Anoka County leaning toward roundabout option for ‘gateway corner’

LINO LAKES — Roadway improvements are planned and construction is slated to begin in 2023 for what city staff and council have often referred to as the “gateway” corner.

The project was prompted by the redevelopment of the northwest quadrant of the Hodgson Road/County Road J (CRJ) intersection, for the Lyngblomsten project (See “Construction begins on ‘largest private investment in Lino Lakes’ history” on presspubs.com), which requires improvements to the adjacent county roads.

Improvements would include turn lanes at all new intersections and the Hodgson Road/CRJ intersection, along with modifications to the existing signal system.

The proposed improvements for the Lyngblomsten development led to a broader discussion between Anoka and Ramsey counties and the cities of Shoreview and Lino Lakes on a more comprehensive solution to the area’s transportation needs.

In 2021, Anoka County agreed to lead the project and retained WSB to evaluate intersection design options and facilitate a public engagement process. A detailed traffic modeling analysis was completed as part of the initial design study.

Council will consider senior housing in North Pointe

LINO LAKES — If the City Council grants approval, construction will likely begin this May or June on a 72-unit building for seniors within the NorthPointe residential development.

The council will consider the final plat and site/ building plan review for NorthPointe Garden Estates

at its Feb. 14 meeting.

The applicant, Lino Lakes 72 LLC, is final platting a 4.5acre parcel for the purpose of constructing a 72-unit, agerestricted independent senior housing building for those 55 years and up. City Planner Kaite Larsen explained that the project is not an assisted living or senior care facility, but rather an age-restricted multifamily building for seniors.

Many family activities are just outside

If you’ve lived in this area all your life or for just one winter, you know there are many outdoor activities once the snow arrives.

Most of our cities have a lot of parks, skating/hockey rinks, skiing areas and more, much more.

Take a look at Hugo, where its parks offer a half-dozen outdoor activities, including cross-country skiing, snowmobiling, sledding, skateboarding, ice skating and hiking on miles of nature trails.

The cross-country skiing is on groomed trails at Irish Avenue Park. Access and parking are available off Irish Avenue.

Snowmobilers have miles of trails maintained by the Hugo Snowmobile Club that connect to regional trails. The club is part of the Washington County Star Trail Association.

Hugo has two special passive parks with unpaved trails that provide great opportunities to connect with nature. Clearwater Creek Preserve offers a 1/2-mile creekside trail. Parking is available on Fable Hill Circle North. The trail surface is made of wood chips and can be uneven or muddy, depending on the season. Irish Avenue Park is located at 14420 Irish Avenue N. There are several miles of looped trails throughout the property.

The city’s most popular area for sledding is at Oak

Shore Park, which is located at 12790 Exhall Avenue North. It’s southwest of Highway 61 and 130th Street, and includes a small playground at the top of the hill.

Skateboarding enthusiasts will have to wait until next winter for their enjoyment at Lions Park, which will offer quarter pipes, grind rails, concrete ramp features and a center pyramid. The park is under construction and won’t be completed until this summer.

“We’re going to have a beautiful park there,” said Shayla Denaway, the city’s parks planner.

For outdoor skating, a rink is located at Hugo Elementary School, located at 14895 Francesca Ave. North.

Denaway said special events such as a sledding party and a cross-country meetup are being considered.

The city of Shoreview has seven outdoor skating rinks with supervised warming house facilities. All of the locations below have lighted hockey or general skating rinks. (Did you know it takes 7-10 consecutive days with below-freezing temperatures to produce a safe ice surface?) And if it gets too cold — like last Friday, the rinks are closed.

Despite working through some inclement weather and COVID restrictions, Shoreview is going full throttle.

“We’re still running everything as usual,” said Becky Sola, Shoreview’s recreation program manager.

Sola said more information on all activities can be obtained by calling 651-490-4750.

Lino Lakes canceled its fall and winter activities last August, but its residents can participate nearby.

Its recreation programs and use of warming houses actually were halted in late 2020.

White Bear Lakes has 24 parks that are closed for the season. Outdoor enthusiasts are enjoying them at their own risk, as there are no groomed trails. Skating rinks are open at four parks — Podvin, Spruce, Jack Yost and Ramaley.

So, whether you live in White Bear Lake, Vadnais Heights, Mahtomedi, Hugo, Lino Lakes, Centerville, Lexington, Lino Lakes, Shoreview or Forest Lake, you’re not far from these winter outdoor activities.

And, of course, this is a state with more than 10,000 lakes, which means lots of ice fishing. You’ve probably seen several fishing houses on local lakes. More are likely to come.

The reported suspicious activity could not be located.

• An officer took a phone call report regarding possible fraud in the 6400 block of Langer Lane Jan. 18. The complainant was asked to file a report with the police agency where they live.

• Officers made contact with an adult male who had a warrant for his arrest, at his residence in the 500 block of Ash Street Jan 19. The adult male was arrested and booked at jail.

• An officer responded to a property damage crash on Lake Drive and Main Street Jan. 19. There was minor damage to both vehicles.

• An officer took a damage to vehicle report in the 300 block of Birch Street Jan. 20. The officers canvassed the area for evidence and video but were unable to develop a suspect.

• Officers responded to a report of a person who appeared to be passing out while driving a vehicle on I-35W near Main Street Jan. 20. An officer located and stopped the vehicle. The driver was not impaired and no medical assistance was needed. The officer made the driver aware of the concern.

• An officer stopped a vehicle for a driver’s license violation in the 600 block of Town Center Parkway Jan. 20. The driver was subsequently cited for a license offense.

