The organization has given almost $1 million to the community since 1975. Mayor Tom Weidt attended the June 12 dinner meeting at Blacksmith Lounge, and praised the Lions for being valuable members of the community. “We couldn’t do at the city what we do without you guys,� he said.

Hugo Beyond the Yellow Ribbon Network celebrates 10 years

More than 100 people attended the event to celebrate all the Hugo Beyond the Yellow Ribbon Network has done in its 10 years of existence.

The Hugo Beyond the Yellow Ribbon Network held an event to commemorate its 10-year anniversary Tuesday, June 25, at City Hall. Some awards, certificates, thank you notes and more were on display for everyone to see.

The Hugo BTYRN program was one of the first chapters established in Minnesota. The first was Farmington, and Hugo, Stillwater and Woodbury were second, all proclaimed chapters on the same day.

In addition to care packages, the Hugo BTYRN is well known for its Welcome Home the Troops pheasant hunts and since 2010, has also hosted welcome home events for every Minnesota National Guard unit that has returned from deployment. “We have raised over $400,000 to do that and hosted over 2,000 soldiers, sailors and airmen,” Haas said.

The Hugo chapter is also known for its Hamburger Nights, which are hosted on the fourth Wednesday of the month. In addition to acting as a fundraiser, Haas said, “It keeps the community aware that we still have soldiers deployed and they and their families need our support.”

“Many chapters are tied to a specific unit, but since Hugo is not really associated with a specific unit, they have really taken advantage of the mobilizations and deployments of all of our units and the whole military community,” Jensen said. “That's what makes them unique.

They have reached out to Duluth, Mankato, St. Cloud and everywhere in between.” The Hugo BTYRN has even reached

Over the past 10 years, the chapter has continued to expand its reach. “Our reputation has grown because when people ask us to do something we do it,” Haas explained. The chapter's ability to serve has also grown, thanks to generous donations from organizations such as the Hugo and White Bear Lake Lions and donations from community members and businesses.

Washington County Attorney Pete Orput said, “(Haas) grew the Hugo BTYRN far beyond any other community that I have seen. Ten years later and they are still the most active BTYRN group I know. They will send out an email saying

HUGO — Over the last 10 years, the Hugo Beyond the Yellow Ribbon Network (BTYRN) has sent out 44,000 pounds of care packages to deployed solders and helped military members and their families with countless requests.

“We are so very proud of the relationship between the city of Hugo, the Hugo BTYRN program and the Minnesota National Guard. It has been an amazing relationship,” said Adjutant General, Major General Jon Jensen. “As (BTYRN Chair) Chuck Haas was going through all the different activities that have taken place over the last 10 years, it became apparent to me that they have either connected with, or at least provided the opportunity to connect with, every member of the Minnesota National Guard, all 13,000 of us, which is just an amazing accomplishment.”

Over 100 people attended the Hugo BTRN's 10th anniversary celebration Tuesday, June 25, at the place where it all began, City Hall. County Commissioner Gary Kriesel (District 3) suggested Hugo get involved in the program and Haas thought that was a great idea. In June of 2009, more than 100 people met to learn more about the BTYRN program.

At the time, Hugo resident Marilyn Stomberg was already sending care packages overseas through a group she called Operation Military Pride. “She hooked up with us and got

A dog person’s year with a cat

ast month marked a year since I brought home Zadie, my 10-year-old orange tabby cat. Until I adopted her, I had always considered myself to be exclusively a dog person, especially as I grew up with my family’s sweet and rambunctious West Highland Terriers. In the years since leaving home, I have missed the companionship provided by having a pet around, but as my apartment won’t allow dogs, a feline friend was essentially my only option.

I first saw a picture of Zadie, then named Eliza (which I decided was way too close to my name to keep) on Feline Rescue’s website. They described her as a shy but sweet “older Between lady,” who was curious about world and slowly coming out the Lines the of her shell. I was charmed and Elizabeth Callen immediately arranged a visit to her foster home. She hid under a bed from me most of the time, but eventually ventured out to nibble the treats I tossed her way. I don’t know what about that minimal interaction convinced me that this was the cat for me, but I’m glad that is what I decided nevertheless.

My early days with Zadie were exciting for me, but must have been overwhelming for her. I barely saw her for the first few days, as she mostly hid underneath a bookshelf in the room where I kept her food and water. I worried that we were never going to truly bond, but a friend, who is a self-professed cat whisperer, told me to be patient and that she would warm up to me in time. He turned out to be right.

Two days after I brought Zadie home, I returned home after dinner with a friend and decided to check on her before going to bed. I was surprised to see her out from underneath the bookshelf, casually lounging on my desk, intently watching the birds and squirrels out the window. I approached her cautiously, not wanting to scare her back into her hiding spot. She sniffed and licked my hand, and then nuzzled her head against it, essentially forcing me to pet her. I was thrilled—and immediately sent photographic evidence of our bonding to my family and friends.

It is funny to think of Zadie as once being shy around me, because now when I’m home, we are more or less inseparable. She greets me at the door when I return from work each evening, follows me around the house (including the bathroom), sleeps curled up at the foot of my bed each night and, in what is probably simultaneously her most annoying and endearing habit, wakes me up in the morning by headbutting me until I get up and feed her breakfast. She is still cautious around new people, but she warms up to them more quickly now, and on a recent visit to her cat doctor, the veterinarian told me that she seems much happier and healthier than she did on her previous visit. I think I am happier with her, too.

I am grateful for the company and the joy Zadie has brought me over the last year, and I think tough times—the end of a relationship, my grandmother’s death, a very cold and prolonged winter—would have been much harder without her. I still love dogs, but I’ve come around to cats, who are much more fun and affectionate than I ever would have imagined. And, even if I will continue being more enthusiastic about our anniversaries than she will, I am looking forward to many more years with sweet Zadie.

We know more about first amendment — for wrong reasons

Americans know more about their First Amendment freedoms than in many years previously — but if we’re honest about it, it may well be because we’re now worried about keeping them.

The 2019 State of the First Amendment survey, just released by the Freedom Forum Institute, shows the highest awareness of those basic rights than at any time in the 22year history of the national sampling.

Ok — we should Movers & always know a good deal about those Shakers core freedoms of Freedom religion, speech, Forum Institute press, assembly and petition. The First A d td fines those unique Amendment defi qualities of what it means to be an American. But in most years of the survey, we failed miserably on even naming them … often with more than one in three adults unable to even name a single one of those five, 226-year-old freedoms that begin the Bill of Rights.

