CIRCLE PINES —Down Under co-owner Timothy Pawlik told the City Council March 12 the building should be down “sometime within the next seven business days.”

Pawlik, who owns the property with his brother Tom Pawlik, attended the meeting to update the council on the project and answer questions.

“I know we have frustrated the council, and that was never our intent. There were some personal things going on late in the year last year that just didn’t allow us to stay focused on what was happening here, but we are on top of it now. We have hired a contractor (Nitti Rolloff Demolition Services Inc.) to demolish the building.

That contractor has got it on their schedule. They are challenged with the weather that has been delivered to us over the last month and a half,” Pawlik explained. “This past week and a half put them in a really bad

Dog days ahead: K-9 Justice to retire

LINO LAKES — One thing Officer Pete Noll has learned in his past six and a half years as a K-9 officer is that Justice was, and continues to be, very successful at his job, despite his age.

The Lino Lakes Public Safety Department recently announced that Justice, who joined the department in September 2012, will likely have to retire within the next year or two because of his age and general health.

“Today he is still doing good. So, it is a matter of where that goes. You also want to give him something good after, you don’t want him to completely burn through everything here,” Noll explained.

Justice is a 60-pound German

shepherd who is originally from Czech Republic. He was purchased through McDonough K-9, owned by retired Coon Rapids Police Officer Mark McDonough.

Whether it is tracking a person, fi nding drugs in a backpack or apprehending a suspect who is fleeing from the police, Justice can do it all.

Noll said one reason he has been so good at his job is because of his inner drive and the fact that he doesn’t have an “off button.”

In fact, during the 40-minute interview with Officer Noll and Justice, Justice never sat or laid down once. He circled the room in search of drugs or his reward, a Kong toy in Noll’s pocket.

“He is always going. He doesn’t have an off button, even when he is at home.

Rock Gardens’ roof collapses right before busy season

LINO LAKES — Laurie Soderman was sitting on a balcony with her feet up enjoying the view of the ocean and the warmth of the sunshine when she got a phone call she thought was an early April Fools’ joke.

Soderman, one of the owners of Rock Gardens, was on vacation in Florida on Friday, March 8, when her son Dustin informed her that the roof on their pole barn had collapsed.

“He went over to plow and went to get the loader, which was under the building,” she said.

Soderman realized it was not a joke after she saw the pictures. “All of our equipment is in there. From what I can see in the pictures, two of our loaders’ windows are smashed.

Every single thing is in there. In the winter when we are closed, we put everything in that shed to protect it,” she said. “I don’t even want to come home. I can’t sleep because I am sitting there trying to fi x the building in my head. It sucks, and I still haven’t physically seen it with my eyes.”

Timing couldn’t be any worse, as their busiest season is right around the corner when the snow melts.

“Our spring is crazy busy. This is the worst time of year for this to happen. That snow is going to melt, and everybody is going to think we

are ready and come in and want materials,” Soderman explained. “In years like this with all this snow on the ground, it gives us zero set-up time because by the time the snow melts, people are itching to get out in their yards. On top of that, we don’t have access to our equipment. It is going to be a brutal spring.”

Soderman is guessing they will likely need a crane to lift the roof off of everything that is underneath it, including loaders, air compressor, tools and an irrigation system. She is also guessing that the building will likely have to be demolished and they will have to start over.

This is not the fi rst time the business has had to overcome a tough situation. In May 1998, Rock Gardens was hit by a tornado. “Everything happens for a reason, and I don’t know what it is yet. We will survive — we always have,” she said. “We need income. As soon as we can get the loaders out, we will be open. I am not going to not open because of it. We will just have to work around the shed.”

Despite the tough start to the season, the business will open its doors as it always does and make this year as good as it can: Rock Gardens will celebrate its 30-year anniversary in 2019.

‘Washboard of a street’ slated for improvements in 2019

LINO LAKES — For many years, staff at City Hall have received phone call after phone call asking “When are you going to pave that road?” If everything goes as planned, they can now answer “2019.”

The Lino Lakes City Council approved a joint powers agreement with the city of Hugo for improvements to 24th Avenue/ Elmcrest Avenue and East Cedar Street at its March 11 meeting. The city of Hugo is scheduled to act on the item at its March 18 meeting (after press deadlines).

City Engineer Diane Hankee, of WSB, explained, “We have been working with Hugo for almost a year now to try to come up with a project. Hugo added a note in the JPA that they would like it done in 2019, so that is why we are trying to get bids out as quickly as possible so we can receive favorable bids.”

Hankee added both cities recognize it is in their best interests to pave the gravel sections of these roadways. The existing traffic volumes exceed the recommended MnDOT threshold for when to pave a gravel road, which leads to a rough and deteriorated roadbed and poor driving conditions. According to MnDOT, once a gravel road reaches 200 vehicles per day (vpd), it is more cost-effective to pave the roadway rather than to maintain the gravel roadway. Hankee said currently the volumes are around 590 vpd on Cedar Street and 700 vpd on Elmcrest Avenue.

