JDog assists Florida family on ‘Military Makeover’

Josh Helm, district partner for JDog Junk Removal & Hauling Twin Cities, recently traveled to St. Petersburg, Florida, to create a little bit of light for a family in a big cloud of darkness.

Helm, a resident of Vadnais Heights and a 2004 White Bear Lake grad, went to Florida for a few days in January to take part in the “Military Makeover” show on Lifetime.

“JDog has a relationship with Military Makeover. I was asked to go and at fi rst I was shocked because I am a quiet, reserved person, but when I realized they were just looking for

someone to come and work hard and represent the JDog values of respect, integrity and trust, I was humbled,” Helm explained.

“Military Makeover with Montel” offers hope and a helping hand here on the home front to members of the military and their loved ones. Montel Williams, a veteran of both the Marine Corps and the Navy, leads the Makeover team’s mission. The series enlists designers, contractors, landscapers and other home improvement professionals to transform the homes and lives of military families across the country.

Bistro La Roux brings New Orleans culture year-round DID YOU KNOW

LEXINGTON — For the past five years, the one day Bistro La Roux owners Tim and Lori Glover really look forward to is Fat Tuesday, when the restaurant is absolutely packed.

The Mardi Gras event wouldn't be complete without beads, face painting, king cakes, Hurricanes, music and, of course, the food.

Chef Tim loves sharing the Mardi Gras culture with his restaurant patrons because he grew up in Houma, Louisiana, a town south of New Orleans.

Although he and his “Minnesota girl” Lori have lived in the state for 18 years, he still has vivid memories of the good old days.

“I was on the main parade route as child. I would stand there and let the parade completely pass and catch all of the beads that I could catch. Then I would store them in my house. I knew the parade route, so I would run and go catch more beads,” he recalled. As Tim grew older, he became a drummer and got to march in the parades with the band.

“Just in my small town, it was a 5-mile parade and there would be anywhere from 20-30 floats.”

The origins of Mardi Gras can be traced to medieval Europe. Those traditions passed through Rome and Venice in the 17th and 18th centuries to the French House of the Bourbons.

On March 2, 1699, French-Canadian explorer Jean Baptiste Le Moyne Sieur de Bienville arrived at a plot of ground 60 miles south of New Orleans and named it "Pointe du Mardi Gras" when his men realized it was the eve of the festive holiday. In 1703, the tiny settlement of Fort Louis de la Mobile celebrated America's very first Mardi Gras.

New Orleans was established in 1718 by de Bienville. By the 1730s, Mardi Gras

• The king cake tradition is thought to have been brought over from France in the 1870s. The lucky person who receives the slice of cake with the plastic baby baked into it has the next king cake party (or brings the next cake for the office).

• Traditional Mardi Gras colors are purple for justice, green for faith and gold for power.

• Some 45 million pounds of plastics make their way to New Orleans every year for Mardi Gras; more than half consists of beaded necklaces. In 2018, New Orleans reported it had pulled 93,000 pounds of beads from just five blocks of storm drains and more than 7 million pounds of debris.

• Parades are funded with private dollars; no government money is used. Many of the parades are paid for by “krewe” members as membership dues and sponsorships.

• The first Mardi Gras parade was held in New Orleans on Feb. 24, 1857, by the Krewe of Comus.

• By law, float riders must always have a mask on.

• Mardi Gras generates over $1 billion in annual spending.

“Back in the small towns, the parades use to start at the Jones’ house and the Jones would get a pig; then they would pass the Smith's house and they would bring five chickens, and eventually the parade went to the end of the town and they would all get together and have this big whooping party,” Tim explained.

“They would put the kids to bed in this barn and they would have a big dance party and go all night long.”

Mardi Gras, or Fat Tuesday, refers to events of the Carnival celebration, which begins on or after the Christian feasts of the Epiphany (Three Kings Day) and culminates on the day before Ash Wednesday (known as Shrove Tuesday).

Mardi Gras is French for "Fat Tuesday," and reflects the practice of the last night of eating rich, fatty foods before the ritual fasting of the Lenten season begins.

“It is so interesting being from Minnesota, to hear about how they celebrate the season of Mardi Gras. It is like a national holiday there. They have such pride in the celebration of Mardi Gras,” Lori said. She added this year she was going around wishing people “Happy Mardi Gras” and she received a lot of strange, confused looks. The first year Tim lived in Minnesota, Lori said he couldn't understand why the kids were in school on Fat Tuesday.

