The Washington County Sheriff’s Office reported the following eye-rolling incidents during the past year:

Beware of hitchhikers.

Employees of MGM Liquors in the 5000 block of 140th Street N. at 1:01 p.m. Jan. 17 reported a male and female who entered the store on Jan. 14. The female shoplifted 1.75 liters of Jagermeister, priced at $37.99; Kinky liqueur, priced at $18.99; and a bottle of pineapplemango fl avoring for $12.99. On the same day, a Holiday store in Ramsey County reported the same two suspects stealing the exact same items. During that incident, the license number of the vehicle they were using was reported. The registered owner of the vehicle told deputies that while he was at the Holiday store, the clerk pulled him aside and told him that the woman he was with was stealing. He told the clerk that he had no idea. Later, the clerk at the Holiday station reported to deputies that the male returned and gave the station his phone number, telling them that he wasn’t “with” her. He and his friend had simply picked her up, he said, and given her a ride to the Holiday station.

Feb. 4.

It just fell off the back of a truck, officer. Employees of the Super America station on Forest Blvd. N. at 10:10 a.m. Feb. 6 reported that a case of Mountain Dew was stolen from the Pepsi truck as it was delivering at the store. The thieves left in a four-door sedan, the license plate of which was accurately retrieved. A video of the activity also led deputies to a suspect, with whom they quickly scheduled an interview at his school.

N. reported the rear window of her vehicle broken overnight March 6-7.

Nothing was reported taken, so the complainant wondered to deputies whether her cracked window had broken in due to the cold. The complainant said she would check surveillance footage of the area to see if anyone had approached the vehicle or if the spontaneous breakage was captured on video.

Snowmobilers granted access to Big Marine Lake

WASHINGTON COUNTY — This year, snowmobilers in Washington County have access to Big Marine Lake, something that did not happen overnight.

John Udstuen, longtime president of the Hugo chapter of the Washington County Star Trail Association, said the group has been working with the county for at least six years to complete a section of trail that grants snowmobilers access to Big Marine Lake.

“If you live on a lake, chances are you water ski, you fish, you boat, you jet ski. Typically, you are a recreational individual.

“Lakes are destination points for snowmobilers,” Udstuen explained.

“For years we have had people complain on both sides; we have taken all of these complaints from people who are wanting to access Big Marine Lake and we would tell them, ‘Sorry, we don’t have a way to access the lake’ ... Then we have people who live on the lake who say, ‘I live here, I allow my friends to ride through my yard, but now I have half the city going through my yard because they see a track.’”

This year, snowmobilers in Washington County now have access on and off of Big Marine Lake thanks to a new trail that runs through the woods.

the Washington County Star Trail Association came to an agreement to connect the existing trail to a new portion of trail, half of which goes through the woods on public parkland. The new trail is located right next to the Veterans Campground in Marine on St. Croix.

“It’s a beautiful trail,” Udstuen said. “We have provided a recreational outlet for people to get on and off of the lake.

It has been a long time coming. The non-snowmobilers, as well as the snowmobilers are very, very excited about this because it is a safe outlet on and off the lake. It benefits everyone.”

Hugo Snowmobile Club The Hugo Snowmobile Club is responsible for “policing” the sport, cleaning up brush and maintaining and grooming the trails.

“We do policing of our sport. We are real proud of that,” Udstuen said, adding the club follows

up on every complaint.

In addition to keeping both the snowmobilers and non-snowmobilers happy, the club also volunteers its time to groom trails at least three times a week with the goal of having them in pristine condition for the busiest days: Fridays, Saturdays and Sundays.

This year will mark the third winter the city of Hugo has had access to the county’s very own Tucker Terra Snow-Cat groomer. Brand new, the machine would have cost around $500,000, Udstuen said. However, the county was able to obtain a federal grant and purchased the machine for $75,000.

The club also volunteers to groom the city’s cross-country ski trails once per week.

Hugo man spends holidays with strangers

HUGO — For five years, Hugo resident Michael McGee has elected to spend his holidays with complete strangers.

McGee, who has lived in Hugo since January 2005, has a total of 27 years of government service.

He retired from his nearly 21-year career at the post office in downtown St. Paul in 2011. Previously, he also served in the U.S. Navy for 7.5 years.

He got the idea to start volunteering at the Union Gospel Mission after he saw a sign at Key’s Cafe in Forest Lake.

“I noticed if you added $1.98 onto your meal, you can pay for one meal for a person at the Union Gospel Mission. I started volunteering there on Thanksgiving and then other holidays,” he said.

This is his fi fth year volunteering there. This Thanksgiving, he helped serve 320 meals with 60 other volunteers and deliver 1,025 meals. He also volunteers at the Union Gospel Mission on Christmas Day and Easter Sunday.

“I get to meet some good people. Sometimes it is the same folks year after year. We have volunteers come from everywhere, all over the Twin Cities and Wisconsin,” he said. “One year we even had a Minnesota Viking volunteer.”

