CENTERVILLE — After nearly 30 years in business, two sisters made the tough decision to retire the longtime family business.

Hugo residents Toni Fedorchak and Tracie Charpentier ran Vincenzo Catering together for 16 years. Before that, Charpentier and the women’s mother, Mary Colonna, ran the business for 13 years.

Early on, Colonna was known for her great cooking; Charpentier followed in her footsteps. “Cooking was a love of hers, and it became a love of Tracie’s,” Fedorchak said. It was not uncommon for Charpentier to have stacks upon stacks of cooking magazines on her table.

Colonna and Charpentier began baking cakes for friends and family and the business grew from there.

“After mom retired, Tracie and I talked about how big we wanted it to get.

We took it from little and tiny to huge.

Tracie and my mom did about 30 jobs a year, and we did 400 jobs a year by the end,” Fedorchak recalled.

From 2002 to 2018, Vincenzo Catering rented space in an old home on Centerville Road in downtown Centerville. The two sisters, who happen to be next-door neighbors, think they were able to make

JDog assists Florida family on ‘Military Makeover’

Josh Helm, district partner for JDog Junk Removal & Hauling Twin Cities, recently traveled to St. Petersburg, Florida, to create a little bit of light for a family in a big cloud of darkness.

Helm, a resident of Vadnais Heights and a 2004 White Bear Lake grad, went to Florida for a few days in January to take part in the “Military Makeover” show on Lifetime.

“JDog has a relationship with Military Makeover. I was asked to go and at fi rst I was shocked because I am a quiet, reserved person, but when I realized they were just looking for someone to come and work hard

“Military Makeover with Montel” offers hope and a helping hand here on the home front to members of the military and their loved ones. Montel Williams, a veteran of both the Marine Corps and the Navy, leads the Makeover team’s mission. The series enlists designers, contractors, landscapers and other home improvement professionals to transform the homes and lives of military families across the country.

Driver cited for failing to stop

At 3:13 p.m. Tuesday, March 5, the Washington County Sheriff’s Office was dispatched to a two-vehicle accident at the intersection of Egg Lake Road and Goodview Avenue in Hugo.

A dump truck collided with a pickup truck. The intersection was temporarily closed until the vehicles were removed from the scene. There were minor injuries, and the driver of the pickup truck was cited for failure to stop at a stop sign. North Memorial Ambulance and the Hugo Fire Department also responded to the call.

I-35 North Metro Split open house MnDOT is urging commuters to plan ahead for their summer travel and businesses to plan ahead for customer access. In 2019, MnDOT will complete the second and final year of construction on I-35 in Lino Lakes, Forest Lake and Columbus.

The public is invited to attend an open house from 4 to 6 p.m. Tuesday, March 19, at Columbus City Hall, 16319 Kettle River Blvd. NE. During the event, the public will learn about the upcoming construction activities and traffic impacts, view construction layouts and learn about the improvements being made and have time to ask questions and talk with project staff.

RCWD to hold Judicial Ditch 3 public hearing Rice Creek Watershed District (RCWD) will hold a public hearing regarding the repair of AnokaWashington Judicial Ditch 3 (JD3) at 6:30 p.m. Thursday, March 21, in the Hugo City Council Chambers, 14669 Fitzgerald Ave. N. The estimated cost of repairs to Anoka-Washington Judicial Ditch 3 (which will likely

include multiple phases) is $1,895,000.

Washington County Historical Society seeks to collect class rings

Historic courthouse needs help with bike exhibition

The Washington County Historical Society is seeking class rings from Washington County High Schools. The rings should also have a story of the person who owned it and a photo [if possible] of that high-schooler.

Washington County currently has three high schools that have graduated students for more than 100 years, Stillwater, Forest Lake and Park. These, along with more recent high schools dotted across the Washington County landscape, give a perspective of our collective past and present and shows a strong future in our communities.

Class rings give tangible evidence of the high school experience and tell a lot about those who attended and the customs and traditions that have been passed down from one generation to another. If people would like to donate their ring to the Washington County Historical Society, please include a biography of the person whose ring it was/is and a photo of that person, if possible.

To celebrate the amazing and varied history of the bicycles and to highlight the vast network of trails and paths in Washington County, including the history of rails to trails, the Washington County Historic Courthouse will host an exhibit “Spokes & Folks: The Evolution of Bikes and Trails in Washington County,” which will open June 1 and run through 2019.

To launch the exhibit, Washington County is seeking loaned contributions of bicycle artifacts, such as horns, bells, helmets, historic bikes, or a new bike for display. All things bicycling are welcome, such as bike accessories or parts, cycling clothes or jerseys, stories of biking in Washington County, photographs, biking objects or documents.

A fork in the gas tax road

M

innesota is the only state in the nation with a divided Legislature — the House is majority DFL and the Senate is majority Republican.

Why? Do Minnesotans desire some balance?

Balance can be useful in the current gas tax debate. Gov. Tim Walz (DFL) wants a 20 cent per gallon gas tax increase to cover $6 billion in unpaid road and bridge projects projected to come during the next 20 years.

Republicans don’t disagree about the need to fi x roads and bridges, but oppose the tax increase, Above especially its size.

The last increase in 2008 amounted the Fold to 8.5 cents, which was phased in by 2012. Since then, Minnesota lawMatt McMillan makers have been distracted while driving this issue. Meanwhile, 27 other states worked on gas taxes. Eleven states now have indexing gas tax amounts based upon inflation.

During the 2008 debate, former Gov. Tim Pawlenty (R) reportedly said he’d consider supporting a “tiered” gas tax, which is raised or lowered based on the price of gas. Mr. Pawlenty vetoed the fixed gas tax increase passed by the DFL-controlled Legislature. His veto was overridden. The Minnesota Chamber of Commerce favored a 5 cent gas tax increase in 2008, which showed business leaders supported reasonable investment to fix roads.

Minnesotans currently pay 28.6 cents per gallon in state tax, not counting 18.4 cents in federal tax. The U.S. average state gas tax is 33.78 cents, according to the National Petroleum Institute.