Beyond Mardi Gras, Tim said New Orleans is all about living life fast.

“When you consider where they are at, they are below sea level. There are several levies there, and if they break, they are done,” he said. “They live life pretty fast. It is all about the music, food, partying and having a good time.”

With 2019's Mardi Gras now in the books, Lori said the party doesn't stop here. In addition to serving New Orleansinspired dishes such as crawfish and shrimp, seafood gumbo, Po'boys and Jambalaya, the business will continue to share live blues and jazz music and host special events such as its upcoming St. Patrick's Day event on Saturday, March 16, and its popular crawfish boils every other Saturday, beginning April 20.

“We are bringing the culture yearround,” Lori said.

Council ‘committed’ to solving 12th Avenue trail problems

LINO LAKES — Trail improvements along 12th Avenue were a topic of discussion at City Hall yet again.

Since October of 2018, the council has discussed making possible improvements along 12th Avenue, where a pedestrian trail abruptly comes to an end. Many residents have previously voiced their concerns about poor access to city parks, traffic speeds, narrow shoulders and safety.

At the March 4 work session, City Engineer Diane Hankee talked about a few options that city staff members have explored. The trail would extend from White Oak Road south 700 feet to an existing trail. “This project would complete the trail system connection between the Trapper’s Crossing developments and the White Oak developments, which also lead to the Birch Street trail systems,” she said.

At the council's request, Hankee explained city staff met with property owners and prepared three possible (preliminary) design options for the corridor. The recommended option would be to install the trail on the back side of the ditch. A 7-foot-wide easement from three property owners would need to be acquired on the east side of 12th Avenue in order to construct the trail and maintain the existing drainage.

The second option is for curb and gutter to be installed along the east side of 12th Avenue and the trail to be installed 2.5 feet off the back of the curb. Hankee explained this option would require storm sewer and a ponding system, which would then require permits be obtained. Catch basins would also need to be installed within the curb line to direct water off the surface of the road, and storm pipe would be required underneath the trail. Hankee said this option may not require easement for the three adjacent properties but would require property acquisition for ponding. “A

preliminary cost review of this option showed it to be higher in cost due to the added infrastructure and land acquisition needs,” she said.

The third option would be to install the trail along the west side of 12th Avenue, which would require two pedestrian crosswalks to connect to the existing trail segments.

Hankee explained this option is not recommended due to the safety concern with two roadway crossings.

In addition, this option would result in wetland fi ll and necessary land acquisition due to the existing grades.

The estimated total project cost, including easement acquisition from three properties, is $198,000. Mayor Jeff Reinert asked whether the cost had increased, and Hankee said it has actually come down. “We were at $238,000 but we got some survey data and did a little further design and were able to bring that cost down,” she said.

Councilman Michael Manthey said he appreciated property owners attending the meetings and being open to the idea, and also appreciated staff looking into multiple options. He asked what the funding options were for the project and Hankee explained

it could be worked into the city's 2020 budget.

“It is a lot more than I thought it was going to be, but it is a trail segment that is needed,” Reinert said. “The thing that I think about is spending this much and then maybe in a few years something else happens that would have allowed us to do it more affordably or something that would happen where you are ripping it back up in the future.”

He added, “This is a tough one because it is a lot of money, but I am trying to think about what is the alternative, because either you don't have a trail and you are cutting that neighborhood off from access to the park, or you put it in, swallow it and just get it done ... I almost want to take the money and build a park over there.”

Resident Ashley Swenson said park access is definitely a big reason why residents want the trail connection, but another reason is for all the

people who walk their dogs along the road. “With all the snow right now, there is no shoulder at all,” she said.

Councilman Dale Stoesz asked whether there was something the city could do to create a temporary fi x, such as adding some width to the side of the road. Hankee responded, “We could, but you would be pushing all of that drainage and grading back and there is also the safety concern that people would still be right next to cars. You would be investing money into something that is still a safety concern.”

Resident Marty Thull shared his concern, “The biggest thing I see is when the kids go to school in the morning and get out of school at the end of the day, the cars that go by my house are going about as fast as they can go. I feel sorry for the kids out there.”

Reinert thanked city staff for looking into the options so the council has a better idea of what the project would entail and its cost. Since the council's budget is already set for 2019, Reinert suggested keeping the item on the council's radar by continuing to discuss it at future work sessions and then talk about it during 2020 budget discussions.