“This is a great improvement, because I had been hearing a complaint or two over the years but then after Clearwater Creek (housing development) went in, we have been hearing, ‘When is Elmcrest going to be paved?’ It is a washboard of a street. It is terrible,” Mayor Jeff Reinert said. “You can’t drive on that road without messing up your car.”

The project includes paving 24th Avenue/ Elmcrest Avenue from Tart Lake Road to the south a distance of 2,300 feet, and East

Cedar Street from Otter Lake Road to the east a distance of 2,600 feet. The East Cedar Street improvement project will include the reclamation of the existing paved section from Otter Lake Road east approximately 1,340 feet and paving the gravel section of Cedar from approximately 1,340 feet east to the Hugo border.

“This (JPA) is set up so that each city funds their share of the project including construction costs, engineering design and construction fees. The fees will be prorated based on the percentage of construction costs,” Hankee explained.

The total estimated cost for the Cedar Street project, which will be covered by the city of Lino Lakes, is $490,000. Funding for the project is proposed through the street reconstruction fund. Approximately $247,500 of the fund balance will come from special assessments collected from abutting developments. Hankee said the $242,500 of remaining costs could be funded through state aid.

Under the JPA, the city of Hugo will cover the cost of Elmcrest improvements, which is estimated to be $295,000.

“The reason why it hasn’t been approved over the years is because as it (Elmcrest) comes down south, it veers into Hugo. Hugo is typically responsible for doing work on their own streets, so there was never a meeting of the minds and being able to get this done,” Reinert said. “It has been a joint effort and we solved a couple of problems here. Usually roads on borders of cities are always a little bit of a sticky situation. This came together really well. We negotiated for a while on it, and I think we came out really well. I think residents are going to be very happy.”

After the JPA is approved by the Hugo City Council, both cities will advertise for bids. Construction will likely start in July and go through October.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its March 11 meeting: • Administered the oath of police service to new Police Officer Alex Hallin.

• Held the fi rst reading of an ordinance amending Chapter 208 of City Code. City Administrator Jeff Karlson explained, “What this does is align with what the city is currently doing with the public safety department. With the fi re service that was incorporated into the public safety department a few years ago, this merely revises that language to include fi re services and cross-trained police officers and fi refighters.”

• Held the fi rst reading of an ordinance amending Chapter 205 of the City Code. Karlson said currently the way it is written, the public safety director does not report to the city administrator.

“That is not what we have been doing, nor has it been that way since I started. The public safety director has always reported to me, I am not sure how the language got in there or when,” Karlson said.

The amendment would also strike language that requires council approval for hiring temporary employees such as a scanning operator or intern.

“Temporary employees would not necessarily come to the council for approval as long as it is in the budget and the position is approved by the council,” Karlson explained.

• Held the fi rst reading of an ordinance amending Chapter 207 of City Code. The change, Karlson explained, is to change the reference to director of administration to human resources, as the city no longer has that position.

• Approved a resolution updating the personnel policy, specifically section 6.17 (severe weather).

The update removes language that would allow an employee to use sick leave during a severe weather day. “We have not implemented that since I have been here,” Karlson said. “It is my opinion that we want to keep the City Hall offices open if we have enough employees that live close enough that can get here. We have not run into the situation yet where we have actually had to close City Hall.”

Councilman Dale Stoesz wondered whether the language being removed would create a conflict in the future about what is defi ned as severe weather and who makes the call to close city offices.

Mayor Jeff Reinert said he liked the update.

“As long as we can get even one person here to answer phones, I think it is an asset to the residents,” he said. “I think it is a good thing for residents because the City Hall is needed more in inclement weather and situations where residents are affected.”

• Authorized the Public Safety Department to appropriate unclaimed property for city use.

Public Safety Director John Swenson explained the 13 items would be used for community drug education, tools for the police and fi re divisions, training aids and investigative tools.

• Approved a joint powers agreement with the city of Hugo for the East Cedar Street and Elmcrest Avenue improvement project. See this week’s Quad Community Press for the full story.

The next City Council meeting will be at 6:30 p.m. Monday, March 25, at City Hall. There will also be a work session immediately beforehand at 6 p.m. in the Community Room.

Good grief

W

inter has always been my least favorite season. I moved to Minnesota nearly a decade ago but have yet to adapt to the bitterly cold months that comprise so much of our year, and February, in my humble opinion, is the worst of all. By the time it arrives, the novelty of the new year has faded, and so has my resolve to embrace winter. Without fail, I spend each February yearning for warmer, brighter days.

This year, my beloved grandmother died on Feb. 19, Between making an already cold and gloomy month feel all the the Lines more so.

