The results are in for the city survey that was sent out to Circle Pines residents.

Although the survey seems to receive very similar results from year to year, the City Council continues to look for ways in which it can not only improve the survey itself but, more importantly, the quality of life for its residents.

The former Lino Lakes YMCA building is really starting to look like the Rookery Activity Center (RAC). Endurance Fitness has moved in and is o˜ ering a variety of equipment and classes, and flooring continues to be changed throughout the lobby, hallway and locker rooms.

Cougar Cubs Playschool: ‘Kids teaching kids’ Cougar Cubs Playschool will soon be in session, back from a two-year hiatus.

The preschool, which has been around for about 30 years, is a part of Child Psychology & Development II at Centennial High School. As a part of the class, students play the role of teachers and teachers’ assistants.

“There’s been a lot of interest,” explained Family and Consumer Science Teacher Megan Piechowski. “I think people are really excited to see an opportunity for their preschoolers

come up again just because so many things have been canceled in the last couple of years.”

Because of hybrid learning, distance learning and constantly changing plans, since 2019 the preschool hasn’t been able to operate the way it has in the past. Piechowski says she and the students had to get creative on how to get the most out of the class, and ended up creating some activities that preschoolers could do at home with their PHOTO | CONTRIBUTED families.

Since 2012, the city has offered an annual online survey to residents that asks questions about appearance, safety, streets, snowplowing, sanitary sewer service/ water, permitting/licensing and recreation programs. In addition to rating each area excellent, good, fair, poor, or don’t know, residents can also submit comments.

“I always look at this survey, and the comments in particular, for what do we as a council need to do with this information,” explained Council Member Dean Goldberg.

“There are a few things that I hope we will consider addressing in our strategic plan as we move forward.”

The response rate was down slightly on the 2021 survey compared to the 2020 survey. For 2021, the city sent out 1,276 surveys via email and received 250 responses for a response rate of 20%. The city received a record number of 341 responses on the 2020 survey, which topped the previous record by 44.

Once again, the city scored well in all categories, and the feedback is relatively similar to that received in previous years.

“It seemed like we are pretty even keel as far as responses go, if you go back in time three, four, five years. We haven’t had a lot of change,” said Council Member Matt Percy.

Career and Technical Education Month brings awareness to tech colleges in the northeast metro

classroom and reading a textbook. He says that while he’s always been fascinated with first-responder jobs, as he’s gotten older he’s become more interested in learning the ins and outs of what it’s like to be a medical first responder.

Ikanovic’s classes are taught by folks who have worked in the field.

“We’ve got former police officers, EMTs and dental instructors. That’s the same for our cosmetology school: our instructors have been salon managers, all working in the fields our students are getting to try out,” said Stewart-Kellar.

If a student tries out a program and decides it’s not for them, Stewart-Kellar says not to worry. Plenty of students switch their program. Part of technical education is trying out new skills to see what students enjoy doing, she noted.

“I would say it’s just as important for students to know what they don’t want to do as much as it is important for them to do what they do want to do. We want to get students exposed in their hands-on careers

so they can figure out what they want, and then potentially take that next step,” she said.

Over the last couple of months, the labor shortage has become more evident.

Stewart-Kellar hopes the technical college education model can help build a skilled workforce. Whether students are entertaining the idea of full-time work after high school or pursuing a bachelor’s degree, District 916 goes by the philosophy that finding the right career is more about the path instead of the destination.

When students are posed with the big “What do you want to be when you grow up?” query, their technical college background might just be the ticket to answering the question.

February is Career and Technical Education (CTE) Month, which celebrates the value and achievement of CTE programs across the country.

For the northeast metro, the Northeast Metro 916 Intermediate School District serves 13 different school districts, allowing high school and transitional students to take a break from their regular school day and do some hands-on learning.

The tech program at 916 has over 800 students who attend 20 different programs that prepare students for post-secondary success. Students can try out a number of programs that range from cosmetology and esthetics to welding and animal science that closely align with District 916’s partner, Century College.

District 916 follows a model where students are expected to have an idea of what they’d like to pursue post-high

school, whether it’s a job in their field or a traditional college education.

“Our goal is that 100% of our students will be confident about their post-secondary plans when they approach graduation,” said Jill Stewart-Kellar, assistant director of career and technical education at District 916.

Ernad Ikanovic is a student in District 916’s EMT program. As a senior, he has a good grasp of what’s next in his career.