“I think from what I have heard from the council is we are committed to doing something and helping you guys out so you are not just an isolated neighborhood that can't do anything with your family,” Reinert said. “Parks and trails are a big deal in Lino Lakes, so it is our responsibility to pay attention to that.”

A fork in the gas tax road

M

innesota is the only state in the nation with a divided Legislature — the House is majority DFL and the Senate is majority Republican.

Why? Do Minnesotans desire some balance?

Balance can be useful in the current gas tax debate. Gov. Tim Walz (DFL) wants a 20 cent per gallon gas tax increase to cover $6 billion in unpaid road and bridge projects projected to come during the next 20 years.

Republicans don’t disagree about the need to fi x roads and bridges, but oppose the tax increase, Above especially its size.

The last increase in 2008 amounted the Fold to 8.5 cents, which was phased in by 2012. Since then, Minnesota lawMatt McMillan makers have been distracted while driving this issue. Meanwhile, 27 other states worked on gas taxes. Eleven states now have indexing gas tax amounts based upon inflation.

During the 2008 debate, former Gov. Tim Pawlenty (R) reportedly said he’d consider supporting a “tiered” gas tax, which is raised or lowered based on the price of gas. Mr. Pawlenty vetoed the fixed gas tax increase passed by the DFL-controlled Legislature. His veto was overridden. The Minnesota Chamber of Commerce favored a 5 cent gas tax increase in 2008, which showed business leaders supported reasonable investment to fix roads.

Minnesotans currently pay 28.6 cents per gallon in state tax, not counting 18.4 cents in federal tax. The U.S. average state gas tax is 33.78 cents, according to the National Petroleum Institute.

By comparison: • North Dakota - 23 cents • South Dakota - 30 cents • Wisconsin - 32.9 cents • Iowa - 30.5 cents Highest gas tax states: • Pennsylvania - 58.7 cents • California - 55.22 cents • Washington - 49.4 cents • Minnesota - 48.6 cents (if 20 cent tax passes) Raising the tax 20 cents per gallon to 48.6 cents puts Minnesota at a disadvantage with its neighbors. Truckers, commercial vehicles and savvy RV owners and other tourists driving through the state are likely to fi ll up at the border and keep driving to the next state for the next fi ll.

Fixed gas taxes, like we have in Minnesota, are unsustainable. As cars and trucks become more fuel efficient, fewer gallons of gas could be purchased with fewer gas taxes collected. The only way for a fixed tax state to keep up is to keep raising its tax.

That puts fixed gas tax states in a position to catch up every few years by raising its gas tax. In between increases, projects will go unfunded and states will be in a perpetual state of catching up. Those who favor a fixed tax should also favor regular tax increases — if they are serious about keeping up with road repairs.

Minnesota has a chance to take a fork in the debate and consider a tiered gas tax. According to the Institute on Taxation and Economic Policy, six states now have variable rate gas taxes that adjust with the price of gas, or fuel efficiency changes, or inflation, or other factors.

Some tiered rate states raise taxes as gas prices increase. This is hard on consumers. Minnesota’s tax could stay the same or decrease as gas prices increase. When gas prices decrease, the tax could incrementally increase. Allowing the sliding scale to work this way helps taxpayers during peaks and helps the state collect more during the valleys to catch up and stay caught up.

A tiered tax is a fork in the road worth exploring.

Keep the light shining on government

W

e are publishing this guest column in honor of Sunshine Week, an annual nationwide celebration of access to public information and what it means for you and your community. This year, Sunshine Week is celebrated March 10-16.

It’s truly a paradox that the light shining on the Jefferson Memorial contradicts an American principle that this Founding Father is known for Doug defending. Here’s the storyline: A Hanneman couple decades ago, national park maintenance workers solved the problem of the deterioration of the memorial’s stone exterior. Excessive washing of bird droppings was to blame.

But what brought the birds to the famed monument in the first place? In short, it was learned the birds came to feed on spiders, which fed on midges.

The bugs were attracted by spotlights that shined on the memorial at night.

The solution? Reduce the amount of time that the monument is in the spotlight. The change resulted in immediate results: 90 percent of the insects disappeared, the excessive cleaning was no longer needed, and the memorial’s electric bill plummeted. The irony, of course, is that Jefferson’s name is synonymous with light.

Sunshine Week pays tribute to Jefferson’s belief in civic virtue and his fight for the right for all citizens

to be informed and have a say in their government.

