Good Life celebrates Easter

WHITE BEAR LAKE — The consensus of a White Bear Lake Area Schools facilities planning committee is to solve the district’s growing enrollment by going back to a onecampus high school model by putting an addition on North Campus. The committee also concluded that a new elementary school is needed in Hugo.

The committee will present its ideas to the school board April 22. The facility planning committee of 90 staff, parents and community members has been discussing needed facility updates and expansions this school year to address the district’s growing enrollment and aging facilities. Enrollment is expected to increase to about 10,800 in less than 10 years, according to district documents. It is about 8,600 this year. Current capacity is 8,700.

Three subcommittees of 30 each discussed for 35 hours this winter, said Tim Wald, assistant superintendent for finance and operations.

The committees addressed learning space, community space and physical conditions.

A 30-member solutions group then researched various ideas, said Jill Engwer, committee member. The committee discussed five options for high school configuration and elementary configuration, among other needs. The 90-member committee came to a

Lake level lawsuit: Appeals court reverses district court decision

ST. PAUL — The Court of Appeals reversed the 2017 district court decision in the lake level lawsuit, writing that common-law public-trust doctrine applies to navigable waters and not groundwater withdrawals.

Presiding judge John Rodenberg issued the April 22 opinion, writing that the district court erred by allowing respondents' claims to proceed under Minn.

Stat. 116B.03, which pertains to civil action. “Minn.

Statute 116B.10 provides the proper remedy for challenged actions taken pursuant to a DNR permit,” read the decision.

The lawsuit, filed late 2012 by the White Bear Lake Restoration Association and White Bear Lake Homeowners Association, claimed the DNR violated MERA and the public trust doctrine by making water-

appropriation decisions that lowered the level of White Bear Lake.

District Judge Margaret Marrinan sided with the plaintiffs, ruling that permitting of high capacity wells and mismanagement of the lake and aquifer violated both MERA and the public trust, a law binding the state to protect its natural resources on citizens' behalf.

The DNR, represented by the attorney general's office, argued in appellate court Jan. 24 that the lawsuit should have been brought under Section 10 of MERA. The appellants argued that the district court erred by allowing respondents to pursue claims under Statute 116B.03 regarding groundwater appropriation permits.

Attorneys for White Bear Township, an intervenors in the case on the side of the DNR, had argued that point regarding administrative process early on in the trial.

attorney Chad Lemmons explained in an earlier article.

“Since action on the permits was the ultimate goal of the plaintiffs, it should have been brought under Section 116B.10 and not 116B.03. Minnesota Statute 116B.10 provides the proper remedy for challenged actions taken pursuant to a DNR permit.”

“To be sure, the lake and aquifer are hydrologically connected,” wrote Judge Rodenberg. “That is why MERA applies to the groundwater. But that does not make groundwater 'navigable.' Precipitation also supplies water the the lake, but that fact does not make area rain barrels 'navigable.'”

Some issues were not addressed. The court recognized that the appellants raised other arguments, but “because we reverse and remand on the application of Statute 116B.03 and reverse the district court's application of the public trust doctrine, we do not address those issues further,” Rodenberg said.

The three-judge panel was not unanimous in the decision, with one judge, Diane Bratvold, dissenting in a lengthy 18-page opinion of her own.

The White Bear Lake Restoration Association, has 20 days to file a petition to appeal the decision to the Supreme Court. Stay tuned for updates.

Rosemary Apartments gets the OK Public concerns prompt city/HOA meeting

HUGO — Rosemary Apartments got the green light from the City Council at its April 15 meeting.

Despite residents’ concerns, the council unanimously approved a site plan, conditional use permit (CUP) and the final plat for the project.

Rosemary Apartments (formerly known as Frenchman Lofts) is slated to be an approximately 80,000-square-foot, three-story apartment building housing 45 units on the property located north of Rosemary Way and west of Everton Avenue (just north and east of Festival Foods). Community Development Director Rachel Juba explained the 80,000 square feet includes every level, including the area dedicated to underground parking. The actual building footprint will be closer to 20,000 square feet.

The Planning and Zoning Commission held a public hearing March 28 where 10 residents voiced their concerns about the project. Many of them voiced those same concerns in front of the council April 15. Some of those concerns included: building height, parks, parking, drainage and affordable housing. Juba explained a neighborhood meeting was held (after citizens requested it) April 8 for residents along Everton Avenue who had questions and concerns about drainage.

“The developer has done a good job with the overall site plan and the general design of the building. Staff will continue to work with the developer on the required revisions to the plans and architecture,” Juba explained. “Staff finds that the proposal meets all the requirements necessary for the city to approve a site plan, CUP and final plat as outlined in the city code, if the conditions are met in the resolution.”

Mayor Tom Weidt asked Juba to explain what affordable housing means for this project. “This is a Section 42 project, which is very different from Section 8,” she said. “Section 8 is a rental assistance voucher that is given to the renter as they are renting a unit.

The Section 42 program is the assistance that goes to the developer or the builder for the construction of the project, and then they are regulated into having lower rents for that tax credit.”

The workforce housing apartment complex would be rented to persons or families who earn 60 percent of the area median income ($90,000) or less. “That equates to $45,000 to $60,000, depending on the household size,” Juba said.

Councilman Phil Klein added, “This is not Section 8 where you have folks that are not even making minimum wage. These are nurses, receptionists, administrators, restaurant and bar workers, general folks. There are many people in this room that don’t make 90,000 a year individually.”

Councilwoman Becky Petryk wanted to know whether there would be any age restrictions for possible renters and what the targeted demographic would be. MWF Properties Development Manager Chris Stokka explained, “We do receive seniors from time to time, but the majority of our residents are younger families. I would say we see 10-20% seniors depending on the project location.”

Councilman Chuck Haas wondered whether the proposed play structure was too small for the size of the development. “The existing parks are quite a ways away. Since there are going to be a lot of young children, it would be nice for them to have a place to play,” he said.

Stokka explained although that is the type of structure they typically use for 60-unit developments, MWF Properties is willing to work with staff on coming up with a better solution as long as the site can accommodate it.

MWF Properties is proposing to build Rosemary Apartments (formerly known as Frenchman Lofts). The project is proposed to include 45 units, which will be a mix of one-bedroom, two-bedroom and three-bedroom units.

Although a public hearing was not scheduled, Weidt opened the meeting up to public comment from residents.

Six residents shared their concerns.

Longtime resident Arnie Treimert said, “I am still a little concerned with the river on the west side of the building. I would like to know if I can get something in writing for when the water backs up, that you will do whatever you need to do to fix it.”

