Christa’s Paw Spa top dog in Readers’ Choice contest

Perhaps groomers at Christa’s Paw Spa just have that special touch.

Christa’s Paw Spa has been voted the best dog groomer in The Citizen’s Reader’s Choice Best of the Press 2021 contest.

The salon, located at 1886 Main St. in Centerville, is owned by Lino Lakes resident Christa Weber.

Weber has owned the dog grooming shop for three years, but she’s been grooming dogs for much longer than that.

“I’m coming up on my 20th anniversary of grooming. I’ve been grooming for really long time, and it was always my dream to own my own salon,” she said.

She had been working at a salon in Forest Lake and heard that Michelle Whitney, former owner of Michelle’s Paw Spa, was interested in selling.

“I live about three minutes from the salon, so I stopped in and talked to her, and it ended up working out,” Weber said.

She said she wanted her salon to be a place where people would enjoy going to work every day. In addition to

herself, there are four other groomers.

Weber is also looking to hire a receptionist.

“It’s definitely grown. We haven’t taken new clients in over six months.

We’re booking for the rest of the year now,” Weber said.

She said most clients book in advance, which helps a lot. Weber said that it helps with scheduling, it’s easier for the clients and it’s better for the dogs, because it keeps their coats and nails maintained properly.

I’ve spent years devouring and doting on everyone else’s stories, whether they be told through ink on paper or through actors on a screen. A few years ago, it fi nally struck me that I have a million sources of inspiration in my head and no outlet for them. Why not put some to good use?

young man, Charlie, who becomes entangled in the schemes of the city’s most dangerous criminal family. While on a mission to recover his missing best friend, Elle, he builds an alliance with two cops and a member of the very family he tries most to evade. “Better Luck This Time” picks up right where the former book left off, and follows he and his allies’ last stand to save the city and their lives.

Q. What do you hope readers will gain from the story?

A. I hope to pass on to my readers just a bit of the

joy I have experienced from others’ stories over the years. Everyone should have the opportunity to fi nd a story that truly resonates with them, and characters they can fall in love with. As simple as

day lately, but my all-time favorites would have to be Frank Herbert (of “The Dune Chronicles”), Patrick Ness (of the “Chaos Walking” trilogy) and Leigh Bardugo (of the “Grisha” trilogy).

e had unbelievable subscription support during last year’s government lockdown. At a time when local business advertising – the mainstay of community newspaper revenue – dwindled because so many local businesses were forced to close temporarily or permanently in some cases, our readers stepped up with their subscriptions to bridge the gap. It is wonderful to know when someone appreciates and benefits from our coverage of local meetings and events. Our staff gets beat up at times with criticism; it’s great to get the compliments, too.

Election letters We find ourselves in the midst of election season and many hot topics are being debated through letters to the editor. As readers in the community share their opinions through the forum provided by our editorial pages, I ask you to be civil. We can have passionate disagreements but there are lines that should not to be crossed.

Occasionally we suggest readers make a few changes to ensure letters meet our guidelines. Very rarely we hold a letter, and the only reason we would do that is if it clearly does not meet our guidelines. We are essentially following the same guidelines and not censoring letters to the editor simply because our team disagrees with the opinion or those we find distasteful. Why we need a community forum

I

am not sure what I expected our country to look like in 2021, but I certainly did not expect it to be so fractured and so bogged down in hate.

My oldest son was a year old on September 11, 2001. The wave of patriotism following that day gave me hope for the America that my kids would inherit.

Fast forward twenty years, and that hope has been overtaken by fear. Fear that our country has become so polarized on every issue that it may not survive.

In 1858, Abraham Lincoln said, Movers & “A house divided against Shakers itself cannot Brian J. Allfrey stand”. Never in America’s history has this quote been truer. In 1858, Lincoln spoke about the divide between free states and slave states. In 2021, America is divided on a multitude of issues, and most of our society is determined to expand that divide rather than close the gap. We have technology and media platforms that not only created this divide but continue to drive a wedge between us. These concerns are a driving force behind the theme of National Newspaper Week — the Community Forum, newspapers as the foundation

of our communities. Let me explain the problem and then offer a solution.

We are polarized on every issue because of the information that we consume every day. We have completely lost our ability to see another point of view. We no longer accept differences of opinion, debate, disagreement, or dissent. Any division in thought is met with anger and hatred. This is in complete violation of the concepts that created America.

America was founded on the ideals of freedom, tolerance, and acceptance. All men were created equal with fundamental rights.

People of diverse backgrounds and beliefs worked together to frame these ideas into a new country with liberty and justice for all. They compromised for the betterment of everyone. Now, we all know our country is not perfect. It never has been and never will be. These ideals have not always applied to everyone, but the beauty of our country is that it should continue to evolve. America is a concept, a target for which we are striving.

Unfortunately, it feels like we are as far away from the target, as far from a perfect system, as we have ever been.

The question for all of us is, how did we get here, and how we evolve.

The 1980’s gave birth to the 24-hour news networks. These “news” networks have become

Entertainment TV Programming with multiple networks now fighting for viewers, ratings, and advertising dollars. They each appeal to a subset of viewers with a distinct political leaning.

Their programming has little reporting of the actual news, focused mostly on commentary, feeding their viewers what they want to see and hear. These networks have become 100% entertainment losing all their journalistic integrity. They feed us the information that they want us to have, and most of us are unaware that we are consuming propaganda rather than facts.

The 2000’s saw the advent of social media networks, heralded as a breakthrough in human interaction and communication.

With a mouse click, or swipe, you can connect with anyone, or any group, anywhere in the world.

This modern technology has changed how we live and communicate. Unfortunately, it is being used to further the divide of the American public. Social networks work on algorithms designed to show you things in which you are interested, which explains why they are so entertaining and addicting. However, many entities are exploiting these platforms to divide us.

During that time, I served as not only a committee member, but also a board chairman for multiple years. In addition, I served as committee chair of the Lake Utilization Committee for much of my time on the board. I continue to serve as a member of the LUC, appointed by the board chair as an ongoing position.

What are your top three priorities for the school district?

If elected, how would you involve the public in making major decisions?

What are your thoughts on the ongoing equity conversation?

