Located at the corner of Alexander and Coveland Streets. Find festival related information, peruse a large map, purchase festival memorabilia, find your favorite artist, and get directions.

Lost & Found

Check for lost/found articles and people at the Information Booth.

Portable: throughout Festival grounds as noted on the map. Handicap Accessible: throughout Festival grounds as noted on the map.

First Aid

On site emergency services can be quickly located by contacting a volunteer or event staff member wearing a green vest. Event staff operate radio communications and will find appropriate help. Minor first aid complaints can be addressed at Booth #19 near the Information Booth.

ATM

The ATM is located in the Rec Hall across from the Information Booth on the corner of Alexander and Coveland Streets.

Parking

Festival Parking is conveniently located adjacent to the Entertainment and Food Court. Children’s Activities are located in the library. Daily parking fee is $5. Parking signs along Main Street direct patrons to festival parking. All parking attendants are Coupeville Boys and Girls Club volunteers.

FESTIVAL INFORMATION Parking fees directly benefit the Coupeville Boys and Girls Club (a Coupeville Festival Association partner), higher education scholarships and Coupeville Community project grants. There is NO charge for parking after 5PM on Friday and Saturday evenings.

Handicapped Parking

Requires a State endorsed permit. HC parking areas are shown on the Festival Map.

Safely park your bike at the Coupeville Library on 8th and Alexander or Cook’s Corner Town Park at 9th and Main.

Festival Parking $5 Festival Parking is conveniently located adjacent to Entertainment and the Food Court. Follow parking signs along Main Street to the parking lot by the Library. Parking lot attendants are all volunteers consisting of community volunteers and members of the Coupeville Boys and Girls club. Parking fees directly benefit the Coupeville Boys and Girls Club, Coupeville Community Project Grants and higher education scholarships. There is NO charge for parking after 5p.m. Saturday. Located in the Library next to the parking lot are children’s activities.

A Clean House Is A Work Of Art

this annual event.

As I look back on 18 years of involvement with the Coupeville Festival, I am in awe of the outpouring of support from the Coupeville community. Volunteers, sponsors, friends, neighbors and extended family make this is a true community undertaking. There is no paid staff with the Coupeville Festival Association. Volunteers manage 18 standing committees. It takes over 200 volunteers plus countless Volunteer hours to host

Close to 180 artists/vendors set up business on the streets of Coupeville in a highly organized few hours. 15 to 18 thousand people come through Coupeville in two days. During those two days, an average of about $360,000.00 is spent within the artist/ vendor booths. This does not include money spent elsewhere within the festival grounds. Each artist/vendor pays a 15% commission. All non-operational proceeds go back to the Coupeville community in the form of Project Grants, Scholarships and Partnerships with local charitable organizations. In 2018 we reached a huge milestone. We exceeded the million dollar mark! Total for the past 50+ years was $1,017,000.00. When considering that the first 25 festivals provided $125,00 this is truly amazing and satisfying.

I consider it my privilege to volunteer as President and Operations Chair of this great organization. Working with such an awesome group of dedicated volunteers, CFA Partners, (the Boy’s and Girls Club and the Pacific Northwest Art School), The Town of Coupeville, CFA Sponsors and the Coupeville Front Street Merchants is simply the icing on the cake! Each year brings new challenges while also bringing new faces, new ideas, and sometimes surprising solutions. That is the truly remarkable thing about this community. I look forward to this year’s festival and especially to the best part for me – the opportunity to provide funds to the Coupeville community for project grants and scholarships. weekend to enjoy. Artisans from across Whidbey Island and beyond come to share their talents with you. In addition to the many vendors you will find great music, good food and our Wine and Beer Garden serving wines, beer and cider. Everywhere you go in Coupeville you’ll be walking through history. Take a stroll down the Coupeville Wharf to enjoy our Gray Whale Exhibit, rent a kayak and tour Penn Cove, step on board the SUVA, our 1920s Schooner, or simply shop or enjoy a coffee or lunch. Experience our unique shops and restaurants on Front and Coveland Streets, take a short drive to experience our beautiful lavender farm, enjoy our state parks, walk many of our historic and scenic hiking and walking trails, cycle across our historic landscape, stroll our beaches, this is just a small sample of what there is to do and see in Coupeville and Central Whidbey Island.

One of the greatest things about Coupeville, and the thing I love most is the people. Coupeville is a unique community, the founding fathers and our community leaders have established a tradition of giving generously of time, talents and resources to improve the quality of life for future generations, this spirit is exemplified in the establishment of the Ebey’s Landing National Historical Reserve. 2019 Coupeville Festival Poster Artist

Scott Rosenkranz Rosenkranz Productions is a small studio located on Whidbey Island, WA. The studio fulfills local needs with an experienced personal touch while also working with big creative companies nationwide.