City Administrator Bryan Bear responded, “There is an extensive amount of information available, and we can provide all of that to you for you to review. We also have information that will explain to you what the changes in stormwater flow will be resulting from this site including the stormwater rate, stormwater volume and other stormwater calculations. This project does not have an impact, particularly on properties way up in your neighborhood. That’s about as good as we can do right now at the city level.”

Everton Avenue resident John Udstuen encouraged the city not to grant a variance for the building height in the future. “We have a miss in our ordinance. It is extremely important that we do not allow this developer to get a variance on this building, because even at 35 feet, considering he is building on a mountain of dirt, this is going to far exceed the height of Festival Foods, the townhomes, the church, everything around, but he in theory is complying with the ordinance,” he said.

Bear explained the approvals at hand were for the building to have a maximum height of 35 feet. The developer would have to come back for a variance in the future if it was going to exceed that height, which may or may not be approved, he noted. Stokka explained MWF Properties applied for a variance on Friday, April 12, to allow the building height to be 38.5 feet.

Rosemary Way resident Erin Kimball said her biggest concerns were the lack of a park in the area, street parking and the fact that many residents were opposed to the project. “I think it is important to recognize that there was a petition in our North Village Villas that 51 owners signed and the only reason more owners didn’t sign is because people simply were not home when the petition went around,” she said. “Being on the City Council, you have a duty to protect the citizens who are already living in the area.”

Resident Catherine Clark shared her concern with the HOA-maintained roundabout that will see increased traffic from the project. “Right now, our association maintains that roundabout.

Right now, we have a real problem with semis coming from Festival going around that roundabout. They are not built for semis and they go up on curb and it is a pain to fix,” she explained.

“You put in this apartment building, you have got potentially 90-some new cars coming around the roundabout.

Why should we maintain it for all of

those people? Maybe the city should now take over this roundabout if you want this apartment building.”

Weidt said he welcomes the project and he thinks the new residents will be a good addition to the city. “We want to have lifecycle housing ... We want to have an opportunity for people who want to live in Hugo to come to Hugo and stay in Hugo,” he said. “There are a lot of questions about why we are building this and why not a restaurant; well, the city doesn’t do that — we are not playing SimCity. We don’t just pick where things go and say, ‘Let’s have a restaurant there.’ That’s not how it works.”

Haas said, “When this project originally came before us last summer, I thought it was a good project in a good place ... This meets all the criteria for approval, and I am happy to support it.”

He added, “The conversations we have had with residents have brought up a few things we need to address ... parking on Rosemary Way, park needs, the roundabout and drainage. We have had a lot of ideas that came from residents to make this a better plan.”

Councilman Mike Miron added, “Usually when we have projects like this is when we hear about other things we need to hear about.”

After the approvals, Weidt directed city staff to set up a meeting with the HOA to discuss future park plans and the roundabout, and to analyze the current parking situation on Rosemary Way. Juba said construction would likely start up this fall or in spring of 2020.

hile waiting in line for an ice cream cone at a local establishment the other day, the server handed a cone to a young adult who took it without saying “thank you.” I noticed because it is so unusual for someone in that type of interaction to simply walk away without any acknowledgement or even a quick thanks. Perhaps the person forgot or was distracted. It got me to thinking about the importance of our every day interactions. More often as I go about my day in this community, I see people smiling at each other, offering to hold open doors and engaging in kind little gestures. We all try to teach our children etiquette and model good manners, and for the most part, the youth I talk to are polite. It’s a reminder that a show of appreciation or a small act of kindness is noticed more than we may ever know; it’s absence is noticed, too.

This brief experience also made me think about how often I say “thank you.” How do I say it to our staff here at Press Publisher’s regularly Publications, our carriers who deliver the papers each week, our customers who partner View with us through their marketing efforts, and Carter Johnson our loyal readers? Probably not enough.

There is a lot that goes into producing the newspaper every single week. Here at Press Publications, our goal is to instill good values in the products we publish: weekly reporting of local government, school board meetings, feature stories, community, church and business briefs, our calendar of events, and much more. We have top-notch journalists writing and coordinating the content each week, and they do a fantastic job. Fighting to protect families’ budgets

A

s your state representative, I work hard to make sure that family budgets and your pocketbooks are protected. Part of that job is fighting against radical tax proposals that are being discussed by Democrats in St. Paul.

Across the entirety of their proposed state budget, Democrats are looking to raise taxes on hardworking Legislator Minnesotans by more than Lingo $12 billion over next four Linda Runbeck the years. And that massive tax increase is on top of the $2.1 billion tax increase that was passed and signed into law by Gov. Dayton in 2013.

The real-world consequences on your family, your neighbors, every job-holder and every job-creator in Minnesota will be harsh indeed if these tax increases become law.

Remember that these proposed taxes are coming at a time when the state has a $1 billion budget surplus. Realize also that these proposed taxes are coming from Democrats openly in denial of the fraud, waste and incompetence in public programs and are unwilling to take steps to

reform. Yet, they make plans to raise your taxes by $12 billion.

Unconscionable!

For most people, the extreme 70% gas tax increase that Gov.r Walz and House Democrats are proposing is the most painful.

The 70% increase would vault Minnesota all the way to fourth highest in the nation.

In total, their transportation proposal seeks to raise taxes by $3.87 billion over four years and doesn’t just include the gas tax. It also contains tab fee increases, additional vehicle sales taxes and a half-cent metro area sales tax increase for transit.

Further, their plan would raid funds that were set aside last year to fix roads and bridges through already existing sales tax from auto parts and car rental and lease sales.

Along with transportationrelated taxes, Democrats are aiming to raise health care taxes by as much as $2.55 billion during the next four years by reinstating the provider tax or “sick” tax. This is a tax levied on a variety of patient services including things like baby deliveries, chemotherapy treatments, routine doctor visits, emergency room visits and more.

There’s more. Another $2 billion in payroll taxes from employees and employers is being proposed to pay for Democrats’ paid sick and

family leave scheme, which also creates a new government agency and means less money in your paychecks.

Finally, House DFLers’ omnibus tax bill will raise an incredible $4 billion in new taxes in four years. While it’s true that their tax plan will provide a small amount of relief for folks, what you likely won’t hear is that the bill contains a wide array of taxes that will increase consumer prices and reduce wages for Minnesotans.

Between increased spending and massive tax increases, it is clear that House Democrats and Gov. Walz do not have an understanding of Minnesota’s economy and how important it is to ensure that Minnesota families’ tax burden is as low as possible.

Their plans are completely unsustainable and irresponsible at a time when the state has a $1 billion budget surplus.

