CIRCLE PINES — After holding numerous closed meetings for discussion, the city has reached a settlement agreement with Ronda Dalbec, its former finance director.

The council held a closed session at its Aug. 28 meeting. At the time, City Attorney Shelley Ryan said, “The city received a complaint with allegations of violations of the city's personnel policy by senior leadership staff.”

After the meeting was reopened to the public, Mayor Dave Bartholomay explained that no disciplinary action was taken against the staff member.

At its Sept. 11 meeting, the City Council approved the termination of Dalbec's contract with the city.

Since then, the City Council has held numerous closed sessions to discuss threatened litigation by Dalbec. Most recently, a closed session was held after the council’s Feb. 12 meeting.

Attorney Julie Flemming Wolf, who was appointed by the League of Minnesota Cities Insurance Trust to represent the city of Circle Pines in the matter, said in a phone call interview Feb. 13 that the city and Dalbec have entered into a settlement agreement.

“We have settled the case. There was a determination that while ultimately the city would have prevailed in the matter, they decided it was better to settle, to not spend the next year-plus in litigation,” she said.

RCWD plans $1.9M in ditch improvements

The Rice Creek Watershed District (RCWD) has proposed to make $1.9 million worth of improvements in both Washington and Anoka counties.

The RCWD is responsible for the inspection, maintenance and repair of 120 miles of public drainage systems.

The public drainage system consists of 23 individual systems located within three counties and 16 cities.

The proposed improvements are for

Anoka-Washington Judicial Ditch 3 (JD3), which consists of a main trunk and four branches. It flows into Peltier Lake through Clearwater Creek. It also flows through developing portions of Hugo and Lino Lakes. The area targeted for repairs is the portion east of I-35E. RCWD Administrator Phil Belfiori and Engineer Chris Otterness, of Houston Engineering, visited the Lino Lakes City Council at its Feb. 4 work session to discuss the improvements. All aboard the ‘Love Boat’

LINO LAKES — The fi rst weekend in March, St. Joseph of the Lakes' Great Hall will transform from a gymnasium into a “beautiful theater.”

For around 30 years, St. Joe's has held a variety show. “In the beginning, it was a way for us to perform some secular music and have a little more fun. It was really to bring the choir together to do something fun, but it has really involved into so much more,” said Director of Music Andrea Grasse, who has attended St. Joe's for 48 years.

“In the beginning, it truly was just a variety show with music acts where people would sing, dance or perform something and now it is like a musical; there is a script, there is a story, and the music all fits with it.”

Over the years the audience has grown, too. “It started out really small. We started by standing on some metal bleachers and just singing some Broadway songs. We had about 50 chairs and they were about half fi lled. Those 25 people who came were our spouses and kids,” said choir member Susan Mcmullan, who has attended St. Joe's for 35 years.

There used to be two performances, and now there are three, because tickets kept selling out and people had to be turned away.

This year's show is “Love Boat: on an Odd Sea,” which is a play on words for “Odyssey.” Grasse said the characters in the show are based loosely on the TV show “Love Boat,” but there are other characters too. “The rest of the show is based on Homer's Odyssey,” she said. “The underlying theme is there is a couple. The woman wants to get married, the guy is not sure, and it is about them coming together in the end and how they get there.”

Around 45 people are in the show, including an eight-person band that features the piano, drums, lead guitar, bass guitar, trumpet, saxophone and two trombones.

“It is fun for people at our church to see people they know performing. Even if you don't know anyone in the show, it is a very good value for an evening out,” Grasse said. “There are a lot of goodquality musicians and singers. In my opinion, which is probably a little bit skewed, we have many people who are on the professional level caliber.”

One thing that makes the show unique, Mcmullan said, is it is “homespun.”

“We do this ourselves. We are not spending money and paying for somebody's script. This does not compare to the Ordway at all, but it is also just down the road. You don't have to drive to downtown Minneapolis, and you don't have to pay $80 a ticket and pay for parking,” she said. “I

want to encourage people to come, get out of their house, come and enjoy some fun, silly, homespun entertainment by a bunch of amateurs who are taking a leap of faith and doing this.”

Tickets are $12 each or $40 per family (two adults and children under 18). Performances will be at 7 p.m. Friday, March 1, and Saturday, March 2; or at 2 p.m. Sunday, March 3. Tickets can be purchased in advance at the church office, located at 171 Elm St., Lino Lakes. Tickets typically sell out, but there may be a few tickets available at the door on show nights.

Customers may be local, regional or national. Westerling prefers the local business because he loves interacting with customers.

Often, he says, people come in wanting to buy something tangible thinking that the price will go up.

Sometimes a customer will inherit an item or a whole estate, with no clue what they have. Westerling and his

team go into the home and make a list of every item, with their offer price.

