COUNTY BRIEFS County board sets public hearings on fee schedule, CIP

The Washington County Board of Commissioners set two public hearings for Dec. 15, one to consider revisions to the county fee schedule and one to consider adopting the county’s 2021-2025 Capital Improvement Plan (CIP). The hearings will be conducted at 9 a.m. and 9:15 a.m., respectively, in the Board Room of the Government Center, 14949 N. 62nd St. in Stillwater.

Washington County's fee schedule is updated annually. All fee changes are brought to the county board for approval. By law, the fee schedule can only be adopted after conducting a public hearing. During the public hearing for the CIP, the board will hear public comments, consider any recommended changes to the draft CIP and take action to adopt the 2021-2025 CIP, pending any fi nal changes.

County jail will receive body scanner

The Washington County Jail will purchase a body scanner following approval by the county board of a $145,000 contract with Tek84 to provide and install the system in the jail. State law was changed last year to allow security screening X-ray equipment to image and identify contraband items concealed within or outside a human body, which allows body scanners in local jails. Inmates and new arrestees often attempt to bring contraband into the jail, such as narcotics, weapons and cell phones. Inmates and arrestees will hide items, making it difficult to detect by correctional officers. Body scanners are a less intrusive and dehumanizing method of searching inmates than visual strip searches, where close contact is needed.

Washington County launches COVID-19 safety campaign

Washington County announced the launch of a COVID-19 safety messaging campaign that will run countywide. The campaign, called “Face this Together,” emphasizes the importance of washing hands, wearing a mask and physically distancing.

Lowell Johnson, Washington County director of the Department of Public Health and Environment, said, “As we carry on, it is important to base our decisions on facts, not rumors, and science and evidence must guide our actions.”

The messages will be shared through social media, billboards, public service announcements, posters and emails. A website with links to scientific facts and a youth-targeted campaign is available at facethistogetherwc.com. Community members are encouraged to share the messages with others.

Driver’s license renewal

D

id you notice the Minnesota Department of Motor Vehicles locations were closed last week? My driver’s license recently expired, and thankfully the governor issued a peacetime emergency that extended period of time to renew driver’s licenses that have expired from March 13, 2020 through Jan. 31, 2021.

The deadline for the federal REAL ID has been extended to Oct. 1, 2021.

I feel like I’m a frequent visitor of our local license bureau as I register company vehicles, personal vehicles, boats and trailers.

Publisher’s More than a year ago the staff at the DMV shared View tips about getting the new Real ID. It was outstanding Carter Johnson to know about the requirements needed so I could be prepared for my visit. I gathered the documents required, including my Social Security card, birth certificate, passport and two forms of proof of residency. This could be a driver’s license that expired within the peacetime emergency, or a payroll stub or utility bill with your address. I have to say a great big thank you and kudos to our local DMV who has offered ways to continue to get titles transferred, tabs updated, and most recently allowed online appointments so people can get driver’s licenses or REAL ID. On my appointment I made sure I had one extra copy of each required document just to be sure. It was seamless.

If you need tabs, a title transferred or other services, check out the states website drive.mn.gov. Normally for renewing tabs you will need your insurance policy number. Write your check for the exact amount, put it with the renewal form in an envelope and drop it off at the DMV drop box at White Bear City Hall. Make sure you indicate the best way to be contacted with your name, address and phone number. On most days they get through the tab renewals, etc. pretty quickly. I found it to be extremely efficient versus a year ago when I waited in line to get tabs. The drop box makes it very easy.

DMV centers across the state have been rolling out a new computer system that is used by many other states. It should be more efficient and streamline the process in the future. The State of Minnesota under Governor Dayton made an enormous mistake with the taxpayers’ money regarding the license and tab system implemented. It was a slap in the face to the taxpayers and even worse, made life extremely difficult for the staff working at the DMV centers throughout the state. The companies involved and the state are both at fault. So the next time you’re at a DMV location or have interaction with them, please make sure you say thank you.

If you catch someone having a bad day, give them a pass and be patient. I have found the DMV centers, whether in White Bear Lake, Wabasha or other elsewhere, to be extremely friendly and helpful.

According to Jeff Horwish, director of policy and external affairs at the Minneapolis Public Housing Authority, “There are challenges at various levels of affordability in the Twin Cities, but there is a

particular challenge for people who make the lowest incomes.”

At the heart of Solid Ground is the belief that housing stability is fundamental to the healthy development of children and to a family’s ability to be contributing members of the community. Likewise, a range of housing opportunities is fundamental to the health of our communities.

Lino Lakes man charged in attack of elderly couple

Jury trial set for woman connected to Lino homicide A jury trial has been set for Melissa Madelyne Zielinski, 47, of Sandstone, Minnesota.

Melissa and her brother, Nicholas Walter Zielinski, 43, of Hermantown, Minnesota have both been charged with murder in the second degree for allegedly shooting Karl Mitchell Henderson, 22, of Lino Lakes on Aug. 27.

The siblings face a maximum sentence of 40 years in prison for the felony charge.

Melissa plead not guilty Oct. 1, and a jury trial is scheduled to begin at 8:30 a.m. Jan. 19. An omnibus hearing is scheduled for Nicholas at 3 p.m. Nov. 17.

Mark Anthony Ulsaker, 50, of Lino Lakes, has been charged with three felonies after assaulting an elderly couple in White Bear Lake.

Ulsaker was charged with second-degree assault, threats of violence and fourth-degree assault of a p peace officer.

According to the criminal complaint, W White Bear Lake police officers responded tto the intersection of Highway 96 and C Centerville Road in White Bear Lake at 3:18 p p.m. Nov. 8 on a report of a male assaulting ttwo elderly people with a golf club. Multiple w witnesses called 911 to report the incident.

When officers arrived on scene, they Mark Ulsaker found a group standing at the corner of the intersection and identified the two victims.

Witnesses told police that a male, later identified as Ulsaker, had walked up behind the elderly couple and began swinging a golf club at both of their heads.

While he was hitting them, the golf club broke and the male proceeded to punch the elderly man in the head.

Witnesses said the suspect then retreated to his red pickup and started to drive off when the male victim chased after him. Ulsaker then drove his truck over the curb and toward the female victim, but did not strike her. He then fled from the scene.

The criminal complaint states the female victim told police that she and her husband were minding their own business while sitting on the corner with a homemade political sign. Ulsaker then pulled up next to them and shouted profanities at them out his window. She said they ignored him and next thing they knew, Ulsaker had approached them from behind and began attacking them with a golf club.

A witness provided a license plate, which was registered to Ulsaker. Officers subsequently located him at his residence along with the suspect vehicle.

Officers attempted to arrest him, but he resisted and swung his fist at one of the officers.

In a subsequent interview, Ulsaker stated that he is a Trump supporter and got mad when he saw the couple’s sign. He admitted to flipping the couple off and subsequently getting out of his vehicle, kicking over their sign. He said he swung his golf club at the woman and struck her chair. He said the male then “came after him,” so he punched him once in the head. He also admitted to driving his vehicle up on the curb to scare the woman, but said he was not planning to run her over.

Ulsaker faces a maximum penalty of 7 years in prison and/or a $14,000 fine. A hearing is scheduled for 9:30 a.m. Nov. 23.

Maplewood man charged in school incident Austin Alek Johnson, 27, of Maplewood, has been charged with indecent exposure-engage in lewd/indecent behavior related to an incident that occurred in the parking lot of Oneka Elementary School in Hugo in September.

At 4:02 p.m. Sept. 25, a parent reported a driver of a truck for an apparent activity commonly associated with indecent exposure. The caller was able to provide a license plate and a description of the male.

A deputy from the Washington County Sheriff’s Office later found the vehicle, with Johnson inside, in the Waters Edge Community Center Parking lot.

According to the incident report, the deputy approached Johnson and requested he step outside of his vehicle. Once Johnson was out of the vehicle, the deputy “could clearly see” that Johnson’s pants zipper was pulled all the way down.

The incident report states that the deputy continued to notice several inconsistencies in Johnson’s story.

Evidence was obtained from the vehicle.