As long as I’m your state representative, I will fight to make sure your family budget is protected in Minnesota.

It’s time to bring some common sense to St. Paul and to let Governor Walz and House Democrats know that Minnesotans cannot afford what they are proposing.

In a nutshell, Centerville in a good place CENTERVILLE — “Overall, the city is in a great place due to a lot of hard work from a lot of people,” Centerville Mayor Jeff Paar said during the 2019 State of the City report presented at the April 10 City Council meeting.

The report is an annual update given to citizens on how their city is doing. A report was not given last year as a lot was going on, Paar said.

Before many future reports are presented, Centerville citizens should have a few more neighbors, as residential development is starting to expand.

Eighteen detached townhomes of Bayview Villas will soon be developed on the former Waterworks property, and everything is moving forward, Paar said.

The city has received building permit applications from the developers, and construction will begin once the frost is gone. Each townhome is expected to cost around $750,000. Much effort went into making sure the shoreline stays protected and intact, he said.

Roughly 24 townhomes will be constructed as part of Peltier Estates, located at the north end of the Brian Drive culde-sac. The city will have to wait a bit longer for the first shovelful of earth to move, not because of frost, but because of necessary paperwork.

The Old Mill Road development on the

east side of Old Mill Road is expected to offer 32 single-family homes.

Commercial development in Centerville is now starting to see a revitalization following the recession.

Ruffridge Johnson Equipment Co. Inc. held a ribbon-cutting ceremony Dec. 12 for its new property on Commerce Drive and 20th Ave. N. The city and Midwest Best Water formed a purchase agreement at the end of March for the adjoining property on Commerce Drive. Midwest Best Water provides wholesale equipment for grocery store owners to provide consumers the capability to fill their own jugs with drinking water.

Earlier in April, the Planning and Zoning Commission studied market-rate apartments for downtown's Block 7 on an empty lot adjacent to Kelly's Korner. Two proposals and concept plans for that site have been presented to the city.

To assist with economic development, as an active member of the Quad Area Chamber of Commerce the city holds events and open houses to promote existing Centerville businesses and attract newcomers.

The city has formed a rebranding committee to make the most of its new era of economic vitality. The committee is composed of Paar, City Administrator/Engineer Mark Statz, Planning and Zoning Commissioner Nick Twohy and Econom-

ic Development Authority Member Jim Weatherhead to freshen up the city's logo and come up with new ideas and taglines.

“The present logo is hard to read and see in marketing materials,” Paar said.

Down the road, the city will try to replace entrance signs with monument signs to be more inviting to people coming into town to let them know they are in Centerville. City Hall will be renovated.

The last time the council meeting room was refurbished was in 1992, and the walls were last painted in 2003. Paar said he hoped the updates would bring City Hall to at least the year 2000. Last year, the city formally became a community that supports its veterans. The city will post Beyond the Yellow Ribbon and Purple Heart signs at its entrances to honor its veterans who have served or who have been wounded or killed in action.

The city will continue down the path of improving its pavement. Because street maintenance is extremely expensive, the city has applied for Community Development Block Grants to help pay for for water main installation downtown and ongoing street reconstruction. “The roads are the last puzzle pieces needing to be redone,” Statz said, “The streets are in rough shape.”

Fete des Lacs will be celebrated from July 16-21. Organizers will try to enhance that festival a bit by adding food trucks.

Author/photographer Sara Marie Moore and her hedgehog, Ginger, will be featured at a book release party for “The Spike Cream Woods” at Ramsey County Library - Shoreview at 2 p.m. Saturday, May 11. Comedy show fundraiser The Hugo Good Neighbors Food Shelf will host its fifth annual Comedy Show Fundraiser Friday, May 3, at 7 Vines Vineyard, 101 Highway 96 E, White Bear Lake. Washington County opens biking exhibit Minnesota is considered the second most bike-friendly state in the United States. To celebrate the vast network of trails and paths in Washington County, including the history of rails to trails, the Washington County Historic Courthouse will host “Spokes & Folks: The Evolution of Bikes and Trails in Washington County.” The exhibit will open June 1 and run through 2019.

The exhibit will highlight how bicycles have impacted the lives of area residents over the past 160 years. Exhibit sections highlight historic bikes, local innovators and leaders in the bike clubs at the turn of the last century, the growing access to biking trails in the county and the role that bicycles have played in changing social patterns for women. On the public safety front: both police and fire departments have completed their annual budget reports for 2018 and both organizations finished under budget. In addition, the annual audits passed muster, the body-worn cameras are regarded as a huge success, and the Insurance Service Office rating for the Centennial Lakes Fire District has been promoted one step from Class 4 to Class 3 (Class 1 is the best). Public safety personnel have been recognized frequently for lifesaving actions; however, the fire department needs more volunteers.

On the topic of communications and transparency, council meetings are streamed live on cable TV through the North Metro Telecommunications Commission and on the city's website (www. centervillemn.com) and are rebroadcast at both locations. Everyone in town with a smartphone can find their city on Facebook and Twitter.

Finally, the city is financially sound, with an AA bond rating and a clean audit. The current budget saw a levy reduction of 1.7% and a stabilized financial future. City staff made adjustments in the budget to ensure no jarring ups and downs would be likely in upcoming annual budgets as the city continues to pay down its debt.

“In a nutshell, with all that's going on, we think the city's in a good place,” Paar said.

Lori Mosser will begin her role as principal of Oneka Elementary on July 1, when current principal Teresa Dahlem retires from the position. The White Bear Lake Area School Board approved Mosser’s contract at its April 8 meeting.

“Lori has extensive teaching experience at the elementary level and has served in instructional leadership roles as well,” said Superintendent Wayne Kazmierczak. “We are excited for her to step into this role, serving elementary families on the north end of our district.”

She will continue in her role at Central through June. The district will facilitate a search process this spring to fill the vacated role.

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • An unidentified motorist was arrested at 3:09 a.m. March 23 in the 7000 block of 170th Street N. for DWI and speeding 67 mph in a 55 mph zone.

Southbound Washington County Sheriff’s Office deputies on Forest Blvd. N. and 165th Street N. clocked the northbound motorist on radar. The subject was also traveling with bright headlights illuminated. During the traffic stop, deputies observed all the signs of an intoxicated person and conducted a field sobriety test on which the subject tested 0.16.

• Deputies on stationary patrol facing northbound on Highway 61 observed a motorist on southbound Forest Blvd. N. at 137th Street N. at 11:21 a.m.

