Lyngblomsten proposal moves forward to council

LINO LAKES — Following 20 years of proposals for development on the corner of County Road J and Hodgson Road, one proposal is getting a bit closer to being shovelready.

The Planning and Zoning Commission discussed a proposal from Lyngblomsten, a senior care provider with an existing campus in St. Paul, at its Feb. 13 meeting.

Last May, Lyngblomsten presented its concept plan to the City Council for a senior living campus on the 20-acre site located in

the northwest quadrant of Hodgson Road and County Road J/Ash Street. After a lot of discussion at the city staff level and advisory boards and input from the neighbors, the concept has been refined.

Lyngblomsten has submitted a land use application (for Phase I) for rezoning, planned unit development (PUD) development stage plan, preliminary plat and site plan review for the development of a senior living community, future restaurant and future commercial building. The development of the site is guided by the council's adopted (2007) master plan for the area.

LINO LAKES — American Legion Post 566, HammerHeart Brewing Company, Bill's Gun Shop and the Centerville Lions Ice Fishing Contest were just some of the many destinations two young Norwegians visited while in town.

“We had a couple of things we wanted to do.

In Norway, pickups are really, really expensive.

We both like cars, so we wanted to see pickups, we wanted some fried chicken, we wanted to try ranch dressing and to go to a gun store,” explained Stian Alexander Fredheim. The men checked off all those items and more in one day.

Fredheim, 20, and Roar Hoveland, 18, are members of Norway's Heimevernsungdommen, or Home Guard Youth (HVU), a voluntary organization for boys and girls ages 16-21. HVU members wear uniforms and have a syllabus based upon the proven morale-building techniques and activities of the military way of life.

As members of HVU, both Fredheim and Hoveland were selected to participate in the 46th annual Norwegian Reciprocal Troop Exchange (NOREX) at Camp Ripley, near Little Falls, for two weeks in February. The exchange was founded to reinforce the positive working relationships between Allied services and to highlight the strong lineage many Minnesotans share with the Scandinavian culture.

Quartet of sisters enjoy each other’s company

The Langmead sisters have tried it all —gymnastics, ice skating, soccer, swimming. But nothing has called to them the way dance does.

Centennial High School senior Arcadia, sophomore Huyana, eighthgrader Jade and third-grader Indigo each started dance lessons at the age of 4, but the love of the sport was sparked much earlier.

“When I had Arcadia,” the girls’ mother, Sara, explained, “I was teaching classical piano at Pennsylvania University. One of the things I put together was a huge performance of faculty professors in dance and music. At that point Arcadia was 2 and Huyana was an infant. Arcadia would sit with me during these rehearsals out of necessity, but then we found out she would just sit there and watch, and she was enthralled.”

In 2014, after their home studio Dance Moves in Circle Pines closed its doors, the family discovered Out on a Limb Dance Theater Company in Falcon Heights. There, the four girls are a part of Performing Arts Ensemble. The pre-professional training program allows dancers to learn about all kinds of dance including ballet, tap, jazz, contemporary, musical/dance theater, hip-hop, pointe, improvisation, break dancing and stage acrobatics.

It’s not a rare occurrence for siblings to dance together at Out on a Limb, according to Artistic Director Kim Martinez, who described the Langmeads as being “little clones of each other.”

“Dance should be within everyone's reach. That is a very loving and kind statement meaning that it doesn't matter your body type or your skill level ... what matters is the acceptance of everyone. I think that is why we all feel like a giant family here,” Martinez explained. “A family system is a support system. Because we are not a competitive studio, we chose to put our resources into building productions rather than bringing home trophies.

It is not that they don't inspire each other to go beyond and get better, but that offers an opportunity that makes bigger space for support.”

All four of the sisters have a role in Out on a Limb's upcoming production, “For the Love of Will.”

The production, which features around 80 dancers, is an accessible, thought-provoking dance theater presentation that uses nine of Shakespeare’s sonnets, interpreted

by Devon Glover — also known as “the Sonnet Man” — who passionately recites Shakespeare over hip-hop beats.

The show tells the story of a modern couple in love. But that love, like their lives, is occasionally disrupted by the impacts of technology.