Johnson faces a maximum penalty of 90 days in jail and/or $1,000 fine for the first-time misdemeanor offense. As of press deadline, Johnson’s court date had not been scheduled.

Hugo woman sentenced for drugs conviction Hugo resident Kristina Marie Schultz, 38, received a stay of adjudication and two years of probation Oct. 21 for a drug conviction. Schultz was charged with fi fth-degree possession of a controlled substance, in excess of 0.25 grams.

According to the criminal complaint, Washington County Sheriff deputies were dispatched to 10th Avenue in Newport March 17, 2019, on report of an apartment fire. Deputies made contact with the sole occupant of the apartment, Schultz, who told deputies she awoke to see a fi re in her kitchen. She said she placed bags that were on fi re in the garbage can and transported them to the bathroom.

While in the bathroom, a deputy observed a tray with a glass pipe. The deputy also observed syringes throughout the apartment as well as a burnt silver spoon with a gray residue and a clear plastic baggie in the kitchen, containing what looked to be methamphetamine.

On March 18, 2019, a Washington County evidence technician fi led tested the confiscated substance, which tested positive for 0.3 grams of methamphetamine.

In addition to a stay of adjudication and two years of probation, Schultz also has to pay a $50 fine (with surcharges and fees) and comply with a list of conditions. Some of those conditions: Schultz must use no alcohol or drugs, submit to random testing, obtain chemical dependency evaluation and follow all requirements of probation.

The Minnesota Association of School Administrators (MASA) has named Superintendent Wayne Kazmierczak, PhD, 2021 Minnesota Superintendent of the Year.

Kazmierczak was selected for the honor by a panel of representatives from a variety of Minnesota education organizations. Nominees are evaluated on how each candidate demonstrates leadership for learning, communication skills, professionalism and community involvement.

“It is quite an honor to have been nominated for this award by several of my White Bear Lake colleagues.

It was a nice surprise when I was told about the nomination,” Kazmierczak said.

Kazmierczak is in his fourth year as superintendent of the White Bear Lake Area School District. During his tenure, he has worked to make strides toward a referendum for the school district as well as an equity commitment to help all students succeed — efforts he believes help with learning and professional involvement, and also unite the community.

“The referendum campaign was an important part of the consideration. The needs of the district have been well documented over the years, and it was important to the community that we address these issues. Unifying the split campus high school will have a positive, dramatic impact on generations of students,” Kazmierczak said.

Many members of the community have long wanted the north and south campuses to come together. Teachers have voiced concerns of sophomores not being able to learn from their junior peers, such as in prepping for the ACT. The split campus also led to issues with students wanting to take classes only available at one school or the other, which creates a transportation conundrum.

In 2019, Kazmierczak and WBLAS began a campaign for a $326 million bond referendum. Along with videos, print and electronic materials that contributed to the district’s success, the most effective strategy in the district’s success was in-person meetings. More than 125 presentations and question-and-answer sessions provided an opportunity for stakeholders to connect with Kazmierczak and other school leaders.

A MASA press release stated that support for the plan would not have been achieved had the district not focused on its audience in such a nontraditional way. WBLAS received the Minnesota Association of Government

Communicators (MAGC) Northern Light Award, the organization's highest honor, for the district’s 2019 bond referendum campaign.

Outside of his work on the referendum, Kazmierczak worked to create an equity commitment in WBLAS. The district conducted an internal equity audit, and in light of the killing of George Floyd and how conversations about race have evolved, the timing of the results positioned Kazmierczak and the district to develop and implement both meaningful and actionable equity strategies for the district.

“The equity commitment statement emerged from our strategic planning, and a group of staff and community members developed the statement. It is critically important that we consider the impact of decisions on all of our students and families,” Kazmierczak said.

Under the superintendent’s leadership and in line with the district’s strategic plan and commitment to eliminating systemic racism, the district began tackling grading disparities a year ago when it dramatically changed its grading practices.

“Dr. Kazmierczak has quickly become a beacon of leadership and inspiration across the state during his time at White Bear Lake,” said MASA Executive Director Dr. Deb Henton. “He has made immediate relationships with his staff and the surrounding community. It is clear (that) under his direction the district is poised to make positive impacts now and into the future.”

This isn’t Kazmierczak’s first award from MASA. In 2012, he was the recipient of both the Richard Green Scholar Award and the Outstanding Central Office Leader Award. He has also been an active member with the organization for years, serving on the MASA Board of Directors from 2010-2017. His involvement also includes membership on the Federal Advocacy and Legislative committees.

Kazmierczak is also an active member in the community. He is a member of Rotary, Vadnais Heights Economic Development Corporation, White Bear Lake Area Education Foundation and the Minnesota School District Liquid Asset Fund Board of Trustees. He also has three children who attend school in the district.

“Being selected by a committee of members from a variety of Minnesota educational organizations is humbling. White Bear Lake is being noticed, and this award is far more than an individual achievement; it is representative of the collective efforts of many,” Kazmierczak said.

HUGO — At the end of 2020, longtime Hugo Fire Chief Kevin Colvard will retire from his role and Deputy Chief Jim Compton Jr., will step in.

Compton is a Hugo native. He has been with the Hugo Fire Department (HFD) since 2001, and he’s been deputy chief for the last seven years.

HFD, a paid-on-call SUBMITTED department, serves the city, Jim Compton, Jr. which covers 36 square miles. Compton said the department currently has 26 firefighters.

“There were 16 when I started in June 2001. Over the years, it’s grown all the way up to 33. It’s fluid,” Compton said.

Currently, they’re not hiring more members, which Compton said is mainly due to the COVID-19 pandemic.

Compton explained that training for new members is currently being done virtually, including the hands-on portion of training. “It’s really tough to train firefighters online,” he pointed out.

Compton explained why he applied for the position of chief.

“I care about the direction of the department, and I have a vision of the future for the department to grow with the growing city,” Compton said.

Part of his plans include working on a daytime staffing model. When he takes on the new role, Compton plans to work with closely with city staff to look to the department’s future.

Compton is a fourth-generation community servant. His father, Jim Compton Sr., was also a longtime Hugo Fire Department member. He served for 35 years, including as chief for more than a decade, and retired in 2012.

“It’s a great honor to serve the community in that capacity as well,” Compton said.

Typically, after the first of the year, there would be a swearing-in ceremony for Compton; however, that has been postponed. The City Council is currently holding virtual meetings amid the pandemic. Once meetings can safely be held in person, the fire department wants to hold a formal presentation at City Hall.

Colvard has been a member of the department for 20 years, and chief since 2012.

“When I started with the department, my goal was to put in 20 years,” Colvard said. “I certainly didn’t think I would finish my career as the fire chief. That was an added bonus.”

His father also worked for Little Canada Fire Department for 20 years.

Colvard said some of the significant changes that happened while he was chief included the department’s transition away from providing ambulance service, and the city’s purchase of its first aerial truck last year.

He said he thinks Compton will carry the department in the right direction.

“He’s certainly capable. He’s ready to be the fire chief. I can’t think of a better person to get promoted to fire chief,” Colvard said.

New COVID-19 testing sites to open across Minnesota To expand access to free, “no-barrier” COVID-19 testing, the Minnesota Department of Health (MDH) has announced that 11 new longer-term COVID-19 testing sites will open across Minnesota in the coming weeks. Some of the nearby sites include the National Guard Armory in Anoka and in Stillwater.

In addition to the new testing sites, the COVID-19 Test at Home program is now available to all Minnesotans across the state.

“Minnesota is entering the most difficult phase of the pandemic yet,” said Minnesota Commissioner of Health Jan Malcolm.

“We have record levels of new cases, high hospitalization numbers and increased

community spread. At the same time, we know promising vaccines are entering new stages of development.”

All of the new testing sites, as well as the mail order program, offer COVID-19 testing to any Minnesotan who wants to be tested, whether they have symptoms or not, and does not require insurance. Some sites will offer nasal swab testing, others will offer saliva testing. They will stay in operation until at least the end of the year to provide sustained testing capacity across the state.

