Night to Unite is a statewide event that builds and fosters community bonds between communities and public safety organizations such as local fire departments and law enforcement. This annual celebration occurs on the first Tuesday in August and gathers neighborhoods and public safety personnel together for an evening to promote safe communities.

Rep. Bob Dettmer presented former Hugo City Council Member Chuck Haas a Minnesota House Resolution for Service honor Aug. 2 for his dedication to the city of Hugo.

At the City Council meeting, Dettmer explained the resolution honor is for people who deserve special legislative recognition for hard work in their communities.

“Mr. Haas is a very special person to the city of Hugo and to the Yellow Ribbon Network,” Dettmer said. “The Yellow Ribbon Network in Hugo is one that other committees look at as something that they need to be like.”

Dettmer read the resolution, which stated that Haas and his wife Mary Kay have three children and six grandchildren and have lived in Hugo since 1991. Haas has given back to the community by serving on the Hugo City Council, the Metropolitan Council Board of Directors for four years, and was appointed by former Gov. Tim Pawlenty to the Metropolitan Council Water Supply Advisory Committee, where he served 10 years. He served five years as president of the Friends of Washington County and spent five years on the board of the University of Minnesota Hubert H. Humphrey School of Public Affairs. He also received the Military Superior Volunteer Service Medal — the highest military medal presented to a civilian.

‘Don’t ignore the warning signs’ The main message a local family hopes to get across by sharing their son’s health scare is to never ignore the warning signs.

2017 Centennial High School graduate D.J. Love, son of Susan and D. Love (mayor of Centerville), is currently in the ICU at M Health Fairview University of Minnesota Medical Center and has a long road of

recovery ahead of him.

D.J. is a senior at North Dakota State University and works as a HR process team leader for Target. In early July, D.J. was not feeling well. Susan explained that he was feeling run down, congested and sick to his stomach, and was having a hard time keeping anything down.

“He called us and told us how miserable he was. We encouraged him to go to urgent care or the ER, and that he needed to be seen,” she said.

On July 10, D.J. went into urgent care, where they performed a blood panel and chest X-ray to see if he had pneumonia. They noticed his heart was enlarged. Following an ultrasound a few days later, D.J. was immediately sent to the ER. He was having severe chest pains. Upon doing an angiogram, the doctors found a large blood clot. D. recalled, “We started driving to Fargo, and as we were nearing St. Cloud, the doctors called us and said, ‘You should stop and turn around. We are going to fly him back down there.”

All of this came as a shock to the Loves, as D.J. has always been very healthy and active.

“He has really avoided the hospital for all of his 22 years. He’s been incredibly healthy, very active, very strong and is a former athlete,” D. explained.

As of last week, D.J. had undergone several surgeries and procedures, including open-heart surgery, surgery to remove a blood clot in his leg, a procedure to install a tube into his lung and several procedures to install different heart pumps.

Thus far, the family has not been given many answers about what may have led to all of this.

“Honestly, there’s a lot of theories, but there’s no actual facts that have been able to be specifically rendered as of yet. It’s just a huge question,” D. said. “It is not normal for a 21-year-old who is healthy and active to have this happen, but the beautiful thing about it was that he responded accordingly, went to the doctor, got checked. If it was not for that reaction, we’d be having a different conversation right now.” (D.J. celebrated his 22nd birthday July 21 in the ICU.) Susan added, “It would have been so easy for D.J. to continue to ignore this situation, thinking, ‘I just have a really bad flu and I’ll work through it,’ but he thankfully listened to his gut instinct and went in, and as a result he’s alive today.”

Outpouring of prayers, support The family continues to be amazed by all of the prayers, support and financial contributions from the community, family, friends and strangers. That, along with the family’s strong faith in God, has carried them through.

“We have thousands of people praying for us through many, many prayer chains and the power of God at work in saving his life and guiding the doctors with wisdom and giving D.J. courage and strength,” Susan explained.

D. added, “The myriad of people in the community and everywhere else, it’s just been absolutely incredible and it’s been inspiring and very powerful.

It is helping us make it through some very difficult times.”

D.J.’s colleagues set up a GoFundMe

account to help cover expenses during his recovery. As of press deadline, the fundraiser had raised over $23,300 on a goal of $10,000.

“At his age, you live paycheck to paycheck … It’s been incredible how people have donated so that D.J. can recover and not have to worry about the stress of paying his bills, car note, rent, utilities and college tuition,” Susan said. “With this special account, he’s really able to rest and heal and focus on physical therapy and regaining his strength and not have to worry about financial strain.”

D.J. remains in the hospital’s cardiac unit. At this point, it is really uncertain how long D.J. will need to be in the hospital, and how long it will take him to make a full recovery and get back to a semblance of normal life.

County board appoints deputy registrar The Washington County Board of Commissioners has appointed Neng Lor as the Washington County Driver’s License Agent and the Washington County Deputy Registrar. Lor will oversee the offices in Forest Lake, Stillwater and Woodbury. Lor serves as the division manager of the county’s license and service centers.

Parks projects recognized by Minnesota Recreation and Park Association

Washington County Parks receives two awards from the Minnesota Recreation and Park Association, one for Nature’s Art Gallery in the program and events category and one for the Lake Elmo Park Reserve Wayfinding Project in the marketing and communications category.

Washington County Parks was recognized for two projects by the Minnesota Recreation and Park Association (MRPA). MRPA’s Awards of Excellence is an annual program that recognizes agencies or organizations in Minnesota for outstanding achievements in parks, recreation and leisure service.

Washington County received MRPA awards in the marketing and communications category for Lake Elmo Park Reserve Wayfi nding and in the program and events category for Nature’s Art Gallery. The wayfinding project was an overhaul of all trail signs at Lake Elmo Park Reserve, a 2,179-acre park with trails along different landscapes, including prairies, oak savannah forests and wetlands.

Trails are designated for hiking, horse riding and mountain biking in the summer and snowmobiling, skiing, skijoring and snowshoeing in the winter.

