County Board undecided on how to select next administrator

After three separate motions, the Anoka County Board was unable to reach an agreement over how the next county administrator should be selected at its March 26 meeting.

Current County Administrator Jerry Soma announced back in February he would retire May 1.

Soma has worked for the county for 52 years, eight of those as administrator.

Round 1 Two resolutions were on the board’s agenda. The first resolution was presented by Commissioner Mandy Meisner (District 4). It proposed the board conduct an internal search for qualified candidates, which would include a job posting for 30 days. At the end of that time period, the board would choose at least two candidates to interview and then select the best one as the new administrator.

Commissioner Matt Look (District 1) explained that although he supports part of the resolution, he would not vote in favor of it.

“The only problem I have is what I am going to refer to as the ‘boxing-in’ of the board that is to require that no less than two people be interviewed.

I can’t say that two people are going to apply,” Look said. “I don’t want to get myself in a position where we have one, but not two people. At that point, the resolution can’t be fulfilled and you are deadlocked.”

Blaine youth baker finds sweet success

BLAINE — At the young age of 2, Paige Goehner was in the kitchen helping her father, Adam, cook.

“I would always make a huge mess, which I thought was helping,” Paige recalled.

Paige always wanted to be a dancer and gymnast,

but she was forced to give up dance because it was becoming too hard on her body. She was diagnosed with juvenile rheumatoid arthritis when she was only a year old. So, she turned to baking.

Lino Public Safety selects new K-9 handler LINO LAKES — Lino Lakes will soon have a new partnership protecting its streets.

The Lino Lakes Public Safety Department (LLPSD) recently announced that its current K-9 Justice, who joined the department in September 2012, will have to retire within the next year or two.

The department has since selected a dog and K-9 officer who are now training together.

The new K-9 is a year and a half year old German shepherd from Czech Republic. The new K-9 Officer, Kristen Mobraten, chose his name.

“In Homer’s ‘Odyssey,’ Argos is the name of Odysseus’ faithful dog who was known for his speed, strength, tracking ability and, of course, his loyalty,” she explained. “After reading about the dog and how devoted he was to his owner, I felt like it was the perfect name for my canine partner.”

Deputy Director Kyle Leibel explained the department had two “very capable” candidates for the K-9 officer position but Mobraten rose to the top.

“Officer Mobraten spent a significant amount of time over the past few years familiarizing

herself with the life of a canine handler. She completely understands the demands canine handling puts on a handler’s personal and professional life and she understands the expectation of high-level service to our community,” he said.

“Officer Mobraten also has a great deal of public speaking experience and drug interdiction training.”

Mobraten, a Lino Lakes native, graduated from Centennial High School in 2004. “Officer Mobraten has always had a strong interest in drug interdiction throughout her career. She is among our highest-trained narcotics officers and because of her awareness and ability to detect narcotics, she has made numerous arrests for various narcotics violations,” Leibel said.

“Her high-level training is mostly due to her work in finding valuable training from throughout the Midwest and hosting the training at our facility, which saves the agency money.”

“She has trained hundreds of people, adults and youth, from Lino Lakes businesses, schools, churches and community groups,” he said.

Mobraten felt working with a K-9 would help her pursue an aspect of the job she loves, community outreach.

“Over the past five years I’ve come to realize what an incredible asset the K-9 is to our city, both as a partner in fighting crime and community outreach. I love connecting with the community we serve and having the dog often helps open the doors of communication between the police and our citizens,” she said.

“Having a strong bond with our community is important, and I believe the K-9 is just one way we can help to strengthen that bond.”

Leibel explained the K-9 selection process happened faster than the department expected.

LLPSD reached out to three reputable trainers from the metro area and decided to go with one that is well-known to the department, could find a dog with the demeanor the city wanted and could fit the team into training right away this spring.

Argos comes from McDonough K-9, owned by retired Coon Rapids Police Officer Mark McDonough. McDonough was also the trainer for the department’s other two K-9s, Justice and Recon.

