HUGO — For many years, staff at City Hall have received phone call after phone call asking “When are you going to pave that road?” If everything goes as planned, they can now answer “2019.”

“This is something that certainly isn’t new to any of us. We have all received calls, questions and requests for paving on this. The traffic volumes continue to increase,” said Hugo City Engineer Mark Erichson.

The Lino Lakes City Council approved a joint powers agreement (JPA) with the city of Hugo for improvements to 24th Avenue/ Elmcrest Avenue and East Cedar Street at its March 11 meeting.

The city of Hugo also approved the JPA at its March 18 meeting.

Hugo City Council previously discussed the topic at its Jan. 22 goal setting session.

100 years for hometown hero, former mayor, fire chief

HUGO — Family, friends and acquaintances packed American Legion Post 620 to celebrate a well-known pillar of the community Sunday, March 24.

T.J. “Joe” Marier turned 100 the following day, March 25. People who know Joe know he has done it all. He raised a family, served his country, ran the Hugo Feed Mill, served as school board

member, Hugo fire chief and mayor, and volunteered at church.

“He was always interested in helping the city become a better city,” said Joe’s son Jim. “He was all about community and how to make it stronger.”

In addition to the birthday party at the Legion, the Hugo City Council also recognized Joe for his long life and generous contributions to the community at its March 18 meeting.

Joseph Marier” on March 25, 1919. He lived in Centerville before moving to Hugo in 1927.

Joe grew up in a hardworking farm family and began working at the Hugo Feed Mill in his teens. His grandfather, Joseph B. Bernier, bought the mill in 1923; his father, Joseph T. Marier, took it over in 1927. Joe took it over in 1938. Although his son Steve is longtime manager of the business, Joe said, “I still look at the books.”

during World War II and was stationed in Burma, India.

According to Joe, it took Uncle Sam three tries to draft him, as he was legally blind and classified 4F by a military doctor the first two times. “The third time around, they said, ‘If you squint, can you read the top letter?’ I squinted.”

Joe was also known for his role as “the iceman” when he delivered blocks of ice to area residents, businesses and bars in 1937 and 1938. At the age of 18, Joe joined the Hugo Fire

Department, an organization he dedicated 42 years of his life to. He served as its fire chief from 19481964.

Joe said in the ’60s, when he felt the Village Council was not supporting the fire department financially, he decided to try to make a difference.

He temporarily gave up his role on the department to run for mayor of Hugo, which was a 2 1/2-squaremile Village back then. He was elected as the city’s mayor in 1964 for a two-year term.

As a life member of the Hugo American Legion, Joe was involved in the purchase of the lot where

the first Legion Hall was located on 147th Street.

He is also a lifetime member of the Hugo Business Association and the Hugo Lions Club.

“Joe sold land to the city to allow City Hall to be built where it is today,” the council’s resolution states. “Joe volunteered on many city committees and was instrumental in many Comprehensive Plan updates, dedicating countless hours to help shape Hugo to what it is today.”

Joe credits all of his accomplishments to his family, who he says “always supported me and put up with a lot.” When referring to the two loves of his life, he always says, “I got lucky twice.” He married Emma in 1943 and the two were married for 36

years. After Emma’s death in 1979, Joe married Connie, wife of 39 years and counting. Together, they have a blended family of 14 children.

In 2011, Joe was honored with the Melvin Jones Fellow Award for his dedicated humanitarian services to the Lions from the Lions Club International Foundation.

And his secret in reaching the century mark?

“Genes are part of it,” he said, “and I enjoy life.”

Son Jim said, “He always had a lot going on and he stayed busy and involved in so many things.”

Hugo Fire Chief Kevin Colvard with former Fire Chief Joe Marier. Joe dedicated 42 years of his life to the department and served as chief from 1948-1964.

Those who know Joe well know he always ready to tell a good story, many of them capturing his memories of the early years of the Hugo Fire Department.

Some of those stories were written down in 2006 in preparation for The Citizen’s special edition commemorating Hugo’s Centennial Celebration.

He recalls that before the city was given its new engine by the Lions Club in 1938 — one of the fi rst to be fabricated in Lindstrom — the vehicle used by the HFD was a car retrofitted by Eugene O. Peltier, the local blacksmith, to carry two 60-gallon chemical tanks on the back. The gas tank valve was always turned off when the truck was parked because “the tank always leaked.” (Woe unto the fi refighter who forgot to turn the valve back on before responding to a fi re: the truck was apt to stall in the middle of the road just outside the Fire

Hall, which was located beneath the fi re bell tower at Old City Hall, about where Domino’s Pizza is now.)

The “chemicals” involved mixing soda water and acid (“sulfuric or hydrochloric acid, I can’t remember”) to pressurize the tanks.

“There was a cover with a little lead jar; you’d put acid in the jar. The tank was on a pivot; you’d turn the tank, and the acid would then mix with the soda water. The hoses were hooked to the tank. As soon as that was used up, you’d roll the other tank and people would come and fi ll the fi rst tank back up with water.”

Joe recalls that Johnson’s milk truck would make the rounds to the farms in town and collect the milk in milk cans, which would be taken to the creamery, where he’d be given clean, empty milk cans. Johnson would park the truck until his next round.

When there was a fi re, fi refi ghters would take that milk truck and fi ll those milk cans from people’s wells in town. Each empty can was fi lled by the pump and emptied into the chemical tanks on the fi re rig.

Joe noted, “That’s how they fought the grease fi re at Louie’s (Kuchli) place,” a popular restaurant in downtown Hugo.

In 1938, the same year the Village of Hugo celebrated the addition of the new Lions Dodge pumper, it installed five cisterns using silo forms, with a capacity of 6,000 gallons of water. “The water was emergency water so that if we had a fi re, we could put a suction hose down into that water and spray it on the building. The Lions truck pumped 350 gpm, I think. The way the thing was set up, you could drop a hose down into the water; it sucked the water up into the pump, and then you could use it for fi refi ghting.

“We had access to the lake in back of Domino’s Pizza; that was for fi refi ghting.

We could pull water out of the lake. The one by Ricci’s (vacant lot on Hwy. 61 next to 148th Street) was fed by runoff water from the street.”

County board supports funding regional trails The county board stated its support for funding of regional trails Feb. 26. In recent surveys, Washington County residents have rated the county’s park system and trails as one of the most valued services provided by the county. The county is committed to the continued development of a multimodal transportation system that includes roads, transit and trails that allow residents access to destinations throughout the county in a variety of ways.