Her death is the first I’ve Elizabeth Callen experienced as an adult, and perhaps because I hadn’t really undergone the loss of a loved one before, I likewise hadn’t paid the act of grieving much mind. In the weeks since, I’ve found myself a student, albeit an unwilling one, in what it means to grieve.

When we received word that the cancer we thought was in my grandmother’s past had not only returned but was now terminal, my family gathered in Michigan to be with her and with one another. I will forever remember those days as both heavy and light, full of bizarrely beautiful paradoxes.

I grimaced seeing my strong, spirited grandmother confined to her bed, looking weak and pale, but I also smiled through our conversations about faith and our family and my newly-adopted cat. I wept thinking about a new chapter in life without her, but I also laughed through my time with faraway relatives, grateful for the opportunity to be together.

Two weeks later, I returned to Michigan for my grandma’s funeral. It was, and is, hard to come to terms with the fact that she is gone, and not merely a few states and a timezone away like she was for so much of my life. But the hardest days were softened by the people I spent them with: immediate and extended family members, and my grandma’s seemingly endless circle of friends.

We felt her loss acutely that weekend, but we also felt the love she poured into the world and each of our lives. In the midst of mourning my grandmother’s death, celebrating her life brought us a profound sense of peace. I was f loored by the joy that came to me, joy that may not have saved my aching heart but did, at least, keep it af loat.

I have long admired how intentionally my grandma met life. She cared deeply for others, fervently believed in a more just and peaceful world, and worked tirelessly to bring that world closer to our own. I have since come to admire how intentionally she met death, too—with openness, acceptance and an abiding faith that it was not truly the end.

I know that throughout my life, more grief will come my way, and my own death will eventually befall me, too. I am, paradoxically, frightened of the unknown and hopeful that something better lies ahead. I am eager to find out what.

In the meantime, I want to strive to live a life that looks a bit more like my grandma’s and try to embrace the lessons that seasons of grief, and perhaps even winter, can teach me.

In the seven county metro area there is a projected shortage of 62,250 workers by the year 2020. Statewide that shortage is to be Movers & projected 239,000 by 2022.

gap through attracting and retaining talent to our region as well as growing our own talent. This work includes engaging groups of people who have not traditionally been in the workforce due to a host of challenges and barriers.

The simple answer is there is a skills mismatch. Employers need certain skills that the people seeking employment do not have.

If the job seeker needs to develop a particular skill in order to gain employment, staff in our Blaine office can assist with identifying short term training so the job seeker can gain the skills needed. Many of the short term trainings may be referred to as Career Pathways training as it is the fi rst step and provide a path to follow in advancing within a career.

Training can be as short as 4-5 days in some areas, or nine weeks in others.

As someone who works in health benefits and helps to provide care to thousands of union workers and their families, I find proposals to eliminate the existing coverage that so many of my members depend on and move them to a new government run plan very concerning. Overturning how patients receive their health coverage, without giving them control over the decision, is a serious matter.

By taking a fiveminute online survey, patients will learn their risk of heart disease — the leading cause of death in the U.S. for men and women. This free, online assessment was designed to help people determine how their “heart age� measures up against their actual age. A person’s chronological age and heart age aren’t necessarily the same, said University of Minnesota Health Cardiologist Stephen Battista, MD, FACC. The tool works by comparing a person’s risk of having a heart

Cougar cagers lose to champs but place third at state

Two out of three at the state tournament ain’t bad, especially when the loss between two wins came against one of the best teams of all time in Minnesota.

The Centennial Cougars took home the Class 4A girls basketball third-place trophy after beating Maple Grove 74-64, losing to undefeated champion Hopkins 75-51 and closing with a 68-53 conquest of Eastview last weekend.

“What makes me most proud of our team is how they came back Saturday and beat a very good Eastview team, who had won the state title last year,” coach Jill Becken said. “I'm so honored to have worked with these incredible players, and more importantly great people, for this season.”

The No. 6 ranked Cougars finished 27-5, and 18-1 in their last 19 games, with their second-best finish in the school’s seven state trips, behind only the 2009 runnerup finish behind Minneapolis South.

“It was fun to end our season on a win,” said Sara Stapleton. “Of course, it was sad to lose to Hopkins, but it was a good experience to play against such a talented team.”

How did third place in the state sound? Stapleton said, “I’d say, pretty good! We weren’t even ranked (top 10) at the start of the season, and I think we showed everybody where we should be. We even finished higher than we were ranked.”

Stapleton, 6-3 center, and Taylor McAulay, 6-0 guard, were named to the Class 4A all-tournament team. Each is moving on to Division I college teams, Stapleton at Wisconsin and McAulay at Baylor. McAulay finished with 1,400 points and Stapleton with 1,099 after missing 22 games this year.

Also bowing out were guards Mady Sanders and Grace Johnson, and forward Sara Lavell, along with reserves Annika Holmstrom, Anna DeBilzan and Cate Flynn.

