Council glimpses Y future

LINO LAKES — The city will not receive the full report on the YMCA facility until the first week of April, but the City Council now has a glimpse into what its consultants have been working on and what possibilities there may be for the future of the vacant building.

Back in December, the council authorized Isaac Sports Group (ISG) to prepare a feasibility study to evaluate options for future operation of the facility. The study comes after the city was notified last summer that the Y would not reopen its fitness and well-being center, located next to the city Civic Center. The city officially took over the property March 1.

“It is unfortunate that we are in this position, but we are, and I think there are opportunities we can take advantage of,” noted Community Development Director Michael Grochala at the council’s March 18 special work session. “We are the proud owners of a 42,000-square-foot building.”

ISG’s President Stu Isaac and Project Leader Duane Proell presented the preliminary findings of the study, which Grochala described as a very “high-level overview.”

Baby Miss Lino Lakes is headed to national pageant Nine-month-old Halen may be the youngest ambassador yet to represent the city of Lino Lakes — and now the Midwest.

Halen is the daughter of Lino Lakes residents Melissa Dolney and Jeremy Holden. She was born June 4, 2020.

As Baby Miss Lino Lakes, Halen competed in her first pageant, America’s Little Miss Minnesota State Pageant, March 12-14 in Bloomington.

Dolney used to be a dancer but has no pageant experience. “I always watched Toddlers in Tiaras,” she said. “After I had Halen, I started looking into it (pageants). With all of the COVID restrictions, it was hard to find stuff that was still going on.”

Dolney stumbled across the Little Miss Minnesota contest and decided to sign Halen up.

Because she was the first to apply in the city of Lino Lakes, Halen was selected as Baby Miss Lino Lakes back in February.

“I mainly wanted it to be a bonding experience for the two of us,” Dolney explained. “With her being so young, it is hard to find stuff that she can do.”

America’s Little Miss was established in 2015 for girls ages 0 to 15. One of the main goals of the competition is to not only instill confidence, but also encourage contestants to be a part of their communities and participate in area service activities.

Twenty-two girls competed in the state pageant in various

age categories, including Baby Miss, Toddler Miss, Mini Miss, Princess, Little Miss, Pre-Teen and Junior Teen. Some of the categories that entrants can compete in include: Photogenic, Portfolio, Glamour Girl, Actress, Spokesmodel, Causal Wear Modeling and State Costume.

According to its website, America's Little Miss is “a nonglitz system that encourages young girls to showcase their personalities from within.”

Contestants can also compete for awards including Most Beautiful, Prettiest Hair, Prettiest, Eyes, Prettiest Smile and Best Dressed.

the facility; reviewed and analyzed the Y programs, budgets, membership data, equipment and furnishings; reviewed and analyzed comparable private and public facilities in the area; interviewed key stakeholders; and explored possible partnerships with service, equipment and program providers.

Following ISG’s review of Y programming, Isaac said there are three main opportunities for expanding community recreation opportunities: Enhance programming/offering new programming for a wide range of constituents and users.

Offer more community-based programs for all ages and utilizing the multipurpose spaces.

Offer special needs and adaptive recreation programs.

Isaac said ISG is also exploring what types of memberships the city could offer. There could be discounts for Lino Lakes residents and/or seniors, multiple-use passes (punch cards) or dropin users. Another possibility might be to offer fitness or aquatic memberships only.

“One thing that people always asked us is, ‘Why did the YMCA fail?’”

Isaac said. “Based on the interviews and our analysis of this… We go back to the membership model, the limited programming/ scheduling … There seemed to be lack of a long-term plan for program development and facility upgrades, so really, (a lack of) long-term investment in the facility.

The tipping point was, of course, the challenges presented by the COVID-19 pandemic.”

The vision, Isaac said, is to create the Lino Lakes Recreation and Community Center, which would act as a “community hub” with a family-friendly membership model.

“The vision is to provide community classes, activities and services to augment the recreation, sport and leisure activities of the rec center,” Isaac explained. The goal would be to create signature amenities so that the facility becomes a destination for both residents and non-residents.

Some of those amenities could include court facilities

(basketball, pickleball, volleyball) as well as an indoor walking track, climbing wall and community meeting space. Other opportunities involve taking advantage of the building’s exterior space.

ISG is diving into three different management models for the facility: a city-managed model, an outsourced management model or a hybrid management model. Isaac presented some of the pros and cons for each model and said they are now mainly focused on the hybrid model.