While Sunshine Week lasts only seven days, it’s up to all of us to keep the sun shining on government all year long. In Minnesota, the Open Meeting Law and the Government Data Practices Act are two strong tools that defend our right to know how and why government makes decisions on our behalf.

I believe most people working in government, including those serving in elected office, have our best interests at heart. But sometimes motives — unintended or otherwise — can sway our leaders to make decisions in the dark. During my tenures as editor of two community newspapers, I witnessed numerous acts that circumvented the spirit of the Open Meeting Law and Government Data Practices Act. I saw public bodies conduct meetings at 7 a.m., a time that’s inconvenient for many members of the public. I saw public bodies conduct business in conference rooms so small that there was no space, sometimes not even a chair, for citizens to view the proceedings.

I witnessed “emergency meetings” called with only a few hours’ notice because one of the members was about to leave town. According to the law, an emergency meeting can only be called without the mandatory 72hour advance notice when there is an actual emergency, such as a tornado, fire or flood.

I learned about a local public body conducting a workshop almost an hour’s drive out of town. The law requires bodies to deliberate within

the borders of their community. On more than one occasion, I saw a board elect its executive officers with no discussion.

I once was told by a government administrator that he had instructed his public board to conduct a straw vote on an issue, a blatant violation of the Open Meeting Law. In another instance, a clerk asked one of our paper’s reporters why he was requesting a list of government workers’ salaries.

These instances are exceptions. As I said before, I believe government operates in the light most of the time.

It’s when it doesn’t that democracy suffers. A community newspaper is one of government’s watchdogs.

A good watchdog will try to stop an intrusion before it occurs.

Sunshine Week is in its 14th year.

The theme is simply, “It’s your right to know.” It’s your right to know how government operates. Jefferson wrote “The whole art of government consists in the art of being honest.”

Honesty requires light. Let’s work to keep the light shining on government at all times. It’s good for democracy.

Few good things result from darkness — unless you are trying to lower maintenance costs at the Jefferson Memorial.

C i l Hi hS h l jjunior i S th Centennial High School Samantha Kraby and her team “Me and my Gang� raised $21,453 for the Leukemia & Lymphoma Society (LLS) as part of the Student of the Year program.

The program, which runs for seven weeks (Jan. 7 – Feb. 26), is an initiative in which select high school students from around the country participate in a fundraising competition to benefit LLS’ mission to cure blood cancers.

This year, the 16 students that participated raised $407,584 for LLS. “I am so grateful to my family, friends and the people that helped me make it happen. I have learned so much about Samantha Kraby sales, marketing, project management and philanthropy, and look forward to seeing how I can use these skills moving forward,� Kraby said.

Kraby was a Hall of Fame winner and also won a $500 scholarship and the Community Engagement Award for the candidate that best incorporated and inspired their community through the campaign.

Seventh-grader Layton Herrmeyer, off y Circle Pines, is already putting plans together for his Eagle Scout project. This summer, he hopes to install a bench and signage around Aspen Park in Circle Pines. The park has nice natural trails, but the lack of signage cause people to accidentally wander onto private property.

There is also no place for people to rest along the trail, which is why Herrmeyer wants to add a bench.

Alexandra House to host annual Hope Gala Alexandra House will host its 16th annual Hope Gala at 6 p.m. Saturday, March 30, at Leopold’s Mississippi Gardens, 9500 W. River Road, Minneapolis. Cougar girls rumble into state basketball tourney

The Centennial Cougars know how hard it is to reach the state tournament, even if they coasted to the big show this year with three lopsided wins.

The Cougars repelled Spring Lake Park 63-30 to capture the Section 5AAAA crown on Thursday evening in Blaine, on the heels of victories over Osseo 72-36 and Roseville Area 57-30.

“I’ve been nervous for two weeks,” said coach Jill Becken, after her team nabbed its first state berth since 2015 and seventh overall, all since 2003. “It’s never easy. I’m so happy for the girls.

They have worked hard all season.

They are truly a family, and a team.”

The Cougars, 25-4 with 17 straight wins, seeded No. 4 in the Class 4A tournament, were to face No. 5 Maple Grove at noon Wednesday, with semifinals Thursday evening, at the University of Minnesota. They beat Maple Grove 56-40 in conference play.

Taylor McAulay sank four 3-pointers and totaled 14 points for the Cougars.

Jodi Anderson tallied 12 points, Sara Stapleton 11 and Jenna Guyer eight.

