District secures more land for Hugo school

WHITE BEAR LAKE — The district approved another offer to purchase property in Hugo for a new school.

The 10-acre piece of land is sandwiched between three other parcels for which the district completed purchase agreements last month.

The four properties are located on Everton Avenue N. just north of Frenchman Road in western Hugo.

Details of the offer were not released as the purchase agreement was discussed during a closed school board meeting Jan. 14. The total value of the property owned by Laura Syring is listed as $329,600, according to Washington County property records. The piece of land is the only one with a dwelling on it.

The other pieces of land amount to almost 30 acres, for a total of 40 acres. The two southerly parcels are owned by St. Agnes Church in St. Paul. One is about 17 acres and worth about $256,000, according to county records. The second, a thin strip bordering the first, is half an acre and worth about $7,000. Keystone resident marks century milestone

HUGO — Hugo Mayor Tom Weidt and the Hugo City Council issued a proclamation Jan. 17 to honor and celebrate local resident Marcella (Marcy) Cheeseman.

Marcy, who has lived at Keystone Place at LaValle Fields for two and a half years, celebrated her 100th birthday with the help of City Councilman Phil Klein,

She is usually dressed in one of her signature vests and is just cute as a bug’s ear,” said Jen Spring, the facility’s life enrichment coordinator.

Marcy was moved to Keystone’s memory care unit in August. Due to her declining health, The Citizen heard Marcy’s story from one of her daughters, Sue

the age of 17, Marcy moved to the Twin Cities to live with her aunt and went to school to become a beautician. While in the cities, she met William, who was from Little Falls. He had just returned from World War II and was attending college at the University of Minnesota.

County will receive grant for children’s mental health respite care Washington County will receive a $30,354 grant for children’s mental health respite care services after the county board accepted the grant from the Minnesota Department of Human Services Jan. 22.

Respite care includes planned routine care to support the continued residence of a child with emotional or behavioral disturbance with the child’s family or long-term primary caretaker. It can also be used on an emergency or crisis basis.

Respite services provide temporary care for children with serious mental health needs who live at home, giving families and caregivers a much-

needed break while offering a safe environment for their children. Respite care may be provided in a family’s home, foster home or licensed facility in the community, and gives families a chance to re-energize and refocus. Funding levels are determined by the Minnesota Legislature; Washington County last received $60,000 in 2017.

The amount of funding available has been greatly reduced due to the high number of counties applying for funding.

The Washington County Citizen Review Panel is seeking to add two to four members. The advisory group meets monthly with the mission of “citizens partnering with child protection services advocating to keep children safe.” Panel members volunteer to work with child protection staff of Washington County Community Services and the state. Members analyze child protection trends, policies and procedures, provide a citizen’s perspective and insights into the child protection system, recommend and advocate for needed changes and resources and increase community understanding and investments in protecting all children.

The panel has also examined child protection policies, procedures, practices and outcomes of the state and county child protection agencies. The members prepare and make available to the public an annual report containing a summary of the panel’s activities and recommendations to improve the child protection system. The panel currently has eight members who serve initial two-year terms.

They are eligible to serve three two-year terms.

County approves labor agreement with correctional officer/911 supervisors The Washington County Board of Commissioners approved a labor agreement with the Minnesota Public Employee Association (MNPEA) Correctional Officer/911 Supervisors’ Unit Jan. 22.

The two-year agreement began Jan. 1 and will end Dec. 31, 2020.

The agreement includes a 2.5-percent general salary adjustment at the beginning of both 2019 and 2020, and a three-week paid parental leave benefit for the birth or adoption of a child. The agreement also includes a reduction to the vacation and paid time off schedules for employees hired after Jan. 1, as well as an increase in the amount of employer contribution toward the cost of health insurance provided to each employee. There is also an additional premium on pay on overtime hours worked on holidays, and an increase in the shift differential premium pay from 85 cents an hour to $1 an hour.

A new year

ANUARY 2019 IS almost over and the federal government politicians are still acting childish.

They have lost their way in negotiations and have forgotten about the citizens they represent.

The president has shut down portions of the government and workers’ paychecks are delayed. This is tough going as few people have financial reserves.

Maybe there is a lesson to consider here.

Volunteers are helping with food for various government workers such as TSA and the U.S. Coast Guard.

Immigration and the process need attention. Stop the delays and partisan politics and do your job.

Town Government in the U.S. has spent Gene Johnson billions on highway sound walls (barriers) to protect homes from highway sound. Why can’t we build border walls to protect our citizens?

I’M DELIGHTED WITH all the women elected to Congress. Maybe they will stand up to the “good old boys” and bring meaningful results to much of the gridlock.

MINNESOTA HAS A new governor who should help fill the void of leadership in our state. Confusing tax reporting forms and delays in getting vehicle licensing are totally unnecessary. Even salary limits for government heads were violated.

Our new governor, Tim Walz, and a split legislature need to give caution on raising the Minnesota gasoline tax 25 cents per gallon.

Both rural and urban gasoline powered automobile owners would be unfairly taxed. Many rural workers commute 100 to 150 miles a day for their jobs in the metro area.

At the same time, Minnesota is behind on its highway and bridge maintenance. Why not use some of the state’s budget surplus for this maintenance that has been lost to the much needed light rail planning.

Also, electric autos may need to be taxed annually for the roads and highways they enjoy.

ON AVERAGE, AMERICANS live in 11 different homes over their lifetime. I have lived in eight different homes. I am back in my hometown by choice.

