Looking at Ash Wednesday as churches prepare for Lent

This Wednesday, you may see some people donning black, cross-shaped smudges on their foreheads while going about their day. That’s because Feb. 26 is Ash Wednesday, which marks the beginning of Lent, a solemn season some Christians observe in the six weeks leading up to Easter.

Not all Christians observe Lent or practice the ashen cross ritual. In the U.S., Lent and Ash Wednesday are traditionally observed by Catholics, Episcopalians, Lutherans, Methodists and Presbyterians.

The six weeks of Lent correspond to the 40 days

LINO LAKES — Despite concerns about drainage impacts and the lack of a park as well as property-specific concerns, the Planning and Zoning Board decided to recommend that the City Council approve two actions in favor of the 69-lot development known as Nadeau Acres.

The Planning and Zoning Board voted 2-1 (Commissioners Michael Root and Perry Laden voted in favor and Commissioner Sue Peacock against; Paul Tralle and Neil Evenson were absent) Feb. 12 to recommend approval of a preliminary plat and a proposed rezoning from R, rural to R-1, single-family residential.

BL Holdings LLC, the developer, is proposing the development, which is located north of Birch Street (CSAH 34) and west of 20th Avenue (CSAH 54) across from the NorthPointe development.

It contains two parcels totaling approximately 33 gross acres. The land is owned by Pierre and William Nadeau. The development is proposed to occur in two phases; the first phase would include 36 lots and the second phase, 33 lots.

Laden requested more information on the neighborhood park. City Planner Katie Larsen explained that a park is not proposed with this development, but a future park is proposed to be centrally located between 20th Avenue and Centerville Road. For now, the closest park to Nadeau Acres would be in NorthPointe.

Root said, “I have a concern that the residents are paying for the park dedication fees and there will be no park available for who knows how long into the future.”

ASH WEDNESDAY: ‘Good reminder our mortality’ FROM PAGE 1

Jesus is said to have spent fasting in the Judaean Desert after his baptism.

It is traditionally a time of penance, prayer and abstinence, making it a stark contrast to the joyous celebrations of Easter Sunday.

In some Christian denominations, people will commit to giving up certain pleasures or luxuries, such as social media or alcohol, or add a spiritual discipline, such as daily devotional readings, for the duration of Lent. In the Catholic Church, every person 14 years or older is asked to abstain from meat on Ash Wednesday and all the Fridays of Lent.

The ashes used in Ash Wednesday services often come from the burning of palms blessed during the previous year’s Palm Sunday, the day before Easter, which marks Jesus’ arrival in Jerusalem prior to his crucifi xion.

In the Bible, worshippers welcomed Jesus into the city by waving palm fronds as he rode in on a donkey.

Today, churchgoers carry palms in commemoration. Those palms are later burned and their ashes stored for the next year’s Ash Wednesday service, when they are usually mixed with either Holy Water or oil.

The imposition of ashes each Ash Wednesday reflects the solemnity of the season. As clergy members mark congregants’ foreheads with the ashes, they will often say, “Remember that you are dust, and to dust you shall return,” a verse from the biblical Book of Genesis, when God banishes Adam and Eve from the Garden of Eden.

Joann Thompson, of White Bear Lake, said that Lent is among her favorite times of the year, and that verse in particular “always proves meaningful” for her during each year’s Ash Wednesday service.

“I think it’s a good reminder of our mortality,” she said. “Hearing ‘from dust you are and to dust you will return’ is very impactful to me. It reminds me that I’m here because a

creator god chose to bring humanity into being.”

Thompson also said that she has found increasingly more meaning in the rituals of Ash Wednesday as she ages.

“It’s also a reminder of the circle of life, especially as I get older and I

start to experience the ends of lives of those people who are close to me,” she said. “It’s a reminder that we are forever held by a god who created us, knows us and loves us. I like the imposition of ashes because of that very reason.”

Voters throughout the state have been casting their ballots since absentee voting for the Presidential Nomination Primary opened Jan. 17. The primary will help determine both the Democratic and Republican party candidates for the November general election.

To participate, voters must choose between a Democratic and Republican ballot.

As of Feb. 21, at least 70,338

total absentee ballots have been requested, including 60,503 Democratic and 9,811 Republican ballots.