Scott and his wife Kerry started their creative studio, Rosenkranz Productions Inc., over 28 years ago in Seattle. About 18 years ago, family roots and beautiful Whidbey Island called Scott and Kerry to move home to central Whidbey Island. Scott and Kerry both grew up on Whidbey Island and knew for certain it was the best place to raise their family. Scott has attended the Coupeville Festival since he was 4 years old. Scott says “It was a great honor when we were asked to produce this year’s artwork for the 2019 festival. The goal was to make the art completely location specific to Coupeville. So the Wharf, where I played and fished throughout most of my childhood, seemed a natural choice.” “Coupeville will always be home to us, and it is great to be part of promoting a place we love so much!”

JURIED ART GALLERY

The Pacific NorthWest Art School (PNWAS) organizes and runs the Coupeville Festival Art Gallery. PNWAS is a nonprofit 501(c)(3) organization established in 1986 with the help of a substantial grant from the Coupeville Festival Association. The juried gallery is open to all artists 18 years or older. Artists submit their work to be juried one week prior to the festival. On

average 200 pieces of art including pottery, paintings and drawings, photography, fiber, sculpture, woodwork, jewelry, glass and baskets are entered into the show. An Art Gallery Reception is held at the Coupeville Recreation Hall Friday, August 9, beginning at 7 p.m. The opening is a social event designed for patrons to stroll through and purchase multi-media fine art. Tickets for Art Gallery Reception are $12 in advance and $15 at the door. Tickets can be purchased at Penn Cove Gallery, Garry Oak Gallery and the Pacific NorthWest Art School prior to August 8 or at the door August 9.

Ticket price includes a commemorative wine glass and one glass wine. An additional glass of wine is available for purchase. Wine will be selected by bayleaf. Light hors d’oeuvres will be served. The gallery is open during the festival from 10 a.m. - 6 p.m. Saturday and from 10 a.m. - 4 p.m. Sunday. Stop by and see artists in action during the festival. The 2019 art gallery juror is internationally recognized artist Judith Kruger. Judith will assess artwork on the basis of creativity and formal craftsmanship. Whether it is idea-driven or material-driven, functional or non-functional, the work should be fresh and new and make her want to keep engaging with it. Based on these criteria she will select her award winners. Awards are sponsored by local businesses.

The winner will be announced around 8:30 pm during the reception. There will be an area of Non-juried art that includes unframed prints, originals and photographs. These pieces of art will be for sale at the reception and during the festival. Artists pay an entry fee for each submitted work and then a commission if the work sells. These fees , along with Art Gallery Reception income covers all show expenses and the net profit is returned to the Pacific NorthWest Art School by the Coupeville Festival Association to support their mission of offering arts education and experiences to students of all levels.

INCIDENT MANAGEMENT PLAN The Coupeville Festival Association, Coupeville Town Marshal’s office and Island County Emergency Management work in partnership to co-manage any potentially catastrophic event during festival weekend. A cross organization incident management plan is in place. Emergency Services’ Aid and Fire vehicles are on festival grounds. The purpose of the incident management plan is to identify any incident, large or small, and respond to that incident using available manpower and resources. The CFA Emergency Incident Manager is in direct contact with medical first responders, the town Marshal, Coupeville Festival officials and Emergency Services through the use of radios and/or cell phones. Festival Visitors – Please Remember: • Any incident, large or small, should be reported to an Event Staff member wearing a green vest. Other ways to get help: 1. Walk into the Communications Command Center at the corner of Grace and Coveland Streets. 2. Ask any festival volunteer to radio for an Event Staff member. Questionable incidents may be reported to a CFA Incident Team Member in a green vest, or you can walk into the Festival Communications Command Center at the corner of Grace and Coveland Streets, 901

Grace Street. Communications Command Center representatives are in direct contact with multiple agencies. The ultimate goal of the Coupeville Festival Association, the Coupeville Town Marshal and Island County Emergency Services is to provide a safe community event for all participants. ISLAND COUNTY AMATEUR RADIO CLUB

Communications and Logistics – two critical pieces that must work well together for a large event to be successful. Special thanks for John Acton. John’s in-depth knowledge, collective community network connections and his quiet efficiency has helped guide volunteers from the Island County Amateur Radio Club and the Coupeville Festival Association to create success stories in recent years. The Island County Amateur Radio Club was started in the mid 60’s and incorporated in 1988 as the Island County Radio Club, ICARC, as a 501.(C)(3) non-profit. The Club currently has 127 members on the roster. It is a member of the National Association for Amateur Radio known as the American Radio Relay League (ARRL). It holds the distinction of being a Special Service Club. Special Service Clubs are those who are leaders in their Amateur Radio Communities and provide training classes, publicity programs, and pursue technical projects and operating activities including supporting their local communities by helping with Special Events. ICARC holds two or more license classes a year and provides Volunteer testers for the license tests. ICARC provides communications and Safety Observers for Local Events including the Coupeville Arts & Craft Festival, Penn Cove Water

Festival, Memorial Day Parade, Jingle Trail Run, the Greening of Coupeville parade, Whidbey Island Marathon, Ragnar Relay, Whidbey Island Triathlon, Oak Harbor Veterans Day Parade, and the Haunting of Ft. Casey. The club also supports Emergency Communications for the County, state, and NAS Whidbey along with other non-profit groups such