The biggest mistake people make, Westerling said, is to clean an item.

“Do Not Clean,” he emphasized. “It totally destroys the collector value of any coin. Just box them up and bring them to us. We’re happy to sort and itemize and we can do it much faster.”

Westerling and his store manager Aidan Kelly, both love to be in the shop every day, “not knowing what

will walk in the door next.” And of course, Sonny, the labrador retriever, is in the shop every day to greet visitors.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its Feb. 11 meeting: • Approved the consent agenda, which included: expenditures; Jan. 28 work session, council meeting and closed session minutes; special event permit for Trapper’s Bar & Grill’s annual snow golf event on Rice Lake from 8 a.m. to 10 p.m. Feb. 16; peddler license for Dean Ravenscroft, Edward Jones; and statement of work for OPG3’s online permitting solution for PermitWorks.

In fall 2018, city staff began looking into potential software solutions that would accommodate electronic submission of permit applications as well as online payment of permit fees. As part of the 2019 budget process, $30,000 of the general fund surplus was designated to fund a fully automated and integrated online permitting solution with an electronic payment option. OPG-3 has developed an integrated online permit application process using PermitWorks and Laserfiche, two software systems currently in use by the city of Lino Lakes. The

LINO LAKES— Rumor has it a Dunkin’ (Donuts) may be coming to town.

At its Feb. 11 meeting, the City Council approved a fi nal plat and development agreement for Main Street Shoppes, 2nd Addition, located by the McDonalds east of I-35E, near Main Street and Otter Lake Road, just west of Hugo.

The council approved the preliminary plat back in April 2018.

The applicant, CM Properties 14 LLC, proposes to create one 1.35-acre parcel for the purpose of constructing a 9,000-square-foot commercial retail building. City Planner Katie Larsen explained the preliminary plat proposed five units, but

after some shifting of interior walls, the fi nal plat shows six units.

Another revision is to construct a sidewalk to the building to connect to the existing trail along Main Street.

The Planning and Zoning Board reviewed the fi nal plat and development agreement Jan. 9 and voted 5-0 to recommend approval of both items.

Mayor Jeff Reinert said, “Any idea on what is coming in? I heard coffee.”

Larsen deferred to Bruce Miller, vice president of MFC Properties Corporation, who confi rmed Dunkin’ has signed to be a tenant on the east end of the building. “They are the only tenant we have signed at this point. We have a few prospects, but nobody that we can announce. It is a

good location; we will fi nd the other tenants,” Miller said, adding construction will begin this spring.

As of press deadline, the Quad Community Press, which reached out to Dunkin’ for a comment, had not received a reply.

In an email Feb. 13, Miller said “Dunkin’ is a strong brand and will be a good tenant to kick off this new retail building. We intend to start construction of the building shell this spring and Dunkin’ should be open by late fall.”

Reinert said, “It looks like a good project. It is going to be a nice addition to the city.”

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its Feb. 12 meeting: • Heard from Councilman Dean Goldberg, who shared he went back through the city survey to find common themes/areas including city ordinances, safety, city appearance and city services.

He said he spoke with City Administrator Patrick Antonen about ways the city could improve some of the negative themes.

On a different note, Goldberg mentioned the city’s Complete Count Committee’s (for the 2020 census) first meeting will be at 6:30 p.m. Feb. 25 at City Hall.

• Antonen said the Park Board met Feb. 5 and reviewed designs for the new playground equipment at City Hall. “It is going to be a really cool park that will coincide with the new library this spring,” he said.

• Councilman Mike Schweigert said the Anoka County Fire Protection Council met Jan. 30. At the meeting, the council requested to change a bylaw,

making the budget deadline April instead of January. The council is also looking into locations for a possible training facility.

• Approved the consent agenda, which included Jan. 22 meeting minutes, licenses and general fund, police and fire disbursements. (Mayor Dave Bartholomay was absent.)

• Appointed Jan Kreminski to the Utilities Commission, Mark Leichtle and Jamie Dolieslager to the Park Board, and Michael Kula to the Planning Commission.

• Approved a contract with Otter Lake Animal Care Center for animal control services. Antonen explained Otter Lake has been the city’s animal control facility for over a decade and it has been “hit or miss” each year on whether the facility will send a new contract for approval. He added the new contract will automatically renew itself, unless for some reason the city decides to change providers.

• Approved a resolution that expresses a statement of interest in all-hazard mitigation planning.

Antonen said Anoka County is in the process of updating its multijurisdictional All Hazard Mitigation Plan. By approving the resolution, the city would be eligible to receive federal disaster funding if there was ever a natural disaster.

• Held a public hearing regarding the city’s Stormwater Pollution Prevention Program (SPPP).

