Affordable housing project to revitalize underutilized corner

LEXINGTON — Despite the extensive history of the Lovell building, which now is just a memory, Lexington officials were happy to break ground on Landings of Lexington, an affordable housing community, on Feb. 22.

Landings of Lexington, a project of Dominium, is a 180unit housing community that will consist of two four-story

residential buildings on the prominent corner of Lovell Road and Lexington Avenue.

Mayor Mark Kurth explained some of the site's history during the groundbreaking ceremony.

“The site on which we stand has a lot of history,” he said. “In 1949, a three-room building was built on this very site, known as Lovell Elementary School. In 1952 eight rooms were added on; in 1955 another 13 rooms were

added and, in 1960, a kitchen, cafeteria and library were added. In 1982 the school was closed. The city of Lexington purchased the Lovell building to use it as a City Hall and in 2006 leased it to an assortment of tenants,” Kurth said.

LEXINGTON — New owners have taken over what was previously known as Station 57. They are completely gutting every inch of the building to transform it into what will be known as the Boulevard Bar & Grille.

Amanda Knaeble of Lino Lakes and Terri and John Barstow of Andover bought the building from previous owner Mike McManus Feb. 1. McManus bought the building, previously known as Bamboo Betty's, in December 2017.

“This came up for grabs and I am from this area, so I have always wanted to bring a bar back to my neighborhood,” said Knaeble, who graduated from Centennial High School in 2000.

Knaeble got her first job in the industry at the age of 14 as a cook and dishwasher at Shirley K's, now known as Trappers Bar and Grill. Once she turned 18, she started working at Miller's On Main (now Tavern on Main). At 22, she owned part of her first bar and at age 26 she built Pickle Park in Fridley.

That's when she met Terri, who was one of her employees. Knaeble made the decision to sell Pickle Park because she felt it was a conflict of interest to own a bar in the same town where her husband, Nick, was a police officer.

Sister duo retires longstanding family business

Now that the business is retired, a new chapter is being written. Fedorchak has a full-time job as an account manager for Allegra/Image 360 in downtown St. Paul. Charpentier is still working at Blacksmith, although she is looking for something else to do to fill up this newly found phenomenon called free time.

“We had a lot of stuff on the menu that we created ourselves,” Charpentier said, noting that she really enjoyed creating new menu items and fulfilling specific customer requests.

Fedorchak added, “I really enjoyed succeeding the business as a whole — standing back and just looking at what we created and knowing that neither one of us could do it without the other. We appreciated each other because we brought different things to the table.”

Despite the good times, Fedorchak and Charpentier knew it was time to retire the business.

“Every year Tracie and I would have the conversation about if it was time to retire, and we always said no. This was the first time where it felt like a relief to think about retiring,” Fedorchak said.

“We figured we left on top, we had a good reputation, everybody loved us, we still liked each other and we wanted to maintain all of that. It was a tough decision to make, but we knew it was the right one, because after we made it, we were both pretty happy.”

Charpentier added, “We had a pretty good run.”

For Charpentier, 52, Fedorchak, almost 50, the physical nature of the job was getting to be tough.

“Sometimes we had to carry 15 boxes a day weighing over 70 pounds each full of glasses and silverware,” Fedorchak recalled.

Fedorchak was also tired of having to work every weekend. Because Charpentier was usually bartending at Blacksmith Lounge, Fedorchak often

CENTERVILLE — After nearly 30 years in business, two sisters made the tough decision to retire the longtime family business.

Hugo residents Toni Fedorchak and Tracie Charpentier ran Vincenzo Catering together for 16 years. Before that, Charpentier and the women’s mother, Mary Colonna, ran the business for 13 years.

Early on, Colonna was known for her great cooking; Charpentier followed in her footsteps.

“Cooking was a love of hers, and it became a love of Tracie’s,” Fedorchak said. It was not uncommon for Charpentier to have stacks upon stacks of cooking magazines on her table.

Colonna and Charpentier began baking cakes for friends and family and the business grew from there.

“After mom retired, Tracie and I talked about how big we wanted it to get. We took it from little and tiny to huge. Tracie and my mom did about 30 jobs a year, and we did 400 jobs a year by the end,” Fedorchak recalled.

