On site emergency services can be quickly located by calling the festival office at (360) 678-5116. Emergency situations may also be reported to a CFA volunteer with a radio. Radio transmissions will locate appropriate help.
Located at the corner of Alexander and Coveland Streets. Find festival related information, peruse a large map, purchase festival memorabilia, find your favorite artist, and get directions. Check for lost or found articles and people at the Volunteer Booth. Call (360) 678-5116 to report security related incidents. The appropriate security official will respond to your location.

Festival Parking is available by following the map. North on Main to 8th St. then west on 8th to the parking signs. There is no access any way other than down 8th Street. Extra parking can be found by following the direction signs to the overflow lot on 1st and Wilkes. The exit out 1st Street is one way!

The ATM is located in the Rec Hall across from the Information Booth on the corner of Alexander and Coveland Streets.
Parking
Festival Parking is conveniently located adjacent to the Entertainment and Food Court. Children’s Activities are located in the

library. The charge for parking is $5 and directly benefits the Coupeville Boys and Girls Club and also helps to fund scholarships and other community grants. Parking signs along Main Street will direct you to the lot and Festival Parking Attendants help you to get parked safely. All parking lot volunteers are associated with the Coupeville Boys and Girls Club, an active partner with the Coupeville Festival Association.

For cars with state-endorsed stickers, parking is available in the areas designated on the Festival Map.
Bike Parking
Safely park your bike at the Coupeville Library on 8th and Alexander or Cook’s Corner Town Park at 9th and Main.
Security
There is 24-hour security on festival grounds during both days of the festival. Ask a festival volunteer to contact Security or you may call (360) 678-5116 during daytime hours and someone will respond to your location.
Animals
Animals visiting the festival must be leashed and under control of the owner.

REFLECTIONS FROM CFA PRESIDENT, MIKE DESSERT
As a 15+ year veteran volunteer with the Coupeville Arts and Crafts Festival, I have been witness to many changes. The first and most impressive thing that comes to my mind is the continual outpouring of community support for this wholly volunteer organization. We have grown from an office in the back room of a volunteer’s house to a permanent office in the middle of town. We began with a few standing, selfmanaged committees. There are now 24 standing committees plus partnerships with other Coupeville organizations. Years ago the volunteer staff numbered close to 100. In 2014, the volunteer staff of 254 hosted the festival for approximately 15,000 – 20,000 visitors over the two day weekend. As a member for many years on the CFA Board of Directors, holding several positions, I have been instrumental in forming partnerships with various nonprofit organizations within the Coupeville community. As a partner to the CFA, the Coupeville Boys and Girls Club provides their own volunteer base to manage visitor
and vendor parking lots. The CFA Juried Art Gallery is directed by the Pacific NorthWest Art School. The Coupeville Chamber of Commerce hosts the CFA Wine and Beer Garden. Our partners provide much of the organization and manpower for each particular event while the festival provides the initial financial support, advertising and some infrastructure. Volunteers come from many other local organizations such as the U.S. Navy, Coupeville Lions Club, Coupeville High School History Day Students, Coupeville High School Honor society students and sports team members, etc. In select cases, multi-generation family members travel to Coupeville on festival weekend specifically to volunteer as a family at the festival. The Central Whidbey Chamber of Commerce (as it was called in 1964), the Central Whidbey Sportsman group and the Front Street Development Association were the organizers of the first festival. The goal was to revitalize downtown Coupeville businesses by bringing visitors to the Front Street area. The hope was that once people realized there were businesses located there they would come back again. In 1964, the Coupeville Festival

Association (CFA) was established as a 501c4, all volunteer organization with the mission: “To promote quality handcrafts and the arts, ensure cultural enrichment, beautify and preserve the unique historical qualities of the Coupeville community.” The Festival immediately became a very popular event growing quickly from displays the first year that were inside businesses to vendor tables and then tents along Front Street only. Early in the process the festival association started showing a profit and then the giving-back-to-thecommunity began. During the past 51 years ALL nonoperational proceeds from the annual festival have been given back to the Coupeville community in the form of project grants and scholarships. The CFA has supported such diverse projects as paving Alexander Street and the Rec Hall parking lot, numerous Recreation Hall renovations, Town Park Gazebo, Coupeville Library land donation, seed money for the Pacific NorthWest Art School, a new Lantern House for the Admiralty Head Lighthouse; and the list goes on. At the end of 2015, the CFA records show over $822,000.00 in grants and scholarships provided to the Coupeville community. It is with great pride that I say that this organization is the best group of volunteers anyone ever had the privilege to work with. My personal thanks, along with that of the entire CFA Board of Directors, goes to all those hard working, selfless individuals who make this great event such a success.

