at the discretion of the Executive Director to provide additional scholarships.

Environmental Initiatives The Wheeling Park District Board of Commissioners unanimously adopted the Park District Environmental Action Plan. As a public agency dedicated to parks, recreation, and open space, the Park District is in a unique position to take a leadership role across a wide spectrum of environmental practices to help ensure their communities have the tools to learn sustainability and be sustainable. Through policies, plans, and actions, Wheeling Park District leads by example. This plan provides an important overview of best environmental management practices that can be beneficial to residents and the community, now and in the future.
The Wheeling Park District has an extensive recycling program. Used tires and oil, scrap metal, paper, plastic, glass and aluminum are just some of the items we recycle. Since 2015, we have recycled over 28 tons of cardboard.

The Environmental Policy and Environmental Action Plan provide the important direction, while the District’s 2018-2021 Strategic Plan outlines the initiatives and goals. Together, with tools available through industry leaders such as the Illinois Parks & Recreation Association, National Recreation and Park Association, and American Association of Landscape Architects, the Park District’s plan takes a systematic approach, analyzing current practices, providing recommendations, and a strategy for achievement. The Environmental Action Plan is a valuable resource for the Board of Commissioners and staff for making sound environmental management decisions to achieve the goal of fostering an environmentally conscious staff and community. LIGHTNING PREDICTION & WARNING SYSTEMS
By measuring the amount of electrical charge in the atmosphere, Thorguard Warning System predicts with a high degree of certainty the probability of a lightning strike within a covered area. This system warns guests and staff with a horn and strobe system when a lightning strike hazard is present. Areas served by Thorguard include Heritage Park, Family Aquatic Center, CRC and all adjacent areas and neighborhoods. The system is intended to warn guests and staff of probable lightning hazards in the area so lightning-related injuries and deaths can be avoided. Since Thorguard is a lightning prediction system, it is possible for the warning system to be activated even when weather conditions do not seem to indicate lightning is present. Be assured that these warnings are accurate and must be followed to ensure personal safety. Two distinct signals sent out by Thorguard: RED ALERT External warning horns blare for 15 seconds and strobe lights begin to blink. This signifies a lightning hazard in the area. All outdoor recreation activity should be suspended and guests and staff should seek appropriate shelter, preferably indoors. ALL CLEAR External warning horns give three consecutive blasts lasting 3-5 seconds each. This means the lightning hazard has left the area and it is safe to resume normal activities. Chevy Chase is protected under the WeatherBug lightning detection system.
LOUD MUSIC & ALCOHOL
Loud music and outside alcohol are not permitted on any Park District property.
PETS
Pets must be on a leash length of six feet or less, including extendable leashes, at all times.
LOCKER ROOMS
The locker room is an amenity available for use by all CRC participants. The purpose is for storage of personal belongings while using the facility. Each participant needs to furnish his/her own lock. Overnight storage is NOT permitted. The Wheeling Park District is not responsible for lost and/or stolen property. Please do not store valuables in lockers. Wallet lockers are available in the indoor pool, gymnasium, and Fitness Center.

The Rainout Line helps keep you up-to-date on programs and events when adverse weather is forecast. This service lets you choose how you want to be notified. VANDALISM
The Wheeling Park District has experienced a tremendous amount of vandalism. This vandalism in our community has included acts of arson, destruction of playground equipment and landscaping materials, destruction of bathroom fixtures, stolen materials and graffiti. Vandalism affects residents and other guests when bathrooms are closed, playground equipment is under repair and amenities are not available for use. Vandalism is costly to repair and results in higher insurance costs. In order to ensure the safest parks and facilities possible, we need your help. We ask that when you see or hear about vandalism or something that may be unsafe, such as broken playground equipment, or anything else that you feel may be hazardous, please call 847-465-3333 or complete the online Report a Problem form under the Parks and Facilities tab.
NO SMOKING
Smoking is prohibited in all wooded areas on Park District property and within 100 feet of any point of a soccer, baseball and football field, any outdoor court and all Park District buildings.
REWARD PROGRAM
Help the Wheeling Park District stop vandalism in your neighborhood park. Call us with information about the person or persons who vandalize any Wheeling Park District property. This would include the destruction of any property such as vehicles, playground equipment or landscape materials, the theft of any equipment or materials, any act of arson, and any act of graffiti. If your information leads to arrest, case resolution and/or restitution, you will be given a reward from $500 to $5000. Your name will be kept confidential.