One of my mentors told me from experience that if I wanted financial freedom I should avoid divorce, avoid changing jobs, avoid changing homes and spend less than I earned. Let me share a couple additional lessons in life. Saving on a regular basis, being charitable, avoiding addictions and being thankful are all things I have found matter a lot.

Teaching pastor Jason Strand referenced the top three concerns people have as health, safety and finances.

A Harvard study indicated the U.S. is the most anxious nation in the world’s history.

Bottom line from Strand is, “to choose faith over fear, prayer over worry and surrender over control.”

Matthew 6:25-27 tells us, “Therefore I tell you, do not worry about your life, what you will eat or drink; or about your body, what you will wear. Is not life more than food, and the body more than clothes? Look at the birds of the air; they do not sow or reap or store away in barns, and yet your heavenly Father feeds them. Are you not much more valuable than they? Can any one of you by worrying add a single hour to your life?”

What it’s like to be a first-term legislator

A

s I’m settling into my new role as a state legislator, a lot of folks have asked me how things are going.

I usually reply with a statement that includes the words “very busy.” My schedule is packed with committee hearings, constituent and organizational meetings and community events of all sorts. Like any new employee, I’ve spent the past few weeks preparing myself to do my job Legislator to the best of my ability, meeting Lingo new colleagues Amy Wazlawik and learning lots of new information. I thought I would share with you a little bit about what I’ve been up to and what it’s like to be a fi rst-term legislator.

In the months of November and December, I attended trainings, conferences and retreats where I had the opportunity to learn more about a variety of topics, including how the legislative process works; the services and resources available to legislators; best practices for constituent engagement and working with our legislative assistants; working with small businesses; and much more. I also had the opportunity to build

friendships with fellow new legislators at these events. It’s been helpful to have other people in my position learning alongside me, not to mention more enjoyable.

Session started on Jan. 8 with a swearing-in ceremony on the House floor. My parents and sister were there to help mark the occasion. For me, this was the moment when it really felt real - that my dream of being a public servant was finally realized. The rest of the fi rst week was spent learning more about important issues like health care and education, participating in implicit bias and sexual harassment training and settling in to my office.

Committee hearings started the second week of session. I’m honored to have been chosen as the vice chair of the Legacy Finance Division, which provides funding to protect Minnesota’s water sources and natural resources; enhance parks and trails and outdoor recreation; and encourage arts and culture.

I’ll also be serving on agriculture and food finance and policy, early childhood finance and policy, and education policy. We’ve spent the fi rst couple of weeks hearing from stakeholders and experts in the field.

I’ve had the chance to learn more about a variety of issues, but have been most impacted by testimony about mental health

needs in our schools and on our farms, particularly a story that a woman shared about her husband’s suicide due to farm-related stress.

While the focus of these hearings has so far been on learning, it’s crucial to have this base of knowledge before acting on these important, often complicated issues. However, many great bills have already been introduced, and I’m looking forward to hearing public input. Working together, we can create a better future for all Minnesota families.

Though some days are so busy that I barely have time to eat lunch, I am enjoying the fact that I can “nerd out” about public policy on a regular basis at work.

And I continue to be humbled by the fact that people in our community chose me to represent them at the Capitol. Talking with constituents is one of my favorite parts of being a representative. Contributions to society: What will our legacy be?

s our nation remembered the profound contributions Dr. Martin Luther King Jr. made to our society, I reflected on what I can do to make this world a better place.

Two things struck me as I enjoyed the holiday with my children. First, there was a palatable feeling of good will as we visited several different places of business. I noticed smiles, conversations, respect and kindness between people of from diverse backgrounds.

There are still many barriers to overcome in achieving equality and that we need to continue speaking up for things that matter. But as I think back to my youth, I see that we have made progress and I find it encouraging.

The other thing that struck me isn’t positive and may seem unrelated at first mention. In front of each place of business we visited — a theater, restaurant and a trampoline park— there were piles of salt on the sidewalks even though the pavement was dry and there wasn’t a need for any salt. As snow and ice melt off hard surfaces, it runs into storm drains that flow into lakes, streams and wetlands – taking the salt with it. Once the salt is dissolved in water, there is no practical way to get the salt out of the water.

Dr. King famously said, “Our lives begin to end the day we become silent about things that matter.” Water is something that matters. When faced with piles of salt everywhere I go, I cannot help but wonder how polluting groundwater, lakes, and rivers with excessive salt is fair— especially to the next generation. I believe, we can do better as a society.

Lawnchair I assume that people not know the harm Gardener do that they are inflicting on our waters. I believe Dawn Pape most people are well intentioned. I believe that the restaurant manager who applies excessive salt to the sidewalk is not aware that chloride concentrations are above the water quality standards in 30 percent of the drinking water wells in the Twin Cities. I believe she was thinking, ‘I’m going to keep our customers safe and show them that I really care by using extra salt.’ I also believe the faith-based institution maintenance worker wasn’t maniacally plotting to pollute the nearby

wetland and to kill the amphibians and fish. But rather, this diligent worker didn’t want any broken hips on his watch.

Here are some ideas on where we can start doing better: • Plow, shovel, scrape, sweep early and often.

• Use the right product for the right pavement temperature (not air) and be sure granules are three inches apart.

• Sweep up (and reuse) excess salt once the pavement is clear of snow and ice.

Let’s face it, we live in a litigious society. Everyone is afraid of getting sued so they spread copious amounts of salt to keep the pavement free of ice.

But there is a way out of this fear. Minnesota could follow in the footsteps of New Hampshire and Illinois by passing legislation that limits liability.

The proposed “Voluntary Salt Applicator Certification Program” legislation, that failed last session, calls for having the Minnesota Pollution Control Agency (MPCA) create a program to certify commercial salt applicators in water-friendly methods. This training program would promote best management practices that use the least amount of salt while ensuring safe

conditions on streets and sidewalks.