The sites at National Guard armories will be staffed by a combination of local public health staff and members of the Minnesota National Guard. Nearly 100 members of the National Guard are being deployed to

provide support with logistics, registration, check-in and check-out, supply management and transportation. These sites will replace the “pop-up” style of community testing events, which for the past several months have set up in communities for 2-3 days of testing.

“Our mail order at-home test program is another way we are helping Minnesotans stay safe,” said Vault Health founder and CEO Jason Feldman. "Now, residents can access our tests from the safety of their own home under the digital supervision of a practitioner with results in the same amount of time."

Through the program, any person in Minnesota can order a saliva test to be

Golf event raises over $12K for charity TGK Automotive and Aquarius Home Services recently hosted their third annual Charity Golf Tournament, which benefits the Hugo Good Neighbors Food Shelf (HGNFS).

Each year, the two companies compete for the trophy. This year, TGK took the trophy back from Aquarius.

The event raised $12,230 for the food shelf, which then shared the donation. HGNFS President Chris DuFresne said, “With all of the challenges the pandemic has caused, we thought it was wise to share the proceeds with other critical organizations, such as the Hugo Beyond the Yellow Ribbon Network and Hugo Lions Club.”

TGK presented the check to the Hugo Good Neighbors Food Shelf Oct. 30. TGK and Aquarius were thrilled with the community’s support of the fundraiser and have already scheduled the fourth annual tournament for 2021, which will be held Saturday, June 19.

The Centerville City Council at its Nov. 12 meeting took the following action: • Conducted the second reading of and unanimously approved Ordinance No. 108 – Revising City Code re: Main Street Commercial District (B-2); Table 156-A-1 Table of Allowed Uses. This revision removes group living establishments such as senior housing, group homes and memory care facilities from eligibility to develop on Main Street. After a public hearing, the Planning and Zoning Commission (PNZ) voted to set aside prime space for retail uses. However, the city hasn’t seen a major boom in development, so few spots are left on Main Street for development. The city will continue to welcome group living projects, but these uses will not be given prime retail space. Atlas Villas Memory Care facility will not be impacted because it has already been through the entitlement process and was granted approval.

• Conducted the second reading of and approved Ordinance No. 109 – Revising City Code re: Farm Animals. Several weeks ago, chicken owners approached the city seeking changes, and the PNZ unanimously voted to approve the changes following a public hearing. Changes include increasing allowable hens from six to four; allowing an uncovered fenced-in area adjacent to the coop; allowing coops to remain after seasonal chicken raising and removing the word “direct” from the section requiring supervision of chickens.

• Conducted the second reading of and approved Ordinance No. 110 – Revising City Code re: Public Nuisances Affecting Health. The word “grass” was added to the part of code that requires people to maintain their yards.

The addition of the word “grass” makes the ordinance stronger, as people must mow grass not just on the boulevard but on the entire lawn, City Administrator/Engineer Mark Statz said.

The word change is for serious offenders whose grass is getting unruly, such as on vacant lots and unoccupied homes, he added.

• Canvassed the results for the municipal seats up for a vote in the General Election. The turnout was 94%, said City Clerk Teresa Bender, who thanked the election judges. “We couldn’t have done it without their dedication,” she said.

Mayor D. Love was re-elected with 96% of the vote; Russ Koski won a council member-at-large seat with 50.6% of the vote; Steve King won a council member-at-large seat with 47.42% of the vote and Darrin Mosher won the special election for a two-year seat with 55.01% of the vote. “It’s fantastic to see a choice on the ballot,” Council Member Michelle Lakso said. With the election over, City Hall is currently closed to the public, except by appointment.

• Following a public hearing on delinquent utility, garbage/recycling, and nuisance abatement accounts through November, approved certification of the delinquent accounts to Anoka County for inclusion on property tax statements for Payable 2021 as a special assessment. “Quite frankly, there are people who just pay their bills this way,” Statz said. “It’s quite a long list, and we go through this every year.” There is no real advantage to ending up on the delinquent rolls and deferring payment, he said. The fees can’t

be deducted from annual tax returns, because it’s not a tax. “It’s a way to get a loan from the city, but our interest rate isn’t particularly favorable,” He said. A total of $7,773.26 in unpaid utility bills is still outstanding.

• Approved pay requests #1 in the amount of $120,530 and #2 in the amount of $136,465 to Crawford-Merz for City Hall Renovation.

The fi rst request is for work done through September, and the second request is for work performed through Nov. 6 and includes all work on the COVID-related office remodel. The timing of this invoice is to allow payment prior to the deadline for submission of all CARES Act funding allocations. The fi rst payment will be funded through the General Fund, and the second payment will be covered by the CARES Act. • Approved the October CARES Act funding submission. The city’s expenses have been incurred through Oct. 31, and the application is due Nov. 10.

• Approved the appointment of Emem Akpan to the seventh seat on the Parks and Recreation Committee. That seat on the committee has been vacant since 2016. The Parks and Recreation Committee voted unanimously to recommend his appointment.

• Approved the 2021 Agreement for the Residential Recycling Program. Anoka County will receive funding (“SCORE” funds) from the state during 2021, which must be used to encourage and improve recycling. A portion must be specifically directed to recycling sourceseparated composted materials. The available amount for the Residential Recycling Program is $1.5 million. Centerville is eligible for a total of $29,275.50 for its municipal program abatement efforts in 2021, plus an additional $20,000 on request, if awarded.

COVID-safe pictures with Santa

Families are invited to get their photos taken with Santa and his helpers from noon to 3 p.m. Sunday, Nov. 29, at the Masonic Lodge, located at 119 SE Eighth Ave., Forest Lake. In addition to Santa and his helpers, there will be miniature horses dressed up as reindeer.

As part of the drive-thru event, there will be an area for families to take pictures with Santa, his helpers and reindeer in the background, or Santa can photobomb pictures too. Santa and his helpers will be sure to maintain their social distance. Attendees are asked to wait in their car until it is their turn. Families will have

to use their own cameras to take pictures. Kids will receive a card that they can fill out at home to send to Santa with gift suggestions.

Thanksgiving meals for veterans, families impacted by COVID-19

The Lino Lakes Beyond the Yellow Ribbon Network will give out Thanksgiving meals to military veterans, families of deployed soldiers as well as families who are dealing with job loss or other COVID-19 related hardships. A hot Thanksgiving meal will be available for pickup at the Lino Lakes American Legion, located at 7731 Lake Drive, from noon to 3 p.m. on Thanksgiving Day. Individuals or families must submit a request by Friday, Nov. 20. Priority will be given to families in need, who have connections to the military, or who have been affected by COVID-19. HUGO POLICE REPORTS The Washington County Sheriff's Office reported the following incidents: • A Minnesota driver was cited at 9:41 a.m. Oct. 11 on northbound Forest Blvd. N. and 165th Street N. for passing on the right where prohibited by Washington County Sheriff's Office deputies behind him in their marked squad, who observed him pass a vehicle waiting to turn west on 165th Street N. The driver admitted to passing on the right but said they didn't know it was a violation.

• A Minnesota motorist was cited at 10:19 a.m.

Oct. 11 on westbound 170th Street N. and Henna Avenue N. for speeding 75 mph in a 55 mph zone by eastbound deputies in their marked squad, who clocked him on radar. Another Minnesota driver was cited at 10:41 a.m. Oct. 11 in the 9000 block of eastbound 170th Street N. for speeding 79 mph in a 55 mph zone by westbound deputies in their marked squad, who clocked him on radar.

The driver admitted to not paying attention or knowing the speed limit.

An anonymous person reported a southbound drone flying low over houses in the 6000 block of 145th Circle N. at 10:20 p.m. Oct. 12.

Deputies checked the area, but found no suspicious vehicles or persons.

• An ex-boyfriend in the 6000 block of 151st Street at 1:20 p.m. Oct. 13 reported his girlfriend for not giving his dog back after they broke up. Deputies advised the complainant to contact an attorney to retain custody.

• A resident in the 6000 block of 132nd Street N. at 5:00 p.m. Oct. 13 reported receiving a scam phone call during which a male with a thick accent stated he was from U.S. Border Patrol advising her there was a package being sent to her containing contraband. Therefore, he said, she would be in really big trouble if she didn't provide her personal information. But she did not divulge any personal information.

