Council tackles short-term rentals

CIRCLE PINES — After receiving complaints from neighbors about short-term rentals, the city has decided to step in.

The City Council approved the first reading of Ordinance 158 (Short Term Rentals), waived the second reading and ordered a short-form publication at its Jan. 14 meeting.

“Short-term rentals have become a hot topic in Circle Pines in the last couple of years. We have had some complaints from neighbors about short-term rentals popping up and disrupting neighborhoods throughout our city,” said City Administrator Patrick Antonen.

The ordinance amends the city's rental licensing code to require a minimum 30-night stay for shortterm rentals, thus eliminating the night-to-night stays. “This will solve the constant disruption of the

LEXINGTON — The Lexington Lofts apartment complex is back on the docket despite being voted down by the council in November.

The Planning and Zoning Commission discussed revised plans submitted by Norhart at its Jan. 15 meeting.

The commission previously recommended approval of the project to the City Council, however, upon arriving to council, the project was met with resistance from Councilor John Hughes who expressed concern over the project’s proposed height of five stories and what he deemed as inadequate setbacks.

In the time it took for Norhart to revise its plans and present them to the Planning Commission, the council undertook a change in the city’s code regarding zoning changes.

Under city code, zoning changes only require a simple majority for approval instead of the previously required super majority.

The changes made by council did not go unnoticed by the Planning and Zoning Commission. In fact, Chairperson Mark VanderBloomer acknowledged the change made by council and expressed his desire for the commission to take its time,

neighborhood, since a 30-night stay is the same as a month-to-month lease,” Antonen explained.

The topic has been discussed at numerous council meetings dating back to 2017 when the council agreed to monitor the situation but didn't want to create any new regulations about short-term or home-sharing properties. One rental, which has since been shut down, required a police response at least a dozen times, Antonen said.

Councilman Dean Goldberg said, “I am glad to see that we are taking action on this. It puts people that live around those properties in jeopardy and it makes living there uncomfortable to them, and that is not what Circle Pines is about.” Goldberg said he was concerned about people trying to find a way around the ordinance and Antonen explained that enforcement, both with the police department and city attorney, would be key.

“We need to make the fine stiff enough where people aren't going to try to skirt around it,” Goldberg explained. “I'd like to see $500 for a first offense and four figures for a second offense.”

In a follow-up interview, Antonen explained that violating the ordinance is a misdemeanor and carries a fine of $100 to $200 for the first offense. The fine, which is subject to the city attorney's discretion, then escalates for repeating occurrences.

A resident who lives near a short-term rental said he was thankful the council was acting on the matter.

“The access to the short-term rental is the backside of their house, so every vehicle that parks in their driveway is 15 feet from my house. Every car door that opens up and slams, the old-school aluminum door on the house slams, so I have been woken up at 11:30 p.m., 3:30 a.m.”

He added, “There is a comfort level there when you don't know who is watching our kids playing in the yard ... I think most people don't really realize it is there, but all the activity is 15 feet from my bedroom.

We didn't sign up to live by a hotel, and that is really what it is.”

Councilman Matt Percy said, “One of the things that we take pride in … is Circle Pines does have a high quality of life, and we want to keep it that way. I am aware that property owners have property rights to a certain limit, but I don't think there is a need in Circle Pines to provide one- or two-night rentals. We

have got a lot of capacity around here.”

Percy added that he would be supportive of a warning for a first occurrence, rather than a fine, in case people are not aware of the ordinance. Mayor Dave Bartholomay said he didn't have a problem with a warning but said that the fine would have to be significant for repeated violations.

Councilwoman Jennifer Rauner explained, “This really isn't for the city of Circle Pines to flex its muscles and say you can't do something with your private property, this is actually for the safety of our citizens. We have had problems in the neighborhoods with these short-term rentals and putting in this type of ordinance, we are just trying to keep our city and citizens safe. The people who have lived here for 20, 30, 40 years expect that kind of service out of this council.”

Goldberg expanded on that and said, “We have a good chunk of properties in Circle Pines that are rentals. It is not the rental itself that is an issue, it is the way that it is being used. Those are the ones we want to be concerned about.”