They led 33-14 at halftime and made 20 of 26 free shots in the game.

A year ago, Centennial lost in the section semifinals in double overtime to Park Center, whom they’d beaten twice in conference. “I think that

Park Center beat the Cougars again this year in conference, 75-61, and got the top section seed, but the Cougars didn’t have to play them. Spring Lake Park shocked the Pirates 67-59 in the semifinal with some clutch 3-point shooting. Joelle Talso led that win with

18 points, and had a team-high eight against Centennial.

“We would have loved to have another shot at Park Center,” said McAulay, “but this worked out in our favor.”

The Cougars had all four losses while playing without Stapleton, their strong, nimble 6-3 center, who was recovering from a knee injury. She has played

their last seven games.

“I am grateful that I could get back and play in sections, and now state,” said Stapleton, who played a few minutes in the 2015 tournament as an eighth-grader. As for her knee, she said, “I’m almost there. Pretty close. I’m confident.”

The Centennial Junior Gold B Chiefs hockey team heads into the state tournament with the No. 1 ranking from Let’s Play Hockey.

The Chiefs, who beat Wayzata 5-1 in a qualifying game, will open against Minnetonka Blue in the eight-team tournament in Prior Lake slated for Thursday, Friday and Sunday.

Junior Gold is a program for high school age players who are not with the high school team, many of whom were cut from varsity.

The Chiefs have a a 33-4-1 record, earning the No. 1 rank in the B division.

Their 20-player roster includes 18 seniors: Ethan Will, Cole Peterson, Colin Steinberg, Adam Loeffler, Carter Shoquist, Devin Brownlee, Alex Fuller, Matt Hove, Josh Meyer, Travis Koolmo, Dalton Schwanke, Hunter Hayden, Jacob Mackie, Grant Weed, Jack Traver, Nate Schoolmeesters, Billy Fabozzi and Derek Rivard. ‘MILITARY MAKEOVER’: JDog helps change Florida family’s life FROM PAGE 1

surgery and almost took his life, one year ago the family unexpectedly lost their 5-year-old daughter Scarlett due to an undiagnosed illness. “I was expecting to do more of what JDog does daily, which is hauling, but whatever needed to be done, we made sure it got done. This was a 7 a.m. to 6 p.m. full day. We would take breaks here and there, but we were definitely working hard and all of us were going at it good,� Helm recalled. “We had people in charge of the decorating, the makeover and the construction. People were telling us to go put up these shelves, hang this TV, paint on the roof, we were doing anything and everything.�

The crew routinely had to “pause� from what they were doing to fi lm scenes. “Most of the day, we were just working, moving stuff, painting, hanging up things; but then they would say ‘Stop, we have to fi lm a scene here.’ They would have us walk up and

down the driveway eight or nine times just to get the one scene fi lmed,� Helm said. “Besides all of the pressure of getting this house made over in a few days, we had to take breaks to fi lm scenes.�

The show reminded Helm of his military experience, being a part of something that was bigger than himself. Helm has served two tours to Iraq with the Army. “I enjoyed working with JDogs from around the country because I don’t get to do that too often. I also enjoyed working with other companies and hearing the family’s story and being able to help and change their lives,� Helm said. “It was an overwhelming experience that I will remember the rest of my life.�

Yellow Ribbon Network and JDog join forces to help soldier in need

When there is a need in the military community, the Beyond the Yellow Ribbon Network does its best to step up, rally resources and help out in any way it can.

Recently, Hugo Beyond the Yellow Ribbon Network (YRN) Chair Chuck Haas received a request from Lt. Col. Eduardo Suarez, who commands the Minnesota National Guard’s Recruiting and Retention Battalion. Suarez said he knew a soldier whose mother was in need of some assistance because she was starting over after leaving an abusive relationship. “It is good to publicize the needs that exist to help our military members and their families not only because of the need, but because there are many civilians who would like to help and give their time, talents and treasure to support our military

folks,� Haas said. “I was happy to spread the word about the need.�

Haas reached out to JDog Junk Removal & Hauling Twin Cities to see if it had any items to donate to the soldier’s mother. “Karyn (Essen) and I read the email and right away we knew that we had some stuff that we could donate,�

Josh Helm, JDog district partner, explained.