From 2002 to 2018, Vincenzo Catering rented space in an old home on Centerville Road in downtown Centerville. The two sisters, who happen to be next-door neighbors, think they were able to make the business a success because they each brought something different to the table.

“Tracie was the chef. She taught me how to cook everything. I did everything else: the book work, the payroll, the hiring, the firing,” Fedorchak said.

“Together, we were like the perfect person. I did all of the one side and she did all of the other side.”

Their sister, Tammi Colonna, also helped in the business for much of its existence. Fedorchak described her as the “main worker bee.” Their father, Manny Colonna, who the girls referred to as “Handy Manny,” also played a vital role, as he performed all the needed maintenance.

And of course, their husbands also helped when needed. “We were neighbors, we were sisters and we ran a business together, so we saw each other more than our own husbands,” Fedorchak explained. “Our husbands helped a lot and they put up with a lot.”

At one point, Fedorchak's two children and Charpentier's three children also worked for the business.

Vincenzo Catering catered a lot of weddings, sometimes three in one weekend. The business was also a caterer for about 30 venues, including Tanners Brook Golf Course in Forest Lake.

“We did everything from a graduation party with 40 people to Wilson Tool's employee picnic for 1,100, to a women's expo for 2,500,” Fedorchak explained.

Kids Abilities goes the extra mile for children

HUGO — Both 2-year-old Gunnar of Centerville and 5-year-old Renesmee of White Bear Lake have attended Kids Abilities virtually their entire lives.

Kids Abilities opened its fi rst location in Shoreview around 16 years ago and its second location in Hugo nine years ago.

It is owned by Carol Gilligan of Stillwater and Jenny Elholm of Lino Lakes.

“We have heard from families that the one thing that makes us unique is we offer physical therapy, occupational therapy and speech therapy all at one location,” Elholm said, adding that Kids Abilities serves kids from birth to young adulthood.

Gunnar has Down syndrome and utilizes all three therapy services at Kids Abilities.

Gunnar’s mother, Gina Schmittdiel, explained that Gunnar has hypotonia, which is a state of low muscle tone (the amount of tension or resistance to stretch in a muscle), which often involves reduced muscle strength.

“Jenny and Heather (Haider, occupational therapist) work with him together. It works really well for him because Heather can motivate him with a puzzle piece or something fi ne motor, and Jenny can work on his large motor stuff, whether it is standing on one foot or balancing,” Schmittdiel explained. She said the therapists give her tools she can work on at home, too.

Kids Abilities has helped Gunnar to be strong before, during and after a couple of surgeries. Last June, Gunnar underwent open-heart surgery for atrial septal defect (ASD), a

birth defect that causes a hole in the wall between the heart’s upper chambers. In November, Gunnar had another surgery after his sternum broke.

“I wouldn’t have known what to do and I probably would have babied him, but they said he was strong and could do this,” Schmittdiel said. “He did awesome. He was out of the hospital (after heart surgery) in three days, which is unheard of.

(After the surgery in November), he was out of the hospital in one day and back to therapy in no time.”

Renesmee has Down Syndrome and hearing loss. She utilizes all three therapies Kid Abilities offers.

“Kids Abilities has helped her immensely. She learns so much here. If it wasn’t for the therapy she gets here, I think she would be very behind from the other kids,” said Renesmee’s mother, Kim Madson. The staff is amazing. They work wonderfully with her. Renesmee has some impulse issues, and they have no problems dealing with her and controlling her. I have always had a positive experience here.”

Renesme also participates in Kids Abilities’ dance class, which is an eight-week course with a recital at the end. The recital, which is open to the public, will be held at 6:30 p.m.

March 5 at Hanifl Performing Arts Center in White Bear Lake.

Kids Abilities also offers group-based therapies in the summer, including handwriting groups and social groups.

“Social groups are particularly helpful for kids who have autism to practice appropriate ways of interacting with their peers,” Elholm said.

The clinic also offers adapted T-ball in the late spring and early summer at Lincoln

Terri Cunningham, Kids Abilities speech therapist, performs some speech exercises with 5-year-old Renesmee of White Bear Lake. To make the therapy more fun, a swing is involved.

Kim Madson Parent Elementary in White Bear Lake (open to non-clients) and conducts aquatic programming at the AmericInn on White Bear Parkway. “We do teach some swimming skills, but a lot of it is endurance, strengthening and conditioning,” Elholm explained.