“Whereas a different company might assess dancers for their level and you might see a production that is all of a certain level, Kim creates these scenes where younger dancers are dancing with older dancers and they are completely inspired. Then the older dancers have to learn how to bring up this younger generation.

It is never about who is the best, who has the better skill, it is what can we do to make an amazing production,” Sara explained. “It is truly a brilliant production when the kids come together. They learn these life skills: cooperation, tolerance, communication.”

Jade said that is her favorite part about the show, its inclusiveness. “At our old studio, you danced with your level and you didn't get to see any of the other pieces until the actual show or dress rehearsal,” she said. “I like that you get to see everybody here in classes and it is really inclusive. Everybody

As an apprentice, or a junior company member, Arcadia said she has especially enjoyed this show because she has learned more about choreography and teaching other dancers.

Huyana said she really likes the show because “it is a way of emoting the way I feel versus just doing it in class,” she said. “I can express myself with my dance, with the technique that I have learned in classes.”

Indigo said the countless hours of classes and rehearsals have become pretty routine. “It is really natural to just come and dance every week because you do it every week, all week, go home, get ready, eat dinner and then you just go dance.”

The girls’ father, Jeff, noted in an email, “The late great Mary Ann Cahill taught us that 'the heart has its own reasons,' and by embracing this ideal, we have learned to accept the ferocious and freeing chaos that accompanies four wildly individual yet strikingly similar daughters.”

Area bus drivers love what they do

LINO LAKES — A newbie and veteran school bus driver have two things in common — they love what they do and the company they keep.

Lino Lakes residents Julie Packer and George Erickson both work for Rehbein Transit Inc. They are just two of the many school bus drivers who will be recognized Feb. 27, which Gov. Tim Walz proclaimed as School Bus Driver Appreciation Day. “From rural country roads to city streets and in all kinds of weather conditions, school bus drivers transport our communities’ most precious cargo — our children — to school each day,” said Minnesota School Bus Operators Association (MSBOA) President Garrett Regan.

“School bus driving is an important but often unacknowledged profession, and we are thankful that Gov. Walz has declared Feb. 27 as School Bus Driver Appreciation Day in Minnesota so that we can give bus drivers the recognition they deserve.”

The third annual event will recognize the thousands of hardworking school bus drivers who safely transport more than 760,000 students to and from school every day across the state. MSBOA and the Minnesota Association of Pupil Transportation (MAPT) teamed up to create School Bus Driver Appreciation Day to encourage school leaders, parents and students to celebrate the often-overlooked profession.

School districts across Minnesota will celebrate the day by passing out student-made thank you cards and providing food and beverages to bus drivers. The I-35W bridge in Minneapolis will also be lit yellow on the evening of Feb. 26 and morning of Feb. 27 to pay tribute to drivers.

Packer has worked at Rehbein since October. Her route consists of

“A lot of my tenants work here and they said, 'Come work at Rehbein!' so I took the plunge.” she said.

She said she enjoys the “goofballs” she works with and the kids she transports, who often show their art projects to her. “We have fun in the morning. It makes your day better when you can come in and have some laughs,” she said.

The hardest part of the job, Packer said, is driving in the snow. In addition, she said bus drivers see a lot of distracted driving. “We can see a lot of people on their phones from sitting up there. If we could give out tickets, we would be giving out a lot.”

Another challenge is when “the kids are wound up on sugar and they don't want to sit down, so you have to pull over.”

Erickson has been a bus driver for more than 13 years and is often called “King George” by his coworkers.

When Erickson retired at age 62 as an inspector with CenterPointe Energy after a 43-year career, he was “looking for something to do.”

In fact, he got so bored he went back to his job for a few days. That’s all it took to decide he really was ready to try something new. He knew a couple of guys who worked at Rehbein, and they told him to try it, so he did.

“It's a ball here. Everybody is nice,” he said. In addition, there is a lot of diversity. The youngest employee at Rehbein is 21 years old and the oldest, 73, is one year older than Erickson.

One of King George's important duties is making coffee every morning for all the drivers. “He makes darn good coffee,” Packer said.

Erickson's route consists of Centennial High School, Centennial Middle School and Blue Heron Elementary. He especially enjoys driving the high school and middle school students, as many of

them live near him.