Mobraten and Argos are now hard at work preparing for the job that lies ahead. After their training is complete in June, the two will transition to patrol. In the meantime, Officer Pete Noll and K-9 Justice will continue to provide K-9 services to the community. Leibel said there will be a period of overlap: both teams will be on patrol over the summer until Justice transitions to retirement.

“I would like to express how truly grateful I am for this opportunity. It’s something I’ve been working toward for several years, and I am honored to be able to serve my hometown in this capacity,” Mobraten said. “Argos and I are hard at work learning how to be the best team possible for our wonderful community.”

28th annual Chain of Giving to boast new community games

The Chain of Lakes Rotary is gearing up for its eighth annual Chain of Giving event Saturday, April 13. This year, it will have a new twist: community games are planned in addition to the casino games.

“Let’s keep making it bigger and better so that we have an opportunity to positively impact youth in our community,” said Centennial Schools Superintendent and Rotary member Brian Dietz.

Rotary President Justin Larson noted, “Every year there seems to be something new added and it gets bigger and better. Better prizes, better games, awesome food.”

The event is the Rotary’s main fundraiser and benefits the school district’s Angel Fund and the Rotary, which uses the money for various needs, scholarships and the STRIVE program.

“We really wanted to make sure when putting the Angel Fund together that no student would ever be priced out of being involved and belonging to something,” Dietz explained. “We know that when students are involved in activities, athletics and clubs, that their sense of purpose is high, they are generally more successful academically and they feel good about themselves.”

The STRIVE program helps Centennial High School juniors and seniors discover their own strengths and talents to increase their personal and academic achievement.

branch expansion, and Larson said this year they are projecting to raise over $20,000. The attendance is also expected to increase from last year’s approximately 180 to well over 200. This is the fourth year the event has been held at Infinite Campus in Blaine.

“It is such an amazing venue to host these types of events. It is great that (founder) Charlie (Kratsch), an alumni of our school district, has been gracious to allow us to use that facility. It really spotlights our organization and his business and his support of our community so well,” Dietz said.

This year’s event will feature casino games like Black Jack and Texas Hold’em and the addition of five new community games, which include basketball shot, bean bag toss, football toss, golf putting challenge and hockey shot. At the end of the night, top scorers will receive prizes. For example, the basketball shot winner will receive court side men’s basketball Gopher tickets, a parking pass and a VIP club access pass for two.

“We are trying to bring out that fun sense of competition and just do something a little bit different this year to get that energy spurred in the room,” Dietz said. Attire for the evening is sportswear.

Larson explained that Rotary is always looking for more people who are interested in growing their business through networking with leaders in the community. “We have a really fun group that is the youngest and newest Rotary (club) in the district. We have projects, social outings and planning meetings that are great for any age or skill level. We try to mix our family, beliefs and business all into one awesome club,” he said.

Spoofing

H

ave you had any calls that show up on caller ID as a local number but when you answer, it’s a recording trying to sell a car warranty or help with pain? This trend is called ‘spoofing’ when they use a local prefix on the caller ID so that you pick up. Even if you’re on the “do not call” list, these calls can get through. Most of the calls I have received are recordings, however, we have had live people on the other end and pretty much all you can do is keep hanging up on them. It isn’t worth trying to call back because the number on your caller ID is not the real number for who called you.

You can block the caller, though the calls never seem to come from the same number. In the past few Publisher’s years, I have had hundreds of these calls on my cell phone. Then this View past week I received a vulgar text Carter Johnson message from someone begging for no more calls. When I responded and shared that it wasn’t me calling but that my number had been spoofed, the person finally understood it. The only recommendation I can suggest is that you don’t give out your cell number, always mark ‘do not solicit’ on anything you sign up for, and be cautious of any promotions you receive by text. It’s a frustration that hopefully the cell phone companies will figure out soon. So if you’re being spoofed, take down the numbers, time and call your service provider and share your frustration.