City seeks solutions to rare garbage issue

CIRCLE PINES — When the city's waste hauler didn't pick up trash Dec. 28, the next day or even the day after that, things got pretty messy.

Mayor Dave Bartholomay brought up the topic at the council's Dec. 14 meeting and shared with residents that the city is taking steps to ensure that scenario doesn't happen again.

The morning of Dec. 28, the Twin Cities was under a winter storm warning. Garbage trucks were pulled from the roads due to icy conditions.

“Thirty to 40 cities around the metro didn't get (their trash) picked up ... everyone was disappointed, and we heard about it,” Bartholomay said. “It could not have been a more

terrible time, with the extra garbage from Christmas and New Year’s. It was that perfect storm of problems.”

Bartholomay even posted on social media that residents could bring trash to his home and he would hang onto it in a large dumpster until the trucks were able to make the rounds.

He said the city is doing three things to make sure that scenario doesn't happen again: Require its hauler to have an emergency number so they can be reached on the weekend or after hours.

Implement new software that will allow the city to communicate with residents (by email or text message) if the problem should reoccur.

Issue a request for proposals (RFP) for a waste hauler. The city's five-year

contract with Waste Management is up at the end of 2020.

Councilman Matt Percy said, “I totally get that they missed their pickup that day. I was driving around that morning with the ice on the roads and I was really sorry I was, because it was treacherous out there.

Once that happened, the next day they should have been out there picking stuff up. An entire week was not acceptable, and the residents made their opinion known about that, and I agree with them.”

Percy added that with the Waste Management contract ending this year, it will be a good time to talk with Waste Management as well as other companies about what sort of guarantees they can provide to the city so that a situation like that

doesn't occur again in the future.

City Administrator Patrick Antonen explained that this was the fi rst time this has happened in the more than 28 years the city has contracted with Waste Management. He added that one of the city's plows was involved in a minor accident that morning because it was unable to stop on the icy roads.

A formal introduction

I

’ve heard it so many times from fellow reporters that it almost seems cliché at this point, but it’s true for me all the same: I’ve wanted to be a journalist for nearly as long as I can remember. Back in high school, I served as the news editor for my school’s monthly paper, but my first gig in journalism (if you can call it that) came even earlier.

Throughout third grade, I’d make a point of waking up early on Saturday mornings to type up reports on family happenings from the week prior, print out three copies—one for my parents and one for each of my sisters—and slip copies underneath their bedroom Between doors before they woke up. I called the paper the the Lines “Callen Family Inquirer” despite the fact that Elizabeth Callen and, none of my family members willingly subscribed, I charged them a quarter for each issue. My parents humored me by obliging, but my sisters never paid up. In retrospect, they were probably upset at the admittedly biased reporting, exemplified in articles like the one I wrote about them whining at having to complete their weekly chores (never mind that I always grumbled at the same myself).

Thankfully, I’ve grown as a writer and reporter since those early days, especially through my studies at Carleton College and my time at Press Publications, where I’ve worked for the last year and a half.

In this role, I’ve learned a great deal from my supervisors and co-workers, who have also become my mentors, as well as from the residents of the communities I’ve been lucky to cover. I can confidently say that the reporting here is of infinitely higher quality than the Callen Family Inquirer, and voluntary pay strikes me as much a fairer subscription model than my 8-year-old self’s demands for a quarter.

I see journalism as a vital public service, and I strive to ensure that my reporting is accurate, fair and compassionate, whether it’s a story about the latest city council meeting or a local resident who has accomplished something amazing. However, no reporter can do their job alone—if you ask me, the key word in community journalism is community.

So far, I have primarily covered the Forest Lake and St. Croix Valley communities for the Lowdown, but I’ve written the occasional regional story and a few columns, so readers of other papers may recognize my byline already. In any case, I am thrilled to now also be covering Shoreview. I know I have big shoes to fill, but I am eager to hear the stories and embrace the opportunities that lie ahead.

My introduction to the community so far has been warm and welcoming.