1. The students: working with all pieces of the educational system to repair the damage done by the recent pandemic. Distance learning didn’t work. Creating a clear matrix to ensure and measure progress. We need to focus on the educational foundation so our students will be well rounded, productive members of society.

2. The teachers/staff: making sure they have the tools and environment to do their jobs. Free from any harassment or bullying. Teachers/ staff are one of our most important resources. People will always have different opinions, for anyone to be put into an uncomfortable position due to politics, is inappropriate.

3. Covid: I believe that teachers/staff and students should have the choice to get vaccinated or wear a mask.

These are unprecedented times; families need to make an educated decision with their doctor. Medical choices should not be in the hands of School Board or elected officials.

As the peoples elected representative, in a representative democracy, I will always listen to the voices of those who have loaned me my seat. I’ll encourage input by any means possible, individual meeting, surveys, emails, phone calls. We need our community input to create success. The public needs to fill the chamber for EVERY board meeting and provide feedback, question programs, question what or how these decisions will affect their children. All interactions with the Board need to be open and available to the public and public comment.

Transparency and community input is the only way we will be successful.

Parents have justified concerns; these concerns grow when questions are asked of our school leaders and no response is given.These are our children, and the School Board works for not only for them but families and taxpayers. Community involvement is paramount in major decision making.

Like other feel-good ideas or programs, the history of equity programs has had small kernels of truth to them. Where they go astray is when they become politicized. We have seen other schools in the state remove themselves from contracts with Equity Alliance for this reason.

The WBL school district has not made it very clear to anyone who asks what this program entails. Why have we brought an overwhelming amount of outside society issues into the schools? In turn, changing the direction of our individual children’s educational programing.

We need to evaluate this program.

Make sure all our families understand what this entails, how it is implemented. How it is realized in our children day to day. From overall curriculum given or taught to teachers, to what a student reads to what teachers may say or post in the classrooms to ensure bias is not being implemented or implied.

She weighs about 50 pounds and is very social with people and with other dogs.

However, she is a bit of an attention-seeker, so may do best as an only pet. A forever home with a fenced backyard may also be best, as running and exploring is in her blood. She loves her toys but views each as a challenge to see how fast she can destroy it. She’s also been known to grab a

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • The driver of a TruGreen truck and trailer was reported for driving across the front yard of a residence in the 15000 block of Goodview Trail N. at 8:31 a.m. Aug. 16. After deputies were able to identify the driver, they obtained his supervisor’s information and later conducted a traffic stop on the driver at 9:20 a.m. that day in the 14000 block of Geneva Avenue N. • A juvenile was reported at 9:37 a.m. Aug. 26 for damaging the front window of an optical shop in the 5000 block of 147th Street N. by throwing a rock at it.

• A resident in the 5000 block of 148th Street N. at 10:05 a.m. Aug. 26 reported a debit card stolen from the residence and later used at an ATM in Coon Rapids.

• A flagpole reported broken off 8 inches above the ground at 5:48 p.m.

Aug. 26 in the 5000 block of 145th Street N. turned out to have been blown apart by 60 mph gusty winds in the area, according to Washington County Sheriff’s Office deputies. The complainant disputed that the damage could have been done by nature, but had no surveillance video to support her claim.

• A suspicious gray vehicle with black rims reported parked behind a greenhouse in the 4000 block of Frenchman Road at 6:52 p.m. Aug. 26 for 45 minutes turned out to be two occupants looking for a place away from home to smoke cigarettes out of the rain. When deputies advised them they were on private property, they agreed to leave.

• A suspicious vehicle in a ditch in the 7000 block of 132nd Street N. at 3:44 p.m. Aug. 27 turned out to belong to a male previously wanted for a domestic abuse no-contact order violation.

• A juvenile male was reported for trespassing inside a model home under construction in the area of Fondant Trail N. and 130th Lane N. at 4:11 p.m. Aug. 27. Deputies located the youth on the walking path near the building and released him without further action.

• An unidentified male was issued a verbal warning at 9:40 p.m. Aug. 27 in the 7000 block of 137th Street N. for possessing marijuana and drug paraphernalia in a motor vehicle, after deputies checked on a vehicle in the park after dark and observed pot and paraphernalia. The contraband was seized for destruction.

• Deputies working at a tent party at the Blue Heron in the 14000 block of Victor Hugo Blvd. arrested an unidentified male at 1:12 a.m. Aug. 28 for disorderly conduct and for trespassing.

• Deputies issued a written warning to a motorist at 7:51 a.m. Aug. 28 on 170th Street and Ingersoll Avenue for speeding 69 mph in a 55 mph zone.

• Deputies working a tent party at the Blue Heron at 1:18 a.m. Aug. 29 removed a second disorderly male from the establishment for picking fights with multiple people around the bar and threatening all night to fight with security workers.

• The catalytic converters of nine vehicles were reported stolen at 7:24 p.m. Aug. 29 from a large storage property on the corner of 165th Street N. and Forest Blvd. N. All the vehicles were non-operational and were being prepared to be shipped to another country. Deputies advised the complainant that this crime has been occurring with regularity around the area.

• A darkened-out vehicle was reported at 2:37 a.m. Aug. 30 in the middle of the traffic lane in the 8000 block of 165th Street N. The owner was located and the vehicle was moved.

• A resident in the 17000 block of Keystone Avenue N. at 11:03 a.m. Aug. 30 reported receiving an attempted scam phone call asking for money to bail a grandson out of jail in Massachusetts. The reporter said she didn’t give out any money or answer the phone from that number any more.

• A resident in the 14000 block of Homestead Avenue N. at 11:53 a.m. Aug. 30 reported her nephew for taking metal from property shared among other family members. While other family members didn’t want to report the thief, the complainant confronted the thief and his father. Because they threatened to beat her up if she confronted them again, deputies advised her about ways to fi le a harassment restraining order (HRO). However, deputies cautioned the complainant that the stolen metal was strictly a civil matter.

• An unknown motorist was cited at 12:39 a.m. Aug. 31 on Elmcrest Avenue N. and Frenchman Road for displaying an altered license plate.

• An unidentified motorist was cited at 8:13 p.m.

Aug. 30 on 155th Street N. and Ingersoll Avenue N. for driving after revocation and driving an uninsured vehicle after he was pulled over for broken taillights emitting a white light to the rear. While talking to the driver, Washington County Sheriff’s Office deputies recognized him from multiple calls for service and other traffic stops. The motorist was instructed to park the vehicle legally until it was insured.