The full report will have a lot more detail, but preliminary estimates show the city would need more than $631,000 to open the facility.

“Regardless of the management model that you select to move forward with, if you choose to move forward, there is going to be a ramp-up time, and it is different for every single facility.

There is going to be a year, or two or three or longer …

We will know that in the final report,” Proell explained.

“This facility is going to need for the city to subsidize it to a certain amount. We are going to identify that for you so you will know exactly what subsidy you are probably going to be looking at.”

Isaac said the city would likely not recoup its opening costs until year four or five, but that timeline can be accelerated depending on what options the council chooses. For example, by leasing the fitness equipment instead of purchasing it, the city could significantly reduce startup costs.

Council asks questions, shares input Prior to ISG’s presentation, Mayor Rob Rafferty requested that only council members ask questions of the consultants. He said there would be plenty of opportunities in the future for public input.

Among other questions asked by council, Council Member Michael Ruhland asked how much the Y was charging for memberships and how many members it had before the pandemic commenced.

Isaac shared some membership price data but said ISG and the city entered into a nondisclosure agreement that specifically prohibits

the consultant from sharing that information with the public. He noted that the information is factored into the report.

Ruhland also wanted to know when and how the city would gather feedback from residents. “I think it is important to get feedback from the actual membership base,” he said.

City Administrator Sarah Cotton said city staff is considering options to solicit public input. “We can talk about the best way to reach the public. Maybe we want to try several different approaches,” she said.

Council Member Tony Cavegn asked how long it would take to get the facility up and running. Isaac responded, “My feeling is the six-month time frame from when you pull the trigger.”

Council Member Christopher Lyden said, “Moving from the Y to a rec facility and a community center, I think that would serve our residents.” Lyden added that the hybrid management model is the option he is most interested in learning more about. He said he also really liked the idea of utilizing the land outside of both the Y and City Hall, perhaps for community gardens, sand volleyball courts, a horseshoe pit, or even a dog park.

Council Member Dale Stoesz wanted to make sure whatever the city does won’t compete with local businesses. He added he would also like to see the city open up the playground to residents immediately, regardless of the timeline for the building.

Rafferty said, “Our facility is very sterile, if you will; it is very bland, there is nothing really exciting over there. The thing that is going to make this thing work in my mind is it has to be unique.”

He added, “This is an exciting time for the city of Lino Lakes.

We have some very positive things. The sad fact is we have to move on from the partnership with the YMCA and yet at the same time, we have many opportunities before us that can be done successfully if done right.”

She also won the State Costume Contest with her Judy Garland costume and was second runner-up for the People’s Choice Award.

“We are so proud of her,” Dolney said. “I was so nervous to see how she would do on stage, but she sat there smiling the whole time and interacting with the judges. It was a long day of competing and we were worried she would get crabby towards the end, but she did amazing.”

As Baby Miss Midwest, Halen will travel to Orlando, Florida for the 2021 Grand National Pageant from June 24-27.

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer located an unoccupied stolen vehicle on I-35E near Main Street March 9. The agency responsible for the investigation was notified and handled the processing.

The investigation is ongoing.

• An officer picked up two juveniles in the 7500 block of Lake Drive March 9 who were out after curfew. Parents were called to pick them up.

• An officer took a theft report at a construction site in the 2000 block of Itasca Circle March 9. The incident is under investigation.

• Officers responded to a theft from motor vehicle report in the 7100 block of Ivy Ridge Court March 9. The investigation is ongoing.

• An officer performed a traffic stop in the area of North Road and Sunset Avenue March 11 after witnessing multiple traffic violations. The officer detected the odor of marijuana coming from inside the vehicle, and a subsequent search of the vehicle revealed controlled substances, which the occupants were cited for.

• An officer stopped a vehicle for a driving offense in the 400 block of Main Street March 12. The driver showed signs of impairment and failed sobriety tests. The driver was subsequently cited for several offenses, including third-degree DWI, and brought to jail.

• An officer came across a group of vehicles at a business in the 7800 block of Marilyn Drive whose drivers were likely setting up a race March 13. The officer followed the vehicles until they left the city.

• Officers responded to a report of several loud booms in the 600 block of Birch Street March 13. Officers subsequently located a sign in the roadway that had been struck by several vehicles. The sign was moved out of the roadway, but suspects have not been located.

• Officers located a suspicious vehicle in the parking lot of Rice Lake Elementary March 13. The occupants of the vehicle were cited for drug-related offenses.