McGee enjoys his time at the Union Gospel Mission. “It gives you the chance to relate to them and make them happy. You get to help bring some smiles to their faces,” he explained. “You get to help

bring some smiles to their faces,” he explained, noting that many of the people are down on their luck. “You see people who are living in dumpsters, have drug problems or mental health problems. “ McGee also volunteers at Fairview Lakes Medical Center in Wyoming. In addition to helping out at blood drives, his main role is in the same-day surgery department, where he greets patients, escorts them to where they are supposed to be and takes care of the families while they are in the waiting room.

“I make sure there is enough coffee, answer any questions they might have and make them feel comfortable,” he said.

When McGee is not volunteering, he spends quite a bit of his time at the YMCA in Forest Lake where he does low-impact exercises to keep his heart healthy. McGee has heart problems and arthritis, and had heart surgery last year. He hopes exercising will keep him away from the operation table.

Instead of worrying about himself, though, McGee spends most of his time giving back to others.

“You get more out of it than you put into it. It gives you a good feeling. Like you are worthwhile and doing something good and Christian at the same time,” he said.

Lake ice

ake ice is pretty amazing. You can ice skate, ice fish, ice boat, play hockey or broomball, walk on it and even drive a car on it. We had a great early ice season in that the ice was lacking snow until recent days. This provided good ice boating conditions, which some say comes only once in five years.

Last week I helped a friend set up his single seat DN-style ice boat. What is so interesting about the DN is how it got its name. Years ago ice boating was for the elite. The owner of the Detroit News, a daily newspaper in Michigan, wanted this sport to be more accessible, so he a contest for someone Publisher’s created to design a boat that anyone could build in their garage View with basic hardware. The winner was paid dearly and the plans were open to the public.

Last Saturday morning, the kids and I took our ice skates to the lake and skated across for breakfast at the VFW. While we ate we watched the ice boats scream across the lake. My fi rst and only ice boat ride was with the friend in the Nite boat several years ago, and I was sporting my suit coat and trousers, my grandfather’s wool dress coat and a snowmobile helmet with a full shield.

With our short season, unless you travel around to different lakes as they freeze, ice boating is a pretty costly investment. Still, if you ever get an opportunity to ride in an ice boat, I highly recommend it.

As always, take safety precautions when you are on any lake. Check ice thickness and be aware of your surroundings, including ice boats, snowmobiles and other vehicles that are out on the lake. And help keep lakes pristine by picking up your trash.

Space explorations New Horizons will do a flyby of Ultima Thule this new year, an object in the Kuiper Belt that is about a billion miles past Pluto. This will be the most distant object a spacecraft has ever visited in the universe. As you may know, New Horizons is a space craft launched in 2006, designed to photograph and survey Pluto. Pluto was photographed nine years after its launch, as it had to travel about 3 billion miles. Just before Christmas, residents throughout the metro area reported seeing, and hearing, what turned out to be a refrigerator-sized meteor passing about 50 to 80 miles above. At least one Hugo resident walking her dog saw the flash of light and heard the sonic boom. We will soon know what Ultima Thule tells us. Happy New Year.

Reduce, reuse and replenish

ike most suburban communities, the City of Hugo uses nearly half of its municipal water supply to provide some form of irrigation. Unlike most communities, the city is telling residents in some neighborhoods to go ahead and keep the sprinklers running.

It’s not that Hugo wants to waste water. In fact, the city is keenly interested in reducing its groundwater Movers & footprint.

Located just Shakers north of White Bear Lake, Hugo is Angie Hong developing rapidly and is one of h communities i i included in the the Minnesota DNR’s North and East Metro Groundwater Management Area. “But, we’d already plucked the low-hanging fruit,” City Administrator Bryan Bear explained.

“We offered rebates for water-saving fixtures, required developers to put down topsoil before sodding new lawns … Then we started looking at stormwater reuse and realized we could be making a much larger impact.”

Over the past several years, Hugo has worked with the Rice Creek Watershed District, as well as developers and Homeowners’ Associations (HOAs), to change the way stormwater management happens in the city. Watershed district rules typically require developers to build stormwater ponds or similar practices to manage runoff

from rooftops and roadways so that wetlands, lakes and streams don’t become polluted. The stormwater is essentially treated like a waste product. Then, separately, the HOA connects to the city’s water supply (potable groundwater from aquifers) to provide water for household use and irrigation.

The city pumps out pure, clean drinking water and about half of it is literally dumped on the ground.

Bear wondered if there was a way to reduce stormwater runoff, while also providing water for irrigation.

In 2014, Rice Creek Watershed District and city of Hugo partnered with the Oneka Ridge Golf Course on the city’s first ever stormwater reuse project. They excavated a large stormwater pond near the 18th tee and connected it to the golf course irrigation system. By reusing the stormater, Oneka Ridge has cut its groundwater pumping by 40-50 percent and also keeps 75 pounds per year of phosphorus out of nearby Bald Eagle Lake. Minnesota Clean Water Fund provided $497,100 in funding support for the project.

Now, Bear hopes that stormwater reuse will become the new norm in his city. At Beaver Ponds Park, the city installed a stormwater reuse system to irrigate the soccer fields. At Water’s Edge, existing stormwater ponds were retrofitted to provide water for irrigation as well. When the Clearwater Cove neighborhood was built, developers worked with the city ahead of time to incorporate stormwater reuse from the get-go.