Unveiling a secret weapon, the Cougars fought off a strong challenge from conference rival Maple Grove 7464 on Wednesday at Williams Arena.

“I told the girls at halftime, without Sarah (Lavell) shooting those three’s, we wouldn’t even be in this game,” Coach Jill Becken said.

Lavell bombed in four 3-pointers in the first half to help the Cougars rally to a 38-34 lead after trailing by six.

The 5-11 junior finished with 19 points, going 4-for-6 from long range, and made four steals.

“The most (3-pointers) I’ve shot in a game is maybe two,” said Lavell, adding that she makes about 40 percent. “I just wanted to win and it was open.”

Kahlea Jolly, Centennial senior, placed runner-up at 138 pounds in the Minnesota Girls High School Wrestling Championships on Saturday at Augsburg. Jolly beat Diann Smith of Austin by pin in 1:55 and Deanna Francisco of Deer River 9-2 to reach the finals, where she lost to Amor Tuttle of North St. Paul 8-2. She wrestled with the Cougar boys team, going 0-12 on varsity and 4-10 on JV. Jolly, also runner-up in the state girls tournament last year, will wrestle with the Waldorf College women’s team in Iowa.

Hopkins 75, Cougars 52 Overwhelming. That’s a one-word assessment of the Hopkins team that stopped Centennial’s 18-game win streak 75-51 Thursday evening in the Cougars’ only televised game, at Williams Arena.

Featuring the nation’s No. 1 junior prospect, Paige Bueckers, and a half-dozen college-level talents, the Royals set a dizzying pace that led to 29 turnovers by the Cougars, normally an excellent ball-handling team, and a 34-9 edge in points off turnovers.

“It definitely feels like they have seven people on the floor,” Taylor McAuley said. “They know how to get in the passing lanes, get ball pressure. We knew it was coming.”

Hopkins finished 32-0 by pummeling No. 3 ranked Stillwater 74-45 In the finals Saturday evening. They had one close game all year, 69-66 over No. 2 Wayzata, and beat the Trojans 70-49 and 77-60 after that. They humbled Class 3A champ DeLaSalle 93-49.

“We had too many turnovers, both forced and unforced. We had hoped to control the tempo, but instead they controlled the pace,” Coach Jill Becken said.

“What makes Paige Bueckers so phenomenal is that she does such a great job on both ends of the court. She tends to involve her teammates early in the game, and just shows her many talents

scoring wise in the second half of the game.”

Bueckers notched 28 points, seven assists, five steals and three blocked shots. Dlayla Chakolis added 12 points. Maya Nnaji, highly-touted 6-3 freshman, had 11 points and two blocks.

Centennial’s Sarah Stapleton notched 16 points, six rebounds and two blocks. Jodi Anderson had 14 points and eight rebounds, and Sarah Lavell eight points and eight rebounds. Taylor McAulay, going head-tohead with Bueckers, was limited to five points and one assist, while making seven turnovers.

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its March 12 meeting: • Heard from Mayor Dave Bartholomay, who congratulated the Centennial High School girls basketball team for making it to the state tournament.

Bartholomay also asked City Administrator Patrick Antonen whether it is a good idea for residents to be proactive about clearing out their storm sewer drains. Antonen said, “Absolutely. Our public works staff has been out all day the last two days trying to clear out as many storm sewer drains as possible, but if you have one in front of your house, whatever you can do to help us chip away at some of the ice is greatly appreciated.”

Bartholomay noted that construction will soon begin on I-35W to add an MnPass lane in

both directions from County Road C in Roseville all the way to Sunset Avenue. Construction is expected to be complete in 2021. “We are figuring out how construction is going to be staged.

It is going to be a great thing, but it is going to be a lot of work and we are going to have to watch and see what it does to Lexington Avenue, Lake Drive and Highway 65,” he said. The mayor said a MnDOT representative will likely talk about the project at an upcoming council meeting.

• Announced the Park Board approved an Eagle Scout project for Aspen Park, which will include installing welcome signs, replacing damaged signs and adding a bench along the trail. Antonen added the board also met with playground vendors to discuss replacement of the City Hall playground equipment.

• Approved the consent agenda, which included Feb. 12 meeting minutes, Feb. 26 meeting minutes, licenses and police, fire and general fund disbursements.

• Adopted a resolution in support of legislation that would require local municipal approval for any changes affecting its ambulance primary service area (PSA). “What this legislation does is to have the municipalities consulted when they are looking at changing PSAs, so they can at least talk to the police and fire departments to ensure there isn't going to be a gap in coverage or if there is a provider that comes in that is not able to provide the same level of service that the city is expecting,” Antonen explained. “All this does is it provides some input for cities, which currently we don't have right now. This will

allow us at least a spot at the table.”

Neighboring cities including Lino Lakes and Centerville have already approved similar resolutions.