• Officers responded to a fire alarm at a resident in the 7600 block of Palomino Lane Jan. 20. No smoke or fire was seen. Officers found a faulty smoke detector.

• Officers and fire staff responded to a report of a fire alarm with a water flow trip at a church in the 7800 block of Lake Drive Jan. 21. Upon arrival, it was determined a water pipe burst and tripped the alarm.

The church’s pastor was advised and responded to the scene.

• Lino Lake community service officers were dispatched to a retail store on a report of a dog locked inside of a vehicle in the 700 block of Apollo Drive Jan. 21. When the officers arrived, they located the dog in a locked vehicle that was running. No action was taken, as the dog was not in distress.

• Officers responded to a theft report in the 700 block of Town Center Parkway Jan. 21. The officers obtained

stolen property and have potential suspects for the case. The investigation is ongoing.

• An officer observed an equipment violation in the 700 block of Apollo Drive Jan. 23. The adult female driver had a misdemeanor warrant and was taken into custody. Through investigation, the officers found the female committed a theft at a nearby retail store and had a controlled substance in her possession. The investigation is ongoing.

• An officer was dispatched to a report of a property damage accident involving a snowplow in the 7500 block of Fourth Avenue Jan. 24. The incident was documented.

The Centennial Lakes Police Department reported the following incidents: • Officers responded to Landings of Lexington in the 4100 block of Lovell Road on a burglary report Jan. 19. An unknown suspect broke into a maintenance storage cage and removed a gas-powered tool. The estimated loss was $1,050.

• Officers handled a phone call regarding fraud in the 1700 block of Center Street in Centerville Jan. 19.

There are no suspects at this time.

• Officers were dispatched to the 3800 block of Boston Lane in Lexington on a report of a person who refused to get out of a vehicle Jan. 19. Officers arrived and had the person exit the vehicle and go home.

• An officer observed a traffic violation in the 2000 block of Main Street in Centerville Jan. 19. An adult male was subsequently arrested on an outstanding warrant and on other charges.

• An officer was dispatched to the 10 block of Central Street in Circle Pines for a property damage accident hit-and-run Jan. 20. An officer arrived and collected information.

• An officer conducted a traffic stop near the intersection of Main Street and Mill Road in Centerville Jan. 20.

• Damage to property was reported in the 1800 block of Fox Run in Centerville Jan. 21.

• Officers were dispatched to the 200 block of Pine Hollow in Circle Pines on a carbon monoxide alarm Jan. 21. The location was cleared by the fire department.

• Police were dispatched to the 7100 block of Brian Way in Centerville on a noise complaint.

• An officer conducted a traffic stop near the intersection of Lake Drive and Griggs Avenue in Lexington

Jan. 23. An adult female was arrested for DWI. • An officer was dispatched to the 110 block of Canterbury Road in Circle Pines Jan. 24 regarding an animal complaint. The owner was verbally warned.

• An officer took a phone call fraud informational report from the 20 block of Hillcrest Lane in Circle Pines Jan. 25.

• An officer was dispatched to the 1900 block of Robin Lane North in Centerville regarding an animal complaint Jan. 25. The owner was made aware of the complaint.

PUBLIC SAFETY BRIEF Individuals charged in Black Friday heists at local shopping centers

Four individuals have been charged by the Ramsey County Attorney’s Office in connection with several organized mass thefts across three counties on Nov. 26, 2021.

Maplewood Police received a call from Best Buy around 6 p.m. Nov. 26, 2021 about a large group of individuals leaving the store with unpaid merchandise, including TV’s, tablets, hoverboards, and other electronic devices, and getting into waiting vehicles. Evidence indicates the same group was involved in two similar incidents reported at Best Buy locations in Burnsville and Blaine as well as a Richfield Dick’s Sporting Goods the same day.

It was estimated that $26,138 worth of goods were stolen from the Best Buy stores alone. The investigation also reveals evidence of an organized online enterprise fueled by these types of thefts.

With the help of Maplewood Mall and Best Buy surveillance footage as well as social media posts, authorities have been able to identify Raymone Wright, Na’Touri Kenya Ross, Shaimee Robinson-Love and Nathaniel Spears as the suspects. Each of the individuals faces one county of felony theft; Spears will appear in the Ramsey County District Court Feb. 15 via Zoom after being charged for theft of property valued at more than $5,000.

A warrant has been issued for the three remaining adults. Additionally, two 17-year-old youths have each been petitioned via summons with one count of felony theft. Multiple additional individuals are suspected of taking part in the incidents. The investigation into these events remains ongoing.

CENTENNIAL SCHOOL BOARD SNIPPETS • Centennial Schools is moving forward with a taxable advance refunding (refinancing) of three outstanding bond issues, estimated to save taxpayers over $3 million in interest. See page 10 for more information.

• The district’s budget process for next school year is underway. Each year, the district must adopt a resolution that directs administration to make recommendations for reductions in programs and positions if deemed necessary to do so. Executive Director of Business Services Patrick Chaffey explained that the resolution is the first step in a several-step process for budget planning. The resolution by itself doesn’t mean there will be reductions.

If reductions and layoffs are necessary, the district will go through that process in April and May, with final budget approval in June. Districts are

required to finalize budgets by July 1.

• The district has completed all group and individual contract settlements.