• An unknown motorist was cited and released at 12:39 a.m. Aug. 31 on Elmcrest Avenue N. and Frenchman Road for an altered license plate.

• A driver was arrested at 10:07 a.m. Aug. 31 in the 14000 block of Forest Blvd. N. for driving after cancellation due to behavior inimical to public safety after deputies conducted a random mobile data computer (MDC) check of the subject’s license plate number. Another motorist was

arrested for the same offense at 4:32 p.m. that same day on Forest Blvd. N. and 170th Street.

• A suspected gas leak reported at 6:12 p.m. Aug. 31 in the 13000 block of Europa Court turned out to be regular odors from a gas station off Forest Blvd. N. • An unwanted person was reported at 9:36 a.m. Sept. 1 in the 13000 block of Europa Court.

• A motorist was issued a verbal warning at 4:01 p.m. Sept. 1 in the 13000 block of Forest Blvd.

N. for passing on the shoulder, after deputies observed three vehicles conduct the same illegal maneuver, but could pull only the trailing vehicle over.

• Deputies issued a citation for speeding at 1:00 a.m.

Sept. 2 on 125th Street N. and Homestead Drive N., after they observed vehicles placing “race track” and “dodge ‘em” on a public roadway near Sunset Lake.

• Two parties reported each other for motor vehicle assault at 6:32 a.m. Sept. 2 at the Kwik Trip in the 14000 block of Victor Hugo Blvd. N. The suspect claimed he kicked the complainant’s motor vehicle because she had hit him with her vehicle.

No injuries were suffered by any of the persons involved, but the vehicle sustained a dent on the right rear door.

Deputies requested surveillance video footage from the Kwik Trip and the Ideal Credit Union in the hopes of making sense of their investigation.

• Deputies issued a citation to a motorist for speeding 67 mph in a 55 mph zone at 10:11 a.m.

Sept. 2 in the 8000 block of 170th Street N. before they took the ticket back and issued a written warning instead.

• Deputies on patrol at 1:11 p.m. Sept. 2 took custody of a wallet found near the Kwik Trip and belonging to a resident in the 6000 block of 137th Street N. After they sent its owner a message, the wallet was entered into evidence.

• A vehicle parked at 8:30 a.m. Sept. 3 in the 1300 block of Europa Court N. received a citation under its windshield wiper for displaying tabs that expired in July.

• A swing from Booms Ice Cream Shop in the 14000 block of Forest Blvd. N. was reported for banging against the next door building at 8:57 a.m. Sept.

3. The complainant said the swing was making a racket and damaging the building.

• An officer conducted a traffic stop at the intersection of Lexington Avenue and Edgewood Road in Lexington Sept. 16. Two adult females were subsequently arrested on outstanding warrants.

• Officers were dispatched to the 8900 block of Syndicate Avenue in Lexington Sept. 16 for a theft report.

• Police responded to an assault in the area of Lake Drive and Lexington Avenue in Lexington Sept. 16.

• A suspicious vehicle was reported in the 1800 block of Houle Circle in Centerville Sept. 17.

• An officer conducted a traffic stop at the intersection of Griggs Avenue and Lake Drive in Lexington Sept.

17. The driver was subsequently arrested for DWI. • Police responded to a property

damage report in the 6900 block of Lamotte Drive in Centerville Sept.

• Officers were dispatched to the 6900 block of Lamotte Drive in Centerville Sept. 20 for a report of theft and damage to property. A group of juveniles was involved.

• Police received a phone call from a resident in the 1600 block of Peltier Lake Drive in Centerville Sept. 21 for a fraud report.

• Officers were dispatched to the 9300 block of Lexington Avenue in Lexington Sept. 22 on a theft report.

There are no suspects at this time.

• Officers conducted a traffic stop

near the intersection of Lake Drive and Albert Avenue in Lexington Sept. 22. A male driver and female passenger were subsequently arrested for driving after cancellation inimical to public safety.

• Officers were dispatched to Lexington Memorial Park Sept.

22 on a report of two vehicles driving on the ballfields, which were recently redone. Police subsequently located the vehicles and identified two juvenile suspects. The damage is estimated at 1,320. Charges are pending.

• Suspicious activity was reported in the 3800 block of Minuteman Lane in Lexington Sept. 23.

• Officers responded to a phone call report of a burglary in the 40 block of Center Road in Circle Pines Sept. 23. Upon investigation, it was determined to be a burglary of an unoccupied, unattached garage.

The estimated loss is $2,000.

• An officer was dispatched to Central Street in Circle Pines Sept. 23 for

a property damage hit-and-run accident. The officer was unable to locate any suspects.

• Officers were dispatched to a license plate theft in the 7200 block of Twin Lakes Avenue in Centerville Sept. 26.

• Police were dispatched to the 6900 block of Lamotte Drive in Centerville Sept. 26 on a report of a male threatening people. The call ended up being related to a Ramsey County call from an incident at Centerville Road and County Road J. • An officer conducted a traffic stop in the area of Main Street and Centerville Road Sept. 27. The driver had a suspended license, no insurance and had failed to transfer the title. Citations were issued and the vehicle was towed from the scene.

• Police responded to the 3900 block of Restwood Road in Lexington Sept. 28 for a civil dispute between neighbors regarding a furnace.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • Officers responded to a call of a suspicious person at a cemetery in the 400 block of Lilac Street Sept. 14.

It was determined that the person had partially dug two graves. The person was arrested and found to be in possession of drugs and drug paraphernalia.

• An officer stopped a vehicle for illegal driving conduct in the 7600 block of Sunset Avenue Sept. 14. The adult male was arrested for fourthdegree DWI. A search warrant was obtained and a blood sample was taken. Charges are pending test results.

• An officer made a traffic stop on a vehicle in the area of I-35W and Main Street Sept. 14 as the registered owner showed to have a revoked driver’s license. During the course of the traffic stop, controlled substances were located and the driver was arrested.

• Officers responded to a gas station in the 7500 block of Lake Drive for a theft of cigarettes. Officers checked the area and were unable to locate the suspects. Employees will notify officers when video is available.

• Officers responded to a singlevehicle property damage crash in the 1200 block of Main Street Sept.