By comparison: • North Dakota - 23 cents • South Dakota - 30 cents • Wisconsin - 32.9 cents • Iowa - 30.5 cents Highest gas tax states: • Pennsylvania - 58.7 cents • California - 55.22 cents • Washington - 49.4 cents • Minnesota - 48.6 cents (if 20 cent tax passes) Raising the tax 20 cents per gallon to 48.6 cents puts Minnesota at a disadvantage with its neighbors. Truckers, commercial vehicles and savvy RV owners and other tourists driving through the state are likely to fi ll up at the border and keep driving to the next state for the next fi ll.

Fixed gas taxes, like we have in Minnesota, are unsustainable. As cars and trucks become more fuel efficient, fewer gallons of gas could be purchased with fewer gas taxes collected. The only way for a fixed tax state to keep up is to keep raising its tax.

That puts fixed gas tax states in a position to catch up every few years by raising its gas tax. In between increases, projects will go unfunded and states will be in a perpetual state of catching up. Those who favor a fixed tax should also favor regular tax increases — if they are serious about keeping up with road repairs.

Minnesota has a chance to take a fork in the debate and consider a tiered gas tax. According to the Institute on Taxation and Economic Policy, six states now have variable rate gas taxes that adjust with the price of gas, or fuel efficiency changes, or inflation, or other factors.

Some tiered rate states raise taxes as gas prices increase. This is hard on consumers. Minnesota’s tax could stay the same or decrease as gas prices increase. When gas prices decrease, the tax could incrementally increase. Allowing the sliding scale to work this way helps taxpayers during peaks and helps the state collect more during the valleys to catch up and stay caught up.

A tiered tax is a fork in the road worth exploring.

Lake Links: Our progress and our promise

W

hat began in 1988, we are working to complete by 2021. Our progress so far: • In 1899 BC (Before Cars) there was a bike path around White Bear Lake.

• Fifty years later as cars became America’s desired means of transport, facilities for pedestrians and bicyclists around the lake were disappearing.

• In 2001, with funding from Movers & the Minnesota Legislature, Shakers Ramsey and Mike Brooks & Washington Counties developed Steve Wolgamot a Master Plan, a visionary regional trail network whose promise included a safe way to bike and walk around White Bear Lake.

Only the segment from White Bear Beach to Lions Park was completed.

• Beginning in 2014, we located right of way, publicly owned land and quiet existing roads all around the lake that, when linked, could provide a safe route around White Bear Lake. The alignment across five towns and two counties is not always optimum, but with the help of MNDOT and Ramsey County survey teams to document public right-of-way, we know it’s there.

• Lake Links Association was incorporated in 2017, though the grassroots work leading to its formation began years earlier. Lake Links is a 501(c)

(3) not-for-profit corporation. Its 14-person board represents all the communities around the lake.

• Within a few weeks of our reaching out for area support, eight area communities and Ramsey County all offered resolutions of their support for completion of the trail/route around White Bear Lake.

• Lake Links envisions that the 10mile Lake Links Trail will reflect the character and desires of each community. Twenty-five percent of the 10-mile route will be on low traffic streets. Other segments will be paths in the woods. Some will be side trails along existing roads.

The separated trail portions are planned to be 10 feet wide, with a 12 mph speed limit for bicycles.

• A full mile of private and cityowned land (other than road right of way) is currently committed to the trail. These generous land donations continue to inspire new gifts of land and easements promising to create some of the most naturally beautiful and safest segments of the trail.

• Our local legislators have worked tirelessly passing legislation to provide funding for engineering and to build Lake Links. Sen. Chuck Wiger and Rep. Peter Fischer have led the charge, which was quickly taken up by all local legislators – Sens. Roger Chamberlain and Karin Housley; Reps. Matt Dean, Leon Lillie, Kathy Lohmer, and now Ami Wazlawik.

• Preliminary engineering has been completed or funded for 99

percent of what must be built.

Funds already granted for trail construction will complete 75 percent of the 10-mile route.

Funding requests to build the rest of the trail are in progress.

• Plans are well underway for privately funded focal points to the trail. Each will enhance the community in which it is constructed. An evolving system using GIS-based information points will document the history, the natural environment, and the scenic elements of this beautiful route.

• Our anticipated timing: Birchwood Road in Mahtomedi and the northern part of Mahtomedi should be completed in 2019. Fingers crossed that Ramsey County will complete South Shore Boulevard in 2020. The final segments through Dellwood and along MN 96 are looking like 2021.

We’ve been asked why we make this effort. We believe that children and adults are entitled to places where they can safely walk and bike. The roads around the lake are among the most dangerous in our region. Tragedies don’t just happen to other people in other places.

They can, and have, happened here.

Keep the light shining on government democracy in general — works best when there is ample light shining in on all its workings.

One of our nation’s best known newspapers, the Washington Post, Doug illustrates this Hanneman principle with its slogan, “Democracy Dies in Darkness.” March 10-16, known as Sunshine Week, celebrates that light. It also pays tribute to Jefferson’s belief in civic virtue and his fight for the right for all citizens to be informed and have a say in their government.

While Sunshine Week lasts only seven days, it’s up to all of us to keep the sun shining on government all year long. In Minnesota, the Open Meeting Law and the Government Data Practices Act are two strong tools that defend our right to know how and why government makes decisions on our behalf.

I believe most people working in government, including those serving in elected office, have our best interests at heart. But sometimes motives — unintended or otherwise — can sway our leaders to make decisions in the dark. During my tenures as editor of two community newspapers, I witnessed numerous acts that circumvented the spirit — if not the letter — of the Open Meeting Law and Government Data Practices Act. I saw public bodies conduct meetings

Emmer introduces bill to ensure continuity for medical device reviews

Congressman Tom Emmer (MN-06) recently introduced the Medical Innovation Never Stops Act to provide consistency and continuity for medical device manufacturers during lapses in government funding.

The Medical Innovation Never Stops Act would allow the FDA to continue processing new device applications and associated user fees — which are paid entirely by the applicant, not the government — during a lapse in appropriations. This would ensure that medical devices awaiting approval in the review process can continue to move forward in a timely manner and the pipeline of new treatments can continue to be accessed by patients in need.