One thing people may not know about the job, Erickson said is, “how stressful it can be for new drivers and all drivers.” He said the hardest part about the job are days when the drivers have to come in and scrape off snow from their bus. “You have to come here and clean the buses off, and you can't even reach the windshield,” he said.

“School bus drivers are among the most highly trained drivers on the road, and they are a crucial part of our education system,” said MAPT President Derrick Agate Sr. “We hope that Minnesotans help us recognize school bus drivers in their communities on Feb. 27, and that more people consider this rewarding and indemand profession.”

Bills introduced to improve student reading proficiency The Minnesota Senate Education Finance Committee heard a number of bills the first week of February that would improve student reading proficiency in Minnesota, including a bill authored

by Sen. Roger Chamberlain, who represents the Lino Lakes, Hugo, North Oaks and northern White Bear Lake area. The bills would help students with dyslexia receive the specialized instruction they require.

“One of the best ways we can improve student outcomes is by providing better dyslexia instruction and focusing on how well students read,” said Chamberlain. “Imagine 90 percent student reading proficiency. It is absolutely an attainable goal. It’s at

our fingertips. We just need to take the next step.”

Chamberlain’s bill would require schools to screen students for dyslexia at the beginning of Kindergarten and no later than the end of second grade. This requirement would be in addition to screenings done to certify that students are reading at gradeappropriate levels.

In addition, the committee heard other dyslexia and reading-related bills. Senate File 116 and S.F. 196 would tighten up requirements for teachers seeking to renew their license by requiring specific instruction in dyslexia and dyslexia issues. S.F. 772 would provide grants to teachers so they can

get proper, accredited training in dyslexia through researching findings from the National Reading Panel. S.F. 733 would enhance teacher training for instructing students with reading difficulties.

Each bill was held over for possible inclusion in a larger education bill later in the session.

Snowball effect

S

now cancellations are getting out of control, snowballing down a slippery slope of flakiness.

Before I address this issue I feel is a growing concern for the Minnesota economy, let me say this isn’t about schools. When in doubt, young students should not be outside waiting for buses in deep snow or extreme temperatures.

This is about adults, the Minnesota workforce.

I’ve felt a growing concern about the sheer number of work, government and community related events canceled due to snow and ice across the Twin Story Cities this winter.

Sara Marie Moore There is a snowball effect to weather cancellations. It seems that the more events are canceled, the more events are canceled. People cave to peer pressure to cancel events and meetings due to weather. People start to assume that events are going to be canceled when they see a flake of snow.

People start to close up shop because no one is around. People start to not show up to work.

As adults, we should model dedication and confidence in our work and even our volunteerism, despite the weather. Everyone who has passed a Minnesota driver’s test should be able to practice navigating through several inches of snow. When events are continuously canceled, people get less practice driving in the snow. When leaders continue to cancel meetings or close places due to snow, it creates a chilling effect on the society’s view of life and work.

Adults really don’t need snow days. While I understand that the purpose behind the Minneapolis Regional Chamber and St. Paul Area Chamber of Commerce’s “Snow Day for Adults” earlier this month was to boost local businesses that saw a drop in sales during the polar vortex, the idea doesn’t create a mindset that supports the overall economy.

Just because children didn’t go to school during the extreme temperatures doesn’t mean “Adults should have a chance to relive the memories of their youth with some outdoor fun or, alternatively, spend generously doing some shopping, eating and drinking at the many fine establishments around the Twin Cities,” as stated in the press release.

Besides, most workers don’t have the privilege to skip work. “After four days of kids home from school, it’s time for the region’s adults to have their turn,” misunderstands the lives of most workers.

Many hourly workers were likely itching to get back to making money after having to stay home to watch their children. “It only seems fair to give adults one day off after most kids have had three days off this week,” seems immature coming from city business leaders. Most workers need to show up or important jobs won’t be done. What if a large group of nurses or construction workers had taken the adult snow day seriously? Care for the sick and elderly would have been neglected and big ticket projects would have been stalled.

Minnesota’s relationship with the snow appears to be taking a turn for the worse. Even a decade ago, it was not normal for so many things to be canceled due to snow in Minnesota. It wasn’t normal for people to question whether something was happening or not due to the weather. It wasn’t normal for businesspeople to encourage people to skip work.