“I want to continue my career in emergency medicine and get my paramedic certification. After this program, I’ll be totally certified to be an EMT, and all the testing you have to take to be an EMT is free through the school,” said Ikanovic.

Ikanovic began his program at the beginning of his senior year and has worked his way through the program. He’s been able to try hands-on learning with different medical equipment as a part of his regular school day.

He said he chose the program to try something new other than sitting in a

The Lino Lakes Police Department reported the following incidents: Officers responded to a fire alarm at an apartment building in the 700 block of Town Center Parkway Feb. 1. Officers determined the alarm was having problems, and the alarm company was contacted.

Officers were dispatched to a report of a vehicle in the ditch in the 6000 block of Ash Street Feb. 1. The driver was uninjured, and the vehicle was driven from the location.

Officers were dispatched to a delayed theft report at a business in the 6500 block of Ware Road Feb. 1. The investigation is ongoing.

An officer was dispatched to a carbon monoxide alarm in the 7000 block of Rice Lake Drive Feb. 1.

The officer stood by while Lino Lakes firefighters investigated.

Officers received a complaint of a possible drunk driver in the 700 block of Country Lakes Drive Feb. 1. Officers spoke with the driver of the vehicle and determined they were not impaired.

Officers were dispatched to a call of a vehicle in the ditch in the 7000 block of I-35E Feb. 1. The driver stated a tow was en route and reported no injuries or vehicle damage.

An officer was requested to assist an officer of a neighboring agency on a traffic stop in the 4100 block of Lovell Road Feb. 2. The officer stood by, but there were no further problems. � An officer responded to a report of a hit-andrun accident in a business parking lot in the 7000 block of 21st Avenue Feb. 2. The officer gathered information and is working with the business to obtain a video of the parking lot. The investigation is ongoing.

An officer made a traffic stop for a moving violation in the 500 block of Main Street Feb. 3. The driver was subsequently charged with drug offenses.

An officer located a credit card in a parking lot in the 6800 block of Otter Lake Road Feb. 3. Attempts are being made to locate the owner.

An officer located a suspicious occupied vehicle parked behind a closed business in the 7800 block of Lake Drive Feb. 4. After an investigation, the driver was arrested for a narcotics violation.

Officers responded to a report of a disorderly female at a residence in the 200 block of Baldwin Circle Feb.

An officer took a call about a theft of fuel at a local business in the 7500 block of Lake Drive Feb. 4.

After an investigation, an adult male was charged with theft, driving after revocation and expired registration.

An officer stopped a vehicle for multiple equipment violations on Otter Lake Road and Ash Street Feb. 4.

Upon investigation, the driver was issued a citation for drug paraphernalia.

An officer took a report of suspicious text messages in the 6200 block of Coyote Trail Feb. 5. The incident was documented and extra patrol was requested.

Officers responded to a two-vehicle crash in the 7000 block of Lake Drive Feb. 5. No injuries occurred, and one vehicle was towed from the scene.

While on patrol, an officer observed a suspicious occupied vehicle on the side of the road on Otter Lake Service Road and Phelps Road Feb. 6. Officer spoke with the occupant, who then left the area.

An officer was dispatched to a property damage accident involving two vehicles in the 8000 block of Lake Drive Feb. 6. The officer documented the incident, and the drivers drove their vehicles from the location.

Officers responded to a two-vehicle personal injury crash in the 400 block of Main Street Feb. 6. Both drivers were assessed by ambulance personnel and both vehicles were towed. One driver was cited for a moving violation.

Officers responded to a two-vehicle property damage crash in a parking lot in the 6500 block of Ware Road Feb. 7. There were no injuries. Both vehicles incurred minimal damage.

Officers received a gas drive-off report at a local gas station in the 7500 block of Lake Drive Feb. 7. The investigation is ongoing.

An officer took a report of possible mail theft in the 6600 block of Lacasse Circle Feb. 7. It is unknown if any mail was taken. The investigation is ongoing.

Dried plant available for medical cannabis patients beginning March 1 Patients registered in Minnesota’s Medical Cannabis Program will be eligible to buy dried cannabis flower for smoking from the state’s medical cannabis dispensaries starting March 1.

In preparation for the change, registered patients interested in the purchase of smokable cannabis can make an appointment for a consultation with a medical cannabis dispensary pharmacist so they will be preapproved to buy prepackaged dried flower and pre-rolls once they are available. Consultations, which can be conducted in person or virtually, are required when a patient changes the type of medical cannabis they receive.