This year: • 71% named at least one freedom, up from 60% in 2018; • The number of respondents who couldn’t name even one dropped to 21% from 40% last year;

survey found about the same level of support for a free press as last year: 72%. The all-time low of 68% came in 2017, perhaps an echo of the previous year’s election rhetoric led by thenpresidential candidate Trump.

Even when it comes to student press — an oft-neglected or excluded part of the free press — and student speech on social media, majorities favored uncensored posts and comments.

Fifty-four percent of adults said student journalists should be free to report on controversial issues without the approval of school authorities; 64% said students should be able to express opinions on social media without being punished later by school officials.

Let’s not get too giddy about the increase in awareness, though it’s nice to see. Majorities do favor a free press and freedom of expression, but there still are sizeable numbers that would curtail or control those freedoms in some fashion.

Nevertheless, we can take comfort in this year’s survey findings that do seem to evidence the resiliency of our core freedoms and our attitudes toward them: When our freedoms are under attack, we — the beneficiaries of those freedoms — pay attention and push back.

• More of us, across the board, could name specific freedoms than in years past. Comparing 2019 to 2018, speech rose to 64% from 56%; religion rose to 29% from 15% and press rose to 22% from 15%.

Why are those figures up? Calls for more education focused on the First Amendment have been sounded for years. More likely, it’s increasing controversies: Hate speech on the web or at public rallies. Bullying via social media or on the job. Protection for religious preferences that some see as a pretense for permitting bias and prejudice. Attacks on a free press, along with disappearing local news media outlets.

Even familiarity with First Amendment freedoms does not guarantee automatic support: 29% said those freedoms go too far, compared with 23% last year. Still, that’s well below the all-time high of 49% who said we have too much freedom, reported in the 2002 survey — about nine months after the 9/11 terrorist attacks in 2001.

Chief among the factors that seem to be driving that “too far” concern: 77% see misinformation on the web and the spread of “fake news” as serious threats to democracy.

We do seem to be parsing misinformation concerns apart from the institutions that comprise a free press: Despite repetitive, multiyear claims by some politicians — including, most visibly, President Donald Trump — that news operations present “fake news” and are “enemies of the people,” the 2019

Monitor stream health in the Rice Creek Watershed District

Since 2006, Friends of the Mississippi River has coordinated the Stream Health Evaluation Program (SHEP) in the Rice Creek Watershed District. SHEP uses trained volunteers to evaluate the biological health of streams by sampling benthic macroinvertebrates, small stream-dwelling bugs.

Each year, the program needs 30 volunteers who work in three teams of 10. Preference is given to Rice Creek Watershed District residents.

No experience is necessary, as training will be provided.

SHEPers should expect to spend 35 hours between training, stream collections, lab time and the analysis and results celebration.

The fi rst, mandatory training is on Aug. 10.

In September and early October, SHEP teams will monitor reaches of local streams and lakes. From late October to November, teams will identify collected macroinvertebrates in the lab, and finally, scientists review the SHEPers work and submit a final report to the Rice Creek Watershed District, Minnesota Pollution Control Agency (MPCA) and others regarding the data and what it indicates for local water quality. The Forest Lake School District needs nine literacy tutors and two math tutors for the 2019-2020 school year, according to Minnesota Reading Corps and Minnesota Math Corps.

The area schools that have been awarded tutor positions include Forest Lake Elementary and Lino Lakes Elementary.

Minnesota Reading Corps and Minnesota Math Corps are seeking 1,700 tutors for the 2019-20 school year by asking residents to “Help Minnesota Be More. Give Your Time As A Tutor.” Both full- and part-time tutors are being recruited to begin a year of paid service this fall. Reading Corps and Math Corps are statewide

initiatives to help every Minnesota student become a successful reader by the end of third grade, and proficient in math by the end of eighth grade.

Tutors are being sought for three different levels of commitment: 35, 25 or 18 hours a week. Tutors receive a stipend every two weeks, and can earn up to an additional $4,200 for student loans or tuition, which can be gifted to a family member if the tutor is 55 or older. Many tutors also qualify for additional benefits like free health insurance and child care assistance. Anyone interested is encouraged to apply now at readingandmath.net or by calling 866-859-2825. Tutors will begin in August.

Centerville hopes to slip in late construction project CENTERVILLE — The Centerville City Council at its June 26 meeting began the long process of getting street and utility work done in its downtown area late in the season, hoping contractors won't already be too busy to do the work come September and October.

The council unanimously (4-0 with Council Member D. Love absent) passed a resolution ordering a report on the improvements for the Downtown Street and Utility Improvements project. The city has already authorized engineers to complete the feasibility study for the project, during which they prepare

estimated costs and the scope of project.

The project will install municipal water, sanitary sewer, storm sewer, streets, curb and gutter and sidewalk improvements on downtown streets.

The city proposes to improve Centerville Road north of Main St., Sorel Street west of Goiffon Road to Progress Road, Progress Road from Main Street to Heritage Street, Goiffon Road from Sorel Street to Heritage Street and Heritage Street from Centerville Road to the east of Progress Road.

The city also means to assess the benefited property owners for all or a portion of the cost of the improvements,

according to Minnesota Statutes, Chapter 429.

The city's portion of the project would be limited to streets and sewer.

Financing the project will come from a combination of assessments to benefited property owners and money from the street reconstruction fund, which currently has $900,000 in it — sufficient to cover the entire cost of project.

This means that the city won't have to bond and can cover costs up front and recoup costs through special assessments as they come in, Finance Director Bruce DeJong said.

Council also reviewed the schedule for the

entire process. The plan is to accept the feasibility report, authorize plans and specifications and order a July 24 public hearing at the July 10 council meeting; authorize the advertisement for bids at the July 24 council meeting and receive bids on Sept. 5. If bids are close to the engineer's cost estimate, the city will award the contract on Sept. 11 and begin construction in late September or early October.

The city has a strict time table for this project, as it will try to complete work by the end of the current construction season, DeJong said.

The city will start

the project this fall if contractors have time for it and aren't too expensive. If contractors don't have time to do the project, they either won't submit bids or will submit high bids because it's so late for them, City Attorney Kurt Glaser said. If bids come in too high,

the city will postpone the project until 2020.

If that's the case, the city won't have to do the feasibility study all over again, but would only have to redo the assessment phase if it progresses that far this year yet, Glaser said.

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A Hugo man, 27, was cited at 7:32 a.m. June 4 on Heritage Parkway N. and Enfield Avenue N. for speeding 35 mph in a 30 mph zone.

• An Oak Park Heights man, 61, was cited at 1:09 p.m. June 4 on 170th Street N. and Henna Avenue N. for speeding 65 mph in a 55 mph zone.