March 23 lose a front driver’s side tire. The tire flew southeast toward the stationary squad and landed in a yard. Deputies provided emergency lights for the driver, who blocked the bypass lane while he replaced his tire.

• A May Township woman, 52, was cited at 12:49 p.m. March 23 on 170th Street N. and Ingersoll Avenue for speeding 65 mph in a 55 mph zone.

• A resident in the 4000 block of 149th Street N. at 10:25 p.m. March 23 reported her intoxicated boyfriend for walking to her house and creating a disturbance when he had been told not to show up there drunk. By the time deputies arrived on the scene, the complainant had locked the boyfriend out and he was at large.

• Deputies on routine patrol at 1:16 p.m. March 24 at Well House No. 3 on 147th Street N. and Finale Avenue N. observed two juveniles in hoodies acting suspiciously in an area reputed to be the site of frequent juvenile mischief. The youths hightailed it into the woods when deputies approached. In checking the area, deputies found what appeared to be fresh graffiti on the well house. Public works was notified.

• A Ham Lake repossession company reported trying to haul away a vehicle at 6:00 p.m. March 24 in the 4000 block of Victor Path when the vehicle’s owner hopped into the vehicle and drove it away, striking the lift vehicle in the process. When the vehicle’s owner returned home, he met deputies and the repossession company’s lift vehicle in the driveway. The subject told deputies he had just received notice about his late payments and had tried calling about setting up a payment plan.

The subject also said that when he looked out the window and saw the tow truck pulling up to his vehicle, he ran out to back the vehicle into his garage, but the tow truck kept backing up. The delinquent vehicle owner admitted to colliding with the tow truck. It has yet to be determined whether the subject will be cited for damage to property and failing to stop for a collision.

• A Hugo man, 70, who was previously evicted from Hugo Estates in the 15000 block of Forest Blvd.

N., was reported for living in another unit of the complex at 10:06 a.m. March 25. When deputies arrived to deliver the trespassing letter to the unit in which he was living, they could not get anyone to answer the door, even though they knocked long and hard. The subject’s vehicle was parked in the driveway. Deputies could also hear a TV on inside the unit. The trespassing letter was passed on to the next law enforcement shift for attempts at contact.

• A resident in the 14000 block of Finale Avenue at 10:27 a.m. March 25 reported the theft of multiple jewelry items from her room in a multiple-unit dwelling over the past week.

• Gas drive-off totaling $13.56 was reported at 1:15 p.m. March 25 from the Speedway station in the 14000 block of Forest Blvd. N. Employees were able to retrieve the license number of the vehicle, and its owner was contacted by deputies. The registered owner said he had sold the vehicle two weeks ago and gave deputies the contact information of the new owner. That new owner was advised of his yet-to-be-completed transaction at Speedway and quickly returned to the station to pay.

• A resident in the 4000 block of 149th Street N. at 6:01 a.m. March 26 reported $200 in fraudulent charges to her Wells Fargo credit card and other credit cards.

• A resident in the 14000 block of Homestead Avenue at 4:31 p.m. March 26 reported $1,900 charged

to her Macy’s card without permission. Macy’s has already reversed the charges and closed her account.

• A Mahtomedi man, 34, was cited at 5:31 p.m.

“When asked why he took his time stopping for deputies, the subject said he didn’t want to pull into his child’s day care and have his child see him being stopped. He said he had no reason for speeding.”

He was also verbally warned for unsafe passing.

• An employee of Festival Foods in the 14000 block of Victor Hugo Blvd. N. at 5:33 p.m. March 26 was reported for shoplifting a bottle of Hennessy VS cognac from store shelves after camera footage showed the Hugo youth taking the item. The store manager told deputies that if the youth were to turn over the bottle, the store would not press charges. When deputies arrived at the home of the youth and his mother, they found the unopened bottle of cognac and had a chat with the youth about his actions taken that day.

• A White Bear Lake woman, 18, was cited at 6:42 p.m. March 27 in the 12000 block of northbound Forest Blvd. N. for driving after suspension and passing on the right after southbound deputies on routine patrol observed her use the right turn lane to pass a left-turning vehicle. During the traffic stop, the subject told deputies she didn’t happen to have her license on her as she had just renewed it and didn’t have the white paper copy with her.

After a quick computer verification, deputies discovered the motorist was suspended. The subject said she didn’t believe she was suspended and that it was a mistake.

• A resident in the 12000 block of Foxhill Avenue at 12:09 p.m. March 28 reported that his identity had been stolen and used to obtain a credit card, which was then used to charge $95.09 at Cumberland Farms in New Hampshire in February.

• A Hugo man, 58, was cited at 1:32 p.m. March 28 in the 4000 block of Heritage Parkway N. for speeding 35 mph in a 30 mph zone following increased police presence in the area due to numerous complaints from neighboring residents about speeding. The patrol area was located near Oneka Elementary School. Eight other motorists were also cited for speeding 35 mph in a 30 mph zone March 28 and 29.

“One motorist told deputies she didn’t think driving at 36 mph in a 30 mph zone was speeding.”

• A Hugo woman, 57, was cited at 10:16 a.m. March 29 on Heritage Parkway and Empress Avenue N. for speeding 65 mph in a 55 mph zone.

• A Hugo woman, 33, was cited at 10:43 a.m. March 29 on Heritage Parkway and Eminence Avenue for speeding 35 mph in a 30 mph zone. The motorist told deputies the reason she drove over the centerline was that she had the flu and was coughing.

• A North Branch man, 25, was cited at 6:33 p.m.

March 29 in the 4000 block of Education Drive N. for failure to wear a seat belt. The motorist told deputies he had just left a gas station and had forgotten to put it on.

• A Scandia man, 47, was cited at 7:40 a.m. March 30 on 170th Street N. and Ingersoll Avenue N. for speeding 65 mph in a 55 mph zone. Another driver was cited for the same offense that same morning in the same area.

• A resident in the 15000 block of Forest Blvd. N. at 9:35 a.m. March 30 reported items stolen from three vehicles.

• A resident in the 15000 block of Forest Blvd. N. at 9:39 a.m. March 30 reported the theft of an exten-

sion cord from a locked shed. The padlock was cut off.

• A vehicle that ran off the roadway before striking and damaging a fence in the 13000 block of Elmcrest Avenue N. at 1:30 p.m. March 30 was reported stolen from Brooklyn Park. The lightly damaged vehicle was towed, but no suspect was found at the scene.

• A May Township woman, 48, was cited at 11:53 p.m. March 30 in the 8000 block of eastbound 170th Street N. for speeding 70 mph in a 55 mph zone by westbound deputies who clocked her at 72 mph.