• The driver of an older red sedan was cited at 5:16 p.m. Oct. 13 in the 14000 block of Victor Hugo Blvd. N. for tabs that expired in January. The driver said he'd purchased the vehicle from an acquaintance in April and didn't transfer the title.

• A Minnesota male was cited at 9:39 p.m. Oct. 13 in the 15000 block of Forest Blvd. N. for driving after revocation after he was pulled over for not displaying license plates or the required rear license plate light. During the stop, deputies noticed a temporary tag in the back window and the fact that the driver didn't have a valid driver's license.

A suspicious male reported at 1:03 p.m. Oct. 14 in the 6000 block of 145th Alcove N. was verified to be a remodeling contractor working on a home on 145th Bay N. • An auto business in the 5000 block of 140th Street N. at 2:01 p.m. Oct. 14 reported a customer for returning a loaner vehicle with up to $3,000 in damage to the rear bumper and side passenger door. Each of the complainant's numerous attempts to contact the customer went straight into voicemail.

• A suspicious male was reported at 4:20 p.m. Oct. 14 in the 12000 block of Keller Avenue N. The male twice came to the residence to peer into the house

and take photos. The male also asked two younger children if the parents were at home. On receiving a negative reply, the male left. Deputies advised the complainant to call them the next time the male turns up for contact.

• A motorist presenting an El Salvador driver's license was cited at 4:22 p.m. Oct. 14 on Forest Blvd. N. and 120th Street N. for driving on a revoked Minnesota driver's license after he was pulled over for an object suspended from his rearview mirror.

• A suspicious vehicle observed at 8:52 p.m. Oct. 14 in a parking lot in the 4000 block of Heritage Parkway N. after hours turned out to be locals sitting and talking.

A motorist in the 170th Street N. roundabout at Forest Blvd. N. at noon Oct. 15 reported a male in the vehicle in front of her for stopping to accuse her of hitting his vehicle. Even though he took pictures of her and her vehicle, she said she did not hit his vehicle.

• A resident in the 5000 block of 141st Street N. at 6:44 p.m. Oct. 16 reported receiving a suspicious phone call asking for her personal information.

The complainant's only response to the scam caller was to become angry and hang up the phone.

• An unidentified male was arrested at 9:39 p.m.

Oct. 16 on Everton Avenue N. and Frenchman Road for driving after revocation and narcotics possession, after deputies conducting a routine business check of the Kwik Trip ran the plate number of a vehicle in the area. During the traffic stop, deputies smelled pot in the vehicle and conducted a search.

• A motorist was cited at 9:23 a.m. Oct. 17 on eastbound 170th Street N. and Keystone Avenue N. for speeding 68 mph in a 55 mph zone by westbound deputies, who clocked the vehicle on radar.

Another driver was cited for speeding 69 mph at 1:54 p.m. Oct. 17 on the same road, but at Jeffrey Avenue N. and headed in the opposite direction.

• An ex-boyfriend in the 7000 block of Oneka Lake Blvd. N. at 5:09 a.m. Oct. 18 reported his ex-girlfriend for stealing money, and the exgirlfriend reported her ex-boyfriend for stealing her vehicle.

Harassment and civil issue complaints flowed back and forth from both parties.

• An unwanted person who was given a ride to the complainant's house in the 7000 block of Oneka Lake Blvd. N. at 6:15 a.m. Oct. 18 prompted a resident at the address

to advise a man to make better choices in the future that included not contacting someone he doesn't want to have contact with.

• A Minnesota motorist was cited at 7:41 a.m.

Oct. 18 on eastbound 122nd Street N. and July Avenue N. for speeding 67 mph in a 50 mph zone by east-facing deputies on stationary patrol, who clocked him on radar. The driver admitted to going 70 mph.

• A motorist was cited at 9:55 a.m. on westbound 170th Street N. and Jeffrey Avenue N. for speeding 70 mph in a 55 mph zone by eastbound deputies in

their marked squad, who clocked him on radar.

• A Minnesota driver was cited at 11:08 a.m. in the 6000 block of Oneka Lake Blvd. N. for speeding 38 mph in a 30 mph zone by eastbound deputies in their marked squad, who clocked him on radar.

• The owner of a pop-up camper trailer received a citation in the mailbox for vehicle registration that expired in February 2019. Deputies on patrol found the vehicle parked on the city street in front of their residence in the 6000 block of 152nd Street N. at 11:22 a.m. Oct. 18 with the tardy tabs.

• A girlfriend in the 4000 block of Rosemary Way N. at 6:24 p.m. Oct. 18 reported that her boyfriend was assaulted by a neighbor who had entered their residence without permission.

• A motor vehicle parked on the city street in the 13000 block of Fenway Blvd. N. at 10:40 p.m. Oct. 18 received a citation under the windshield wiper for displaying tabs that expired in July.

• A son was arrested at 4:04 p.m. Oct. 19 at the Hugo Credit Union in the 14000 block of Victor Hugo Blvd. N. for possession of stolen property.

His father reported him for stealing his vehicle from his Chisago County residence and tipped off deputies as to the son's intended destination.

• An unidentified driver was cited at 9:22 p.m. Oct. 19 on Forest Blvd. N. and Frenchman Road for stop sign violation and driving after revocation.

A citation for displaying tabs that expired in May was issued at 3:41 p.m. Oct. 21 on Frenchman Road and Everton Avenue N. to a driver who said that their renewal had slipped her mind.

• Suspicious persons reported for being in a backyard in the 5000 block of 126th Street N. loading items into a trailer at 10:54 p.m. Oct. 21 turned out to be the homeowner. When deputies advised him against conducting such activities at the late hour, the homeowner said he was done and would return inside.

• A suspicious vehicle displaying stolen plates was pulled over at 7:53 p.m. Oct. 22 on 140th Street N. at Isleton Avenue N. The occupants said they were the real registered owners of the stolen plates and had later found them on some railroad tracks in Ramsey County. When deputies couldn't confirm the subjects were the real owners, they advised them to remove the plates and order new ones.

A suspicious vehicle left running in the parking lot of a business in the 14000 block of Victor Hugo Blvd. at 3:27 a.m. Oct. 23 turned out to belong to a driver who stated he was having a bad night and needed some fresh air.

• A citation was issued to a driver at 9:04 a.m.

Oct. 23 in the 10000 block of 170th Street N. for speeding 83 mph in a 55 mph zone.

• Insulation was reported stolen at 12:32 p.m. Oct. 23 from new construction in the 4000 block of 162nd Street N. • An unidentified motorist was cited at 11:42 p.m.

Oct. 23 on northbound Forest Blvd. N. for driving after revocation and open bottle violation after deputies following the vehicle observed it cross the centerline and fog line and pulled the driver over for a missing headlight. During the traffic stop, deputies noticed the smell of pot coming from the vehicle and saw an open beer can in the center console.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • A community service officer was dispatched on a call regarding concerns about traffic at Lino Lakes Elementary School causing a hazard Oct. 27. The school was alerted to the complaint and is working on a solution to the traffic problem.

• An officer responded to a report of terroristic threats in the 7100 block of Otter Lake Road Oct. 27. A male driver was reported for brandishing a gun at another driver. The male was subsequently stopped and arrested for the offense.

• Officers responded to a domestic situation Oct. 27. After investigating, officers found an adult female needed to be transported to a local hospital because of her intoxication level. The female was later charged with domestic assault.

• One vehicle was reported stolen and several vehicles were broken into at Rice Lake Elementary Oct. 27. A vehicle was also broken into at Living Waters Lutheran Church the same day. The investigation is ongoing.

• Officers received a call Oct. 28 regarding a campaign sign that may have been placed illegally. The issue was redirected to City Hall.

• An officer responded to multiple break-in reports of recreational vehicles parked at a business in the 6900 block of Otter Lake Road Oct.28. The investigation is ongoing.

• Officers responded to a two-vehicle personal injury accident in the 8100 block of Lake Drive Oct. 28. Officers provided aid until an ambulance arrived and transported one driver to the hospital.

• An officer responded to a harassment report in the 700 block of Apollo Drive Oct. 28. The officer talked to all involved parties and advised them on next steps.