The Wayfinding Project is a tool for visitors so they can gain a fundamental understanding of where they are within the park. In the end, more than 200 new signs/maps were ordered and placed throughout the park. Benches and bike racks were purchased and will be installed to create better user experiences, and five new trailheads were developed for people accessing trails within the park. The top priority for the wayfinding project was to keep it simple for new park users to understand.

The Nature’s Art Gallery invited park visitors to see nature from an artist’s perspective through a new program at Washington County Parks. The goal of the program was to encourage visitors to hike park trails while enjoying views and natural elements as if they were at a gallery. Natural elements were "framed" using simple black picture frames installed with metal stakes at regular intervals throughout a park trail to highlight form, composition, function and color. The objectives were for participants to gain a greater appreciation for the beauty of nature that is often overlooked and to allow for a more deliberate focus on the natural resources the parks contain.

Current conditions could increase risk of Naegleria fowleri As Minnesota experiences hot and dry weather this summer, Washington County Public Health and Environment is sharing an important reminder about the risks of Naegleria fowleri when swimming. Naegleria (nigh-GLEER-E-uh) is an amoeba commonly found in warm freshwater and soil. Only one species of Naegleria infects people — Naegleria fowleri. It causes a very rare but severe brain infection called primary amebic meningoencephalitis (or PAM). This infection, which is often fatal, happens when Naegleria gets into the nose and travels to the brain.

While infections with Naegleria fowleri are rare, they usually occur when it is hot for prolonged periods of time, which results in higher water temperatures and lower water levels. Infections can also increase during heat waves. Washington County has experienced two deaths in children related to illnesses from PAM in the past.

Swimmers can reduce the risk of PAM by limiting the amount of water going up the nose. When taking part in water-related activities in bodies of warm freshwater: • Avoid warm freshwater when the water temperature is high and the water level is low; • Avoid putting your head under the water; • Hold your nose shut or use nose clips; and • Avoid digging or stirring up sediment.

People should seek medical care immediately whenever they have a sudden fever, headache, stiff neck and vomiting, particularly if they have been in warm fresh water within the previous two weeks. County’s 2022 recommended budget continues pandemic response and recovery The county board has received the county administrator’s recommendation for the county’s 2022 budget.

Last year, in response to the economic impacts of the COVID-19 pandemic on residents and businesses, the board approved a 0% increase in the county’s 2021 tax levy. With the ongoing

response to and recovery from the pandemic, the recommended 2022 budget includes a levy increase that funds increased costs to the county expected in 2022, and those that occurred in 2021.

Commissioners will conduct workshops on the recommended 2022 budget throughout August, and all are open to the public and webstreamed on the county’s website. The workshops provide the opportunity for each department to present its recommended budget to the board. After reviewing the recommended budgets, the board will set a proposed levy and adopt a proposed budget for 2022 Sept. 14; after the proposed levy is set, it may be reduced but not raised in the final budget, which will be approved Dec. 14. An evening public budget meeting will occur at 6 p.m. Tuesday, Nov. 30, in the Board Room of the Government Center in Stillwater.

The recommendation that the board is reviewing includes a 5.78% increase in the county’s levy, which would result in an increase for the county’s portion of the annual property tax of $29 for the average-valued home in the county, which is $318,700. That same average-valued home in 2021 experienced a $25 reduction in county tax when the board approved a 0% levy increase.

New funding in the budget will pay for salaries and benefit increases for existing employees, as the county expects a rather substantial health insurance increase in the coming year, and base salaries of all county employees were held flat in 2021. The recommended budget includes only a small number of new employees and few changes in the services or programs delivered.

The recommended budget includes investments in the county’s technology infrastructure to maintain and enhance data and network security. The budget funds a fairly substantial increase in election costs for 2022 as more people vote absentee, which adds to the cost of managing an election. The budget also funds replacements in the public works fleet to ensure the ability to maintain and provide snow removal on county roads.

County will receive state money to provide services to those without homes Washington County will receive $120,000 annually for the next three years from the Minnesota Department of Human Services to provide services to those who are without permanent homes. The county had a grant for $240,000 through the Department of Human Services for the Project for Assistance in Transition from Homelessness (PATH) that ran through the end of June. The money is used to fund outreach and case management for individuals experiencing homelessness and diagnosed with a mental illness or substance use disorder. Outreach is conducted by social workers on the HOST (Homeless Outreach Services Team) team, who engage with individuals through the county’s housing walk-in hours, as well as through contact with residents at highway rest areas, drop-in centers, libraries and parks. Once engaged with households, HOST staff can provide ongoing case management and assist individuals in accessing housing and other services needed.

FEW WEEKS ago, Kathy and I were invited to a brewery in Woodbury to celebrate the life of Robert MacGregor Shaw. We got to know Bob and Virginia Shaw through the Minnesota Newspaper Association where he was manager. Having served on the board of directors of the association, we got to know them very well.

Bob was born in 1922 in International Falls and died on Jan. 6, 2021. His son Robert arranged the tribute to his father. Robert is currently a reporter for the Pioneer Press.

In his aging years, Bob wrote several books. The is a summary from About the following the “The Joys of Old Age.” “…old people will be Town called old people, not senior Gene Johnson citizens. Another book he wrote is the “Bachelor Slob in the Kitchen.” Following are four points made in that humorous book: 1) Become independently wealthy. You’ll save some money, but not very much.

2) Become young, vigorous, loving, publicspirited, and kind to dogs and little children.

3) Enjoy the pangs associated with the nosweets-in-the-icebox rule and the no-booze-byyourself rule.

4) Improve your table manners. They will deteriorate as you discover the joys of eating with your fingers, drinking from the bottle, and eating right out of the frying pan.

Bob loved newspapers, promoting freedom of the press and open meetings. He was a key part of the Minnesota Press Council in the 1970s which lasted about a decade. It was an opportunity for newspaper readers and TV listeners to challenge information presented and get a fair hearing and response.

f you are like most Minnesotans, your lawn is probably looking crisp and brown this summer. According to the U.S. Drought Monitor map, 98 percent of Minnesota is currently experiencing drought conditions, with 52 percent of the state in a severe or extreme drought. Unfortunately for our lawns, farms, forests and public water supplies, the climate is expected to remain dry.