• An unidentified youth was issued a written warning at 10:01 a.m. June 5 in the 14000 block of southbound Forest Blvd. N. for speeding.

• A White Bear Lake man, 43, was issued a written warning at 10:18 a.m. June 5 in the 15000 block of Forest Blvd. N. for passing another vehicle on the right.

• A Hugo woman, 21, was issued a written warning at 11:54 a.m. June 5 in the 6000 block of Oneka Lake Blvd. N. for failure to drive with due care, after Washington County Sheriff’s deputies pulled her over for speeding.

• A customer of St. Croix Saddlery in the 5000 block of 141st Street N. reported that she had lost her $532 bracelet in the dressing room while trying on clothes May 18. When she called the business, an employee had found her bracelet and said she would place it in the cash register with the complainant’s name on it. However, when the complainant went to the business to pick up the bracelet it was gone. She then reported it stolen at 4:14 p.m. June 5.

• An unidentified motorist was arrested at 11:06 p.m. June 5 on Heritage Parkway N. for DWI, after being stopped for failure to signal a turn and having no tail lamps. After deputies observed the driver’s odor of alcohol, slurred speech and balance difficulties, the driver admitted to drinking prior at a St. Paul bar. The driver, whose breath test registered .21, had one prior conviction in the past ten years.

• A Lindstrom man, 23, was cited at 5:33 a.m. June 6 on 170th Street N. and Ingersoll Avenue N. for speeding 86 mph in a 55 mph zone.

• A St. Paul man, 34, was cited at 12:55 p.m. June 6 in the 7000 block of Oneka Lake Blvd. N. for disorderly conduct and brawling with his brother, a Maplewood man, 38, who was also mailed a citation for the same offense. Deputies offered the younger brother medical care for a cut on his head and swollen face, but he refused.

• A Roseville man, 64, was cited at 1:55 p.m. June 6 in the 7000 block of eastbound Oneka Lake Blvd.

N. for unlawful passing, after eastbound deputies on stationary patrol observed him through their rear view mirror passing the vehicle ahead of him over double solid yellow lines in a clearly posted “No Passing” zone. The motorist was also verbally warned for failure to provide proof of insurance.

• A White Bear Lake man, 48, was issued a written warning at 6:34 p.m. June 7 on Bald Eagle Lake for failure to provide current registration and for not having a horn or whistle on the watercraft.

• A White Bear Township man, 39, was issued a written warning at 7:37 p.m. June 7 on Bald Eagle Lake for failure to have a lifesaving device aboard the watercraft, expired registration and for not having a child in a personal flotation device.

• A party host voluntarily shut his party down after a report at 12:34 a.m. June 8 in the 6000 block of 152nd Street N. of a loud party. The party host said he had not been drinking and that more people than he invited had come to the party. The host was respectful, turned the music off and made the crashers leave.

• Hugo Fire Department officials reported a resident in 15000 block of Forest Blvd. N. for being argumentative about his fi re at 12:38 a.m. June 8, after the fi re department arrived at the scene of a fi re with a fiberglass hot tub on top of the flaming pile. Also in the fi re were the remnants of a turntable and multiple other objects. The Hugo Fire Chief stated that the department has issued a brush burn permit one week earlier and that the fi re was still burning. The argument was about whether the permit was still valid for a fi re burning for an entire week. The fi re was ordered extinguished, with the permit holder still insisting that he had done nothing wrong.

• A suspicious person call at 12:48 a.m. June 8 in the 5000 block of 142nd Street N. turned out to be a tenant of the residence who had been evicted and was trying to retrieve her purse and car keys.

After the landlord refused to let her in or bring her belongings out to her, both parties agreed to exchange the items the following day.

• A fight was reported at 1:25 a.m. June 8 in the 6000 block of 152nd Street N., after a male threw a cigarette into the face of a woman who had just arrived at the party with two other women. The woman then threw her drink at the male, who left with his friends.

• A Hugo woman, 64, was cited at 1:05 p.m. June 8 on Fenway Blvd. N. and Fenway Blvd. Circle N. for speeding 40 mph in a 30 mph zone, after deputies clocked her at 48 mph.

• A Wyoming woman, 42, at 1:27 p.m. June 8 reported her rear license plate stolen from an unknown location in Hugo.

• A White Bear Lake woman, 28, at 11:30 p.m. June 8 reported her license plates stolen from the 14000 block of Fitzgerald Avenue N. • An Andover woman, 24, at 11:17 a.m. June 9 reported that while she was at the Kwik Trip in the 14000 block of Victor Hugo Blvd. N. the previous night, she accidentally left her vehicle unlocked as she entered the store, only to fi nd her cell phone and $20 missing from the center console when she returned.

• A walker in the 4000 block of Empress Way at 12:58 p.m. June 10 reported finding a black stiletto type knife while walking and turned it in to Washington County Sheriff’s Office deputies who entered it into evidence for destruction.

• A Wyoming man, 53, was cited at 2:04 p.m. June 10 on 170th Street N. and Keystone Avenue N. for speeding 65 mph in a 55 mph zone, after deputies clocked him at 75 mph.

• A resident in the 13000 block of Europa Trail Way N. at 7:34 p.m. June 10 reported receiving a scam phone call stating that her social security number had been used. The complainant hung up on the caller.

• A St. Paul man, 31, was cited at 11:08 p.m. June 10 on Frenchman Road and Elmcrest Avenue N. for driving after suspension, after he was pulled over for no license plate light by deputies patrolling the Kwik Trip. A quick National Crime Information Center check showed the driver’s status as suspended. The motorist was verbally warned about no license plate lights.

• A resident in the 6000 block of 151st Street N. reported her vehicle gone through overnight June 11-12 and her gas card stolen.

• Residents in the 5000 block of 159th Court N. reported their home burglarized overnight June 11-12. Stolen from the mudroom were a purple leather Michael Kors tote, a white leather Coach purse and sunglasses. Both the tote and purses were later recovered.

• A resident in the 6000 block of 151st Street Circle N. reported two garage door openers stolen from two unlocked vehicles parked in the driveway overnight June 11-12. The complainant came out in the morning and found the garage door halfway open.

• A resident in the 6000 block of 151st Street N. reported his locked vehicle broken into overnight June 11-12 and two garage door openers and two sets of keys taken. The complainant said that neither of the garage door openers or sets of keys belonged to any property in Hugo.

• A resident in the 6000 block of 151st Street N. at 4:24 a.m. June 12 reported some change and a garage door opener stolen from his vehicles.