While on patrol, an officer stopped a vehicle in the 7200 block of 24th Avenue for multiple lane violations Oct. 32. Following an investigation, the driver was arrested for third-degree DWI. Officers received a call regarding hunters in a boat on Marshan Lake, possibly in distress Oct. 31. Officers determined a small boat was stuck in the mud on the lake but the occupants were not in distress. The individuals and boat were taken to shore by the Anoka County Sheriff’s Office air boat.

An officer stopped a vehicle for a traffic violation in the 6600 block of Hodgson Road Oct. 31. The officer detected the odor of alcohol from inside the vehicle and had the driver perform field sobriety testing.

The driver was subsequently arrested for third-degree DWI and several other charges.

Officers responded to a theft report of political signs in the 7600 block of Sunset Avenue Oct. 31. There are no known suspect(s).

Officers responded to a report of a dog bite in the 400 block of Arrowhead Road Nov. 5.

The victim sustained minor injuries. The dog was being watched by a family member of its owner, and the family member was advised of the situation.

The resident was arrested for terroristic threats and assault.

Officers assisted the state patrol with a personal injury accident in the area of I-35E and Main Street Nov. 8. An adult female was transported to the hospital via ambulance. The state patrol is investigating the crash.

An officer responded to a grass fire in the 2000 block of Otter Lake Road Nov. 8. It was found to be a recreational fire that got out of control; however, it had been extinguished upon the officer’s arrival.

An officer was requested to assist the Blaine Police Department with a K-9 track in the 100 block of 90th Avenue NE in Blaine Nov. 9. The suspect was located and taken into custody without incident.

• Heard public comments regarding concern about taking away the high school students’ choice to learn in-person.

Community members expressed concern about the effect on the next generation of leaders and student mental health.

• Superintendent Wayne Kazmierczak acknowledged the retirement of Willow Lane Elementary Principal Chris Streiff-Oji. • Kazmierczak reported an update on the district COVID-19 response. The district has information on COVID-19 data on its website on a dashboard; the link is available at the top of the district’s website on every page. The district added local data about the number of staff and students in quarantine at each school. The district had plans to meet with state officials later this week.

• Heard an investment update from Assistant Superintendent for Finance and Operations Tim Wald.

The district has been balancing risk and return during the pandemic, said Brian Johnson of Public Financial Management. The business manages the district’s Minnesota School District Liquid Asset Fund Plus (MSDLAF+).

The district’s portfolio has a good overall credit quality, said Ryan Miles of Ehlers.

everyone was available. Beck couldn’t make it because he was preparing for midterms at the University of Wisconsin – Eau Claire. Morse’s sister and her children could also not come because of schedule confl icts.

The celebration must go on, even if a bit smaller than planned: In attendance were Corinna and her husband, DuWayne, Peggy and her husband, Dave, Grace and her boyfriend, Evan Johnson, and Cole.

On Tuesday, Nov. 3, when much of the world was focused on the presidential election, Morse’s family gathered to enjoy the beautiful warm day.

The family gathered outdoors at Morse’s home and enjoyed brined turkey prepared on a Kamando grill along with stuffi ng, squash, mashed potatoes and gravy, cranberry relish and — of course — pumpkin pie. As they enjoyed their meal, the warm temperatures and no bugs, many people walked by their celebration and asked, “What time is dinner?”

One thing that did not stray from tradition?

The celebratory toast. Every year, Peggy reads a poem that was written by her grandfather.

“We decided to focus on the positive and be thankful for our loved ones and current health,” Morse said.

HOLD SAFE HOLIDAY CELEBRATIONS DURING COVID-19

Holidays are one of the ways Minnesotans celebrate the people and events that we care about. Some are major U.S. holidays. Others are celebrated in our diverse communities and are important expressions of culture, faith and family connection. Each holiday is special and important, but holidays may need to look different this year.

COVID-19 can easily spread from one person to another during traditional holiday activities where we gather for shared meals or rituals.

No matter the holiday, we want it to be a safe one for you and your family.

Keep in mind that any time you gather with people you do not live with the risk of infection increases for everyone. Here are some tips from the Minnesota Department of Health (MDH):

• Stay home if you do not feel well or are at higher risk for getting very sick from COVID-19. Invited guests should stay home if they have been exposed to COVID-19 in the last 14 days or are showing COVID-19 symptoms.

Invited guests who live with people who are at higher risk of getting very sick from COVID-19 should think about any added risks to their loved ones.

• Keep gatherings small. As of Nov. 13, there is now a 10-person limit in effect for indoor and outdoor gatherings in Minnesota. All social gatherings are limited to members of only three households or fewer, including the host.

• Hold small gatherings outside, if possible. Wear masks and stay 6 feet away from other guests.

• Open windows and/or doors to allow air to flow, when possible, if gathering indoors.

• Wear a mask indoors and outdoors if gathering with anyone that does not live with you.

• Encourage guests to bring their own food, drinks and treats. Do not share utensils or drinking cups.

• Always stay at least 6 feet away from people that do not live with you.

• Remember who came to the gathering. Keep a list of invited guests in case one of them gets COVID-19. This list will be helpful if you're contacted by a health department case interviewer.

DEPARTMENT OF NATURAL RESOURCES BRIEFS The Minnesota Department of Natural Resources and the Minnesota Four Wheel Drive Association (Mn4WDA) invite the public to attend a virtual summit to discuss current and future off-road vehicle opportunities in the state to kick off a master planning process.

The virtual event will be held from 6-7:30 p.m. Nov. 18. A recording of the summit will be available after the event.

The Minnesota Legislature appropriated funding in 2019 to complete a statewide master plan for off-road vehicle (ORV) trails, touring routes and recreation areas. ORVs are defined as 4x4 vehicles capable of off-road travel and include modified pickup trucks, sports utility vehicles and “rock crawlers.”

The master plan will identify ways to enhance ORV opportunities and expand the associated social and economic benefits for local communities. Project elements include data collection on existing trail use and user experience, and engagement with ORV enthusiast associations and those involved in other forms of outdoor recreation. The plan will include a thorough analysis of social and environmental factors to ensure identified ORV enhancement opportunities are sustainable and reflective of Minnesota’s multiuse approach to the outdoor recreation system.

Through an online survey and tool (WikiMap) that will launch Nov. 18, people will be able to share information about their vision for the state’s ORV system. The survey will be open through Feb. 28.

Archers have record success rate at Camp Ripley hunts Archery hunters who participated in the Camp Ripley hunts near Little Falls harvested 310 deer and had a record success rate during the event held from Oct. 15 to Oct. 16 and Oct. 31 to Nov. 1.

“It was an exceptional event this year,” said Dr. Bill Faber, head of the Central Lakes College Natural Resources Program. “Despite fewer participants, the harvest was up 11.5% from last year, and above the 40-year average of 305 deer.” During the hunts,

16% of archers harvested a deer, representing an unprecedented success rate at Camp Ripley. The rate is well above the long-term average of 9%.

This year, 1,864 participating hunters harvested 310 deer. During the 2019 hunts, 2,137 hunters harvested 278 deer. This year, hunters harvested at least 25 large, antlered bucks (greater than 8% of total harvest) during the event, well above the 3.5% long-term average of total harvest. The largest was a 16-point buck that a hunter checked in on the last day.

The Minnesota Department of Natural Resources modified some aspects of this year’s hunt as a result of the COVID-19 pandemic.

Administration of the event went well and without any major issues, said Beau Liddell, DNR wildlife manager at Little Falls.

“We have a strong partnership with Central Lakes College and Camp Ripley, and they did a great job managing traffic and checking deer this year,” Liddell said. “The event is also a valuable experience for students pursuing careers in wildlife management.”

The archery hunt at Camp Ripley is an annual event. The DNR coordinates the hunts in collaboration with Central Lakes College Natural Resources Program and the Department of Military Affairs, which manages the 53,000acre military facility.

The key to this question is how water density varies with water temperature. Water is most dense (heaviest) at 39º F (4º C). As temperature increases or decreases from 39º F, water becomes increasingly less dense (lighter).

