FOREST LAKE — At the 11th ceremony during the 11th hour on the 11th day of November, the Forest Lake community gathered in the Forest Lake Area High School gym to honor their veterans and all veterans.

Just as the world paused at the 11th hour on the very fi rst Armistice Day, students took time between third and fourth hours to remember why

they were free to attend school and to thank those who fought and sacrificed for that right.

“Our gathering today is just one small spark in the flame of pride across the nation,” said keynote speaker Command Sgt. Maj. Richard W. Osborn, a decorated veteran of Operation Desert Storm, Operation Just Cause, Operation Enduring Freedom and other campaigns.

Osborn served in the military for 27 years – in the First Division of the

Marine Corps and in the Minnesota Army National Guard.

A ceremony that began in 2004 to replace a tattered American flag and dedicate its new replacement has become an annual Veterans Day tradition at the school.

The Forest Lake Veterans of Foreign Wars (VFW) Post #4210 and Forest Lake American Legion Post #225 served as color guard and sponsored the event in the gymnasium fi lled with students and guests. It

began with a slide show of veterans, past and present, whose family members attend school in Forest Lake.

After asking the veterans in the audience to stand, Osborn told them that they have made the United States armed forces the most respected in the world. “They didn't go to war because they love fighting, but because they responded to something bigger than themselves,” he said.

‘Symbols of the Season’ Concerts

The forty–member Unexpected Company Chorus will perform two upcoming holiday concerts in the North Lakes area.

The first ‘Symbols of the Season’ concert will take place on Friday, Dec. 4, at 7:30 p.m. at the Wyoming Methodist Church, 5459 E. Viking Blvd. in Wyoming. Italian Ice comes to Stillwater

Rita’s Italian Ice celebrated its grand opening in Stillwater on Nov. 11. The new store is part of Lucky’s Station at 1750 Greeley St. It is the first of many Rita’s stores developer and franchisee Scott Stevens plans to open in convenience and gas station locations throughout the Midwest. Rita’s Italian Ice claims to be the world’s largest Italian Ice concept, with more than 600 stores worldwide.

Boat shows a must he Ft. Lauderdale Boat Show is a must. It has seven different locations, both in water and out of water. On November 5-9 more than 100,000 visitors attended.

It has become an international event with 34 countries represented. There were 1,500 boats and multiple marine accessories and “must haves” worth nearly four billion dollars at the show.

After the 2008 recession the industry is coming back. Ocean Alexander is starting to build 70 ft. motor yachts in Florida. This transition from Taiwan is due to the shipping costs overseas.

In October, Verizon withdrew its application for a tower on 19480 Fenway Avenue.

Amending tower performance standards would avoid land use conflicts, as in the Verizon case and allow the city to prepare for the next generation of wireless communication, which would likely result in a greater demand for towers, Hart said.

“We were reactive about this tower and now we're trying to be proactive going forward, since they have withdrawn their application,” Council Member Mike Freer said. “We're playing catch-up – this will help us define our regulations better.”

“Once we fi x the ordinance, they'll (Verizon) be right back applying,” Council Member Ed Eigner said.

In other actions the council: • Saw two Forest Lake police officers awarded for their participation in “Battle of the Badges”, an August blood drive conducted by the Memorial Blood Center.

The blood bank collected 432 units of blood during August, and worked with 15 fi re and police departments around the state to replenish the center's depleted supply.

• Heard a summary of the Oct. 26 Closed Session from City Administrator Aaron Parrish.

One of the legal requirements of a closed session is to provide a brief

report on what the meeting was about, which was to discuss labor negotiations for the 2016 contract.

• Approved the Wellhead Protection Plan (WHPP) Phase 1, according to Minnesota requirements. The city must update its WHPP every 10 years.

Phase 1 includes delineation of a wellhead protection area, setting a drinking water supply management area (DWSMA) and studying well and drinking water supply vulnerability. The unfunded mandate will cost the city between $15,000 and $20,000 for the fi rst phase, Senior Environmental Engineer Seth Peterson said.

