CIRCLE PINES — After holding numerous closed meetings for discussion, the city has reached a settlement agreement with Ronda Dalbec, its former finance director. The council held a closed session at its Aug. 28 meeting. At the time, City Attorney Shelley Ryan said, “The city received a complaint with allegations of violations of the city's personnel policy by senior leadership staff.” After the meeting was reopened to the public, Mayor Dave Bartholomay explained that no disciplinary action was taken against the staff member. At its Sept. 11 meeting, the City Council approved the termination of Dalbec's contract with the city. Since then, the City Council has held numerous closed sessions to discuss threatened litigation by Dalbec. Most recently, a closed session was held after the council’s Feb. 12 meeting. Attorney Julie Flemming Wolf, who was appointed by the League of Minnesota Cities Insurance Trust to represent the city of Circle Pines in the matter, said in a phone call interview Feb. 13 that the city and Dalbec have entered into a settlement agreement. “We have settled the case. There was a determination that while ultimately the city would have prevailed in the matter, they decided it was better to settle, to not spend the next year-plus in litigation,” she said. The Rice Creek Watershed District (RCWD) has proposed to make $1.9 million worth of improvements in both Washington and Anoka counties. The RCWD is responsible for the inspection, maintenance and repair of 120 miles of public drainage systems. The public drainage system consists of 23 individual systems located within three counties and 16 cities. The proposed improvements are for

Anoka-Washington Judicial Ditch 3 (JD3), which consists of a main trunk and four branches. It flows into Peltier Lake through Clearwater Creek. It also flows through developing portions of Hugo and Lino Lakes. The area targeted for repairs is the portion east of I-35E. RCWD Administrator Phil Belfiori and Engineer Chris Otterness, of Houston Engineering, visited the Lino Lakes City Council at its Feb. 4 work session to discuss the improvements.