“The developers are beginning to

use this as a strategy for meeting the watershed district’s stormwater permit requirements,” Bear said, “but it also helps to reduce the city’s peak water demand.”

In 2018, stormwater reuse projects in Hugo reduced the city’s total water usage by 6 percent (20 million gallons). Looking to the future, the city expects to see big cost savings there as well. Previously, in its Comprehensive Plan, Hugo had planned to operate 11 wells and four water towers by the year 2030. Now, the city has revised its comp plan and only expects to need seven wells and three water towers by the year 2040.

Though stormwater reuse seems to be a win-win strategy, there are some differences for residents that can take some getting used to. In most of the metro area, cities are asking residents to minimize their lawn watering. In neighborhoods with stormwater reuse systems, however, Hugo wants people to keep the sprinklers running.

“It’s actually a good thing if people are watering their lawns a lot,” explained Bear, “because it helps to keep their neighborhood stormwater ponds from overflowing during larger rain events.”

Overall, Bear feels like stormwater reuse is a winning strategy and he hopes to see more cities following Hugo’s lead. “We hope to see more of this happening,” he said.

Historic Courthouse requests gently used garments Remember the days of “dress-up” play using cast-off clothing, shoes and accessories to pretend to live in another era and life? That continues at the Washington County Historic Courthouse in Stillwater. Starting in January, the courthouse will begin a new program of “Playing the Past” for Scouting troops to learn about the lives of area residents throughout history and create their own characters based on what they

learn. Scouts will dress up as their character and perform a speech as that person, and then play using vintage games.

The Historic Courthouse would like to increase its dress-up clothes supply for the program and is asking the public to help through clothing donations. Requirements are clean, gently-used clothing styles pre1980s. The clothing can be vintage or vintage-style. It also needs to be easy to wear and remove for accessibility.

Hats, aprons and other small accessories will be accepted as well.

K-9s receive bulletproof vests Two K-9s at the Washington County Sheriff’s Office received bulletproof vests from Keeping K9’s in Kevlar and Dr. Michelle Beck, who owns PAWS Pet Hospital in Hugo. Keeping K-9’s in Kevlar is a nonprofit organization from Oregon.

The group contacted the office this fall after they saw a lip sync challenge video from the office online. Dr. Beck heard about this effort and raised enough money to pay for one of the vests on her own. Each costs about $2,600. The two vests were custom fitted for K-9 Viking and K-9 Maia, the only K-9s on the office’s SWAT team.

Lino Lakes man charged Joshua Frank Reischel, 27, of Lino Lakes, has been charged with fi rst-degree burglary (occupied dwelling) and fi fth-degree controlled substance (possession) crimes.

At 3:20 a.m. Dec. 4, the Apple Valley Police Department was dispatched to a residence on Redwell Lane in Apple Valley for a burglaryin-progress report. According to the criminal complaint, the male homeowner said when he pulled into the driveway he saw the doors to his garage were open, as were the doors of a vehicle

parked in the driveway.

Reischel left the scene on a bicycle and was later found by police. While he was being transported to the Dakota County Jail, an officer noticed the defendant had slipped off his handcuffs and was digging in his pants. A bag of marijuana was found under the driver’s seat of the patrol car and a crack rock, which tested positive for cocaine, was located in Reischel’s pants.

The burglary charge is a felony, with a maximum sentence of six months to 20 years and/or a $10,500 to $35,000 fi ne. The controlled substance charge is a felony with a maximum sentence of five years and/or a $3,000 to $10,000 fi ne.

Reischel’s appeared in Dakota County District Court Dec. 26. An omnibus hearing has been set for 1:30 p.m. Jan. 17 and jury trial is scheduled for 9 a.m. Feb. 25.

Christmas Day crash leads to DWI arrest in Centerville On Dec. 25 just before 9:40 p.m., the Centennial Lakes Police Department (CLPD) responded to the area of Main Street and 20th Avenue on a report of a vehicle driving without headlights and swerving all over the roadway. Minutes later, CLPD and

Lino Lakes Public Safety responded to a report of a crash on Main Street at Centerville Road.

A vehicle involved in the crash was the same vehicle that had been reported to be operating without lights and swerving. The driver of that vehicle, a 22-year-old female from East Bethel, had rear-ended another vehicle. The vehicle she hit had four passengers in it, including a 6-year-old child, a 3-year-old child and a 1-year-old child. No one was injured.

During the investigation, it became apparent that the adult female was intoxicated. She was arrested by Sgt. Bill Jacobson and later submitted to a breath test. She was almost three times the legal limit to drive and told police she had been on her way home from a Christmas celebration with family. She was booked on gross misdemeanor third-degree DWI. She is being held in custody pending formal charges.

Her car was towed. Her driver’s license was invalidated. Her license plates were impounded and will be replaced by special-series DWI offender plates.

No one trained him on dangers other than live power lines. An Xcel employee at 5:35 p.m.