15. The driver was subsequently arrested for possession of a controlled substance and possession of drug paraphernalia.

• An officer stopped a vehicle for a revoked driver’s license in the 1700 block of Birch Street Sept. 15. The driver was mailed a citation for various violations.

• While on patrol in the 2200 block of Tart Lake Road Sept. 15, officers located a vehicle from which items were stolen during the overnight hours. The investigation is ongoing. Several other thefts were reported that same day along Tart Lake Road, Lacasse Drive and Clearwater Creek Drive.

• Officers were dispatched to the 7500 block of Woods Edge Boulevard Sept. 16 regarding suspicious messages that a resident received after posting an item for sale online. The officers recommended the complainant block the other person to prevent further messages.

Extra patrol will be conducted in the area.

• An officer responded to a report of a tree down on a powerline in the 400 block of Ash Street Sept. 17.

The power company responded and handled the incident.

• An officer was requested to take custody of ammunition located in

the 6300 block of Red Maple Lane Sept. 17. The ammunition will be destroyed.

• Officers were dispatched to a burglary report in the 6100 block of Holly Drive Sept. 17. The investigation is ongoing.

• Officers responded to a vehicle fi re in the 700 block of Ash Street Sept.

17. Upon arriving, officers found all occupants were out of the vehicle and the fi re division arrived to put out the fi re.

• An officer assisted Minnesota State Patrol on a single-vehicle crash on I-35W near Main Street Sept. 18.

The male driver was arrested for multiple charges.

• Officers were dispatched to a call of a single-vehicle property damage accident in which the driver fled from the vehicle in the 100 block of Lilac Street Sept. 18. The driver was subsequently located and arrested for third-degree DWI. • An officer attempted to conduct a traffic stop on a motorcycle near County Road J and Highway 10 Sept. 18. The motorcycle failed to stop for emergency lights and fled from the officer.

• Officers responded to a call of suspicious activity in the 7600 block of Village Drive Sept. 18. A male was subsequently arrested for second-degree DWI. • Officers were provided information of overnight juvenile activity in the 1100 block of South Trappers Crossing Sept. 18. No crime was committed, but extra patrol was requested.

• Officers were dispatched to check the welfare of a male lying on the roadway in the 7700 block of I-35E Sept. 19. The male was not located.

• An officer responded to a call of a theft from a business in the 6800 block of Lake Drive Sept. 19. The officer located the suspect and had them settle the debt.

• An officer received information of a possible intoxicated driver in the 7700 block of Town Center Parkway Sept. 19. The officer located the vehicle and subsequently arrested a male driver for DWI. The male was booked into the Anoka County Jail and his vehicle was towed from the location.

• An officer took a report of a catalytic converter theft in the 6400 block of Pheasant Hills Drive Sept.

19. There is no suspect information.

• Officers responded to a report of juveniles throwing toilet paper on a house in the area of Park Court and Stage Court Trail Sept. 20. Officers made contact with the juveniles and the homeowner. The homeowner did not want any police action

taken. The juveniles were warned.

• An officer was flagged down by a motorist in the 800 block of Birch Street Sept. 20. The motorist claimed they were being followed by an unknown vehicle.

The suspicious vehicle was not following at that time. There was no additional information available.

• A theft was reported in the 100 block of White Pine Road Sept. 21.

• An officer responded to a call of damage to property and a theft from vehicle in the 7400 block of Main Street Sept. 21. The incident is under investigation.

• An officer responded to a property damage accident in the 6800 block of Otter Lake Road Sept. 21. One of the drivers was arrested and later charged for fourth-degree DWI. • Officers responded to a property damage crash near the intersection of Lake Drive and 79th Street Sept.

21. The juvenile driver was cited for failure to drive with due care.

• Officers responded to a report of a catalytic converter theft in progress in the 400 block of Apollo Drive Sept. 21. The suspects left the scene prior to officer arrival. The investigation is ongoing.

• Officers responded to a business in the 7100 block of Otter Lake Road Sept. 22 on a report of suspicious people taking photos of the building. Officers located an individual who gave a false name to officers and had an active warrant.

The individual was arrested and transported to jail.

• Officers took a report of a fraudulent check and an effort to cash it at a bank in the 600 block of Apollo Drive Sept. 22. The incident is under investigation.

• An officer responded to a fi re in an oven in the 6600 block of Sherman Lake Road Sept. 22. Upon arrival, the fi re was out and the fi re department confi rmed using a thermal imaging camera that there was no further fi re threat.

• Officers responded to a report of a possibly intoxicated driver in the 800 block of Maple Lane Sept. 22.

The officers located the vehicle and arrested the driver for driving under the influence.

• Officers conducted a traffic stop for speeding in the 900 block of Ash Street Sept. 23. Officers smelled the odor of marijuana emitting from the vehicle and found drug paraphernalia. The driver was issued a citation for the offenses.

• Officers responded to a large group of juveniles in the 1400 block of Osprey Court being disorderly Sept.

23. One juvenile shot a BB gun at a vehicle. One juvenile was charged

for multiple offenses and the other juveniles were sent home.

• An officer stopped a vehicle for speeding in the 300 block of Main Street Sept. 24. The driver was subsequently cited for possessing marijuana in a motor vehicle and drug paraphernalia.

• Officers responded to a residence for a domestic situation Sept. 24. One person was arrested for domestic assault.

• An officer took a complaint of a dog bite in the 8200 block of 20th Avenue Sept. 25. The incident was documented, and the investigation is ongoing.

• An officer responded to a report of juveniles throwing toilet paper on a tree in the 7900 block of Joseph Court Sept. 26. The officer checked the area and was unable to locate the individuals involved.

• Officers responded to a call of a possible impaired driver swerving all over the roadway in the 8300 block of I-35W Sept. 26. The vehicle was located and stopped by the officers, and the driver was arrested for second-degree DWI. A passenger was also arrested on outstanding warrants.

• Officers responded to a report of a male passed out on a park bench with a young child in the 200 block of Apple Lane Sept. 26. The male was trespassed from the property and the child was released to a care provider.

• An officer responded to the intersection of County Road J and Centerville Road on a report of a male trying to fight someone in a vehicle Sept. 26. The male went into another city, and the officer assisted the other law enforcement agency in searching for the male. The male was never located.