“This common-sense fi x will allow the FDA to access funds that companies have already agreed to pay for the review process. Patients deserve access to lifesaving devices, and companies dedicated to providing these innovations should not have their hands tied by the government’s inability to provide adequate funding for its agencies,” Emmer said.

“Minnesota is a bedrock for medical technology and innovation. These companies work every day

to provide critical research for lifesaving devices.

St. John’s Church in Hugo will host its 17th annual Don Schoeller Memorial Fish Fry from 5 to 8 p.m. for six Fridays from March 8 through April 12. The menu will feature Icelandic cod, baby red potatoes, french fries, coleslaw, macaroni and cheese, pickles, rolls, milk, coffee, pop and water.

Cost is $11 for adults, $9 for seniors (60 and older) and children 5 and under are free. At 8 p.m. on April 12 there will be a free drawing for a bike for one boy and one girl ages 6 to 12. Winners do not need to be present to win. St. John’s is located at 14383 Forest Blvd. N.

It’s when it doesn’t that democracy suffers. A community newspaper is one of government’s watchdogs.

A good watchdog will try to stop an intrusion before it occurs.

During my time in Hutchinson, I was fortunate to work with a city attorney who respected and honored the Open Meeting Law. Every two years, we collaborated on hosting an informational session on the law for area residents who were newly elected to the city, county, school board and area town boards. It was a partnership that produced dividends year round.

Over time, violations of the Open Meeting Law and Data Practices Act seemed to decrease. Sunshine Week is in its 14th year. The theme is simply, “It’s your right to know.”

It’s your right to know how government operates. Jefferson wrote “The whole art of government consists in the art of being honest.” Honesty requires light. Let’s work to keep the light shining on government at all times. It’s good for democracy.

Few good things result from darkness — unless you are trying to lower maintenance costs at the Jefferson Memorial.

at 7 a.m., a time that’s inconvenient for many members of the public. I saw public bodies conduct business in conference rooms so small that there was no space, sometimes not even a chair, for citizens to view the proceedings.

I witnessed “emergency meetings” called with only a few hours’ notice because one of the members was about to leave town. According to the law, an emergency meeting can only be called without the mandatory 72hour advance notice when there is an actual emergency, such as a tornado, fi re or flood. During my 40-plus years in journalism, I recall only one emergency that met that test.

I learned about a local public body conducting a workshop almost an hour’s drive out of town. The law requires bodies to deliberate within the borders of their community. On more than one occasion, I saw a board elect its executive officers with no discussion — as if the slate had been discussed privately and decided before the meeting.

I once was told by a government administrator that he had instructed his public board to conduct a straw vote on an issue, a blatant violation of the Open Meeting Law. In another instance, a clerk asked one of our paper’s reporters why he was requesting a list of government workers’ salaries. Governments are required to hand over that information without regard for how it might be used.

These instances are exceptions. As I said before, I believe government

e are publishing this guest column in honor of Sunshine Week, an annual nationwide celebration of access to public information and what it means for you and your community. This year, Sunshine Week is celebrated March 10-16.

It’s truly a paradox that the light shining on the Jefferson Memorial contradicts an American principle that this Founding Father is known for defending. Here’s the storyline: A couple decades ago, national park maintenance workers solved the problem of the deterioration of the memorial’s stone exterior. Excessive washing of bird droppings was to blame.

But what brought the birds to the famed monument in the fi rst place?

In short, it was learned the birds came to feed on spiders, which fed on midges. The bugs were attracted by spotlights that shined on the memorial at night. The solution?

Reduce the amount of time that the monument is in the spotlight. The change resulted in immediate results: 90 percent of the insects disappeared, the excessive cleaning was no longer needed, and the memorial’s electric bill plummeted. The irony, of course, is that Jefferson’s name is synonymous with light. Lots of light.

Known as the Father of American Democracy, Jefferson was a proponent of individual rights and advocated a strong local government. He believed citizens have a civic duty to aid the state and resist corruption. In other words, he believed government — and

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A Hugo youth was cited at 4:58 p.m. Feb. 13 in the 9000 block of 130th Street N. for speeding 77 mph in a 55 mph zone and for violating a provisional driver’s license by having multiple friends in the vehicle as passengers. As soon as he passed Washington County Sheriff deputies clocking him on radar, he slammed on the brakes. The youth produced a paper license that he’d had for only two days and admitted his passengers were all friends.

Although the youth had very recently passed his driver’s test, he did not know how many “friends” he was allowed to transport.

• A Hugo man, 27, was cited at 5:17 p.m. Feb. 14 on westbound Frenchman Road and Oneka Parkway N. for window tint violation. He was verbally warned about inadequate proof of insurance and marijuana possession after deputies observed him turn westbound on Frenchman Road from Forest Blvd. N. with what appeared to be extremely dark windows. After the driver told deputies he didn’t think his windows were illegal, they conducted a tint meter enforcer test that revealed the reading of 17 percent light transmission – outside the legal limit. When deputies smelled marijuana, they asked the motorist if he had pot in the vehicle.

The motorist said he didn’t, and deputies asked whether they would find any if they were to search the vehicle. The subject said he had a roach in his pocket and snatched it out to show deputies. Although the driver stated again that he had no other marijuana in the vehicle, deputies searched the vehicle anyway, but didn’t find any at all. Because the roach was so small, deputies ground it into the snow and let the driver off with a warning.

• An intruder reported still inside a home in the 13000 block of Europa Trail N. at 5:35 p.m. Feb. 14 turned out to be the actual owner of the home.

When deputies got the reporter and the homeowner together, the homeowner thanked the reporter for being observant and for calling the Washington County Sheriff’s Office.

• Realtors at 8:14 p.m. Feb. 14 reported the theft of copper plumbing, copper wires and an aluminum door from various locations throughout their home, which was on the market in the 9000 block of 140th Street N. A lock box was also missing from a lower-level back door. The home is now in the possession of the U. S. Marshal’s Service.