Dating today Things have changed since I was in the dating scene.

In middle school, we used to pass notes asking a girl if they wanted to “go out”, and they could check a “yes” or “no” box. If the answer was yes, we likely never actually went anywhere, but might have talked on the phone. From my observation, today’s middle school kids might send a text message or Snapchat to indicate their interest in going out with someone, but may never actually have a face to face conversation during the entire relationship.

When we were on spring break, we struck up a conversation with a group of college-age women from Texas staying next door who were all wearing yellow caps and t-shirts that said “Bumble.” I asked what it was and they explained that Bumble is an online dating site, similar to Match or OurTime, and one of the women in the group was the college representative.

I know that most single people around my age look to online dating sites to help narrow the field of prospects, but I guess I hadn’t considered that college kids were doing it, too. What ever happened to meeting on campus like in the dorms, in class or studying at the library, being set up by a mutual friend, at a party or though a co-ed broomball team? College seems like the easiest time of life to interact with others of similar age and interests in a close setting, but these girls reported it isn’t.

It will be interesting to see if the dating scene ever reverts back to hours-long phone calls, double dates, or love letters sent through the US postal service mail.

Harvard study A 1938 Harvard study called the Grant Study followed a group of 268 men for 80 years to research what makes people happy. It showed that close relationships help us live longer, healthier, happier lives. Relationships help “protect people from life’s discontents, help delay mental and physical decline, and are better predictors of long and happy lives than social class, IQ and even genes.”

Our communities are built on relationships among people – with loved ones, friends, neighbors, and involvement in organizations such as churches, athletic teams or clubs, or volunteer endeavors. Check out the roughly 12-minute TED talk video by Robert Waldinger titled, “What makes a good life?” He recommends dropping the screen time and reaching out to people and investing in relationships.

As March Madness begins, so does Problem Gambling Awareness Month

A

n estimated $10 billion in bets will be placed on the NCAA basketball championship games during March Madness, some of it by problem gamblers. To mark National Problem Gambling Awareness Month, the Minnesota Department of Human Services (DHS) is encouraging Movers & Minnesotans to learn about Shakers problem gambling Minnesota and, if needed, to take advantage of Department the free treatment of Human services paid for Resources through lottery funds.

“Minnesota has excellent resources to help people who are problem gamblers,” said DHS Commissioner Tony Lourey.

“There are 30 providers across the state who offer problem gambling treatment services, and Minnesota pays for gambling treatment for people who do not have insurance or another source of payment. Funding comes from lottery funds, and no one is turned away if they can’t afford treatment.”

Individuals in need of help for

themselves or a loved one can call the Minnesota gambling helpline at 1-800-333-HOPE or text HOPE to 61222.

Now in its 15th year, National Problem Gambling Awareness Month is designed to help raise awareness of the prevention, treatment and recovery services available for those adversely affected by gambling. Its 2019 theme, “Awareness + Action” encourages bringing this often hidden addiction to light.

About 2 million U.S. adults are estimated to meet criteria for pathological gambling, and another 4 to 6 million people would be considered problem gamblers, according to the National Council on Problem Gambling. Problem gambling can touch women and men of all walks of life. College students are disproportionately affected; nearly 6 percent of college students in the U.S. are estimated to have a serious gambling problem.

Minnesota’s Problem Gambling Program funded treatment services for approximately 775 individuals for outpatient and residential services in fiscal year 2018.

“Left untreated, problem gambling often leads to economic struggles, mental illness,

family strife and a host of other problems,” Lourey said. “It’s critical that we connect people to help when they need it.”

Signs of a gambling problem include: • Gambling longer than planned.

• Gambling until the last dollar is gone and beyond.

• Thoughts of gambling preoccupy daily life.

• Gambling impacts relationships and your ability to do your job.

• Bills begin to go unpaid.