The county board has historically supported state and regional funding to develop regional trails. A regional trail is defined as a destination or greenway trail or linking trail that provides connections

Historical society offering internships The Washington County Historical Society is offering internships for post-secondary education.

The internship program is designed to introduce students to the workings of a regional history museum and the interpretive educational process. Interns should have good English skills, communication skills, be reliable and able to work both as a team member and independently.

The intern will be invited to learn about day-to-day operations of a small history museum, including lectures, research facilities, exhibit display and design, collections care and preservation of artifacts. The intern will assist staff in researching and developing an interpretive guided tour for visitors. Opportunities will be offered to attend to board meetings, participate in fundraising activities, assist with society-sponsored events and contribute to the quarterly newsletter.

Washington County spring weight restrictions for county roads in effect Spring weight restrictions went into effect on Washington County Roads March 15.

Restrictions will be in effect for eight weeks, unless extraordinary conditions require extending them.

All county roads will be posted. Any county road without a posted weight limit is 10 ton per axle.

During spring weight restrictions, Washington County does not issue permits for overweight transport, except in cases of a serious public health emergency. Crack sealing will commence across county The Washington County Board of Commissioners approved a $199,650 contract with Asphalt Surface Technologies March 12 to perform road crack sealing this spring. Crack sealing is a maintenance process that seals cracks on roads, which reduces the amount of water that can infiltrate into the pavement and road base and reduces freeze-thaw damage. Reducing the freeze-thaw damage helps to slow down road degradation.

Crack sealing is done annually on various roadways, county park roads and parking lots throughout the county. Area county roadways planned for crack seal projects are: • County State Aid Highway (CSAH) 8 westbound from 500 feet east of Victor Hugo Blvd. to the county line; • CSAH 8 eastbound from the county line to Highway 61; • CSAH 12 from CSAH 15 to CSAH 5; • CSAH 4 from 500 feet east of Ingersoll Avenue to CSAH 15.

• CSAH 7 from the county line to CSAH 15.

The work will be funded by $177,925 from the county’s wheelage tax proceeds; $30,800 from Baytown Township; $2,900 from the county parks general operating fund; and $2,000 from the county’s capital repair fund. Work is expected to be done in late April and early May over the course of three or four weeks.

Humane perspective

O

n the drive over to Bethel College to attend a presentation by photojournalist John Moore, I prepared myself to be humbled.

I have great appreciation for the talent, sacrifice and perseverance needed to establish a career and national reputation in any endeavor and more specifically — photojournalism.

His presentation was indeed humbling, but it was also inspiring, informative and reaffirming. Some of the fundamental practices Moore shared, including attaching clear and accurate captions to his photos before sending them out into the world, could be applied to all levels of journalism, including local community newspapers. seeking to vilify anyone Angle of onNot either side of the southern border, Moore’s presentation View and images illustrated an issue Paul Dols that is complicated and nuanced.

He said that he tried not to pass judgment, but sought to humanize the issue. While documenting difficult situations, his photographs display a level of professionalism, beauty and human empathy I believe anyone practicing photojournalism would aspire to achieve. While talking with Press Publications editor and reporter Sara Moore (who also attended and wrote a story about the event), she commented on the breadth of knowledge Moore has gained through his years of experience documenting both immigrants and border patrol officials along the length of the border between the United States and Mexico. It made me think that he probably knows more than the vast majority of the politicians and pundits currently promoting their viewpoints and opinions on the issue.

With all of the factual information currently available to us with a minimum amount of effort, it seems unfortunate that the loudest and most shrill voices attracting the most attention about this and other important subjects appear to be strongly biased, at best, or willfully ignorant, at worst.

I personally don’t make a habit of seeking out overtly political discussions in social situations, but through purely anecdotal experience — when I have witnessed or been drawn into a debate — I’ve observed that it is often the most boisterous, opinionated participants who are the quickest to anger and also seem to have the thinnest skin when they are challenged. I’m speculating, but it must be kind of a shock to emerge from a broadcast or online experience that completely reaffirms preexisting bias and enter back into a world where differing opinions are expressed.

Over the past few years, I have been exposed to and sought out nonfiction books, articles and documentaries on a variety of subjects that recall the old adage that the truth is stranger than fiction. The authors and filmmakers I admire the most in this realm (now including photojournalist John Moore) are the ones who approach their subjects as a journey of discovery and take us along for the ride — as opposed to a way of reaffirming a preexisting point-of-view.

Speaking of journeys, a recently released documentary provides a vivid example of the power of a nonfiction account of a historical event from 50 years ago. I’m not a movie reviewer, but if you have even the slightest interest in the 1960’s NASA space program, the Apollo 11 documentary currently showing in local theaters is, in my opinion, definitely worth seeing.

Showing much more than telling, the filmmakers have created a fresh and compelling experience from an often told story. After the movie, I couldn’t help but marvel at what was accomplished with just a tiny fraction of the computing power available today and could only trust that we’re using the exponential growth of this power to help solve urgent problems and maybe even do some things that have only been previously imagined.

A year of civic education and advocacy

he White Bear Lake Area League of Women Voters (LWVWBLA) spent an eventful program year engaged in education and advocacy on topics of public interest including high school civics education, national and state policies affecting fair representation and effective citizen advocacy.

The bill requires students to take a separate creditbearing civics course in 11th or 12th grade when they are about to graduate and become voters; ensures experiential learning is integral to formal civics coursework; and directs districts to include in annual school performance reports the percentage of students graduating

in the previous school year who answered 30 questions correctly on the state civics test.

Fair representation was another timely program topic this year.

Fall unit meetings focused on important issues in the looming every-10-year redistricting process: gerrymandering, or manipulating district boundaries to favor one party or an incumbent; voter suppression and manipulation; uncompetitive electoral districts; and possible effects of the citizenship question in the 2020 census, including a population undercount, unfair electoral district boundaries, fewer electoral districts and reduced federal funding in Minnesota. The LWVWBLA supports changing state law to direct an independent redistricting commission, rather than legislators, to re-draw electoral district boundaries to better ensure fair representation.

The LWVWBLA sponsored a public forum in November on voter manipulation and suppression with retired Minnesota Supreme Court Justice Paul Anderson, and another public forum in February on Minnesota immigrants, the 2020 census, and fair representation with Minnesota Immigrant Law Center attorney, Mirella Ceja-Orozco.

People attending these forums heard differing perspectives on redistricting.

A third public forum in January was dedicated to effective citizen advocacy. An expert panel of retired legislators, Mindy Greiling, Carol McFarlane and Barb Yarusso, and third party gubernatorial candidate,

Ken Pentel, provided a master class on how citizens can effectively advocate at the State Legislature.