• A Scandia man, 32, was cited at 12:49 p.m. Feb. 16 on 170th Street N. and Keystone Avenue N. for speeding 65 mph in a 55 mph zone.

• A Hugo man, 27, was arrested at 2:38 p.m. Feb. 16 at Sager’s Liquor on two counts of domestic assault and fourth-degree intentional damage to property after he assaulted a male in the 15000 block of Forest Blvd. N. When deputies arrived at the scene of the assault, they found blood on the front door and on the complainant’s shirt. The complainant, who had a bloody cut on the left side of his nose, said the subject punched him approximately 10 times, broke his television and damaged a few doors.

• A Hugo youth was cited by westbound deputies on routine patrol at 8:44 p.m. Feb. 16 in the 7000 block of eastbound 125th Street N. for speeding 76 mph in a 50 mph zone after he was clocked on radar. He was verbally warned for using a cell phone while driving and for failure to provide proof of insurance. The driver admitted to knowing why he was stopped but said he didn’t know the speed limit.

• A Hugo man, 57, was arrested at 9:42 p.m. Feb. 16 at the intersection of Forest Blvd. N. and Frenchman Road for domestic assault and interference with a 911 call after a female motorist hailed deputies waiting at a red light to alert them to the “rolling domestic” in which she was involved. A verbal argument that started before the couple left to go out to eat escalated during dinner in Blaine. On the way home after dinner, he hit her in the face with his cell phone. When the driver tried to call 911, the subject held onto her phone so that she couldn’t call. The victim sustained noticeable swelling to the back of her head and eye area, and the subject sustained a broken pair of glasses when the victim slammed on the brakes after she couldn’t see to drive.

• A resident in the 4000 block of Prairie Trail Court N. reported that an unknown vehicle had knocked down the wooden post holding his metal mailbox and three others overnight Feb. 16-17, causing approximately $200 in damage.

• An unidentified youth was cited at 12:15 a.m. Feb. 18 on Forest Blvd. N. and 150th Street N. for run-

ning a stop sign after Washington County Sheriff’s deputies on Frenchman Road saw him exit Oneka Parkway onto eastbound Frenchman Road without stopping at the sign. The driver said he didn’t know he had driven through the stop sign.

• Two unidentified individuals were reported for trying to steal a portable generator from a truck belonging to Vinco Inc. of Forest Lake. The incident occurred at 4:05 a.m. Feb. 18 while the truck was parked at Corbar Companies in the 5000 block of 145th Street N. Witnesses observed the two males carry the generator from the property, and then leave it on the side of the road before departing along the trail to the north.

• A Hugo woman, 25, was arrested on a Ramsey County misdemeanor warrant at 4:50 p.m. Feb. 18 following a report of a disturbance in the 13000 block of Fiona Avenue N., during which the subject was alleged to have started an argument with her mother. The subject’s father told deputies he thought his daughter was trying to get drug money from her mother.

• A resident in the 4000 block of Victor Path at 6:55 p.m. Feb. 19 reported receiving threats from a Facebook user following an argument over political posts. After making unspecific threats, the Facebook troll said he knew where the complainant worked. Deputies advised the complainant to block that Facebook user and to remove any personal information, most notably his workplace location, from Facebook. The complainant forwarded pictures of the messages exchanged to the Washington County Sheriff’s Office.

• A May Township man, 61, was warned at 8:09 p.m.

• A Forest Lake woman, 32, was issued a written warning for speeding at 8:36 p.m. Feb. 19 in the 6000 block of 170th Street N. • A resident in the 15000 block of Forest Blvd. N. at 12:06 a.m. Feb. 20 reported that he was still receiving letters in the mail about a vehicle he had sold more than a year ago. However, deputies would not run the license plate so that the complainant could find out whether the vehicle was still in his name. They advised the complainant to contact the Department of Motor Vehicles to obtain that information.

• A resident in the 12000 block of Keller Avenue N. at 12:07 p.m. Feb. 20 reported four unsuccessful attempts to create credit cards in her name at department stores using her banking accounts.

• A resident in the 15000 block of Emerald Drive N. at 3:45 p.m. Feb. 20 reported that her husband had received a phone call from a party claiming to be a debt collector. A Google search of the phone number showed multiple reports of scamming and fraudulent activity from that number. Deputies advised the complainant to block the number and not to provide them any information.

• A Hugo man, 44, was cited at 7:56 p.m. Feb. 20 on 140th Street N. and Forest Blvd. N. for failure to obtain a new driver’s license after changing his

address. Westbound deputies on routine patrol on 130th Street N., just west of Forest Blvd. N. had observed him spinning his tires in the MGM Wine and Spirits parking lot and turning so quickly his back end spun around. After deputies conducted a traffic stop for careless driving and an obstructed license plate, they found out that the subject had moved to Hugo in 2018 and still had his old address on his driver’s license. The motorist also had a prior violation in 2014 of failure to obtain a new license after changing his address.

• A Hugo man was arrested at midnight Feb. 21 in the 15000 block of Forest Blvd. N. on a Washington County Sheriff’s Office warrant for domestic abuse no-contact order (DANCO) violation, obstruction and fleeing a peace officer. Deputies turned up at his residence to serve the warrant only to have the subject drop his shovel and run around to the back of the residence as soon as he saw them. Deputies took the subject into custody as soon as he exited the back door of the residence. The Hugo woman who had the DANCO order against him was also taken into custody for obstruction and fourth-degree assault. After both parties were cleared by medical personnel, they were transported to the Washington County Jail.

• A resident in the 6000 block of 150th Street N. at 11:33 a.m. Feb. 22 reported receiving two phone calls in the early morning hours telling her she had won $8.5 million and a Mercedes but needed to send $440 in order to receive them. No money or information was provided by the complainant.

• A St. Paul woman, 31, was cited at 12:04 p.m. Feb. 22 in the 14000 block of Victor Hugo Blvd. N. for running a red light after deputies stationary at the red light on westbound Frenchman Road and Victor Hugo Blvd. observed her continue through the red arrow on eastbound Frenchman Road and turn in front of vehicles who now had the green light. The motorist was also warned about changing the address on her driver’s license after deputies noticed the address on her license was more than a year old.