Meanwhile, at Trinity Lutheran Church Movers & in Stillwater, a wide strip of Shakers grass along the sidewalk stands Angie Hong out lush and green against a backdrop of crunchy brown turf. Cheery yellow signs along the path offer an explanation; this verdant corridor is actually a newly planted “bee lawn.”

Unlike typical lawns, beefriendly lawns feature a mix of drought-tolerant fine fescue grasses and low-growing flowers such as Dutch white clover, creeping thyme, and self heal.

For people hoping to include additional native species, ground plum, lanceleaf coreopsis, and calico aster are also options. Bee

lawns can be mowed at a height of 3-4 inches; over time, the plants “learn” to flower at a lower height.

In some ways, bee lawns are a return to simpler times. Prior to the 1950s and the advent of the modern suburban lawn, most American yards contained clover and other low-growing plants.

In the post-World War II era, however, lawn care companies worked hard to establish a new norm, with tidy lawns comprised primarily of Kentucky bluegrass and maintained with constant doses of fertilizer, herbicides, and water. Now, some Americans are ditching high-maintenance lawns in favor of low-mow, bee lawn, and other turf alternatives.

As the name implies, the flowering plants in bee lawns provide nectar for bees and other pollinators, many species of which are on the decline. As an added bonus, they are also better suited for dry conditions and do a better job than conventional lawns of soaking up rain due to their deeper root systems. For people reluctant to attract bees to their yards, low-mow turf is another alternative that allows for a more traditional lawn-like appearance without the need for frequent watering, mowing, or fertilizer.

Though there are many benefits to bee lawns and low-mow turf, both are best suited for relatively

sunny sites with low foot traffic.

At Trinity, members of the church’s Green Team elected to plant the demonstration bee lawn along an edge of their green space that is rarely used for gatherings. They also retained a buffer of conventional lawn along the sidewalk to alleviate concerns about accidental stings to passers-by. Middle St. Croix Watershed Management Organization provided an incentive grant to help fund the demonstration bee lawn and staff from the Washington Conservation District offered advice on how to get started.

Council recognizes area life savers

LINO LAKES — Two lives are forever changed thanks to the quick response of residents and first responders.

The City Council recognized the actions of two Lino Lakes residents and members of the Lino Lakes Public Safety Department, Centennial Lakes Police Department (CLPD) and Allina EMS at its last meeting.

Kevin and Diane Kuznia received a Life Saving Award July 26 for their actions back in April. At 7:20 p.m. on Saturday, April 3, Diane called 911 to report a cold-water-related medical situation involving an adult male who was unconscious and clinging to a branch in the water of Peltier Lake.

Kevin jumped into the very cold water to help the male, who was mostly submerged and partially trapped under a tree leaning into the water.

In the time it took fi rst responders to respond and locate them, Kevin and the victim’s wife were able to free the male’s trapped arm and leg from under the tree, then held him above water to keep him from drowning.

When members of the police and fire division arrived, they found the male patient unresponsive and hypothermic. Officers and fi refighters helped Kevin pull the patient up the bank and onto dry land, where care was provided in an effort to dry and warm the patient before carrying him to an ambulance.

“Throughout this time, Kevin remained an active member of the rescue team — at one point, even giving up his own coat to help warm the patient.

The patient was carried by rescuers and Kevin a significant distance down a trail to an area the ambulance could access,” Public Safety Director John Swenson explained.

Kevin was able to provide critical information about the amount of time that the patient had been submerged in the water, as well as details of the event that aided the investigation. The patient was loaded into the ambulance and transported to a hospital, where he later recovered.

“Mr. and Mrs. Kuznia’s quick decision to make the 911 call and jump into action to free the male as his condition quickly deteriorated played a key role in the patient’s survival and recovery,” Swenson said.

“If it weren’t for this coordinated effort and this very quick response, I’m fearful that Mark wouldn’t be with us today,” Swenson said.

Shortly after 5 a.m. on May 20, Peggy Tembreull was awakened when her husband Mark wasn’t breathing right.

She immediately knew something was not right and called 911. The call was answered by Anoka County Communications Center. The dispatcher quickly entered the call and then A large public safety team made up of personnel from multiple agencies transferred the caller to Allina EMS received Life Saving Awards for saving the life of Lino Lakes paid-on-call for pre-arrival instructions. The Allina firefighter Mark Tembreull. dispatcher walked Peggy through what to do and how to administer CPR. It is believed that Mark went into cardiac arrest some time before the 911 call was made.

Allina Ambulance and Lino Lakes Police were dispatched to the scene, along with Lino Lakes Fire, which requested a response from CLPD. CLPD and Lino officers provided basic life support until Allina EMS and Lino Fire arrived and started advanced life support. Mark was then transported to Regions Hospital.

“This call for help started the chain of survival when the homeowner called 911,” Swenson explained. “Everyone was a crucial link in this chain. The patient is here today because of these dedicated individuals and their ability to work as a team. It does not matter what patch they wear or what agency they may work for, they all came together for a greater good.”

DNR invites comment on proposed sunfish regulations The Minnesota Department of Natural Resources (DNR) encourages to the public to weigh in on proposed special fi shing regulations that would allow anglers to keep fewer sunfi sh from 50 lakes. The proposed regulations are part of the ongoing Quality Sunfi sh Initiative.

“These new regulations would continue our response to angler concerns about the declining sizes of some of our state’s most prized and frequently caught fish,” said Dave Weitzel, DNR fi sheries supervisor. “We’re aiming to protect and improve sunfi sh sizes on select lakes with the biological potential to produce large sunfi sh.”

The proposed lower bag limits on 50 lakes would go into effect in March 2022. Under the proposal, sunfi sh daily bag limits would be reduced from the statewide limit of 20 sunfi sh to five sunfi sh on some lakes and 10 sunfi sh on others. Some lakes also have similar proposals for lower crappie daily bag limits.