Councilman Matt Percy said, “I don't know why you wouldn't want to support this. If you don't, you are basically saying we give up our rights to have any sort of say. I think it is a slam dunk, from our perspective.”

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at its March 7 meeting: • Approved the consent agenda, which included Feb. 21 council meeting minutes, claims and bills dealing with payroll, general fund and liquor payment, credit card payments and Centennial Lakes Police payment.

• Adopted a development agreement with 89 Lexington Lakes, LLC and an amendment to the development agreement for the Ephesians at Lexington apartments due to a change in the way the construction project is financed.

• Authorized vacation of easements for the Ephesians at Lexington to remove old public utility easements and remove a fire access easement written on three old parcels now replaced by the new plat.

• Authorized the conveyance of quit claim deed to 89 Lexington Lakes, LLC for the Ephesians at Lexington, which will transfer all of the city’s rights in real property legally described as the east 33 feet of lot 23, Lexington Park 2nd Addition. The city has

entered into a purchase agreement with 89 Lexington Lakes, LLC, for the sale of the parcel adjacent to the property. Given the transfer, the city no longer needs the subject parcel (Duwayne Avenue) as a street.

• Adopted the final plat for the Ephesians at Lexington, which will combine five parcels into a single plat.

The parcels include 8941 and 8925 Syndicate Ave. along with two unassigned sites including the west 150 feet of lot 38, Lexington Park 2nd Addition and Lot 37 (except the east 131 feet), Lexington Park 2nd Addition and the east 33 feet of lot 23, Lexington Park 2nd Addition.

• Authorized recording of documents for the Ephesians at Lexington, which allows city staff and consultants to perform administrative tasks to record any necessary documents with the county and oversee Ephesians as they close their transactions on their land.

• Approved the Emergency Response Solutions quote in the amount of $10,912 to install the Gear Grid System (for storage of fire uniforms and equiment)

in the fire station. The council also approved the Dyerson Painting estimate in the amount of $12,200 to paint the interior of the Lexington Fire Station • Approved the usage of Lexington Liquor’s south parking lot and overflow parking and vendor use in the west City Hall parking lot (if necessary) for Lexington’s Farmers Market in 2019. The former Lovell site is no longer available due to the construction of Landings of Lexington affordable housing project.

• Approved Minnesota Lawful Gambling Premises Permit application for Centennial Youth Hockey Association (CYHA) at the Boulevard Bar & Grille located at 3800 Restwood Road. This will allow the pull tabs to benefit CYHA. The next City Council meeting will be held at 7 p.m.

New study examines barriers and motivators toward 2020 census The U.S. Census Bureau released results Jan. 24 from the 2020 Census Barriers, Attitudes and Motivators Study (CBAMS).

The national survey and series of focus groups were designed to better understand the nation’s attitudes toward the 2020 Census, potential barriers that may inhibit participation and possible motivators of responding.

“Every part of the 2020 Census is grounded in research,” Census Bureau Director Steven Dillingham said. “An accurate and complete census relies on U.S. households responding to the 2020 Census online, by phone or by mail, and the communications campaign is key to achieving that.”

This extensive research expands similar work done ahead of the last census and shows how to reach all populations, including segments of the population that are historically hard to count, and which types of messages may be most effective. That work is then reinforced by the testing of the advertising creative to be used throughout the campaign. The study includes two reports — “2020 Census Barriers, Attitudes, and Motivators Study (CBAMS) Final Survey Report” and “2020 Census Barriers, Attitudes, and Motivators Study (CBAMS) Final Focus Group Report.”

The 2020 CBAMS survey reached a nationally representative sample of 50,000 households in early 2018, with nearly 17,500 responses (about a 35 percent response rate) to determine who intends to respond to the census and what attitudes, barriers and motivators exist about the 2020 Census. This is considered a well above average sample size and response rate than the industry standard for communications campaign research. Here are some of the highlights: • Two-thirds of respondents are “extremely likely” or “very likely” to fill out a census form.

• Many people were unfamiliar with the census, with only 33 percent being “extremely” or “very” familiar. Knowledge about the purpose and process of the census was uneven across groups.

• The analysis revealed five barriers that might prevent people from participating in the census: concerns about data privacy and confidentiality, fear of repercussions, distrust in all levels of government, feeling that it doesn’t matter if you are counted and belief that completing the census might not benefit you personally.

• Funding for public services was a top motivator across groups, yet less than half of respondents knew that the census is used to determine community funding.

Forty-two focus groups, held across 14 cities, explored potential motivators and barriers to response as well as attitudes toward the census. The focus groups were conducted among all characteristics of hard-to-count populations, including racial and ethnic minorities, people who speak languages other than English, those with low internet proficiency, young people who move frequently or have plans to move soon, rural residents and populations at risk of low response.