Making connections with others is my favorite part of the job, so please don’t hesitate to reach out if you feel inclined.

I welcome any and all story ideas, photos and feedback. My inbox is always open, but even though I am a child of the digital age, e-mails and phone calls can’t compare to a face-to-face interaction. I hope to see you out and about soon!

The pie that never was

artin Luther King Jr. Day (MLK Day) was celebrated this year on Jan. 20. Don’t let the week pass to celebrate the life of a man committed to civil rights and peace without baking his favorite food: pecan pie.

Most people know the story of Martin Luther King Jr., but did you know it took until the year 2000 for the federal holiday to be observed in every State of the Union? King was the first modern private citizen to be recognized by a federal holiday. The honor came with lots of controversy.

Interestingly, only four days after King was assassinated in 1968, a bill was introduced to honor King. But it wasn’t until President Reagan signed a bill in 1983 that MLK Day finally Wild became a national holiday. It took many more years for every state to Chow observe it.

According to many sources, King Lisa Erickson liked typical southern food, but pecan pie was his favorite. On the night he d King i was on his way to eat dinner at the was kill killed, home of his friend, Rev. Samuel Kyles. Many people called it the “the meal that never was.”

MLK Day Pecan Pie Serves 12 1 unbaked frozen store-bought pie crust, thawed 1 3/4 cups pecans 4 eggs 1 cup light corn syrup 2/3 cup brown sugar, packed 1 Tbsp. vanilla 1 tsp. kosher salt (if using table salt, reduce to ½ tsp.)

6 Tbsp. butter, melted 1. Preheat oven to 350°F. 2. Place pecans on a rimmed baking sheet and roast for nine minutes. Let cool.

3. Reduce oven temperature to 325°F. Whisk eggs, corn syrup, brown sugar, vanilla and salt in a large bowl until smooth. Slowly add melted butter, whisking until combined. Stir in pecans and pour into prepared piecrust.

4. Bake pie until edges are set and center still jiggles; about 60 minutes. Let pie cool for three hours before serving.

Under his tenure as mayor, taxes have been kept to a 7.4% increase over 10 years. His creative approach to governing brought that result.

This kind of thinking has brought us a Public Safety Department that has a response time of less than four minutes, with great cross-trained employees to make us the fourth-safest city out of 853 in the state.

These are just some of the many reasons that Jeff would be a great County Commissioner for District 6 in Anoka County. He has worked hard for the city and I believe that he will work hard for our entire district.

PAID LETTER: Nate Vojtech is very hardworking Nate has been my landlord for the past 13 years and counting. During that time, I have always known him to be a very hard worker who is friendly to everyone. He takes great care of his property and does most maintenance himself. Nate is not afraid to tackle any duty, big or small — anything from tree removal to unclogging drains.

You can tell how much he enjoys helping others because he’s always excited about teaching someone something new. He has brought his children and foster kids over to show them how to do maintenance and lawn care, and really enjoys helping them learn skills they can use later in life.

Being a landlord is clearly difficult at times, and I have always seen Nate go out of his way to help other tenants solve problems without causing hurt feelings or issues. He cares about his relationships with others and handles difficult people and conversations with respect. He has a very calm demeanor and appears confident in everything he does. I think Nate would be a great city councilman, as he sees everything through from start to finish and truly cares about people and his community.

I’ve worked with Nate as an EDAC member over the last six years, and I can tell you he’s running to put our community first. Nate will be here to serve the community and help make good decisions for our future with a common-sense approach for all the right reasons.

I’m also very proud to support Jeff Reinert who is running for Anoka County Commissioner. The County Commissioner seat also has a vacancy that needs to be filled on Feb. 11 in this special election. Jeff has earned my respect, and I feel strongly our community would agree that he has done a great job over the last 20 years here in Lino Lakes. I know he’ll continue to do the same great job in the coming years as our next Anoka County Commissioner.

Cougar icemen heal up, heat up for 2 lopsided wins

Celebrating a return to relatively good health, Centennial boys hockey pumped in 16 goals in two games last week and got back to .500 at 8-8.