• Damage to property was reported in the 6300 block of Ware Road March 14.

Officers are investigating the incident.

• An officer responded to a theft from motor vehicle report in the 1100 block of Birch Street March 15. Unknown

suspect(s) broke a car window and stole items from two vehicles. The victims were advised to contact police if they obtained any further information.

The Centennial Lakes Police Department reported the following incidents: • Officers were dispatched to an information report regarding possible drug activity in Centerville March 10.

• Police responded to the intersection of Lake Drive and Firebarn Road in Circle Pines March 10 on a personal injury accident. Two individuals were sent to the hospital, and the two vehicles involved had to be towed from the scene.

• An officer attempted to conduct a traffic stop near Lake Drive and Albert Avenue in Lexington March 10. The driver was taken into custody after leading the officer on a short pursuit.

• Officers responded to the 9200 block of South Highway Drive in Lexington March 11 on report of a property damage accident on private property. The caller advised a semitrailer struck the building and caused minor damage.

• Police were dispatched to the 3800 block of Restwood Road in Circle Pines on a damage to property report. There are no known suspects at this time.

• Officers conducted arrested an adult male on an outstanding warrant in the 3800 block of Minuteman Lane in Lexington March 12.

• An officer took a theft from motor vehicle report in the 9200 block of South Highway Drive in Lexington March 12.

• A hit-and-run property damage accident was reported in the 1800 block of Centerville Road March 12.

• A male bicyclist was verbally warned in the area of Griggs Avenue and Restwood Road in Lexington March 12 for a traffic violation.

• Suspicious activity was reported in the 1800 block of Main Street in Centerville March 13.

• A license plate theft was reported in the 7100 block of Peterson Trail in Centerville March 13.

• An officer conducted a traffic stop near the intersection of Lake Drive and Albert Avenue in Lexington March 13. The driver was subsequently arrested for fourthdegree DWI. • A police squad car was involved in a property damage accident on I-35E near Main Street in Lino Lakes March 15.

Celebrate Easter

ASTER IS THE time Christians celebrate Jesus’ resurrection from the dead. Gene Peterson writes in his book, The Message, “The men said, ‘Why are you looking for the Living One in a cemetery? He is not here, but raised up. Remember how he told you when you were still back in Galilee that he had to be handed over to sinners, be killed on a cross and in three days rise up?’” Then they remembered Jesus’ words. They left the tomb and broke the news of all this to the eleven and the rest.”

Easter is celebrated on the first Sunday following the full moon that occurs on or just after the spring equinox. In Christian calendars this is called the “Paschal Full Moon.”

In 2021 the spring equinox occurs Saturday, March 20. The first full moon after that date rises on Sunday, March 28. Therefore, Easter will be on the subsequent Sunday About the observed which is Sunday, April 4.

CELEBRATING A BIRTHDAY Town is more than another year... it allows Gene Johnson the adventure and purpose of life to continue. March 3 was my 85th celebration.

A pot luck was held and we supplied the ribs and wings. Thirty plus friends and a visit by our son, Carter, and his family made it special. Sixty-five cards were received. Ten percent of the cards had special greetings including a staff member offering a cake when we return in late April. There were lots of text and phone messages, too.

One has to enjoy every birthday before they take them away. Aging has sorrows also as family and friends die.

Dining out is earlier. The 10 o’clock news gets missed but I’m wide awake for the 6 a.m. news. Naps after lunch have become routine.

Life insurance sales people stop calling but extended car warranty calls still come. The last new car we bought was in 2014 and we don’t have all the electronic gadgets figured out yet.

Splitting restaurant dinners is practical but buying groceries at big box stores doesn’t work. Catsup and pickle jars are just too big, last too long, and we can’t lift them let alone open the tight ones.

Health issues become more serious. Medical research, new drugs, and now vaccinations are readily available and encouraging. Doctor visits take up time.

Prices were very different in 1936. The average worker made $1,713 per year. An average home cost $3,925. Gasoline was 10 cents per gallon. A loaf of bread cost 8 cents. A Studebaker car cost $665. A lady’s swim suit cost $6.95. A first class stamp was 3 cents. Federal government spending was $48.23 billion.