Of the absentee ballots that have been returned and accepted, 36,726 total accepted ballots, including 30,932 Democratic and 5,787 Republican ballots.

Minnesota voters since 2014 have had the option of vote from home, or “no-excuse absentee” voting. All county

election offices throughout the state also offer in-person absentee voting, commonly referred to as “early voting.”

Since 2014, Minnesota voters have increasingly used vote from home and early in-person voting to cast their ballots.

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its Feb. 12 meeting: • Heard from Councilman Dean Goldberg, who announced that the city of Circle Pines will have a variety of events leading up to Census Day April 1.

• Heard from Councilman Matt Percy, who thanked residents for voting in the Feb. 11 special election and encouraged them to participate in the presidential primary March 3.

• Heard from Mayor Dave Bartholomay, who said he has already been to the new restaurant Creamery Crossing three times since it opened earlier this month. He announced that the Centennial Area Education Foundation (CAEF) gala will be April 4 and the rotary Chain of Giving event will be March 21.

• Announced that Centennial Lakes Police Chief James Coan plans to retire this spring or summer.

Bartholomay explained that the police governing board has hired Baker Tilly to help with the search/selection process for the next chief.

Percy wanted to know whether the search would be limited to the state or be open to the entire nation. City Administrator Patrick Antonen said the search would primarily focus on the Midwest.

“The Twin Cities area is a very desirable area to work, so I think you are going to get a lot of interest. CLPD is a great department and has a great reputation. I don't foresee any problems getting a lot of qualified applicants. I think it is going to be a great search,” he said.

Goldberg added, “He will be missed. He did a great job. The forces run really well and that common leadership style of his is phenomenal.”

• Awarded the bid for the 2020 street reconstruction project to low bidder Kuechle Underground for $4,034,754 ($3,956,732 base bid and $78,022 for the alternate). The proposed improvements

include full public utility replacement and street replacement along Center Road (between Crossway Drive and North Road), Stardust Boulevard (200 feet west of Aurora Lane to 150 feet west of Center Road), Moonlite Drive, Aurora Lane and North Star Lane.

The project also includes pavement reclamation and spot curb and gutter replacement along Civic Heights Drive (just west of Shady Way to Pine Drive), Pine Drive (from South Drive to Lake Drive) and Shepherd Court. Civic Heights Circle will also be reclaimed and repaved (as the alternate bid). It is anticipated that the project would begin construction in May and be substantially complete in late October.

Goldberg asked if Kuechle Underground would be open to repaving customers’ driveways. City Engineer Eric Eckman explained that Kuechle is not a paving contractor. If residents are interested in getting their driveways replaced, they will need to contact another contractor and keep the street project timing in mind.

Ice house removal deadline approaches

The ice fi shing season is coming to a close, which means if you currently have an ice house on a Minnesota lake, it’s almost time to remove it.

The Minnesota Department of Natural Resources (DNR) is reminding anglers to make plans to remove their shelters from state lakes and waterways. Shelters must be removed from inland waters in the southern two-thirds of

Minnesota by midnight on March 2 and from inland waters in the northern one-third by midnight on March 16.

Ice fi shing shelters cannot be left unattended on the ice past these removal dates. Afterward, shelters may remain on the ice between midnight and one hour before sunrise only if occupied or attended.

According to the DNR, if shelters are not removed, owners will be prosecuted.

Conservation officers

may confi scate, remove or destroy any ice shelter and its contents if left on the ice after the deadline. Storing or leaving shelters on a public access is prohibited.

The DNR is also reminding anglers removing ice houses to take their trash with them, as litter left behind can negatively impact water quality once the ice melts.

“People need to clean up after themselves when they head home.

The only thing they

should leave is an imprint in the snow or ice,” Rodmen Smith, director of the DNR Enforcement Division, said in a statement.

“The majority of people do things right, but unfortunately there’s a subset of people who leave a mess on the ice and count on someone else to clean up after them.”

Cigarette butts, blocking material, propane canisters and fi sh carcasses are among the items most commonly left behind,

along with cans, bottles and bags—sometimes fi lled with human waste. Once the ice melts, it all lands in the water.

Conservation officers can sometimes anticipate trouble spots, as they spend the winter monitoring lakes, and they also rely on complaints from other ice fi shers.