March 21 reported a resident in the 9000 block of 180th Street N. for ordering him to clear the bushes from his property while he was performing landscaping maintenance around the power lines.

The subject told the worker he would be out there with a shotgun if he didn’t do what he was told.

I will not have my meal interrupted. A Blaine man, 20, was cited at 6:29 p.m. March 30 on Victor Hugo Blvd. N. and Garden Way N. for driving without a front license plate and having the wrong address on his driver’s license. He was also issued a verbal warning for distracted driving after deputies observed him eating food with both hands off the wheel when they approached the vehicle to talk about the missing license plate. Deputies described the motorist as uncooperative.

He’ll never notice us not paying. A Yellow Cab driver reported two passengers for stiffing him of their $107.55 cab fare after he dropped them off at a residence in the 13000 block of Flay Avenue N. at 4:15 a.m. March 31. After the passengers exited the cab, they entered the house and didn’t return, possibly thinking the cabbie would simply drive away. Instead, deputies were called out to the scene and negotiated with the two parties to complete the transaction with a check. The cabbie was to phone deputies if the check bounced, whereupon a citation would be issued to the passengers. The pending citation was discarded after the cabbie later phoned deputies to report the successful deposit of the check.

Don’t Use Pump No. 6. A patron of the Super America station on Forest Blvd. N. at 5:13 p.m.

March 31 reported that shortly after she paid for her gas at Pump No. 6, she received a phone call from her bank advising her that several charges had posted on her account. When deputies spoke to employees at the SA, they said that another patron reported the same fraudulent activity after using Pump No. 6. Concluding that Pump No. 6 was rigged, employees quickly shut it down.

Busted. A Hugo man, 23, was arrested at 1:50 a.m.

April 7 in the 13000 block of Fiona Avenue N. for DWI after two residents heard his vehicle demolish their mailbox, saw skid marks headed northbound on Fiona Avenue N. and saw the driver fall out of his vehicle and into a snowbank. Deputies called out to the scene located a one-liter open bottle of vodka in the vehicle and administered a field sobriety test to the motorist. The subject failed the test with a .18 reading.

Safe father. Not. A Minneapolis man, 48, was cited at 4:44 p.m. April 8 on 170th Street and Henna Avenue for speeding 71 mph in a 55 mph zone and for not restraining his small children with any kind of seat belt. The motorist told deputies that he wasn’t paying attention to his speed because he was on the phone at the time with his wife. As the wife was still on the line, she was summoned out to come and pick up the kids.

Extorting from myself. A resident in the 4000 block of Emmit Drive N. at 10:04 p.m. April 21 reported receiving messages from her own email account that she needed to pay $7,600 within the next 10 days or there would be an issue with her email account. The complainant forced the issue by deleting her email account instead.

Buy coffee first – part 1. Staff members of the Fairview Hugo Clinic in the 14000 block of Victor Hugo Blvd. N. at 1:06 p.m. April 26 reported a man for coming in again and again to use the restroom in the staff area. He kept doing it, even after being told not to do so and that the clinic was not a public restroom. Deputies advised the staff to call them the next time the man came in and he would be banned from the premises.

Buy coffee first – part 2. An unidentified woman was reported at 1:44 p.m. June 12 for using the facilities at Waters Edge Community Center in the 15000 block of Farnham Avenue N. without authorization. An attorney has been consulted.

An unidentified woman was later banned at 12:47 p.m. June 13 from the pool area of the recreational center.

Rule Number one: leave no trace. A resident in the 6000 block of 137th Street N. at 9:36 a.m. April 27 reported his garbage can hit, leaving garbage strewn all over. Parts of a vehicle and a license plate were found in a nearby ditch. Deputies were able to contact the registered owner of the vehicle, and she will be having a little talk with her son.

And a fine lesson it was, too. Two children reported a male for trespassing at 8:26 a.m. April 28 on the grounds of Oneka Elementary School in the 4000 block of Heritage Parkway N. When the boys told the man he was trespassing the previous evening, he told them, “You can’t talk to me that way! What if I had a gun? What if I lifted my shirt up?” When Washington County Sheriff’s deputies tracked down the subject, he told them he did it to teach the kids a lesson.

We saw you. A White Bear Lake girl, 16, was cited at 1:14 a.m. May 20 on Forest Blvd. N. and 125th Street N. for permit violation after deputies pulled her over for a broken taillight and observed the driver quickly exchanging seats with a passenger in the back seat. The vehicle contained only juveniles, and the driver came clean about violating the terms of her learner’s permit.

Shoulda left the flowers alone, dude. A peacock on the lam was reported at 12:46 p.m. June 12 after a resident in the 17000 block of Ingersoll Avenue found it eating her flowers all week. The peacock’s owner was alerted, and she came to pick up the bird.

A tip: don’t act suspiciously. A suspicious man reported for walking through the Festival Foods parking lot at 11:08 p.m. June 22 pulling on car doors said he was merely looking for a friend.

Deputies advised the subject to stay by his own car and not to go around touching the door handles of other vehicles.