• A cell phone belonging to a Centerville woman was reported found at 3:35 p.m. Feb. 22 in the 14000 block of Forest Blvd. N. As deputies took possession of the phone and were able to identify its owner, they noticed a vehicle twice circling the property on which the phone was found. When deputies conducted a mobile data computer (MDC) check, they found that the circling vehicle belonged to the owner of the cell phone. Deputies contacted the phone’s owner, verified her identity by her driver’s license and handed over the phone.

• A Hugo man, 25, was cited at 4:05 p.m. Feb. 22 in the 5000 block of eastbound Frenchman Road for tabs that expired in June 2018. He was verbally warned for violating a corrective lens restriction and not having a driver’s license in his possession.

The driver told deputies he believed that after one year of not paying registration he was no longer required to pay for his tabs. As to the nonexistent driver’s license, the driver stated that he had lost it and had yet to apply for a new one. He presented his passport to deputies instead.

Stuck hoof The Hugo Fire Department (HFD) responded to the area of Elmcrest Avenue, just north of Frenchman Road, for a horse that got its hoof stuck in a hay enclosure. With assistance from the family’s vet for sedation, HFD was able to use tools to free the horse without any injuries. This is the second horse the department has responded to in 2019.

Bistro La Roux brings New Orleans culture year-round

For the past five years, the one day Bistro La Roux owners Tim and Lori Glover really look forward to is Fat Tuesday, when the restaurant is absolutely packed.

The Mardi Gras event wouldn’t be complete without beads, face painting, king cakes, Hurricanes, music and, of course, the food.

Chef Tim loves sharing the Mardi Gras culture with his restaurant patrons because he grew up in Houma, Louisiana, a town south of New Orleans. Although he and his “Minnesota girl� Lori have lived in the state for 18 years, he still has vivid memories of the good old days. “I was on the main parade route as child. I would stand there and let the parade completely pass and catch all of the beads that I could catch. Then I would store them in my house. I knew the parade route, so I would run and go catch more beads,� he recalled. As Tim grew older, he became a drummer and got to march in the parades with the band. “Just in my small town, it was a 5-mile parade and there would be anywhere from 20-30 floats.�

The origins of Mardi Gras can be traced to medieval Europe. Those traditions passed through Rome and Venice in the 17th and 18th centuries to the French House of the Bourbons. On March 2, 1699, FrenchCanadian explorer Jean Baptiste Le Moyne Sieur de Bienville arrived at a plot of ground 60 miles south of New Orleans and named it "Pointe du Mardi Gras" when his men realized it was the eve of the festive holiday.

In 1703, the tiny settlement of Fort Louis de la Mobile celebrated America’s very first Mardi Gras.

New Orleans was established in 1718 by de Bienville.

By the 1730s, Mardi Gras was celebrated openly in New Orleans, but not with the parades we know today. “Back in the small towns, the parades use to start at the Jones’ house and the Jones would get a pig; then they would pass the Smith’s house and they would bring five chickens, and eventually the parade went to the end of the town and they would all get together and have this big whooping party,� Tim explained. “They would put the kids to bed in this barn and they would have a big dance party and go all night long.�

Mardi Gras, or Fat Tuesday, refers to events of the Carnival celebration, which begins on or after the Christian feasts of the Epiphany (Three Kings Day) and culminates on the day before Ash Wednesday (known as Shrove Tuesday). Mardi Gras is French for "Fat Tuesday," and reflects the practice of the last night of eating rich, fatty foods before the ritual fasting of the Lenten season begins.

Mardi Gras to stretch over the entire period between Twelfth Night (the last night of Christmas) to Ash Wednesday. “It is so interesting being from Minnesota, to hear about how they celebrate the season of Mardi Gras.

It is like a national holiday there. They have such pride in the celebration of Mardi Gras,� Lori said. She added this year she was going around wishing people “Happy Mardi Gras� and she received a lot of strange, confused looks. The first year Tim lived in Minnesota, Lori said he couldn’t understand why the kids were in school on Fat Tuesday.

Beyond Mardi Gras, Tim said New Orleans is all about living life fast. “When you consider where they are at, they are below sea level. There are several levies there, and if they break, they are done,� he said. “They live life pretty fast. It is all about the music, food, partying and having a good time.�

With 2019’s Mardi Gras now in the books, Lori said the party doesn’t stop here. In addition to serving New Orleans-inspired dishes such as crawfish and shrimp, seafood gumbo, Po’boys and Jambalaya, the business will continue to share live blues and jazz music and host special events such as its upcoming St. Patrick’s Day event on Saturday, March 16, and its popular crawfish boils every other Saturday, beginning April 20. “We are bringing the culture year-round,� Lori said.

“Together, we were like the perfect person. I did all of the one side and she did all of the other side.”

scribed her as the “main worker bee.” Their father, Manny Colonna, who the girls referred to as “Handy Manny,” also played a vital role, as he performed all the needed maintenance.

And of course, their husbands also helped when needed. “We were neighbors, we were sisters and we ran a business together, so we saw each other more than our own husbands,” Fedorchak explained.

“Our husbands helped a lot and they put up with a lot.”

At one point, Fedorchak’s two children and Charpentier’s three children also worked for the business.

Vincenzo Catering catered a lot of weddings, sometimes three in one weekend. The business was also a caterer for about 30 venues, including Tanners Brook Golf Course in Forest Lake.

“We did everything from a graduation party with 40 people to Wilson Tool’s employee picnic for 1,100, to a women’s expo for 2,500,” Fedorchak explained.

The business was known for many of its signature dishes: pecan poppy salad, stuffed shells and stuffed pork loin. Fedorchak said on numerous occasions when she was invited to a party, her hosts refused to let her in if she didn’t bring the salad.

“We had a lot of stuff on the menu that we created ourselves,” Charpentier said, noting that she really enjoyed creating new menu items and fulfi lling specific customer requests.