• While responding to a second theft from motor vehicle report in the 6000 block of 151st Street Court N. at 4:30 a.m. June 12, deputies discovered a basket containing pieces of mail with the address of the second complainant on them. As deputies approached the scene, they observed a vehicle parked oddly in front of the house and cleared the vehicle. The license plate number came back as stolen. After sufficient back up arrived on the scene, deputies cleared the house.

The complainant determined that her vehicle had been taken from her garage, along with other items.

• Another resident in the 6000 block of 151st Street N. at 6:09 a.m. June 12 confi rmed that items were stolen from her vehicle, after deputies responded to a previous theft from motor vehicle call and found numerous items with the complainant’s name on them.

• A white Coach purse reported stolen from the 5000 block of 159th Court N. on June 12 and a black Relic purse reported stolen from the 5000 block of Finley Bay N. on June 12 were found at 6:10 a.m.

• A bag was reported found at 6:32 a.m. June 12 at the side of the road near 157th Street N. and Harrow Avenue. When deputies checked the contents of the bag, they discovered items belonging to victims of earlier burglaries.

• A resident in the 5000 block of Finley Bay N. at 9:06 a.m. June 12 reported that her garage door had been found open earlier that morning and thought it was strange at the time, after deputies showed up at the door with her mother’s purse they had found on Forest Blvd. N. three hours earlier.

• Deputies at 9:59 a.m. June 12 returned a purse they had found belonging to residents in the 6000 block of 151st Street N., who had earlier reported their home burglarized. Both identification cards, a Capital One credit card and the neighbor’s Business Solutions Fleet gas card were also returned to them, but Holiday gas station and Menard’s cards were still missing. A US Bank debit card had been used in the Brooklyn Center at Red Box for $1.88 and unsuccessfully at the WalMart for $429.02 and $213.97.

• A resident in the 15000 block of Finley Avenue N. at 5:00 p.m. June 13 reported fi nding a garage door opener in her yard. After deputies took custody of the opener, they reviewed recent cases of burglarized garage door openers and tried it on all the residences in the 6000 block of 151st Street N. until it opened one of the garage doors.

The opener owner had deputies leave it with a neighbor, saying she would deactivate the opener and get all new openers.

• When deputies alerted a resident in the 4000 block of 159th Street N. that his garage door was open at 3:13 a.m. June 14, due to recent burglaries in the area, he told them that his garage door opener was missing. Nothing was missing out of the residence, however. And when deputies tried to alert another resident in the 15000 block of Ethan Trail N. of his open garage door at 3:50 a.m. that same night, they received no answer at the door.

Later, the homeowner phoned dispatch to say that everything was fine.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • Officers responded to a property damage crash in the area of Ware Road and Birch Street June 11.

Officers located and arrested the driver who fled the scene on foot.

The male was booked into the Anoka County Jail.

• An officer responded to a complaint of a coyote near a residence in the 7000 block of Snow Owl Circle June 11. The caller was referred to the Minnesota DNR. • An officer responded to a report of a child crawling outside a window in the 700 block of Town Center Parkway June 11. Nothing dangerous was located by the officer and the resident was made aware of the complaint.

• Officers responded to a report of a group of people fighting in the 200 block of Baldwin Circle June 12. Officers learned an assault had occurred and the investigation is ongoing.

• A person attempted to rent a property in the 1000 block of Birch Street they had found on Craigslist June 12. They claimed they were scammed out of money that was requested in order for them to rent the property. The case is under investigation.

• Officers received a report of an illegal hunting blind in the 300 block of I-35W June 13. Officers later located an abandoned motorcycle covered by a hunting blind.

• An officer received a call of a damage to property report in the 700 block of Main Street June 13. The officer

learned an unknown person(s) sprayed graffiti on a local school and broke a rain sensor. The investigation is ongoing.

• Lino Lakes Public Safety investigated a report of a company soliciting doorto-door in the 7900 block of 4th Avenue without a permit from the city June 13. After subsequent investigation, a 22-year-old male was issued a citation for soliciting without a city permit.

• An officer was requested to check the welfare of a possibly impaired driver in the 8000 block of Danube Street June 13. An adult female was arrested for DWI and obstructing the legal process with force. She was booked into the Anoka County Jail.

• An officer observed a vehicle driving on a walking path in the 6900 block of Black Duck Drive June 13. The vehicle was stopped and the driver cited for the violation and possession of drug paraphernalia.

• An officer stopped a vehicle for speeding in the 300 block of Main Street June 15. The passenger was issued a citation for underage consumption and possession of alcohol.

• Officers responded to a report of a port-a-potty tipped over at Sunrise Park June 16. Officers located the juveniles who were involved and spoke with their parents.

• An officer responded to a property damage accident report in the area of Otter Lake Road and Main Street June 17. There was minor damage to one of the vehicles, and one of the drivers was mailed a citation for inattentive driving.

The Centennial Lakes Police reported the following incidents: • An officer verbally warned a resident about their dog being off leash in the 3900 block of Restwood Road in Lexington June 12.

• Police conducted a traffic stop for an equipment violation in the area of Lake Drive and Fire Barn Road in Circle Pines June 14. A passenger was subsequently arrested for outstanding warrants.

• Officers were dispatched to the 200 block of Stardust Boulevard in Circle Pines June 15 on report of underage drinking.

Upon arrival, officers learned that there was a graduation part involving underage drinking. Police ensured that anyone who was underage had sober transportation and the party was dispersed.

• An officer stopped a vehicle in the 15 block of Circle Drive in Circle Pines June 15. The driver was subsequently charged for not having a valid driver’s license as well as numerous drug charges.

• Officers observed suspicious activity in the 1600 block of Widegeon Circle in Centerville June 16. Upon investigation, officers determined unauthorized excavation and grading was occurring in the city right-of-way. City officials

were contacted and charges are pending.

• Police were dispatched to the 7000 block of Centerville Road in Centerville June 16 for a report of a drunk driver.

Officers located the driver, who was subsequently arrested for multiple charges including fi rst-degree DWI. • Officers received a phone call of a dog bite report from the 1900 block of Robin Lane in Centerville June 17. The dog was placed on a 10-day quarantine.

• An adult male was arrested for third-degree DWI after failing to yield the right of way to another vehicle in the area of Lexington Avenue and Lake Drive in Lexington June 17.

• While investigating suspicious activity in Golden Lake Park in Circle Pines June 18, officers were advised that a group of juveniles had attempted to gain access to the concession stand.

Police did not observe any damage and the building was secure.

• Officers responded to a damage to property report in the 200 block of North Star Lane in Circle Pines June 18. The caller reported an unknown suspect damaged her vehicle with spray paint. There are no suspects at this time and the damage is estimated to be $300.

June 22 was a “strange” day for the Hugo Fire Department.