The sale of smokable cannabis is limited to patients and caregivers who are 21 years or older and who are registered with the Medical Cannabis Program. Proof of age will be required when picking up smokable medical cannabis. Scheduling an appointment at a medical cannabis dispensary ahead of time is strongly recommended.

“Patients need to weigh the risks of smoking medical cannabis, including those related to secondhand smoke and lung health, with any potential benefits,” said Minnesota Commissioner of Health Jan Malcolm.

“Smokable cannabis may not be right for everyone; patients should have a conversation with their health care practitioner for guidance.”

Minnesota’s medical cannabis dispensaries will offer prepackaged dried flower and pre-rolls in a variety of strains and levels of tetrahydrocannabinol (THC) and cannabidiol (CBD).

Registered patients can get up to a 90-day supply of smokable cannabis.

The Minnesota Department of Health (MDH) expects patient enrollment to double or triple, based on the experiences of other states that added dried flower to their medical cannabis program. In an October 2021 survey by the Office of Medical Cannabis, enrolled patients were asked if they were likely to try smokable cannabis when it becomes available. Of the respondents, 71% said they were very likely or somewhat likely to try it.

Patients who decide to use smokable cannabis are encouraged to learn where smoking medical cannabis is and is not allowed. Registered patients can only use medical cannabis within Minnesota.

Medical cannabis can be used on private property, but not in public places where it is illegal to smoke or vape tobacco.

Medical cannabis cannot be smoked or vaped where a minor could be exposed to secondhand smoke or vapor.

To become a patient in the Medical Cannabis Program, a person must be certified by a participating health care practitioner for at least one of 17 qualifying medical conditions. More information on the enrollment process is available on the Office of Medical Cannabis website at https://www.health.state. mn.us/people/cannabis/index. html.

The Medical Cannabis Program will add another option for medicine later this year. Infused edibles (in the form of gummies and chews) will become a new delivery method in the program effective Aug. 1, 2022. This was approved during MDH’s annual petition and comment process to solicit public input on potential qualifying medical conditions and delivery methods for medicine.

PUBLIC SAFETY BRIEF Lino Public Safety Department receives nearly $34K in donations

The Lino Lakes Public Safety Department continues to receive large donations.

The Coss Family Foundation will donate $20,000 to the department for needed police equipment.

Public Safety Director John Swenson explained that the donation will be used to purchase patrol rifles, which were purchased in 2002 and are in need of replacement. The foundation has previously made several donations to the department for its K-9 program.

Shield 616 is also planning to make a donation.

The nonprofit organization based out of Colorado fundraises and purchases rifle-rated ballistic body armor for police and fi refighters around the nation.

Shield 616 is the benefactor of the upcoming 6th annual Guns-N-Hoses Hockey Charity Classic Feb. 25 (see page X for more information).

Shield 616 plans to purchase ballistic armor for all of the agencies that participate in the event. It has already raised enough money to provide armor for each of the three Lino Lakes fi refighters and the three police officers who are playing in the game.

Each ballistic armor package costs approximately $2,300.

As previously reported in the Quad Community Press, a resident who wishes to remain anonymous donated $100,000 to the fi re division. That donation will be used to purchase a wildland fi re suppression utility vehicle (UTV) with a trailer. The UTV will be a Polaris Ranger 1000 outfitted with 75-gallon water tank, 5-gallon foam tank, fi re suppression pump and emergency equipment.

Taking care

f I had known I was going to live this long, I would have taken better care of myself,” is a quote that has been attributed over the years to public figures ranging from baseball great Yogi Berra to composer and musician Eubie Blake, who was quoted in a wire service story on the occasion of his 96th birthday. The quote was in response to the question of how if felt to be 96. It was also noted in the article that Blake remained in good health despite the fact that “he still smokes nonfilter cigarettes and eats what he likes.”

My father recently celebrated his 95th birthday after returning to his home following a stay in the hospital and a transitional facility. We have counted our blessings that he has remained active, engaged and independent into his 90’s and I have personally gained inspiration from his example as someone who has practiced lifelong learning. The return home has been a challenging situation in varying degrees for my father, my brother (who lives the closest) and also the rest of the family.

During a recent visit, I was able to witness firsthand some of the extreme challenges of aging while attempting to remain independent. I also witnessed the empathy, kindness and professionalism of the frontline health care workers who were assisting with the transition. Doing my best to avoid interrupting their work, I asked questions and tried to Angle of learn as much a possible from the nurse, physical and occupational View therapists and personal care attendant during their visits. When Paul Dols I was alone with my father, I tried to explain that we were both learning some new things as we encountered various hurdles or challenging procedures that didn’t immediately seem logical or intuitive.