“We are finally back to healthy after a horrible December with sickness and injuries,” coach Ritch Menne said. “In 26 years of coaching hockey, I've never had sickness come through like it did in December.”

The Cougars tripped Mounds View 7-3 on Tuesday and Spring Lake Park 9-0 on Thursday, both on the road, outshooting the two foes 66-32.

“This is really a special group, and they are buying into what we're asking them to do,” Menne said. “We honestly have 21 guys practicing hard and contributing in games on a nightly basis. This is the talent that we saw back in June during the STP

(summer training program).”

Against Mounds View (7-8), Centennial scored four special team goals, while giving up three. Anthony LeMire and AJ Carls each delivered a short-handed goal while Josh O’Hara and Henry Bartle scored on power plays. O’Hara notched two goals. Tommy Carls and Gavin Forga had the other goals. Mounds View got three power play goals, two by Henry Claridge.

Centennial had a 37-23 shots advantage.

Against Spring Lake Park (6-11), Connor Thompson scored three quick goals at 1:03, 5:52 and 6:16 of the first period, lifting his season total to seven. After that, six other Cougars found the net: O’Hara, Bartle, LeMire, Jake Pierson, James Novatney and Forga.

They outshot the Mustangs 39-9 with Leo Troje in goal for the shutout.

“We're extremely excited for the next six weeks,” Menne said, “to see what these guys can do.”

Clutch 3-pointer lets Cougar girls win a big one

Centennial girls basketball picked up a signature win last week.

The Cougars trailed Park Center the whole game until Hannah Herzig delivered a three-point shot with time almost expired to win the showdown of conference and section rivals 73-71 at home Tuesday, Jan. 14.

“I looked to see how much time was left and knew that I had to shoot,” said Herzig about her game-winner from the right wing that rustled the cords with 2.7 seconds left, “and then I took off down the court to get back on defense.”

“I wasn’t sure if that was the shot we wanted,” coach Jamie Sobolik said, “but our sophomore had ice water in her veins.”

Centennial (13-2) is ranked No. 6 and Park Center (12-3) No. 7. The win gives Centennial a leg up on section top seed.

The Cougars, down 71-70, had an inbounds play with about 10 seconds left.

They wanted 6-2 post Jenna Guyer, who had 28 points, to take the shot, but she was covered. Guyer flipped to guard Jodi Anderson, who had 18 points, in the lane, but Anderson was quickly covered also.

She spotted Herzig, who was wide open, Herzig hit nothing but net, finishing with 15 points.

Park Center (12-3) led 45-36 at halftime stayed six to 10 points ahead most of the second half. But No. 4 Centennial (13-2) held the Pirates to one field goal in the last 7:15 of the game, forced several turnovers and chipped away at the lead.

“Our team seems to really enjoy the

intensity of the defense that we need later in games when we are down,” Sobolik said, noting that this is not the first time they’ve rallied against strong teams.

“We have quite a few cross country runners and soccer players that seem to be in very good shape at the end of the game.

We’ve now caught a few teams off guard at the end of the game. I believe they think we are going to foul, but we are doing everything we can to get the ball back,” Sobolik said Park Center has a powerful, nimble forward, Adalia McKenzie, who’s averaging 31.4 points. The Cougars “held” her to 21 points. The Pirates have fleet feet and quick hands resulting in a lot more steals than the Cougars are accustomed to. Swift 5-2 senior guard Aaliyah Ragulen poured in 25 points including several 3-pointers.

“They are really fast and really strong, and have a lot of athletic ability,” said Guyer about a team they’ll likely face again with much bigger stakes. “We thought we could beat them. We have been

working hard for them in practice.”

Centennial girls hockey grabbed two conference wins last week, then lost in overtime, pushing above .500 at 10-9-1 overall.

The Cougars prevailed 3-0 over Robbinsdale Armstrong/Cooper (9-8-1) Tuesday as Allison Pitlick scored twice in the first 10 minutes and Kaitlin Groess made 16 saves. Ella O’Hearn had the other goal.