“Leaving trash on the ice isn’t a mistake or an oversight—the people who litter make a conscious decision to do it,” Smith said.

“They take advantage of the fact that the majority of people care about our lakes and will clean up trash, even if it isn’t theirs.”

PUBLIC SAFETY BRIEF At approximately 5:30 a.m. Monday, Feb. 17, Blaine police officers were called to the Walmart store on Ulysses Street NE on a report that a suspicious male was seen wandering through the parking lot looking into vehicles. Officers learned the vehicle the male was seen driving was stolen.

As officers arrived, they observed the suspect vehicle leaving the scene. Officers attempted to stop the vehicle; however, the suspect fled toward Highway 65. A Blaine officer conducted a pursuit intervention technique (PIT) maneuver to end the pursuit and the vehicle rolled over into the ditch. The three occupants in the vehicle were transported to local hospitals with minor injuries. The case is currently under investigation.

A new decade

uring the past 10 years we have seen changes I would never have expected. The following are a number of items that come to mind. I’m sure the next decade will see technology advancing again, changing our daily lives.

Smart phones got smarter, and I didn’t keep up like my children. Families can know instantly where every member is located geographically.

Flip phones are coming back.

Cameras can monitor your home, workplace, car, boat and vacation property. They can monitor temperatures, open and close garage doors, unlock doors and turn lights off and on.

Cars have become so sophisticated that drivers have to take hours of instruction at the dealer to learn about all the instruments and benefits. Some auto manufacturers have begun simplifying the technology.

Credit cards and electronic pay services have almost made cash unnecessary. cabins have reduced About the theAirplane size of the seats. Some airlines have begun to nickel and Town dime for everything from seat Gene Johnson selection to carry on bags.

The growth of service animals with airline passengers may result in making the last rows into a kennel area.

More and more restaurants have stopped taking reservations to avoid having open tables. Hamburgers without beef have arrived with vegetable alternatives and are surprisingly tasty.

In the last decade we have seen grocery stores expand their deli sections with prepared foods. Restaurants now provide a multitude of take-out menus.

Local breweries grew rapidly all over the country, even in small towns. Event centers are used for weddings and funerals. Some funeral homes feature bars for celebrations of life.

The use of opioids has reached a crisis in the country which affects all ages. Addiction can happen in as little as five days.

College and university tuition has increased faster than family incomes, which in part has ballooned the college debt. We have to recognize the value of the vocational schools, which provide training for our service occupations.

Not everyone needs a liberal arts degree.

Health and medical services have advanced due to research programs by medical institutions, drug companies and our universities. On the other hand, medical insurance costs and drug costs have soared. Outpatient surgery centers are eliminating expensive hospital care. Health organizations and insurance companies are looking more to the bottom line and placing less emphasis on the patients. Marijuana and CBD are now marketed publicly. Vaping is resulting in increased lung disease.

We are in a serious time of labor shortages, which is starting to curtail business and manufacturing growth.

The internet has had a major impact on news services. This is a threat to our democracy and flow of accurate news and information.

Amazon and online retailers have also had a negative effect on traditional retail business, malls and all types of brick and mortar stores.

Electric cars have been accepted, and batteries now provide 500 or more miles between charges. This could soon put the combustion engine in second place.

World trade agreements could very well be the next major benefit for our economy from agriculture to manufacturing.

The list goes on and on. The last decade has clearly demonstrated a rapid increase in knowledge. Perhaps this is the best time in history to be alive.

Lent starts on Wednesday

eb. 26 is Ash Wednesday, marking the beginning of Lent. The observance ends Thursday, April 9 on Holy Thursday. Lent is a Christian ritual representing the 40 days Jesus spent fasting in the wilderness.

Lent is a time when catholic Christians give up something — a sacrifice. Many abstain from eating meat on Ash Wednesday and Fridays. Some also give up things like sugar, alcohol, or something that means a lot to them.

A research fi rm to the restaurant industry found that 24% of people who eat out observe Lent. Seafood sales also jump up 20% as well. From restaurant menus to school lunches, it is normal to see fish or vegetarian offerings on Fridays. Think of fish frys on Fridays and tuna melts or fish sticks in school lunch programs.

Even if you don’t observe or celebrate Lent, trying some new recipes with fish or seafood is a win.