In summer and winter, lakes are maintained by climate in what is called a stratified condition. Lessdense water is at the surface and more-dense water is near the bottom.

During late summer and autumn, air temperatures cool the surface water, causing its density to increase.

The heavier water sinks, forcing the lighter, less-dense water to the surface. This continues until the water temperature at all depths reaches approximately 39º F. Because there is very little difference in density at this stage, the waters are easily mixed by the wind. The sinking action and mixing of the water by the wind results in the exchange of surface and bottom waters, called "turnover."

During spring, the process reverses itself. This time ice melts, and surface waters warm and sink until the water temperature at all depths reaches approximately 39º F. The sinking combined with wind mixing causes spring "turnover."

This describes the general principle; however, other factors (including climate and lake depth variations) can cause certain lakes to act differently.

Bear clinic provides accessible care to uninsured, underinsured Opening a free health clinic during a pandemic would seem daunting to most, but the creators of The Bear Care Health and Wellness Clinic weren’t worried at all.

The Bear Care Health and Wellness Center, also known as the Bear Care Clinic, is a free school-based clinic that offers a wide variety of services to all students in the White Bear Lake Area School District. It is a supplement care clinic that works as a nonprofit entity and is located on the White Bear Lake High School – North Campus.

“Our mission is to provide accessible care to uninsured and underinsured children to improve health equity and health outcomes for our community,” said Jessica Miehe, clinic creator. Miehe is an assistant professor of nursing at St. Catherine University.

All the services at the Bear Care Clinic are free for students from

birth to age 21 to better support the community and its families.

The clinic was scheduled to open in September but in response to COVID-19, staff decided to open early six months early. Since opening in March, the clinic has served more than 50 students and continues to take on new patients.

“Right now, so many families are dealing with high insurance costs and loss of income due to the pandemic. We want to help keep kids in school and keep families at work,” Miehe said.

When two White Bear Lake seniors, Ava DelCastillo and Ly Fastner, heard about the clinic, they thought it was a great addition to the community and were inspired to create a mural for it.

“I asked them to think about the current climate of our culture right now and then come up with something that fit our mission,” Miehe said.

DelCastillo said, “I took this opportunity to paint the mural because White Bear Lake has

taught me how to paint, so it would be a shame not to use my knowledge and skills to give back to the district. Also, I think that it’s important to create positive environments in our schools that make students feel comfortable.

Hopefully, the mural will help achieve that even in a health office during a global pandemic.”

Fastner added, “We are trying to promote good health, social justice and equality. We want to showcase examples of good ways to stay healthy and promote diversity, in a ‘love your neighbor’ type of way throughout the mural.”

The mural, which should be finished around December, will be located in the main area of the clinic.

The Bear Care Clinic is a partnership between St. Catherine University and the school district.

Both partners are committed to achieving inclusive excellence by engaging, including and valuing the diversity within their communities.

Working alongside Rognli are nursing and social work students who come to learn while caring for the patients.

Some of the services the clinic provides include health assessments, sports physical exams, rapid strep throat testing, ear infections, pink eye, rapid mono testing, influenza testing, mental health support, urinary tract infection testing and flu shots.

of North Campus is complete.

The new office is included in last year’s $326 million building bond referendum. The measure passed; 57.4% voters supported the district’s Comprehensive Facilities Plan.

CENTENNIAL TENNIS Britta Arends became a solid singles player on the Centennial tennis team this fall after playing 3-doubles in previous seasons. Arends won 10 of her 12 matches, mostly at No. 3 before moving up to No. 2 late in the season. Her senior-year contributions helped the Cougars post an 11-2 record. “Britta was our most consistent player in her effort, attitude, and competitiveness,” coach Arnie Lamers said. “She won most of her matches in a dominating fashion, and was one of our most supportive teammates.” Arends is also active in the dance team, NHS, Peer Leader and Student St tudent Council, and has a GPA over 4.0.

Ginger Flohaug took over a Centennial soccer program that was mediocre at best, two decades ago. She turned it into one of the most vibrant in the metro area.

Flohaug retired from coaching after the 2020 season with a 219-67-27 record and a state championship and runnerup finish at state. She also had two state third-place teams among seven state appearances, and nine conference championships, in 18 years as head coach after two as an assistant.

“There was a time when nobody would talk about a conference title or section championship. This is the norm now,” acknowledged Flohaug about Centennial’s soccer fortunes. “Which brings on new challenges and stress, to live up to the standard that they put on themselves, and that others have for you.”

Her program has generated 16 allstate players and two Ms. Soccer

winners — Jenna Roering in 2012 and Khyah Harper this year. Fifty-nine graduates went on to college teams, including 16 currently.

Harper, who transferred to Centennial as a sophomore, said Flohaug and her staff were very welcoming and friendly “but I noted right away that she wants to win. She is the type of coach to push every player to be their best so we can be successful.”

Her 2016 team was state Class AA champion and finished 19-0-2. Despite being unbeaten, the Cougars were seeded fifth at state that year. They removed any doubts about them by defeating Lakeville North, Andover and Rosemount at state.

The Cougars under Flohaug were section champions in 2009, 2012, 2014, 2015, 2016, 2019 and 2020. The 2019 team was state runner-up, losing to conference rival Maple Grove 2-1 in the finals, and finished 18-3.

Her final team had a good shot at a state title again but, due to the pandemic, had to settle for a 13-1 record and conference and section

championships, with all state tournaments in the fall canceled.

Flohaug, a physical education teacher, became assistant activities director to Brian Jamros this year as a first step in leaving coaching — the real reason for which is to watch her twin sons, 13 years old, play soccer for the next five years.

“My children want me to be part of their soccer and see them play,” she said. The AD’s office opening seemed a “perfect solution” for her.

Asked about the style she espouses, Flohaug said, “I definitely look at my personnel, but during tryouts I favor a possession and passing style game. I love to see my defenders move the ball out of the back and up the flanks into the midfield through to the forwards.”

As for relating to players, Flohaug said she may have done some yelling in early years but thinks her players would say she got softer as the years went by. “I think that the players knew I trusted them, believed in their ability, and cared about them as people.” That gets reciprocated by players giving their best and returning their respect.

“I have been blessed with great kids and families over 20 years here. Hardworking with team mentality and driven to get better.”

Her longtime ally at Centennial is Lori Guyer, the JV coach for the last 17 years. They have run many soccer camps together and “see the game in a very similar way,” which makes transition from JV to varsity so much smoother.

Her long list of all-staters includes Roering and Harper three times each; Olivia Lovick, Ashley Osmek, Dannika Gieske and Becca Roberts twice each; and Lauren Ahles (this year), Megan Shock, Ashley Ebeling, Mikayla Ianquinto, Caitlyn Bangert, Nan Glimsek, Morgan Wirz, Kristi Lilja, Anna Kouba and Vanessa Swanson.

Flohaug grew up in a soccer family, as her father was a youth club coach and president of the Coon Rapids Soccer Association, and her brother played for the Minnesota Gophers and was a club

Ginger Jeffrey was a goalkeeper for Coon Rapids High School and for Minnesota-Duluth. With the Cardinals, she made all-conference and played in one state tournament.

At UMD, she logged 31 career wins, including 22 shutouts, posting a career save .835 save percentage, and a Bulldog record 334 career saves. She got coaches association all-America, all-Northern Sun first-team in 1997 and 1998, and allCentral Region as a freshman.

Her other sport was Alpine Ski, for the Cardinals, Wild Mountain USSA and one year at UMD. She qualified for state three times in high school and for nationals as a college freshman.

A knee injury during that college season (it was her second ACL tear) prompted her to give up competitive skiing. But that was also where she met her husband, Kelly, a fellow UMD skier.

Flohaug started her coaching career with the Duluth East junior varsity and elite club teams. After joining the CHS faculty, she was assistant coach under Ricardo Giorgis for two years, and became head coach in 2005 when Giorgis retired from coaching.

Ginger and Kelly Flohaug were the Alpine co-coaches at Centennial for 10 years, which ended for her when the twins were born. From Kelly, she said, she’s gotten great support in her coaching endeavors throughout the years. “I can’t thank him enough,” she said.