In the past, Kids Abilities therapists have regularly visited Matagalpa, Nicaragua, on a service trip. They assist the community of Familias Especiales, a nonprofit organization that works with children with disabilities and their families, by fabricating seating systems for wheelchairs, fitting walkers and assisting with other equipment needs.

Therapists also work in the local schools with teachers and provide home visits to educate families. Elholm said the trip has not taken place in the past couple of years due to the unstable political climate in that country.

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its Feb. 26 meeting: • Heard from Councilman Dean Goldberg, who shared he and City Administrator Patrick Antonen attended the League of Minnesota Cities Legislative Conference last week. He noted that the 2020 Census Complete Count Committee had its first meeting Feb. 25. “We did some brainstorming to come up with what our plan is going to be and prioritized those. We have a good start to the plan,” he said. The committee consists of Goldberg, Centennial Schools Superintendent Brian Dietz, Golden Lake Elementary Principal Christopher Gerst, RDM Insurance Agency Co-Owner Nancy Laudise and Our Saviors Church Pastor Tim Maybee.

• Thanked Councilman Matt Percy for filling Mayor Dave Bartholomay's shoes at the last meeting.

Bartholomay explained he was absent because he was selected to serve on the nominating committee for the Metropolitan Council. Bartholomay also gave a shout-out to the city's plow drivers, who he said “have really worked hard and do a great job.”

• Heard from Bartholomay, who said the Utilities Commission met Feb. 20. The main discussion concerned a Rice Creek Watershed District grant the city applied for to fund an alum treatment on Golden Lake. An alum treatment study will be completed this summer and the city will apply for more grants this fall to cover the cost of treatment next summer.

• Approved the consent agenda, which included general fund, police and fire disbursements. The Feb. 12 meeting minutes were removed from the consent agenda due to an error.

• Discussed the preparation of a feasibility study and preliminary design for the 2020 street reconstruction project. Antonen explained that typically the council does not have a presentation on the preparation of a feasibility study, but he felt it would be helpful since there were a couple of council members who have not been through the process before.

City Engineer Eric Eckman, of WSB, said the proposed project will include full reconstruction of Center Road (from Stardust Boulevard to North Road); Stardust Boulevard (from Aurora Lane to just west of Center Road); and Northstar Lane (from Aurora Lane to Moonlight Drive).

In addition, the streets planned for partial reconstruction that may be changed to full reconstruction, depending on the feasibility study, include the portion of Civic Heights Drive that was not done in 2016 and Pine Drive (from Lake Drive to South Pine Drive). Shepherd Court is also proposed for partial reconstruction.

Councilwoman Jennifer Rauner wanted Eckman to take note of a crosswalk on Galaxy Drive that is difficult for drivers to see when rounding the corner.

The council authorized WSB to complete the feasibility study for a not-to-exceed fee of $143,172.

The study should be completed in July or August.

Construction would begin in May or June of 2020, with substantial completion expected in October 2020.

The next City Council meeting will be at 7 p.m.

Tuesday, March 12, at City Hall.

Fighting the dammed ice

O

ld Man Winter has bedazzled our homes with spectacular icicles. As we drive through neighborhoods, it’s fun to look for the biggest and longest shapes forming as icicles. Some are crystal clear and others are brown and ugly. However, throughout our neighborhoods, homes are under stress with the mounds of snow. Ice dams forming at the edge of roofs prevent the water created by melting snow to drain off. When snow melts and runs down the roof, the water refreezes at the edge to form an ice dam. It is the pooling water that can back up under the shingles on your roof and into your living space, resulting in water damage and even mold within your walls. Often damage from water seepage is not by insurance.

At my Carter Johnson house, I’ve noticed icicles and ice dams building in a few areas. One is above the bathroom, where heat from the bathroom vent is melting the snow on the roof in that spot. If you’re wondering what to do with your ice dams, the University of Minnesota Extension website is a good resource, or seek expert help from a professional ice dam removal service.

Many homeowners are taking on the snow themselves with snow rakes or shovels. They brave the ladder to get up on the roof to clear it of snow.