The last agreement to be reached was with the custodians. Human Resources Director Dan Melde explained that the agreement calls for a 1.25% salary increase for the 2021-22 school year and a 1.5% increase for 2022-23. Similar to other contracts, the agreement includes a 4% increase in health insurance effective Feb. 1 and a 1% increase effective Jan. 1, 2023. The agreement also includes changes to annuity eligibility as well as a sick leave bank.

• Rates will increase for Kids Club and Centennial Preschool for the 2022-23 school year. Director of Community Education Cori Sendle explained that the main challenge facing the the programs is staffing, especially when it comes to Kids Club. She is hopeful the

increase will have a positive impact on that.

The preschool rate will increase from $6.15 an hour to $6.85 an hour. The north metro average for preschool is $7.44 per hour. (Sendle noted that the average is based on current rates, as many districts have not yet approved rates for next year.)

For Kids Club, the before-school rate will increase from $13.25 per hour to $15 an hour; the after-school rate will increase from $9.50 per hour to $11 per hour. The north metro beforeschool average rate is $13.93 per hour; after school, it’s $13.28. (To see a full breakdown of rates, visit isd12.org.)

• In 2021, the district went through an audit with the Office of Civil Rights (OCR) and made appropriate changes to some of its policies. After further communication with OCR, Melde

explained that the district needed to implement a new grievance policy. The policy outlines how students, parents and employees can file a grievance with the district. Melde said OCR has confirmed it will approve the new policy.

• School board member Tom Knisely encourages students to look at career and technical opportunities that are available, and he reminds the community that February is Career and Technical Education Month.

The next Centennial School Board meeting will be at 6:30 p.m. Monday, Feb. 28, in the District Office. There will also be a strategic planning session immediately beforehand at 5:30 p.m.

Lots created in any manner that is larger than five acres or 300 feet in width shall not be subject to dedication of land for public use.

A fee according to the current schedule will be charged on every building permit issued pertaining to new housing units for parks and playgrounds. For multi-family projects, each unit will be construed to be the equivalent of a “lot”.

For group-living situations such as group homes, nursing homes and the like, each bed will be construed to be the equivalent of ½ lot. For redevelopment of parcels which have previously dedicated land or paid a Park Dedication Fee, the existing number of lots or units shall be subtracted from the number of new lots or units in the proposed redevelopment to calculate the fees owed.

Winter driving: Leave sooner, drive slower, live longer

W

hile driving to work the other day, I counted six vehicles that were in the ditch off of Highway 35. I even saw an Ice Castle (fish house) lying on its side in the ditch like it fell off a trailer hitch but there was no vehicle there. Not really sure what happened there but you don’t see that very often. One of the cars just happened to be one that passed me going about 80 mph and I saw him swerve into the snowy ditch. It wasn’t snowing but the roads were not great and there had been snow the night before. When I passed him, I saw that he was on his phone—probably calling a tow truck to get him out. No matter what, he was going to be late for whatever he was racing to. If he would have driven the speed limit instead of weaving in and out of lanes like a race car driver, he wouldn’t have gotten into that Noelle’s predicament.

According to the Minnesota Department of Public Safety, while summer months are the deadliest on Minnesota roads, wintertime leads to the most crashes and poses safety risks and hazards.

From 2016 to 2020, officers reported snowy or icy road conditions in more than 79,165 crashes. These crashes resulted in 181 traffic deaths and 19,218 injuries.

I’m always reminding my kids to “winterize” their cars and when I went out to lunch with my daughter recently, she wanted to know where my winter survival kit was. Frankly, I wasn’t prepared for the question and my answer was, “I haven’t gotten around to it yet.” It’s never fun when your kids call you out when you don’t practice what you preach.

So, I got my winter kit together which includes, jumper cables (which were in my truck), a scraper, flashlights, extra hats, mittens, scarves, extra warm clothing, winter boots, windshield wiper fluid and a heavy blanket. However, I don’t have a tow chain, shovel, bag of sand or cat litter for tire traction as recommended by the Minnesota Department of Public Safety.

It reminds me of one Christmas when I told my daughter to grab a blanket for her car because the roads were not the best. I told her she should always keep a blanket in her car in the wintertime in case her car breaks down or she slides into the ditch. I grabbed one of my cozy blankets and threw it in the back seat of her car. Good thing I did because on the way home from my parents house that night, her car started shutting down and I had to pull over into a deserted parking lot. We had to wait for my son to come get us, which took him about 45 minutes. Since the car heater wasn’t working, that blanket was a life saver. We would have been super cold if we didn’t have that blanket and my daughter still keeps it in her car to this day.

When the weather person tells you to avoid travel because of winter weather conditions, just stay home if you can. If you absolutely have to drive, give yourself plenty of time and drive according to the road conditions. And for goodness sake … please be aware of your surroundings and slow down. It’s better to be safe than sorry.

Happenings in Centennial Schools

A

s I write this column, students and teachers are wrapping up the first semester of the school year. We’ve had a busy one. Our students have been learning in-person since September and while learning is taking place in the classrooms, staff, families, students and community members are working on ways to improve the educational experience at Centennial through a strategic Movers & planning process.

School Shakers districts Jeff Holmbe g review their strategic plan every three to five years. We evaluate the support and education opportunities we offer our students and what improvements can be made.

Starting work this past fall, a staff stakeholder group has been working on an update to Centennial’s strategic plan. We tapped focus groups of around 250 students, parents, community leaders

and staff to learn more about Centennial’s legacy and their desired daily experiences in our schools. We shared those identified experiences with our secondary students, all families and staff through a survey. Responses include 1,600 students (in grades 6-12), 1,250 families, and 350 staff. This feedback is our stakeholders’ “voice” in this process and is integral to developing the plan to move Centennial forward.