All of the health care professionals I met during my visit were professional, kind and also personable. I got the sense that they were dedicated to their profession and loved their jobs.

A personal care visit from Pam, an immigrant from South Africa, became a teachable moment in both practical and emotional ways. She cheerfully chatted and even sang while gently helping my father with a sponge bath, shave and shampoo. After she was done I offered my sincere thanks and felt a pang of emotion when she turned the tables and said, “No, I thank you. It is my privilege to come into your home and help. It is about human dignity and respect.” I had to fight back emotions again when she looked at me before she left and said, “I feel a sense of love and success when I am in this home.” Unless you’ve personally been to a hospital or ER in the last two years, or know someone who works in health care, the most dramatic physical and emotional toll of the pandemic has been largely hidden from view. These are the good people who bear the burden, either through staffing shortages, long hours or direct contact, when surges have threatened to overwhelm the health care system.

It is recognized that mortality is universal, but the reality of accepting and planning for the ineveitable as we and our loved ones age can be daunting. While grappling with the practical logistics and emotions of wanting to help care for an elderly parent who lives in a city three hours away, I was directed to some reaffirming and helpful information at the agingcare.com website. Resources and practical tips are readily available regardless of your family situation. Whether you’re an only child shouldering the responsibility alone or you’re part of a larger family with siblings, “emotions dating back to childhood may resurface under pressure.” Information on the site also notes that if tensions do arise, it’s best to remember that “it’s about what’s best for mom or dad.” Finding ways to maintain dignity and respect, no matter where we are in this journey through life, doesn’t seem like too much to ask.

T

he sun is shining a bit longer, the temperatures are on the rise, and Vulcanus Rex has once again overthrown King Boreas.

Spring is on the way, our spirits are up, and we are blessed to live in the greatest country the world has ever known.

(And our community is pretty awesome!)

The three immediate issues that I am working on in Saint Paul: fighting crime, tax relief, and Unemployment Insurance.

Fighting Legislator Crime. I have heard from so Lingo many of you that we need to Donald Raleigh address the rise in crime that is seeping from the Twin Cities into our neighborhoods. The issue is both as complicated as it is simple. We need well-trained officers, like Officer Linder and Community Service Officer Daddario. They

are in our community every day doing the hard work. That means so much to us because we know them, we work with them, and they are here to help.

The echoes of defunding the police fell on deaf ears in our community, justifiably so. I am working on legislation that will help strengthen our laws and clarify to prosecutors that we must hold lawbreakers accountable and enforce the laws and penalties passed by the legislature.

Tax relief. It is YOUR money, we (legislators) need to give it back. The idea of giving it back is something I support, and I know from your phone calls and emails that many of you do as well. As we all know by now there is a $7.7+ billion surplus.

If you are reading this, you deserve meaningful and permanent tax relief. The process I am working on has several steps to it. At the highest level, we need to permanently end the tax on social security for our seniors, lower energy taxes, and pursue a gas tax moratorium. There are other proposals as well, but the point is the government is

collecting too much money and we all deserve our money back.

Unemployment Insurance (UI). UI is a safety net in our society. It provides funds when workers are faced with an unplanned disruption at their job.

This fund has been used to help us all fight the COVID crisis, exactly as it was designed to do.

I am working with my fellow legislators to repay the UI trust fund with the money we already have and not impose an unnecessary tax hike on small businesses to replace this fund. The great news is Gov. Walz said he supports this approach. But we need to get it done this session and not have this relief held up by political infighting.

Finally, I host live, in-person townhalls every month that are open to our awesome community. The next is at 6 p.m. Feb. 15 at the Centennial Public Library, 100 Civic Heights Cir, Circle Pines. Let’s sit down together and discuss what’s on your mind.

Centennial teachers deserve our support

We are the experiment

On Jan. 25, Kyle Roggenbuck wrote about stopping the COVID-19 spread in schools.

How? Vaccines do not prevent all infection or transmission.

An article, “COVID-19 Vaccine Efficacy and Effectiveness,” ran July 1, 2021, on thelancet. com. The relative risk reduction, from the trials: Pfi zer, 95%; Moderna, 94%; and J&J 67%. Absolute risk reduction: 0.84%, 1.2% and 1.2%, respectively. Both sets are relevant. To utilize only one is misleading!