A short-handed goal by McKenna Gulner was the clincher as Centennial defeated Elk River/Zimmerman 3-1 Thursday. Lauren O’Hara and Megan Goodreau gave the Cougars a 2-0 lead. The Elks (7-14), down 2-1, were in a power play after a slashing penalty when Gulner got her goal at 15:04 of the third period. Anna Gilgosch made 14 saves.

Hill-Murray (13-6-1) tripped the Cougars 3-2 in overtime Saturday on Ali Franco’s goal 1:49 into the extra session. Scoring for the Cougars were Goodreau and Pitlick (short-handed). Gilgosch made 24 saves.

Centennial Hockey Henry Bartle, Centennial hockey forward, notched a goal in each win last week, 7-3 over Mounds View and 9-0 over Spring Lake Park. The 6-2, 190-pound junior leads the Cougars (8-8) in points with 13 goals and 11 assists. Bartle was scoring leader last year, with 11 goals and 18 assists.

Cougar swimmers 5th in true team, beat CP in dual The Centennial swimmers placed fifth of six teams in Section 7AA true-team on Saturday, won by Forest Lake, and beat Champlin Park 96-88 in a dual meet Thursday. At true-team, Andrew Blilie placed third in 200 free and second in 500 free, Liam Gulaid fifth in individual medley and 500 free, Hunter Belting sixth in 50 free and fourth in butterfly, Michael Schneider sixth in 200 free and fifth in backstroke, Spencer Schippel eighth in 100 free, and Jett Parenteau ninth in diving.

The quartet of Schneider, Blilie, Belting and Gulaid took sixth in the 200 medley relay and fourth in 400 free relay. The Champlin Park meet was Senior Night honoring Blilie, Schneider, Nate Fredericks and Atomik Yangwaue. Centennial took first and third in all three relays. Blilie won 200 and 500 free. The Lino Lakes City Council took the following action at its Jan. 13 meeting: • Heard from resident Allen Moser, who lives on Marshan Lane, during open mike. Moser shared two of his concerns with the council. He said for the past 13 years, motorists have used the dead-end street to try to get to the YMCA. “It is a real public safety issue,” he said. “We have children and pets, and people just race down the avenue. The speed limit is 30 and I have people going by me at 40.” Moser requested the council consider adding more signs.

“The public has no reason to go back that way unless they live on Marshan Lane,” he said.

Larry Evans, who also lives on Marshan Lane, said, “It is a problem. It isn't a once-in-a-while occurrence, it is a daily occurrence.

They come in, realize they went the wrong way, turn around in my driveway and leave twice as fast as they came in.”

Moser's other issue was that semis are utilizing jake brakes within the city limits in the wee hours of the morning while residents are still trying to sleep. “I believe it is illegal to use jake brakes in a residential area.” Moser requested more signage be installed.

• Heard from resident Robert Nelson, who wanted to talk about the proposed Birch Street improvements. “I don't know how much input the city has had, but it seems to me not very much. I attended the fi rst open house and instead of an information session, it was ‘This is what we are going to do,’” he said. “I had lots of questions for the engineers and none of them have been answered. The city currently has two wetland banks in place. One is located east of I-35E and south of CSAH 14 and the other is located west of Lake Drive and north of Main Street. The latest acquisition is intended to mitigate potential wetland impacts related to a pending residential development along 20th Avenue.

The next City Council meeting will be at 6:30 p.m. Monday, Jan. 27, in the council chambers. There will be a work session immediately beforehand at 6 p.m. in the Community Room.

• Accepted quotes and awarded a construction contract for $76,501 to Northway Irrigation for irrigation controller upgrades. The project would upgrade irrigation controllers in 14 of the city's irrigation systems to water-efficient smart controllers with local moisture sensors.

City Engineer Diane Hankee explained that the irrigation volumes at the targeted locations use an average of 9.2 million gallons annually. Smart controllers have been found to reduce water use by up to 50%, which would save the city 4.6 million gallons annually.