Out of the planning work, which wraps up this spring, a roadmap will be developed to take students and staff down an even better educational path. The plan will include the mission and vision of Centennial Schools, our goals, the implementation of the desired daily experiences for our stakeholders along with the governance needed to do so. Great things are coming our way!

A snapshot of what’s going on in our schools: Four international exchange students from Portugal, Spain, Germany and Montenegro are attending Centennial High School; students named National Merit Commended Students

and Semi-Finalist in the scholarship competition are showing great academic promise. Students are also making a difference in our communities: The Senior Class Committee led a blood drive in the fall, donating 190 units, that’s 570 lives saved; the Student Council led a winter clothing drive and offered items collected to members of the Centennial communities before sending them to a charity for distribution; students at Blue Heron Elementary and Centerville Elementary led food drives; and students at Golden Lake Elementary are partnering with Cub Foods to recycle plastic bags.

Like many of us, students, too, continue to find their “groove” after the past several months navigating the virus. The students are pressing forward, doing outstanding things in our schools and in their communities. I am proud to be the leader of such a great district with great kids!

Where is Sen. Roger Chamberlain?

I am a resident of Minnesota’s 38th District, where I am represented in the Senate by Roger Chamberlain.

Over the past several years, I have noticed that Roger’s behavior on social media has been increasingly erratic. His recent antics supporting fascism and flirtations with alt-right extremism has me wondering if Sen. Roger Chamberlain is an effective representative for our community. It also has me wondering … where is Roger? He refuses to answer questions from the press, he has locked down his Twitter profile and all calls to his office get filtered through an administrative assistant. How are his concerned constituents supposed to check on his well-being?

In August 2020, the Minnesota Reformer reported that Roger was posting his support for a fascist manifesto called “Bronze Age Mindset.” The article pointed out that “The book argues that equality and human rights are unnatural; that most people form a vast, inferior class who will only find ‘solace and meaning’ through ‘submission’ — and that the

proper rulers of the world are white men.” The article goes on to describe blatant misogyny and racism in the book. Additionally, the Reformer reports that not only does Roger engage with the author of the book on Twitter, but he has also repeatedly liked other posts that talk about the book’s value, and most recently, retweeted a post for the book authored by the shooter who killed five people in Denver only weeks ago.

Now, I don’t know about you, but I think most of the fine people in the 38th District do not spend their free time reading strange manifestos that glorify fascism, and they don’t follow neoNazis on Twitter. Maybe that is why he blocked his constituents from viewing his Twitter profile. Did I mention he also serves as the chair of the Education Finance and Policy Committee?

The 38th District deserves better representation — a senator who will represent the diverse values of our community and celebrate that our differences make us stronger.

Where are you, Roger? It’s time to address the valid concerns of your constituents.

Brushaber thrived on literary work throughout his presidency, serving in various editorial roles with Christianity Today and Christian University Press and as founding editor and chair of trustees for Christian Scholar’s Review. His work in Christian publishing and active participation in many other national organizations—such as the Council of Christian Colleges and Universities and National Association of Evangelicals—proved highly valuable to him as president.

In addition to enhancing Bethel’s reputation, he gained a national voice that put him in regular contact with other Christian leaders worldwide.

These important connections allowed him to recruit many influential leaders to seek election to Bethel’s Board of Trustees and the Board of Governors for the Bethel Foundation, building a quality governance team from across many professions nationwide.

Brushaber was born in Milwaukee, Wisconsin. He attended Wheaton College, where he received both his B.A. and M.A. in philosophy and theology. He received a Master of Divinity degree from Gordon Divinity School and a Ph.D. in epistemology and metaphysics from Boston University. He served on the faculty at Gordon College, GordonConwell Theological Seminary, and Massachusetts College of Pharmacy, and he was vice president and academic dean at Westmont College before completing the rest of his career at Bethel.

He is survived by Darleen (Dugar) Brushaber, his high school sweetheart and wife of 59 years; daughter Deanna (Tod Dalberg); son Donald (Amy Larson); and grandchildren Brittan, Taite, and Dane Dalberg as well as Kaia and Kettly Brushaber.

President Emeritus Bethel University Long-time North Oaks resident George K. Brushaber, who led Bethel University from 1982 to 2008, has died at the age of 82.

As Bethel’s fourth president, Brushaber was best known for his visionary leadership and firm grasp of Christian liberal arts. He successfully steered the institution through economic and enrollment challenges, tripling the student body and adding 19 new buildings to the campus—one for every 18 months of his tenure.

A nationally recognized and respected evangelical leader, Brushaber recruited top-tier faculty and increased the number of academic offerings from 57 to 141. He oversaw the addition of adult degree completion programs, graduate programs, and the country’s first online seminary degree programs, eventually presiding over Bethel College & Seminary’s transition to a university in 2004. Under Brushaber’s leadership, Bethel grew in academic visibility and reputation from a regional to a national school of choice for Christian students.

“George Brushaber was highly conversant in many fields—science, history, literature, journalism, philosophy, theology, sports, music, and architecture,” says Dwaine Lind, former executive assistant to the president. “This gave him great credibility as he personally interviewed every full-time faculty candidate and encouraged unprecedented curricular and program development and growth.”

Brushaber also provided critical fundraising leadership in support of both capital and operating goals.