Others are trying ice melt pucks of sodium chloride tossed up on the roof next to the dams to melt them away. These salt pucks are handy tools to have if your roof is tall or hard to access. One of our staffers bought a set of nylon stockings and 50 pounds of ice melt. He filled the nylons with salt and tied off the ends to make salt logs. He tossed them up to the second-story roof where they slowly ate away at the ice dam, though it did not entirely solve the issue. The goal is to make a few little channels to allow the water to drain off the roof versus pooling and back up under the shingles.

A few years ago, our communities were hit with ice dams forming with the unusual freeze and thaw cycle during the day. I watched one homeowner tape a large plastic cup to a tree pole saw and dump cups of ice melt (salt) behind the ice dam. These little piles quickly melted the 4 to 6 inches of ice, saving the house from water damage. The down side is that the salt that drains off the roof along with the icy water isn’t kind to the landscaping plants that live below.

The U of M Extension says that on a warm day water from a garden hose can help melt an ice dam.

They recommend starting the gentle flow of water from the bottom side of the dam and working your way up. Other friends have used electric heat coils on the roof that are plugged in and will melt away the ice dam in the areas they are installed. These are extremely effective and can be placed on a timer to reduce energy consumption. The down side is you will have to wait until your roof is clear of snow and ice to permanently install them, so you wouldn’t see the benefit until next winter. Most of the ideas and theories out there seem to have some merit.

I have seen ladders propped up on homes all over the community. Some people are using axes, sledge hammers, and pick axes, all of which are not recommended due to damage that can be caused to shingles, not to mention the safety concerns getting on a ladder and climbing onto an icy roof.

The U of M Extension says the best solution to ice dams is to prevent heat from reaching your attic, which will slow the melting of snow on the roof and reduce or eliminate ice dams from forming in the first place. This can be done through proper insulation. So before you have a trickle of water running down your walls or ceilings, call a professional to help prevent more expensive and costly damage. If you can’t or don’t want to pay someone, consider the tips and tricks out there. Just don’t take any chances with your safety.

News — Can we own it? Should we be able to?

ews permeates our lives. We consume it constantly and analyze it endlessly. We debate its value and its veracity. But here’s another aspect to discuss: Can we own it? And should we be able to?

Capitol Forum is a subscription news service that produces policy reports on mergers and acquisitions, corporate investigations and antitrust Movers & enforcement.

Not exactly pageShakers turners, but the kind of information Lata Nott investors rely on to make business d i i decisions.

In a recent lawsuit filed in federal court in Washington, D.C. against media outlets Bloomberg and Bloomberg Finance, Capitol Forum alleges that, “Within minutes of the release of many of Capitol Forum’s reports, Bloomberg will surreptitiously obtain the report from one or more of Capitol Forum’s subscribers and then republish a summary of that report on its own ‘First Word’ copyrighted subscription service, usually including direct quotations from the Capitol Forum report.”

Most of the lawsuit’s allegations revolve around copyright infringement and contract interference — with one curve ball thrown in: Capitol Forum is also claiming that Bloomberg is

violating its property rights under the “hot news” doctrine.

What does that mean? Well, generally speaking, no one owns news. Copyright law doesn’t protect facts and ideas — it protects the specific ways those facts and ideas are expressed. It might prevent Bloomberg from outright copying and pasting Capitol Forum’s policy reports, but it doesn’t prevent it from summarizing them or quoting from them. This is true regardless of how much effort Capitol Forum put into its reports.

Take it from copyright expert Rich Stim: “Facts are not protected even if the author spends considerable time and effort in discovering things that were previously unknown. For example, the author of the book on Neanderthals takes 10 years to gather all the necessary materials and information for her work. At great expense, she travels to hundreds of museums and excavations around the world.

But after the book is published, any reader is free to use the results of this 10-year research project to write his or her own book on Neanderthals — without paying the original author.”

You can see why Capitol Forum decided to bring up the concept, even though it opened them to mockery for dredging up a legal argument that hasn’t really been successful since it was applied to telegraph dispatches about World War I. Bloomberg’s editor-in-chief made the following statement: “This case challenges routine newsgathering

practices protected under the First Amendment, and Bloomberg will vigorously defend journalists’ right to gather and report the news.”

The hot news doctrine has never gone up against the First Amendment; there are valid concerns that if revived it would have a chilling effect on speech and press freedoms. The internet is, in essence, a network where information is shared, analyzed, remixed and repackaged freely and constantly. What would it mean for any player in this system to “own” a set of facts, even for a limited amount of time?