The panelists discussed, among other topics, what citizen advocates must know about structure, politics and people at the State Legislature; what citizen advocates must do to access, persuade and prevail at the legislature; and why public policies are rarely developed all at once. They compared the relative effectiveness of professional lobbyists and citizen advocates, and offered advice to citizens interested in changing Minnesota’s redistricting law.

The LWVWBLA’s program year concludes in May with a member report on a two-year study of area police responses to domestic violence. We look forward to another exciting program in 2020 to coincide with the League of Women Voters’ 100th anniversary. Please join us.

BBB tips for coping with flood damage

ith all the snow and rain, some homeowners are fi nding themselves dealing with flooding and mold issues. Better Business Bureau of Minnesota and North Dakota (BBB) has some advice for those having to clean up and repair damage from all the water that’s leaked into their homes.

Getting rid of water inside a home can be as easy as vacuuming it up and drying out the room, or as extreme as having to rebuild part of the structure. Mold is also a big issue when moisture or water accumulates indoors. Detecting mold may be difficult because it can be hidden inside walls, under carpet, inside ductwork, or in roofi ng materials above the ceiling, so it’s best to get help from a professional.

Dealing with water damage can be very stressful and naturally, people want to get their homes back in order as soon as possible.

However, making some decisions too quickly and without doing the necessary research can make matters worse.

To help property owners navigate the recovery and restoration process, Movers & BBB offers these tips: • Does your Shakers insurance policy Better Business cover flood damage?

Most homeowner’s Bureau insurance policies in Minnesota and North Dakota do not provide flood coverage. This additional coverage needs to be purchased in advance

because there is a 30-day waiting period after you’ve applied and paid the premium before it takes effect.

• Repairing the damage Don’t make any permanent changes to your property until you get approval from your insurance provider. They may not fully reimburse you for repairs made without their approval. Be sure to document the damage by taking pictures or video of your property.

• Get multiple estimates Shop around and get at least three different estimates before deciding on a contractor. Make sure the estimates are broken down the same way. Watch out for high-pressure sales tactics and people who go door-to-door offering to do work.

• Get everything in writing Demand a written contract from anyone you hire. It should specify the scope of the work to be done, the materials to be used and the price breakdown of both the work and materials. Review all documents closely before signing or making any payments. Get start and end dates in writing, and always ask for receipts.

• Ask for proof of liability, workers compensation and licensing Make sure the contractor has the correct license to do work in your state and is covered in case something happens while doing work on your property.

Deaths from opioids, alcohol and suicide has risen over the last decade.

Deaths continue to rise from opioids, alcohol and suicides in Minnesota More Minnesotans died from opioids, alcohol and suicide in 2017 compared to previous years, continuing a long-term trend for individuals, families and entire communities.

In 2017, 422 Minnesotans died from opioids, 636 from alcohol and 783 by suicide, according to the Minnesota Department of Health.

Since 2000, deaths from all three steadily increased in the state.

Many other states have reported similar increases.

While each of the deaths is an individual tragedy, Minnesota Commissioner of Health Jan Malcolm points to the need to address the trend with communitylevel solutions.

“There are many forces driving this increase in preventable deaths, and a key factor is a lack of social

connectedness and opportunity,” Malcolm said. “Our overall health is determined by many factors, and one of the most important is the health of our communities. Things like job opportunities, good education and social connection each play a role in the health of individuals, families and communities. That means strengthening our community is an important step toward addressing these health challenges.”

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A Forest Lake man, 54, was arrested at 12:33 a.m. Feb. 23 in the 15000 block of Forest Blvd. N. for third-degree DWI after being pulled over for speeding 53 mph in a 45 mph zone and trying to evade deputies trying to pull him over. Deputies had to accelerate quite rapidly to keep up with the vehicle and finally made contact with the subject after he drove onto the shoulder and then tried to make a right-hand turn into a residence.

A strong odor of alcohol emanated from the vehicle and the motorist, who staggered around and had trouble walking, admitted to drinking. After the subject would not cooperate with field testing and took an aggressive stance, he was arrested. The subject continued to be uncooperative all the way to jail, including sustaining an injury to his forehead, necessitating a visit to Lakeview Hospital for treatment. The subject wanted a lawyer, then he didn’t want one. Eventually, he was escorted screaming and yelling to his cell.

• A resident in the 12000 block of Homestead Drive N. at 12:54 p.m. Feb. 23 reported receiving two voicemails that morning claiming to be from the Social Security Administration alerting her to fraudulent activity with her account number. The complainant never called back on the phone number indicated, but deputies did many times and were hung up on twice after questioning the person on the other end.

• A resident in the 15000 block of Farnham Avenue at 12:28 a.m. Feb. 24 reported watching activity on his security camera of people burning cardboard. Deputies made contact with a male in the area who admitted to starting a fire to clear snow from a fire hydrant near his residence. Deputies believe alcohol played a role in the project.

• A Hugo woman, 23, was arrested at 4:24 a.m. Feb. 24 in the 13000 block of northbound Forest Blvd. N. for fourth-degree DWI after deputies on routine patrol observed her drive into the eastbound ditch and get stuck. Her bloodshot, watery eyes and fumbling around for her license gave the game away to deputies, who asked her if she’d had anything to drink. The driver said she’d had two Long Islands at around 1:30 a.m. Because it was snowing and blowing at the time, deputies elected not to conduct the one-legged stands and walk-and-turn-around exercises on the motorist.

But they did conduct the field sobriety test, on which the subject registered 0.12.

• A vehicle blocking the road at Elmcrest Avenue N. near the intersection of Frenchman Road and Everton Avenue N. was reported at 2:51 p.m. Feb. 24. Deputies phoned the registered owner of the stalled vehicle and advised her that she should have phoned authorities if she wasn’t planning to stay with her vehicle.

• A Hugo man, 18, and a Dellwood man, 28, were issued written warnings at 2:55 p.m. Feb. 24 in the 10000 block of 122nd Street N. for riding their snowmobiles in the road off the groomed trail.

• An unidentified woman was arrested at 9:27 p.m. Feb. 24 in the 15000 block of Forest Blvd. N. for driving after cancellation – IPS (inimical to public safety) after deputies happened upon a couple trying to pull another vehicle along the highway in extreme weather conditions with a tow strap. When deputies conducted a mobile data check (MDC) on the individuals, the female came up canceled and the Mahtomedi man, 31,

came up revoked. Deputies advised the man to find a ride to take him and his vehicle, which was loaded up with valuable items, rather than call for a tow. The male told deputies he had just spent all his money getting the vehicle and its contents out of impound.