• Approved the sale of 0.71 acres (30,823 square feet) of wetland bank credits for $72,434 to BL Holdings, LLC. Community Development Director Michael Grochala explained that the Wetland

Human Resources Manager Karissa Bartholomew explained that the city has two separate drug and alcohol policies, one for employees who operate commercial vehicles subject to the Department of Transportation’s (DOT) standards, and one for all other employees.

Councilman Christopher Lyden said he had some concerns with how much responsibility the DOT policy puts on supervisors. “I don't know how comfortable I am with that, that puts the supervisor in jeopardy ... if something does go wrong, it is all on that one person,” he said.

Bartholomew said, “I do feel very comfortable having that responsibility placed on supervisors.

They are the individuals seeing our employees day in and day out ... they are the best person to identify if something is off.”

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • A male in the 400 block of Apollo Drive reported the theft of his front license plate while he was at work Jan. 7. The plate has been entered as stolen and the case is under investigation. • An officer responded to a possible hit-and-run accident in the 700 block of Apollo Drive Jan. 7. The officer documented the incident and the case is currently under investigation. • While on patrol an officer observed suspicious activity at a local business in the 7500 block of Lake Drive Jan. 9. Upon investigation, the officer stopped a vehicle and cited an adult male for driving after revocation and another adult male for driving after cancellation. • An officer took a report of a school bus stop arm violation in the 700 block of Main Street Jan. 9. The involved driver was advised and a warning was given, as it was not a clear violation.

• An officer took a report of a hit-andrun property damage accident that occurred in the 300 block of Birch Street Jan. 9. The caller wanted the incident documented; there is no suspect vehicle identified at this time. • Officers stopped a vehicle for speeding in the 300 block of Ash Street Jan. 9 and found the driver had a revoked license. The driver was cited, and a valid driver was contacted to move the vehicle. • Officers were dispatched to a burglary at a residence in the 500 block of Aqua Circle Jan. 10. The investigation is ongoing. • Officers took a report of multiple thefts from a business in the 700 block of Apollo Drive with the same suspect Jan. 10. The reports were compiled and sent to the city attorney for charges. • An officer stopped a vehicle for a traffic violation in the area of Radisson Road and 109th Avenue NE in Blaine Jan. 10. We experienced some interesting weather this past week JAN. 22 - 28, 2020 starting off with some of the coldest temperatures of the High 23° season but it wasn't nothing we couldn't handle. A well hyped 6° snow forecast fell well short of initial predictions of up to a foot Low with just 4 inches. The snow was pretty much over by Friday %Sun 53% night. A freezing drizzle on Saturday coated the snow cover PCP 0.25” which limited blowing and drifting here in the Metro as winds kicked up on Saturday and temperatures tumbled. Out-state wasn't as fortunate as they experienced blizzard and white out conditions. The cold was short-lived as temperatures warmed into the 30's this week. Fairview, U of M brand together Several clinics in the area have undergone name changes due to a clinical agreement between University of Minnesota, University of Minnesota Physicians and Fairview Health Services.

The agreement was made in 2018; branding and name changes began at the end of 2019. HealthEast Clinic – Vadnais Heights is now officially M Health Fairview Clinic – Vadnais Heights, according to M Health Fairview Senior Communications Specialist Aimeé Jordan. St. John's Hospital in Maplewood is now M Health Fairview St. John’s Hospital and the nearby clinic is M Health Fairview Clinic – Maplewood. The Fairview Clinic in Lino Lakes is now M Health Fairview Clinic – Lino Lakes. HealthEast Clinic – Hugo's clinic name will change in the future. Branding is being rolled out on a gradual basis, Jordan explained.

The M Health Fairview name is paired with an iconic symbol: The University of Minnesota’s block “M” and maroon and gold colors. The health care system will begin to brand hospitals and clinics with the M Health Fairview name in late 2019.

M Health Fairview created the partnership to combine the best of academic and community medicine, according to a press release.