Comments on the proposed regulation changes may be submitted in multiple ways, including through an online survey that is open through Sunday, Oct. 31; by contacting an area fi sheries office; or by attending an in-person meeting this fall. Details about the meetings will be posted and publicized later this summer. More information about comment options, including a link to the survey, is available on the DNR website.

Through the Quality Sunfi sh Initiative, nearly 100 lakes received bag limit reductions in March 2021. In total, the DNR plans to increase the number of lakes with reduced bag limits to approximately 210 by 2023, up from 60 before the initiative began.

Although anglers have told the DNR they are

satisfied with sunfi sh numbers, they have voiced increasing concerns about sunfi sh size quality.

They also have voiced concern about the added pressure on fi sheries as a result of electronic fish fi nders and other technological advancements, including rapid social media communication between anglers when fish are biting.

“Sunfi sh grow only about an inch per year, so a large sunfi sh can be more than a decade old. It’s critical to protect these large fi sh from excessive harvest because they aren’t easily replaced,” Weitzel said.

In addition to the 50 lakes where the DNR is proposing new special sunfi sh and crappie regulations, the DNR also is proposing minor changes to 63 lakes that already have special reduced possession limits. Under these changes, the reduced possession limit will change to a reduced daily limit, which will allow an angler to take a daily limit from a lake multiple days in a row until reaching their statewide possession limit (20 sunfi sh, 10 crappie). The change will create consistency with the newly implemented Quality Sunfi sh Initiative regulations and is not projected to have additional biological impacts.

Minnesota fi shing regulations use sunfi sh as the generic name for bluegill, pumpkinseed, green sunfi sh, orange-spotted sunfi sh, longear, warmouth and their hybrids. HUGO POLICE REPORTS The Washington County Sheriff’s Offi ce reported the following incidents:

A resident in the 5000 block of 146th Street N. at 9:14 a.m. July 2 reported a bale of hay dumped in the roadway.

Hugo public works was notified.

• A resident in the 16000 block of Forest Blvd. N. at 9:59 a.m. July 2 reported a forced burglary through the west side entrance door. Several rooms were disturbed, as were a drawer and closet. The only item taken was a white envelope containing $500 in cash from a top dresser drawer in a bedroom. There are no suspects.

• The driver of a white SUV was cited at 3:23 p.m. July 2 on Oneka Parkway N. and Farnham Avenue N. for failing to stop at the stop sign on northbound Oneka Avenue before turning right onto eastbound Farnham Avenue.

• Washington County Sheriff’s Office deputies fielded a fi reworks noise complaint at 12:20 a.m.

July 4 in the 6000 block of 151st Street N.

A resident in the 8000 block of 132nd Street N. at 8:57 a.m. July 4 reported civil issues over people staying on the property. Three highly qualified deputies with Crisis Negotiation Team training “expertly diffused” the situation.

• A resident in the 8000 block of 157th Street N. at 3:23 p.m. July 4 reported a female bit by the family dog. The patient was transported to the local hospital for stitches and further examination, and the dog placed on in-home quarantine.

• An out-of-state male was cited at 6:24 p.m.

July 4 in the 14000 block of Victor Hugo Blvd.

N. for displaying expired registration after deputies conducted a traffic stop on a rocketstyle motorcycle bearing registration from another vehicle. When deputies contacted the driver, he produced a revoked drivers’ license from another state. He stated he’d purchased the bike from another party more than four months earlier and had not transferred the title to his own name with the Department of Motor Vehicles. The registration tab turned out

to have come from his girlfriend’s motorcycle license plate. The correct registration from his own motorcycle had expired.

• A resident in the 4000 block of Evergreen Drive at 9:59 p.m. July 4 reported fireworks being launched in the area, with ashes landing on neighborhood driveways.

• Deputies dispatched out to a fi reworks complaint at 10:16 p.m. July 4 were diverted to assist with a burglary in progress in the 14000 block of Grantaire Lane N. • A vehicle in the 6000 block of 151st Street N. was reported damaged at 1:06 a.m. July 5.

• A resident in the 5000 block of 138th Street N. at 2:50 p.m. July 6 reported a fraudulent check passed.

• Deputies issued a citation for expired registration at 9:41 p.m. July 6 in the 14000 block of Forest Blvd. N. • A Minnesota motorist was cited at 7:41 a.m.

July 7 on Forest Blvd. N. and 152nd Street N. for driving after revocation and for failure to provide valid proof of insurance, after being pulled over for displaying tabs that expired in September 2020.

• A resident in the 7000 block of 140th Street N. at 1:53 p.m. July 7 reported receiving telephone calls telling her she’d won a prize. The complainant told deputies she believed it was a scam and was advised not to give the caller any personal or fi nancial information to the caller.

• A suspicious male spotted inside a business in the 13000 block of Fenway Avenue N. at 12:20 a.m. July 8 with the door open turned out to be the owner.

• A resident in the 14000 block of Garden Way N. at 8:34 a.m. July 8 reported a silver Honda Civic with dark tinted windows drive up and down her street three times, possibly to case open garage doors in the area. The complainant said that when the male saw her he left the area.

Deputies on water patrol stopped a boat on Bald Eagle Lake for people riding on the transom at 6:14 p.m.

• A resident in the 6000 block of 146th Street N. at 7:48 a.m. July 9 reported a suspicious vehicle parked facing in the wrong direction. The vehicle was registered from out of the area.

• Deputies responded to three noise complaints during the night of July 9-10. At 8:33 p.m., a domestic argument was reported in the 6000 block of 152nd Street N., which turned out to be a group of four individuals playing loud music, drinking alcohol and being loud and boisterous.

Deputies advised the group to be aware of neighbors’ proximity when socializing.

• At 10:12 p.m. July 9, a family was reported for playing loud music in their town home garage in the 5000 block of French Drive N. When deputies contacted them, they immediately volunteered to turn off the music.

• At 1:59 a.m. July 10, a resident in the 15000 block of Forest Blvd. N. reported the neighbor for pumping noise into her trailer. However, deputies arriving on the scene observed the noise inside her trailer was not musical, but mechanical.