Don’t I get my finder’s fee? A White Bear Lake man, 46, was arrested at 10:09 p.m. July 3 on Fiona Avenue N. at 125th Street N. for possessing drug paraphernalia, giving false information to deputies, fi fth-degree possession of a controlled substance and domestic abuse after a call came in about a suspicious couple walking along the street acting like they were looking for something. The subject, who was also picked up on a felony warrant, volunteered information on his brother for deputies to arrest as well.

They won’t get far. A defunct motorcycle was reported stolen at 5:13 p.m. July 6 from a driveway in the 14000 block of Forest Blvd. N. The complainant said the motorcycle was in his driveway when he left for work in the morning and was “completely gone” in the afternoon when he returned home from work. The complainant said the keys to the motorcycle were in his house, and the bike wouldn’t start anyway. He also said he carried no insurance on the bike because he thought it wasn’t going anywhere.

We have a failure to connect the dots — or see them. A Hugo woman, 57, was cited at 6:48 p.m.

July 24 in the 4800 block of Frenchman Road for failure to yield to a pedestrian in a crosswalk after a squad on routine patrol observed her turn west on Frenchman Road from southbound Highway 61 and nearly hit two northbound youths on bikes in the crosswalk while the “walk” sign was on. The motorist apologized and said she didn’t notice the two boys. As a result, the subject was also issued a verbal warning for driver’s license violation because she wasn’t wearing corrective lenses even though her license listed that requirement.

Nancy Drew would be so proud. A resident in the 5000 block of Egg Lake Road N. at 9:56 p.m. July 25 reported heavy damage to the driver’s side of his vehicle, where two rear windows had been broken out and both tires flattened. Witnesses reported seeing a large white pickup truck with loud pipes hit the vehicle. Indeed, the damaged vehicle showed areas of white paint transfer, and pieces from the white vehicle — including a piece that said “Ford” — were found on the ground at the scene.

You can run, but you can’t hide. Two Hugo men, 30 and 25, were arrested near the intersection of Ethan Avenue N. and Europa Trail N. at 10:59 a.m. July 26 on felony warrants after they were observed hiding in a boat by employees of a nearby business. The Wilson Tool security employee then alerted the staff at Goose Lake Marine and Power Sports. Employees from Goose Lake Marine hopped into their vehicles and chased the two suspects, who had fled on foot. The employees caught the suspects at Ethan and Europa and held them until deputies arrived on the scene. The boat that had been sheltering the suspects was messed up with dirt on the floor and scuff marks on the seats. An estimate of damages to the boat is pending.

Kayak saga, part 1. A resident in the 12000 block of Elmcrest Avenue N. at 10:04 a.m. July 28 reported spotting the two kayaks stolen July 10 from the dock of his residence for sale on Craigslist for $200

each. The complainant sent a text message to the seller but has not received a response.

July 30 that he had received a message from the seller that the kayaks were still available for sale.

The boats were chained to a boat rack near the beach house on Lake Phalen in St. Paul, the seller said.

Washington County Sheriff’s deputies contacted the St. Paul Police Department, who sent an officer to the scene to verify the serial numbers, but saw that they had been removed instead. The complainant is arranging to meet with the seller and to coordinate with St. Paul deputies to assist.

The mystery of the stolen tools, part 1. A Coon Rapids man, 33, was cited at 3:22 a.m. Aug. 20 in the 6000 block of 145th Street N. for driving after revocation following a report of a suspicious black pickup truck in the area. While speaking with the complainant, Washington County Sheriff’s deputies observed an approaching black pickup truck matching the complainant’s description and conducted a traffic stop. A computer check showed the motorist in revoked status, and a glance around the inside of the vehicle revealed a red toolbox.

The driver, who claimed he was on his way to a construction job, could not identify what was in the red toolbox or what the contents were used for. The reporting party said she saw a black pickup truck parked two houses down and a person leaving the vehicle and approaching a neighbor’s vehicle. The tool box of mystery contents and other construction tools were taken into evidence and presumed stolen.

The mystery of the stolen tools – part 2. A $300 HEPA fi lter, a $150 vacuum, three duct hanger wire bags valued at $100, and $100 in attachment hardware were recovered by deputies at 4:16 a.m. Aug. 20 in the 6000 block of 145th Circle N. after deputies searched the area and found a construction truck with the same business name as that on a toolbox found in a suspicious black pickup truck one hour earlier that night. When deputies questioned the owner of the construction van, he told them that items had gone missing from his toolbox. The theft victim then identified the tools found in the suspicious vehicle as his.

The mystery of the stolen tools – part 3. A Minneapolis man, 35, and a Coon Rapids man, 33, were arrested at 5:30 a.m. Aug. 20 on Goodview Avenue N. at 137th Street N. for gross misdemeanor receiving stolen property, after deputies conducted a traffic stop following suspicious activity in the area. A neighbor’s surveillance video caught the suspects in the act of stealing outdoor products and a cable spool. The two thieves were also nabbed for stealing a $500 electric cordless hammer drill from a company truck in the 6000 block of 145th Circle N. after yet another victim flagged down deputies while they were in the area and told them his truck had been broken into. A tool with the new complainant’s company name on it was also found in the subjects’ vehicle.