It’s not too late to reevaluate the shifting relationship with the snow. Minnesota’s leaders could look to the dedicated workers who show up no matter what for inspiration. They are the economy’s anchor as it precariously slips and slides on the snow.

How to use winter sowing method

I

t’s that time of year when gardeners get antsy and start thinking about their gardens for the coming year. You could start seeds indoors, but why spend money on lights and power or time maintaining them when you could winter sow outside with very little effort?

Winter sowing has a lot of advantages over traditional indoor seed starting. No supplemental lighting is necessary, nor excess electricity used to run them, so it’s less expensive. Seedlings started using this method are stronger and hardier than those grown on a windowsill and don’t require any hardening off when the weather warms up. Perennial seeds with tough outer coatings don’t require any scariďŹ cation to start germination.

Winter sowing works by creating

tiny greenhouses that trap the sun’s heat and creates a warm pocket inside for seeds to grow, so you can set and forget.

So how do you use the winter sowing method? in February for Gardener’s Start perennials, March for vegetables Grapevine cold-hardy like spinach, cabbage or peas and April for Ash Barsody tender annuals that you normally wouldn’t put out until last frost.

Typically a gallon milk jug is used, but you can get creative; an ice cream bucket would be another good choice.

You’ll also need seeds, potting soil, a sharp knife or scissors, duct tape and a waterproof marker.

If using a milk jug, you’ll want to draw a line halfway up the jug around the circumference. Cut the jug along this line, leaving a small amount attached by the handle - this will be your hinge. Be sure to cut a few holes in the bottom of the jug as well to allow for drainage. Open the jug and ďŹ ll with potting soil.

I ďŹ nd it helpful to dampen the potting soil a little before placing the seeds on top. Don’t worry too much about spacing, as the seedlings will all be transplanted out later and can be thinned at that time.

Then cover your seeds to the depth written on the seed packet and gently tamp the soil down. Moisten the soil, being careful not to wash the seeds away in the process. A spray bottle ďŹ lled with water works well. Close the jug again and tape shut, but discard the cap from the bottle — this will

be the vent of your ‘greenhouse’ that allows everything to breathe. Lastly, be sure to label the jug with whatever seeds you just planted!

Place your milk jugs or other containers outside in the sun. They should be out of strong winds but in a place that will let rain, snow and sun in freely, so not under an overhang.

A southern exposure is best, but a western exposure for afternoon sun is also acceptable.

On warm days in April you can open up the jugs to let the plants get more exposure, but be sure to close them up again at night if the temperatures are still dropping below freezing.

Plants can be transplanted out to your garden when appropriate for the seeds you planted.

Destroying true beauty In many rainforests deforestation is occurring at an accelerating rate. Thousands of acres of rainforest are destroyed each day. Rainforests are some of the most awe-inspiring regions on the planet and have the largest biodiversity in the world.

The eradication of this beautiful landscape also is destroying habitat to millions of animals and organisms. Rainforests are the most diverse terrestrial biome and interconnected ecosystem on the planet. The Amazon, specifically, is home to countless of endangered species.

Unfortunately, for some it is

already too late. You might’ve taken your younger sibling, child, or grandchild to see the Disney movie “Rio,� which was focused on a parrot named “Blu�.

Blu was inspired by the blue macaw, native to Central and South America. The blue macaw was once the largest flying parrot on the planet but is now extinct due to the decline in the blue macaw’s habitat.

If you haven't seen it already, I encourage you to watch an animated commercial called, “There's an orangutan in my room.� The troublemaking orangutan, an ape native to the Southeast Asian islands of Borneo and Sumatra (between

the Indian and Pacific Oceans north of Australia), makes a huge mess in the little girl’s room.

He throws papers, knocks over the garbage, spills watercolors.

When the little girl asks why he is there, the orangutan tells her it’s because “there’s a human in my forest.� It then shows the orangutan back home and the horrors he went through when people began to cut down his home and clear the land.

It is a powerful video, and hopefully if I didn’t convince you enough about this obviously troubling issue and topic, this video does. If we don’t protect our rainforests, the animals that once walked the forest floors will soon

be history. To our great grandchildren, the jaguar might be as mythical as the saber-toothed cat is to us. If you want to learn more about endangered species in the rainforests or would like to find a way to help, you can visit the website www.rainforesttrust.org.