Of course, this cuts both ways.

That freewheeling exchange of information has made the profit margins of actually discovering information pretty slim. Gathering and verifying facts is costly and time-intensive; summarizing those facts with a few choice quotes and a little pithy commentary is not (that’s probably why there’s so much more opinion journalism than the investigative variety).

It seems fundamentally unfair we don’t provide more compensation and recognition for the harder labor, but at the same time, this reflects the strange and contradictory view we have of the news. Information about the world around us is a right, a public good — and also a product.

Report estimates removing lead from drinking water could benefit state by $8 billion The Minnesota Department of Health (MDH) released a report Feb. 28 showing that removing all lead from drinking water infrastructure in the state could cost just over $4 billion, but the benefits to public health and the economy could amount to more than $ 8 billion.

Developed in conjunction with the University of Minnesota, the report estimated costs for removing the two most significant sources of lead at between $1.52 billion and $4.12 billion over the next 20 years. The costs are associated with replacing lead service lines, which connect homes with water mains, and replacing in-home plumbing and fixtures that contain lead.

The report, “Lead in Minnesota Water,� also projected that the removal of lead would reap

benefits of $4.24 billion to $ 8.47 billion during this time through health benefits that will enhance brain development and lifetime productivity in people and result in increased earnings and taxes paid. “For every dollar spent on addressing lead in drinking water, we would see at least two dollars in benefits,� said Minnesota Health Commissioner Jan Malcolm. “As we see in many other areas of public health, preventing a health problem is more cost-effective than waiting for a health problem to develop and then treating it.�

The Minnesota Legislature directed MDH to conduct an analysis to determine the scope of the lead problem in Minnesota’s water and the cost to eliminate lead exposure in drinking water. In this

report, MDH assessed the scope of the lead problem by looking at the extent of lead in drinking water infrastructure as well as factors that allow lead to get into drinking water.

The most significant contributor of lead to drinking water is leaching from pipes and plumbing. The report makes clear that lead is almost never found in sources of water, such as groundwater and surface water, or in wells, pumps and water treatment facilities.

However, pipes containing lead can contaminate the water going into homes, schools and other buildings when the water absorbs lead from the pipes.

There are an estimated 100,000 lead service lines that remain in Minnesota. These lines contribute

a significant risk of lead leaching into drinking water. Focusing resources on replacing lead service lines is therefore an effective way to reduce lead in drinking water.

The report does not recommend a statewide strategy to replace inhome plumbing. “The replacement of lead service lines, in conjunction with ongoing corrosion-control strategies and public education, could have a huge impact on the health of Minnesotans,� Malcolm said.

PUBLIC SAFETY BRIEF Blaine's public protection rating improves The Spring Lake ParkBlaine-Mounds View Fire Department (SBMFD) is pleased to announce that the Insurance Services Office (ISO) public protection classification (PPC) rating has improved for the city of Blaine. This PPC rating improvement will be effective in March 2019.

ISO’s Public Protection Classification program

plays an important role in the underwriting process at insurance companies.

Most U.S. insurers use PPC information as part of their decision-making when deciding what coverage to offer or prices to charge for personal and commercial property insurance.

The PPC survey completed in late 2018 resulted in an improved split rating of 3/3X for the city of Blaine, which is an improvement over the old PPC rating of 4/9 obtained

in 2009. Classifications are provided on a scale of 1-10. Class 1 represents an exemplary fi re suppression program and Class 10 indicates that the area’s fi re suppression program does not meet ISO’s minimum criteria.

The overwhelming majority of the SBMFD fi re protection service area is now rated ISO PPC Class 3. The split rating (3/3X) is obtained because the city has areas where structures are more than 1,000 feet from a fi re hydrant,

Plans to improve Blaine’s ISO PPC rating began in 2016 in accordance with objectives established in the SBMFD strategic plan. The community was assessed and given points in the following areas: emergency communications, fi re

department, water supply and community risk reduction.

The PPC rating improvement was primarily due to recognition of the SBMFD’s community risk reduction programs as well as increased fi re department training and improvements by Anoka County Communications.

The SBMFD encourages Blaine property owners to contact their insurance companies and inform them of the ISO PPC rating improvement for the SBM FPSA, as the change may change insurance rates.