• Officers were dispatched to a residence in the 2100 block of Ada Drive Sept. 26 regarding a theft of a motor vehicle. The investigation is ongoing.

• An officer spoke with a resident in the 7100 block of Grey Squirrel Road Sept. 27 who reported their animal was shot with a pellet gun while it was outside. It is unknown at this time who injured the animal. The investigation is ongoing.

• Officers responded to a call of a person trying to pass a forged check at a bank in the 7400 block of Village Drive Sept. 27. Officers located the suspect, who will be charged with check forgery. A passenger in the vehicle was also arrested and booked into jail on an outstanding warrant.

negativity, hate, fear and bullying in your feed. No matter the subject, people are attacking each other in the most vile, evil ways. There is no discussion or civil discord, just polarized ideas of right and wrong. We say things to each other that we would never say to someone’s face.

We treat each other without dignity or class. The technology and platforms that we entertain ourselves with are destroying the fabric of our society.

The very nature of social media is to connect people with shared interests, and on the surface, seems great. However, it connects people with like interests regardless of whether those interests are positive or negative. Social media platforms become an echo chamber of people sharing the same beliefs and same fears, regardless of what those are.

Ted Kaczynski (The Unabomber) was one man, working alone. In 2021, he would be part of an extremist social media group, spreading his thoughts and

feeding off the radicalism of others in a virtual mob effect.

We need to get back to being civil with one another, treating each other with dignity. We need to listen to others viewpoint. We will not always agree, but we do not have to. Differences of opinion are not bad. There can be truth on both sides of an argument. For example, masks are a huge argument across our communities right now. Is it possible that both sides could be correct in parts of their argument? Could it be that masks may help slow the spread of disease, but at the same be detrimental to students learning? The issue is very rarely black and white but usually in the grey area between. We need to understand that both sides of an argument can be correct and stop fighting, hating, and bullying those that disagree with us.

The first step is in our own mind. We must look at the media and propaganda we are consuming. Our minds are con-

suming these ideas of hatred and polarization. We need to move towards civil discussion and treating everyone with respect. To do this, we must regulate our media intake. We must turn away from the ideological echo chamber of “news” entertainment and social media around us. Open minded people are bad for business for media outlets or social media groups pushing a certain agenda.

We need a new COMMUNITY FORUM for news, entertainment, and connection with our community. Every night, Walter Cronkite told you what had happened that day. He did not give you his opinion, he gave you facts. We need the facts about what is going on in our community, and we can only get that in our local newspaper. Newspapers are embedded in the community. Local news has a much bigger impact in your day-to-day life than national/regional news. City Council, Zoning, School Board, Local Elections all have profound effect on our

daily life. Engaging with our local newspaper makes our community better. Attend town halls and community events.

Help hold our local elected officials accountable.

Local Newspapers are the original community forum, disseminating essential information, holding government accountable and engaging the community in civil discourse.

to a garage sale. “Some people will take shots at one another up there,” Steffen said. “Anything goes, as long as it’s clean and not political.”

The sign changes on almost a daily basis. Steffen estimated that 85 to 90% of the time, the sign has a message posted. “It’s amazing how many people see the message on that sign.

That sign is the community, and it always has been,” he said.

The sign has also been the bearer of bad news with death announcements.

Recently, the sign announced John Bergman’s death. “He was a good friend of mine and did a lot of repairs for the shop,” Steffen said. “When we put it (the message) up there, a lot of people didn’t even know. It alerted them to the fact that he had passed.”

A recent upgrade to the sign made it even easier to read, as the font is a bit bigger and the message is placed a bit higher.

Although Steffen doesn’t necessarily enjoy updating the sign on cold winter days, he said the business will continue to do it to keep the community alerted to what is going on.

“We are able to touch the community with whatever message you have. Centerville still is a small town even with all of the development,” he said. “The roots of the community all still know each other, and it means lot to them to see that so they can call somebody or go on Facebook to wish someone a happy birthday.”

If you have a message you would like on the sign, stop in to the store or give them a ring. Perhaps your message will be the next one to greet motorists.

Washington County Heritage Center will open to public The Washington County Heritage Center (WCHS), located at 1862 S. Greeley St. in Stillwater, will open Saturday, Oct. 16.

WCHS, which organized in 1934, will present to the public the modern Heritage Center that has taken 17 years to plan, research and fundraise.

“This is a new chapter in the organization,” said Brent Peterson, executive director.

“The historical society has moved from a local group to a regional historical society

capable of high-quality exhibits, research and interpretation.”

The WCHS started on the trail of a new Heritage Center in 2005.

After several years of organization, the search for the site began. In 2013, the WCHS purchased the old UFE building on Greeley Street.

Over the course of the next five years, rent received by WCHS and several generous grants enabled the WCHS to pay off the mortgage of the building

and go into the renovations debt-free.

A lead grant from the Fred C. & Katherine B. Andersen Foundation got the fundraising for the renovations off to a great start. Other foundations followed, along with generous citizens of the county.

Unfortunately, plans as well as fundraising were halted during the pandemic. WCHS was determined to do what it could, and the renovations became a phased plan, with the first phase consisting of

completing the exhibition galleries, education center, research center, restrooms and museum stores to be ready to open Oct. 16.

The exhibits in the new center have been designed, built and installed by three of the best groups in the region.

Split Rock Studios, Bluestem Heritage Group and Museology have designed the exhibits that tell stories of the rich history of Minnesota’s first county.

In the exhibits, there will be hands-on sections as well as

interactive and video/audio components that enhance the visitor’s experiences.

The Heritage Center will be open from 10 a.m. to 4 p.m.

Tuesdays through Sundays.

Cost for admission will be $8 for adults and $3 for kids 6-17. Members of the WCHS receive free admission to all WCHS historic sites. For more information, contact the historical society at 651-4395956 or information@wchsmn. org.

The Planning Commission held a public hearing last month, and unanimously recommended approval of the site plan and two variances. The fi rst variance would allow an impervious surface coverage of 50.6% where a maximum of 25% is required by city ordinance. The other variance would allow the proposed addition to have a setback of 61.4 feet from the ordinary high-water level (OHWL) of Egg Lake, where 100 feet is required by city ordinance.