Antonen explained that as part of obtaining a National Pollutant Discharge Elimination System (NPDES) permit, the city is required to receive public input and opinions on the adequacy of its SPPP. Goldberg asked whether the city educates its citizens about

34th Wedding Show

ast Sunday, Press Publications hosted its 34th Annual Wedding Show.

Highlights included more than 30 local vendors and various wedding dress designs featured in our live runway show. Brides toured the vendor tables that filled the ballroom at the Best Western Plus White Bear Country Inn. Our staff loves to see local connections happen when vendors and brides are brought together.

What made this year unique was that we competed with the mega shows in the Twin Cities. As I interviewed brides on their way out, I heard positive comments about the florist options, cake samples, deejays, and especially Publisher’s the runway show and performer Gary LaRue. DNA tests reveal family history Discovered in 1860 by Swiss chemist Johann Friedrich Miescher, DNA potential has taken years to unlock. Since the early 2000s, DNA testing kits have become big business and are sold at most drug store chains. Today’s DNA testing kits are a readily available and affordable way for those wanting to research their genealogy. Friends and family members around us have participated in these tests. In fact, we bought two ancestryDNA kits as a gift to my parents for Christmas.

My mother-in-law was the first person I knew to send her DNA to a genealogy website. She wanted to find out about any unknowns in her ancestry.

The results were almost exactly what she thought they would be, though she was surprised to learn she had a small percentage of Norwegian ancestry (likely the result of the Viking invasions in Ireland) and she was slightly disappointed that she wasn’t one bit African, Asian or Jewish, which she thought would have been unexpected and exciting.

The website also connected her with people around the world who are likely to be distant relatives, in some cases through a common ancestor and in other cases through a link in their DNA. One of our friends discovered a first cousin that she hadn’t known about. I’ve also heard of people who were adopted reuniting with biological family members through DNA testing.

Curiosity has created demand for these tests.

These tests can help us understand our origin, ethnicity and distant — or not so distant — relatives we didn’t know about. Some tests provide wellness reports to determine if you’re predisposed to certain medical conditions. I recently read that law enforcement is even using genealogy DNA services to solve cold case murders and other crimes where original evidence can now be tested against their large databases.

A red flag for me is the potential for companies to use this personal data in ways other than determining how German or Scandinavian one is, or who your great-great-great- grandmother likely was. Once your DNA is in a database, how do you know where it might end up? Who will own it and how might they market to you and your family down the road?

There is certainly some fascinating information that genealogy websites and DNA tests can offer, I just wonder if people shouldn’t really consider the possibility of unintended consequences of sharing too much data.

Together we can achieve ‘one Minnesota’

ov. Tim Walz was clear when he asked me to be the chair of the Metropolitan Council – he wanted a mayor for the job.

A mayor has a good perspective on the work of the Council.

Whether planning for economic development opportunities and growth, ensuring diverse and adequate housing options or maintaining infrastructure such as roads, transit and wastewater, Movers & the Council’s work every Shakers touches community in the Nora Slawik seven-county metro area.

During my time as mayor of Maplewood, I found that my job was really a mix of policy-making, budgeting strategies and inspiring residents and staff with a vision for the future. No matter the mix of any given day, being a mayor requires the most important skill of problem-solving.

Of course, there are very few problems that any one agency or community can solve on its own.

It’s the reason the Legislature created the Council more than 50 years ago — to address issues too big for any individual city or county to do on its own. We do that through regional partnerships.

As chair of the Met Council, one of my top priorities is to ensure our region remains economically competitive in a

global marketplace. This means attracting employment and opportunities for the people of our region compared to peer regions like Denver, Seattle, Atlanta and Boston.

But it’s about more than just attracting and retaining business.

We need to not just be a region where people can live, work and raise a family, but a place where people want to live, work and raise a family. It’s about mobility, and being able to get to work or school, have housing that’s affordable, great parks, strategic infrastructure and smart plans for the future. That is something the Council plays a critical role in.

Today, our region faces a housing crisis. As our population grows, diversifies and ages, we simply don’t have enough housing options for people in all life stages or of all economic means. Housing stability impacts nearly all aspects of life, including outcomes for health, education and income.

We also aren’t keeping up with the growing demand for mobility.

Our region is projected to add 700,000 people over the next 20 years. We need to be investing in maintaining and expanding our transportation system, which includes roads, bridges, transit, bike, pedestrian and more.

Whether they’re trying to get to their workplace each day in a car or fully reliant on public transit, or simply stretching their dollar trying to get by as a one-vehicle household, the Council is planning

regionally to help make it work.

My second top priority is to ensure our region is a place where all people - not just some can be prosperous. In too many areas to count, our region has chronic disparities that are holding us back. True economic competitiveness means everyone needs to be benefitting, and we have a lot of work to do to realize that we can close our gaps in employment, home ownership and health for our residents.