However, dispatch later contacted deputies to advise them that the car driven by the male had been reported stolen out of Chisago County. Deputies conducted further research and found the vehicle cleared from Wisconsin.

• A St. Paul woman, 26, was cited at 10:58 p.m. Feb. 25 on southbound Forest Blvd. N. and 146th Street N. for driving after revocation, failure to provide proof of insurance and failure to display current registration after Washington County Sheriff’s Office deputies observed the vehicle use the Speedway gas station to make a U-turn while displaying tabs that expired in December.

• A resident in the 6000 block of 170th Street N. at 11:56 a.m. Feb. 26 reported receiving a W-2 form printed with his name and financial details from a company at which he is not employed.

• A Hugo man, 52, faces formal charges for third-degree assault with substantial bodily harm and failure to display current registration with intent to evade vehicle tax. Another Hugo man, 36, will also be formally charged for third-degree assault with substantial bodily harm following an incident at 3:03 p.m. Feb. 26 in the 5000 block of 142nd Street N. After deputies were dispatched to the address for a burglary in progress, they found two people trying to escape inside the residence when they arrived on the scene.

The incident started when the 52-year-old Hugo man pretended to kick a woman while in his garage. The other Hugo man punched the older man four times in the right eye and fled the scene, after the woman told the younger man the older man put his hands on her.

The older Hugo man claimed ownership of a vehicle found on the scene, displaying a fake yellow driver’s license application form. The following day, the older subject who lived at the address in question reported three females and five males for entering his home overnight and stealing from him.

• Deputies recovered a truck stolen out of Anoka County at 2:19 p.m. Feb. 27 in a driveway of the 16000 block of Elmcrest Avenue N. Dan’s Towing was summoned to tow the vehicle to its lot.

• A Buffalo woman, 44, was cited at 4:12 p.m. Feb. 27 in the 14000 block of Forest Blvd. N. for driving after cancellation, expired tabs, intent to evade vehicle tax, defacing an automobile registration, driving with an obstructed license plate and failure to provide proof of insurance after northbound deputies on patrol ran a random computer license plate check and discovered the driver’s canceled status and most recent license plate renewal of June 2018. The expired blue 2018 sticker on the vehicle’s license plate had been painted over with white paint, and “2019” written in black marker over the white paint. The plates were impounded and the vehicle towed.

• A resident in the 15000 block of Fanning Drive N. at 9:36 p.m. Feb. 27 reported her moving company for increasing the amount they had quoted her to move her belongings to the 15000 block of Farnham Avenue halfway through the move and refused to return her belongings unless she paid the higher price immediately. The complainant did not pay the moving company employees right away, so they left for the night with her belongings. Washington County Sheriff’s Office deputies advised the complainant to call the business when they opened in the morning to discuss the price and how she could recover her belongings.

• A brick column and light in the 14000 block of Victor Hugo Blvd. N. reportedly sustained an estimated $3,500 in damages at 4:21 p.m. Feb. 28 from a truck that was seen striking it on Feb. 13. After witnesses submitted license plate information along with a witness description, the identities of the drivers/owners became known. Follow-up will proceed.

• A resident in the 12000 block of Ingersoll Avenue N. at 7:05 p.m. Feb. 28 reported losing $2,100 in Google Play gift cards.

• Several juveniles, all under 14, were reported at 4:01 p.m. March 1 in the 13000 block of Flay Avenue N. for fighting on the school bus. As none of the children sustained visible injuries, the students were turned over to their parents and guardians.

• A resident in the 5000 block of 130th Street N. reported that a semi-trailer on his property had been tagged overnight March 2-3 with the “B” word in black spray paint. The complainant suspects the owners of a trailer carrying two newer Ski-Doo snowmobiles

that had been parked right next to the semi-trailer the previous night of venting their anger because the complainant had their vehicle towed off his property for security reasons. When the subjects returned to pick up their sleds, they found them gone.

• A resident in the 16000 block of Harrow Avenue at 1:08 p.m. March 3 reported his enclosed trailer stolen sometime that morning from his driveway. Deputies completed a Hot File for the stolen trailer and forwarded it to the Washington County Sheriff’s Office department.

• A Hugo man, 52, was cited at 3:15 p.m. March 3 in the 14000 block of Everton Avenue N. for illegal window tint and issued a written warning for corrective lens restriction and objects suspended from the rear view mirror after deputies on routine patrol observed the motorist eastbound on Frenchman Road N. turn north on Forest Blvd. N. with extremely dark window tint. Deputies conducted a tint-o-meter test, which showed a light transmission reading of 4 percent, well below the standard 17 percent. As the motorist was saying that he bought the vehicle with the dark windows, deputies were noticing objects hanging from the rearview mirror. The motorist became upset and said he had bought the vehicle with the object hanging from the mirror. He also claimed he had never been stopped for either offense before. Throughout the traffic stop, the subject was on his cellphone with another party, saying deputies “claimed” his windows were too dark. Deputies quickly assured the subject they were claiming no such thing and that excessive window tint was the very purpose for the traffic stop. As the motorist searched in vain for his proof of insurance, he became even more upset with deputies and told them to “go do your job, I’m on the phone.” The subject then told deputies they were “just looking for something to get him on.” After deputies noted the subject’s eyeglasses sitting on top of his head, they asked whether the driver had been wearing his corrective lenses at any time. The driver became even more aggressive and demanded, “What do YOU think?” Deputies repeated the question but did not receive a response. Instead, the driver told deputies to hurry up as he was trying to get home.

• A Scandia woman, 39, was cited at 2:00 p.m. March 4 on 170th Street N. and Ingersoll Avenue N. for speeding 65 mph in a 55 mph zone.

• A Forest Lake woman, 32, was cited at 11:21 p.m.

March 4 in the 17000 block of northbound Forest Blvd.

N. for driving after revocation and failure to provide proof of insurance after Washington County Sheriff’s Office deputies on 152nd Street N. noticed her missing a driver’s side headlight and pulled her over. The driver was made to leave the vehicle and call for a ride.

• A Hugo man, 49, reported a suspect in a white and black Ford pickup truck for stealing several items from a plow truck at Lawn Pro in the 15000 block of Forest Blvd. N. overnight March 5-6, after the activity was captured on digital video. The plow itself was also damaged in the process.