It started out with a brush fire near Oneka Elementary School and then the department attempted to rescue a goose caught in a net but were unfortunately too late. That afternoon, the department also assisted Washington County Sheriff’s Deputies with a call for kids on the roof of Oneka Elementary. HFD used its new ladder engine to make sure the kids got down safely.

Midwest Best Water newest business to build in Centerville

CENTERVILLE — Now in its 33rd year of existence, Midwest Best Water (MBW) is in need of more space.

MBW signed a purchase agreement in March for the 2.3-acre city-owned parcel at 2061 Commerce Drive in the Clearwater Business Park. The $405,000 sale officially closed June 13.

To celebrate the deal, MBW held a groundbreaking ceremony Wednesday, June 19, and construction of its $2 million building was slated to begin June 24.

“Centerville is excited to have a great family business moving into our town,” City Administrator Mark Statz said. “Their new building will be a great addition to our business park and we are eager to welcome some smaller tenants to fi ll out their space as well. Our business community continues to grow as people realize what a great place Centerville is to do business.”

Mayor Jeff Paar added, “We are grateful to have another business in Centerville. We are super excited to get this spot sold and have something here. Hopefully this will bring out more businesses.”

MBW has been around since 1986.

Owner Patrick McKasy grew up in St. Paul and now resides in North Oaks.

“Bulk water through vending was a big deal out on the west coast. At the time, I was with Marigold Foods Kemps Ice Cream, but I had always wanted to be in my own business,” McKasy explained. “I thought it would be a good opportunity to introduce it to the grocery stores I knew.”

In the early days of the business, MBW's main focus was super markets in St. Paul and Minneapolis, but McKasy quickly realized the company needed to be much bigger than that.

The company has now installed water machines in 2,200 super markets in 14 states from which consumers can fi ll their own containers. The business, which ran out of space in its former Lino Lakes headquarters located off of I-35W and Apollo Drive, sought to own its own facility for assembly and interior storage of its products for wholesale distribution.

McKasy said they were originally looking for an existing building, but quickly realized building would be the best option. “We couldn't really find anything that fit us,” he said.

In terms of fit, Paar said the company fits in with what is already in the Clearwater Business Park.

“They have been in business a long time and they wanted a place with good exposure to the freeway,” he said.

Midwest Best Water held a groundbreaking ceremony June 19. Even though dirt wasn’t quite ready to move on the site, the group still posed for the must-have shovel picture.

Paar added the whole process of working with MBW for the past year or so has gone smoothly and credited city staff including Statz, City Attorney Kurt Glaser, Realtor Mike Brass and other city staff, as well as the City Council. “I think we are pretty easy to work with. We want things done right, but we are flexible to try to accommodate schedules ....

The council always has something to do with stuff like this, but really the hard lifting falls on city staff.”

Council completes paperwork on eve of closing

CENTERVILLE — With the purchase agreement with Midwest Best Water (MBW) signed in March and the closing date one day away, the Centerville City Council formally approved several documents at its June 12 meeting before the big day.

MBW has agreed to purchase a 2.3-acre city-owned parcel at 2061 Commerce Drive, described as Lot 3,

Block 1, Clearwater Business Park.

The company has installed water machines in 2,200 super markets in 14 states from which consumers can fi ll their own containers.

Kurt Glaser could be appointed to attend the closing on the city's behalf, and before Mayor Jeff Paar could sign any administrative documents necessary for closing, the council as a unit needed to sign Resolution 19-016 authorizing conveyance of property. “This resolution authorizes all the other resolutions and is required by state law,” Glaser explained.

That resolution approved several actions pertaining to the sale of cityowned property on

Commerce Drive at the same time. It gives fi nal authorization to sell the property, authorizes the mayor to sign administrative documents necessary for closing and appoints the city administrator and attorney to attend the closing and execute any fi nal documents that could be needed between the June 12 meeting and June 13 closing.

To itemize, the resolution authorizes the following: the conveyance of real property; the Bring

Down Certificate that says any promises the city made on insurance when it signed the purchase agreement are the same as on day of closing; the Certificate of Non-Foreign Status saying that if the city of Centerville is not a U.S. citizen it has to say so; the warranty deed that gives ownership and the sellers affidavit that says the city has the power to make the transaction.

As a document that needed its own motion and vote, the council also approved the

easement revision in advance of the sale closing with MBW. The easement revision was needed because the proposed MBW parking lot encroaches on a Rice Creek Watershed District (RCWD) easement. After a discussion among the city, the RCWD and MBW, all parties agreed the encroachment would be acceptable, and an amended easement agreement was produced and approved.

New Oneka principal looks forward to building relationships SHANNON GRANHOLM EDITOR

HUGO — As of July 1, students and staff at Oneka Elementary will see a new face in the office, classrooms, cafeteria, halls and out on the playground.

Lori Mosser will fi ll the shoes of Teresa Dahlem, who held the position from when the school opened in 2006 until she retired this year. This will be Mosser's 21st year in education.

"Lori has extensive teaching experience at the elementary level and has served in instructional leadership roles as well," said Superintendent Wayne Kazmierczak.

"We are excited for her to step into this role, serving elementary families on the north end of our district."

Mosser, a resident of Lakeville, is originally from Bemidji. Her grandmother, who was a third grade teacher, inspired her to pursue a career in education. “She was just the happiest person. I remember thinking, 'why can't she be my teacher?'”

Mosser received her elementary education degree from Bemidji State University and her master's degree and administration licensure through St. Mary's University.

Her career began in Dallas, Texas, where she was a fourth-grade teacher for several years. In 2000, she moved back to Minnesota and became a Title I and a longterm substitute teacher for a middle school in the Minnetonka School District. She also spent a short time working at a small school, which no longer exists, for at-risk youth in the Mounds View area.

From 2003-2017, Mosser worked in the Eastern Carver County District (Chaska), where she taught third, fourth and fi fth grade and also served as an instructional coach. Most recently, she became the dean of students at Central Middle School in White Bear Lake in 2017.

“I've always been an elementary person. That is where I have lived my life. I love the kids, the curriculum, it is so wonderful to see how kids grow from kindergarten all the way up to fi fth grade,” Mosser explained said about why she wanted the position.

“I wanted to have a greater impact.

In teaching you touch so many lives.

I have had (the chance to know) thousands of children in my career, but that was just in my one classroom.

I wanted to have that impact across an entire building.”

the school itself and the city of Hugo also made the position attractive.

“Oneka already has such a strong group of staff. Teresa ran such a wonderful building,” she said. “I want to bring my knowledge, expertise, skills and experience here to share.”

Mosser is most looking forward to building “deep and strong” relationships with the students, parents and the entire community.