• A driver’s license and credit card were reported found at the Tough Mudder event in the 14000 block of Irish Avenue N. at 10:33 a.m. July 10.

Deputies located the owner through on line research and returned the items to her.

• The driver of an older model silver pickup truck was cited at 8:51 p.m. July 10 in the 14000 block of Victor Hugo Blvd. N. for driving after revocation and for presenting an insurance card that was expired due to non-payment.

Deputies on patrol conducted the traffic stop after they randomly ran the subject’s license plate for a Mobile Data Computer (MDC) check.

A golf cart driving around with a siren blaring was reported at 8:59 p.m. July 10 in the 4000 block of Prairie Trail N. • A resident in the 15000 block of Homestead Avenue N. at 9:13 p.m. July 10 reported a port-a-potty truck for striking a mailbox, and failing to stop or report the damage. The complainant assisted the mailbox owner by calling the company that owned the truck with information about the incident. The owner of the mailbox said she didn’t want to press charges, but simply wanted the port-a-potty company to buy her a new mailbox.

PUBLIC SAFETY BRIEF Hugo man convicted of criminal sexual conduct Jeret Joseph Olson, 22, of Hugo, has been convicted of third-degree criminal sexual conduct for an incident that occurred in 2018.

According to the criminal complaint, on Nov. 7, 2018, an officer from the Forest Lake Police Department spoke to a 15-year-old girl who reported that she had been sexually

assaulted by a male she had just met. The male was later identified as Olson. The victim told the officer that the assault occurred at Olson’s residence in Hugo. As a consequence, the Washington County Sheriff’s Office investigated the assault.

Per the criminal complaint, the victim was introduced to Olson by a friend of hers, who was also 15 years old. On Nov. 5, 2018, the victim was at her

Once they arrived at Olson’s house, the two were in the bedroom “cuddling,” which the victim stated she was okay with doing, but Olson then tried to escalate the encounter.

The victim told Olson she wasn’t comfortable going any further because she didn’t

know him, but Olson told her, “It’s not your choice.” The complaint goes on to detail several actions Olson took without consent. At one point he unbuckled his pants and told the victim “do your job.”

Olson later admitted to officers that he had intercourse with the victim, but stated it was consensual.

Olson was sentenced last month to 60 days in jail

CENTENNIAL LAKES POLICE REPORTS The Centennial Lakes Police Department reported the following incidents: • Officers responded to a property damage accident near Heritage Street and Centerville Road July 28 involving a U.S. mail truck. The truck was hit by unknown black SUV while traveling northbound on Centerville Road.

There was minor damage, and the suspect had left the scene.

• Officers responded to a report of disorderly juveniles in the 700 block of Village Parkway July 28. The officers checked the area but did not locate the suspects.

• Officers responded to a report of a possible slumper in the 9100 block of South Highway Drive July 28. The male told the officers he was fi ne and answered questions appropriately.

• An officer responded to medical emergency for an adult female in the 1500 block of Peltier Lake Drive July 29. Upon arrival with EMS, the officer assisted with the patient until she was transported.

• An officer conducted a traffic stop in the area of County Parkway East and Main Street July 29 because a juvenile female was seen outside the sunroof. The juvenile's parents were notified and a verbal warning was given to the driver and the juvenile.

• An officer was conducting residential patrol

when a suspicious vehicle was located near the intersection of North Road and Point Cross Drive July 29. The vehicle was confi rmed stolen and was recovered.

• Police conducted a traffic stop that resulted in a DWI arrest in the 4100 block of Lovell Road July 29.

• Officers responded to phone theft report in the 1900 block of 73rd Street in Centerville July 30. The caller said an unknown suspect stole a package from their front door last month. The estimated loss was $500.

• Officers were dispatched to a noise complaint in the 9300 block of Syndicate Avenue July 30.

The officers told the residents of the complaint and the music was turned down.

• Officers were dispatched to a report of three motorcycles doing wheelies on the bike path near Indian Hills Drive July 30. The officers checked the area but did not locate the vehicles.

• Officers were dispatched to a fi reworks complaint in the 200 block of Keith Road July 30. The officers did not locate the source of the fi reworks.

• Police responded to a report of an adult female experiencing a medical emergency in the block of Civic Heights Drive July 31. The female was transported to the hospital.

• An officer conducted a traffic stop near the intersection of Lexington Avenue and Lovell

Road July 31 for multiple traffic violations. The female driver subsequently arrested for DWI. • An officer responded to a check welfare request in the 3800 block of Minuteman Lane in Lexington Aug. 1. The officer made contact with involved parties and determined the female was fi ne and needed no assistance.

• Officers were dispatched to the 9300 block of Dunlap Avenue for a verbal domestic call Aug. 1. Officers determined that no crime occurred.

• Officers responded to a report of a property damage accident involving a vehicle and a building in the 9200 block of South Highway Drive Aug. 1.

• Officers responded to a verbal domestic report in the 3800 block of Edith Lane Aug. 1. The officers mediated the situation.

• An officer observed a traffic violation near the intersection of Lake Driver and Restwood Road Aug. 1. An adult female was subsequently arrested for DWI. • An officer conducted a traffic stop on a vehicle near the intersection of Centerville Road and Sorel Street Aug. 2. The male driver was subsequently arrested for DWI. • Officers responded to domestic call in the 1800 block of Houle Circle Aug. 2. The officers determined that no crime occurred. The involved parties agreed to stay away from each other for the night.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer located two suspicious vehicles parked in the lot of a closed business in the 700 block of Apollo Drive July 27. The officer made contact with two people sleeping in the vehicle. According to the people, they had car trouble and were waiting on a tow truck. There were no apparent problems.

• An officer found an open door at a business and stopped to investigate in the 7800 block of Lake Drive July 27. The officer determined the business owner had forgotten to close the door.

• A community service officer responded to a call for service regarding found mail from another county with addresses in Lino Lakes in the 600 block of Town Century Parkway July 27. The investigation is ongoing.

• An officer responded to a residence to inform the homeowner they were watering their lawn in violation of the current watering restrictions in the 6400 block of Fawn Lane July 30.