The motorist told deputies she thought she was going 60 mph.

• A Hugo man, 20, was cited at 9:13 a.m. March 31 on Heritage Parkway N. and Enfield Avenue N. for speeding 35 mph in a 30 zone. Seven other motorists were cited that same morning for speeding 35 mph in a 30 mph zone near that same intersection, as deputies maintained an increased presence in the area following multiple neighborhood complaints of speeding. The patrol area is located three blocks away from Oneka Elementary School at 4888 Heritage Parkway N. • A Hugo woman, 56, was cited at 7:40 a.m. April 1 on Heritage Parkway and Enfield Avenue N. for speeding 35 mph in a 30 mph zone. Fifteen additional motorists were pulled over for speeding that same week on Heritage Parkway N. and its cross streets. Most were cited for speeding at 35 mph and one motorist was cited for going as fast as 38 mph.

• A Hugo woman, 83, was cited at 11:00 a.m. April 1 on 157th Street N. and Farnham Avenue N. for tabs that expired in July 2018 after deputies on directed speed patrol in the 4000 block of Heritage Parkway N. spotted her tabs.

“The motorist said that she had leased the vehicle for the past two years and thought the dealership was responsible for the tabs.”

• A White Bear Lake woman, 20, was cited at 12:48 p.m. April 1 in the 13000 block of Europa Court for tabs that expired in July 2018.

• A resident in the 16000 block of Harrow Avenue N. at 2:50 p.m. April 1 reported mail stolen from his mailbox after he found an empty envelope in the box that had apparently contained his tax return check. The complainant immediately contacted the relevant financial institutions about the theft.

• A resident in the 8000 block of 147th Street N. at 4:16 p.m. April 1 reported her insurance company for changing her car insurance coverage from full coverage to liability without her permission after she had fi led a claim. After contacting her company, the complainant said she was never given a definitive answer to her questions. The complainant has contacted the Minnesota Department of Insurance to fi le a complaint.

• Three juveniles were reported at 5:50 p.m. April 1 for causing damage to a property in the 12000 block of Farnham Avenue N. after they drove their trucks through mud on private property.

One of the juveniles told deputies he was about to turn around and drive off the property when he saw the mud and thought it would be more fun to turn circles in it. Unfortunately, he got stuck and had to summon his friends to help extract him from the mud, which caused even more damage.

The property owner had a conference with the juveniles, who agreed to fi x the landscaping when the weather improves. If the youths don’t fi x the grass to the landowner’s satisfaction, they will be cited for property damage.

• A woman, 80, in the 15000 block of Forest Blvd. N. at 1:01 p.m. April 2 reported receiving a phone call from a blocked number claiming to be her grandson. The complainant knew it was a scam and asked the caller, “which one?” The caller hung up immediately. The complainant reported the call to let others know this scam was going around.

• Officers responded to a school in the 7500 block of Fourth Avenue on a report of a student with a vape device April 9. Officers collected the device and cited the student for underage possession of a tobacco device.

• Police were dispatched to a phone call harassment report that involved a business in the 9300 block of Lexington Avenue in Lexington April 10. Officers were unable to determine the identity of the involved suspect.

• Officers responded to a dispute between several neighbors in the 1200 block of Velvetleaf Lane April 9. The dispute was verbal in nature and several solutions were offered to involved parties.

• An officer conducted a traffic stop on a commercial vehicle for a traffic violation in the 6400 block of Otter Lake Road. The officer conducted a Level l commercial vehicle inspection and the vehicle was put out of service for numerous violations.

• Officers were dispatched to an animal complaint in the 8800 block of Arona Avenue in Lexington April 10. The caller suspected her dog was being poisoned.

Evidence was collected from the scene.

• Officers responded to a report of a dog that was hit by a vehicle in the area of Lake Drive and Lois Lane April 10.

Officers made contact with the driver and dog owner and advised them of the situation.

• Police were dispatched to the 1800 block of Main Street in Centerville on a theft report.

• Officers observed a vehicle in the parking lot located at 1 South Pine Drive in Circle Pines April 11. A male in the vehicle appeared to be sleeping. Officers determined the male was drinking and watching videos in the vehicle. The male was subsequently arrested for DWI.

• An officer stopped a motorist in the 600 block of Apollo Drive April 10 and subsequently arrested the driver for possession of a controlled substances, possession of drug paraphernalia, possession of hypodermic needles and driving after revocation. The adult male was booked into the Anoka County Jail to be held for charging.

• Officers responded to a tree down in the street; it was hanging from a power line and blocking traffic in the area of Sunset Avenue NE and Century Trail April 11. The power company secured the wires and moved the tree.

• Officers stopped a male riding a bicycle in the 9300 block of Griggs Avenue in Lexington April 13. The male possessed a controlled substance and had a felony warrant. He was brought to the Anoka County Jail.

• Officers responded to a report of the smell of marijuana in an apartment building in the 700 block of Town Center Parkway April 11. Officers located the source and charges are pending for the possession of a controlled substance.

• Officers conducted a traffic stop for a turn signal violation at the intersection of Lake Drive and Griggs Avenue in Lexington April 14. The driver was

• Officers investigated a misdemeanor assault in the 4200 block of Woodland Road in Circle Pines April 15. No one was charged for the incident.

• Police conducted a traffic stop in the area of Main Street and 20th Avenue in Centerville April 15. Police detected the odor of marijuana and subsequently searched the vehicle. The driver was issued a citation for marijuana in a motor vehicle.

• Officers conducted a traffic stop in the area of Lake Drive and Fire Barn Road in Circle Pines April 16. The driver of the vehicle was cited for driver after revocation. A passenger was arrested on an outstanding warrant and cited for possession of a small amount of marijuana in a motor vehicle.

PUBLIC SAFETY BRIEFS Sheriff’s Office will receive funds for boating equipment

County Board recognizes 9-1-1 dispatchers

The Washington County Sheriff’s Office will receive a $6,580 grant from the Minnesota Department of Natural Resources through a boating equipment grant program. The Washington County Board of Commissioners accepted the grant April 9.

The Sheriff’s Office will use the money to purchase dive equipment to be used during water recoveries.

Washington County 9-1-1 public safety dispatchers in Washington County were recognized by the county board April 9 in honor of National Public Safety Telecommunications Week April 14-20.

In 1994, a presidential proclamation was made to designate the second full week in April as National Public Safety Telecommunicators Week. The National Public

Safety Telecommunicators Week honors all of those who help those in need through the use of telecommunications. In their resolution, commissioners thanked and honored the men and women who serve every day as public safety dispatchers in Washington County by proclaiming the week of April 14 through April 20 as National Public Safety Telecommunications Week in Washington County.