Fish are sentient beings I saw a photo of a 60- to 70-pound sturgeon caught in the St. Croix River, and I wept.

People justified it by saying they released it back into the river.

An analysis of Lake Mille Lacs by the Minnesota Department of Natural Resources indicates that 50 percent of fish that are caught and released die as a result (“hooking mortality�).

I have no problem with people who catch fish to eat, but to look upon them as playthings is shameful. Torture of one of God’s good creatures is contrary to any standard of decency.

Noll heads Cougar contingent of 3 state mat qualifiers

Centennial’s John Noll will make his fifth appearance in the state wrestling tournament after capturing the Section 4AAA title on Saturday and will be joined at state by teammates Jonah Hylton and Luke Breuning.

Noll (24-3), a senior ranked No. 4 at 220 pounds, reached the finals with a bye and a pin, then scrapped to a 2-1 decision in the finals over Mounds View’s Charles Dressel.

“I had good position against him. I didn’t move as much as I would have liked,” Noll said about the battle with Dressel, a near stalemate in which each had an escape point and a stalling point was called on Dressel. He had beaten Dressel 5-1 in a previous match.

Noll made his first state trip as a big 160-pounder in eighth grade. Wrestling older kids throughout his career — “that made me better, I’m sure” — Noll has yet to reach the podium at state, something he hopes to change in his last trip.

“I’ve gotten to the blood round the last two years, where you

lose when you need one more win to place.”

Also a state all-star game pick for football as a defensive lineman, Noll said right now he’s leaning toward attending Rochester Community and Technical College and wrestling.

Luke Breuning (26-9), a senior ranked No. 2 at 285 pounds, opened with a pin, then pulled out a 4-3 overtime win over Stillwater’s Colin McCarthy to reach the finals, where White Bear Lake’s No. 2 ranked Luke Parczyk beat him 7-0.

Hylton (12-7) was a bonus for the Cougars. The sophomore had missed a month with an elbow injury and concussion, then didn’t have time cut weight and wrestling two classes higher than normal, coach Parker Betts said.

“Jonah making state was huge. John and Luke, we expected,” Betts assessed.

Hylton reached finals at 152 pounds with two pins. There, he got pinned by Mounds View’s Nick Dunagan in 3:00.

In a true-second match, he fell behind 5-2 but stormed back to defeat White Bear Lake’s

Monte Collins 9-6.

Placing third were junior Isaiah Bettinger (24-5) at 170 and senior Max Kolflat (19-19) at 182. Dennis McClimek (7-14), a senior, played fourth at 195.

Bettinger, ranked as high as No. 3 in the state before missing six weeks with a concussion, opened with a pin, then lost an overtime heartbreaker to Stillwater’s Hudson Day 9-7. He came back with two pins but didn’t get a true-second match Day lost in the finals.

Centennial was just 3-16 in duals this year, forfeiting at several weights most of the time. The section individuals meet with 10 entrants and three state qualifiers was an upbeat conclusion.

“Everybody from 120 to 285 wrestled hard,” said Betts.

The Cougars had entrants at 10 of 14 weights, including two senior girls, Caitlin Lombard at 126 and Kahlea Jolly at 132.

Each went 0-2. Each had 12 varsity matches this year and no wins other than two forfeits for Lombard. Jolly, who missed half the season with a shoulder injury, will wrestle at Waldorf College in Iowa.

Centennial boys hockey won its Section 5AA opener over Coon Rapids 10-1 on Thursday evening, then was ousted by top-seeded Blaine 5-0 on Saturday. The Cougars finished with a 10-15-1 record. Joshua O’Hara pumped in three goals against the Cardinals.

Kullan Daikawa, Maxwell Marshall and Isaak Ankrum made two each, and Anthony LeMire one. Goalie Leo Troje stopped 12 of 13 shots. Troje gave up five goals against Blaine (19-2-2) and Casey Coppersmith finished, making 16 saves.

Centennial boys basketball faced two of the Northwest Suburban Conference’s top teams last week and lost twice. The Cougars (13-11) lost to Robbinsdale Armstrong 66-51 Tuesday evening. Ariq Eason scored 17 points, Riley Van Buskirk 12 and Matthew Wyffels 11 for Centennial (13-10).

Armstrong (15-8) had four double-digit scorers led by Adam Biewen with 18.