Lino Lakes resident helps create resource for cultivating selfawareness How do you feel about what is happening in this country right now?

Have you taken sides on the issues, or are you feeling a bit uncertain?

It seems that a lot of people aren’t so sure how to answer that question right now.

Executive coach Melissa Albers says that is because most of the time people are in a reactive state. “They are reacting to what is going on around them; and in a reactive state you are not able to be fully present about what you want,” she says.

Albers’ friend and business partner JJ Parker, of Lino Lakes, agrees. “I think most people are on auto pilot.

They just interact with the world.

They will have reactions to things and it all kind of happens. They don’t really take the time to stop, think and feel,” he said.

In other words, a lot of people don’t have self-awareness, which is the conscious awareness in the moment of what they are really feeling. But thanks to Albers and her business partner, JJ Parker, now there is something they can do about it.

Albers and Parker have developed the website, TheSelfAwarenessJourney.com. It is a free resource anyone can use to gain conscious knowledge of their own thoughts, feelings and actions, and how they can influence outcomes.

The site is packed with resources, which include seven lessons that will help people learn how to become more self-aware. Among the topics covered: How to identify the triggers that can set you off, how to determine the difference between one’s authentic and actor self, and the role environment plays in one’s awareness of self.

The content is delivered through a series of engaging videos that feature Albers and Parker deep in conversation about the steps in their own self-awareness journeys.

Each lesson is accompanied by a downloadable workbook that students can use to customize the lessons to their own particular situation. There is also a blog to read on the site, where Albers and Parker create a weekly podcast people can listen to that offer insight on topics such as managing relationships, the role a person’s sixth sense plays in their success, and the benefits of having a positive attitude.

There is a “conversations with” segment in which they interview thought leaders about the topic of selfawareness.

Another component of the program is a series of self-awareness tips placed on LinkedIn. They cover topics such as how to prevent work burnout, how to get a raise, how to give feedback to a boss and how to prevent remote worker burnout.

“We are just so committed to this idea of helping people understand themselves better, because if you can understand yourself better, you’re able to be in your world easier.

Everything is easier,” said Albers.

“Our goal is to build a tribe of very well-centered people who share the common goal of making the world a happier, more centered and more aware place.”

“We are quite literally trying to create a way of being,” adds Parker.

Lino Lakes resident grateful for robotic surgery After talking with 55-year-old Jim Benjamin, one learns that he is a very grateful man.

Benjamin, a resident of Lino Lakes, is first of all grateful for popcorn. If he hadn’t eaten some popcorn at the movies last March, he might never have had the abdominal pain. With his wife’s encouragement, the pain led him to go to a nearby hospital. He was diagnosed with diverticulitis, which was triggered by popcorn.

A few days later, he received a phone call. Medical personnel who reviewed the CT scan taken in the emergency department noted a suspicious-looking growth that appeared to be kidney cancer.

Benjamin believes that if it weren’t for the popcorn, he would not have been diagnosed at all. As he came to fi nd out, kidney cancer is difficult to detect, as it presents no symptoms in the early stages. And so he’s grateful, but not for the fi rst time.

The doctors at his local hospital recommend a traditional approach to this diagnosis — removal of the entire kidney through an open incision. Benjamin scheduled the surgery.

After he scheduled the surgery for May 4, Benjamin’s wife, Darla, talked to a friend who had just recently seen a doctor about a urologist at Mayo Clinic Health System in La Crosse, Wisconsin. Darla’s friend suggested Benjamin get a second opinion from that urologist, Dr. Scott Pate. So Benjamin called the Mayo Clinic Health System in La Crosse and scheduled a video appointment with Dr. Pate.

Benjamin was once again grateful, this time, for a friend who led him to Dr. Pate.

The video appointment saved Benjamin at least four hours on the road, driving back and forth from Lino Lakes to La Crosse, during the COVID-19 pandemic, and other travel costs. The video appointment helped him manage social distancing and protect him as well as his care team. Again, he’s grateful.

“Prior to seeing Mr. Benjamin during the fi rst

video appointment, I reviewed his outside records and imaging. The imaging showed a 4 cm mass on his left kidney. Traditional surgery would remove the entire kidney through a larger incision and lead to a longer, more painful recovery and opioids to manage the pain,” said Dr. Pate. “He’d have to stay in the hospital for several days and then more time at home recovering.”

Dr. Pate had another answer: robotic surgery. “This surgery could be safely performed robotically,” he said. “Robotic technology uses small keyhole incisions, the size of a fingertip, to cut out the tumor in the kidney, and then close the incision with suture.” After this surgery, the patient could expect to go home the next day. Again, Benjamin was grateful.

Benjamin canceled the surgery at the local hospital and worked with Dr. Pate’s team to schedule the robotic surgery at Mayo Clinic Health System – Franciscan Healthcare. On June 2, Benjamin and his wife drove to La Crosse. Thirty minutes prior to the surgery, Benjamin met Dr. Pate for the fi rst time in person to discuss the procedure and the next steps. The surgery was successful and Benjamin was discharged the next day. And, yes, Benjamin was grateful.

“We’ll follow Mr. Benjamin for several years virtually to spare him travel,” said Dr. Pate.

“We’ve already had our fi rst post-operative video appointment, and he’s doing very well. This kind of interaction—video appointments as a fi rst encounter— is a real benefit. It minimizes drive time and travel costs for patients in nearby major cities, especially relevant during a pandemic. Mr. Benjamin and his wife only had to travel to La Crosse one day rather than several days. This is how health care should and can be done.”

Benjamin had another follow-up appointment Nov. 10.

Certainly, James Benjamin is grateful. He’s grateful for popcorn, friends, video connections, robotic surgery and Dr. Pate. As he put it, after this health care journey, “I feel great, and I’m grateful.”

MPCA distributes grants to ‘expand access’ to EV technology

He presented reasons to consider electric vehicle charging stations, pointing out that the city would become a destination for those needing to charge vehicles and benefit from a reputation of environmental conscientiousness. His team at Cummins created an in-depth decision matrix to aid the city and council in choosing what kind of EV charger best suits them.

Cummins has been working with a facilitator, Great Plains Industries (GPI), to accelerate the adoption of electric vehicles (EVs) through the installation of public charging stations in both White Bear Lake and Shoreview. The global company, which manufactures high-horsepower engines and power generators, was looking for a project to advance sustainability in the communities where it has facilities.

According to Haine, 20% of Americans state their next car will be electric. The GPI states that electric models are coming for nearly all auto manufacturers. Ride-sharing companies are also going electric: Lyft recently announced a commitment to 100% EVs by 2030.

City Manager Ellen Hiniker said staff will work with Main Street businesses and City Council regarding the downtown charging stations. The project is slated for 2022.

The Minnesota Pollution Control Agency (MPCA) announced it is distributing $170,000 in grants to help install up to 22 dual-port electric vehicle (EV) Level 2 charging stations in public and workplace locations.

Level 2 charging stations are ideally placed in locations where EV drivers plan to park for at least 30 minutes, such as retail, restaurants, workplaces or government buildings.

A Nov. 10 press release says the grant opportunity is part of the agency’s initiative to "expand access to EV technology across the state" using funds from Minnesota’s share of the national Volkswagen (VW) settlement. Increased use of EVs in place of gas- or diesel-powered cars will reduce greenhouse gas emissions and other harmful air pollution in the state, noted the release.

The grant announcement coincides with an initiative between Cummins, a top local employer, and the city to facilitate installation of charging stations in downtown White Bear Lake, particularly the parking lot at Third Street and Banning Avenue.

Unofficially referred to as the parking lot project, City Council members heard about the idea last February from John Haine, regional general manager at the Buerkle Road Cummins sales and service headquarters.

While the company produces mostly diesel engines, Cummins also makes a number of other

PowerBatt distributer finds home in Hugo

HUGO — A new business, PowerBatt USA, was recently established in Hugo. Its product uses patented technology to double the lifespan of lead-acid batteries.

The company is owned by Mahtomedi resident Christopher French, who grew up in White Bear Lake.

French explained that the product is new to the United States, but that it was originally developed for the military in Europe back in the 1970s. It took over 25 years to figure out the proper formula to make it work.