• By a vote of 4-1 (Mayor Stev Stegner opposed) denied a $500,000 tax exempt fi nancing request from ESR, Inc. (formerly known as East Suburban Resources of Stillwater, MN), a 501(c)3 non-profit entity serving adults with disabilities. The note would have been used to fi nance the acquisition of real property located at 708 and 744 W. Broadway. The requested December public hearing was also denied.

• Authorized requests for proposal to clean up and operate the five-acre composting site combined with the 2.4-acre retail nursery location on Forest Blvd.

• Approved Contractor's Request for Payment No. 6 & Final Payment to Dunaway Construction in the amount of $29,101 for their work on the 2014 Clear Lake Water Quality Treatment Project.

• Approved a total of $192.83 in assessments for two properties that have not paid their mowing charges. The property owners have been billed monthly, and any unpaid amounts will be certified to Washington County for placement on the 2016 property taxes.

• Approved an agreement with Gallagher Professional Services until Dec. 31, 2016. The city will be billed the monthly fees of $1,200. Council originally approved a proposal to work with the fi rm for the city's benefit programs at the Sept. 26 meeting. Council also approved the Gallagher Business Associate Agreement.

FOREST LAKE — Forest Lake residents won't have to worry about an unsightly twelve-story cell phone tower sprouting up outside the dining room window – at least for now.

After city officials discovered an application for a 139-foot communications tower wrongly located in a residential zone, they quickly took a step back at the Nov. 9 meeting and stopped all new tower construction until city staff could draft an ordinance to better lay out the ground rules. By unanimously approving Interim Ordinance 650, council enacted a moratorium prohibiting construction of new communications towers.

City staff was responding to an application from a communications provider to build a tower on property zoned for residential use but currently in agricultural use, Zoning Administrator Donovan Hart said in a memo. Staff, along with City Attorney Jay Karlovich, requested a time out time to analyze current zoning code standards and present a draft zoning text amendment for council to consider, Hart said.

Although towers are permitted in low-residential, high-residential and business zones, they are not allowed in SR-1, which is zoned for low to medium density residential and where the proposed tower would be located, Hart said.

The zoning text amendments are intended to prevent communications tower construction in areas not in compliance with the zoning code and not envisioned by the city's adopted Comprehensive Plan.

In March, a representative from Verizon Wireless (VAW) LLC contacted the city to propose building a tower on land in the (MXR-1-Single and Townhouse Residential District) west of Fenway Ave. and south of the Headwaters development area.

At fi rst, staff discussed the possibility of an interim tower for the site, which includes wetlands. In an April meeting, staff advised the applicant that the city had designated that site for future residential development and that a tower would not be desirable for an area so close to residences.

He’s already received 10 calls from locals wondering if his business is offering its annual Thanksgiving Dinner Giveaway. Now in its third year, the event draws a good crowd and sells out fast.

This year Roberts and members of his son’s Forest Lake Hockey Association team will assemble and distribute 100 Thanksgiving meals.

Each dinner for four includes a frozen turkey, instant potatoes, gravy, stuffing, ingredients for green bean casserole, dinner rolls and a pumpkin pie. Cub Foods in Forest Lake is partnering with The Roberts Family Funeral Home and offering the turkeys at a discounted price.

The funeral home picks up the rest of the bill which comes to about $ 28 per meal or $ 2800 total for the giveaway.

“We’re born and raised here in Forest Lake so it means a lot to give back in this way,” says Roberts.

He wants his son and fellow 13 and 14-yearold hockey teammates to understand need and the importance of helping out. “They’re so used to having dinner on the table and being able to play hockey.” The give-

away will serve up an important lesson to the boys who don’t worry about where their next meal is coming from.

Like Roberts, Judy Stevens, head of missions at Linwood Covenant Church knows all too well about the hunger problem in this area.

This is the second year her church is serving a traditional Thanksgiving dinner at the senior center for those who could use a hot meal or just the friendly face of a neighbor this holiday.