Children have the least to gain and the most to lose from this vaccine. They have the lowest risk of serious COVID and the most to lose to side effects. We do not have two-, five- 10-year data. We are the experiment!

What we do have is a year of Vaccine Adverse Event Reporting System (VAERS) data that is accessible to anyone. It comes with a disclaimer: Data isn’t verified and may include coincidences, etc. Reported adverse effects are also underreported. (wonder.cdc.gov/vaers) The reports fi led for COVID vaccine adverse effects in United States/Territories as of Jan. 28 in the categories of death, permanent disability and hospitalized are: 12,386, 13,798 and 61,415, respectively. Is that acceptable collateral damage given the millions of doses?

The percentage of these reports, of every vaccine report for those categories since 1990: 78.62%, 55.10% and 68.06%! Those percentages go up about 0.5% a week! Alarms should be ringing, investigations started, mandates recalled. Advertising should no longer say without reservation, “It is safe.” You have the right and responsibility to make an informed choice.

How about the injured? The manufacturers aren’t liable. Few, if any, have success getting help from the government. They’ve been left on the battlefield! See c19vaxreactions.com for injury testimonies.

Why did the FDA want 55 years to release the data? Why has the government suppressed safe successful, early treatment in favor of vaccines? We need doctors to have all the tools at their disposal. Their hands have been tied by government protocols.

The best time to fight an existing infection is ASAP, before requiring hospitalization.

Multitudes could have been saved!

What has happened to investigative journalism in the mainstream media? Our own common sense? Cancel fear-mongering.

I just finished my 19th year on the board of the Centennial Area Education Foundation (CAEF). It’s time to pass the baton to others to carry the load. The foundation’s beginning in 2000 had, among others, two teachers and a high school counselor as part of the initial board. The foundation has Movers and grown over more then 21 years as an adjunct to the Centennial Shakers School District in supporting our children in the area through grants Jan for education and scholarships to Kreminski graduating seniors.

The mission has changed little since the foundation began, which speaks well of the founders, and the board. Supporting teachers, wherever we find them, and supporting our local children’s chances for success has always been its goal. The district itself and the many, many, teachers do the same. And many of the district staff have been at it constantly for years and years.

My wife Linda and I had the good fortune of helping three of our grandchildren early on in the pandemic with distance learning in another close district for their frontline worker parents.

We were thankful for the opportunity to help them out for three to four months. The problems with connectivity of the technology, understanding the curriculum, and helping each one of them achieve

the best outcome possible was a reoccurring nightmare for most of the period. There were days when tag-teaming between my wife and I was required to prevent burnout and frustration, and to ensure the grandkids achieved the desired outcome. We were very happy when the school year ended, and our assignment was complete. We two adults, with a teaching staff for support, made it to the finish line last year with our cloistered three.

The teachers were kind, gracious and helpful throughout to consult with us many times so that all three of these kids could find success.

But, some almost two years later, we are still struggling through the pandemic, and our teachers have continued to marshal their skills for that entire period to carry the wagon train forward to the end of the trail for our learning starved children.

Staff are tired, weary, and we owe them so, so much: just as other front line workers with the burden of caring for others. Most will continue the fight, because the nurturing spirit within them calls them to do so. But they certainly deserve our support, at the highest level possible.

Please, when you get the chance as we near a new green spring, with the hope that the pandemic will fade, to thank all the teachers and staff that carried the torch for your children down the road to higher learning. Or the ones who are in harm’s way every day for all of us.

Who knows what the next year will bring?

COUGAR CUBS: High school course prepares students for working with children FROM PAGE 1

“They were so excited to work with the preschoolers, so it was such a bummer,” she recalled. Even though it wasn’t the same, some of the parents sent in pictures of their children completing the activities, which was gratifying for students.

In order to take the course, high school students must fi rst pass Child Psychology & Development I. Most of the students enrolled in the class are upperclassmen, but some freshmen have taken the course too.

“The class is really geared toward students who are looking to work with children in the future,” she said. “It’s a very hands-on class, and they can learn some really valuable skills.”

The fi rst few weeks of the course are spent learning about things like literacy, storytelling, nursery rhymes and growth and development.

After that, the students dive into lesson planning, learning targets and creating activities for the children.

Beginning March 15, Cougar Cubs Playschool will be offered from 11:45 to 12:45 p.m. Tuesdays, Thursdays and Fridays through May 19. During that time, the preschoolers will play, do art projects, hear a story, do large/small motor activities and eat a snack.