In addition, the Census Bureau was able to make some observations about the inclusion of a citizenship question on the census form to 34 of the 42 focus groups because the question announcement happened while the research was being fielded. Here are some of the highlights: • Tying participation in the census to community funding and, by extension, the hope for a better future for younger generations was a key motivator.

K-9 JUSTICE: Will be remembered for his personality and drive WHAT IS NEXT FOR THE LINO LAKES K-9 PROGRAM?

K-9 Justice will likely retire within the next year or two. Of course, that all depends on his health, and when the department is able to get its next K-9.

Public Safety Director John Swenson said the hope is for there to be a three- to six-month overlap with both Justice and K-9 Officer Pete Noll and the new K-9 and handler. That way, the dogs and handlers can both learn from each other.

“The goal is to have some overlap so that the new handler and new dog are able to get into the swing of things and we are able to train together and say these things were successful for us,” Noll said.

The department has not yet made the decision of where it will obtain the K-9 and where it will be trained, which is often a package deal. Swenson said a new K-9 will likely cost around $15,000, which would be covered by the department’s K-9 fund. Swenson noted that thanks to generous donors, there is enough money in the fund to cover the full cost of the next dog.

Now the search will begin for a new K-9 officer and the department’s third K-9 will begin his duties.

An hour and a half after they were given the all-clear, Noll and Justice sprang into action when a couple of people fled from a vehicle following a police pursuit. Justice tracked the two guys in a swamp.

Although Justice’s leg is fully healed now, Noll said he still experiences some soreness from time to time. “Once he goes into work mode, I don’t see it. Just like everything else he does, he pushes through and that is what he is trained to do,” he said.

After Justice retires, Noll said he will learn how to become an inside dog, because he has been an outside dog. Perhaps retirement will also bring with it a bit more spoiling and babying, which Noll was careful not to do when Justice had a community to protect.

As for Noll, he hopes to stay involved with the K-9 program.

“The family was still very worried.

He came back to the area many hours after it had all occurred, and we ended up fi nding him hiding under a boat a few houses over.

He was coming back, so we were able to give that peace of mind to that family that he wasn’t still out there,” he said.

The past year has been a tough one for Justice. Last June during a certification, Noll noticed Justice was not putting weight on one of his legs. After checking out a number of things, a break was found in one of his legs. Because Justice never wants to sit still, the healing process took a lot longer than it normally would.

“He wouldn’t sit still, and then when we would cast him he would want to chew the cast off,” Noll explained. Although the two have been working on and off during recovery, they were not given the

many community events as we can because it gets him out and seeing people and it gets people a chance to see him. ... And realistically, I think we all know that he is going to get more attention than any of us ever will. He is an easy sell,” Noll said. “He loves the attention. If he can have a bunch of people come up and pet him, he loves it. He knows how to turn his game face on, but he knows how to suck up to people a little bit and try to get some attention.”

Public Safety Director John Swenson said, “As a K-9 team, Officer Noll and Justice have been a very valuable resource, particularly as a community engagement tool for our agency.”

One of Justice’s favorite things to do is to track. “If somebody goes running and he can go and try to fi nd them, that is what he wants to do,” Noll said, recalling a time when they were requested to fi nd

The focus he has is insane. He has had that since day one. That is why he has done so well, it’s because of that drive and focus that he has,” Noll said. “Even when we are just sitting here, he wants that toy, he wants that reward and he will do anything for it. He listens and does exactly what you want him to. He is smart. Sometimes he is smarter than he should be, because he will try to work the system to get what he wants.”

Each year, the duo is required to do narcotics and patrol certifications. Justice has always done well in those certifications, with often perfect or near perfect scores, and has earned many trophies. Noll said Justice excels in some areas more so than others, just because of his personality, drive and the way he was trained. He excels at apprehension, article searches and suspect searches, but gets a bit bored when it comes to obedience and agility.

“When we do competitions, while he is good at obedience he is better in all the other (categories) and that is because of what he wants and where his drive is. It is very hard to dial him back for some of those things. For example, if I say ‘sit’ and ‘stay,’ he doesn’t want to stay there, he wants to work, and that is not working to him,” Noll explained. “Last year was our fi rst narcotics trophy and that’s because while he is very good and we get the scores that show that, he is not necessarily fast because of how I do it. I believe in being more thorough rather than quick when it comes to some things. We would rather make sure we are doing it right and fi nding everything, than in 30 seconds we can do this.”

Another area the department really lucked out with Justice is his social nature. Since he is friendly, they are able to bring him along to community events and allow him to interact with community members.

Ring Video Doorbell comes to the rescue

LINO LAKES — After Lino Lakes resident Missy Rodriguez found herself locked out of her house in the early hours of the morning in just her pajamas and slippers, she was thankful for her husband's Christmas present.

Missy bought the Ring Video Doorbell on Black Friday for her husband Rich after she heard it was the No. 1 seller on Amazon for Christmas and had seen some videos about the technology.