• Officers were dispatched to a likely theft in progress at a retail store in the 700 block of Apollo Drive July 30. Upon arrival, the female suspect abandoned her cart full of merchandise and left the premises.

• An officer stopped a vehicle for speeding and no license plate in the 700 block of Main Street July 30.

The adult male driver was arrested for DWI. The male was booked at jail for DWI and other traffic offenses.

• An officer responded to a damage to property report in the 7800 block of Lake Drive July 31.

The officer documented the damage and collected evidence. The investigation is ongoing.

• A resident found what they thought were human bones in a wooded area in the 400 block of Elm Street July 31. The medical examiners office looked at photos of the bones and determined they were not human. The bones were collected to be sent to the medical examiner for final clarification.

• An officer responded to a local park where a 12 year-old was stuck in a swing in the 6900 block of Sunrise Drive July 31. The officer assisted in releasing a latch for the swing.

• An officer took a traffic complaint from a resident about a vehicle with loud exhaust and driving too fast on a residential street in the 500 block of Lois Lane July 31. The officer spoke with the driver and the complainant. The driver apologized and agreed to slow down in the neighborhood.

• Officers responded to report of a theft from motor vehicle in the 500 block of Apollo Drive July 27. The officers located the suspect, who had a warrant for their arrest. The suspect was taken into custody on the warrant and for the theft. The victim's stolen property was recovered and returned.

• While on patrol, an officer stopped a vehicle for a traffic offense and found the driver did not have a license in the 200 block of Ash Street July 28.

After an investigation, the driver was arrested and booked at jail for multiple offenses.

HUGO BITS & PIECES • Th The H Hugo Cit City C Council il unanimously i l approved da resolution providing for the sale of $8.4 million in general obligation tax abatement bonds, Series 2021A. The council also authorized staff to accept the amount of reoffering premium necessary to fully fund the Lions Park improvements construction fund at $8.65 million. The bond sale will also fund other related public improvements. “I think this is the largest bond issue we have ever put out for bid,” Acting Mayor Becky Petryk noted at the Aug. 2 council meeting (Mayor Tom Weidt was absent).

• The council has also approved a resolution addressing ongoing watering conditions and restrictions due to the ongoing drought. They include: -The city continues to implement an odd-even irrigation schedule for properties that use the municipal water supply.

-Watering is not permitted from 6 a.m. to 9 p.m. for properties that use the municipal water supply. There are certain exceptions: flowers, landscaping beds and vegetable gardens may be watered with a hand-held hose. Properties with new sod are exempt from irrigation restrictions for 14 days.

-All properties are prohibited from augmenting wetlands and water resources with water from the municipal water supply and individual wells.

• The City Council approved a retirement gathering for Fire Chief Kevin Colvard from 5 to 8 p.m. Saturday, Aug. 28, at Hanifl Fields Athletic Park, 7032 137th Street N. in Hugo.

The next City Council meeting is at 7 p.m.

• The city will continue to retain auditing services, after council at its July 28 meeting unanimously approved a three-year contract extension with Abdo, Eick & Meyers. City staff maintains high satisfaction with the fi rm, and will experience no cost increase for the fi rst year of the contract and only modest increases during the two additional years. The city will pay $32,300 for 2021, $33,000 for 2022 and $33,700 for 2023, using money from the General Fund and enterprise fund budgets. Council members suggested that when the new contract expires after 2023, the city extend Requests for Proposal to other auditing fi rms for the sake of openness and fairness.

• Council tightened up its fi nancial housekeeping, after it transferred $948.21 from the Economic Development Authority (EDA) Fund to the General Fund to properly record the amount of cash in each fund. When the EDA bank account was established, staff used $1,000 from the General Fund to open the EDA account. The city's accounting fi rm, Abdo, Eick & Meyers, recommended that city staff seek council approval for those actions.

• The city continues to pay its bills for street improvements, after it approved Request for Payment #10 in the amount of $121,721.34 to A-1 Contracting for Downtown Street and Utility Improvements.

The parcel at 7241 Main Street is headed • toward being split into two lots, after council approved a Preliminary Plat for the property owner, John Peterson, to convert that land into two single-family homes, to be called “Peterson Shores”.

• A new commercial enterprise is potentially coming to town, after council approved the Preliminary Plat, along with the accompanying public improvements for Sutton Transportation to be located in the Rehbein Industrial site at 2080 Fairview St. The plat is being completed to accommodate the development of a warehousing/cross-dock facility for Sutton Transport. The Planning and Zoning Commission voted unanimously to recommend approval of the Preliminary Plat, contingent on staff comments being addressed. The developer will pay water access, sewer access and park fees as appropriate. In the near future, expect council to approve the fi nal plat and enter into a developer's agreement for this project.

• Both the city and developers will save substantial money for inspection of silt

fences on projects, after Council approved the Rice • Creek Watershed District (RCWD) Erosion Control Inspection Pilot Program, as well as the execution of the Joint Powers Agreement. Due to duplication of effort for these inspections, the city paid its own inspector, as well as the RCWD inspector, for several years. Now, the RCWD will conduct those inspections and bill the city at $55 per hour. Formally, the city's consultant billed the city at $130 per hour. The result is a win-win, said City Administrator/Engineer Mark Statz.

The city would pass on the cost of inspections to developers at a reduced rate, and the RCWD would enjoy increased revenues.

• When it fi nally rains and the grass grows, the city has someone to mow it, after council, by a vote of 4-0 (Council Member Steve King abstaining), authorized the Public Works Department to enter into a contract with RJ's Property Maintenance for lawn mowing. Lawn services will cost $1,667 per week or $43,342 for the 26-week lawn mowing season during 202224. Lawn mowing expenses will be fi nanced through the Parks Maintenance portion of the General Fund.

• Those catch basins on city streets will now be repaired, after council authorized city staff to execute a contract in the amount of $7,850 with CW Houle to repair the basins. The Public Works Department solicited quotes and receive three, of which the bid from CW Houle was the lowest.

• The property at 7245 Cedar Ridge can now be fenced, after council approved an encroachment agreement for the fence. The fence in the side and rear yard encroaches in the city's right-of-way/drainage and utility easements.