The partnership will provide access to world-class, breakthrough care at 10 hospitals and 60 clinics. The goal creates an easier, simpler health care experience for patients. Each service line organizes around specific health conditions rather than traditional boundaries, such as geographic areas or departments. Led by a single leadership structure pairing academic physicians with operations leaders, the service line approach translates health care innovations developed at the University of Minnesota into breakthrough care at the community level. M Health Fairview closely links the University of Minnesota Medical Center.

“We have opportunity in Minnesota to transform how we deliver and experience health care,” said Jakub Tolar, MD, PhD, dean of the University of Minnesota Medical School and vice president for Academic Clinical Affairs. “The health system is a platform to deliver better care, more efficiently. We will leverage the advancements and discoveries of our researchers and physicians and bring them to people in the community on a large scale. This will positively impact the health of Minnesotans, bringing specialty care to more neighborhoods, and strengthen

our reputation as a national and global destination for care.”

“A major goal of our collaboration is to reinvent health care by creating an easier, simpler experience,” said James Hereford, Fairview President and CEO. “By organizing care around health conditions rather than being constrained by traditional boundaries, we are simplifying the care experience and bringing top experts together for patients no matter where they see us, which could include a clinic, hospital, home, the workplace or via telemedicine.”

M Health Fairview also plans to create a Health Transformation Center, which brings system challengers together to remove burden for patients and providers.

Educational trips to NASA’s Johnson Space Center, FedEx and Southwest Airlines helped Fairview create its own “mission control,” which uses artificial intelligence to better manage patient traffic and reduce patients’ length of stay so they can return home faster. Telemedicine will also increasingly become part of the M Health Fairview experience to provide improved access and convenience for patients throughout the state and beyond.

John Hughes Lexington City Council it known, during the review process, that Norhart’s preference was for a version that maintained the original plans for five stories but that called for a modest increase in setbacks.

During the commission’s review process Councilor Hughes, who sits on the commission as a representative of council, made it known that his concerns and objections still remained strong. “You are throwing out your zoning ordinances altogether by looking at five stories. That’s why we have zoning ordinances,” he said.

The revised plans that were meant to address Hughes’ concerns about height and setbacks received a fair amount of attention from the commission, however, ultimately three of the five commissioners didn’t object to the project’s proposed height and approved the revised plans that included only a minor increase in setbacks with a 3-2 vote.

The revised plans will now come before the City Council on Feb.6. With the new rules in place that require a simple majority for approval, the project will likely be approved.

CIRCLE PINES — Even though participation was lower on the city's 2019 survey, the city still received positive results.

Since 2012, Circle Pines has offered an online survey to residents asking questions about the city's appearance, safety, streets, snowplowing, sanitary sewer service, water service, permitting/licensing and recreation programs.

The survey was sent out in November and completed by the end of December. This year's 12-question survey had 209 responses, down from 297 in 2018. Overall, the city scored well and the feedback was relatively similar to the previous years.

“We had a participation rate of 20%, and we sent out 12 more emails this year,” City Administrator Patrick Antonen explained. “We try to do the

best job we can, and I think the survey does reflect that.”

Here are some of the highlights for this year's survey: 81% rate the appearance of the city excellent or good 63% feel very safe along with 32% feeling somewhat safe 74% rate fire service as excellent or good 78% rate police service as excellent or good 76% feel streets were excellent or good 76% feel snowplowing is excellent or good 85% feel the city has excellent or good parks and recreation 90% feel the city has excellent or good quality of services The City Council reviewed the survey results at its Jan. 14 meeting. Councilman Dean Goldberg said, “It is remarkable to me that in each of these categories the percentages are consistent from year to year. We actually do really well in all of

these areas, and I am proud of that. It speaks to the staff, the people that head up each of the departments, the people who actually do the work. We work pretty well as a city.”

Councilman Matt Percy said, “I think it is really interesting when you look at the individual categories of police, fire, snowplowing or whatever it happens to be, the approval percentage is right around 76-78% pretty much across the board, but then when you ask those same people overall how do you feel about the services, all of a sudden it goes up to 90%. So, with individual items, people tend to have something that didn't go right in one area, but overall they are extremely satisfied. I think that is really telling, and a good sign for our city.”