If you’re not a fan of salmon, you can Wild substitute crab meat or tuna.

Modern Salmon Hot dish 3 cups wide egg noodles, partially Lisa Erickson cooked 1/4 cup butter 1/2 cup celery, sliced 1/2 red bell pepper, diced 1 carrot, sliced 1/2 cup button mushrooms, sliced 1/2 onion, diced 1/4 cup flour 1/2 tsp each salt and ground black pepper 2 ½ cups whole milk 1 Tbsp mild Dijon mustard

1. Preheat oven to 375 degrees. Spray a 2-quart baking dish with cooking oil and set aside.

2. Cook the noodles according to package directions, removing 3-4 minutes before recommended cook time is finished. Drain, and set aside.

3. Melt butter in a large skillet over medium heat.

Add celery, bell pepper, carrots, mushrooms and onion. Cook until vegetables are tender; about 5 minutes.

4. Stir in flour, salt and pepper. Slowly add milk and cook, stirring constantly until thick and bubbly. Stir in Dijon mustard. Remove from heat and add salmon, peas, noodles and cheddar cheese, reserving ½ cup for the top. Pour mixture into the prepared dish.

5. In a small bowl, combine panko, Parmesan cheese, smoked paprika and melted butter in a small bowl. Sprinkle remaining cheddar over the top of the hot dish. Sprinkle the panko/cheese mixture over the cheddar cheese.

6. Bake casserole for 30 minutes, uncovered, or until heated through and the top is golden brown. Sprinkle with parsley and serve.

M Health Fairview EMS announces expansion to Lino Lakes area

M Health Fairview Emergency Medical Services officially announced Feb. 18 that has plans to expand later this year.

Beginning June 1, M Health Fairview EMS will take on 911 responses and interfacility transports in the areas of Lino Lakes, Forest Lake, Hugo, Wyoming and surrounding townships.

Fairview currently holds the primary service area license for this area and has been contracting out service to North Memorial EMS. M Health Fairview is the newly expanded collaboration between the University of Minnesota, University of Minnesota Physicians and Fairview Health Services.

“We are eager to bring the great care and service we are known for to this area,” said Tom Edminson, Chief of M Health Fairview EMS. “By

integrating our excellent interfacility transport capability with our M Health Fairview clinics and hospitals in this area, we will have the opportunity to improve continuity of care for our patients.”

M Health Fairview EMS currently covers West St. Paul, South St. Paul, Inver Grove Heights, Lilydale, Mendota, Mendota Heights, Eagan, Rosemount, Coates and Sunfish Lake. Jesse Bentrup was elected the new Centennial Area Education Foundation (CAEF) president on Jan. 23. He has been a resident since 2017 and is a business owner in the Centennial area. He has a background in sales, marketing and finance. Through his personal and business relationships, Bentrup has been able to work with CAEF, the Chain of Lakes Rotary Club and the Lino Lakes YMCA to support the community.

Fete des Lacs logo contest For the second year, Centerville Parks and Recreation Committee will sponsor an art contest to design the 2020 Fete des Lacs logo. This year, the fi rst-place winner at both Centerville Elementary and Centennial Middle School will receive $125.

The second-place winners at both schools will receive $50. The winning logos will be used to promote Fete des Lacs and featured on the festival’s annual 5K/8K run T-shirts.

Art entries should be submitted through the student’s school art program in a JPEG or PDF format. The art should take full advantage of color and be displayed in a 6-inch circle on letter-size paper. The logos should feature symbols that are representative of both Centerville and this year's festival theme, “Makin' Waves.” Entries are due to the city of Centerville April 1. Senate Republicans announced a multifaceted plan to return Minnesota’s budget surplus to taxpayers Feb. 20.

The senate Republican tax plan emphasizes putting money back

in the pockets of families and individuals, particularly middle-income and low-income earners, so they have more security, freedom and flexibility to chase their dreams.

The Get Your Billion Back plan is built upon a package of tax cuts worth more than $1 billion, which will ease the burden for every single Minnesota taxpayer. The plan calls for reducing the bottom income tax rate, completely eliminating taxes on Social Security income, expanding the K-12 income tax credit and more.