For Essen, JDog operations officer and Hugo resident, the story hit close to home. She was determined to go above and beyond to fulfi ll the request, as she said she has been through a couple of unhealthy relationships in which she had to start all over. “It is scary, and I think that is why a lot of women don’t get out of unhealthy relationships — because how do you do it? Usually in abusive or unhealthy relationships, you are dependent on that abusive person. It is hard to stand up to them, move out

...� she said. “I was really passionate about this and wanted her to have nice stuff. I wanted everything to work together for her so she felt good about it. It sounds trivial, but that is huge when you are stepping into something big and new. When you can get up and walk into a room and say it looks pretty, that is huge for your confidence when you are getting out of a relationship like that.�

JDog was able to put together a complete living room set. “She found everything you can think of ... a couch, futon, rug, TV stand, night stand, lamp. It looked like something out of a TV show, it was beautiful,�

Helm said.

Essen even spent an entire night at the warehouse repainting some of the items to make sure they all the pieces looked good together. Essen’s son also donated his TV. “It makes us feel like we are accomplishing our mission,� Helm explained. “In this scenario, we did everything we tell people we do — we empowered a veteran, we served a community and we kept stuff out of landfi lls and protected the environment. When we do stuff like this, it just hits home. We are not just saying these things, we are doing them.�

On the commercial side of things, Paar shared Ruffridge Johnson held a ribbon-cutting ceremony in December for its $2.6 million 34,000-squarefoot project after relocating from Minneapolis to Centerville. He added the city is also currently in negotiations with another company that wants to build out in that area. “We can’t say much more than that at this time,” Paar said.

There is also a lot of interest in the downtown area. “I would say we have had four very interested developers approach us,” Paar said. Centerville’s Planning and Zoning Commission and Economic Development Authority held an informal discussion with representatives from Truline Construction Jan. 16. The developer is interested in the cityowned, vacant portion of Block 7. The vision is for a three-story apartment complex with 63 units and approximately 1,600 square feet of retail space.

Peterson said there were currently only a few things going on in the “2-square-mile” city. The main one, which is right next door to City Hall, is the Centennial Library branch expansion. The library will double in size when the project is complete. The library is still expected to reopen in time for the busy summer season.

Along with the library renovations, Peterson mentioned the city also has plans to make upgrades to its “city campus” by adding parking, improving lighting and replacing the playground.

One commercial development Peterson mentioned is Casey’s General Store on South Pine Drive. “That is probably one of the smoothest builds that I have ever been involved with, so that was really a nice add for the city of Circle Pines.”

Lastly, Peterson said the city’s “eyesore,” the Down Under, is slated to be demolished any day now, depending on the weather.

Petracek explained that residents will soon have another dining option, as new owners are currently transforming Station 57 into the Boulevard Bar & Grille.

Although the development proposal has not come before the Planning & Zoning Commission and City Council yet, Petracek said it will soon. A developer from Forest Lake has purchased 8 acres of land behind the Northway Shopping Center and is proposing three apartment complexes with 280 market-rate apartment units.

“I am not sure how the Planning Commission and council are going to accept it, because it does really add a lot of population to our community. If this development is approved, we could pretty much double our population in a matter of three or four years,” Petracek said. “I know there is going to be a lot of push-back on it, but this land has been sitting empty for 45 years. I think in the end they are going to be luxury apartments, it is going to be really high-end architecture, so I think it will really dress

Reinert said one of the main projects the city is currently working on is Lynblomsten, a senior living campus proposed for the 20-acre site located in the northwest quadrant of Hodgson Road and County Road J/Ash Street.

The biggest residential development currently underway is Lennar’s Watermark, which will consist of 871 units when completed. The residential community is located in the northwest quadrant of I-35E and County Road 14/Main Street. The property measures about 1 mile long and 1/2 mile wide.

More development in the works is located on part of the 67-acre site near Centerville Road and Birch Street that the city purchased back in 1999. Reinert explained the city plans to begin the fi rst phase of its recreation complex in the spring of 2020, in conjunction with its brand-new water tower.

Reinert also provided an update on Chomonix Golf Course, which will now remain open for at least three more years and continue to be operated

by Anoka County.

One of the goals for this year, Reinert said, is to raise $50,000 for the Lino Lakes War Memorial to match the money the council has already said it will spend.

POLICE REPORTS The Lino Lakes Public Safety Department responded to the following incidents: • An officer received a mail and identity theft report from a resident in the 7900 block of Nancy Drive Feb. 26.