Under this law, a certified commercial applicator as well as the owner, occupant or lessee who hired that applicator is not liable for damages or injuries arising from icy or snowy hazards on their premises as long as the snow and ice removal best management practices are followed.

Records detailing the type, rate of application of de-icing materials used, dates, and weather conditions will need to be kept to show that the proper procedures are being taken to ensure safety.

What will our legacy be? Dr. King said, “There comes a time when silence is betrayal.” Will you tell your legislator to support the “Voluntary Salt Applicator Certification Program” legislation and talk to the managers at the places you frequent about their salt practices? New plan offers framework for prevention of sex trafficking among victims of all ages

In response to a 2017 Minnesota legislature initiative, the Minnesota Department of Health (MDH) has released a new strategic plan for broadening the state’s successful “Safe Harbor” response to sex trafficking. The plan seeks to offer lawmakers a framework for how to improve Minnesota’s laws related to adults who are victims of sex trafficking.

The current Minnesota Safe Harbor Law was originally passed in 2011. It provides the foundation for Minnesota’s response to exploitation and commercial sex trafficking of youth. The Safe Harbor Program raises awareness, understanding and identification of the commercial sexual exploitation of youth. The law removed prostitution charges for youth under 18 and created a statewide system for helping sexually exploited youth by providing housing and services through age 24. This change reflected the reality that sex trafficked youth are victims.

“Minnesota has been a national leader in addressing human trafficking through its Safe Harbor program,” said Minnesota Commissioner of Health Jan Malcolm. “This plan creates a framework for us to continue the conversation about how we can better protect the safety, health and dignity of victims and survivors regardless of their age.”

MDH created the plan in consultation with the Minnesota Departments of Human Services and Public Safety. The strategic plan also draws upon findings and recommendations from a community engagement and research process led by the Robert J. Jones Urban Research and Outreach-Engagement Center (UROC) at the University of Minnesota, the Advocates for Human Rights and Rainbow Research. These partners were selected as part of a Legislatively-directed, competitive process.

Called for by the legislature, the new strategic plan outlines a development and implementation process for the legislature to broaden Minnesota’s Safe Harbor response to sex trafficking. Whereas the current approach focuses on youth, a new

proposal could include victims of all ages. The plan highlights potential next steps such as legal remedies, increased training and accountability, culturally responsive practices and planning efforts. The plan also considers the societal and institutional conditions that can lead to sex trafficking and exploitation.

The community report, titled “Safe Harbor for All: Results from a Statewide Strategic Planning Process in Minnesota,” was developed with input from nearly 300 stakeholders statewide representing a wide range of personal, cultural and professional experiences.

“This project engaged a wide range of knowledgeable experts from across Minnesota. We listened to those most affected by sex trafficking, exploitation, and commercial sex, including communities of color, indigenous people, immigrants, and those in the LGBTQ community,” said Lauren Martin, director of research at UROC and the report's lead researcher. “As a result, our report gets to the complexities, harms and root causes of sex trafficking and exploitation in commercial sex, as well as opportunities for consensus and areas of agreement for next steps."

“Human trafficking is a widespread and serious human rights abuse,” said Robin Phillips, executive director of The Advocates for Human Rights. “Our findings indicate that, while there is no simple solution or quick fi x, a human rights approach allows us to focus on creating systems that allow people to live with safety, health, dignity, and justice.”

Hugo Fire Department puts training to the test Around 5 p.m. Sunday, Jan. 27, the Hugo Fire Department was called to an address on Harrow Avenue to assist a horse that fell on an icy pasture. Thirteen members responded to the call, four of which took a large animal rescue course in September.

The training came in handy, and the department was able to help the horse, named Chief, get back on his feet and walk to his stall.

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A suspicious unoccupied vehicle reported parked in the traveling lane of eastbound 157th Street N. at Harrow Avenue N. at 2:05 p.m. Jan. 11 with front end damage and trunk ajar, turned out to belong to a Hugo man who was test driving the car to get it ready to be sold. The owner told Washington County Sheriff’s Office deputies that he was walking home to retrieve a new battery and would have the car moved as quickly as possible.

• A St. Peter woman, 21, reported unauthorized transactions on her credit card at 4:55 p.m. Jan. 11.

The card had been used for purchases of $300 and $800 at the White Bear Lake Walgreen’s and for purchases of $50 and $100 at the Forest Lake WalMart. The complainant told deputies that she still had her credit card and was mystified at how the thief gained access to her information. Deputies advised the complainant to contact the White Bear Lake and Forest Lake Police Departments, where the crimes occurred.

• A resident in the 17000 block of Greystone Avenue N. at 9:08 p.m. Jan. 11 reported her adjacent neighbors for disputing the location of their property line, after she began a tree removal project. The complainant told deputies she was trying to resolve the dispute as best she could, but was having trouble establishing the property line.

Deputies advised the complainant to contact City Hall for surveying assistance.

• Two Hugo men, 18 and 19, and four juvenile males will be mailed citations for violation of the city’s public nuisance ordinance, after multiple complainants reported them for making a great deal of racket by revving their engines on Oneka Lake at 10:18 p.m. Jan. 11. On arrival, deputies observed six unoccupied vehicles parked at the lake access and several more vehicles performing circular tail slides on the lake at a high rate of speed. When deputies turned their spotlight on the vehicles, they saw a snowmobile, two ATV’s and two trucks coming off the lake in answer to deputies’ emergency lights.