COVID-19 protocols will be implemented, including wearing masks, sanitizing and lots of hand-washing.

Piechowski said she always enjoys having students she has taught before, because as an elective teacher she often only sees a student for a semester.

Piechowski recalled a student she had in 2019, Nicole Hammond, who has since graduated. The two formed such a bond throughout her high school years that Hammond now serves as nanny for her children three times a week. “I really saw her mature over the years,” she said. “When she was in Cougar Cubs, I always saw her put the kids fi rst.”

Katie Peterson’s daughter Viola attended Cougar Cub Playschool back in 2019 after hearing about it from another parent. “I thought it was a really cool experience for the high schoolers, and then also so she could be away from mom and dad and have that preschool experience,” she recalled.

Viola attended two days a week and always looked forward to it. “It is so unique to have that one-onone learning and kids teaching kids,” Peterson said. “It was one of the best things that we did for her at that age.”

Senior Macy Reichert is currently enrolled in the course. She was interested in taking the class because she has always been fascinated by psychology and likes children.

“I’m really looking forward to the interaction with the little kids. That’s going to be really fun,” Reichert said, adding that she is also looking forward to collaborating with her peers in the class.

After graduation, Reichert plans to complete her general college requirements in Minnesota, but then head to Texas. She’s particularly interested in Sam Houston State University, and is considering becoming a high school teacher or going into criminal psychology.

Centennial language arts teacher named ‘Sta˜ of the Year’ Megan Berres, language arts teacher at Centennial Area Learning Center (CALC), has been named the 2022 Minnesota Association of Alternative Programs (MAAP) Staff of the Year.

Berres was nominated for her many contributions to the field of education and her genuine love of teaching.

Currently, there are over 800 members from over 300 alternative learning centers and alternative programs in Minnesota, surrounding states and Canada.

Berres was presented with the 2022 MAAP Staff of the Year award at the organization’s 39th annual conference earlier this month.

6th annual Guns-N-Hoses Charity Classic returns Last year’s event was not able to accommodate a crowd due to COVID-19 mandates, but the game was broadcast live, and several area businesses opened their doors for smaller gatherings so folks could watch the game.

This year’s event will also be broadcast live, but community members are invited to watch in person to cheer on their favorite team or player(s).

“We are off to a great start with our fundraising in that despite the narrative in our culture today, we are seeing an unprecedented outpouring of support and encouragement for our first responders,” said spokesman Wes Pederson. ”Our goal is to outfit as many law enforcement officers and firefighters as possible with this incredible gear. But to do that, we need to raise more money.”

Lino Lakes Volunteers in Public Safety (LLVIPS) will host the 6th annual Guns-N-Hoses Hockey Charity Classic at 5:30 p.m. Friday, Feb. 25, at the Blaine Super Rink.

The Guns-N-Hoses event is an annual hockey game that features local police personnel pitted against local fire personnel in an epic game of hockey as they battle for coveted bragging rights as to who is the better hockey team — all while they raise funds to support important causes.

This year’s charitable benefactor will be the nonprofit organization Shield 616. After 14 years in Colorado as a police officer, Shield 616 founder Jake Skifstad left his role in law enforcement to focus on finding a way to provide all-day rifle protection for peace officers and first responders who sacrificially serve our communities. Each of these gear kits has a cost of approximately $2,300.

Proceeds raised from this year’s event will be given to Shield 616, which will then be reinvested to provide lifesaving gear to local law enforcement and firefighters.

CITY SURVEY: Survey yields familiar results, council looks forward FROM PAGE 1

“It looks like we have had a pretty notable increase for city streets over the last few years,” Percy continued. “It shows that people are noticing the money we are pouring into these projects, and it is starting to have a real impact. It improves not only the quality of life for people, but the appearance of the city improves.”

Some of the other highlights for the 2021 survey include: • 88% rate the appearance of the city as “excellent” or good” • 59% feel “very safe” in the city along with 35% who feel “somewhat safe” • 72% rate the city’s fire service as “excellent” or “good” • 83% rate the city’s police service as “excellent” or “good” • 81% feel the city’s streets were “excellent” or “good” • 78% feel the city’s snowplowing is “excellent” or “good” • 92% feel the city has “excellent” or “good” parks and recreation • 92% feel the city has “excellent” or “good” quality of services A new question was added to the survey for residents who went through the building permit process, which recently underwent some changes. Only 6% of respondents took out a building permit within 2021.