Upon investigation, an adult female was arrested for mail theft, damage to property and identity theft. An adult male was also arrested on an outstanding warrant. Both were booked into the Anoka County Jail.

• Officers responded to assist the Centennial Lakes Police Department with a gun-involved threat report in the 7000 block of Centerville Road Feb. 26.

Officers stood by while the incident was investigated.

• An officer responded to a report of vandalism and possible damage to property in the 1500 block of Osprey Court Feb. 27. The incident is under investigations.

• Officers responded to a report of a two-vehicle property damage accident in the 7700 block of Carole Drive Feb. 27. Officers issued a female passenger a citation for a small amount of marijuana and drug paraphernalia.

• Officers located a stolen vehicle with two occupants driving near Apollo Drive and Fourth Avenue Feb. 28.

The occupants were detained, and the driver was subsequently arrested for receiving stolen property.

• Officers and fighters responded to a vehicle fire in the 900 block of I-35W March 1. Fire fighters extinguished the fire and the vehicle had to be towed from the scene.

• Officers responded to a property damage crash involving two vehicles in the 6600 block of Sherman Lake Road March 3. There were no injuries and a juvenile female was cited for failing to drive with due care.

• A community service officer and multiple other officers responded to a report of several horses running loose in the 1500 block of East Holly Drive March 1. All of the animals were returned home.

• An officer stopped a vehicle for speeding in the 8000 block of I-35E March 3. The driver was subsequently cited for possession of marijuana and drug paraphernalia.

• Officers received a call regarding harassing phone calls March 2. Officers spoke to the two juveniles responsible for the calls and advised them of the dangers of their actions. The juveniles' parents were made aware of the situation.

The Centennial Lakes Police Department responded to the following incidents: • Officers were dispatched to the 9000 block of South Highway Drive in Lexington Feb. 27 on a report of two people fighting. Officers arrived on scene and spoke with a victim.

• Officers responded to a report of a stolen vehicle in the 7800 block of Gotland Lane March 3. The vehicle was not located; however, a separate stolen vehicle was left at the scene.

The incident is currently under investigation.

• Officers stopped a vehicle for several violations in the 6200 block of Otter Lake Road March 3. An adult male was cited for no proof of insurance,

of Jackson Avenue in Lexington Feb. 28. Information was collected.

• A business in the 92000 block of Lexington Avenue in Circle Pines reported a theft March 2. A suspect was subsequently identified and charged.

• Officers were dispatched to a report of a dog bite in the 1800 block of Main Street in Centerville March 5. Officers spoke with the owner of the dog regarding quarantine requirements and information was sent to community service officers for follow-up.

• Officers were dispatched to a delayed theft report in the 3800 block of Minuteman Lane in Lexington Feb. 27.

The case is pending.

• Officers were advised of an assault that occurred in Centerville Feb. 28. There are no formal charges at this time.

• Police were dispatched to a bicycle theft report made via phone in the 9100 block

• Police encountered a suspicious male in Memorial Park in Lexington March 5.

The male was subsequently arrested on an outstanding warrant.

Statewide DWI arrests up this year Minnesota law enforcement officers have arrested 4,113 motorists for DWI so far in 2019, compared with 3,967 this time last year. Preliminary numbers show 45 people have been killed in traffic crashes in 2019,

compared with 41 last year. Of the 45 fatalities, five people died in distracted driving-related crashes, nine people died in speed-related crashes, eight people died in alcohol-related crashes, seven people died who were unbelted and 10 who lost their lives were pedestrians.

Permit to carry report released The Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) released the 2018 Permit to Carry Report this month, an annual report that summarizes data submitted by Minnesota law enforcement agencies regarding applications made for handgun carry permits as well as data about permit holders.

Minnesota sheriffs reported to the BCA that 69,169 permits were applied for and that they issued 66,053 permits in 2018. There were 4,895 permits issued in Anoka County, 3,708 in Ramsey County and 3,466 in Washington County. Sheriffs reported there were 142 permits suspended, 32 revoked and 617 denied in 2018.

As of March 1, the total number of valid permits in Minnesota is 290,546.

Minnesota sheriffs reported that individuals with permits committed 1,828 crimes in 2018. Nearly 60 percent were DWI’s or other traffic offenses.

Minnesota’s Personal Protection Act was first enacted in 2003. Permits were first eligible for renewal in 2008. Individuals wishing to obtain a Minnesota Permit to Carry must apply for the permit at their local sheriff’s office and provide proof of approved