• The development of Block 7 into 27 two-story row houses on Centerville Road between Sorel and Heritage streets didn't move forward on July 28, but negotiations between the city and the developer are underway as both sides hammered out some of the details to satisfy both sides. At the end of the meeting, council adjourned to a closed executive session, as allowed by Minnesota Statute Section 13D.05, subdivision 3(c) to determine the asking price for, and to develop or consider offers or counteroffers for the sale of Block 7.

Lino Lakes August events in need of volunteers

By Caden Christiansen, Press Intern The Lino Lakes Community Fest is set to commence with its four days of fun from Aug. 19 to 22. But as the event quickly approaches, event organizers are still in need of volunteers and other community leaders to help make it a successful weekend.

After the city of Lino Lakes originally planned to cancel all August events due to ongoing COVID-19 concerns, City Council members, the Quad Area Chamber of Commerce and other community groups stepped up to try to bring community events back in 2021.

“I don’t want the city or the chamber to get the credit,” said Dorothy Radermacher, executive director of the Quad Area Chamber of Commerce.

“Without them (community leaders) and their events and wanting to do it, this would not have happened.”

As funding for the festivities has come largely from event organizers, the city of Lino Lakes and the Twin Cities Gateway Fund, community leaders are unable to pay workers to help run the four events, but they welcome any community members who wish to volunteer.

“We want people that are doing it for the good of the community,” said Radermacher. “All of our events are coming out of our pockets. There would be no way to fundraise for the organizations that are doing this for funds and pay people to work also.”

Events like the Food Truck and Fun Festival and festivities held by the American Legion Post are already receiving assistance from the Boy Scouts,

but are open to any community members who are willing to volunteer.

“It’s a community event, and we would love people to come out and be there to give information and provide direction and greet (visitors) as they enter,” said Food Truck and Fun Festival organizer and Centennial Community Education Director Cori Sendle.

“The biggest thing we are looking for is business sponsors to make it a bigger success,” added American Legion Post 566 Commander Paul Lesch.

“We would always appreciate help that anybody could give us.”

The Lino Lakes Community Fest will begin Thursday, Aug. 19, with the Food Truck and Fun Festival at Centennial Middle School from 4 p.m. to 8 p.m., a meat raffle at 5 p.m., and ladies night at American Legion Post 566 from 6 p.m. to 9 p.m.

Friday, Aug. 20, will feature a pig roast from 4 p.m. to 8 p.m. at the American Legion with Boy Scout activities, live music and karaoke, followed by a kids movie in the Lino Lakes Community Gardens at 8:30 p.m.

The Blue Heron Days parade will begin at 11 a.m. Saturday, Aug. 21, followed by a picnic, kids activities and live music at the American Legion until 6 p.m.

The weekend will conclude with the Officer Silvera/Rotary 5K Run beginning at 10 a.m. Sunday, August 22.

Rain totaled over an inch in my back yard over this weekend, with Saturday's morning rain delaying the Strive 10k along White Bear Lake. Despite the rain and thunder we actually had a nice number of walk-ups wanting to run, undeterred by the weather conditions. The smoke, which has been with us for about a month, cleared out on Monday and it was nice to see a blue sky. After the start of this week's heat, it looks like we'll enjoy some cooler temperatures.

Centerville and Circle Pines approve fire district contract with SBM After a year and a half of work on the topic, the cities of Circle Pines and Centerville have approved a contract for a new partnership for the Centennial Fire District (CFD).

Last week, both of the cities’ councils approved a professional services agreement for administration and management services between CFD and the Spring Lake Park – Blaine – Mounds View (SBM) Fire Department.

“We have gone through a long, exhaustive process,” Circle Pines City Administrator Patrick Antonen explained. “The consultants really did a deep dive into our department.”

The process all began last April when the CFD steering committee authorized emergency services consultant Fitch & Associates of Missouri to complete an operations study to evaluate options for organizational structure and how to provide the best coverage for the best price. The study was necessary to plan for the future of the district after both Assistant Chief David Bruder and Chief Harlan Lundstrom retired.

Two main options came out of the study — CFD could hire its own chief and two full-time fi refighters, or CFD could contract with SBM for administrative services. The latter option was determined to be the most cost-effective option, while providing an increased coverage level to the district.

Circle Pines City Council Member Matt Percy said, “Our ultimate goal is to deliver a better service, deliver better value and maintain our community identity and fire department identity.

We think we will be able to do that by partnering with SBM.” Circle Pines City Council Member Dean Goldberg mentioned there will be great economies of scale with this new partnership. “I have a lot of faith that this will be the right direction for the city of Circle Pines and Centerville,” he said.

Centerville Mayor D. Love said, “This gave us an opportunity to say, ‘Is there something different we should be doing? Is there a different approach?

Is there a better way to do something?’ Without taking a chance to figure that out, we just go back to doing the same old thing.”

Love added that this partnership will not only allow CFD to be on the cutting edge of the regional approach to fi refighting that is happening in the industry, but also offer robust training opportunities for CFD fi refighters.

Centerville City Council Member Russ Koski said, “I think it is the way of the future. We are having a hard time getting responders during the day, and this takes care of a lot of the issues with training and equipment needs.”

Per the three-year agreement, SBM will provide administrative services to include (but not limited to) preparing an annual budget for steering committee review, ongoing fiscal management, operational and capital long-term planning and human resources tasks such as recruiting and hiring.

reviewing city ordinances and recommendations, providing emergency management assistance and maintaining equipment.

Under the agreement, SBM will hire and provide two full-time personnel dedicated to the Centennial Division. Those two individuals will be employees of SBM. In addition, one officer from SBM Fire Administration will be detailed to CFD during regular workweek days with a goal of four workdays per week.

CFD will pay SBM $95,000 for fiscal year 2021 for administrative and fi re management services with an annual increase of 3% for inflation starting in fiscal year 2022. For fiscal year 2021, $172,956 will be the base budget for personnel costs for two fulltime positions dedicated to the CFD Division. The agreement also includes an annual increase of 3% for inflation and step raises starting in fiscal year 2022.