• A resident in the 6000 block of 175th Street N. at 8:34 a.m. Jan. 12 reported a resident in the 17000 block of Greystone Avenue N. for violating the property line on her land in the 17000 block of Greystone Avenue by having a large tree removed.

Deputies advised the complainant and her friends to contact Hugo City Hall the following Monday to resolve the property line dispute. The party removing the tree asked deputies to ban the complainant’s friends from her property. Deputies advised all parties of the civil nature of the dispute and to make arrangements accordingly.

• A Coon Rapids woman, 58, was cited at 10:09 a.m. Jan. 12 on westbound Egg Lake Road N. and Fountain Avenue N. for speeding 48 mph in a 35 mph zone, after eastbound deputies clocked her on radar when she didn’t slow down at the reduced speed zone. The motorist told deputies she was on her way home because her daughter was having a

baby. She also admitted to deputies that she didn’t know the speed limit in the zone.

• A Hugo man, 26, was cited at 2:29 p.m. Jan. 12 on eastbound 122nd Street N. at Keystone Avenue for speeding 66 mph in a 50 mph zone by westbound deputies who clocked his speed at 67 mph. The motorist told deputies he believed his speed and the speed limit were both 60 mph.

• A third party in the great property line dispute in the 17000 block of Greystone Avenue N. at 5:21 p.m. Jan. 12 reported a repeat of the behavior that resulted in deputies being called to the scene earlier that day. Deputies advised the complainant that there was nothing they could do at that juncture and to await the results from City Hall regarding the unclear marking of the property lines, so that the removal of the large tree could continue or be stopped.

• A suspicious vehicle reported captured on security camera parked in the 5000 block of 130th Street N. at midnight Jan. 13 turned out to be a vehicle dropped off at the auto collision business for work to begin the following morning. When deputies arrived on the scene, they located four people inside the auto repair business negotiating terms for the work to be performed.

• A Hugo man, 35, was arrested on warrant at 11:22 a.m. Jan. 13 at the Blacksmith Lounge in the 17000 block of Forest Blvd. N., after receiving a tip that he was dining at the lounge. Deputies knew the subject to have an active warrant out and were quick to the scene.

• A juvenile girl was cited at 4:10 p.m. Jan. 13 on southbound Forest Blvd. N. and Frenchman Road for window tint violation and verbally warned about driving without a valid driver’s license in her possession and objects suspended from the rear view mirror, after deputies on routine patrol observed her preparing to make a westbound turn sporting extremely dark window tint. After deputies showed the motorist a meter requiring light transmittance of greater than 37 percent, she said she had bought the vehicle this way and had never been pulled over for window tint.

• A report of a burglary at 4:33 p.m. Jan. 13 in the 4000 block of Education Drive N. turned out to be a homeowner trying to get back into the home after accidentally locking himself out. The subject said he had lived in the home for approximately three years, a fact that was confi rmed by the in-house records system.

• A resident in the 5000 block of 149th Street N. reported at 7:34 p.m. Jan. 13 that she had gone for a walk earlier that day and had somehow lost her passport and phone from out of her pocket. When she retraced her steps, she didn’t fi nd the items and was unable to use the “Find My Phone” app because her phone was off line. In addition, the complainant said that as her Wells Fargo credit card was on the back of the phone, she was now monitoring her card activity and noted that no attempts had been made on the card yet. At 10:29 a.m. Jan. 15, deputies advised the complainant in the 5000 block of 149th Street N. that someone had found her passport and had turned it in. When the finder said that no cellphone was found, deputies searched the location provided by the finder, but did not locate the phone.

• A Hugo woman, 33, at 8:05 a.m. Jan. 16 reported that a silver Toyota Highlander operated by an older male with graying hair had driven toward her while she was running earlier that morning at 6:00 a.m. on 132nd Street N. and Henna Avenue N. The vehicle then drove across both lanes of traffic and followed her, before speeding westward when another vehicle approached.

• A Shoreview woman, 66, was issued a written warning at 11:06 a.m. Jan. 16 in the 7000 block of 137th Street N. for failure to drive with due care and speeding greater than the posted limit.

• Three female juveniles were reported at 8:26 p.m.

Jan. 16 for throwing a condom at a vehicle in the 15000 block of Forest Blvd. N. and for placing a maxi pad on its windshield. The vehicle owner followed the girls to their home in the Twin Pines trailer park and waited for deputies, who arrived and spoke to the girls. After the juveniles admitted to the “prank”, they agreed not to participate in any more similar activities.

• A resident in the 15000 block of Forest Blvd.

N. at 11:21 a.m. Jan. 17 reported receiving two “IRS” scam phone calls, as the season for this activity now begins — government shut down notwithstanding. The complainant recognized the scam, reported the number used on the automated recording and blocked the number.

• An abandoned bicycle was reported at 3:42 p.m.

Jan. 17 in the 5000 block of French Drive. When deputies arrived on the scene, they could not locate the abandoned bike, nor could they make contact with the complainant before a report came from dispatch that a bicycle theft was in progress.

The abandoned bike and stolen bike turned out to be one in the same. It all started when a resident in the 4000 block of 149th Street reported her son’s bike stolen from the patio area two weeks ago and that the suspect would not stop to give it back.

Deputies en route to the complainant’s residence were advised by dispatch that the bike had just been left on 149th Street and that the suspect was walking by a church. Deputies picked up the male suspect, who said that he was walking to Kwik Trip one day when he spotted an apparent abandoned bike in the weeds by a pond, just north of the Water’s Edge Community Center and took it. The complainant confi rmed the bike belonged to her son because the same lock was still on it.

Deputies advised the subject not to take property that didn’t belong to him, even if it did appear to be abandoned.