Under his direction, the operating budget increased from $17 million to $90 million, the annual fund increased from $3.5 to $10 million, and a $105 million comprehensive campaign was completed.

ere we are in a bitter, cold Minnesota winter. There is hope on the horizon, though: COVID-19 is (or will soon be) petering out, the sun is out longer, and we are now into February—the month of love. Valentine’s Day is not only a good excuse to buy chocolates and sentimental cards, but an opportunity to share love with those around us.

Love means different things to different people. For many it is an emotional feeling that at times can be fleeting.

For Christians it’s more Pastor of a choice to think of Ponderings others before we think of ourselves.There are Ted times when you may not like someone for what Diedrick they have said or done, but we still love them.

We still choose to honor and respect them even during difficult times.

I am reminded of Jesus saying recorded in Matthew 5:38-45: “You have heard that

it was said, ‘An eye for an eye and a tooth for a tooth.’ But I say to you, Do not resist the one who is evil. But if anyone slaps you on the right cheek, turn to him the other also. And if anyone would sue you and take your tunic, let him have your cloak as well. And if anyone forces you to go one mile, go with him two miles. Give to the one who begs from you, and do not refuse the one who would borrow from you. “You have heard that it was said, ‘You shall love your neighbor and hate your enemy.’ But I say to you, Love your enemies and pray for those who persecute you, so that you may be sons of your Father who is in heaven.

I believe this is a verse that speaks to us today in a cancel culture world where we attempt to silence and destroy anyone who disagrees with us. Jesus loved and prayed for people as they were nailing him to the cross. May his perfect love be an example for us and warm our hearts as we serve those around us this winter.

Who put the ‘groundhog’ in Groundhog Day? Plucking a sleeping rodent from its burrow and asking it to play meteorologist for the day may be America’s oddest holiday. It might not surprise you that the history behind the tradition is just about as weird as the holiday itself.

German settlers were the folks who brought Groundhog Day as we know it to the United States.

It wasn’t uncommon in Germanic Europe to use animals as a way to predict the weather.

“Dachstag” or “Badger Day” is also known as Candlemas, an ancient Christian tradition on Feb. 2, just 40 days after Christmas, where clergy would bless the candles that were needed for winter. It was believed that if Candlemas was a sunny day, there would only be 40 more days of winter.

This is where animal meteorology comes in. It was believed if a badger saw its shadow that day, there would be four more weeks of winter, just like our modern Groundhog Day.

Many different animals would be volunteered for the tradition.

Badgers, foxes and even bears were among the animals used to predict the weather, but the hedgehog was very common according to German lore since hedgehogs were prevalent in Germany.

So why the groundhog that we know (and love) today? When German settlers came to Pennsylvania they brought their traditions with them, but not their hedgehogs.

Since hedgehogs aren’t native to North America, they selected an abundant rodent, the groundhog.

It’s possible the early German settlers were on to something.

According to the National Oceanic and Atmospheric Administration (NOAA), Punxsutawney Phil has been right about the weather about 50% of the time. This Feb. 2, maybe consider turning down the Weather Channel and tuning in to weatherman, Punxsutawney Phil, for your latest forecast.

LINO LAKES CITY COUNCIL SNIPPETS • Firefighter Brian Finke will be promoted to fire lieutenant/fire inspector March 1. Finke has worked for the city since June 2015. His hourly rate of pay would be $43.48, which is step six of a nine-step wage scale.

• Lino Lakes’ city employees will be given a single membership to the Rookery Activity Center (RAC), thanks to a new employee fitness policy. Human Resources and Communication Manager Meg Sawyer explained that the city of Lino Lakes recognizes the importance of health and wellness, and believes the policy will assist with recruitment and retention for positions at the RAC as well as positions within the city.

If an employee desires a family membership, they can use money from the single membership toward the purchase of a family membership.

City Administrator Sarah Cotton explained that membership fees and structures are still being fine-tuned, but should be in front of the council for approval soon. She said single memberships will likely be around $55 a month and family memberships $100 per month. Dual memberships (two people from the same household) are also being explored. There will be discounts for veterans, seniors, youth, etc.

• Kevin Tracy will be the city’s newest police officer in February. Tracy has three years of law enforcement experience in Grant County and is currently employed with Ramsey County. His hourly rate of pay will be $37.67, the first step of six on the union wage schedule. Tracy will likely start sometime between Feb. 7 and Feb. 14.

• The city will use $186,022 of its American Rescue Plan

Act (ARPA) funds to pay Hauglies Flooring Inc. for flooring and tiling improvements at the RAC. The project includes the installation of ceramic tile in the entrance lobby, main hallway and the locker rooms.

Carpet will be installed in the main vestibule, lobby sitting area, behind the service counter, birthday party room and the child care vestibule. Wall tile in the locker rooms will also be replaced.

• Construction could begin late summer or early fall on Natures Refuge, a 61-lot, single-family conservation subdivision located north of Main Street and west of Lino Lakes Elementary School. The development contains three parcels totaling approximately 95 gross acres.

The council approved the planned unit development (PUD) stage plan and preliminary plat back in June 2018. Since then, the council has approved several final plat extensions to grant the developer, Preferred Builders, more time. City Planner Katie Larsen explained that Preferred Builders has been trying to find another developer to take over the project, and has tentatively worked out a deal with M/I Homes.

The plan remains pretty much the same, with the exception of a couple of minor adjustments to lot lines.

The council approved the PUD final plan/final plat and development agreement with M/I Homes Jan. 24.

The next City Council work session is scheduled for 6 p.m. Monday, Feb. 7, in the community room at City Hall. The next regular meeting will be at 6:30 p.m.