• A resident in the 15000 block of Freeland Avenue reported hit-and-run to his vehicle parked overnight March 5-6 in the roadway. When the complainant returned home from work at 4:30 p.m. March 6 he noticed damage to his rear bumper and driver’s side taillight.

• A suspicious male going around knocking on doors in the 15000 block of Falcon Circle N. at 12:13 a.m. March 6 turned out to be a lost youth trying to find his girlfriend’s house after the battery on his phone went dead due to the cold. Deputies provided the youth a ride back to his home.

• A Hugo man, 35, was cited at 9:24 p.m. March 7 on Frenchman Road and Oneka Parkway N. for speeding 48 mph in a 35 mph zone on southbound Forest Blvd.

N. by deputies on stationary patrol in the 14000 block of northbound Forest Blvd. N. who clocked him on radar. The motorist admitted to going 45-50 mph, but thought the speed limit was 45, although deputies could point out the two speed limit signs for 35 mph on southbound Forest Blvd. N. • A Hugo woman, 24, was cited at 6:25 p.m. March 8 on Elmcrest Avenue N. and Frenchman Road for tabs that expired in October and verbally warned for failure to provide proof of insurance and update her driver’s license after deputies spotted the expired tabs at the Kwik Trip. The motorist told deputies she didn’t know her tabs had expired, couldn’t find the current insurance card in her pile of insurance cards and said she had just moved to Hugo a few months ago.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • A male cashed a stolen check in the 7900 block of Lake Drive March 5. The investigation is ongoing.

• An officer was dispatched to a property damage motor vehicle crash in the area of Centerville Road and Birch Street March 5. Both vehicles were towed from the location, and an adult driver was cited for failing to stop at a stop sign.

• Officers responded to a fi re alarm at an apartment building in the 700 block of Town Center Parkway March 5. There had been a small fire on a stove top that was extinguished, and the fi re division was requested to respond for ventilation.

• Officers stopped a vehicle for several moving violations in the 1000 block of Main Street March 5. The adult male driver was arrested for DWI, DWI Test Refusal and other charges. The male was booked into the

Anoka County Jail.

• Officers responded to a hit-and-run personal injury accident in the 2200 block of Main Street March 5. A warrant was acquired and a blood sample was taken from the driver. The case is active, and charges are pending.

• Officers were requested by the State Patrol to assist in locating a male who was said to be suicidal and walking on I-35W near the Lake Drive exit. The male was subsequently located by the State Patrol.

• An officer responded to assist the Ramsey County Sheriff’s Department with a vehicle they were pursuing March 6.

Deputies subsequently arrested an adult male in the area of Otter Lake Road and Ash Street.

• An officer responded to a personal injury accident in the 7500 block of Fourth Avenue March 6.

The officer learned the driver sustained minor injuries declined treatment.

• A third-degree

substantial bodily harm case that occurred in the 7500 block of Fourth Avenue was forwarded to the Lino Lakes Public Safety Department after being investigated by a state agency March 7. The case was reviewed and submitted to the Anoka County Attorney’s Office for possible charges.

• An officer checked on a suspicious vehicle at a closed business in the 7700 block of 20th Avenue March 9. An adult male was identified and asked to leave.

• Officers took a dog attack report in the area of Mustang Lane and Mustang Court March 9. The officer advised the owner of the dog that it needed to be quarantined for 10 days. The investigation is ongoing.

The Centennial Lakes Police reported the following incidents: • Police were dispatched to the area of Stardust Boulevard and Center Road in Circle Pines March 6 on a property damage accident. Information was collected.

• Officers were dispatched to the area of Golden Lake Drive and Camelo Lane in Circle Pines March 6 on report of a suspicious vehicle.

The driver and passenger were subsequently arrested for drug possession.

• Officers were dispatched to Circle Pines March 7 on the report of indecent exposure. Upon arrival, officers spoke with the involved parties and they were advised.

• Officers were dispatched to the 8900 block of Griggs Avenue in Lexington March 8 to assist a community service officer regarding a stolen vehicle. Officers contacted the Spring Lake Park Police Department and provided assistance.

• Officers were dispatched to the 1900 of Center Street in Centerville March 8 on report of a theft from motor vehicle. Information was collected.

• Officers were dispatched to the 9300 block of North Highway Drive in Lexington March 8 on report of a

motor vehicle accident. One driver was cited for the incident.

• Officers were dispatched to the 200 block of Twilite Terrace in Circle Pines March 9 on a report of a suspicious male. The male was located and was subsequently transported to the hospital.

• Police responded to the 9200 block of Lake Drive in Lexington March 9 for a counterfeit currency report. The manager advised a male suspect had passed $500 in counterfeit $50 bills at the store last night. The manager had video of the incident.

• A resident in Lexington reported criminal sexual conduct March 11. The case was forwarded to the Criminal Investigations Division for further investigation.

• Police conducted a traffic stop in the area of Lovell Road and Hamline Avenue in Lexington March 12. A male drive was subsequently cited for careless driving.

ROAD REPAIRS: ‘Washboard of a street’ slated for improvements section from Otter Lake Road east approximately 1,340 feet and paving the gravel section of Cedar from approximately 1,340 feet east to the Hugo border.

“This (JPA) is set up so that each city funds their share of the project including construction costs, engineering design and construction fees.

The fees will be prorated based on the percentage of construction costs,” Hankee explained.

The total estimated cost for the Cedar Street project, which will be covered by the city of Lino Lakes, is $490,000. Funding for the project is proposed through the street reconstruction fund. Approximately $247,500 of the fund balance will come from special assessments collected from abutting developments. Hankee said the $242,500 of remaining costs could be funded through state aid.

Under the JPA, the city of Hugo will cover the cost of Elmcrest improvements, which is estimated to be $295,000. Erichson explained no assessments are proposed for the project and funding for the project would come from the city’s road improvement funds.

Council Member Becky Petrcyk said, “This is another one of those things I thought we would never see happen in Hugo. I really appreciate this. This is in my ward, and I know a lot of people have concerns about that entire section.”

Weidt added, “I would like to thank the city of Lino Lakes and all of our staff here that worked with their staff to come up with this agreement. This is a project that does need to be done, it does need to be done in unison. I am glad that we were able to get to an agreement that is satisfactory. I am okay with the request from Lino Lakes to pay for the entire southern portion (Elmcrest Avenue) of the project, if they pay for northern portion (Cedar Street) of the project.”

Now that the JPA is approved, Lino Lakes will advertise for bids for both projects. Construction will likely start in July and go through October.

Hankee added both cities recognize it is in their best interests to pave the gravel sections of these roadways. Erichson added it would also be a benefit to both cities to pursue the projects concurrently with one contractor.