But they know where to find you. A White Bear Lake man, 33, is suspected of entering his place of employment in the 15000 block of Freeland Avenue N. overnight Aug. 22-23 and stealing numerous items after video surveillance identified the employee. Items taken include two-bit drivers with battery and charger, a Stihl backpack blower, a tank of gas and a set of keys. When deputies contacted the subject, he admitted to entering Nugent Sealcoating and “borrowing” a drill, but then hung up on them when questioned about the blower.

It’s a draw. A St. Paul man, 35, and a Hugo woman, 25, were cited at 7:35 p.m. Aug. 23 in the 14000 block of Fountain Avenue for fi fth-degree misdemeanor assault against each other.

Let’s see your money first. A resident in the 17000 block of Forest Blvd. N. at 6:26 p.m. Aug. 25 reported that a party with whom he was arranging to sell two $170 e-cigarette units met with him and took off with the items in a dark gray Pontiac without paying for them. The complainant did not obtain the license plate number or any contact information.

Centerville mulls tweaks to water usage structure CENTERVILLE—Once the growing season begins, water users in Centerville will likely see one more reason not to water their driveways or soak their lawns until water runs down the street. During winter, it might be a good idea to let the water run in a trickle while brushing your teeth instead of a roaring gush.

That running water could soon be draining pocketbooks.

Although council tabled action to institute adjustments to the water usage rate tier system at its Jan. 10 meeting, it will likely approve adjustments in the 2018 Fee Schedule after looking closely at how much increased revenue the city needs for doing so and how much incentive water users need to conserve.

White Bear Township and the cities of White Bear Lake, Lino Lakes, Vadnais Heights and Lake Elmo are all contesting the court-ordered changes to water permits and demanding a hearing with an administrative law judge.

Impacts of devastating tornado still felt 10 years later HUGO — Although it was 10 years ago, May 25, 2008 is a day that is vividly imprinted on the memories of many residents in Hugo, Lino Lakes, Blaine and surrounding areas.

That day, supercell thunderstorms produced large hail and tornadoes from the North Metro to western Wisconsin.

Four tornadoes touched down in Minnesota and one in Wisconsin. The strongest tornado was an EF-3, which hit Hugo, killing a young child and destroying houses, businesses, trees, barns and silos.

Hugo company gets OK for phased expansion HUGO — Schwieters Properties LLP got the city’s blessing to begin a major expansion across the street from its current headquarters in the Bald Eagle Industrial Park. The process required city approval of a final plat, text amendment, site plan and conditional use permit.

At its May 7 meeting, City Council members approved a final plat to be known as “Roy Molitor 3rd Addition” to create one lot and one outlot at 13676 Fenway Blvd.

Father-son duo find Spike — again HUGO — For the second year in a row, a father and son teamed up to fi nd the Golden Spike in Hugo’s annual treasure hunt that takes place during Good Neighbor Days.

This year, it was found in McCollar Park in Fable Hill.

Family-oriented circus coming to town Two golden tigers, one African lion, a draft horse, a miniature horse, American Eskimo dogs, along with a dwarf cow, miniature alpaca, goats and ponies will soon fi ll Lions Park in Hugo.

Culpepper & Merriweather Circus will return to Hugo July 21. Culpepper & Merriweather is one of three active circuses that call Hugo, Oklahoma, or “Circus City USA,” home. For many years, the Hugo Lions Club has sponsored the circus every other year as a fundraiser. The proceeds raised from the event support two scholarships given to high school seniors during Good Neighbor Days.

Jason and Addie Pfingsten have travelled to Belize, Alaska, London, Texas and Puerto Rico, all in hopes of making a difference in the lives of others.

The Pfingstens have lived in Centerville for four years with their three daughters ages 13, 9 and 6. Thirst Missions, founded

by Jason, helps churches of all denominations from across the country plan their groups’ visits and ministry services.

Thirst Missions is celebrating its 10th anniversary this year.

Hugo resident pursues ‘sweet’ baking adventure HUGO — After Uptown Girl Cupcakes & Desserts closed shop in White Bear Lake, a local resident had to decide what was next in her baking adventure. Robin Udstuen worked at Uptown Girl for two and a half years under Melynda Harjes.

Udstuen thought about potentially becoming a baker at a store but didn’t want to join a “cookie cutter” production. After some encouragement from Harjes, her husband, and friends and family, she decided to open a business in her home and named it Sugar Fairy.

White Bear Lake Area Schools is seeking community members to join facilities committees this year to brainstorm how its buildings could be updated in the future. There is 1.8 million square feet of building space in the district, said Assistant Superintendent of Finance and Operations Tim Wald at a board meeting Sept. 10.

The district is considering a facilities referendum to provide needed updates.

But fi rst, priorities will need to be identified by community members and staff.

Updates are needed due to increasing numbers of students and other changes, Wald said. The district has added about 600 students in the last six years.

CENTERVILLE — Michele Whitney has decided to sell her business, Michele’s Paw Spa, after nine years of operation. Whitney owned two shops, one in Centerville and one in Little Canada. Although she sold the business, she is by no means closing its doors.