• A Hugo woman, 74, was cited at 10:15 a.m. April 4 on southbound Fenway Blvd. and 134th Street N. for speeding 42 mph in a 30 mph zone. Deputies described the motorist as slow to stop.

• A Fuji Odessa bicycle was reported found at Frog Hollow Park at 3:33 p.m. April 4. The bike will be housed with the Hugo Public Works Department before being entered into evidence as stolen.

• Cash and credit cards were reported stolen from a vehicle parked in the 4000 block of Cosette Lane N. at 8:24 a.m. April 6.

• A resident in the 17000 block of Henna Avenue N. at 11:12 a.m. April 7 reported that his stolen trailer was mysteriously returned without any damage. The complainant said he suspected some neighborhood kids but didn’t want to press charges. He only wanted deputies to take the vehicle off the stolen list.

hoped we would bring in some quality businesses to this area. And as you can see today, I think this industrial park was very successful.”

Miron added, “Twenty-five years ago, the rail was actually in pretty reasonable shape.

We never anticipated the improvements that would be necessary and how important those improvements would be to keeping the quality businesses that we brought into this community here functioning and working.”

In 2015, Minnesota Commercial shared with city leaders that it would have no choice but to abandon its line between White Bear Lake and Hugo if needed repairs were not made.

Many businesses would likely have to relocate, too, including Loadmaster Lubricants, which manufactures some of the world’s finest mining lubricants.

“We are proud to be members of this industrial park, and the reason we are here is because of that rail line because commercially it costs us five times more for our freight when we have to bring it in on a truck. That negatively impacts our bottom line,” Stewart explained.

“We wouldn’t have selected that. We looked at 15 locations around (the country).” He added that the company would not have come to Hugo without the rail line.

In 2016, the Legislature approved $1.5 million in bonding money for repairs to Minnesota Commercial’s Hugo Line. The 6.5-mile project began in September 2017. “At the end of 2018, 6,200 new ties had been placed of the total 7,600

ties to be replaced. This summer, there is some rail to be replaced, the remaining new ties (to install) and 7,500 tons of ballast (crushed stone) will be spread,” Kellner said. Repairs will likely start back up in May. JL Schwieters’ new $20 million facility on the west side of Fenway Boulevard N. was a direct result of the rail repairs.

“We are really excited about this building, it has been a long time coming,” Blake Schwieters said. He noted that the new building will create at least 100 more jobs in the city over the coming years. JL Schwieters fi rst came to Hugo in 1999, and the business has grown steadily since then.

The 144,000-squarefoot structure is the fi fth building on the Schwieters’ BEIP campus, which also includes Schwieters Companies, Inc., owned

by John’s brother, Joel Schwieters. All told, more than 500 people are employed on the Schwieters’ campus.

“When we fi rst looked at expanding again in 2015, we were looking for two things, outdoor storage and reliable rail. Either one of those things is easy to find, but in conjunction they are very difficult,” Blake said. “We looked all over the state of Minnesota and we eventually decided we wanted to come back to Hugo and started working with the city on outdoor storage about the same time as the bi-partisan effort pushing for rail funding.

consensus at its April 4 meeting on what ideas to recommend to the school board.

“There were a wide variety of options considered, and there were a lot of conversations about what would serve our school community in the best way possible for the next generation,” stated Superintendent Wayne Kazmierczak. “The plan that will be presented to the board was agreed upon by all of those in attendance at the final meeting, so this is truly a plan that was developed in a very engaging and collaborative way.”

Taken into account was the cost to the community and how students would be affected, Engwer said.

A one-campus high school with additions at North Campus will be recommended because it is centrally located, Engwer said. Students shouldn’t have a 25-minute commute to school, she noted.

Currently, freshman and sophomores attend North Campus and juniors and seniors attend South Campus. The committee will recommend adding onto the current campus rather than building a new school because the cost difference is about $100 million, Engwer said. Preliminary pricing estimates the cost of the high school addition at $179 million, including $6 million to potentially purchase 21 houses, according to facility documents.

“Eventually they would like to build a field house where Central and the district office is,” Engwer said. “There is not just quite enough land.” Engwer said the district would be looking to purchase houses if residents are interested in selling. She said she doesn’t think the district wants to use eminent domain.

according to committee documents. Five people voted for a new high school on a new site, three for a new building at North Campus, one for one high school at South Campus, one for a high school in the southern part of the district and one in Hugo, and one to maintain the status quo. All the options cost similar amounts, except a brand-new high school that would be more expensive, Engwer said.

The one-campus plans at North, if approved by the school board and a bond referendum passes, could potentially be implemented within five years.

South Campus could be middle school South Campus would become a middle school and Sunrise Park Middle School would become an early childhood center, Engwer said. Included in preliminary pricing documents is a middle school capacity addition at an estimated $8 million and middle school program needs at $12 million.

Sunrise Park Middle School would also include senior programming and district offices, according to committee documents. Renovating Sunrise is expected to cost $17 million. Central Middle School could expand to the current district office building.

“Central would stay a middle school until they decided to build a new middle school on the north end as well — 10 years down the road,” Engwer said.

A new middle school is part of phase three plans, 10 to 20 years from now. Also included in phase three plans are moving the stadium to North Campus and buying more houses. Central Middle School and the district office building could be demolished.

Need for new elementary school in Hugo A new elementary school in Hugo will also be needed in the near future, according to committee research. The committee wanted to save the $100 million that would have built a “shiny new high school” for elementary improvements, Engwer said.

The district recently executed purchase agreements on land in Hugo for a new school. The new elementary school would perhaps go on that land, although plans are still in the works. The northern part of the district has been growing, Engwer noted, and there was talk among the committee of having two K-5 schools in the north.

Hugo Elementary could become an early childhood center.

“Everyone leaned toward Hugo being a preK center along with Normandy Park or Sunrise,” Engwer said.

Last school year, a strategic planning team identified free preschool for all district families as one of the district’s goals, according to Press archives.

At the March straw poll, 42 of 51 votes preferred the new elementary school for 720 students, according to committee documents. It is expected to cost $43 million. Elementary additions for other schools would cost $15 million. Additions might be put on Oneka Elementary and Otter Lake elementary schools to increase their capacity to 720, Engwer said.

and remodeling media centers as a top priority over elementary multipurpose labs and flex spaces, according to committee documents. Media remodels and new furniture for all levels is expected to cost about $21 million. The district also may need land for a new bus garage, at $8 million.