They answered the question, “How would you rate the building permit process?” Nearly 53% selected “good” and 32% selected “excellent.”

Council Member Steve McChesney made the suggestion that a map be included with the survey going forward, and the council agreed.

“We continue to get comments about properties, streets or other areas that are Lexington or Blaine.

I think people may have the Circle Pines postal code and think they live in Circle Pines, but they don’t,” McChesney explained. “I think if we want an accurate score, it’s worth some thought on how we can educate people on where the boundaries are … I think we could get more accurate scores, and we would find some even more positive ratings in some of these categories if people really understood where Circle Pines begins and ends.”

When it comes to the comment portion of the survey, Goldberg shared some things he thought the city should focus on going forward. The first theme was

“I have no idea what ordinances are or are not being followed, but people seem to think that we are not enforcing ordinances,” he said. “As we strategic plan, what can we do to help clean up some of these yards? I think we need to do something.”

Goldberg said seven to 10 comments specifically mentioned the Down Under property, located at 10100 Lake Drive. The building was demolished in 2019, but the site has remained vacant. The property owners have yet to submit any redevelopment plans for the site.

A new question this time around asked residents about the building permit process. Approximately 53% of respondents rated the process as “good,” about 32% said “excellent,” and 12% said “fair.”

Approximately 20% of respondents rated the city streets as in “excellent” condition, and 60% said “good.”

“I just want to remind citizens that this is a top priority for everybody. We talk about it all the time.

It is an ongoing initiative,” Goldberg explained. “It is moving slower than everybody would like, primarily because we don’t own the land, and people need to remember that.

We have to be patient, but I think we will end up getting something done with that. I can’t give you a timeline.”

‘That’s SnowBiz’ figures to be a fun show “Fun!” That’s the common response when interviewing cast members of “That’s SnowBiz,” a musical/comedy scheduled Feb. 25-26-27 at the Great Hall of St. Joseph of the Lakes Church in Lino Lakes.

The variety show is usually held every two years, but last year’s event was canceled due to COVID-19 concerns.

The variety show is closing in on three decades of productions: all members of the cast are the church’s parishioners, accompanied by a few friends.

“We started out really dorky about 25 years ago. We stood on bleachers and sang Broadway songs,” said Lino Lakes resident Susan McMullen, who is a longtime show participant. She remembers when the audiences were sparse — generally cast family members.

“We’ve been doing it for a long time,” McMullen said.

“Now it’s grown immensely. It’s turned into a wonderful show.”

Kathy Schwister, the show’s director and script writer, describes the play as “a cross between ‘Romeo and Juliet’ and ‘Grumpy Old Men.’” “It’s funny,” said Schwister, a Forest Lake resident.

“It’s like something you’d see at Chanhassen.”

McMullen praised Schwister’s talent. “She’s very creative, and she works hard at it,” McMullen said. This is the fifth play Schwister has written.

The setting is the town of Aurora, in the north woods of Minnesota. The cast features 41 volunteers. The lead characters are Mark Kuhns (Lino Lakes) as Roman and Laura Anderson (Circle Pines) as Julia.

“The reason I love it is because it’s completely homegrown,” Kuhns said. “That’s what makes it so much fun.”

Kuhns is a part of three generations in the variety show. That includes his mother, Judy Kuhns, and his daughter Rachel, 16.

The focus, he says, “is mainly on the songs,” but there is a story that involves Roman and Julia and their feuding fathers. Roman and Julia were high school sweethearts who reconnected, “but it’s not going well,” Schwister said.

Anderson, a veteran on the stage, described Julia

as being “a great role” and encourages show goers to attend.

“They’re especially fun, because they’re seeing plays nobody’s seen before,” Anderson said. “We add our own flare.”

Scott Larson of Lino Lakes plays Cappy, Julia’s father, who might be considered ornery by some.

“Misunderstood,” Larson said with a chuckle, adding, “I love every bit of this process. It’s such a creative endeavor by many talented people. It’s a success because so many talented individuals share their skills.”

Choreographer Kathy Griebel of New Brighton adds to the enjoyment by dancing to songs such as, “There’s no business like snow business,” “Sing a song,” and “Singing in the snow.” Cast members in the latter number use snow shovels for umbrellas.

After all, with the winter setting the audience is apt to see snow falling.

“It’s such a fun show,” Griebel said.

A nine-piece pit band will accompany the cast in all 20 songs that feature a changing of words from the original hits. The pianist is New Brighton’s Andrea Grasse, the church’s director of liturgy and music.