Dr. Drew Carrell told the Planning Commission that this set of plans is the third rendition they have come up with. “We are maximizing every inch of space that we have,” he said. He explained that originally, they were hoping to purchase some of the parking lot from U.S. Bank but that deal fell through. Then they were hoping to purchase a property north of their site, but two of the three owners weren’t ready to sell the property yet.

Council approves site plan, 2 variances for Lakeview Family Dentistry Earlier this week, the Hugo City Council approved a site plan and two variances for Lakeview Family Dentistry, located adjacent to Egg Lake at 14475 Forest Blvd. N. Lakeview Family Dentistry is planning to construct an approximately 4,400-square-foot addition to its existing building. The existing clinic is 1,957 square feet and falls within the Shoreland Overlay District.

HUGO BITS & PIECES • Every member of the Hugo Fire Department now has a rescue knife, thanks to Wyoming resident Dan Witte. He recently visited a City Council meeting to recognize fi refi ghter Brian Esch for going above and beyond to be a good Samaritan.

Witte had one of his tires explode on Frenchman Road near Kwik Trip, and he wasn’t able to get his vehicle all the way out of the roadway. “People weren’t being very nice. They weren’t waving when they went by, they were doing a couple other things,” Witte said.

While he was trying to change the tire, he noticed a truck pull up. “The fi rst thing that crossed my mind in today’s world was ‘not today, please no confrontations’ … I’m just trying to change a tire and somebody’s going to get excited,” he recalled. “This gentleman came walking toward me and said, ‘I just want to help you.’ Not only did he guard my back, but he got down on his knees and helped me.”

“He was so gracious and kind to me that day … It reminded me of those good days where people helped everybody,” Witte said. “I don’t think that has happened to me for probably 20 years.”

As a thank you, Witte presented Esch with a bamboo cutting board engraved with the Firefi ghter’s Prayer. He also gave each of the fi refi ghters a rescue knife.

Mayor Tom Weidt thanked Witte for taking the time out of his day to thank Esch. “As rare as it is for somebody to stop and

help someone, it’s also rare for somebody to say thank you. More often than not we hear not what you did for us, but what you could have done for us and why didn’t you do it,” he said.

• The City Council has approved its preliminary 2022 property tax levy of $9,590,175, which will keep the urban tax rate at 39.294% of net tax capacity.

• The city continues to pay its bills for the downtown improvement/ Lions Park project. Most recently, the council approved pay voucher No. 2 for $581,384 to Peterson Companies Inc. Storm sewer work along 147th Street and Flay Avenue has been completed, and concrete curb and gutter has been installed along portions of 147th Street and Flay Avenue.

• Short-term rentals are now prohibited within the city of Hugo.

City staff received complaints on a short-term rental facility that was advertised on the website Vacation Rentals by Owner (VRBO). Staff recommended that an ordinance be created to clarify whether short-term rentals were allowed in the city. After the ordinance review committee met, the council directed staff to draft an ordinance prohibiting short-term rentals in the city.

The Planning Commission held a public hearing last month and there was no public comment.

The Planning Commission unanimously recommended approval of the ordinance to the council Sept. 9, and the council approved the ordinance Sept. 20.

• Several revisions have been made to the adequate public facilities ordinance. The council previously authorized staff to revise the ordinance, which outlines the public improvement requirements for developments such as road construction, sewer and water, and stormwater management.

Staff identified that the ordinance needed minor revisions to clarify what development applications it applies to, such as subdivisions and property line adjustments.

The Planning Commission unanimously recommended approval of the revisions.

• The city has received eight bids for the 121st Street/Acres of Bald Eagle Improvement project.

The council has awarded the construction contract to the low bidder, A-1 Excavating Inc. of Bloomer, Wisconsin, in the amount of $1,005,924.

The developer’s share of the project will be $900,098, and the remaining amount will come from assessments from adjacent property owners who chose to connect to city water/sewer.

CENTERVILLE TIDBITS • Since its official launch three years ago, the city’s Economic Development Authority (EDA) continues to search for creative ways to connect with local businesses, attract new businesses and help businesses navigate the challenges they are facing. EDA President Jeff Hanzal recently visited the City Council to share some of the organization’s accomplishments over the last couple of years, as well as some of its goals for 2022.

• The EDA established the CenterStage program to highlight local businesses with advertisements in the newspaper and on social media, and videos via North Metro TV. Hanzal said 50 business participated.

• Two businesses have participated in a revolving loan and grant program so far.

• Three businesses are now a part of the Adopt a Highway program.

In addition to volunteering to pick up litter along a Minnesota state highway, City Administrator/ Engineer Mark Statz said it also provides an opportunity to let motorists know about some of the businesses/services Centerville has to offer.

• The city has received two serious inquiries from businesses that are interested in taking advantage of the city’s incentive to hook up to city sewer and water at half the price before 2022.

• The EDA provided 150 swag bags with the city’s logo and promotional items to hand out at Music in the Park and another 150 bags at Main Street Market. Sixteen local businesses provided items for the bags.

• Downtown light posts are now decorated with banners.

• The EDA continues to work with Mike Brass, of Titus Commercial Real Estate, on plans for the cityowned property at 1737 Main St. For approximately $7,000, the EDA will continue its efforts to make the property attractive to developers, which will include preliminary site design and architectural

plans and more. “The lot will be ready to go if a business comes in,” Hanzal said.

• For 2022, the EDA will continue to pursue many of the already mentioned initiatives as well as strengthening its relationship with area chambers and Anoka County.

• The city of Centerville, along with many other cities nationwide, have proclaimed October National Domestic Violence Awareness Month.

• The city will apply for a source water protection plan implementation grant in the amount of $7,745 through the Minnesota Department of Health to seal three unused wells.

• Owner of 1740 Main Street, Jon Marois, will be assessed $6,133 to hook up to the municipal water system.

• The council has adopted the preliminary budget and property tax levy of $2,816,356 for 2022, which represents an increase of 2.7% ($73,356) over 2021. A truth in taxation hearing is scheduled for 6:30 p.m. Wednesday, Dec. 8. When adopted in December, the levy may be reduced, but it cannot increase.

“I believe this is a solid budget that meets city priorities and maintains affordability for the residents,” said Finance Director Bruce DeJong.

Council Member Steve King said although he would like to see no increase at all, this was an amount “he could stomach.”