A bond referendum, expected to be about $326 million, would be needed to fund the phase one updates. The tax impact for a referendum between $300-350 million would be about $180-300 more per year for a home valued at $300,000, according to committee documents.

About $50 million in costs for phase one upgrades would be covered by long-term facility maintenance (LTFM) funds. The district already has an LTFM fund and the board can receive more funding from the state, Wald said. It can be used for maintenancetype items during renovations, such as roofs, HVAC upgrades and other repairs.

“These 90 people really were very thoughtful in how this is going to affect the community and not just the students,” Engwer said. There was lots of discussion about the pros and cons. The goal was to come up with plans that would have a lasting impact on the district’s growing enrollment needs without throwing money left and right, she said.

“The committee developed needs statements based on the district’s current reality and our projected growth,” Kazmierczak stated. “The group then shifted into the development of solutions to those needs that were identified. The potential tax impact was a significant part of the discussion.

The committee believes that this would be a muchneeded investment in our schools, and there was a lot of excitement around the plan that emerged.”

The committee was scheduled to make a master plan recommendation with more details to the school board during a workshop April 22 at the district center, after press deadline.

The Hugo City Council took the following action at its April 15 meeting: • Approved scope of work for the public works facilities study. City Administrator Bryan Bear, Public Works Director Scott Anderson and Lead Worker Mike Loeffler met with several fi rms experienced in site and building planning/ design and decided to accept a proposal from Oertel Architects for $12,500.

• Approved a special event permit for New Life Church for its June 9 outdoor service and potluck and an Oct. 6 outdoor event, which will include a performance by a small band, hayrides and games.

• Approved an extension for site plan submittal and variances for Multifeeder Technology in Bald Eagle Industrial Park. At its Aug. 6, 2007, meeting, the council approved the site plan and variances for a 28,000-square-foot manufacturing building. Multifeeder Technology requested an extension because site plans expire one year after council approval if a building permit is not approved and construction had not yet started on the building.

• Appointed Matt Drew to the safety lieutenant position on the Hugo Fire Department.

• Approved a lawful gambling exempt permit to Minnesota Supporting Law Enforcement to conduct raffles at an event June 9 at Hugo American Legion Post 620.

• Approved a resolution authorizing the city to apply for a Washington County Community Development Grant for the Hopkins Schoolhouse. The Washington County Community Development Agency provides grants for projects intended to increase redevelopment readiness, spur new business or assist with removing blighted properties.

City staff received a proposal from WSB to complete a Phase I environmental site assessment, asbestos and regulated materials survey, and land survey for $8,080. Grant amounts less than $10,000 require a match of $.20 to every $1.

Developer MWF Properties submitted an application requesting approval to impact 0.05 acres of wetlands found on site. Community Development Director Rachel Juba explained that two separate wetlands on the property will be impacted. MWF Properties proposes to replace the impacted wetlands through the purchase of wetland credits from an existing approved wetland bank in the Rosemary Way mitigation area.

• Approved a wetland replacement plan for the 165th Street solar farm. Sunrise Energy Ventures (FastSun4, LLC) submitted a revised application based on a previous joint application that was approved in November 2018. The wetland replacement was initially calculated at 0.165 acres and has now increased to 0.197 acres.

The applicant is proposing to replace the additional wetlands that are impacted through the purchase of wetland credits.

• Approved a development agreement and fi nal plat for Oneka Place 3rd Addition.

requesting approval of a fi nal plat and development agreement to plat 54 residential lots and three outlots from the Oneka Place preliminary plat. This will develop a 13.7-acre piece of property legally described as Outlots J and K, Oneka Place.

• Received an update from City Engineer Mark Erichson on phase II of the Water’s Edge stormwater reuse project. The council approved a cost-share agreement with the Rice Creek Watershed District for $185,760 at its April 1 meeting. Erichson explained Phase I of the project, which includes the irrigation of 30 acres, was completed last year. Phase II will include the irrigation of 40 acres. Together, both phases of the project are projected to save 20-30 million gallons of water on an annual basis from the city water supply.

Councilman Phil Klein said, “This is a big deal. This is one of the fi rst HOAs that I have seen stepping up and trying to integrate a current system stormwater pond. This is cutting-edge stuff.”

The next City Council meeting will be at 7 p.m. Monday, May 6, at City Hall.

CENTERVILLE TIDBITS The Centerville City Council took the following action at its April 10 meeting: • Approved a proposal from Northern Technologies, Inc. of Inver Grove Heights to conduct soil boring tests in Block 7 for $3,750 with money from the economic development category of the General Fund. Northern Technologies, Inc. was the lower of two bidders for the project. After conversations with its Realtor, city staff concluded that prospective buyers of sites in Block 7 would better understand what could be built on that land if they knew the condition of the ground soil and depth of the water table.

• Approved an American Land Title Association (ALTA) survey for the property at 2021 Commerce Drive, as part of the purchase agreement with Midwest Best Water. The seller in a commercial real estate transaction is usually required to conduct the survey. The city received two bids for

the work and awarded the contract to AMI in the amount of $2,160, with monies from the General Fund. An ALTA Land Title Survey is a comprehensive boundary survey that follows national standards of the ALTA and National Society of Professional Surveyors. Surveys done for commercial transactions must adhere to a stricter set of requirements than typical boundary surveys.

• Directed city staff to enter into negotiations with Trident Development, LLC, who has expressed an interest in redeveloping a portion of Block 7, for the purpose of formulating a preliminary agreement for review and approval. Although nothing has been decided, two concepts have been presented for the Block 7 area of downtown: a 53-unit, three-story apartment complex without underground parking and a 90-unit apartment complex with underground parking. A meeting to kick off negotiations between

the city and developer was scheduled for April 15. As part of the process, a public hearing will be held in the future so that the public can view the plans and provide input.

• As recommended by the Planning and Zoning Commission, passed a resolution approving an amendment to the 2040 Comprehensive Plan and accepted related findings of fact, as presented in the Planning Memo, contingent on the Metropolitan Council’s approval of the initial draft of the 2040 Comprehensive Plan, relating to properties on and around Commerce Drive.

• The council also conducted the fi rst reading of two items: Second Series Ordinance – City Code Amendment – Table 156-A.1 and Second Series Ordinance – rezoning of properties along 20th Avenue from B-1 (Commercial) to I-1 (Industrial): R24-31-22-23-0018 (7030-20th Ave.); R24-31-22-23-0017 (Commerce Drive);

R24-31-22-23-0016 (7047-21st Ave.).

• Adopted aesthetic standards for small cell wireless facilities to require that the antenna and enclosures fit in to the surrounding environment.