In their bid for a state tournament berth, the Centennial girls basketball team expected to face two teams who’ve beaten them previously.

Turns out it will be only one, and the Cougars accomplished that mission with aplomb on Saturday.

Centennial dismantled Roseville Area 57-30 in the Section 5AAA semifinals at Blaine High School, reversing an earlier 44-41 loss to the Raiders.

“We are excited to advance to the next round. Our defense was definitely a factor, as was our free throw shooting,” coach Jill Becken said.

Noll grabs elusive medal in last state appearance, placing 4th

Centennial wrestler John Noll capped his prep career with a podium fi nish at the state tournament, placing fourth at 220 pounds.

Making his fi fth state appearance, Noll earned a top-six placement for the fi rst time, in action Friday and Saturday at Xcel Energy Center.

“I was hoping to do better,” said Noll. However, standing on the medal stand, after falling one win short the last two years, felt good, he said. “It’s good to be kind of recognized, and have something to show for it.”

Noll, the Section 4AAA champion, won a technical fall over Kyle Lindenfelser of St. Francis 16-1, then beat Jagger Schack of Osseo 6-1, to reach the semifi nals.

Noll was stopped there by Cole Fibranz of Sartell-St. Stephens, 7-3. “He was super tall, and pretty strong,” Noll said about Fibranz, the eventual runner-up.

With a chance to still fi nish third, Noll pinned Tommy Johnson, Shakopee, in 4:59, and lost the third-place match to Andrew Reigstad, Willmar, 10-2.

Because John was a contractor, the three decided to build their own restaurant, Boulevard Bar & Grille in Coon Rapids, which just celebrated its four-year anniversary. Now that they have a second location, John has retired from contracting to be more involved in what he describes as much more “fulfilling.”

The Lexington location of Boulevard Bar & Grille will be open seven days a week for lunch and dinner, with breakfast on the weekends. Eventually, the hope is to expand breakfast to every day like the Coon Rapids location.

“Our biggest focus is cheap drinks, good food and great service. That is what we really strive for,” Knaeble explained. “We are family-friendly, family-owned and (family)-operated. We believe that drinks don't need to cost a fortune, and food can be really good and fresh.” John said it is not uncommon to see staff at Boulevard Bar & Grill carrying someone's kid. In fact, Terri said she knows all of her customers' grandchildren's names and has even bought many of them onesies with the restaurant's logo. “Family is a big thing for us,” Terri said.

At Boulevard Bar & Grille, frozen burgers are not used. Customers will find items on the menu such as fresh battered mushrooms and made-fromscratch soups and pastas. The business is known for its burgers and wings.

In addition to the food, there will be bingo, karaoke and meat raffles.

Because the owners are hockey families, the pull tabs will benefit the Centennial Youth Hockey Association.

Dominium Project Partner and Vice President Ryan Lunderby explained that in order to be eligible to live at Landings of Lexington, an affordable housing project, families will have to be under a certain annual income that is established based on the number of people in the household. “The income level has to be at (or under) 60 percent of the area median income,” he said.

Landings of Lexington will feature spacious common areas with high-end finishes. The apartments will have 9-foot ceilings, fully equipped kitchens with granite countertops, balconies and in-home washers and dryers.

Community amenities will include a clubroom with an outdoor patio, fitness center, activity area for kids, storage lockers and an outdoor playground and obstacle course.

Lunderby said one thing that attracted Dominium to the city of Lexington was because “there hasn't been a lot of new housing developed in this area, especially on the apartment side of things. We thought that this

was a good opportunity to redevelop an underutilized site.” He noted the project aligned well with what the city was looking for. The site's easy access to I-35W was also a factor.

A bittersweet moment of the ceremony was when former Lexington residents Duane and Marge Otte helped “move some dirt” on the property where their home of 59 years used to stand. The couple sold their property to Dominium and moved to Blaine in October.

“We didn't realize our house was a landmark of Lexington. After the house came down, I heard a lot of people say, 'What happened to that house?'” Marge said. “It was getting to be a lot of work.

We had acreage and a pool. We had been putting it off for a while, but we were ready to leave. It was an answered prayer.”

Lunderby said construction of Landings of Lexington will take about a year to complete. The first residents are expected to move in spring 2020.