Some pop culture and important events from that year include: The beginning of the Spanish Civil War; Germany breaks the Treaty of Versailles; the Pan Am Clipper, flying boat service begins service between America and Britain; “Gone with the Wind” by Margaret Mitchell is published; some popular movies were: “The Alamo,” “The Great Ziegfeld,” and “The Charge of the Light Brigade;” the New York Yankees won the World Series over the New York Giants 4 to 2; Minnesota was the NCAA Football Champion (7-1-0); Eugene O’Neill won the Nobel Prize for literature; Benny Goodman and orchestra recorded “Stompin’at the Savoy” on Victor Records; the Baseball Hall of Fame was established and players elected were Ty Cobb, Babe Ruth, Honus Wagner, Christy Mathewson and Walter Johnson; the first ski jumping tournament is held in Red Wing, Minnesota; the airship “Hindenburg” takes its first flight in Germany; the first stock car race is held in Daytona, Florida; boxing legend, Joe Louis, is knocked out by Max Schmeling; Life Magazine made its debut; RCA displays TV for the press; the 40 hour work week is approved by Congress.

‘What does a county commissioner do?’

W

hen I was mayor and serving on the City Council in Lino Lakes for over 20 years, residents had a good idea that the City Council is responsible for crafting good policy that makes sense, keeping taxes in check and keeping the city development on the right track to preserve our quality of life.

I ran for Legislator When Anoka County Commissioner, Lingo the question I received the Jeff Reinert most was, “What does a county commissioner do?”

The best way to understand what a county commissioner does is to first understand what the county does. Besides all the things you can see every day like county parks, libraries, public safety from our Sheriffs Office and road maintenance and repairs from our transportation division, the function of a county goes well beyond what you might imagine.

We implement many federal and state mandates.

When you hear that the federal or state government has initiated a new mandate or service, in most cases, they don’t actually get it

done. It is county government that is usually responsible for delivering the services.

Counties across America do the heavy lifting for the federal and state government and are the functional arm of other governmental entities to figure out implementation. County commissioners guide, approve and oversee this work.

So, let’s follow the money …

Federal and state dollars are passed down to the county to pay for services they “mandate” or want done. County commissioners serve on various committees and boards to help guide this activity to provide these services and approve how these dollars are spent.

Here is an example of how this all works. This year, I was honored to be appointed as chair of the largest committee in Anoka County, the Human Services Committee. Human Services is responsible for delivering over half of the services provided by Anoka County and has over 1,000 employees. Overall spending and benefits distributed through Human Services in Anoka County is about $1 billion a year, but 93% of these dollars come from or are distributed by federal and state government.

Serving as chair of Human Services for Anoka County is a huge responsibility and has five

divisions that I oversee. They are 1) Corrections, 2) Social Services & Behavioral Health, 3) Economic Assistance, 4) Job Training and 5) Public Health and Environmental Services.

I serve on a total of 20 committees and boards.

Some of these include chair of Airport Committee, vice chair of IT Committee (Information Technology) and vice chair of Parks Committee. As vice chair of Parks, I can protect our parks, trails and golf courses in our area to help maintain our quality of life.

I’m now in my second term as your county commissioner but can’t imagine doing this job without my prior experience as a small business owner for 35 years and over 20 years in representative government. This combination of private business and public service has really been great preparation.

I hope this helps to explain the work I do with Anoka County as I represent District 6, which includes, Centerville, Circle Pines, Columbus, Lexington, Linwood, Lino Lakes and eastern Blaine. Thanks for the recent article, “Lino Lakes Council moves forward with hard court plans at Tower Park” in the March 16 edition of the Quad Community Press. I sincerely appreciate your keeping us informed as to what's going on of importance throughout the city.

I respect Mayor Rafferty's position to go forward with the construction of pickleball and tennis courts for Tower Park.

However, I support Councilman Lyden's position that the city not "rush into anything with those dollars ($375,000) and table the item until plans develop for the future YMCA." I acknowledge the funds were set aside in 2017 for parks near the new fire station, but that was before the COVID crisis arose. When the Y shut down, residents throughout Linoland were and continue to be negatively affected.

My thought is to use the money to help the most people in this instance, putting it towards whatever can be done to reopen the Y. Hopefully, as the pandemic lessens, the city can arrange for accommodating the Tower Park neighborhood, as well as all the neighborhoods in the city.

Cougar girl skaters headed for state after upsetting Maple Grove

SPORTS BRIEFS Girls basketball: Cougars cruise past Osseo in section opener The top-seeded Centennial Cougars opened Section 5AA beating Osseo 82-54 at home Saturday. Jodi Anderson and Camille Cummings each tallied 18 points, Jenna Guyer 17 with eight rebounds, four assists and three steals, and Marisa Frost 12 (2-for-2 on three’s).