Fedorchak added, “I really enjoyed succeeding the business as a whole — standing back and just looking at what we created and knowing that neither one of us could do it without the other. We appreciated each other because we brought different things to the table.”

Despite the good times, Fedorchak and Charpentier knew it was time to retire the business.

“Every year Tracie and I would have the conversation about if it was time to retire, and we always said no. This was the fi rst time where it felt like a relief to think about retiring,” Fedorchak said. “We figured we left on top, we had a good reputation, everybody loved us, we still liked each other and we wanted to maintain all of that. It was a tough decision to make, but we knew it was the right one, because after we made it, we were both pretty happy.”

Charpentier added, “We had a pretty good run.”

For Charpentier, 52, Fedorchak, almost 50, the physical nature of the job was getting to be tough.

“Sometimes we had to carry 15 boxes a day weighing over 70 pounds each full of glasses and silverware,” Fedorchak recalled.

Fedorchak was also tired of having to work every weekend. Because Charpentier was usually bartending at Blacksmith Lounge, Fedorchak often had to hold down the fort. “I didn’t have a Saturday off from May to September,” she said.

Now that the business is retired, a new chapter is being written. Fedorchak has a full-time job

The Hugo City Council took the following action at its March 4 meeting: • Approved easements for the reconstruction of 130th Street from Highway 61 to Goodview Avenue.

A roundabout is planned for 130th Street at Flay Avenue along with a pedestrian trail on the north side of 130th Street.

Easement acquisition needs have been identified in the southeast and southwest quadrants of 130th Street and Flay Avenue to accommodate the construction of the roundabout.

The roadway is proposed to be realigned at the east end of the project to align at a right angle with Goodview Avenue, creating easement needs in this location as well. City staff was previously authorized to offer the landowner $17,100 for acquisition.

A purchase price of $25,100 has now been negotiated.

• Approved the final plat and a development agreement for Oneka Place 2nd Addition. CPDCPratt-Oakwood LLP requested approval of a final plat on parcels located north of Oneka Parkway and 159th Street. The final plat replats 14 lots, which were proposed to be 55 feet wide, to 12 lots that are now proposed to be 65 feet wide.

CITY OF HUGO PLANNING COMMISSION PUBLIC HEARING The Hugo Planning Commission will hold a public hearing on Thursday, March 28, 2019 at 7:00 pm in Hugo City Hall to consider the request of MWF Properties, 7645 Lyndale Avenue South, Richfield, MN 55423 for approval of a site plan and conditional use permit for Rosemary Apartments. The Hugo City Council approved the development agreement for Oneka Place 2nd Addition March 4. The council also approved a final plat on parcels located north of Oneka Parkway and 159th Street.

• Terminated a purchase agreement with Cozzie’s Tavern & Grill in Stillwater. At its Sept. 17 meeting, the council approved a purchase agreement with owner Chris Cosgrove for the city-owned property along Highway 61. The project to develop the property into a restaurant did not move forward, and the purchase agreement expired on Jan. 25. The Cosgroves signed a purchase agreement for The Flame in Willernie earlier this year.

• Authorized call of outstanding 2007 general obligation (G.O.) improvement bonds. In September 2007, the city issued $1,230,000 of G.O. improvement

bonds to finance improvements on 129th Street and in the Oakshore Park Subdivision. The bonds were issued for 15 years with interest rates ranging from 4 to 4.15 percent. Assessments were levied against benefitting properties to finance bond repayment.

The principal remaining on the bonds is $260,000.

These bonds are now callable, and funds are available to pay off the issue.

• Approved pay voucher No. 1 to CB&I LLC, in the amount of $108,025 for construction of Water Tower No. 4.

• Approved the purchase of a 2007 Caterpillar pneumatic tire compactor in the amount of $36,500 through Ziegler Caterpillar. The purchase will eliminate the need to rent similar equipment at an annual cost of $4,500.

• Appointed Jason Palmquist as the training lieutenant for the fire department and accepted the resignation of Jim Roettger as the safety lieutenant, both effective March 1. Roettger requested to step down from the position but will remain on the department as a firefighter.

• Approved an off sale intoxicating liquor license and tobacco license for Sean Lindholm for Sager’s Liquor. Lindholm, a resident of Circle Pines, said he is in the process of purchasing the business.

Although this is the first liquor store he has personally owned, he said his family has owned numerous restaurants and liquor stores.

• Approved an off sale 3.2 percent liquor license for Knowlan’s Super Market Inc., doing business as Festival Foods.

• Approved the vacation of easements for Oneka Place. CPDC-Pratt-Oakwood LLP requested the vacation of an existing drainage and utility easement located over Outlot H and all lots contained in Block 5. Community Development Director Rachel Juba explained Outlot H and the lots will be replatted for the development of Oneka Place 2nd Addition. New drainage and utility easements will be placed on the lots at the time the final plat is recorded.

• Approved plans and specification for 130th Street improvement project and authorized advertisement for bids. The council is expected to award the construction contract at its May 7 meeting.

• Discussed possible City Code amendments for “residential facilities.” Juba explained there are possible inconsistencies between state statute and Hugo City Code with regard to residential facilities.

These inconsistencies include the definition (which could include treatment centers, foster homes, group homes, assisted living, etc.) and zoning provisions. The council authorized city staff to hold discussions on the topic with the Ordinance Review Committee (ORC).

Councilman Chuck Haas, who attended the meeting remotely, said he would like to see people from the business committee included in the ORC discussion. Juba said the city would do its best to figure out who should be involved in the process.

The next City Council meeting will be at 7 p.m.

March 18 at City Hall.

CENTERVILLE TIDBITS The Centerville City Council took the following action at its Feb. 27 meeting: • By a vote of 5-0 approved a resolution supporting legislation requiring local municipal approval for any change affecting its ambulance primary service area.

Currently, ambulance services may be changed without local consent. In other words, the company holding rights to provide ambulance service in the city could discontinue service and instead contract that work out to another company without the city’s consent. This unauthorized change could impact response time and the working relationship between the ambulance service and public safety personnel, City Administrator/ Engineer Mark Statz said.