LEXINGTON CITY COUNCIL SNIPPETS • Mike Maleski is now the Assistant Fire Chief of the Lexington Fire Department (LFD). Maleski has previously served the LFD and is returning to fill the position that Mark VanderBloomer vacated in December. “I appreciate you giving me the opportunity to come back and work under Chief Edwards and serve the city of Lexington again,” Maleski said.

• Under a joint powers agreement, the city of Blaine and the city of Lexington will reconstruct Hamline Avenue from 97th Lane to Edgewood Road. The project will take place during the summer and fall of 2022.

• The city will move forward with its local water management plan, which aims to align with the Rice Creek Watershed District on its goals and policies so as to remain in compliance with stormwater management requirements and water resource regulations.

• The city will revise the standards governing zoning of mixed businesses like veterinary clinics, professional and business offices and adult-oriented businesses.

This ordinance provides revisions to Chapter 11 of the city zoning code.

• The city will revise stormwater management and the imposition and regulation of a fee structure for stormwater management. This ordinance provides rules and regulations regarding general operation for a municipal stormwater system to control runoff,

Restaurants and businesses in Lexington will not be required to have customers show their COVID-19 vaccination cards in order to enter restaurants. The resolution was created in response to Minneapolis and St. Paul’s mandate to show vaccination cards at restaurants. The resolution would not protect Lexington restaurants if a state or federal mandate to present vaccination cards at restaurants were to go into effect, however.

A travel reimbursement policy is now in place that specifies which traveling expenses will be reimbursed for city staff if the need for travel arises.

Attorney Paul Floyd has announced (via email) that he has resigned as the city of Lexington’s (personnel) attorney.

• Circle Pines will complete a rate study in 2022 to monitor the prices of water, gas and sewer services in the area.

• Circle Pines City Council Member Matt Percy recently provided an update to the council on the Centennial Fire District 2021 budget. He said the district was slightly over budget in 2021 due to the purchase of several radios for the department. There were also 50% more calls in 2021 than in 2020. Most calls dealt with medical issues. A highlight, Percy said, is that the district has reduced its response time from eight minutes to six minutes, which now meets the national standard.

• Spring Lake Park, Blaine, Mounds View (SBM) and Centennial Fire Chief Charlie Smith has announced he plans to retire May 1.

• Due to recent legislation, Centennial Utilities will now be able to exercise the powers of a municipal power agency in a tax-exempt, prepaid energy transaction in the hopes that it will maintain reasonable heating costs for Circle Pines residents. In 2007, the city joined other municipal gas agencies to form a Minnesota Municipalities Gas Agency.

• The city of Circle Pines will receive some funds from the recent opioids settlement, which totaled $337 million. The city plans to use its portion of the settlement to purchase Narcan supplies to continue fighting the opioid crisis.

Girls basketball: Cougar 9thgrader McCall continues to impress

One of the bright spots in an up-and-down Centennial girls basketball season has been the emergence of freshman Autumn McCall.

Last week, the agile 6-foot-1 forward delivered 13 points in a 55-46 win over Coon Rapids, and 13 points, nine rebounds and four steals in a 58-48 win over Anoka.

“Autumn definitely has a very bright future,” said coach Jamie Sobolik.

Improving steadily, McCall is averaging 7.8 points and 7.7 rebounds, and showing a nice shooting touch, hitting 11 three-pointers and 22 of 27 free shots.

“We have been very excited about the progress Autumn has been making the past few years,” Sobolik said, referring to her summers in AAU with the Minnesota Fury.

“When she was able to get in the gym this summer with the returning high school players, it was a pleasant surprise to not see any fear in her eyes, or doubt in her abilities, against the older players.”

McCall continues to show that fearlessness, and with her smooth athletic ability and long limbs, she can be a “matchup nightmare” for opponents, able to play down low, shoot the three, take defenders off the dribble and block shots.

“This past month, she is becoming more comfortable with what we are asking of her,” Sobolik said. “She is the type of player that thrives when taking on the bigger role.”

The Cougars are 9-9 after the two wins last week. Against Coon Rapids on Tuesday, Marisa Frost netted 14 points and Camille Cummings 13. Jenny Ntambwe led Coon Rapids with 21. Against Anoka on Thursday,Cummings led

Bergeland beat No. 4 ranked Stevan Micic of Michigan, a two-time NCAA finalist, 5-2 on Friday. He beat Joseph Zargo of Wisconsin 6-4 and Frankie Tal Shahar of Northwestern 2-0 in his previous two matches. Bergeland has

a 14-5 record overall and 3-2 in dual meets.

The two-wing building is proposed for the southeast corner of the NorthPointe development, which is located near 20th Avenue and I-35E, south of West Cedar Street and north of Birch Street. NorthPointe currently has 216 single-family detached homes. The preliminary plat for the multifamily apartment building was approved with the development back in 2014. At the time, the developer proposed 88 units.

The 72-unit building would be constructed over a one-story, at-grade parking garage, making it a four-story building. Multiple amenity spaces are planned, including an on-site management office, community room, fitness center, mail/package lockers, woodshop, game room and salon. A courtyard, dog park and dog wash are also in the plans. The building footprint would be 36,677 square feet.

A variety of floor plans will include options for units with one bedroom, one bedroom and den, two bedrooms, and two bedrooms and den. Ryan Nothnagel, of INH Properties, said rents would range from $1,675 up to $2,475, depending on the unit.