SBM Chief Charlie Smith thanked the councils and fi re steering committee for putting their trust in the department.

“We are a people-centered organization from a leadership perspective … We exist solely to support our fi refighters, no matter who they are. No matter what it says on the side of that fi re truck, it needs to be in front of that house or wherever that may be as quick as we possibly can,” he said. “We have to make sure that we are delivering that service as effectively and efficiently as possible, making sure that we are responsible with taxpayer money that everyone works so hard to earn.”

The agreement does have an opt-out clause, so if at any time either of the parties is unhappy with the arrangement, the agreement can be terminated before the end of the three-year period.

Smith shared that the interviews for the two full-time fi refighter positions for the Centennial Division have already been completed, and those staff should be in place by mid-August.

Northeast Youth & Family Services offers hope during tough times

For anyone who is struggling with mental health issues, you are not alone. There is help out there.

Northeast Youth and Family Services (NYFS) is one of those places.

The community-based, trauma-informed, mental health and human services nonprofit organization has been serving the communities of suburban Ramsey County for 45 years.

Tara Jebens-Singh The nonprofit’s mission is creating a better tomorrow for youth, adults and families in our community. The organization offers three programs—Community Advocate Program, Senior Chore Program and Youth Diversion.

“On the mental health side of things, we have two outpatient clinics—one in White Bear Lake and one in Shoreview. These are mental health services for all ages,” NYFS President and CEO Tara Jebens-Singh said. “We have partnerships with three school districts—Roseville, Mounds View and White Bear Lake, and we have therapists embedded within 17 different school buildings.”

The Senior Chore Program enables older adults to age independently within the community. The program serves those who are 60 years old and older who live in one of the communities NYFS serves. Youth or adult workers are paired with seniors who need indoor or outdoor work done around the house or in their yards.

During COVID-19, NYFS recognized there was a need to reach people, especially seniors, who were feeling isolated in their own homes.

“As part of COVID, we added telephone reassurance calls to help with reducing isolation due to COVID,” Jebens-Singh said. “We also created more educational resources on our website with outreach videos and testimonials as a way to create greater awareness during this time.”

The Youth Diversion Program partners with local police departments, school districts and the Ramsey County Attorney General’s Office.

“This allows kids to have a pathway outside of traditional criminal justice for fi rst-time or minor infractions like graffiti, truancy and things like that,” Jebens-Singh said.

NYFS receives a number of grants to support mental health professionals (school-based therapists) embedded within the local school districts. These professionals are invited by the school districts to partner with them, and they

work with the school community to support educators in that school. They are also able to identify students who would benefit from mental health services.

“Because of the funding that we have, the intention is to reduce any barriers for students to obtain mental health services. Those barriers include time, transportation, insurance or cost of services,” Jebens-Singh said. “School is where they are interacting with their peers and are either thriving or struggling within the social environments. That’s where people can identify whether they would need additional support. It’s within that supportive community that kids are getting the help they need.”

NYFS’s newest program (now in its second year) is the Community Advocacy Program. It partners with five suburban police departments—in Roseville, White Bear Lake, St. Anthony Village, New Brighton and Mounds View.

According to Jebens-Singh, this program serves people who have been involved with local law enforcement and have needs that cannot be sufficiently addressed by law enforcement alone. This can include mental health issues, family instability, medical care and other needs.

Addressing these underlying issues reduces the need for law enforcement intervention in the future.

“When law enforcement is interacting with individuals that would best be served by different kinds of care, they will refer those individuals to our community advocate, who can then get them connected to either housing support, mental health or chemical dependency programs,” Jebens-Singh said. “What’s exciting about this program is it was actually initiated by our law enforcement partners who recognized they were being called into situations that were best served by a social worker or mental health professional.”

NYFS offers services for all economic situations and are supported by 15 local municipalities, including Shoreview, Hugo, White Bear Lake, White Bear Township, North Oaks, Mounds View, Mahtomedi and Vadnais Heights.

“These municipalities invest in NYFS because they believe their communities are better by having these resources available to their community members,” Jebens-Singh said. “That’s important, because we’re truly here because the community has said, ‘these are essential services that individuals should have access to.’”

3M Open brings world to ‘front step’ of north metro

The PGA Tour recently made a stop in Blaine as 72 professional golfers braved the heat and hit the links of TPC Twin Cities for the 2021 3M Open.

Tournament winner 26-year-old Cameron Champ took home the trophy and more than $1.1 million dollars shooting -15 for the weekend, but Champ’s financial prize does not begin to compare to the massive economic impact the tournament has had on the city of Blaine.

TPC Twin Cities is a championship golf course designed by golfing legend Arnold Palmer and University of Minnesota alumnus and professional golfer Tom Lehman. The course opened in 2000 and quickly became a stop on the senior tour for the 3M Championship in 2001. The course hosted this event for 18 years until 2019, when the PGA Tour debuted its fi rst tournament at TPC Twin Cities with the 3M Open. Now the course has completed its third year of a seven-year contract with the PGA, and as local businesses are beginning to move out of the shadow of the COVID-19 pandemic, the tournament and its economic influence are huge for the city of Blaine.

“Any time you get to bring the world to your front step, that is just absolutely an amazing opportunity,” said Blaine Mayor Tim Sanders.

“There is a huge economic impact, and I feel like our businesses, our restaurants and our amenities deserve that economic impact right now after everything they have gone through.”

Months of planning went into creating a successful event for all parties involved. In addition to close work with various groups such

as 3M, the PGA, the city of Blaine and Anoka County, safety for spectators, competitors, staff and local citizens has been at the forefront of the agenda.

TPC Twin Cities is unique for a PGA Tour course because it is located within a residential neighborhood.

Because residents were in close proximity to a professional sporting event, the implementation of various safety measures was necessary for the tournament to commence smoothly.

“We have done an excellent job working with other local law enforcement, like the Anoka County Sheriff’s Department, to really make sure that it’s as safe as possible,” said SUBMITTED Sanders.