She said she plans to get involved with the Parent Teacher Organization, the Hugo Business Association and the city of Hugo.

“It does take a village to raise our kids and I am excited to be a part of that and see how many voices we can bring to the table to enrich their lives,” she said. “I am thrilled, humbled and beyond excited for my new role.”

Mosser and her husband Tony have two daughters, Olivia, 16, and Svea, 12. The family enjoys spending time at their cabin in Bemidji and playing tennis. Mosser is also an avid runner and qualified to run next year's Boston Marathon. That will mark her sixth marathon.

Former Hugo resident shares her journey with Parkinson’s

LINO LAKES — It took a Lino Lakes resident four hours and 17 minutes to complete this year's Grandma's Marathon in Duluth, a feat she accomplished despite never having run a marathon before and having Parkinson's disease.

“My goal (for doing Grandma's Marathon) was to stay healthy and share my story so others know they can keep moving. It is possible, even if you have these ailments, to keep going,” Erica Podobinski said.

“I want there to be more knowledge of the disease and research done to try to fi nd a cure and better treatments.”

Before meeting her husband, Mark, in 2012, Podobinski said, she was not a runner. In fact, in college, she tried to do track and field and ended up dropping out. She started to get into the sport that her husband enjoyed, but slowly started experiencing symptoms of Parkinson's that continued to get worse.

“I don’t really know what my future holds …. My goal is to be as active as I can and try to stay as healthy as I can and just keep going,” Erica Podobinski

Duluth Erica said the last mile of the marathon was by far the hardest she has ever had to run and she felt like Mark was pulling her across the finish line.

“When I fi rst started getting symptoms, I would get a weird sensation in my right calf and foot.

I can't explain it. It was the oddest sensation I've ever felt,” she said. “It started to get progressively worse. I would get a mile in and had to stop. It was so frustrating. I thought I was just really out of shape. I couldn't figure out what was going on.”

One day while she was out walking, her

mother noticed her right arm wasn't moving.

Podobinski thought since she carried around her young daughter, Madelyn, perhaps it was from that. “I sort of blew it off, but my mom kept pressuring me to figure out what was wrong,” she said.

Podobinski visited her rheumatologist, as she thought the symptoms she was experiencing might be from the severe Ankylosing

Spondylitis (a form of arthritis) she was diagnosed with in her early 30s. She also tried physical therapy and was eventually referred to a neurologist. The fi rst one she saw had no idea what was going on, but knew something was wrong.

After visiting a second neurologist, she was officially diagnosed with Parkinson's Dec. 13, 2017. “I was sort of a disaster,” Podobinski said. “At fi rst it was

so overwhelming. As I slowly got better and built up my strength again I started running again.”

Training for a marathon turned out to be a great distraction.

“It took my mind off of being plagued with Parkinson's and having that distinction behind my name, because when you fi rst get diagnosed you tend to think the worst,” she explained.

“Running helped me

take my mind off of that and allowed me to focus on something else.

Podobinski enjoyed running the Grandma's Marathon so much that signed up for Twin Cities Marathon that same day. She also qualified to run in the Boston Marathon through the Adaptive Athletes program.

These days, Podobinski tries to stay as active and healthy as she can, but each day brings it struggles.

Every morning when she wakes up, she immediately has to take her medication and deals with muscles in her foot contracting uncontrollably causing her foot to twist, also known as dystonia. She has to take pills every 3-4 hours.

“I don't really know what my future holds …. My goal is to be as active as I can and try to stay as healthy as I can and just keep going,” she said.

Although the PD1 certification serves as an annual certification for the K-9s, the handlers treat the event as a competition, trying to get near-perfect scores. Dogs were tested in agility, suspect search, article search, obedience and criminal apprehension.

HUGO BITS & PIECES The Hugo City Council took the following action at its June 17 meeting: • Approved the consent agenda, which included a special event permit for the Tough Mudder July 13-14 at Wild Wings of Oneka; temporary liquor license for the Lions for the Tough Mudder; And pay voucher no. 3 for $239,544 to CB&I, LLC for the water tower no. 4 improvement project.

• Held a public hearing for an easement vacation for Adelaide Landing Outlot B. OP5 Adelaide LLC, applied for vacation of the existing drainage and utility easements lying over, under and across Outlot B (the northern 80 acres of the development). The proper drainage and utility easements will be dedicated over the lot after the easement vacation is approved.

Foxhill Avenue resident Frank Milhofer said he was concerned the easement vacation would have flooding consequences for his property. He inquired about what was going to be done with the existing drainage and if new drainage would be put in.

City Engineer Mark Erichson explained Outlot B was not currently serving a drainage purpose and wouldn’t impact drainage onto adjacent properties.

Council Member Becky Petryck encouraged Milhofer to contact city staff if any future questions or concerns should arise.

• Received an updated from City Planner Rachel Juba for new city monument signs. The Beautification Subcommittee has been working on a location and design of a new city of Hugo entry monument sign. The committee decided to focus on the north entry to the city near 180th Street and Highway 61. The committee has also discussed how to modify the existing entry monument along CSAH 8 to incorporate the new city logo, be more legible and install additional landscaping.

The committee’s preferred concept is a vertical sign that would stand 13 feet tall. Juba explained the location for the new sign is within MnDOT and Washington County right-of-way, has a significant slope from the trail to Highway 61 and also does not have city water available.

Klein suggested city staff get design plans and cost estimates for both concepts, but Weidt preferred the council move forward with only one.

Ultimately, the council authorized city staff to move forward with the final design and to receive cost estimates for the vertical sign as well as the resurfacing of the west monument sign.

CENTERVILLE TIDBITS The Centerville City Council took the following action at its June 26 meeting: • Unanimously approved revisions to Ordinance 99 – Small Wireless Facilities. There were no changes since the fi rst reading at the June 12 council meeting.

It's best for the city to adopt this ordinance so that if someone were to come to Centerville and want to build a 5G facility, the city already has guidelines in place, Glaser said.

Without an ordinance already in place when a 5G developer arrives wanting to install a facility, the city could not create an ordinance or have any framework for that facility at that time, he said.

With the ordinance in place, the city could still research the possible health issues resulting from 5G radiation, he added.

“It's not that we don't care about what 5G can do to people, it's that we need something in place in order to regulate it,” Mayor Jeff Paar said.

• Heard the North Metro

Telecommunications Commission report from Council Member Matt Montain. The commission's 2019 total budget will be $27,205 less than the previous year's budget, which is good, he said. The franchise fee is again set at $400,000 — no change from last year.