• Unanimously tabled a resolution authorizing worker’s compensation coverage for elected and appointed officials. Every year, as part of the insurance contract renewal, the League of Minnesota Cities Insurance Trust (LMCIT) asks city councils

to decide whether their members want elected and appointed officials covered under the city’s worker’s compensation policy for accidents that may happen while conducting city business. The modest cost would be funded through general fund insurance money allocated in the budget.

• Discussed the formation of a rebranding committee, which would be made up of one or two council members and a representative from the Economic Development Authority. The committee would redesign the city’s logo and plan how to go about making stylistic changes to the city’s water tower and city signage. Council Member D. Love recommended recruiting one or two members from the city’s committees and commissions or even from the community at large. Rather than hire a consultant to lead the city through a design process, members of the rebranding committee would hold short meetings once a month to be updated on the design work conducted

by its members.

• Scheduled a joint committee goalsetting meeting for 5:30 p.m. March 27 at City Hall, just before the regular City Council meeting. Every year, the city invites all committees and commissions to a joint meeting to set goals for the upcoming year.

• Changed the start time of the March 27 City Council meeting to 7 p.m. to allow enough time for discussion at the joint committee goal setting meeting.

• Heard the engineer’s report from Statz. The city has interviewed six viable candidates for the receptionist position and will make an offer to one of them after checking references.

The Feb. 20 Economic Development Authority meeting was canceled while city staff members await proposals from two developers for the Block 7 project. City staff remains hopeful that the Peltier Estates development is moving toward construction, after an attorney for the developer contacted the city about homeowners association documents.

• Staff contacted the owner and Realtor of the Old Creamery apartment building to advise them of the development tools the city could offer them should a buyer be interested in redeveloping the property.

• The architect for Midwest Best Water is drafting some potential building facade treatments and hopes to present these plans to council along with the company’s counteroffer for the Commerce Drive site.

• A public input meeting to review the results of the amended Part 1 Wellhead Protection Plan has been scheduled for March 27 as part of the regular city council meeting.

• Learned from City Attorney Kurt Glaser that April 26 is Law Day at the Anoka County Government Center.

Citizens have the opportunity all day to speak to lawyers for free. This event keeps growing and growing every year, Glaser said.

‘Great experience’ but Bear skaters go 0-2 at state tourney

White Bear Lake came home empty-handed from the state hockey tournament, at least in terms of wins.

“Great experience for the boys, even though we didn't get the results we wanted,” said coach Tim Sager. “Our seniors gave us great effort and leadership. We bring back quite a few players and are looking forward to next year.”

The Bears fell to Blaine 4-2 after falling behind 4-0 in the first round Thursday, March 7, and to Lakeville South 5-3 after trailing 3-0 in the consolation bracket Friday morning.

“Against Blaine, we seemed a bit tight coming out for the first period,” Sager said, “and if you give their big line time and space, they will take advantage, and they did. Once

we settled down, I thought we played pretty well. We had two power plays and had some good chances, but didn't convert.”

White Bear Lake finished 21-6-1 with conference and section championships in the program’s 19th state tournament season, but first since 2011.

In the Blaine game, Grant Hofeld got the Bears on the scoreboard 3:28 into the second period, and Sam Newpower cut Blaine’s lead to 4-2 with a goal at 15:19. Newpower and Brady O’Brien assisted on Hofeld’s goal and Lleyton Roed assisted on Hofeld’s.

Blaine, averaging 5.4 goals per game, needed 11 minutes to find the net, then got all four goals in a nine-minute stretch, all by their vaunted top line. Bryce Brodzinski, named Mr. Hockey on Sunday, ripped one past Bear goalie

Evan Foss, then Cole Hansen punctured the net twice, and finally Carsen Richels. Sager marveled, “Let me tell ya, they move, they are big, they’re strong.”

Foss settled down, stopping 26 of 30 shots, and the Bears made a good game of it after that before the usual crowd of close to 19,000 fans at Xcel Energy Center and the statewide TV audience. Bengals senior goalie Joe Daninger logged 27 saves as final shots on goal were just about even, 30-29 in Blaine’s favor.

“No one on the team has been here before,” Newpower said, asked about the slow start. “I think we all got scared of the bright lights and all the people.

We out out-shot them by a large margin but their goalie played well,” Sager said.

The 2018-19 team continued a rather unfortunate statistic of the Bears, that of losing every first-round game in 19 state tournaments.

White Bear Lake achieved its fi rst 20win boys basketball season since 2002 but still saw its season end in the fi rst round of playoffs for the seventh straight season.

The Bears lost 80-73 in double overtime to a smaller, but extremely quick St. Paul Central squad Wednesday evening, March 6 at home. This was a 4 vs.

5 matchup but Section 4AAAA is so deep that fi fth-seeded Central has a 22-6 record.

The Bears rallied from a 55-44 deficit to force overtime at 60-60 and led 66-62 in the fi rst OT, which ended 69-60 as Central kept spurting back ahead.

A pair of 1,000-pointers finished their careers — Jeremy Beckler with 19 points and Sam Schwartz with 15.

Other starters bowing out were Carter Ehlers

with 16 points, Isaac Tessier with 14 and point guard Mathias Beck with one point.

Beckler sat much of the game with foul trouble and picked up his fi fth in the second OT. “This senior class has done an excellent job setting the culture we need to nurture in White Bear Lake,” coach Keith Lockwood. “Our guys fought all the way to the end. We are very proud of our team and

thank the seniors for their leadership.”

The Bears finished 20-7 after going 13-1 the fi rst half of the season.

“In the last month we were playing some of our best team defense,” Lockwood said. “We struggled at times offensively.”

Ehlers, who averages 5.9 points, delivered several clutch baskets.

The 6-1 guard capped an 11-0 run with a breakaway layup that tied the score 55-55,

sank a 3-pointer for a 58-57 lead, and hit two more three-balls in the fi rst OT, one with 11 seconds left to knot the score at 69.