Blaine (18-6) tumbled the Cougars 67-38 on Friday evening, led by Jason Kaul with 22. Van Buskirk had 13 for the Cougars in their lowest-scoring game of the season.

McAulay led with 14 points and Jenna Guyer added nine. Carly Krsul scored 18 points for Armstrong (19-6).

The Cougars wrapped up an unbeaten Northwest Suburban Conference season, finishing 12-0, by winning at Blaine, led by McAulay with 26 and Jodi Anderson with 24.

Sara Stapleton should have scored her 1,000th point in Centennial’s first or second game of the season. Instead she was grateful to get it done right before the playoffs.

The highly-touted 6-3 center missed 23 games, suffering a torn meniscus in her right knee on the first day of practice.

After long and careful rehab, she was activated the last three games of the regular season and took care of that detail in the second of those.

“It was nice to get it out of way before sectionals,” said Stapleton, who got her 1,000th early in a 52-40 win over Robbinsdale Armstrong at home on Tuesday, Feb. 19.

With her playing time still monitored, she had nine points that game, and 16 more in an 86-61 win over Blaine to close the regular season. Playing without a knee brace, she said she’s gaining more confidence each game.

Centennial is back at almost full strength — let’s say 95 percent, given that Stapleton is limited to nine minutes per half — as they head into Section

“It was fun to see them do so well, and cheer for them,” Stapleton said, “and to see younger kids get some great experience on varsity.”

Currently with 1,016 points, she joined her sister Sydney as a 1,000-pointer. Sydney, a guard who scored 1,121 points, is now a freshman playing regularly for South Dakota State.

Because Minnesota has such a strong Scandinavian connection, it naturally fit that young Minnesota National Guard (members) and young Norwegian soldiers would interact and learn from each other cooperatively.”

During the two-week exchange, around 100 United States soldiers go to Norway and 100 Norwegians come to the U.S. While in the U.S, the Norwegians learn about civil authority.

“It has been their request to learn more about domestic operations, which is how we support civil authority,” Housey said. “They learn about how we are activated and respond to support organizations. We work with them and we incorporate our units and their soldiers into a well-mixed variety of units, instruction-wise.”

While here, the visitors also participate in a few cultural events including an American meal and Norwegian meal as well as Minnesota activities like ice fishing. For a weekend during the exchange, youth stay with a host family.

LYNGBLOMSTEN: Senior living community proposed for ‘city gateway’ FROM PAGE 1

independent living, assisted living and a skilled nursing facility.

The community includes complementary campus amenities such as a life enrichment center, main floor town center with bistro-style or fine dining, pub, cinema, chapel, fitness center and gift shop as well as a community garden and 4,600-square-foot clubhouse with a game room, kitchen and lounge.

Larsen explained many of Lyngblomsten's services and amenities would also be available to nonresidents. Judd Fenlon with Grand Real Estate Advisors said Lyngblomsten's club house and programming would be open to non-residents.

Phase II is proposed to include a standalone 6,000-square-foot restaurant with an outdoor patio; Phase III will be for future commercial development.

“I think you get a sense that the Lyngblomsten's proposal kind of takes that vision (the master plan) and puts it into play,” said City Planner Katie Larsen. “The proposed project meets the goals, objectives and standards of the Comprehensive Plan and master plan. As we know, this is redevelopment of a city gateway. It will provide economic value and stimulus to that area as well as that social value, those amenities and services that other residents can utilize as well.”

Grochala explained the project would likely stimulate development on the east side of the project but could also be instrumental in keeping some much-needed Anoka County and Ramsey County road projects moving forward.

Planning and Zoning Commission members then asked a barrage of questions about access points, road improvements, traffic, project phasing, parks and trails, garage widths, trees/buffers and other screening, and the clubhouse.

Commissioner Neil Evenson asked, “Why Lino Lakes? What brought you here?” Fenlon responded, “Several years ago Lyngblomsten set out as a priority to look at if they should expand and do a second campus. We were focused on this general geography and reached out to the city when we saw the city owned some land close to where we are.” He added, “Our original efforts started with a 6-acre city-owned parcel (near City Hall) over a year ago ... that turned out not to be appropriate for that site, so we continued to work with staff.