• Heard an announcement from Mayor Jeff Paar that the groundbreaking for Midwest Best Water took place June 19. The new business in town has started moving dirt and plans to complete its facility in October. At that time, the city will hold a ribbon-cutting ceremony.

• Started working on city budgets in a workshop prior to the regular council meeting. The city will continue working on the budget on a monthly basis. “We're going to get the budget as tight as we can and keep spending as low as possible to keep city services up,” Paar said. “(Finance Director) Bruce (DeJong) and city staff have worked really

hard on it and will continue working on it until we have to set it.”

• Approved an encroachment agreement for a shed at 7164 Brian Way. The landowner wants to build a shed within the rear yard setbacks within the city's rightof-way/drainage and utility easements.

• A new event this year

The Lions will sponsor events on all three weekend days (July 1921) of the festival.

And #1 swing flaw of the year is…

B

y this time of year most of you have settled into a consistent pattern with your golf game. You probably know where your miss is going to be and have figured out a way to work around it.

Tee Or not, and you’ve just learned to live with it.

Time All the golf magazines Betsy Larey and trade journals will tell you that the most common miss is a slice.

I’ve had a number of golfers I work with think that a slice and a pull are exactly the opposite. They are not. In fact, it’s the same swing path (outside to in) that cuts across the ball and pulls left. The only difference is a slice has an open face at impact so the ball curves to the right.

People slice for a number of different reasons, but the one I see the most is lack of shoulder rotation. If you don’t have a good shoulder turn, your swing will be all arms.

At that point, it’s almost impossible to get the club starting down from the inside.

Remember, the body will take the path of least resistance. The easiest way down is to cast the club outside and pull it across the target line so the ball will be starting left of the intended target line.

Statistics say that 80% of golfers have a slice. Maybe this was an odd year, but the most common swing flaw I saw with my clients this year was a push/fade. A push is the opposite of a slice. This swing starts from the inside and goes outside, so the ball starts right of the intended target line.

The fade comes into play when the face is slightly open at impact, which causes the ball to spin right.

So I hope you’re starting to get an understanding of ball flight laws here. The worst two combinations are a pull hook (I refer to that shot as Mr. Snappy) and push slice. The first starts left and spins way left, and the second starts right and spins way right. Ugly and Uglier.

So let’s assume you are in the push fade camp. There are a number of reasons why this can happen. The most common I see is the inability to get the upper body swinging faster than the lower. The club then gets caught behind you and the only options are to push it to the right, or if you have fast hands snap hook it to the left.

Another reason is the right shoulder drops, which causes the spine to tilt excessively to the right. When you swing, your path can only be to the right from that

angle. The third common error is the inability to release the clubhead at impact.

The correct sequence is the swing starts with the lower body (this allows you to get the club “in the slot”) but as the right hip starts to fire down the target line the upper body then swings faster around the lower. If you look at a good swing at impact, it’s not that much different from address except for the following: the left leg is straight, there’s air under the right heel, the right hip is pointing down the target line, the shaft (and the hands) are ahead of the ball and the head is behind the ball.

Since so many people have a difficult time getting to this position, I invented a drill that will help you understand what the body is supposed to do during the swing. I call it the bowling drill. You don’t need a club for this drill. Start by putting a golf ball or softball in your right hand.

Get in your good golf position, (spine tiltshoulders over toes, straight back, slightly flexed knees), but extend your arms straight out from your shoulders. Turn your back to the target, keeping your arms extended out. Make sure you keep your right knee flexed so your spine maintains the correct plane. If you are in the correct position, your left hand should be pointed just outside of the ball. If it’s pointed inside the ball, your spine has tilted too steeply.

If it’s pointing more towards the horizon, your spine is too upright.

From there I want you to roll the ball down the target line, just like you would roll the ball down a bowling alley. Keep your arm moving down the line and stand up and pat yourself on the back. Now that’s a great finish position. If you do this correctly, you will feel your upper body moving faster around your lower body.

Try this drill if you’ve been having a difficult time hitting a straight ball. I love drills because they help you feel your way through the golf swing. If you have a swing flaw and aren’t sure how to fix it, send me an email and I’ll address it in a column this year.

Five Centennial boys lacrosse players were named all-conference after a 15-3 season that included a 15-game win streak, a share of the conference title, the section championship and state tourney appearance where they were 0-2.

All-Northwest Suburban picks were senior mid Xan Brouillet, senior mid Jordan Rodriguez, senior attacker Garett Hoch, junior defender Nate Erichsrud and junior attacker Rawley Scherman.

Getting honorable mention were senior defender Devon Pulido, senior defender Tyler Hatch, junior defender Hunter Berger, junior attacker Cole Jackson and and sophomore goalie Andreas Bramscher.

Hoch led with 46 goals, and made 12 assists. In his career he notched 134 goals.

White Bear boys LAX honors, leaders listed A quartet of White Bear Lake lacrosse leaders, all juniors, collected multiple honors for the 2019 season.

William LeMire (goalie), Thomas Rodriguez Jr. (midfielder/faceoff specialist), Ricky Bloom (attacker) and Adam Woodcock (midfielder) were All-Northwest Suburban Conference and All-Section 4 picks.

Bloom was named to the Coaches Association All-State second team, and Rodriguez and LeMire to the third team. Woodcock got honorable mention.

The Bears, coached by Brandon Husak, had a 12-4 record, placing third in conference and second in the section.

Getting all-conference honorable

mention were Tony Jorgenson (senior defender) and Thomas Boudreau (senior attacker).

Bloom logged 49 goals and 44 assists for 93 points. In the regular season he ranked third in assists and ninth in goals in the state.

Boudreau’s scoring totals were 45-9-54 and Woodcock’s were 3320-53. The No. 4 scorer was Nick Denault with 17-5-22.

Rodriguez won 253 of 317 faceoffs for a .798 percentage and went past 500 career face-off wins. He led the team with 203 ground balls and had eight goals and 13 assists.

LeMire had a .646 save percentage and 6.19 goals-againstaverage.

Centennial girls LAX awards and leaders announced The Centennial girls lacrosse team had four all-conference picks after a 12-3 season overall and 10-2 in the Northwest Suburban Conference.

Named all-Northwest Suburban were senior midfielder Ellie Jensen, sophomore defender Olivia Wlaschin, 8th-grade attacker Callie Cody and freshman midfielder Neila Haney.

Getting honorable mention were senior defender Ixchel Salter, junior midfielder Jillian Neudahl and 8thgrade forward Ella O’Hearn.

Jensen was named team MVP. Other team awards went to Cody, top offensive player; junior Carly Huntington, top defensive player;

freshman mid Sydney Chance – Farley, most improved; and senior defender Mack Torma, hardest worker.