• A Hugo man, 18, was cited at 9:15 p.m. Jan. 17 in the 7000 block of 170th Street N. for speeding 71 mph in a 55 mph zone and issued a verbal warning for failure to provide proof of insurance by eastbound deputies on stationary patrol who clocked him on radar flying over the hill at a high rate. When the motorist handed over an expired insurance card from 2017, deputies recognized him from a recent traffic stop for the same offenses.

• A suspicious vehicle reported at 12:02 a.m. Jan. 18 parked in a lot in the 14000 block of Everton Avenue N. after hours turned out to be not suspicious after all, because it was unoccupied and cold to the touch.

• A suspicious occupied and running vehicle reported at 3:19 a.m. Jan. 18 parked in a lot in the 14000 block of Forest Blvd. N. after hours turned out to be a motorist who had just pulled over to have a smoke before going back inside her nearby home.

• A Lindstrom woman, 48, is suspected of driving away from a $25.04 gas tab at the SuperAmerica station in the 14000 block of Forest Blvd. N. at 7:54 a.m. Jan. 18. An employee retrieved the license plate number, so that deputies were able to research the contact information of the registered owner. However, attempts to reach the subject by phone were unsuccessful, and a check of the address revealed that the house had been sold.

Chisago County authorities were able to provide a cell phone number, at which deputies left a message advising the woman to pay the gas station for her gas.

CENTENNIAL LAKES POLICE REPORTS The Centennial Lakes Police reported the following incidents: • Officers were dispatched to the 9200 block of Lake Drive in Lexington on report of a theft from a business Jan. 2.

• Damage to city property was reported at Golden Lake Park in Circle Pines Jan. 2.

• Police responded to the 9300 block of Lexington Avenue in Lexington on report of a property damage accident Jan. 2.

• Officers were dispatched to a property damage accident in the 9200 block of South Highway Drive in Lexington Jan. 3. There were no injuries.

• Police conducted a traffic stop in the 3800 block of Minuteman Lane in Lexington Jan. 6. The driver was subsequently arrested for fourthdegree DWI. • Officers received a phone call from someone in Circle Pines regarding a criminal sexual conduct report Jan. 7. The Criminal Investigations Division was notified.

• Officers were dispatched to the 9200 block of Lake Drive in Lexington Jan. 7 on report of counterfeit currency. Officers took possession of the bill. The investigating is ongoing.

• Officers responded to Inner Park in Circle Pines Jan. 7 on damage to property. It was found that a light pole had been damaged by an unknown suspect. The estimated loss is $800.

• Police were dispatched to a theft/ shoplifting in the 30 block of Central Street in Circle Pines Jan. 7. A male was subsequently arrested.

• A theft was reported in the 100 block of Civic Heights Circle in Circle

Pines Jan. 8. The case is inactive pending leads.

• Officers were dispatched to a theft report from a resident in the 300 block of Heritage Trail in Circle Pines Jan. 9. Officers took information from the complainant about a package theft that occurred sometime on Jan. 6. There are currently no known suspects.

• Police conducted a suspicious activity stop in the 0 block of South Pine Drive in Circle Pines Jan. 10. A male and female were subsequently arrested.

• Officers responded to the 3800 block of Minuteman Lane in Lexington Jan. 11 on report of a fight between roomates. The roomates were advised to stop speaking to each other for the night, and one roomate left for the night.

• Police took a phone call theft from vehicle report from the 9300 block of Ryan Place in Lexington Jan. 12.

• A male was arrested in the 3000 block of Edgewood Road in Lexington Jan. 13 after he was spotted driving a stolen vehicle. The male was subsequently arrested for a warrant.

• Officers responded to the 7000 block of Centerville Road in Centerville Jan. 13 on report of harassment.

Police arrive on scene and found a suspect male outside the residence.

The male left and the caller was advised of their options.

• Police responded to the 9200 block of Lake Drive in Lexington Jan. 13 on report of a male customer who tries to use counterfeit money. The adult male suspect took the counterfeit money after being questioned by staff and drove off. Information was handed over to the detective.

A garage located on Falcon Avenue in Hugo is a total loss after a fire broke out around 8 p.m. Wednesday, Jan. 16.

Multiple agencies needed to put out garage fire HUGO — The Hugo Fire Department (HFD) was dispatched to a structure fi re around 8 p.m. Wednesday, Jan. 16, at 12200 Falcon Ave. in Hugo.

According to Chief Kevin Colvard, when HFD arrived on scene, the garage was fully engulfed and the fi re was making its way to the house.

The White Bear Lake, Forest Lake and Lino Lakes Fire Departments also responded to the scene. Crews remained on site for approximately six hours.

All of the people were able to make it out of the structure safely, however some pets perished in the fi re. One person was evaluated for smoke inhalation, but was not transported to the hospital.

The garage is a total loss and Colvard estimates the home is about a 50 percent loss. There was a lot of interior damage to the upper floor. The lower level mainly has water damage from fi re suppression efforts. Since the home is uninhabitable, the American Red Cross has stepped in to assist the family.

The cause of the fi re remains under investigation. Colvard said it is known that the occupants were doing some mechanical work out in the garage and there was also a portable space heater in the garage. However, it is too early to tell if either of those factors contributed to the start of the fi re.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer stopped a vehicle for speeding in the 8000 block of I-35E Jan. 8. The driver was subsequently arrested for possession of a controlled substance and booked into jail.

• An officer spoke to an anonymous complainant and two witnesses Jan. 11 about a possible stolen weapon in possession of who they thought was a juvenile. The case is under investigation.