“I had seen other people's videos on Facebook about ding-dong ditchers or people stealing packages, but I never thought of it as a way to help me in a problem,” Missy said.

At 4 a.m. Saturday, March 9, Missy's husband Rich and her three children Jesse, 19, Jordan, 18, and Sammy, 15, left on a road trip to Texas. “When my husband and kids left, I purposely locked the door to the garage from the laundry room. I don't like being alone, I wanted to make sure everything was locked up,” Missy recalled.

While the boys were gone, Missy happened to be at home with her 1-year-old German shepherd, Coco, and was watching her niece's 9-yearold Lhasa-Apso mix, Bandit. Around 6:15 a.m., with temps in the low 20s, Bandit wanted to go outside.

“I brought Bandit outside and I stood on the deck and he just stared at me.

My niece told me he only likes to go to the bathroom when he is on a leash, so I went and got the leash and I shut the sliding glass door to the deck.

Coco kept scratching at the door, so I walked far away from the deck. Then Coco must have jumped up and latched down the door. I came back and realized it was locked,” she recalled.

Lino Lakes resident Missy Rodriguez’s Ring Video Doorbell came in handy when she found herself locked outside in the early morning hours of March 9.

Missy then proceeded to climb over their chain link fence; however, she fell into a large snow pile on the other side. “My husband had just put our snowmobiles next to the house, so he had snowblown a whole section of snow — there was a really high pile,” she said. “I was easily able to climb over the fence, but when I got to the other side I actually sunk all the way down. I was soaking wet. I was buried in snow and had to wiggle my way out of the pile of snow and crawl across the snow so I didn't fall down again.”

While she was trying to figure out which one of her neighbors might be up this early on a Saturday, she remembered she had the Ring doorbell. She rang it five times before Rich, who was likely driving through Iowa at the time, answered.

She explained she was locked out and asked him to call her parents to

see if they had a key and could come and let her in. Her son Jesse told her, “We haven't even left you for two hours and you already locked yourself out of the house. Please don't burn the house down.”

Rich, who works for the Ramsey County Sheriff's Department, put his fi rst responder hat on. “He just became a fi rst responder instructor for work. He literally passed the test on Friday, so he was super calm. He told me to fi nd a blanket and that my parents would be there soon.”

Missy also tried to stay as calm as she could, because — somewhat ironically — she had just given up “worrying” for Lent. “I thought this is my challenge right here, how am I not going to worry about this?”

After about 30 minutes her parents showed up, but they didn't have a key. Thankfully, Rich also called a

locksmith, who showed up to rescue Missy a couple of hours later. “It was crazy. It took him less than a minute to drill in the deadbolt and get me in the house,” she said.

While Missy was waiting, she was able to get into the garage to get out of the wind. After the whole ordeal was over, she remembered there was a heater in the garage that she could have turned on. “I could have shut the garage door and turned the heater on, but I guess when you are worried you just don't think of those things,” she said.

It just so happens that March is not a great month for the family.

March 25 will mark the 10-year anniversary of a house fi re. The fi re was in the garage, which is thought to have been caused by a faulty part in Rich's truck. Although the fi re stayed in the garage, the whole house had significant smoke damage.

The family was sleeping when the fi re broke out but woke up when a neighbor who saw the flames rang the doorbell and banged on the door.

Perhaps the Ring doorbell would have been helpful in this instance, too.

Even though the experience was by no means fun, Missy shared the video recordings from the incident on her personal social media page, which as of press deadlines had around 150 comments. Many of Missy's neighbors also saw the post and told her she should have come over.

“People got a laugh out of it, and I can get a laugh out of it now, too.

Many people have commented and said they are going to get a Ring now,” Missy said.

PUBLIC SAFETY BRIEFS Troopers revive Centerville woman after crash Two Minnesota State Patrol troopers and a passerby helped save 22-year-old Allyson Andert of Centerville March 13. Andert lost control of her vehicle around 10 p.m. while traveling southbound on I-35 in Wyoming. The vehicle landed on its roof in 2 feet of standing water under the County Road 8 overpass.

Two troopers and a passerby cut Andert’s seatbelt and were able to remove her from the vehicle. One trooper began CPR, as Andert unresponsive, and revived her. The trooper continued CPR as Andert went in and out of consciousness, spitting out water. After regaining consciousness, the driver was transported

to Regions Hospital and is reported to be in stable condition.

Drug seizures on the rise Drug seizures for Minnesota’s Violent Crime Enforcement Teams increased in several major drug categories in 2018.

The teams, which are partially funded by the Department of Public Safety Office of Justice Programs (DPS-OJP), are multi-jurisdictional task forces that investigate narcotics, gangs and violent crime.