From our standpoint, this really represents a great opportunity for us to do a larger project.”

During the public hearing, three residents spoke. Dan Kvinge said, “I have lived here for 23 years, so I have watched this property over and over thinking we are going to get something going here,” he said. “I want to say I am really impressed.

I don't have anything but praise to say. Finally, we have something that I think looks really good and I appreciate that.”

Kevin Sontag noted, “I have been in Lino Lakes for 25 years. It has been a great place to live. I am only going to talk about my property because it really only affects me,” he said. “The 50-foot easement (tree buffer along the western edge of the development), they have done a really good job on the property line, but it appears as it comes down the back of my property it goes from 50 to 25 (feet in width). I am concerned about that buffer.”

Larsen explained because of where Sontag's property is, the buffer would not make it to his property, but she said the city would work with Lyngblomsten to add in some additional screening such as a fence.

Resident Mike Witham said, “It seems like past projects have always been ones that have brought up things to push the boundaries with PUD’s.

We have never wanted to be ones that seem to be the 'not in our backyard' group, but we also want to make sure they are meeting the development standards,'” he said. “It really feels like these developers have made a real effort to listen to our concerns and that they genuinely took a lot of our feedback into consideration, so we really appreciate that.”

Witham said some concerns residents have include building height, capacity issues, water table, traffic and sidewalks.

Commissioner Jeremy Stimpson shared his opinion about the proposal. “I have looked at that corner for years, and this is about the least rigorous use that I could have imagined. Mike (Grochala) touched on the traffic and how little traffic there is surprisingly for developing an almost 20-acre site,” he said. “Lyngblomsten is about one of the best senior housing providers in the Midwest ... I think we are really lucky from a development standpoint to have somebody that is willing to listen that is bringing a development like this to Lino Lakes.”

Those of us who have been up here a while have seen a number of projects and other types of uses, and I think this is a great use for it.” He added, “We had a developer just before this that came through and was looking to develop the property for a similar use. Lyngblomsten must have listened to that meeting, because they went through and checked off all those boxes that we expressed concern on.”

Before recommending the council approve the project, Commissioner Perry Laden expressed his opinion on the master planning process. “One thing the master plan did for us is it gave us the teeth to tell the bad or undesirable projects ‘no, this does not work for our community,’” he said.

“As we move forward, I would like to encourage the council and staff to look at other areas where we need master planning done, because I think that has been a real asset.”

He added, “It has always been my philosophy that it is better to wait for the right thing. We waited a long time for this, and I believe this project is the right thing. I am very excited about this project.”

“Lyngblomsten has been involved in this site for quite some time. The city and community have been great in giving us feedback on what the vision is,” Fenlon said. “I think we are very proud of that effort by all parties to develop the plan that we have in front of you today. A lot of time and effort has gone into this planning and we are excited to be a part of this community for the long term and

POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • Officers were dispatched to check the welfare of an intoxicated female who had been found in a snowbank in the 6000 block of Ware Road Feb. 12. After evaluation, the female was transported to the hospital by ambulance.

• An officer responded to a trespassing complaint in the 1000 block of Lois Lane Feb. 12. A Bobcat was being driven on the caller's property without permission. The owner of the Bobcat was advised to stay off the property.

• An officer took a report of damage to property in the 7000 block of Snow Owl Circle Feb. 13. The homeowner was not home at the time police arrived and information was left for the owner to call the police back. The investigation is ongoing.

• An officer observed a vehicle stalled on the roadway blocking traffic in the area of I-35E and Main Street Feb. 13. At the driver's request, the officer used their squad to push the

vehicle to a safe location.

• Officers responded to a radio call of a personal injury accident in the 8200 block of I-35E Feb. 13. Upon arrival, officers found both occupants were injured and the driver appeared to have been drinking. Officers assisted with the scene and the Minnesota State Patrol handled the crash investigation. Both occupants were transported to the hospital by ambulance.

• Officers responded to a report of a neighbor dispute over parking in a shared driveway in the 400 block of Andall Street Feb. 13. Officers spoke to the complainant, but the other half from the dispute was not present so follow-up with that person is pending.

• An officer stopped a vehicle for a suspected registration violation in the 2300 block of Main Street Feb. 15. The adult male driver was charged with multiple traffic offenses and released at the scene.