• Attempts to stop gambling are unsuccessful.

• Feelings of depression or suicide after losing.

• Feelings of remorse after gambling.

• Gambling to meet fi nancial obligations.

• Borrowing or even stealing to fund gambling.

Michael R Pitchford Michael R Pitchford, 69, of Lexington, passed away March 24 with his loving wife Linda and family by his side. Michael was born in Anoka and resided in Lexington, where he proudly served on the Lexington Fire Department for 16 years,

as Police Commissioner of Centennial Lakes PD for 22 years and as Mayor for 4 years.

He is survived by his wife of 50 years, Linda, son Troy (Tricia); grandsons Teegan and Tucker, mother-in-law Cathy Root, three brothers and one sister. Michael fought a long, hard battle with kidney disease and we'd like to thank Dr.

Canas and his team at the dialysis clinic in Coon Rapids where he formed many friendships over the years.

Michael was a true family man and was happiest when he was surrounded by his grandsons, loved ones, and friends, which is how we'll celebrate his life on May 18, details forthcoming.

Q & A with Emily Shilson, Minnesota’s best female wrestler, who’s finally done wrestling boys

Emily Shilson has been wrestling against boys, and usually winning, for about a decade, but that’s over now that she has completed her senior season in high school.

Shilson looks ahead to wrestling against women at one of the 33 colleges that offer the sport. She hasn’t picked one yet. She will continue to pursue her ultimate goal, the Olympics. Already, she is a 2018 Cadet World Champion and 2017 silver medalist and a 2018 Youth Olympic Games Champion.

Shilson wrestled for Centennial for four seasons and Mounds View her senior year, all at 106 pounds. She qualified for the state tournament the last three years, as a section runner-up and two-time section.

She was never able to win a match at state, in three individual tournaments and two team tournaments, but posted a 139-64 career record, including 88-20 the last three.

The Shilsons are a wrestling family. She followed her brother Tyler (who placed second and fourth in state tournaments for Centennial) and father Chad in wrestling, with Chad handling much of her coaching.

Shilson, who carries a 4.03 grade-point-average, was recently named Ms. Minnesota Wrestling by The Guillotine.

She won her division at the Minnesota Girls High School Wrestling Tournament all six years.

Press Publications recently contacted Shilson for a question-and-answer session.

Was it a major goal to get at least one state tournament win, a big disappointment to not get one?

My goal was always to win the high school state tournament. It was the media’s goal for me to win one match. I train with the mindset to win every match.

When a boy at state beats you, is it because he's stronger and/or quicker?

Boys in high school are building muscle at an extremely fast rate, which makes it next to impossible for a girl to keep up with from a strength perspective. Because of that, when it’s match time against a boy, I know that I’m going to rely on my technique more so than anything else. I still feel I’m pretty strong and have a great strength program thanks to Body Rejuvenation.

What was the reason for transferring to Mounds View this year?

I transferred to Mounds View because it was the best place for me to spend my senior year. My teammates, coaches and fans were so supportive of me all year long. I couldn’t be happier.

girls on the squad this year, two of them new? A couple of them mentioned you as inspiration.

Yes, I’m always excited to see more girls coming out for the sport. I hope they continue to

build on what they have going over there. The best way to grow the sport is to get more girls involved.

Are you all done with wrestling against boys now?

Officially, I’m done competing against boys. I also just wrestled my last career Folkstyle match at the Girls Folkstyle Nationals last weekend. I split time this high school season between Freestyle and Folkstyle but will now focus 100 percent of my time on the international styles of Freestyle and Greco.

What did all these years on high school teams do for you in terms of development, confidence-building, fun and relationships?

My six years of high school wrestling has been so much fun. I’ve made a lot of friends but best of all, I got to compete with my brother for four of those years and we were on two state tournament teams together as well. Not many brothers and sisters can say that.

In terms of development, I’ve learned to operate while being banged up. I’ve had injured shoulders, knees, ankles, wrists, feet, toes, fingers — you name it.