Both locations have new owners.

Whitney decided to sell the business to spend more time with family, however she still works there a couple of times a week. As of Aug. 31, Lino Lakes resident Christa Weber took over the Centerville business, which will now be called Christa’s Paw Spa.

Resident nearing 4 years cancer-free When Lino Lakes resident Lori Hoffman went in for her routine physical exam at the age of 41 in October 2013, she had no idea something was wrong. Less than a week later, she was given the news that she had invasive ductal carcinoma (IDC), sometimes called infi ltrating ductal carcinoma. According to the American Cancer Society, IDC is the most common type of breast cancer—about 80 percent of all breast cancers are IDC. Several weeks later, Hoffman started chemotherapy and underwent a total of six rounds. In August 2014, she was finally able to have the double mastectomy, which allowed her to forgo radiation. December will mark four years Hoffman has been cancer-free.

Wrapping veterans with comfort and healing HUGO — Five Quilts of Valor, five Cold War Medals and two Victory Medals of World War I were presented during a special Veterans Day Ceremony Saturday, Nov. 10, at Keystone Place at LaValle Fields.

For a couple of years, Alan Anderson has visited Keystone Place on a monthly basis to talk with the residents about military history. Anderson has a master’s degree in military history and a doctoral degree in war studies. He often helps residents track down information about their relatives and ensures veterans get the medals they so deserve.

Three-year-old Pippy, who is thought to be a border collie-cattle dog-whippet mix, is a part of the Dog Gone Reading program at the Hardwood Creek Library in Forest Lake, which takes place from 4:30 to 6:30 p.m. the second Thursday of each month.

Boy oh boy: Minnesotans ride out Alaska earthquake When the magnitude 7.0 earthquake struck 8 miles outside of Anchorage, Alaska,

on Nov. 30, it should have been no surprise to the Wittkop family.

Hugo natives Jim and Kazandra Wittkop have lived in Alaska for more than 10 years. The day after their wedding at St. Genevieve’s in Centerville, they moved to the remote village of King Salmon after Jim accepted a job as a federal law enforcement officer and pilot for the U.S. Fish and Wildlife Service.

After eight years or so, the family relocated to live on the road system 30 miles north of Anchorage in Chugiak — which happens to be 10 miles north of the quake’s epicenter.

The Wittkops have three children, 4-year-old Will, 2-year-old Hollis and their newest addition, Rockney, who was just one week old when the earthquake struck.

HUGO BITS AND PIECES HUGO — The City Council’s last meeting of the year Dec. 17 included the following approvals: • Purchase of an aerial truck for the fi re department, not to exceed $1.1 million.

The purchase is two years ahead of schedule, but the slightly used truck became available at a reduced price and the city didn’t want to wait. The ladder extends 100 feet.

Councilwoman Becky Petryk thanked Mayor Tom Weidt for finding the truck. “The mayor did a great job on this,” she said.

“Financially, we are prepared.

We have known we needed and wanted this truck. It’s an amazing price.”

• Acquisition of right of way on 130th Street.

Construction plans and specifications for reconstruction of 130th between Hwy. 61 and Goodview Avenue is underway.

As part of the design, a roundabout is planned at Flay Avenue along with a pedestrian trail on the north side of 130th. Several small parcels in the southeast and southwest quadrants at Flay have been identified as needed for the roundabout. Staff also identified easement needs at the east end of 130th Street to allow for realignment.

Council authorized staff to make offers on the parcels to property owners and to acquire the property needed either by negotiation or condemnation.

It’s not called phishing for nothin’. A resident in the 12000 block of Ingersoll Avenue N. at 12:45 p.m. Oct. 21 reported the delivery of a phishing email asking for $1,000 in bitcoin and claiming to know that the complainant had looked at child porn. The complainant knew he had not looked at child porn and, therefore, recognized the phishing expedition. After the complainant told deputies he wanted to report the incident to the FBI, deputies gave him the Internet Crime Complaint Center (IC3) website address along with further information. Deputies also advised the complainant to block the email address.

But why is dinner so late? Residents in the 13000 block of Europa Trail Way N. at 3:10 a.m. Nov. 23 were reported for having a verbal argument over why dinner was so late. One of the subjects told deputies the next-door neighbor always calls the police on them every time they get into an argument because the walls are so thin. Deputies advised the combatant who was still awake to sleep on the couch for the rest of the night to let the situation cool down.

Let’s hope they were the only ones out there.

A Pine City woman, 21, and a White Bear Lake man, 31, were cited for misdemeanor theft at 11:05 a.m. Nov. 29 after being caught stealing packages from a doorstep in the 6000 block of 145th Street N. The complainant witnessed the vehicle driving away from his residence and also noticed that a package containing magnetic spice jars and batteries was missing. Deputies passed the vehicle matching the complainant’s description on 147th Street N. and Generation Avenue N. The occupants of the vehicle denied taking anything, but gave deputies permission to search. The previously described items, valued at $100, were found in the vehicle. Not that further evidence was needed, a passenger in the vehicle was wearing a shoe that perfectly matched a shoeprint that deputies found in the snow on the front step of the residence and photographed.