“It is time to get your billion back, Minnesota,” said Sen. Roger Chamberlain, chairman of the Senate Tax Committee. “I have met so many people who have told me what a little extra money in their pocket would mean. For some, it will be easier

to afford child care, groceries or medical bills. For others, it means being able to go to a Wild game, a concert or a long-overdue date night. It’s about security and flexibility for Minnesotans and their families; it’s about giving people the freedom to create their own opportunities and follow their dreams.”

The plan includes: • Expanding the K-12 Education Tax Credit • Eliminating the tax on Social Security income • Fully conforming to Section 179 of the federal tax code • Reforming school equalization aid • Reallocating more mortgage and deed tax revenue to affordable housing programs • Reforms and reductions to charitable gaming rules

Centennial mat season ends; 3 Cougars place third at section

Centennial’s wrestling season ended at the Section 4AAA individuals tournament on Saturday as the Cougars had no state qualifiers, with three members placing third. The top two advance.

Placing third were junior Jonah Hylton (25-10), who was 3-1 with three pins at 152 pounds; senior Isaiah Bettinger (23-6), who was 3-1 at 170 pounds; and sophomore Cameron Bettinger (10-14), who

was 2-1 with two pins at 195 pounds.

Audrey Noha Centennial Gymnast Audrey Noha, Centennial junior gymnast, competed in all-around at the state meet Saturday. She qualified at Section 7AA the week before, scoring 36.65 for second place in all-around while taking third on bars (9.25), fifth on vault (8.65), sixth on floor (9.125) and 10th on beam (8.975). Noha was not as sharp at state, scoring 35.5750 for 23rd place all-around. Her top event finish was 21st in vault with 9.4125. For her season performance, Noha made all-state on vault and bars and honorable mention in other events.

concerns with the commission and asked questions about the proposal during a public hearing. Christa Weber, who lives on 20th Avenue, was first up to the mike. She said that as the plans are drawn right now, it would require the relocation of her driveway. She had concerns about the driveway.

“We have some real concerns about the driveway because our intention when we bought this house was to build a shed. If the driveway has to be relocated, the driveway will actually go behind our house and we won't be able to build a shed. I don't think it is reasonable to make our driveway go behind our house.”

Larsen, the city planner, explained that the design for the driveway had not yet been finalized but confirmed that it will need to be relocated due to the proposed intersection.

Weber also warned that residents of the development who plan to use the park in NorthPointe will need to cross a busy road. “We on a regular basis have tried to cross 20th, and it's extremely dangerous. We tend to end up driving because people drive fast,” she said.

Resident Jim Nelson, who lives on 20th Avenue, read a speech he had prepared for the commissioners.

“We have lived here since 1987. We moved out here for the quiet privacy that my land currently provides.

Developing this property to the south of me is destroying what I like the most about living here,” Nelson said. “Now I get to look out my windows to the south and see nothing but berms and houses ... it looks like the traffic headed north will shine right in my upstairs bedroom.”

He added, “I really don't understand this process. Why, before developers spend thousands or tens of thousands

of dollars on these projects, aren't the adjacent property owners informed and allowed to have a private meeting with city staff to share concerns and issues before the developer commits a lot of money to the design? It is really sad to see the people who have lived next to the property and paid taxes for years have virtually no say on what goes on with these developments ...”

Larsen explained that in addition to the notice of the public hearing in the newspaper, letters were also sent out to residents who live within 600 feet of the proposed development.

She added that even though the city strongly encourages developers to host neighborhood meetings, they are not required to do so.

Larry Olson, of BL Holdings LLC, said they had not held any neighborhood meetings, but he did have some phone conversations with some of the neighbors.

Laden said, “This is a pretty large development and will affect a lot of people. I would encourage developers, whenever they do a project, to have an open house or meeting. I'm not sure why a developer would be opposed to doing that.”

Olson said he would keep that in mind for future projects in the city.

David Vickers, who lives on Centerville Road, owns the farm on the west side of the Nadeaus’ property.

He said he has concerns with how drainage from the development would affect his property.

“The plan is for runoff water to spill into the ditch that is on our farm. In order for that water to spill into our ditch, it has to go across our land. The ditch is private from our farm all the way to 20th,” Vickers said. “With the drainage of the water off of the project, who will maintain the area of the ditch where the water is going to spill from the project into our ditch and the access

Julie McNeely, a resident on 20th Avenue, is also concerned about drainage.