Mayor D. Love added, “I don’t like kicking the can down the road. I’ve always wanted to look at both sides of the aisle. I don’t want taxes to get too high, but I also don’t want to be in a situation where we held it at zero and now next year it is a 10% increase or something outrageous of that nature. I think this is a really good compromise. I think we did a really good job of asking the right questions and making sure we got to the right spot.”

• Charles Peterson, the new owner of 7064 has requested a four-year extension to pursue redevelopment of the property. The previous owner’s deadline has already passed. The agreement states that at the time of

sale, each parcel of real estate in the city must be connected to the city’s water system, otherwise money ($15,000) must be held in escrow for the purpose of connecting to the city water system.

Statz shared that Peterson does have some redevelopment plans in place and has presented a couple of concepts for townhomes or an apartment complex.

The council was uncomfortable granting a four-year extension, but rather granted the new owner one more year to begin redeveloping the property.

• A development agreement with R&R Leasing Inc. is now in place for the Rehbein industrial plat (property south of Main Street). The development will consist of construction of the general infrastructure to serve the parcel and development of Fairview Street. During the process, the developer plans to sell the land to Sutton Transportation LLC, which will construct a cross-dock truck terminal industrial warehouse facility.

City Attorney Kurt Glaser explained that the R&R Leasing and Sutton Transportation were still negotiating on who would be responsible for what fees. For that reason, the council passed a resolution granting Glaser the authority to make some minor revisions to the development as long as those changes don’t change the intent of the agreement.

• The council will hold a second reading for three amendments to city code at its Oct. 13 meeting. The first proposed change is to amend Chapter 50 (Garbage & Rubbish) to regulate flexible/compact dumpsters. The city has received and addressed several dumpster complaints through the city’s nuisance code, but the Planning & Zoning Commission requested an in-depth look and tightening up the language now that the flexible dumpsters have become increasingly popular. The code amendment is mirrored after the language in Apple Valley’s code.

The main provision is that flexible dumpsters would not be allowed to remain on a property for more than

14 days.

The city has also received complaints regarding auto repair businesses operating out of homes.

The proposed amendment to Chapter 156.102 (Home Occupations) would not allow auto repair as a home occupation on parcels less than 2 acres.

Statz mentioned he needed to have further conversations with Glaser to dive into how the proposed change would impact existing businesses in the city, and whether those would need to be grandfathered in.

The last proposed amendment is to Chapter 156.111 (Fence). City staff have received several requests for fences to be constructed/reconstructed to the front of the principal structure rather than the required 10 feet behind the front facade. The change would simply remove that requirement, as city staff were not able to find a significant reason for why the provision was ever added to city code.

• The mini storage on 20th Avenue is nearing completion. Statz explained that some punch list items need to be completed before the business can open to the public, and then hopefully the chamber/EDA can host a ribbon-cutting for the business.

• The city continues to work with developers on finishing up the Old Mill Estates and Bayview Villas. “There are several weeks of work left to do, and we don’t have several weeks left to do it,” Statz explained. “We are pursuing getting those things done with letters of credit. In the 20 years I’ve been doing this, I’ve never had to do this, but it can’t wait anymore.

Both of these developments are over a year past due.”

Emmer introduces legislation to prevent government shutdowns

Congressman Tom Emmer (MN06) has introduced the Government Shutdown Prevention Act, a House companion to Senate legislation developed by Sen. Rand Paul, to “improve Congress’s broken budget process.”

This legislation would avert a government shutdown in the event Congress cannot reach a spending agreement before the end of the fiscal year. It will also automatically reduce federal spending by 1% percent across the board, and then by another 1% every 90 days Congress fails to reach an agreement.

“Our nation is nearly $30 trillion in debt. Unless we act quickly, this liability will continue to grow and will place an enormous burden on our children and grandchildren, who face a future of higher taxes and more inflation as a result,” Emmer said.

Rep. Ami Wazlawik, who represents District 38B in the Minnesota House of Representatives, has decided not to seek reelection in 2022.

“After a great deal of consideration, I have decided to explore other professional opportunities instead of running for reelection. I plan to continue fighting for our community and to make the most of my final year in the Legislature,” Wazlawik stated in a press release.

District 38B includes White Bear Township, Dellwood and parts of White Bear Lake, North Oaks and Hugo.

Rep. Wazlawik encourages constituents to stay in touch with her for the remainder of her term, which ends in January 2023.

Washington County Library celebrates teens in October Throughout the month of October, Washington County Library is celebrating teens with a new TeenTober program. TeenTober encourages middle school and high school-aged patrons to try new things that interest them for a chance to win free books and prizes.

The new program replaces past

events like Teen Read Month and Book Ballots.

To participate, teens can try any type of media – like reading books, watching movies, playing games and listening to music – then submit a review telling the library what they loved or hated about it. Reviews can be submitted in person at their local library or electronically on the library’s website. First reviews automatically earn a prize, and every review is entered into a grand prize drawing at the end of the month.

Throughout October, library staff are also planning several teen-focused programs with weekly themes like art, gaming, literacy and crafting. This will include a variety of options, including take and make activities, virtual gatherings and in-person hangouts.

Each program a teen attends will also earn them an entry into the library’s grand prize drawings.

Mahtomedi sailor heads for high school nationals

Owen Harrod set his sails toward a specific goal as a ninth grader, and trained his body and mind resolutely ever since.

Recently, the Mahtomedi senior reached his destination, earning a trip to the national high school sailing championships — after fi rst capturing the state singles crown.

“Qualifying for high school nationals was a goal of mine since I was a freshman,” said Harrod, the fi rst Mahtomedi sailor to do so.

“I was willing to put in the work every day at practice to achieve this.

I worked on my boat handling all summer and also on my dry land fitness.”

Harrod won the Single Handed High School State Championship regatta at Wayzata Yacht Club on Sept. 11, placing fi rst in all eight races.

He competed in the same event as a sophomore and placed second. Last year, the state and regional races were canceled due to the pandemic.

Harrod then placed third in a regional regatta Sept. 18-19 on Lake Michigan, at Lake Forest, Illinois, finishing as high as fi rst and as low as fourth in 12 races over two days.

The sailors battled winds of 12 to 15 knots and swells up to 4 feet the fi rst day, he said. The winds were lighter, 7 to 9 knots, the second day.