“It’s fun and energetic,” she said prior to a practice session last week. “People will know a lot of the songs.”

So, Anderson was asked, will the audience be entertained? Without hesitation, she answered: “Absolutely.”

Girls Basketball: Cougars repel Huskies & Elks; win streak at 6 The Centennial Cougars are riding a six-game win streak after turning back Andover 72-64 on Tuesday, Feb. 8, and Elk River 54-49 on Thursday. The Cougars, ranked 15th in Class 4A, are 13-9 overall, and 9-1 in the last 10 games.

The Centennial Cougars battled to a 4-4 tie with the Roseau Rams, ranked No. 7 in Class 2A, on Friday evening in Roseau, then thumped Brainerd 10-0 on the way back home Saturday. The Cougars (16-4-3) also had a 1-1 tie with Blane on Tuesday.

The Rams had a 40-32 edge overall.

The tie at Blaine was a stark contrast to the Cougars’ 9-1 win on Jan. 27. Coach Ritch Menne credited Blaine (11-7-4) for playing with a lot more energy this time and goalie Ryan Wallin for making 39 saves.

Both goals occurred in the second period, by Alex Hauck for Blaine and Brock Carls for Centennial.

AJ Carls, Centennial hockey senior, delivered two goals in a 4-4 tie at Roseau, then two more in a 10-0 win at Brainerd, in a northern trip last weekend.

The 5-foot-10, 180-pound forward has 17 goals and 21 assists this year, and has logged 57 goals and 57 assists in three seasons with the Cougars.

He notched his 150th career point at Brainerd (counting a freshman year at Coon Rapids). “AJ has unbelievable speed and terrific puck skill,” coach Ritch Menne said. “Very creative and a really gritty player. He has a terrific shot, and can beat any goalie in the state.” Carls’ veteran leadership is another asset to the Cougars (16-4-3). “When AJ talks, his teammates listen,” Menne said.

• The Centennial Lakes Police Department (CLPD) Police Governing Board has authorized the purchase of 23 new portable radios for approximately $109,000. Council Member Jennifer Rauner, who serves as the council liaison on the board, noted that CLPD is the last department within the county still using the old technology, which is no longer compatible with the Anoka County system. This means that if the department were to respond to a multicity event, it would not be able to communicate via radio to the other jurisdictions involved in the call.

• The business license for Tim’s Quality Plumbing has been renewed for 2022.

• The results are in for the city survey. (See pages 1 and 9 for full story.)

• The council has decided to continue its longstanding relationship with MMKR as the city auditor. Assistant City Administrator Chandra Peterson explained that MMKR’s fees for service will increase by about 3% over fees charged in 2021.

• It’s back to the word processor for Centerville’s city administrator, Mark Statz, as city staff continues to refine and define the details of its snowplow policy updates. Discussions between staff and City Council have taken place over the past several council meetings and workshops in an attempt to clarify city and homeowner responsibilities, protect the city from liability and expect reasonable snow-clearing standards from homeowners.

The city will start snow removal operations at accumulations of 1.5 inches. The old trigger for snowplowing was 3 inches. The city will be responsible for clearing trails; homeowners will be responsible for clearing sidewalks in front of their homes. Since then, the program has grown and now includes Centennial Middle School students. The annual logo design contest will result in a logo that will be used on T-shirts and a medallion that will be hidden in a local park during the festival.

First-place prizes for elementary and middle school students will be $100 each. Second-place prizes for students from the two schools will be $50 each and honorable mention prizes for each school will be $25.

• The city has made changes to its list of appointments, after its former (personnel/labor) attorney Paul Floyd resigned. The city will now be covered by Kurt Glaser of Berglund, Baumgartner, Kimball & Glaser LLC. • Boulevard Bar & Grille has been granted a special event permit to host a fundraiser for Green Giants Tier 1 girls hockey from 4 to 8 p.m.

• The city will purchase a 1999 Vactor 2110 jetter truck for $70,000. City Administrator Bill Petracek explained that the 1999 truck only has 23,000 miles on it and 4,000 hours of operation. The city contracts with a company to perform routine maintenance on its sewer system, so this truck will only be used in emergency situations.

The truck the city has been using is a 1991 Ford Vactor with 54,000 miles and 8,198 hours of operation. The truck is in need of approximately $55,000 in repairs to get the truck into working condition.

The truck the city is purchasing comes with a six-month warranty.

Petracek said the city would likely spend between $350,000 and $450,000 for a new jetter truck.