Poster Artist
Jeri Goldstein Serendipity exists! Not finding a creative entry through the online poster submission process this past year, Carol Moliter, a board member in charge of graphics, started looking elsewhere. Successful posters generally feature a piece of fine art done by one of Whidbey Island’s outstanding artists. It is difficult to continue to find a new and unique perspective considering the festival is 50+ years old and in 1990 moved from b/w copies to commercially produced posters. “I’ve always wanted to use a photograph for the poster,” said Moliter, “but it is a more difficult process - fewer photographers taking festival photos and a bigger challenge to translate to a poster. I asked Jeri Goldstein if she had any festival photographs we could consider.” Cropping the Goldstein photo to one artist booth with an American flag atop backed by Evergreen trees, strolling festival goers entranced with the art work and some added dramatic visual/color effects produced an image that the board loved. Serendipity… “It was great to come up with such a strong visual image, but even more remarkable was that Goldstein agreed to have her photograph altered. Without

Goldstein’s eye for shooting a great scene to begin with, I couldn’t have pulled the segment that translated to a super festival poster!” explained Moliter. “I love it! I love what was done with my photograph,” Goldstein stated. “Many photographers would not want to have their photographs manipulated, but I realize that photography doesn’t translate as well to posters, at least to the expected festival poster look. Posters need to draw the eye with a lot of color.” Jeri Goldstein is a retired Psychotherapist who lives with her husband, Joe, in Phoenix, Arizona. They also have had a summer home in Coupeville for the past 16 years. Taking photography classes and assisting classes taught by national and internationally known professional photographers through the Pacific NorthWest Art School since 2006 has strengthened Jeri’s life-long photography skills. Those skills started with the gift of a camera from her father when she was seven. The last two years she has won awards at the Coupeville Festival juried art show. This year’s poster is another example of how people working together help create this marvelous experience called the Coupeville Arts and Crafts Festival.

JURIED ART GALLERY
The Coupeville Arts and Crafts Festival Juried Art Gallery is under the direction of the Pacific NorthWest Art School. The Pacific NorthWest Art School is a nonprofit 501(c)(3) organization established in 1986 with seed money from the Coupeville Festival Association. The juried gallery is open to artists in all medias. Artists submit their work to be juried Saturday-Monday, August 6-8, from 11am-5pm. Each year around 100 artists enter approximately 300 pieces of art. Categories include fiber, photography, painting, print making, pottery, wood working, wood turning, pencil drawing, jewelry, glass, and metal work. The 2016 art gallery jurors are Northwest artist Jane Wallis and Northwest photographer Jack Graham. Awards this year are sponsored by local businesses. • Best of Show sponsor is the Pacific NorthWest Art School. • 1st, 2nd, and 3rd places in Photography, 3-D, and 2-D are being sponsored by Christopher’s on Whidbey, Coupeville Inn, Whidbey SeaTac Shuttle, Front Street Grill, and Tremont Suite.
• Honorable Mention ribbons are given out by the jurors for additional works of art that the jurors feel should be recognized. During the Gallery Opening and Wine Tasting, patrons vote for their favorite piece of art, People’s Choice. The award is announced at 9pm. Along with juried art there is also an area of unframed art. This is a nonjuried section of work that includes prints, originals and photographs. Artists pay an entry fee to submit work and a commission is taken on sales. These fees cover all expenses for the juried show and the net profit is given back to the Pacific NorthWest Art School to support their mission of offering arts education and experiences to students of all levels and arts enthusiasts. The gallery is open Friday, August 12, from 7pm-10pm for the Gallery Opening and Wine Tasting. Check the festival web site for business locations selling tickets. During the festival the gallery is open from 10am-6pm Saturday, August 13, and from 10am-4pm Sunday, August 14. Stop by and look at the beautiful art created by artists of the Pacific Northwest and purchase a piece of art to beautify your home.

INCIDENT MANAGEMENT PLAN
The Coupeville Festival Association, Coupeville Town Marshal’s office and Island County Emergency Management work in partnership to co-manage any potentially catastrophic event during festival weekend.
The CFA Emergency Incident Manager is in direct contact with medical first responders, the town Marshal, Coupeville Festival officials and Emergency Services through the use of radios and/or cell phones.
You can report any questionable incident to a CFA Incident Team Member in a green vest, or call the Coupeville Festival office at 360-678-5116. The CFA office is located at the corner of Grace and Coveland Streets, 901 Grace Street.
A cross organization incident management plan is in place. Emergency Services’ Aid and Fire vehicles are on festival grounds. The purpose of the incident management plan is to identify any incident, large or small, and respond to that incident using available manpower and resources.

Therefore, an individual’s time is a very precious commodity. During the Coupeville Festival over 250 volunteers donate their precious time to help vendors and customers alike have a successful weekend.