Cody was the scoring leader with 33 goals and six assists for 39 points, followed by Haney (23-730) and Neudahl (19-5-24). Junior goalkeeper Justine Case notched a 7.4 goals-against-average and .560 save percentage.

Named next year’s captains were Huntingon, Case and Neudahl.

Awards were announced by coach Gary Nelson. He added that all three squads had a strong season with the JV tean 12-0-1 and the B team 9-0-1.

Washington County staff will be spot mowing and spraying for noxious weeds in the more than 220 miles of rural roadsides June 24 through July 22, and again in October. This is being done to help comply with Minnesota State Noxious Weed Law (Minnesota Statute 18.75), administered by the Minnesota Department of Agriculture.

Mowing will be used to prevent seed set and the following herbicides will be used to spray mowed area: Escort XP, Milestone VM and Liberate.

Property owners who not want their roadside sprayed or mowed, and are willing to take responsibility for controlling and eradicating noxious weeds on the adjacent roadside, may visit the Washington County North Shop at 11660 Myeron Road in Stillwater Township to obtain signage, or call 651-430-4300. County agrees to work with state health department on health study

Washington County agreed to work with the Minnesota Department of Health on a study of the health implications for exposure to certain contaminants in drinking water.

The County Board approved the memorandum of understanding for the study June 18. The agreement regards a potential Centers for Disease Control and Prevention (CDC) study on the health implications of exposure to Per-and Poly-Fluoroalkyl Substances (PFAS)contaminated drinking water. The state department of health submitted a grant application to the CDC and will be notified in late summer or early fall whether the five-year grant is funded.

Washington County would use grant funds to hire personnel, and implement the clinical study with the public. The

study would recruit residents from affected communities in the east metro area. There is very little toxicity data on the majority of the PFAS chemicals, and information on adverse health effects is inconsistent. This is a research opportunity to better understand the health impact of the chemicals. The CDC has funding for up to six studies in the country. The studies would recruit 6,000 adults and 2,000 children across the six study sites, and evaluate clinical biomarkers of residents exposed to PFAS chemicals.

County will continue participation in Performance Measurement Program

Washington County will continue to participate in the Performance Measurement Program and submit the report on the 10 standard measures created by the Council on Local Results and Innovation to the Office of the State Auditor. The County Board agreed to participation June 18, the ninth year that

the county has participated.

In 2010, the Legislature created the Council on Local Results and Innovation, tasked with creating a standard set of 10 measures for cities and 10 measures for counties. The list of measures was reviewed by the council and revised in 2013, when the council released an expanded set of performance measures.

Participation in the standard measures program is voluntary. A county that elects to participate in the standards measures program may be eligible for a reimbursement of 14 cents per capita in county program aid, not to exceed $25,000.

The county will report the results of the 10 adopted measures to residents on the county website at www.co.washington. mn.us/performancemeasures, as well as including the report in its budget documents and filing a copy with the Office of the State Auditor.

5 ways to make homes safer Injuries that occur around the home contribute to millions of medical visits and tens of thousands of fatalities each year. Many home accidents are entirely preventable when proper caution is exercised.

As homeowners prepare for home-improvement projects, improving safety inside and outside the home should be a priority.

1. Improve lighting One of the easiest ways to reduce the risk of falls is to improve lighting around the home. Adequate lighting is important at entrances to the home, stairways, hallways, and other frequently traversed areas. In addition, install lighting outdoors by the front door, over the garage and where garbage pails are stored to facilitate safe passage.

2. Eliminate slick surfaces Improving traction around the house also can minimize falls. Throw rugs and runners can be made more secure with nonslip rubber backings.

Use shoe trays to reduce puddling from melting snow or rain runoff in entryways.

Promptly remove snow and ice from driveways and walkways. For those who live in cold climates, heated concrete can help melt precipitation before it accumulates.

3. Make needed repairs Repair loose floorboards and pull carpet taut if it has started to stretch out. Address

cracks outdoors and ensure that patio stones, bricks and pavers are secure and level to reduce tripping hazards. Fix areas of the landscape where water may pool and freeze, creating potential hazards.

4. Declutter all spaces Remove unnecessary items and furniture from rooms to free up more space to get around. Be sure there are no obstructions in walkways, entryways and near doors. Keep staircases clear at all times.

5. Invest in assistive devices Handrails, grab bars, nonslip stair treads, and many other devices can make homes safer for people of all ages and abilities. Outfit cabinets and closets with organizers that put frequently used items within easy reach. A sturdy step stool can reduce the risk of injury while reaching for items stored on high shelves.

Taking measures to reduce the risk of falling around the home is a worthwhile home improvement project.

Is the weather pattern ready to shake off the last remnants of spring and usher in more summer like weather, i.e., heat, humidity and storms? June is behind us and July should live up to its reputation with more summer-like weather conditions. One thing I’ve noticed is the number of people out when we have nice days. I’ve been to a few outdoor events and the ones with great weather have attracted very large crowds. People are hungry to get out and they seem to be in good moods. After a relatively dry period, June 6 to 22 we totaled anywhere between 1.25” to 2.10” of rain on Sunday-Monday, June 23-24. A morning storm on Thursday, June 27 brought between .50 to .65 inch of rain, bringing our monthly total to over 3 inches, about an inch drier than normal for June. Garden Note: Sister Val in Shoreview is picking lots of homegrown strawberries. I’m waiting on my raspberries.

Summer project: Suicide prevention

White Bear Lake student Mira Stearns decided to spend her summer on a community project to raise awareness about suicide prevention.

Stearns plans to pass out yard signs in White Bear Lake, Mahtomedi, Vadnais Heights and Hugo for the National Suicide

Prevention Hotline. She is hoping to raise $2,250 to purchase 750 signs and is organizing a bake sale at her church, St. Stephen Lutheran Church in White Bear Lake, to raise money.

this fall. “I really enjoy helping people.”

Mental health is a passion of hers. “I have known a lot of people who have suffered form depression or thoughts of suicide,” she said.

Although she hasn't personally experienced the struggle or grief of suicide, she has had friends who had family members take their own lives.

“It is extremely heartbreaking to me,” she said. “It wrenches my heart to think that people can't get help or feel like they can't get help.”

In Minnesota, there were 13.8 suicides per 100,000 people in 2018, according to data from the Centers for Disease Control and Prevention and the Journal of the American Medical Association, recently analyzed by SeniorLiving. Suicide is the 10th leading cause of death in the U.S. Stearns thought signs around town in business lawns and resident yards would be an encouragement to those struggling that

they are not alone. The signs will have slogans on them like “You matter” or “You are loved,” Stearns noted.