KJ Tharp nabbed 10 rebounds. The Cougars shot 51% in building a 44-32 first half lead, then opened the second half with a 26-7 run. Talayah Wilson scored 25 for Osseo (2-17). The Cougars (18-1) now face Champlin Park (11-9) on Tuesday in the semifinals). If the Cougars beat the Rebels, they will host the championship game Thursday evening against the winner of Spring Lake Park vs. Roseville.

The Centennial girls hockey team defeats Maple Grove 4-1 in the section SA Championship. The girls are headed to state this weekend.

The Centennial Cougars upset Maple Grove 4-1 in the Section 5AA championship game on Saturday in Maple Grove, advancing to the state tournament.

The Cougars had lost to Maple Grove 5-0 and 5-2 in conference play but stymied the host Crimson in the biggest game of the year, getting their four goals on just 15 shots while goalie Kaitlin Groess stopped 24 of 25 shots.

The Cougars pulled away on Callie Cody’s goal with 12 seconds left in the second period and on O’Hara’s empty-netter with 22 seconds left in the third.

The Cougars (16-5) now enter the state Class 2A tournament, making the program’s fourth state trip.

The Centennial Cougars advanced to the Section 5AA boys hockey championship game by defeating Blaine 6-2 in the semifinals at home Saturday after routing Spring Lake Park 9-1 in the first round.

The No. 2 seeded Cougars (15-4) face top-seeded Maple Grove (19-1) in the finals there Thursday, 7 p.m. Maple Grove is ranked No. 2 in the state and beat the Cougars 9-3 and 7-2 in conference play.

The Cougars, notorious for thirdperiod bursts this season, had another one with four goals in the last 17 minutes after the score was 2-2 after two. Matt Everson, AJ Carls, Owen Van Tassel, and Cade Anderson had the third-period goals as the Cougars outshot the Bengals 16-6.

Brody Pass and Peyton Blair had the earlier goals for Centennial while Finn Loftus and Matt McIntyre scored for the Bengals (10-10). Leo Troje made 19 saves for the Cougars.

Henry Bartle and AJ Carls each had the hat trick against Spring Lake Park 9-1 on Thursday evening. Bartle scored twice the first period and again in the third, and Carls had all three Cougar goals in the second period.

Isaak Ankrum, Pass and Van Tassel also scored. Van Tassel and Pass each made three assists. Leo Troje stopped 14 shots by the Panthers (6-13).

Mason Lindsay led the Centennial boys basketball team in scoring for two seasons. The 6-foot3, 185-pound senior averaged 10.6 points, 6.7 rebounds, 2.1 assists and 1.2 steals in the regular season this year. He averaged 12.4 points last year.

“Mason has improved so much in the four years he’s been a Cougar,” coach Dave Frasier said. “He is an amazing role model on and off the court, and a strong example of what it means to be a student-athlete.” Lindsay was the leading receiver on the football team this fall with 18 catches for 355 yards, a 19.7 average, in seven games, with one touchdown

Spring literally blew in on Saturday and Sunday. It was one windy weekend. It began innocently enough Saturday morning, but by noon gusts were near 40 mph. It wasn't until the end of day Sunday when winds finally abated. This past weekend was also one of our warmest with Saturday in the mid 50's and Sunday in the low 60's. We're running well above average temperaturewise for the month. Temperatures will cool a bit this week but still be a little warmer than normal. Nature Note: Small ponds are just about free of ice and the big lakes are turning dark gray; we should see some large open water soon. I've spotted Robins but have not yet heard from the Red Wing Blackbirds.

Here are some more adorable faces in honor of National Puppy Day.

1-2. Students and staff at Golden Lake Elementary in Circle Pines are now greeted by four one-of-a-kind murals every time they enter the school’s library. Students in all grade levels played a role in the creation of the murals, which represent each of Minnesota’s four seasons.

Minneapolis artist Jeanette Papenfuss spent about a week with each grade level to guide them through the process. It is all a part of an artist-in-residence program called ArtStart, which focuses on unlocking the creative artist within each individual.

Papenfuss assembled all of the tiles this fall, and the murals were installed in February.

The hope was to have a big celebration when the murals were installed, but the school’s administration decided that given the ongoing pandemic, it was not the right time to do so. — Submitted 3.Area photographer couldn’t resist the opportunity to photograph a couple of eagles that she recently spotted near Holly Drive and Trapper’s Crossing in Lino Lakes. — LeAnn Michael, submitted 4.