Central’s quick hands and feet bedeviled the Bears, beating them to loose balls, yanking the ball out of their hands or knocking it away, and spooking them into missing layups. Dion Ford netted 21 points, Daveonte Davis 19, Ronnell Porter 14 and Khai West 12.

The Centennial Cougars know how hard it is to reach the state tournament, even if they coasted to the big show this year with three lopsided wins.

The Cougars repelled Spring Lake Park 63-30 to capture the Section 5AAAA crown on Thursday evening in Blaine, on the heels of victories over

Osseo 72-36 and Roseville Area 57-30.

“I’ve been nervous for two weeks,” said coach Jill Becken, after her team nabbed its first state berth since 2015 and seventh overall, all since 2003. “It’s never easy. I’m so happy for the girls.

They have worked hard all season. They are truly a family, and a team.”

Taylor McAulay sank four 3-pointers and totaled 14 points for the Cougars.

Jodi Anderson tallied 12 points, Sara Stapleton 11 and Jenna Guyer eight.

They led 33-14 at halftime and made 20 of 26 free shots in the game.

A year ago, Centennial lost in the section semifinals in double overtime to Park Center, whom they’d beaten twice in conference. “I think that motivated us even more. We didn’t want to feel like that again,” said McAulay.

Park Center beat the Cougars again this year in conference, 75-61, and got the top section seed, but the Cougars didn’t have to play them. Spring Lake

Park shocked the Pirates 67-59 in the semifinal with some clutch 3-point shooting. Joelle Talso led that win with 18 points, and had a team-high eight against Centennial.

“We would have loved to have another shot at Park Center,” said McAulay, “but this worked out in our favor.”

The Cougars had all four losses while playing without Stapleton, their strong, nimble 6-3 center, who was recovering from a knee injury. She has played their last seven games.

“I am grateful that I could get back and play in sections, and now state,” said Stapleton, who played a few minutes in the 2015 tournament as an eighth-grader. As for her knee, she said, “I’m almost there. Pretty close. I’m confident.”

When there is a need in the military community, the Beyond the Yellow Ribbon Network does its best to step up, rally resources and help out in any way it can.

Recently, Hugo Beyond the Yellow Ribbon Network (YRN) Chair Chuck Haas received a request from Lt. Col. Eduardo Suarez, who commands the Minnesota National Guard’s Recruiting and Retention Battalion. Suarez said he knew a soldier whose mother was in need of some assistance because she was starting over after leaving an abusive relationship.

“It is good to publicize the needs that exist to help our military members and their families not only because of the need, but because there are many civilians who would like to help and give their time, talents and treasure to support our military folks,” Haas said. “I was happy to spread the word about the need.”

Haas reached out to JDog Junk Removal & Hauling Twin Cities to see if it had any items to donate to the soldier’s mother.

“Karyn (Essen) and I read the email and right away we knew that we had some stuff that we could donate,” Josh Helm, JDog district partner, explained.

For Essen, JDog operations officer and Hugo resident, the story hit close to home. She was determined to go above and beyond to fulfi ll the request, as she said she has been through a couple of unhealthy relationships in which she had to

start all over.

“It is scary, and I think that is why a lot of women don’t get out of unhealthy relationships — because how do you do it? Usually in abusive or unhealthy relationships, you are dependent on that abusive person.

It is hard to stand up to them, move out ...” she said. “I was really passionate about this and wanted her to have nice stuff. I wanted everything to work together for her so she felt good about it. It sounds trivial, but that is huge when you are stepping into something big and new. When you can get up and walk into a room and say it looks pretty, that is huge for your confidence when you are getting out of a relationship like that.”

JDog was able to put together a complete living room set. “She found everything you can think of ... a couch, futon, rug, TV stand, night stand, lamp. It looked like something out of a TV show, it was beautiful,” Helm said.

Essen even spent an entire night at the warehouse repainting some of the items to make sure they all the pieces looked good together. Essen’s son also donated his TV. “It makes us feel like we are accomplishing our mission,” Helm explained. “In this scenario, we did everything we tell people we do — we empowered a veteran, we served a community and we kept stuff out of landfi lls and protected the environment. When we do stuff like this, it just hits home. We are not just saying these things, we are doing them.”

on the Middleton family —Aaron, Holly and their four children, Trott, Scarlett, Magnolia and Kelvin—who have spent 20 years as a military family and shared deployments all over the world. In addition to a big health scare with Kelvin, who was born with multiple congenital birth defects that required surgery and almost took his life, one year ago the family unexpectedly lost their 5-year-old daughter Scarlett due to an undiagnosed illness.

“I was expecting to do more of what JDog does daily, which is hauling, but whatever needed to be done, we made sure it got done. This was a 7 a.m. to 6 p.m. full day. We would take breaks here and there, but we were definitely working hard and all of us were going at it good,” Helm recalled. “We had people in charge of the decorating, the makeover and the construction. People were telling us to go put up these shelves, hang this TV, paint on the roof, we were doing anything and everything.”

The crew routinely had to “pause” from what they were doing to fi lm scenes. “Most of the day, we were just working, moving stuff, painting, hanging up things; but then they would say ‘Stop, we have to fi lm a scene here.’ They would have us walk up and down the driveway eight or nine times just to

The show reminded Helm of his military experience, being a part of something that was bigger than himself. Helm has served two tours to Iraq with the Army.

“I enjoyed working with JDogs from around the country because I don’t get to do that too often. I also enjoyed working with other companies and hearing the family’s story and being able to help and change their lives,” Helm said. “It was an overwhelming experience that I will remember the rest of my life.”

After a relatively quiet week of weather, aside from the record cold Feb 3 and 4 (low in the teens below), we were treated with another generous snowfall overnight Saturday and early Sunday. I totaled 6.1”, bringing my season total to 71.5 inches.

Winds with falling temperatures, which iced up roads from the rain that fell before the changeover to snow, made for an unpleasant driving experience late Saturday. The strength of the March sun was felt on Sunday, which helped burn off the snow and ice from roads and driveways. Rain forecasted for this week will give us all something to talk about as this crazy stretch of weather we’re in continues.