Hugo Mayor Tom Weidt asked, “If they are going to be in control of the contractor. How does the process for putting this out for bid work?” Erichson explained “There would be a similar track that we follow. At their next city council meeting they would request authorization to prepare plans and specifications, and we would do the same at our next meeting. We would then consent to the contract prior to award. We certainly have the ability prior to award to review the bids.”

Currently the existing traffic volumes on both roads exceed the recommended MnDOT threshold for when to pave a gravel road, which leads to a rough and deteriorated roadbed and poor driving conditions. According to MnDOT, once a gravel road reaches 200 vehicles per day (vpd), it is more cost-effective to pave the roadway rather than to maintain the gravel roadway. Currently the volumes are around 590 vpd on Cedar Street and 700 vpd on Elmcrest Avenue.

“This is a great improvement, because I had been hearing a complaint or two over the years but then after Clearwater Creek (housing development) went in, we have been hearing, ‘When is Elmcrest going to be paved?’

It is a washboard of a street. It is terrible,” Mayor Jeff Reinert said.

“You can’t drive on that road without messing up your car.”

The project includes paving 24th Avenue/Elmcrest Avenue from Tart Lake Road to the south a distance of 2,300 feet, and East Cedar Street from Otter Lake Road to the east a distance of 2,600 feet. The East Cedar Street improvement project will include the reclamation of the existing paved

Hugo Fire Department recaps 2018 for council

Members of the Hugo Fire Department visited the City Council March 18 to recap 2018. In addition to reviewing the year’s calls, four members of the department were officially sworn into new positions.

HUGO — Hugo Fire Department (HFD) Chief Kevin Colvard said calls volumes were up for 2018.

Colvard and other HFD members visited the City Council at its March 18 meeting.

“Call volume will likely continue to increase due to continued growth within the city,” Colvard explained.

Colvard’s annual report touched on staffing, calls, trends, operational improvements, training, community involvement, a “heartsafe community” and ended with goals the department has developed for 2019.

In 2018, HFD had one retirement, three resignations and three

new hires. It began the year with 27 total staff and ended the year with the same number.

Calls HFD had a total of 299 calls in 2018 compared to 263 in 2017. The majority of the calls (154) were for rescue (assisting North Memorial ambulance).

There were 78 alarm calls, 42 fire and service calls and 25 mutual aid calls. Colvard said the rescue call volumes were heavy this year, and the department is working with North Memorial to find out why.

Breaking it down further, there were 36 smoke alarm calls, 20 carbon monoxide alarm calls and 22 gas leak calls. There were nine calls for power line/transformer issues, eight burning complaints, five grass

fires, four smoke scares, three water problems, three structure fires, two vehicle fires, two gasoline leaks, two electrical problems, one person in distress, one lighting strike and one grill fire.

Trends Colvard explained, “If HFD had continued to respond to all EMS calls within Hugo, HFD would have responded to 863 total calls in 2018 (instead of 299).”

He noted that this is the third full year the department has chosen to assist North Memorial Ambulance only on major medical calls.

HFD also experienced a big drop-off in call numbers in 2015 after the city decided to switch from White Bear Lake ambulance service to North Memorial.

May was the busiest months for calls: there were 40. “I am not sure why May was so popular; usually we see the most calls around the holidays in November and December,” Colvard said.

Operational improvements and training HFD responded to three auto aids in 2018. Colvard said currently HFD has auto aid agreements with the White Bear Lake and Forest Lake Fire Departments, which means the department is automatically dispatched to confi rmed structure fi res. Councilman Mike Miron asked whether Colvard thought HFD would enter into more auto aid agreements.

Colvard responded, “I think we are good for auto aid agreements. I want to see this put into practice several more times ... down the road we could possibly enter into agreements with Lino Lakes, Stillwater, Mahtomedi, Scandia.”

Other operational improvements the chief noted included Washington County’s introduction of its

computer-automated dispatch software program, which streamlines response and documentation.

HFD was also awarded a $160,000 grant (with an $8,000 match) for the replacement of its self-contained breathing apparatus (SCBA) air packs, four of which are equipped with thermal imaging devices.

In 2018, HFD put 2,580 hours into weekly drills with more than 1,000 hours of additional training. Colvard noted that 90 percent of HFD staff members are trained in active shooter response.

Heartsafe community HFD trained 86 people in CPR and maintained three AEDs in public buildings in 2018. Colvard explained that in 2017, HFD started the AED initiative: six AEDS are geographically distributed around the city with volunteers.

When a call comes in that requires an AED, the volunteer who lives closest can respond directly to the scene with the AED in hand.

Deputy Chief Jim Compton Jr. shared a story when the program proved to be successful.

Back in January in the middle of the night, a call of full cardiac arrest came in. HFD’s Ron Gray, who lived down the street from the victim, headed to the scene, took over CPR and was able to administer two rounds of shocks before more HFD members and North Memorial arrived.

Ending 2018 on a high note The City Council approved the purchase of HFD’s fi rst aerial apparatus, which was delivered in late February. Colvard explained the department has been outfitting the apparatus with the proper equipment and training in its use. “The plan is to have it operational sometime in April,” he said.

2019 goals HFD plans to continue to focus on recruitment and retention this year. Colvard said it is becoming more and more difficult to fi nd fi refighters to fi ll the day shifts. The department plans to review the daytime staffing models, he said, to determine what the best solution is going forward.

The department also plans to continue applying for grants when applicable and continue its leadership development. At the March 18 council meeting, Colin Emans was sworn in as training captain, Jason Palmquist as training lieutenant, Ross Hoernemann as administrative captain and Trevor LeGros as fi refighter.

CENTERVILLE TIDBITS The Centerville City Council took the following action at its March 13 meeting: • By a vote of 3-1 (Councilman Matt Montain opposed and Mayor Jeff Paar was absent) gave authorization to begin property inspections in the downtown area in advance of redeveloping a downtown tax increment financing (TIF) district. The inspections are necessary and constitute one of the first steps in determining whether the city has sufficient properties that qualify the area to be eligible for a redevelopment TIF district, City Administrator/ Engineer Mark Statz said.

City officials are required to ask property owners for permission to enter the property for inspection.

Property owners have the right to deny that permission. If a property owner refuses entry to city officials, city staff will make an evaluation of the home based on documents the city holds on each property.

TIF is when a city uses property tax revenues it expects to receive from a development in an area where no tax revenues would otherwise be collected for reinvestment in the community for purposes such as public infrastructure. A project in a TIF district can be the catalyst for more development if the right project goes in there, Finance Director Bruce DeJong said.