And finally, I want to embrace the Walz-Flanagan vision of One Minnesota. This means practicing collaboration each and every day, in everything we do. It means focusing on how to move our entire state forward; our region forward; and our communities forward. Our future depends on all of us coming together to tackle our shared challenges.

As a mayor and as a seventerm state legislator, I learned that together we can achieve One Minnesota. I’m inspired by the commitment from Gov. Walz and Lt. Gov. Flanagan and know it’s the most successful path forward.

We have big challenges ahead, but I truly believe that none of these problems are insurmountable. So long as we work together, listen to our partners and develop lasting, long-term solutions, we can move our region forward and be a place where everyone can thrive.

Cougar Cubs is a preschool that will run from March 19 to May 17 from 10:05-11:05 a.m. on Tuesdays, Thursdays and Fridays. The preschool is planned and executed by high school students currently taking Child Psychology and Development II. Preschoolers will be engaged in a variety of sensory, large-motor, art and literacy activities and are also provided with a light snack. COMMUNITY BRIEFS Magic Yarn Project workshop There will be a Magic Yarn Project workshop from 1-4 p.m. on Sunday, Feb. 24, at the Lino Lakes Public Safety Department classroom, 640 Town Center Parkway. The Magic Yarn Project is a nonprofit organization with the mission of bringing magic into the lives of children battling cancer and to inspire volunteerism. The organization makes comfy, soft and

warm “magic� yarn wigs that are inspired by Disney characters. People who can crochet, cut yarn, decorate envelopes and bedazzle flowers are all invited to attend.

Fete des Lacs new logo contest New this year, is a Fete des Lacs Art Contest to design the 2019 logo.

Fete des Lacs will be July 16-21.

The contest is open to students who attend Centennial Middle School and Centerville Elementary School. The

purpose of the contest is to develop an attractive logo for T-shirts and promotional materials such as posters and advertisements.

The logo must feature one of the following themes: “Tribute to the Troops�; Fete des Lacs 5K/8K Run and/or Paddle des Lacs; Centerville's Native American or French heritage; Centerville's two lakes; or the diversity of the many of the Fete des Lacs events.

Artwork must be submitted by

March 1 and judging by the Parks and Recreation Committee will take place on March 11. The fi rst place winner will receive a $200 U.S. savings bond and the second place winner will receive $100 U.S savings bond. A plaque will also be presented to the school district with student winners to be added each year.

His project aims to educate and raise awareness about the Wildlife Science Center in Stacy, a nonprofit organization that cares for endangered animals and educates the

author of “Confessions of an Alien Hunter: A Scientist’s Search for Extraterrestrial Intelligence.�

Cougar gymnasts season wraps up quickly Prior to its last home meet of the season, the Cougar gymnastics team traveled to Park Center on Jan. 24 where the JV team saw several fi rst place finishes. Emilee Anderson took fi rst on bars, vault and the all around with a 27.15. Alison Harville took 3rd in the all around with a 23.55 and Jessica Swanson took fi rst on beam and 4th all around with a 22.15.

The JV team finished 2nd with a 91.7 to Park Center’s 100.65.The varsity team also took 2nd with a 118.525 to Park Center’s 124.35. Sydney Nelson took 3rd with an all around score or 30.025, Ashlyn Macosky was next with a 30 and Baker took 5th with a 29.8.

The team competed three times the week of Feb 3, including hosting their last home meet on Feb. 4 against Blaine and Andover. The JV and varsity teams both landed in 3rd place, though the highlight of the evening was celebrating senior gymnasts and co-captains Emma Pierson and Savanna Driskoll, as well as Madison Baker.

Just two days later, the Cougars traveled to Osseo for a tri-meet against Anoka. Both varsity (122.725) and JV (106.15) teams saw increases in their team scores, though they still came up short against Anoka (143.05 varsity, 120.35 JV). Centennial's JV team took a strong 2nd place fi nish against Osseo, who posted an 86.9.

Stapleton returns as Centennial girl cagers win 12th in row

Joshua Hermes delivered two hat tricks and eight points as the Centennial hockey team closed the regular season with three wins last week. The senior forward leads the club with 15 goals, and has made seven assists. Hermes had three goals in a 4-3 win over Irondale, two assists in a 5-3 win over Totino-Grace and three goals in a 7-1 win over Spring Lake Park. Last year, Hermes had six goals on a senior-dominated state tournament team.

The Centennial gymnasts concluded their season with a seventh-place finish in the Section 7AA meet on Friday with a score of 123.8 at Forest Lake. The Cougars did take home one nice honor — the section academic award with a team GPA of 3.94, reported coach Tina Pierson, adding that it was their second straight year getting that award. Audrey Noha placed fourth on balance beam with a 9.100 score, missing state by one place. Madison Baker was 14th on vault (8.625) and Noha 17th on floor (8.75).