Since then, other companies have tried but failed.

“It is brand new to the U.S., and we manufacture it here in Minnesota. That was something I insisted on,” French said.

French said the product is patented in six countries, but PowerBatt USA has exclusive rights to it in North America.

“Unless we decide to bring someone on as a distributor, we’re the only ones in North America with this product,” French said.

PowerBatt is added every six to 12 months to a battery’s electrolyte mixture (battery acid), according to the battery type. The product prevents early battery replacement and decreases energy consumption while lowering the levels of CO2 emissions and toxic lead waste discharged into the environment, making it a green product.

“For every battery we condition, that’s one less battery that gets recycled. About 99% of all lead-acid batteries get recycled.

What is not widely known is at the end of that rainbow is an industrial factory smelting the lead down that is in all lead acid batteries,” French said.

Previously, French worked in the federal government sector selling computer hardware, software and service. After seven years, he got tired of that work and wanted to try something new.

A sample of the product that led him to later form his company was sitting on his desk, untouched.

“I bought a used vehicle that had a dead battery in it. So, I put in a new battery and was going to recycle the old one, but I thought it was an opportunity to see what this product was. I put a couple of ounces in each cell of the battery, waited about 20 minutes, and then jumped the vehicle and it started,” French shared.

From that point on, he knew he wanted to get involved with the product. Some partners in Europe called him directly and said that if he could obtain the financing, he could take all of North America. He agreed.

“Our potential customer market could be an individual with snowmobiles, lawnmowers or vehicles, and then on the commercial end, forklifts and jacks. It’s fantastic for mining and forestry because of all the big equipment they use,” French said.

“We are a distributor of PowerBatt. We’re starting with commercial markets. We’re starting local but have some key areas around the country where we will be reaching out,” French said.

Down the line, French said, the next step is to move to the retail end and get the products on the shelves.

French looked for commercial space all over the Twin Cities northeastern suburbs.

When he found the space in Hugo, located at 13419 Fenway Blvd. N., he knew immediately it was the right space.

“It’s been a smooth transition,” he said.

The shop in Hugo is used for several purposes. He hasn’t brought employees in because of COVID-19, but he has several local salespeople.

“The shop is for high-level demonstrations for customers. We also use it to recondition batteries that people can bring me or we can buy. We can go to a battery supplier and buy scrap batteries that are about to go to a smelter. We can bring them in, recondition and repurpose them,” French explained.

“We can affect carbon neutrality in a positive way right now and save companies money at the same time. We’re not trying to figure it out. It’s happening,” French said.

Hugo family to appear on America’s Funniest Home Videos

Laughter is the best medicine, perhaps now more than ever. Just ask the Hood family.

The Hugo family recently received word that two of their submitted home videos will be showcased on “America’s Funniest Home Videos,” or AFV, on ABC. Marshall Hood, the father and the main prank instigator, said he took the video footage back in April and just two weeks ago found out that both of his submissions will be aired Nov. 22.

The show’s executive producer, Michele Nasraway, said that it doesn’t happen often that the show takes two videos from one family. “We rarely see the sink-sprayer prank work on two members of the same family. They must have had precision timing,” she said.

The idea began easily enough, Hood said. “My

wife (Nichole) and I were watching America’s Funniest Home Videos one night,” he said. “It was an older one, as we were watching it on our DVR. It was the ‘Assignment America’ one, where they like prank examples sent.”

Hood explained that they showed several examples, including putting tape over water sprayers, and thus spraying any unexpecting victim with water.

Nasraway said all the producers enjoy watching the hundreds upon hundreds of videos that are sent in in response to their Assignment America segment.

“The sink sprayer prank has been a favorite over the years,” she said.

Although Hood had never filmed a prank before, he felt inspired. “The show was still on,” laughed Hood, “and I did it right then.

“I told my wife, ‘We should do this.’ It was old-school putting regular

Hood explained he hid his phone in the kitchen, set it on a shelf that held other knick-knacks so his two children, eighth grader Madisyn, and sixth grader Dylan, who both attend White Bear Lake Central High School, wouldn’t be the wiser.

Then all he had to do was set the bait. “My son was downstairs playing Xbox with his buddies,” said Hood, “and (Madisyn) was upstairs, so she was the easy target. I was like, ‘Hurry and get me a glass of water,’ and I started coughing.

She was probably wondering why I just didn’t get off the couch,” he laughed.

and went to the turn on the water. As expected, the water sprayed right on her, and the camera caught her reaction. She laughed in surprise, her father said, but then headed back up to her room.

Next up was Dylan, who did the exact same thing his sister did a few minutes before. The camera catches Dylan heading to the kitchen to get his dad a glass of water, where he’s doused by the faucet. In both videos, you can hear their dad

laughing at their reactions in the background.

“He was a little more animated after it happened,” Hood said. “They both still talk about getting me back in some way, but they still haven’t. I’m just like ‘Bring it on, what do you have?’”

On the evening of Nov. 22, the Hood family will gather to watch their home videos on national television. Hood commented that the kids used to watch the show all the time with their parents, but now they are not into it

as much. Except for Nov. 22.

America’s Funniest Home Videos is the longest-running primetime entertainment show in the history of ABC, and is syndicated in over 50 countries. Its producers excel at sharing America’s real-life, funny moments captured on video.

“It makes you laugh, and it’s something different from the drama or reality show,” said Hood. “This is something cool that they can remember and tell their kids about.”

In 2004, Ben Pratt opened Ingredients Café with a vision: creative, local, sustainable, high quality and unpretentious food in a casual environment. They have been a serious player in the local restaurant scene ever since. “We take food seriously,” says Ben. They also offer a great wine by the glass selection, which isn’t always easy to find in the area.

“Our employees are like family,” says Ben. There is no front or back of the house, they’re all one team. Regulars will all recognize the smiling face of Rebecca greeting you from behind the bar when you arrive. In fact, Rebecca operates a small farm north of White Bear Lake that supplies a lot of the fresh produce the restaurant uses. Many of the staff has been with Ingredients since the beginning, a testament to their passion for the restaurant and its vision.

The restaurant has been a loyal supporter of the community over the years with regular participation at the annual Taste of White Bear Lake and other festivals, along with many donations of gourmet dinner parties to

local charitable organizations.

Before Covid-19 they were doing a very robust lunch trade and their themed Wine Dinners were extremely popular as well. They recently opened back up for lunch (11 a.m. daily) and hope to continue offering the Wine Dinners once they feel it’s safer to do so. Live music every Thursday, Friday and Saturday is still a staple for the restaurant, with local favorites like Joe Cruz and Jennifer Grimm (every Thursday), Tim Brown and others.

When you look up the word “success” in the restaurant dictionary, you will find Acqua White Bear Lake. Husband and wife team Daron and Nicole Close met and fell in love while working for the highly successful D’Amico Group in Minneapolis.

After managing several D’Amico properties successfully, they searched for the right location to open and operate their own restaurant. In 2009, their dream became a reality when they came across the quaint old house for rent on Craigslist wherein the restaurant now operates in the Marina Triangle. Growing up in Roseville and White Bear Lake, Daron was well aware of the need for a higher quality of dining in the area they decided to take the risk.

With creative Italian fare, unique craft cocktails and an imaginative wine selection, it wasn’t long before Acqua was the hottest restaurant in the area even recognized among the Top 50 Italian Restaurants in the country. Deciding to build on their success, the couple opened a second location in Forest Lake along with three Meet Markets, Pi Pizzeria, The Grill at Forest Hills, MIZU Japanese. Over

the past two years they have scaled back a bit to maintain their quality and focus on their White Bear Lake brands including managing Cabin 61 and Admiral D’s.

When Covid-19 hit they pivoted quickly establishing curbside take-out, delivery and grocery to help generate the revenue necessary to keep them afloat. A Server Relief Fund was created, and 10% of all gift cards sold was donated to help their staff through the transition. The community rallied with support, raising over $15,000.

Nicole and Daron are immensely grateful for their opportunities. They credit the city’s investment in the Marina Triangle district as well as the incredibly supportive community as keys in achieving growth and maintaining their success.