The regional performance made him one of just 20 qualifiers for the national meet.

“Owen is super self-sufficient, self-motivated and super hardworking,” said Kate Cox, his longtime coach with White Bear Yacht Club sailing school.

Along with honing his sailing skills, Harrod hones his body, too.

“His boat is super physical. He has to control a really big sail by himself,” Cox said. “The races he

competes in are quite long. It’s a very physical sport, and he works hard in the gym to be ready.”

“It’s the same one used in the Olympics and in college sailing,” said Harrod, who intends to sail in college, either at Hobart William Smith in New York State, or Jacksonville University in Florida.

The state and regional regattas were under the jurisdiction of Midwest Interscholastic Sailing Association (MISSA), representing the Great Lakes Area, one of seven regionals.

The nationals, under the Interscholastic Sailing Association, will be held in Miami in late December or January. The date has not been set.

The trafflc volume generated by the proposed subdivision or property line adjustments would create unreasonable road or highway congestion or unsafe conditions on roads or highways existing at the time of the application or proposed for completion within the next two years. d. Lack of adequate waste disposal systems. A proposed subdivision or property line adjustment shall be deemed to lack adequate waste disposal systems if in subdivisions for which sewer lines are proposed, there is inadequate sewer capacity in the present system to support the subdivision if developed to its maximum permissible density after reasonable sewer capacity is reserved for schools, planned public facilities, and commercial and industrial development projected for the next flve years; or if in subdivisions where sewer lines are neither available nor proposed, there is inadequate on-site sewer capacity potential to support the subdivision if developed to the maximum permissible density indicated in any governing planning document or ordinance or amendments thereto. e. Inconsistency with comprehensive plan. Subdivisions and property line adjustments that do not follow planned public improvement corridors or that do not constitute an infllling of development shall be deemed inconsistent with the city÷s growth strategies as outlined in the comprehensive plan. f. City service capacity. A proposed subdivision or property line adjustment shall be determined to lack necessary city service capacity when services such as recreational facilities, police and flre protection, and other city services, which must be provided at public expense, cannot reasonably be provided for within the next two years. g. Inconsistency with capital improvement plans. A proposed subdivision or property line adjustment shall be deemed inconsistent with capital improvement plans when improvements and/or services necessary to accommodate the proposed subdivision have not been programmed in applicable capital improvement plans. The city council may waive this criterion when it can be demonstrated that a revision to capital improvement programs can be accommodated.

(2) Burden of establishing adequacy. The burden shall be upon the applicant to show that the proposed subdivision, development, or and property line adjustment has adequate public facilities and is not premature.

Community rallies together to support veteran

A local veteran recently laced up his running shoes and completed the nearly impossible — all to spur conversations and raise awareness of veteran suicide.

Forest Lake native Caleb Wedger served in the Minnesota Air National Guard for nine years. In 2012, he was deployed for six months. He spent half of his time in Kuwait and the other half in Afghanistan. Two weeks before he left for basic training, his father took his own life.

About a year ago, Wedger stumbled across a video on YouTube of Gov. Walz giving a press conference about veteran suicide and the fact that on average, 100 veterans take their lives each year in Minnesota.

“For whatever reason, that really grabbed my heart,” Wedger explained.

At the same time, Wedger was reading a book by David Goggins called “Can’t Hurt Me,” in which Goggins shares his life story and illuminates a path that anyone can take to push past the pain, demolish fear and reach their full potential. Goggins, a veteran, runs ultramarathons for charitable causes.

“That’s where 100 is TOO MANY was born, and I’ve been able to gain support and traction through local communities to pull it off,” Wedger said.

The fi rst Saturday of October is recognized as Veterans Suicide Prevention & Awareness Day in Minnesota. After an opening ceremony at Lakeside Memorial Park in Forest Lake, Wedger began his run north along the trail on Highway 61 to North Branch and then turned around to head back toward Hugo.

It was all in an effort to not only start a conversation about veteran suicide and the importance of mental health, but to raise money for the Freedom Fishing Foundation, a nonprofit organization whose mission is to help military and veteran families live healthier and more fulfi lling lives. That happens through fi shing trips.

“The reason I chose them was because I truly believe that they, and organizations like them, are in my opinion doing the hard work of keeping people out of that downward spiral that leads to mental health issues, in a lot of ways (accomplishing that) through connectivity and community,” Wedger explained.

“Our fi shing trips connect vets with other vets and with nature. We believe it is important to encourage healthy activity and connection,” said Freedom Fishing Foundation President Ben Enfelt. “Caleb believes that true help for vets will come through building community, and that’s what we’re trying to do … Through putting this event together, we’ve seen so many people step up to make a difference. Raising awareness to veteran suicide was part of the goal for this event and that mission has already been accomplished.”

Wedger has been training since last October.

crazy,” he said. “I had no idea if I could do it or not. Statistically, and if you talk to the pros, I couldn’t, but this really is the ultimate ‘If you put your mind to it, you can do it.’”

Well, he did it. Wedger completed the 100 miles in 35 hours, 36 minutes and 44 seconds.

In addition to his partnership with the Freedom Fishing Foundation, other organizations rallied behind Wedger: Lino Lakes Beyond the Yellow Ribbon Network, Quad Area Chamber of Commerce, Forest Lake Chamber Area Chamber of Commerce, Hugo Business Association, Lakes Center for Youth & Families and the Forest Lake Legion.

Now, more than ever, Wedger feels this is a conversation that needs to be held. He believes we all have our own unique role to play.

“I’m so grateful for everyone that is helping you spread the word and the message. I think our current environment is exposing a weakness that we all ultimately play a role in fi xing. Especially as leaders, we can do way more than we maybe think we can,” he said. “COVID has exposed in a big way that we could all use more connectivity, that these devices that are claiming to bring us

Wedger’s goal was to raise $100 per mile for a total of $10,000 for Freedom Fishing Foundation.

Hugo Historical Commission is offering a FREE -2 evening, 2 hour-hands on class at the Hugo City Hall with the FREE Lyfmap.com web page wehre the classes will help you create your file.

Bring your tablet, laptop or if need be, your smart phone.

The first night you will learn the basics of inputting.

The second class will be showing the enhancements in the page.