Celebrating the return of Sara Stapleton to the lineup, the Centennial Cougars beat one of their top conference rivals, Elk River, 67-40 on Friday evening in Elk River.

Stapleton, 6-3 center signed by Wisconsin, saw her fi rst action of the season and scored 10 points. She injured her knee on the fi rst day of practice in November.

“It is nice to see her back out there!” coach Jill Becken exclaimed. “Her minutes are currently limited to eight minutes max per half. Her physical therapist determines her minutes moving forward.”

Stapleton had 987 points through her junior season, so she is three

points short of 1,000, with the next game at home Tuesday against Armstrong (see presspubs.com).

Centennial is 20-4 with 12 straight wins, ranked No. 8, and has wrapped up the conference title in the Northwest Suburban North Division with an 11-0 record and two games remaining.

Taylor McAulay scored 21 points, Grace Johnson 11, Mady Sanders nine and Jody Anderson and Sarah Lavell eight each against Elk River (16-6).

The Cougars also also beat Maple Grove 56-40 and Coon Rapids 67-36 last week. McAulay had 20 points, Lavell 13 and Anderson 11 against Maple Grove (16-6). Thirteen players scored against Coon Rapids (3-17) with McAulay netting 20 and Anderson 15.

Synchro skating team included in music video, eyes nationals

The local adult synchronized skating team “Leather & Laces” performed in a music video recently and is currently prepping for its fifth trip to the U.S Synchronized Skating Championships.

The 15-member group was filmed along with performing musicians in a music video for the song “Break the Steel” by the artist Finesse on Feb. 11 at the Lumberyard Hockey and Sports Center in Stillwater.

The video production team includes Producer Johnny Regep, Director of Photography Christopher Harrison Eldridge and Director Charlie Grant.

“The vision was specifically for a synchronized skating team, rather than an individual skater,” said Shannon Granholm, a veteran skater of Leather & Laces. “The gentlemen told me they discovered our team after seeing a video of one of our performances from earlier this year.”

At the Maplewood Synchro Classic Competition on Dec. 15 at 3M Arena at Mariucci Arena, it was more of an exhibition for them, being the only adult synchronized team in the state.

At the Midwestern Synchronized Skating Championships Feb. 2 in Kalamazoo, Michigan, they competed with seven teams in their division, the top five advancing to nationals.

Leather & Laces advanced to nationals, slated for Plymouth, Michigan, from Feb. 28 to March 2, where they will compete with 13 teams from the Midwest and Pacific areas.

They have gone to nationals in five of their eight years of existence.

Centennial girls hockey was red-hot late in the season. But not enough to get past Maple Grove for a return trip to state.

The top-seeded Crimson turned back the No. 2 Cougars 4-1 at Roseville Ice Arena in the Section 5AA championship game Friday evening.

The Cougars — last year’s state runner-up, but hit hard by graduation — had won eight of their last nine games.

Legislators discuss priority issues with residents

HUGO — Provider tax, University of Minnesota budget, gas tax, light rail, climate change, provisional ballots, the PolyMet mine and marijuana were some of the topics discussed at a listening session hosted by Sen. Roger Chamberlain (R-Lino Lakes) and Rep. Linda Runbeck (R-Circle Pines) on Feb. 9 at Hugo City Hall.

Chamberlain and Runbeck also hosted another listening session for constituents on Valentine's Day at Circle Pines City Hall.

“We want to have a conversation about the things you are thinking about, any questions you may have, issues, anything you want to talk about,” Chamberlain said. Runbeck added, “We want to get your input on various issues,” and invited those in attendance to share what topics they wanted to hear more about.

One resident requested to talk about the University of Minnesota's budget.

“There has been a longstanding group of people who are very unhappy with where the U is and how much money they are spending. Public school admin costs have quadrupled since the mid-’90s, and some of that is going on at the university,” Runbeck said.

“I do know that the U has a $1 billion capital investment fund over the next six years. There are a lot of buildings that they want to do. University presidents are not very keen on making an online university. They want those brand-new buildings.”

Runbeck added, “I think there are good things to be said for the people they are turning out. There is a lot more need these days for apprenticeships, internships ... If all of that infrastructure is in place at the U and these young students are being put in place to do the things they need to do, maybe there is something to be said about that. There is no interest in hacking away at a budget that is doing a lot of good for the students.”

Chamberlain said, “There does need to be reform ... It has to be more effective and efficient. It needs to be more focused on the students' needs and not pumping them in so the professors can get a lot of money for research and then increase the costs for

Another resident wanted to discuss the possibility that Gov. Tim Walz will increase the gas tax and support additional light rail.