• Approved a single-use special event permit for City Heat Charities’ annual benefit ride on June 2 at Cowboy’s Saloon.

• Approved the final two debt payments for the liquor store expansion project in the amount of $176,000 from the city’s liquor fund. The city has been paying off the loan, which totaled $660,000, since 2006.

By making the final payments two years early, taxpayers will save $14,000 on interest.

Congressman Tom Emmer (MN06) recently introduced the Medical Innovation Never Stops Act to provide consistency and continuity for medical device manufacturers during lapses in government funding.

The Medical Innovation Never Stops Act would allow the FDA to continue processing new device applications and associated user fees — which are paid entirely by the applicant, not the government

— during a lapse in appropriations.

This would ensure that medical devices awaiting approval in the review process can continue to move forward in a timely manner and the pipeline of new treatments can continue to be accessed by patients in need.

“This common-sense fi x will allow the FDA to access funds that companies have already agreed to pay for the review process.

Patients deserve access to lifesaving devices, and companies dedicated to providing these innovations should

not have their hands tied by the government’s inability to provide adequate funding for its agencies,” Emmer said.

“Minnesota is a bedrock for medical technology and innovation.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its Feb. 25 meeting: • Approved a mutual aid joint powers agreement with the Minnesota Department of Corrections Lino Lakes facility. Director of Public Safety John Swenson explained, “This will allow us to leverage the resources that the Department of Corrections has in emergency situations and it also affords an avenue for us if we had any extended activity at the prison lasting over 24 hours where we could pursue a fee structure to be reimbursed for those costs.”

• Renewed a one-year contract for animal control-related services with Otter Lake Animal Care Center. The city has worked with Otter Lake Animal Care Center for services for 23 years.

• Passed a resolution to renew the Simple Recycling contract for 2019. Simple Recycling provides free residential curbside pickup service to collect all types of clothing, shoes, accessories and household goods.

Environmental Coordinator Marty Asleson said during the program’s first year (2018), Simple Recycling collected 6.46 tons and paid

the city $129.

• Accepted quotes and awarded a construction contract for the 2019 surface water maintenance project. The city’s annual Surface Water Management Program (SWMP) addresses areas in need of maintenance. This year’s project, which is in the Wollan Estates neighborhood, will include the removal of vegetation and sediment in the stormwater pond located west of Diane Street.

City Engineer Diane Hankee explained that two quotes were submitted. The council accepted the low bid in the amount of $43,400 from Arnt Construction Company Inc. Construction will begin within the next couple of weeks and be complete by the end of June.

• Ordered the project, approved the plans and specifications and authorized advertisement for bids for the 2019 mill and overlay project. In accordance with the city’s pavement management plan, bituminous streets are prioritized for annual maintenance by evaluating their condition.

Councilman Rob Rafferty wanted to know what the city was doing to ensure the construction does not interfere with graduation parties. Hankee said the matter would be written into the construction contract and the city was already aware of a couple of parties planned within the project area. She urged residents to contact City Hall so the city could work with the contractor and residents.

Mayor Jeff Reinert said, “I get a lot of questions from time to time, ‘When is my road going to be done?’ If you do have questions of when your road is on the schedule, you can call City Hall or one of us council members to find out.”

• Approved a license for a utility crossing agreement

with the Minnesota Department of Natural Resources (DNR) for a watermain crossing between Rice Lake and Reshanau Lake. Hankee explained, “This license allows the city of Lino Lakes to install and maintain the watermain that affects DNR waters. The license would last for 50 years and expire in January 2069.

At that point, the license would be renewed. The cost of the license is $293 and is incorporated into the costs of the project.”

• Closed the meeting to discuss the city’s offers for two properties, 75XX (unassigned address) Peltier Drive and 7482 Peltier Drive.

The two properties are needed for the Northeast Lino Lakes Drainage Area improvements. On June 27, 2016, the council accepted the feasibility study for the North East Drainage Outlet to Peltier Lake. The study analyzed options for providing an outlet to a landlocked area of 1,300 acres.

On Oct. 22, 2018, the council authorized the preparation of plans and specifications for the project.

The ice house, which can also be used as a camper for veterans, is a 2019 Walleye Stryker made by Ice Castle. It can sleep four people and has two TVs, heater, small fridge, stove, microwave, bathroom, radio and DVD player.