• Passed a resolution authorizing worker’s compensation coverage for elected and appointed officials to include the mayor, members of the City Council, Parks and Recreation Committee, Planning and Zoning Commission and Economic Development Authority under the city’s League of Minnesota Cities Insurance Trust (LMCIT) coverage for city employees.

The LMCIT covers officials for a flat base amount of $18,200 at a premium rate of $0.49 per $100 of payroll for a cost of $89 per year. After further number crunching, the city’s final premium cost worked out to be $70 per year. “It would not make financial sense to deny this coverage,” DeJong said.

• Approved a quote from low bidder Air Fresh to install five portable ADA restroom satellites in city parks during the 2019 summer season at a rate of $550 per month from May through October. A sixth unit will be deployed for seasonal performances of the water ski show. After the city sent out a request for proposal for port-a-potties, three companies responded. The quotes all included a weekly service

and damage waiver fee, if applicable.

• Approved a Parks and Recreation recommendation to purchase a 20-foot GaGa Ball Pit and free Triple Shoot to install at Laurie LaMotte Memorial Park for a total not to exceed $2,200, using money from the park dedication fund. The pit would be portable for indoor winter storage and placed in a grassy area within the park during the season.

• Approved a conditional tender of employment to the top part-time receptionist/office technician candidate, contingent on the successful completion of various background checks. Council included this position in the 2019 budget at a rate of $14.48 to $16.18 per hour, not to exceed 24 hours per week. Interviews were held with six candidates. Staff hopes to have the candidate busy at work within the next two weeks, pending that candidate’s acceptance and subsequent background checks.

• Accepted a proposal for architectural and interior schematic design services from Leo A. Daly to help city staff better understand the costs, feasibility and scope of a potential renovation project for City Hall. The cost of the consultation is not to exceed $5,900 and will be covered with money from the capital equipment fund. City staff interviewed two interior design firms.

• Heard the engineer’s report from Statz, which included a number of items. After Kelly’s Korner reduced its outside signage considerably, the city will continue to work with the business on a permanent signage plan. Statz noted that early March 4, the city experienced a water main break near 73rd Street and Old Mill Road. Service was restored by 3 p.m. that day. Despite the cold winter, the city’s water service has held up remarkably well, he said.

The Parks & Recreation Committee has two open seats, but now has a candidate for one of them. The skating rink warming house has now been shut down for the season, and the Fete des Lacs Committee is looking for volunteers, Statz relayed.

• Recessed to closed executive session as allowed by Minnesota Statute Section 13D.05, subdivision 3(a) for city administrator performance review to evaluate Statz’s performance.

WHITE BEAR SPORTS BRIEFS White Bear Lake boys hockey honors listed White Bear Lake’s conference and section champion boys hockey team had four All-Suburban East Conference picks and five honorable mentions.

They are seniors Blake Meister, Chase Bill, and Evan Foss, and sophomore Lleyton Roed. Getting honorable mentions were senior Jake Klein and juniors Tyler Steffens, Billy Rose, Grant Hofeld, and Sam Newpower.

Meister got two team awards (leadership and most determined).

Other team awards went to Roed (top rookie), Joey Frattalone (most improved) and Foss (Hobey Baker).

Sharing the MVP award was the whole team, said coach Tim Sager in announcing the awards.

Top scorers (goals-assists-points) were Meister 11-29-40, Roed 15-20-35, Bill 13-20-33, Rose 9-22-31, Newpower 14-14-28 and Hofeld 14-12-22.

In goal, Foss had a 1.6 goals-againstaverage and .894 save percentage, and Tyler Steffens had 1.8 and .879.

The Bears were 21-6-1 overall after going 0-2 at the state tournament, and 15-0-1 in the Suburban East Conference.

Bears girls hockey honors announced SUBMITTED

Blake Meister was the Bears’ top scorer and one of four all-conference picks.

White Bear Lake had three allconference picks and three honorable mentions in girls hockey after posting a 13-14-3 record and reaching

the state tournament.

Goalie Calla Frank, forward Sydney Shearen and defender Abby DeLaRosa were named to the All-Suburban East team. Honorable mentions went to seniors Lauren MacLean and Olivia Reif and junior Avery Snyder. The Bears were 7-6-1 in conference.

Frank also got the state senior goalie of the year award from Let’s Play Hockey, Pioneer Press metro player of the year and Star-Tribune all-metro first team. The coaches association all-state team included Frank, with Shearen and DeLaRosa honorable mentions. Reif was named academic all-state.

Team awards announced by coach Jerry Kwapick went to Frank (most valuable player), Reif (Hobey Baker), Sophia Verkerke (most determined), and Stephanie Wolkerstorfer (most improved), and Ellie Sarauer (top rookie).

Frank posted a .944 save percentage this year, making 1,029 saves while facing an average of 36 shots per game.

Top scorers (goals-assists-points) were Shearen 14-11-25, Reif 10-12-22, DeLaRosa 2-11-13, McKeeley Larson 6-612, MacLean 5-7-12, and Verkerke 4-8-12.

Shearen finished her five-year career with 76 goals and 74 assists.

Live singing competition added to 2019 Northeast Metro Expo

For the fourth year in a row, the Northeast Metro Expo will bring business and community together in a family-friendly environment.

The free event will take place from 11 a.m. to 3 p.m.

Sunday, April 7, at White Bear Lake Area High School's South Campus.

Local businesses, nonprofits, schools and health centers will share information about their services with

community members. Food and free entertainment will keep expogoers full and entertained.

New this year is a live singing competition inspired

by NBC's popular TV singing competition, “The Voice.”

Finalists Julia Wettschreck, Kennedy Lorraine Tima and Sarah Spaulding will compete live for a $250 grand prize.

Gary LaRue, a singer and owner of Rat Pack Entertainment, helped select the three finalists from

submitted video recordings.

“It may sound cliché, but it was really hard to narrow down the submissions to the three chosen finalists,” he said. “Each had passion and talent, which is great, but of course it contributes to the difficulty in narrowing down the field. While it wasn't easy, we eventually decided on the three finalists, and we're looking forward to a great competition.”

The finalists will take the stage shortly after 2 p.m., each performing a

handpicked song to a prerecorded instrumental track. Singer Kat Perkins, a semifinalist in the NBC show's sixth season, will join LaRue and others on the judging panel.

After the winner is crowned, Perkins will perform two songs to help close out the day.