The power of the manager. Two gas driveoffs were reported at 4:18 p.m. Sept. 11 from the SuperAmerica station in the 14000 block of Forest Blvd. N. On Sept. 7 a vehicle fi lled up with fuel and drove away from a $43.78 tab, and on Sept. 8 a different vehicle fi lled up with fuel and drove away from a $37.12 tab. The employee at the gas station became upset when deputies asked her why station employees didn’t report the thefts the same day they happened. After she asked deputies to leave, they asked to speak with her manager.

Oh. A resident in the 5000 block of 138th Street N. at 9:13 p.m. Sept. 25 reported receiving a phone call from a male with a thick accent, saying his name was “James Cooper” and stating that he worked for the IRS. When he said that she owed the IRS $2,000, the complainant told the caller that she was taxexempt.

The ticket — and the story — get longer and longer. A St. Paul woman, 35, was cited at 4:30 p.m.

Sept. 29 in the 14000 block of Victor Hugo Blvd. N. for driving after revocation and theft of gas after she was reported for not paying for a gas can, $13.91 in gas that she put into the can and an additional $5.60 that she pumped into her car. After employees of the Kwik Trip reported her and advised deputies that she was still at the station, deputies arrived and conducted a license plate check and learned of her revoked status.

The subject told deputies she didn’t realize she didn’t have her bank card until she had already taken the can and the gas. The subject also told deputies she thought her car wouldn’t start because it had run out of gas, and that her father was on his way with jumper cables to start the car and money to pay for the items. Furthermore, the subject told deputies that she didn’t have a valid license on her and was only in Hugo dropping off her daughter.

Deputies tore up the ticket they originally wrote for driving after revocation and rewrote the new ticket to include theft. Five hours later, the subject still had not paid for the gas, and Kwik Trip wanted to press charges.

The non-incident incident. A Mahtomedi youth, 15, was arrested at 12:22 a.m. Oct. 6 in Mahtomedi for reckless driving, fourth-degree assault on a peace officer, fleeing a peace officer in a motor vehicle, third-degree damage to property and driving a motor vehicle without a valid license following a pursuit that originated on northbound Forest Blvd. N. at 125th Street N. in Hugo. It all started when deputies attempted a traffic stop for a missing headlight. They observed the motorist continuously flick his headlights off and on, whereupon deputies turned their flashing lights on. The subject drove away at a high rate of speed, pulled a U-turn inside a cul-de-sac, struck the squad car mirror head-on, drove onto lawns and lost control of his vehicle. The chase to Mahtomedi was on. Ramsey County Sheriff’s deputies called to the scene maneuvered the subject to a stop, where Washington County Sheriff’s deputies ordered the driver out of the vehicle and pointed their duty weapons at him. The deputies’ report closes by saying that they “placed him into custody without incident.”

That’s what you get for being nice. A resident in the 14000 block of Geneva Avenue N. at 11:36 p.m.

Oct. 11 reported two Hugo women for harassing her after she allowed the husband of one of them to stay over at her house for being too intoxicated to drive home one night. The two harassing women told deputies that they sent the messages because the complainant had slept with the husband, but the complainant said the husband only stayed on the couch. The complainant said that one of the women, whom she doesn’t even know, sent her a Facebook message with a single word that starts with “B”.

Deputies advised the complainant about how to obtain a harassment restraining order and to block all paths of communication with both women. They also laid out possible consequences to the other two

Birds and drones: a complicated relationship

Some of history’s greatest inventions were famously inspired by nature — Velcro, for example, mimics the sticking power of burrs. Leonardo Da Vinci once drew designs for a flying machine based on his close observation of flying animals.

This type of biomimicry of the natural world has been used to solve many of the problems presented by the limited physics of our planet.

Since the popularization of drones, also known as unmanned aerial vehicles (UAVs), modern inventors have taken a page from Da Vinci’s book to make these tools more efficient. However, as a recent article

by Rebecca Giggs in The Atlantic pointed out, sometimes nature has its own ideas about crazy human inventions.

Australian drone operators have noticed that it’s not unusual for UAVs to be attacked by local wedge-tailed eagles, which have traditionally been the rulers of the sky in that region.

In fact, videos from drone cameras attacked by eagles and sometimes hawks and geese have become popular on the internet.

“In Western Australia’s goldfields, a single mining company reported that eagles had inflicted more than $70,000 worth of damage to its surveyor drones.” Giggs wrote.

Studies indicate that the presence of drones are stressful to some wild animals, even when they don’t seem

obviously frightened. A National Geographic article cited a study of black bears in Minnesota that showed that in most instances the animal’s heart rate increased significantly when it was approached by a UAV, even though the bears did not seem outwardly bothered by the vehicle’s presence. Some UAV companies have designed drones that more closely mimic the appearance of birds. In China, these are known as “dove drones,” and are used by Chinese law enforcement to monitor citizens. Ethical ambiguities aside — after all, it’s not a far jump to the proverbial “fly on the wall” — these drones look deceptively realistic, and mimic the animals’ natural movements.