• Officers responded to a business in the 300 block of Birch Street for a report of a check that did not have sufficient funds when the business attempted to cash it. The customer and business are working on a solution to have the bill paid.

• An officer spoke with a resident who lives in the 300 block of Carl Street regarding a suspicious person who was captured on their trail camera Jan. 11. Follow up is being performed in an attempt to identify the person and the reason for them being on the property.

• An officer stopped a vehicle for an equipment violation in the 100 block of Apollo Drive Jan. 8.

The driver and a passenger were subsequently cited for possession of a controlled substance and drug paraphernalia and released at the scene.

• Officer responded to a call of a physical domestic Jan. 9. While investigating the incident, it was discovered an assault involving a knife occurred in another city. The case was turned over to the other agency and the investigation is ongoing.

• An officer took a report of two packages stolen from a residence in the 500 block of Hawthorn Road Jan. 9. The victim was advised on ways to prevent future thefts. The investigation is ongoing.

• An officer received a phone call regarding a theft of mail in the 200 block of Woodridge Lane Jan. 9.

• An officer stopped a vehicle for a traffic violation in the 6000 block of Centerville Road Jan 15. The adult male driver was later issued a citation for driving after revocation, no insurance, expired registration and wrong tabs on a motor vehicle.

• Officers responded to a residence in the 7600 block of Peltier Lake Drive regarding a suspicious person seen in the area Jan. 15. Officers located the male as he exited a house and took him into custody for burglary. The male was transported to jail, where he was held on pending burglary charges.

• Officers responded to a harassment report involving a juvenile male who received a threatening message via social media Jan. 16. The investigation is ongoing.

• An officer responded to assist the Minnesota State Patrol with a canine sniff of a vehicle for narcotics in the area of Lexington Avenue NE and 131st Avenue NE in Blaine Jan. 16. There were multiple narcotics located inside the vehicle belonging to an adult male.

• An officer took a report of a gas drive-off from the 7000 block of 21st Avenue Jan. 18. The business was advised on how to proceed.

• An officer responded to a neighborhood dispute in the 400 block of Aqua Circle Jan. 18. The officer provided possible solutions to the problem.

• Officers responded to a report of a suspicious person who was knocking on doors of multiple residences in the 7200 block of Savanna Court Jan. 18. The male was located and transported to an area hospital.

• An officer was dispatched a call from a male in the 1100 block of Main Street who had questions regarding an item on Craigslist Jan. 21. The officer investigated but did not identify any criminal activity. The officer referred the caller to another police agency.

Family serves as missionaries in Thailand

HUGO — A local family that has many years of experience as missionaries in Indonesia and Cambodia, is now spending their time in Thailand.

Dr. Fungchato (Fung) Lo, who has been a resident of Hugo for two years, currently resides in Thailand with his wife Dr. Kalia Lo and nine-year-old Mercy. They also have a 21-year-old daughter, Gaozong Faith, who is a college student and resides in Hugo with her husband.

Fung and Kalia were born in Laos to two non-Christian families. Eventually their families made it to America and they became Christians. In 2000, Kalia graduated with her master’s degree in community health education, and Fung graduated with his Ph.D. in Urban Studies.

In 2007, Fung graduated from St. Louis Seminary and was ordained as a Lutheran Church — Missouri Synod (LCMS) pastor.

From 2007 to 2013, LCMS World Mission sent Fung and Kalia to Indonesia and Cambodia as missionaries. In December of 2013, they returned to Minnesota, and Fung became the executive director for Lutheran Inter City Network Coalition-Twin Cities (LINC-TC).

In July of 2017, the Lo family decided to move to Thailand and become full-time missionaries. A factor that lead to that decision, Fung said, is the family realized LCMS does not have any missionaries sent to work specifically with the Hmong people in Southeast Asia.

“There are approximately 2 million Hmong in Thailand, Laos, Vietnam and Myanmar, but only about 5 percent of them are Christians. The majority of them are poor farmers with limited formal education,” Fung explained. “We have the desire to help them to know Jesus and become Christians and we want to help their children become educated. We want to change the Hmong’s identities from being animists (the religious belief that objects, places and creatures all possess a distinct spiritual essence) to being Christians, and from being uneducated mountain people to being educated leaders and valuable citizens in the country where they live.”

As a missionary, Fung’s primary ministry is to train Hmong leaders for the holy ministry on behalf of Mission of Christ Network, LINC Ministries International and Hmong International Mission. “Our ministries include, but are not limited to, theological training with church leaders and pastors, discipleship training with church members and working with local Christians to start new ministries and plant new churches,” he said.

Kalia’s primary ministry is assisting an organization called “South East Asia Christian Services” by providing leadership and Christian education to students and staff at Huayniam Christian Children Hostel. She also initiates a deaconess training program for Hmong women.

“I enjoy bringing the gospel to people, especially traveling to the mountain areas and telling people about Jesus for the fi rst time,” Lo said. “I enjoy helping the church members and leaders to grow in their knowledge of the scriptures and in their leadership skills on how to lead others to know the truth about what it means to be Christian.”

Thailand is often known for being the “land of the smile,” Fung said, adding people tend to be friendly. However, he said many of them are not Christian. “The majority of them don’t believe in Jesus.

Being that in Thailand one can witness the gospel to anyone at any time and anywhere, only 2 percent of the total population (69 million people) in Thailand are Christians,” he said. “This means there is still a lot of gospel work needed to be done.”

As for when the Lo family will come back to Hugo, Fung said “Only the Lord knows when we will return to the U.S. permanently.”