I had a bad knee infection during the first eight weeks of my junior year that we didn’t really tell anyone about. I picked it up while training in Japan just prior to the season

starting. If you were to go back and watch film from that time, you might notice a few differences.

Are you glad now that it's going to be all women from now on?

It’s not that I’m glad I’ll only be competing against other female wrestlers from now on, but it’s more about that is the direction our sport needs to go if we want to see it grow like it has from the male side.

I’m simply glad that I get to compete. I’m grateful for the opportunities that this sport has provided me.

What is next for you, this year, on the mats?

I’ve got the US Open in April, the Junior World Team Trials, the U23 World Team Trials and the Senior World Team Trials all in May, Junior Nationals in July and all throughout the year, I’ll have training camps through the US and overseas.

Have you got a college team, and a major, picked yet?

I plan to major in finance and have narrowed my college choices down to three schools. I will be making the final decision very soon. I’m extremely excited to wrestle in college as well.

Becken, Cougar coach, re-retires after 396 wins and 6th state trip

With a lineup featuring four Division I players (Sydney and Sara Stapleton, Claire Orth and Taylor McAuley), her teams had a 73-16 record over three seasons in her second hitch. At state this year, the Cougars beat Maple Grove 74-64, lost to unbeaten champion Hopkins 75-51, and beat Eastview 68-63 in the third place game.

Now, she’s ready to turn it over to someone else again.

“I have mixed feelings,” said Becken, who played for Willmar High School and Minnesota-Morris, “because I so enjoy my squad and the players coming back, too! I know it’s the right decision for me, but I will miss the girls and coaching them this next season.”

Becken’s final career record was 396-134 with six state tournaments, including 115-70 one state trip in eight years at Forest Lake, then 281-64 and five state trips in 12 seasons at Centennial.

Jill Becken, who came out of retirement to coach Centennial to 73 wins over three years, capped by a state third-place fi nish this season, has stepped down again.

“I’ve decided to retire again from coaching,” Becken announced last week. “I want to spend more time with family, and head south some during the winter, and visit my

daughter in Colorado.”

Becken coached Centennial to four state trips in nine years, with a state runner-up finish in 2009, before retiring in 2011 to watch her two daughters play college basketball and her son play his last two years in high school.

After five years away watching her kids, with her former assistant Greg Amundson coaching the Cougars, the job opened up again, as Amundson moved to another school. Becken, a

Wyatt Clancy, Centennial senior hockey forward, received the team’s Ritchie Menne Hardest Worker award, Hobey Baker Character award and John McClellan MVP award.

Clancy notched nine goals and 12 assists.

Centennial’s Guyer gets national ‘positive coaching’ honor

Lori Guyer is a local soccer coach who makes life lessons a part of the experience whenever possible.

“I love coaching the game of soccer, but I also know I have an opportunity to teach these girls about life, and what really matters,” said Guyer, who was recently honored by a group called Positive Coaching Alliance (PCA).

This past season, her

Guyer was one of 50 coaches, from thousands

across the nation, receiving the Double-Gold Coaching Award from PCA, whose mission statement is “to transform youth sports culture so that all youth and high school athletes have a positive, character-building experience.”

Guyer, a substitute teacher in the Centennial district, has been coaching players four to 18 years old for 20 years. She’s been Cougar MV coach for 14 years, while also coaching with Centennial Soccer Club and

North Suburban Soccer Association.

“My goal each year is to get to know my players as people,” Guyer said. “I want to know what they love besides the game and to build relationships with them.

My players know that I have a passion for the game of soccer, but more importantly I love them for who they are.”

Guyer grew up in the same program. She played with the Centennial Soccer Club, Centennial High School for four seasons and Bethel

University four years. She also played basketball for the Cougars.

She has four kids who played youth soccer. Her daughter Jenna played for the Cougar basketball team that placed third the state this year.