A record amount of methamphetamine was seized last year, 1,145 pounds. Most of the meth is coming from Mexican drug trafficking organizations. When meth seizures were at their lowest level in 2007, 68 pounds

were seized. At the height of the meth lab problem in 2003, there were 410 labs seized and for the ninth straight year there were less than 30. Methamphetamine overdoses contributed to 160 deaths in 2017.

The production of marijuana concentrates continues to grow: Minnesota has seen a 115 percent increase in seizures from 2017 to 2018. There was more than 20 times more marijuana wax seized in 2018 than in 2014. Much of the product is being imported from states that have legalized marijuana.

After years of declining cocaine seizures, there has been an increase in the last three years. The increase is due in part to increased production of coca plants in South and Central America.

LEGISLATIVE BRIEF Klobuchar, Grassley introduce bill to allow cameras in federal courts U.S. Senators Amy Klobuchar (D-Minnesota) and Chuck Grassley (R-Iowa) reintroduced bipartisan legislation to expand the public’s window into federal court processes and procedures by allowing television cameras in federal courtrooms. The Sunshine in the Courtroom Act allows judges to permit media coverage of trial and appellate cases while ensuring appropriate due process safeguards and privacy protections for witnesses and jurors remain intact.

Klobuchar was honored with the Radio Television Digital News’ First Amendment Defender Award March 13 — an award presented to an individual or organization for taking a public stand in support of press freedom and for making a point to champion press freedom and the First Amendment in their lives and careers.

“Our nation is stronger when the public can see how our institutions function and reach their decisions.

The decisions made in courtrooms across our country impact the lives of every American. At a time when good journalism is more important than ever, allowing television cameras inside the courtroom would boost public confidence in government and contribute to a well-functioning democracy,” Klobuchar said.

The Sunshine in the Courtroom Act grants the presiding judge in all federal courts, including the Supreme Court, the discretion to allow cameras in the courtroom while protecting the identities of witnesses and jurors when necessary or upon request. It also prohibits media coverage of private conversations between clients and counsel, between opposing attorneys, and between counsel and the presiding judge.

All 50 states currently allow some form of audio/ video coverage of court proceedings under a variety of

rules and conditions, but federal court rules vary by district. Many federal courts, including the Supreme Court, prohibit the use of live media coverage.

POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • A male cashed a stolen check in the 7900 block of Lake Drive March 5.

The investigation is ongoing.

• Officers were requested by the State Patrol to assist in locating a male who was said to be suicidal and walking on I-35W near the Lake Drive exit. The male was subsequently located by the State Patrol.

• An officer was dispatched to a property damage motor vehicle crash in the area of Centerville Road and Birch Street March 5. Both vehicles were towed from the location, and an adult driver was cited for failing to stop at a stop sign.

• An officer responded to assist the Ramsey County Sheriff’s Department with a vehicle they were pursuing March 6. Deputies subsequently arrested an adult male in the area of Otter Lake Road and Ash Street.

• Officers responded to a fi re alarm at an apartment building in the 700 block of Town Center Parkway March 5. There had been a small fi re on a stove top that was extinguished, and the fi re division was requested to respond for ventilation.

• An officer responded to a personal injury accident in the 7500 block of Fourth Avenue March 6. The officer learned the driver sustained minor injuries declined treatment.

• Officers stopped a vehicle for several moving violations in the 1000 block of Main Street March 5. The adult male driver was arrested for DWI, DWI Test Refusal and other charges. The male was booked into the Anoka County Jail.

• Officers responded to a hit-and-run personal injury accident in the 2200 block of Main Street March 5. A warrant was acquired and a blood sample was taken from the driver.

The case is active, and charges are pending.

• A third-degree substantial bodily harm case that occurred in the 7500 block of Fourth Avenue was forwarded to the Lino Lakes Public Safety Department after being investigated by a state agency March 7. The case was reviewed and submitted to the Anoka County Attorney’s Office for possible charges.

• An officer checked on a suspicious vehicle at a closed business in the 7700 block of 20th Avenue March 9.

An adult male was identified and asked to leave.

• Officers took a dog attack report in the area of Mustang Lane and Mustang Court March 9. The officer advised the owner of the dog that

• Officers were dispatched to Circle Pines March 7 on the report of indecent exposure. Upon arrival, officers spoke with the involved parties and they were advised.

• A resident in Lexington reported criminal sexual conduct March 11. The case was forwarded to the Criminal Investigations Division for further investigation.

• Officers were dispatched to the 8900 block of Griggs Avenue in Lexington March 8 to assist a community service officer regarding a stolen vehicle. Officers contacted the Spring Lake Park Police Department and provided assistance.

• Police conducted a traffic stop in the area of Lovell Road and Hamline Avenue in Lexington March 12. A male drive was subsequently cited for careless driving.

It was a wild week indeed. We totaled over an inch of rain, 1.08”, MARCH 20 - 26, 2019 from March 12-14, with over half of it coming on the 14th (.54”).