Developer intrigued by Centerville’s downtown

CENTERVILLE — A developer that is known for its hotels is interested in downtown Centerville— not for a hotel, but an apartment complex.

Representatives of Truline Construction, of Monticello, visited the joint Planning and Zoning Commission and Economic Development Authority (EDA) meeting Jan. 16 to have an informal discussion regarding their vision for the city-owned property located on Centerville Road near Sorel Street in Centerville.

“Over the course of the past several months, the city and its Realtor have entertained several groups interested in redevelopment of the city-owned, vacant portion of Block 7, in our downtown,” City Administrator/Engineer Mark Statz explained. “The property is zoned M-1/M-2 (mixed use) and has an asking price of $350,000.”

Truline Construction’s recent projects in Minnesota include GrandStay Hotel (Running Aces Casino & Racetrack) in Columbus, a five-story, 116-unit complex; Little Crow Resort in Spicer, which includes a 51 room GrandStay Hotel, golf course pro shop, restaurant/ bar and an event center; and a 47room AmericInn Hotel in Windom.

Chris Harchanko, a realtor with Apollo Properties and a project estimator/manager for Truline Construction, explained the vision is for a three-story apartment complex with 63 units and approximately 1,600 square feet of retail space. The apartment is proposed to include “mid-scale to upper midscale” one- and two-bedroom units with “above-average amenities.”

The proposed retail could be anything from a coffee shop to a gym.

“I noticed a demand for residential, started looking around a bit and noticed there were virtually no apartment buildings in the area.

This site looks like a really good opportunity. It is close to the lake and has a nice downtown feel,” Chris Harchanko said. “We develop and build hotels and think this is something we could handle.”

We are here tonight because we like this opportunity and are looking for feedback. We want to incorporate your feedback.”

Statz said a lot of the details have yet to be worked out. For example, the current proposal shows the building located directly over the existing regional trail. Even though sewer, water and stormwater utilities are all in place, things may need to be reworked depending on the site layout. In addition, street improvements would be needed on Sorel Street and streetscaping would be required on Centerville Road.

Parking is also up in the air. The current proposal calls for a combination of below-ground and aboveground spaces; however, that could change depending on the condition of the soils on the site.

Planning and Zoning Board Member Ben Fehrenbacher wanted to know what the target demographic for the complex would be.

Chris explained that it would likely be a combination of young and old, and rent would probably be around $1,300 for a one-bedroom apartment and $1,800 for a two-bedroom apartment.

The city’s Realtor, Mike Brass, said he felt the project would be a big plus for downtown. “I think this will be a great kickoff for downtown,” he said. “Once apartments started being built in downtown White Bear Lake, the restaurants came.”

An area resident who lives in one of the homes directly behind the proposed site for 17 years attended the meeting and said she wasn’t thrilled about the idea of the apartment building going in right next door and losing a lot of her current

privacy, but she was happy to hear the developer wanted to keep the regional trail connection.

Chris said ideally, construction would begin before next winter.

Statz said the next steps for the proposed development will be largely dictated by the developer.

“They may choose to come in with another concept plan or they may wish to move directly to applying for a planned unit development, which is required under the zoning code for anything in the downtown area,” he said.

Statz said the project seems to fit within the parameters of the Downtown Master Plan and Development Guidelines, which were adopted in 2006. “The Downtown Master Plan and the city’s Comprehensive Plan each call for mixed use development in the downtown. This means opportunities for both retail and residential development, in a variety of forms.The current proposal shows both of these uses in the building,” he explained. “Additionally, the Master Plan calls for densities in the area to be between 20 and 45 units per acre. This proposal has a density of 39 units per acre, so it is well within that range.”

“There’s nothing formal about this proposal at this time,” Statz said. “Nonetheless, we are excited about the possibility of beginning a renewed investment in our downtown and hope something can be worked out with this developer.”

Juba guessed that the decision was an economical one, and that renovation of an existing space was cheaper than building from the ground up. As for The Flame, Lohr expects his bar to undergo major renovation after the sale, including a new kitchen, that will close its doors for at least six weeks.

Bear cagers earn big-game experience, lose to East Ridge

One of the goals for White Bear Lake boys basketball this year was to play a home game with fans on both sides of the court.

“We made it a kind of rallying cry,” said coach Keith Lockwood, “to do so well this season that we attract bigger crowds and will have to bring out both sides (of the bleachers).”

That goal was achieved when East Ridge came to town for a duel of ranked teams with the conference lead at stake Tuesday, Jan. 22.

The Raptors won 81-70. Having the crowd on both sides was nice, and the No. 11 ranked Bears (14-2)

played well, but No. 4 East Ridge (13-2) was too fast and gravity-defying for them.

“They are good. They are super athletic,” said Isaac Tessier, Bears 6-1 guard, who was game high with 26 points and dunked twice. “We didn’t play as well as we could. We will do better next time.”

The Raptors had more dunks (eight) than turnovers (five) and it’s tough to beat a team like that.

The high-flying slams came from their Division I prospects — 6-10 junior Ben Carlson (22 points), 6-7 sophomore Kendall Brown (21) and 6-6 senior Courtney Brown (18).

Students participate in PowerUp School Challenge

Obstacle course to keep active in winter

Lakeaires Elementary and Otter Lake Elementary participated in the HealthPartners PowerUp School Challenge this month.

The challenge is a three-week program for students in kindergarten through fourth grade.

It includes fun, interactive classroom activities that promote fun, colorful and tasty fruits and veggies. Other White Bear Lake elementary schools will participate through April. More than 60 elementary schools in Minnesota and western Wisconsin are participating in the 2019 challenge.