“The largest concern that I have is when you look at the water here, this is not a puddle. That is a lot of water,” she explained. “My concern is when I see almost 30,000 square feet of fill that is going to fill these wet areas, that is like putting a cork on the north side of my property and I have grave concerns

about where that water is going to go.”

McNeely is worried that excess water from the development may damage her perennials, pollinator-friendly plantings and fruit trees.

The City Council will consider the project’s preliminary plat and rezoning at its March 9 meeting.

BUS DRIVERS: Stop and say ‘thank you’ to bus drivers and provide food and beverages to bus drivers. The I-35W bridge in Minneapolis will also be lit yellow in recognition of school bus drivers on the evening of Feb. 26.

The Minnesota School Bus Operators Association (MSBOA) and the Minnesota Association of Pupil Transportation (MAPT) teamed up to create School Bus Driver Appreciation Day in Minnesota to encourage school leaders, parents and students to celebrate the profession, which is often overlooked.

JoAnne Urban, 43 years JoAnne Urban, 73, has driven a school bus since her 20s. Back in 1977, Urban was working in the field of cosmetology, but when her kids started going to school she noticed there was an opening for bus drivers.

“I love to drive, and I've driven everything. We lived on a truck farm, so I've driven tractors, trucks and everything else ... even had a team of horses when I was a little kid,” she recalled. “I was doing both jobs for a while, but then I just stuck with it.”

Urban made $3 an hour when she first became a bus driver.

Three things make the job enjoyable for Urban — the kids, the driving and the people she works with. Her only complaint about the job is all the paperwork involved.

“They have so much more training now than we ever did. We just went out and got our license; you either passed or didn't. There's so much paperwork now compared to before,” she said.

Jean Jensen, 39 years Jean Jensen, age 57, became a bus driver when she was just 18 years old. She was in the market for a part-time job and happened to live right across from Rehbein.

“I didn't know I wanted to do that, but my dad was a bus driver, okay, so it must have been in my blood,” she said.

Jensen likes the job because of its flexibility and, of course, the children. When her kids were young,

“It's a good part-time job. It's mostly for college kids or seniors that have retired ... It is good money for part-time,” she said.

Bill Blaylock, 35 years Former Lino Lakes (now Coon Rapids) resident Bill Blaylock, 60, started the job while he was in school to pursue a degree in English.

“I grew up around here, and if you went to school on a bus you went in a Rehbein bus,” he said. “I was going to school at the time and it's a good part-time job for a guy in school.”

He enjoys the job because “the kids say the darndest things.” He added, “You also see a broad variety of mankind. It is good for people-watching.”

The one thing Blaylock does not like about the job is getting onto a cold bus. He said the company is usually really good about warming up the buses when it is freezing, but if it is “sort of cold” the drivers are on their own and have to wait for the bus to heat up.

College students should consider the job, Blaylock said, because it is a great way to make pretty good money and start chipping away at your student loans.

Area departments respond to help Becker The Lino Lakes Public Safety Department and the Lexington Fire Department made the trip to Becker Feb. 19 to assist other departments with a fire at the Northern Metal Recycling Plant.

POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • Officers responded to a robbery alarm from a business in the 7900 block of Lake Drive Feb. 11. Officers obtained suspect information and were later able to locate and arrest multiple suspects. The suspects were transported to jail. • Officers were dispatched to a business in the 600 block of Apollo Drive Feb. 11 on a report of shoplifting. Officers located and arrested the suspect and brought the suspect to jail. • An officer was requested to assist a neighboring agency with a medical call at Running Aces Feb. 13. The patient refused to be transported to the hospital.

• An officer responded to a vandalism report at a residence in the 6600 block of Timberwolf Trail Feb. 13. Police spoke with the property owner about the incident. • An officer received a phone call from a resident in the 600 block of Town Center Parkway Feb. 15. The man wanted to know where his old neighbor was living, and the officer advised the male the police did not have that information. • Officers responded to a possible kidnapping in the 600 block of Town Center Parkway Feb. 16. Officers gathered information, and with the help of other agencies, tracked down the suspect and possible victim. The investigation is ongoing and has been referred to another agency.