“We do not support a gas tax increase. We don't need to increase the gas tax to take care of what we have got. There is always going to be a need, because we are always going to have roads,” Chamberlain said. “Building roads is important, maintaining them is important, but it is not a job program. We can’t afford that. We shouldn't just build a road to keep someone a job. We should build a road and fix a road because it needs to be built or fixed.”

Runbeck said, “Advocates for raising the gas tax are saying $6 billion over next 10 years is the amount of new money needed for the transportation system.

There are some great, big huge projects that need replacement, and replacing all this stuff is very costly. There is more money needed, but the other side of it is what can they can do for less.”

Runbeck explained the I-694 project that was originally estimated to be a billion-dollar project

turned out to be a lot cheaper. “For the sell of about $100-$150 million, they decided to not make and tear down bridges, they narrowed the shoulders, narrowed lanes, they made some accommodations for the fact that we had a need and they could do something about it in an engineering way.”

As for the light rail, Chamberlain said he was not in support of that and that buses are the way to go.

“We need mass transit — it is important — but we have to be smart about what we do. We can't continue to think that trains are the answer to all of our mass transit problems, or we will just go back to horse and buggies,” he said. “Mass transit is a good idea. If we are going to do it, it should be buses. Light rail does not work ...We have to find a way to get people back and forth efficiently.”

Runbeck said the arterial rapid bus transit on Snelling is a good use of money and an attractive form of transportation. “In a given year, Minnesota spends $1.1 billion on the metro transit system (capital expenses and operating expenses) while spending $350 million on our metro highway system.

So, we spend almost twice as much on transit than we do on highways. It will never pay for itself. Maybe we just have to get used to that.”

One resident wanted to have a discussion about the legalization of marijuana and the danger it could pose to drivers. Although Chamberlain said he was in support of medical marijuana, he said he would never support the legalization of the drug for recreational purposes.

“I will never vote to legalize that poison. By making this legal, will it make our roads safer?

The answer is no,” Chamberlain said. “I think it is pure evil to say we are going to legalize a poison and people get sick, die and kill each other, and we are going to use that money to fund state operations.

That is evil, I will not do that.”

Chamberlain wrapped up the session: “We have a lot of issues to deal with here, and we are already spending a lot of money and taxing a lot. We have got to be smart, think about the future and where we are going.”

Hugo City Council at its Dec. 17 meeting. The district also held a public information session on the proposed repairs on Jan. 28 for Hugo residents at City Hall.

“As the drainage authority, it is our responsibility to maintain the public drainage system by state law,” Belfiori said. “Once we get the systems repaired, it is much more cost-effective to do more minor maintenance moving forward rather than a more costly repair. It also provides predictable drainage and stormwater management.”

Under the law, watershed districts are required to provide drainage for agriculture, ensure current and future drainage to support implementation of local land use plans, and ensure long-term predictable drainage and stormwater management for both cities and landowners.

“Predictable drainage is important because of the area’s flat topography and high water table. This area is one of the most rapidly urbanizing parts of the state,” Belfiori explained. “Your city has a very high water table, meaning the groundwater is right at or right below the surface in many places.

Topography is very flat, so water doesn't move off of the land as quickly as some other areas.”

Belfiori noted that planning

for the ditch repair has been a four-year process. A survey and historic review of the public drainage system record was completed in 2015, and a public information meeting and public hearing were held that same year. A draft repair report for the portion of JD3 east of 1-35E was completed in October 2018.

“A small portion of Lino Lakes is contained in this repair. About 90 percent will be in the city of Hugo,” Belfiori explained.

Repairs are needed to the 100-year-old ditch due to the presence of trees and brush along and within the open channel, heavy vegetation in the channel, a variety of obstructions, wetland mitigation areas adjacent to the channel, and development that is in close proximity to the channel.

The repairs will include culvert replacement, ditch cleaning, tree and brush removal, and the removal of dirt (spoil).

The RCWD is proposing to make the repairs in two phases. The fi rst phase will involve the repair of the main trunk east of I-35E and Branch 3 in 2020. The second phase, which is slated for 2023/2024, will include repairs to Branches 1, 2 and 4.

The project will be funded through ad valorem funds, which are based on property values and collected districtwide in

accordance with state statutes. Minnesota Statute 103D.621 requires municipal consent for public drainage system repairs when ad valorem funds are used.

The Lino Lakes City Council unanimously passed a resolution providing consent for RCWD to move forward with repairs for JD3 at its Feb. 11 meeting despite that some councill members’ questions remained unanswered.

City Administrator Jeff Karlson explained that Councilman Dale Stoesz had sent him some questions. Karlson said he reached out to Belfiori to supply the answers but did not hear back from the district administrator before the meeting.

POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • An officer took a theft from motor vehicle report in the 100 block of Century Trail Feb. 5. The investigation is ongoing.

• Officers responded to a three-vehicle crash in the area of Centerville Road and Ash Street Feb. 5. There were no reported injuries, and all vehicles were driven from the scene of the crash.

• Officers responded to a report of a domestic assault at a residence Feb. 5. A 58-year-old male was subsequently arrested for domestic assault and transported to jail.

• An officer received a call of suspicious activity where footprints were found in the caller’s yard in the 500 block of Lois Lane Feb. 6. Extra patrol was requested for the area.

• An officer was dispatched to a theft report in the 800 block of Lake Drive Feb. 6. The officer investigated and cited an adult male for theft.

• Officers stopped a vehicle for a traffic violation in the 900 block of Main Street Feb. 6. The driver was later arrested for second-degree DWI and on an active Washington County warrant.

• A local business employee turned in counterfeit currency to a police officer Feb. 6. The counterfeit note was found on the ground of a parking lot in the 500 block of Lilac Street. The note was forwarded to the local field office of the United States Secret Service for processing and investigation.

• An officer took a report of a property damage accident in which a vehicle struck a light pole in the area of Baldwin Lake Road and Woodridge Lane Feb. 6. The public works department and power company were notified of the damage.

• Officers responded to a call of a verbal domestic between a man and woman who have a child in common Feb. 6. The male was subsequently taken to detox for the evening.

Feb. 7. Emergency personnel arrived and extricated one driver with possible injuries, who was transported by ambulance to an area hospital. No other occupants were transported by ambulance. Lino Lakes police and the State Patrol investigated the crash, which was a result of icy road conditions.

• Officers responded to a radio call of a plow truck on fi re in the 6900 block of Lake Drive Feb. 7. Officers arrived and found the vehicle was unoccupied and fully engulfed in fi re. Officers then assisted the fi re division in extinguishing the fi re upon their arrival.

• An officer responded to a complaint of snow knocked over on a resident’s driveway in the 1100 block of Main Street Feb. 8. The officer left a message for the complainant after receiving no answer.

• A community service officer received a report that someone had altered street signs in the 700 block of Main Street Feb. 8. The Anoka County Highway Department was advised of the incident in order to have it corrected.

• An officer received a call reporting a failure to pay for fuel at a gas station in the 7000 block of 21st Avenue Feb. 9. After investigating, the officer determined the vehicle involved was stolen.

• An officer stopped a vehicle for multiple lane violations in the 1900 block of I-35W Feb. 9. The 35-year-old male was subsequently arrested and booked into the Anoka County Jail for thirddegree DWI and an open bottle violation.

• Officers responded to a personal injury accident involving two vehicles in the area of Hodgson Road and Ware Road Feb. 10. One driver was transported by ambulance to a local hospital, and both vehicles were towed from the scene.

•An officer responded to a report of damage caused by a snowmobile in the 70 block of Lilac Street Feb. 10. The investigation is ongoing.

• An officer stopped to check on a bus in the ditch in the area of 12th Avenue and Birch Street Feb. 7. The officer stood by until the bus was removed from the ditch.

• Officers observed a vehicle without its lights on in the 9100 block of South Highway Drive in Lexington Feb. 7. The vehicle was stopped, and the driver was subsequently cited for driving after cancellation inimical to public safety.

• Officers were dispatched to a vehicle fi re in the 300 block of Heritage Trail in Circle Pines Feb. 8.

The Centennial Fire District was able to put out the fi re without incident.

• A business on South Pine Drive in Circle Pines turned in a counterfeit bill Feb. 8.

• Police were dispatched to Circle Pines Feb. 10 on report of a suicidal female. With the help of a Blaine Police Department K-9, police were able to locate the female. They determined that she was not suicidal.

• Officers conducted a traffic stop for expired registration in the area of Griggs Avenue and Restwood Road in Lexington Feb. 11. Upon talking to the driver, police located drug paraphernalia in plain view and subsequently searched the vehicle and found open containers.

PUBLIC SAFETY BRIEF Blaine man appears in court on murder charge Matthew Lynn Jansen, 44, of Blaine, appeared in court for the first time Feb. 11. Bail was set at $1 million after he allegedly admitted to murdering his wife, Mary Jo Jansen, 46.

According to police, at 9:44 p.m. Feb. 8, the Blaine Police Department (BPD) responded to the 2700 block of 95th Avenue

NE after Jansen telephoned 911 to say he had murdered his wife. According to the criminal complaint, police entered the home and found Mary Jo laying on the floor of an upstairs bedroom. She appeared to have a gunshot wound to her head or neck area. Officers also found two spent .44 cartridges and what appeared to be bullet defects in a wall.