More than 150,000 students have participated in the program since it began in 2012. A survey shows that a majority of families (71 percent) and school staff (82 percent) reported that kids are trying more fruits and veggies as a direct result of the PowerUp School Challenge. In addition to the challenge, HealthPartners created a tool for schools to implement practices and policies yearround. The School Change Index helps schools

The district previously reported it is securing land for possible construction of a school due to the growth it has seen in the Hugo area. The type of school has not been decided.

The district’s facility committee has been researching building needs since last fall. The committee made up of parents, students, staff and community members will present information on what it believes the district’s facility needs are at the board’s Jan. 28 workshop meeting, reported Marisa Vette, director of communications and community relations.

Kindergarten through fi fth-grade enrollment at Hugo and Oneka elementary schools could nearly double within a decade, according to a recent enrollment projection study. Overall district enrollment could increase from 8,500 last school year to up to 11,000 in a decade.

The district is considering a bond referendum to pay for a new school in Hugo, according to board documents. It plans to reimburse the general fund for the land purchase if the bond referendum passes.

New map shows radon testing hit or miss across state A new online tool should help target efforts to test for radon. The odorless, colorless gas is the second leading cause of lung cancer in the United States yet only 1 percent of properties are tested every year.

An interactive map from the state Department of Health shows wide variations in testing rates, as well as significant disparities. Testing rates are generally lowest in areas with more household living in poverty. In the seven-county metro, testing rates are lowest in the urban core tracts of Minneapolis and St. Paul and highest in the western suburbs.

Radon occurs naturally in Minnesota soils and enters homes through cracks or openings in walls or foundations. The average radon level in the state is more than three times higher than the U.S. average.

“This map is important because it helps us see where we need to target resources and improve outreach to increase testing,” said Dan Tranter, MDH indoor air supervisor. “This map can also help homeowners and

residents by showing where radon hot spots are—areas where more homes have radon levels above 4 picocuries per liter (pCi/L), the action level to fi x homes.”

According to the Annual Testing Rate map from the Minnesota Public Health Data Access Portal of MDH, there were 79 properties tested annually (2010-2016) for radon per 10,000 housing units. Of these properties tested, 44 percent had elevated radon levels, at or above 4.0 pCi/L. The census tract with the lowest rate of testing had less than one property tested per 10,000 units or .01 percent. The highest census tract had 321 properties tested annually per 10,000 housing units or 3.21 percent.

DNR announces appointments

The Department of Natural Resources has announced leadership appointments in its Commissioner’s Office.

DNR Commissioner Sarah Strommen named current Assistant Commissioner Barb Naramore as deputy DNR commissioner. Since 2013, Naramore has overseen three divisions (Ecological and Water Resources, Forestry, and Lands and Minerals) and worked frequently with other divisions

on interdisciplinary efforts. Prior to joining the DNR, Naramore was executive director of the Upper Mississippi River Basin Association, where she worked with five states, federal agencies and stakeholder groups on riverrelated programs and policies, including a groundbreaking aquatic ecosystem restoration and monitoring program. Naramore will oversee the agency’s regional directors, assistant commissioners and general

counsel. She has often been the spokesperson for the DNR regarding the lake level lawsuit fi led more than six years ago by the White Bear Lake Restoration Association, now in appeal.

Assistant Commissioner Bob Meier will also continue leading the DNR’s legislative and governmental affairs efforts.

He has been with the DNR since 2003, serving as legislative affairs director and as assistant commissioner.

used to say she had a PHT: ‘putting my hubby through (college),’” Glander recalled.

The Cheesemans eventually moved to Shoreview, where they raised their two girls. Glander’s sister, Nancy Wanless, is also a resident at Keystone Place. Marcy enjoyed being a stay-at-home mom, which is where she found her passion for cooking healthy, well-balanced meals. Over the years she also grew to love gardening and knitting.

William retired in 1958 and the two bought a lake home near where they grew up. They would spend their summers at the lake home and then head to Texas to stay warm in the winters. When William’s health began to deteriorate, the Cheesemans decided to build a home in Little Falls. William passed away in 2014 at the age of 94. Marcy lived in the home another year on her own before deciding to move closer to her children.

Glander said Marcy lived very independently until she was about 96 years old, when she began

needing a little bit more help. Now at 100, she has had several strokes and can no longer get around without a wheelchair. “Sometimes she is very coherent and we can understand her, and sometimes she can’t talk at all,” Glander explained.

In addition to her healthy cooking, Glander guesses another reason Marcy has made it to 100 is “she never did anything in extreme — no alcohol, she never smoked,” she said. Her faith also played a big role. She was raised Roman Catholic, her daughter noted. “The Lord has been her savior. That has really gotten her through a lot of tough times.”

On her birthday, Resident Aide Kate Larson asked Marcy how she was able to live to be 100 years old. Marcy said it was “pure luck.”

Resident Aide Sue Gagnelius asked, “Now that you are 100 years old, what do you want for your birthday?” Marcy simply responded, “a pair of shoes.”

We asked and you responded In the Jan. 17 issue of The Citizen, we asked for your help to photograph the peacock seen in various people’s backyards over the summer. Below are all the sightings that were reported to us. Patrick lives with his family near the Hugo Public Works Building.

Deb and Randal Barnes, who live on 132nd Street, spotted Patrick several times in their backyard last summer hanging out with the flock of turkeys that often roost in their large trees overnight. They said Patrick, however, doesn’t stick around until twilight.

Marty and Michelle Hunt, who live in the 17000 block of Ingersoll Avenue, first saw Patrick in their back field the evening of June 10. The next morning Patrick was spotted again on the peak of their house, inspecting their new shingles that were being installed.