“We do our best to accommodate whoever comes,” says Stevens. The meal is homemade and consists of turkey, potatoes, gravy, corn, cooked baby carrots, stuffing, a variety of salads, homemade buns and pie. While volunteers are making the Thanksgiving meal on Wednesday, they will also be using the turkey bones to make soup that will then be delivered to area shut-ins. Reservations are appreciated and Stevens says she welcomes help, just give her a call.

That would mean the Forest Lake potter had had a successful weekend at the annual Victorian Christmas at the Courthouse, but, more than that, it would satisfy his desire for everyone to have art in their lives. “I think it is awesome when people can have art in their daily lives,” he said.

Yerich will join 32 other vendors at the 23rd annual Victorian Christmas at the Courthouse the weekend of Nov. 20-22.

At the Friday night Gala Fundraiser, guests will sip local beer and wine from their own souvenir tasting glass and savor appetizers donated by the area’s best establishments. There will also be door prizes, jail tours, and live music. Guests may begin their holiday shopping while strolling through the vendor booths featuring locally made handcrafted goods and take-away foods for sale.

The Victorian Christmas Bazaar continues 10 a.m. to 4 p.m. Saturday, Nov. 21, and 11 a.m. to 3 p.m. Sunday, Nov. 22, when it will be free to enter. There will be live music, photos with Santa, a Tea Room featuring sweet and savory pies, cakes, cookies, and beverages made locally, jail tours, and a holiday exhibit.

This is the third year Yerich will exhibit his work from Frogtown Pottery, the business he houses in a converted barn on his wife’s family farm, where he has been making pottery full time after quitting his “day job” in 2003.

His creations are a combination of the things he loves, he said. “I like rocks, I like antiques, I like nature, I like fire.”

Combining them results in pottery that he sells at a number of venues from Lindstrom to Minneapolis, including Forest Lake Floral. He also spreads his joy of pottery by teaching classes at Powderhorn Park in Minneapolis.

Yerich describes how his work varies when firing in an electric kiln, which produces bright, sharp colors, a propane-fueled kiln, which produces quieter, muted colors, or a wood-fired kiln, which can produce “a marvelous, happy accident.” The latter is the least predictable, and produces some of the

more creative pieces in his offerings.

Yerich said that he has enjoyed being part of the Victorian Christmas at the Courthouse, finding the event festive and fun. “It feels like an event, and a ‘happening,’” he said, resembling a treasure hunt among all the vendors for visitors looking for that special gift or find.

After their service, veterans have gone on to become teachers, doctors, business people, truck drivers and a host of other professions, Osborn said.

High school student Amanda Stafford, a member of her school's chapter of the FFA, remembered the veterans who weren't doing so well after their return from service in her speech. It was the speech she entered in this year's Voice of Democracy audio-essay competition, sponsored by the VFW, the theme of which is “My Vision of America.”

She said that after a week in the nation's capital touring and meeting with her representatives, she learned that there was no right way and wrong way to serve. For example, volunteering at a food shelf was but one way to serve others, she said.

Stafford drew attention to the hardships veterans face at home after the hardships they endured serving their country.

In the most recent count of the 21.8 million veterans living in the United States, 1.4 million were living below the poverty line and 49,933 of them were homeless.

A person might see a need for change, Stafford said, and should not be intimidated by a change that seems too big for someone like her. “After going to Washington D.C., I learned that I can start a ripple as one small stone dropped into water starts a ripple that never ends,” she said.

Participants recited the Pledge of Allegiance, sang the National Anthem, saluted the five branches of the military, and listened to the Forest Lake Area High School Cantorei, Symphonic Winds and Sinfonia Orchestra perform “America the Beautiful.”

From the freezing soldiers of Valley Forge during the American Revolution, to the starving and wet soldiers of the muddy trenches of World War I, to the sweltering, miserable soldiers in the jungles of Vietnam, celebrating Veterans Day is a way to say we honor their service and remember their sacrifices, Osborn said. “And thanks to the young men and women in our audience who will one day serve.”