Larsen explained that city staff has fielded a lot of calls about the proposal, mainly having to do with nearby residents who are concerned about traffic. Those concerns address current traffic conditions, but also the traffic that would be generated from the new building. In an effort to ease some of these worries, Larsen said the city will consider installing a speed limit sign for Red Oak Lane as well as a no-outlet sign for Dogwood Court.

Last month, the Planning Commission reviewed the applications for the final plat and site/ building plan review. Although it was not a public hearing — one was held back in 2014 with the preliminary approvals — Larsen explained that notices were sent out to neighboring residents regarding the proposal, and the commission allowed residents to briefly share their concerns.

Residents brought up access points, noise and traffic, and had questions regarding a temporary cul-de-sac that is currently in place.

In addition, some residents expressed concerns for what would happen if the developer couldn’t fi ll the building with seniors, and instead decided to make it a market-rate property.

“Our goal is to stay in the community long term,” Nothnagel said. “We like 55-plus apartment complexes. They are generally easier to manage, tenants are easier on the buildings, there is generally less traffic. So would have no desire to get away from that.”

Ultimately, the commission unanimously chose to recommend approval of both items to the City Council. If granted the necessary approvals, the developer would like to begin construction this May or June with expected completion in August 2023.

The Centennial School Board has formally approved the refinancing of $58.66 million in general obligation (GO) refunding bonds, yielding a net savings of $3.265 million for taxpayers.

The district monitors the financial markets for potential opportunities to refinance outstanding debt. Centennial partnered with Baird, a financial services company, to secure a credit rating and monitor taxable borrowing rates for an opportune time to bring the bonds to market for pricing.

The district experienced sizable tax growth in recent years, reflecting primarily residential housing growth and appreciation.

The district’s finances remain strong, supported by a 10-year levy approved by referendum in 2019. The district’s debt burden remains moderate, and is expected to remain stable with no immediate large debt plans on the horizon.

Lino Lakes considers redistricting changes The city of Lino Lakes is contemplating making some minor tweaks to its precinct lines, since it is a redistricting year. Redistricting is the process of redrawing the boundaries of election districts after completion of the decennial Census. The purpose of redistricting is to ensure that people are equally represented.

Municipalities can be impacted by the redrawing of lines because legislative boundaries (state and federal) can change, and the boundaries of municipal voting precincts must coincide with those new legislative lines.

City Clerk Julie Bartell explained that redistricting season is a logical time for cities to review their voting precincts because there is public awareness and opportunity to inform residents of changes to their polling location. Reasons to consider change are population differences due to development, identification of better polling facilities, or making locations more convenient for voters.

Feb. 15. Cities will receive a fi nal redistricting map (indicating state and federal legislative districts) Feb. 17. The Lino City Council will then likely adopt a resolution at its March 14 meeting that would establish the precincts and polling locations. The deadline for cities is March 29.

The council is considering enlarging Precinct 5, which is currently the smallest precinct in the city, to include an adjacent area that includes St. Clair Estates, Shenandoah 3rd Addition and Spirit Hills subdivisions. Those areas are currently in Precinct 4, which is currently the largest precinct in the city. Any changes called for by the state redistricting process are still forthcoming, and would need to be incorporated.

“I do not have any inkling at this point if we will face redistricting changes,” Bartell said.

Integrate Properties LLC submitted a land use application for planned unit development (PUD) concept plan review for Robinson Lakes. The proposed development is a master-planned residential community located south of CSAH 14 (Main Street) and east of County Road 53 (Sunset Avenue). The site, which contains four parcels, totals approximately 157 gross acres and consists of a mix of housing types totaling 707 housing units.

City Planner Katie Larsen explained that back in October 2006, a concept plan for Robinson Lakes was reviewed by the City Council.

The concept plan included 680 acres of Robinson property, and included a residential mix of single-family homes, multifamily homes and active adult multifamily homes. Due to the onset of housing recession, the project never moved forward.

Per the city’s 2040 Comprehensive Plan, the site has multiple land use designations including low density, medium density, high density and planned residential/commercial.

The PUD concept plan proposal affects only the south side of Main Street and would not necessarily require a commercial component.

If the commercial piece doesn’t go on the south side of Main Street, it would be required to be located on the north side of Main Street as part of a future development.

Mass grading could start next winter, and home construction in July 2023. Buildout would be phased over four to five years. If the developer wishes to move forward with the project, a PUD stage plan/ preliminary plat would be required.

‘GATEWAY CORNER’: Public to weigh in on intersection improvements FROM PAGE 1

“They (county and WSB) are working through traffic studies and preliminary design options to see what works best,” Community Development Director Michael Grochala said.

“They are here to walk through that as they get ready to embark on the public engagement process and start toward final design.”

Michelle Pritchard and Daniel Frey of Anoka County and Andy Plowman of WSB recently presented preliminary layout concepts for the intersection, which includes an option for a traffic signal or a roundabout.

Plowman explained that at this point, the county has already had conversations with both of the involved cities and counties and has just begun the process of talking to businesses on the corner that would be impacted by the improvements.

Plowman said the intersection currently faces challenges when it comes to traffic operations, especially

during certain periods of the day, with the afternoon peak traffic being the worst. Both a traffic signal and a roundabout are being considered for the intersection.

Some pros for a tra˜ c signal include:

• No new right of way would need to be acquired for the northwest quadrant of the intersection; • Only 159 square feet of new right of way would need to be acquired from one parcel; and • The traffic signal equipment should last and operate effectively for 20 years.

Some cons for a tra˜ c signal include:

• New right of way (8,418 square feet) would need to be acquired from three of the four parcels involved.