We currently use their cash management services for our daily operations and investments. PFM provides investment services and management to 320 Minnesota school districts and local government investors with approximately $2.7 billion in total assets. The Executive Director of Business Services recommended that the board approve the appointment of PFM Asset Management/MSDLAF+ to manage investments of the funds generated by the bond approved on November 6, 2018.

RESOURCE MANAGEMENT 5.1 Resolution Ratifying Bond Sale RESOLUTION RELATING TO $20,955,000 GENERAL OBLIGATION SCHOOL BUILDING BONDS, SERIES 2019A: RATIFYING THE AWARD OF SALE, PRESCRIBING THE FORM AND DETAILS AND PROVIDING FOR THE PAYMENT THEREOF Springsted and Baird negotiated the sale of general obligation school building bonds, series 2019A on January 8th, 2019. We had an advantageous sale environment which generated a lower true interest cost of 3.22% versus the 3.63% projection in the review and comment. This resulted in savings of $3,650,276 in principal and interest payments over the life of the bond and maximized the deposit to the project fund. The Executive Director of Business Services recommended approval of the Resolution Relating to $20,955,000 General Obligation School Building Bonds, Series 2019A; Ratifying the Award of Sale, Prescribing the Form and Details and Providing for the Payment Thereof. Motion by Culp, seconded by Wilson to approve the Resolution Relating to $20,955,000 General Obligation School Building Bonds, Series 2019A; Ratifying the Award of Sale, Prescribing the Form and Details and Providing for the Payment Thereof. Roll Call Vote – Ayes: Culp, Bettinger, Guthmueller, Knisely, Wilson. Nays: None. Motion carried unanimously. 5.2 Amendment to Existing Nexus Agreement - The District worked with Nexus to draft amendments to the existing contracts for the upcoming construction projects. Nexus has partnered with the District on the past several construction projects and were a partner for the planning of our new construction project. The amendment changes incorporate the new project and update language provisions. The District attorney has reviewed the amendments proposed. The Executive Director of Business Services recommended approval of the contract amendments AIA, B101, B144 and the Master Agreement with Nexus Solutions, LLC. Motion by Bettinger, seconded by Knisely to approve the contract amendments AIA, B101, B144 and the Master Agreement with Nexus Solutions. particularly struck close to home, as he grew up in the Circle Pines and Lino Lakes area.

Clinton Nicholson, 26, explained, “My whole life was a textbook that would lead me to addiction. I felt rejection, abandonment, (and that) no one really cared about me.”

On Nicholson's fifth birthday, his mother told him they were going to go buy some new tennis shoes for his birthday. He had no idea that for the next six months, he would be waiting for his mother to come back to get him.

As he grew up, Nicholson jumped around in the foster care system. At the age of 8, he started smoking weed. A year later he was adopted by a family in the Quad area. By the time he turned 13, smoking weed was a regular activity.

At the age of 14, Nicholson was habitually fighting with his family and made the decision to move out on his own. “I was so hurt by everything that had happened in my life, I refused to ask for help,” he said.

“I turned to the one thing I knew how to do, and that was smoking weed. The only way I could support myself at 14 was to sell weed, so I went from smoking

weed to selling weed, from being addicted to drugs to being addicted to selling drugs.”

Soon the weed turned into stronger drugs such as cocaine and opiates. A month after he turned 18, Nicholson was caught with 5.5 grams of cocaine and ended up spending six months in jail. When he got out, he said, “I did the only thing I knew how: I went right back into that life of selling and doing drugs.”

When he was 19, Nicholson had everything he wanted — or so he thought. One day when he left the house he was renting in Centerville to grab some pizza, a group of seven guys invaded his home, stole all of his drugs and money and beat up a couple of his buddies that were staying with him.

At the age of 20 he got caught selling again and spent two years in prison. After he was released, he went right back to his old ways.

By the age of 23, his addiction was getting worse and he found heroin. He got caught selling drugs and was sent to jail. The very next day, his sister overdosed.

For six months, he was the main suspect in the thirddegree murder case of his own sister, as the police thought he was the one who sold his sister the drugs.

Although he was cleared of that charge six months later, the damage to his relationship with his family was irreparable.

A year later, Nicholson — caught with 10 grams of meth — was looking at eight years in prison.

He was then given the opportunity to enroll in the Teen Challenge program. “I thought it could end up changing my life, and I didn't want my parents to have to bury another kid,” he explained.

Nicholson has now been sober for a year and is four months into the Teen Challenge program.

Over the past 12 years, KTT has led over 12,000 presentations in over 160 schools and has connected with over 400,000 students. The presenters share stories of their personal struggles with addiction and provide information about the four most common gateway drugs used right now, which include vapes and