Expo attendees also have the opportunity to show off their own vocal ranges. Prior to the competition, LaRue will lead the crowd in a collective singalong of Neil

Diamond's “Sweet Caroline.”

“If all goes well, we'll set Northeast Metro's record for (the) most people singing 'Sweet Caroline' at the same time,” LaRue said.

Number of adverse health events up in 2018 The number of reportable adverse events in Minnesota hospitals, ambulatory surgical centers and community behavioral health hospitals has been slowly increasing for the last five years. These events reached their highest number — 384 events out of 5 million patient days — between October 2017 and October 2018.

Anxiety doesn’t discriminate

Kiah Sorenson, a therapist with Lee Carlson Center, says she has seen anxiety in children as young as age 5.

Sorenson and Lee Carlson therapist presented on the topic of anxiety in children at a Golden Lake Elementary (in Circle Pines) PTA meeting March 19.

Principal Christopher Gerst said it couldn’t be a better time to create a dialogue on the topic, as elementary schools are seeing an increase in children who are dealing with anxiety. According to the Anxiety and Depression Association of America, anxiety disorders affect 25 percent of children between ages 13-18. Based on the most recent data collected from National Survey of Children’s Health, there was a 20 percent increase in anxiety diagnoses between 2007 and 2012 for ages 6 to 17.

“We have seen an increase in the number of students who have anxiety play a role into their day at school.

Anxiety, in one way or another, can infringe on their ability to learn in the classroom,” Gerst explained.

“Anxiety is more prevalent than people think. Anxiety doesn’t have a face; it is in students, it is in adults. A lot of adults are very good at hiding it, but kids aren’t as good at hiding it.”

Gerst said that at the most extreme level, he has seen kids with severe anxiety not come to school.

Anxiety to some degree is normal and can actually be helpful, but when it takes over and disrupts one’s ability to function, it can become a real problem. An example of that, Kouba explained, is excessive nervousness, fear or worry.

One parent shared a story about her child riding her bike. The fear of falling became so intense, even though she hadn’t fallen, that she cried for three hours. Another parent said her child had chewed through six winter jackets in one season.

The causes of anxiety vary on a kid-by-kid basis. Sorenson said, “It

could be very specific, such as they are anxious for tests or anxious with dogs. It could be very broad, situational, environmental.”

Kouba noted that at the middle school level, she sees “kids in the classroom who are worried about being able to leave if they have to go to the bathroom, asking for help, being placed in a random group or speaking in front of the class.”

So what can parents do to help their children? Sorenson said parents need to get out of the “fi x-it” mentality.

“It is hard, because a lot of times as parents we want to protect or fi x, but when you are playing that ‘fi x-it’ role with an anxious child, they are not learning the skills themselves to problem-solve,” she explained.

“We have to assist them in problemsolving and figuring out their own solutions, because if we fi x it for them all the time, they may not learn how to deal with it and we can feed into their avoidance.”

It is important for parents to not only normalize and validate their child’s feelings, but to also explain to their child that they get anxious too, and model how to deal with it. One tool that can be helpful is creating a “social story” where the child writes down a play-by-play of how they are feeling, what made them feel that way and how they got through it.

Of course, breathing can help too.

Specifically four-square breathing, where you slowly exhale, slowly inhale, hold your breath and exhale again.

When asked if social media is

causing more anxiety in youth, both Sorenson and Kouba said it is hard to say, but it can definitely play a role.

Kouba said although social media is often talked about in a negative light, it is important to think of some of the pros. Sorenson added, “It can be viewed so negatively, but it can be positive. Sometimes that is all my kids have for social interaction because that face-to-face communication is too much.”

Gerst said another problem they are seeing at the elementary level is chatrooms. “Your typical fourthand fi fth-grade conversations that once took place on the playground now happen in a chatroom.” He said adding there is a lot of bullying and put-downs.

A popular game right now is Fortnight, where kids are dropped into a virtual world and play a game similar to Capture the Flag; however, it involves guns and trying to kill each other. Gerst said that in the chatrooms, kids will often threaten one another, which creates a grey area: is it a real threat, or just part of the game?

“These games don’t have a beginning, middle and end, they go on forever. So students sometimes have a hard time transitioning because they don’t know what it means to end something. It is just one more level ...”

One thing that is important for parents to know is just because their child is dealing with anxiety right now does not necessarily mean they will have it forever.

“There is no pattern,” said Gerst.

Dead trees are essential to wildlife health

At a time of year when most of the outside world appears lifeless, dead trees don’t stick out much.

But to countless wildlife species, dead trees are an oasis of resources yearround.

Woodpeckers are one of the most common birds to see in the winter landscape, and one of the most famous for making good use of standing dead trees or snags. With their specialized beaks and tongues, woodpeckers hammer at the bark of dead trees to find insects that have burrowed inside for the winter. In the spring, some of the cavities drilled into the trees by woodpeckers will become nests for their offspring, for other birds, or for completely different types of wildlife, such as squirrels.

reason their population has decreased may be due to the clearing of dead trees, and a reduction in nut-producing trees due to disease and infestation.

However, the highest population of red-headed woodpeckers in Minnesota is found in East Bethel, at the University of Minnesota’s Cedar Creek Ecosystem Science Center.

Researchers have questioned why this area is so attractive to red-headed woodpeckers, and found

that their nesting sites correlate to the number of prescribed burns done in the area. Before modern land management practices, natural fires were an essential part of Minnesota’s ecosystem. Many of the trees that were burned created the red-headed woodpecker’s ideal standing, dead tree for nesting.

Some species are incapable of creating their own nesting cavities, relying on other birds or animals to do the hard work. These

include eastern bluebirds and American kestrels, which have been helped somewhat by the effort to install artificial nesting boxes in their respective habitats.

Late winter is a good time to keep an eye on small holes in trees— small owls such as northern saw-whets and eastern screech owls may be exploring roosts to select as nesting site. A closer look at some of these shadowy cavities can reveal a

haunting yellow pair of eyes—or two, or three— staring back.

Hundreds of other forms of life also depend on the presence of dead trees in their habitat. The decomposition of trees returns important nutrients to the ecosystem, which feed bacteria, fungi, lichen, and an assortment of microscopic critters up the food chain. Ant colonies thrive in and under dead wood, providing a food source for a diverse array of other

species. Pollinating insects such as native wasps and bees also rely on dead trees and logs for their nesting sites.

Although downed logs and snags are not always aesthetically pleasing in a forest setting, the benefits of dead trees extend even into the health of the soil and ecology of local aquatic life. It only takes a closer look to observe the web of life that stretches from a single rotting log to the entire world around it.