• Heard the Engineer’s Report from City Engineer Mark Statz. The city has hired Katie Hogan as receptionist; the city attorney has now drafted a letter detailing the city’s issues surrounding the school district’s proposed plat; city staff plans to meet with Midwest Best Water and their engineers to work out the details of their project on Commerce Drive; city staff met with the Minnesota Department of Health to scope Part 2 of the Wellhead Protection Plan and the Parks Committee has agreed to take on a new event involving food trucks and vendors to piggy back on the summer Thursday night shows put on by the Bald Eagle Waterski Club.

Taking the scenic route: Ex-Bear winning trail races in USA, Europe

Near Rachel Drake’s residence in Portland, Oregon, is a stretch of wooded trails irresistible to this lifelong runner.

“It’s called Forest Park. It has over 80 miles of single track, with trails that go through beautiful, lush forests,” said Drake. “It’s free-form running. It feels like you’re dancing with the trees.”

Those runs in the woods led the former White Bear Lake and Minnesota Gopher harrier to a rewarding new phase of her athletic career — trail running, which are mostly ultra-marathons, with the main perks being great scenic views and lots of travel.

“You experience all different terrains,” she said, hearkening to treks through forests, up and down a mountain, on snow, on sand, alongside a river, across an island.

Trail running events take place frequently on mountainous terrains, along with some hiking on steeper sections, and are usually on unpaved surfaces or technical terrain. Most events have 200 to 400 entrants including both men and women, but some of the larger ones have up to 1,000.

Drake, 27, seems to be at her best when tackling such terrain. In 2018, she won the Cortina Skyrace in Italy, the Waldo 100K through the Willamette National Forest in Oregon, and the Moab Trail Marathon in Utah on desert slick rock, which was also the USA championships and qualified her for the World Long Distance Trail Running Championships in Argentina this November.

Currently in her fi fth of eight years pursuing a dual degree MD/ PhD program at Oregon Health and Science University, Drake is working toward a career as a physician scientist.

“I went to Paris for a scientific conference in March,” Drake said.

After the conference, she travelled south to Bedoin and won the Trail du Ventoux in France, which took her up and down Mount Ventoux, where she encountered everything from loose sand, to technical rocky terrain, and even some snow and ice. Fortunately, she is accustomed to running in wintery conditions from her time at the University of Minnesota.

Her fi rst European race was in 2011, when she was studying abroad in Spain. She ran two 5K road races, winning both. Then in 2017, she won the Mont Blanc 10K race, and in 2018, the Cortina Skyrace 20K. Earlier this year, she placed second at the USA 50K Trail Championships in Auburn, California, traversing exceptionally muddy conditions and waist-deep river crossings. This finish qualified her for the World Trail Championships in Portugal in June.

Drake is a 2009 graduate of White Bear Lake, where she was coached

by Lyle Helke and Patti Percival. She made all-state in cross country as a junior and senior, set the school record in the 3200, and was on the 4x800 team that also set the school record.

Drake went on to run for the Gophers, along with high-school teammate Katie Moraczewski (Edwards). While at Minnesota, she was a cross country team captain and ran at several Big Ten and NCAA meets, and ran the ninth fastest 10K time in school history.

The 5-4, 120-pound runner is planning on returning to Minnesota for Grandma’s Marathon in June, where she’ll aim for an Olympic Trials Qualifying time of 2:45.

At her fi rst trail race in 2015 – the McKenzie River Trail Race—she met a fellow runner named Tyler Green, to whom she will be married in early

June. Green, a middle school teacher, has proven to be a running partner, as well as life partner. “We’ve run several races together but recently have been taking turns with racing and supporting one another. In a lot of these races, you’re running all day and you have to stop and eat and it’s nice to have someone taking care of you. And sometimes (the one not competing) can serve as a pacer.”

In all, Drake has done seven 50K races, two 100Ks, two 50-milers and two marathons.

Drake said she was inspired by, and learned a lot from, her parents Craig and Gloria, who “always worked hard and played hard, having full careers and fun hobbies,” adding that she grew up camping and sailing with her family.

Asked what goals and aspirations she has with this phase of her sports career, Drake said: “I do it mostly for fun. The more I do, the more I learn about other races in amazing places,” she said. “There’s one that circumnavigates Mont Blanc in Europe. Another traverses Réunion island near Madagascar.

Trail running brings people together from all over the world, and it’s an incredible way to experience another culture.”

Washington County Board, Community Thread honor community volunteers Community volunteers were honored at the Washington County Board of Commissioners meeting April 9. Recipients of the Community Involvement Awards were honored in the categories of Youth Volunteer, Group Award, Exemplary Employer Award, Outstanding Volunteer and Lifetime Award.

Community Thread is a partner with the county for the Community Involvement Awards. The staff calls for nominations, screens them, coordinates the selection committee, communicates with the awardees and the people not selected, interviews the awardees for the program and presents the program.

Ryan Ciminski was honored as the youth volunteer. Ciminski is a Stillwater Area High School junior with a passion for volunteerism who strives to make a positive impact.

Nick Bannon and the Memorial Lutheran Church Faith Formation Group were honored with the Group Volunteer Award. Bannon looks for volunteer opportunities that build relationships.

The Exemplary Employer Award went to Xcel Energy. Xcel Energy is the largest energy provider in Minnesota, and has a long history of charitable donations in the communities it services. Statewide, more than 1,900 Xcel Energy

Sam Holsen, employee engagement program director, has the task of identifying the volunteer

opportunities that fit the passion and skills of Xcel Energy employees.

He said that internal culture is strengthened when employees work together on a common project that benefits the community. Employees

are annually given 40 hours paid time for volunteering during work hours, and their Dollars For Service Program pays $10 per volunteer hour to the nonprofit being served.

The Outstanding Volunteer Award went to John Schiltz. Schiltz is a restauranteur at Lake Elmo Inn, and a volunteer. Schiltz’s roots are deeply embedded in his hometown of Lake Elmo.

Ron Fredkove is the recipient of the Lifetime Volunteer Award.

As this year’s Lifetime Volunteer Award winner, Fredkove has demonstrated dedication, enthusiasm and exceptional volunteer service in Washington County for more than 40 years.

The county board also approved a resolution expressing appreciation for the work of Community Thread, noting that the volunteers of Washington County are “discovering and actively demonstrating their collective power to make a difference” by engaging in service to the community; and that volunteer organizations across the county, such as Community Thread, provide vital services in Washington County, including volunteer coordination, volunteer service programs and recognition for volunteers.