• Access would be severely limited based on the introduction of raised medians on County Road J and Hodgson Road, creating right-in-right out driveways.

• Due to the expansion

of roadway needed for the signal, there would be an increase of 1.17 acres of impervious surface.

• Three wetlands would likely be impacted with permanent fi ll.

• This option is estimated to be approximately $140,000 more expensive than a roundabout due to an increased amount of pavement and the costs of the signal system itself.

Some pros for the roundabout include:

• Less right of way would be needed.

Right of way (3,298 square feet) would need to be acquired from two of the four parcels involved.

• Would allow for easy property access via safe U-turns.

• There would only be an increase of 0.60 acres of impervious surface.

• Two (instead of three) wetlands would likely be impacted with permanent fi ll.

• The baseline estimate is cheaper than the signal option.

The intersection of Hodgson Road and County Road J is home to two cities, Shoreview and Lino Lakes, and two counties, Ramsey and Anoka. Plans for 2023 construction are underway for improvements to the intersection, which has often been referred to by Lino Lakes city sta° and council as a “gateway” into the city.

“We see more benefits for the roundabout at this point than a traffic signal,” Plowman said.

“We are sharing with you so that you are aware of everything and where we are going.

We have not made a decision on anything yet. We will go to the public next to get

feedback.”

Plowman said the plan for the public engagement process will likely be a hybrid approach, with options to make comments online, attend a virtual open house and, hopefully, an in-person open house. “We want to get as much feedback

as we possibly can,” he said.

The project would be paid for by Lyngblomsten, both counties and both cities.

Change in leadership on the horizon at Northeast Youth and Family Services

Northeast Youth and Family Services president and CEO Tara Jebens-Singh has decided to move on to pursue her doctorate degree.

“I am committed to making sure that there is a mindful and thoughtful transition process, and I plan to stay at NYSF until a new CEO is in place.

The position has been posted, and our search team is currently recruiting viable candidates,” Jebens-Singh said.

“I anticipate it will be in the spring when the transition is complete, and I’m committed to NYFS until the person hired is ready to lead. It’s a big job, and I’ll make sure there is a solid hand-off. ” NYFS is a community-based, trauma-informed, mental health and human services nonprofit organization that has served the communities of suburban Ramsey County for 45 years.

The nonprofit’s mission is creating a better tomorrow for youth, adults and families in our community. The

organization offers three programs — Community Advocate Program, Senior Chore Program and Youth Diversion.

Jebens-Singh, of North Oaks, started at NYFS in April 2020 just weeks after the COVID-19 pandemic caused NYFS to suspend in-person services. She quickly got up to speed on what needed to be done to get NYFS through the pandemic.

“We couldn’t do what we do without the municipal partners and our relationships with the school districts, law enforcement, the county, state, businesses and the civic groups that support what we do,” Jebens-Singh said. “The lessons that we collectively learned during COVID taught us how to best work together as collaborators to solve our regional problems and make us stronger as a community.”

Jebens-Singh said one thing she is going to miss about the job at NYFS is what drew her to it in the first place — a truly community-based organization.

“For me, being involved with an organization that’s rooted in suburban Ramsey County where I’ve lived and

worked for 25 years and having that connection with the communities and playing that type of role is probably what I’ll miss the most,” she added.

Jebens-Singh sits on the NAMI Ramsey County Board of Directors.

She said she intends to continue to be an advocate for individuals living with mental health issues and their families. Also, she will continue working with the Many Faces of White Bear Lake collaboration, Partners for Good, and as a board member with the Vadnais Heights Economic Development Corporation (VHEDC).

Jebens-Singh said she has learned a lot about the daily operations and direct service from a provider’s point of view during her time at NYFS. “I’ve learned how to recognize where there is room for improvement and also being able to work with other collaborative organizations that help coordinate mental health in our area,” she said.

“These are invaluable lessons I can take with me into advocacy and policy and systems change work. Having that

perspective will make me more effective in any work I do in the future.”

Centennial Middle School performer entertains crowd Twelve year-old Jake Ratgen remembers the show that first sparked his interest in theater: “Joseph and the Amazing Technicolor Dreamcoat.” The performance looked like so much fun that he knew he wanted to give acting a try.

Since several other members of his family enjoy performing, he said it was easy to explore opportunities to see how he liked it.

Today, this 6th grader at Centennial Middle School has several leading roles to his name.

“I get to entertain others while

doing something I love,” Ratgen said. “It’s a way for me to share my love for singing, dancing and acting while telling a story.”

Ratgen has landed roles in several shows at Lakeshore Players and Children’s Performing Arts.

Aside from performing, Ratgen is also a player on his school hockey team. When he was cast in “Frozen Jr.” in 2019, he had to miss hockey practice for rehearsals, but his team had his back.

“I figured that I might as well invite them so they could see what else besides hockey that I

was doing and what was worth missing hockey practices and games for,” Ratgen said. “It was super fun seeing them all in the audience and seeing them while I was still in costume after the show. They all wore their hockey jerseys to the show. It is a great memory.”

His hockey team weren’t the only ones to support him in artistic pursuits: he credits his parents and siblings, especially his older brother Noah, who will soon graduate with a degree in acting. He also thanked the staff, faculty and donors of Hanifl Performing Arts Center

for the acting opportunities he’s had so far.

Ratgen has especially fond memories of playing the Candy Man in “Willy Wonka Jr.,” which gave him his first big solo song onstage. Additionally, he played Roger in “101 Dalmations Jr.” and Michael in “Peter Pan Reimagined.”