The 50 national award recipients are invited to PCA’s recognition ceremony April 28 at Stanford University in California.

something to keep her active and engaged in the way that she could.

Baking was a perfect fit. It may not be what she hoped for, but she found a different path.”

Around the age of 7, Paige really started to get serious about baking.

She was constantly watching YouTube videos, paging through cookbooks and wanting to try out different recipes.

She was, and continues to be, a fan of all of the kids’ cooking shows like “The Kids Baking Championship” and “Chopped Junior.” Paige said, “I have watched every season (of “Kids Baking Show”) since it came out. When the first season came out, I thought it was really cool and I wanted to do it. I didn’t think I would ever be able to, and then my mom found the application and asked me if I wanted to do it.”

Paige applied for the fourth season of the show, but her skills weren’t quite there yet. Katie said for the next year Paige “worked her butt off” and continued to watch video after video, find inspiration on Instagram and read cookbooks. “Whenever a recipe wouldn’t work out, I would always keep going and going until it finally worked,” Paige said.

In February 2018, Paige applied to be on Season 6 and didn’t hear back until July that she would be one of the 12 contestants to compete for a chance at $25,000 and an article in Food Network magazine.

Paige and Katie traveled to Los Angeles and New Orleans over the summer for filming. The show aired on TV January through March. Even

though Paige found out she won the competition in August, she was sworn to secrecy until the finale aired last month.

“I didn’t think it was real. I thought they were pulling a prank on me or it was just in a dream,” Paige said about the moment she learned she was the winner.

The best part of the show, besides meeting her hero, Guff Goldman — one of the judges —was all of the friendships she made.

Winning the show has put Paige in the spotlight. In addition to being interviewed by countless media outlets, her list of Instagram followers has grown. “Before they announced that I was going to be on the show, I had 200 followers. After they announced I was going to be on the show, it went up to 2,000. After the finale, I had over 5,000,” Paige explained.

All of the attention has taught Paige a good lesson on cyberbullying and how cruel people can be on the internet.

After the finale, Paige received a lot of negative comments on Twitter. “I am trying not to pay attention to it,” she said.

Despite the negative comments, many people have reached out to Paige to thank her. “A number of kids and parents have messaged her and said, ‘Thank you for giving my kid a positive role model, and thank you for inspiring how this (juvenile rheumatoid arthritis) doesn’t have to define you,” Katie explained.

The Arthritis Foundation supported Paige along the way, often tweeting about the her on the show. Paige plans to donate some of her winnings to the

organization but is also hoping she can convince her parents to buy her an Apple Watch. Katie said, however, that the money will be going into a college fund.

For now, Paige said she will “continue to bake and finish the sixth grade (at Hill-Murray School)”. She plans to volunteer at the White Bear Area Emergency Food Shelf once a month, and after she graduates go to culinary school. One day, she’d like to open up her own bakery. She is also considering becoming an accountant or lawyer.

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its March 26 meeting: • Heard from Councilman Matt Percy who asked City Administrator Patrick Antonen about what the city is doing to try to keep its “new, fresh roads” looking that way during pothole season.

Antonen responded, “We are attacking the potholes as they come in. We are throwing down a lot of cold patch right now. I know we have gone through a pallet, which is about 50 bags of cold patch,” he said. Antonen added the city will invest about $100,000 on seal coating this year on West Golden Lake Road, West Road and Pine Hollow Drive.

• Councilman Dean Goldberg asked whether the iron enhanced sand fi lter construction has started back up. Antonen said it would be about a month until the project

resumes, as the contractor has to wait until road weight restrictions are lifted.

• Announced representatives from MnDOT will present on the I-35W improvements at the next council meeting.

• Heard from Antonen who said the Utilities Commission recently approved a lease renewal for cell phone antennas on its water tower.

He explained the lease for the antennas typically run 10 years and the city currently has two agreements in place.

The commission also announced this year’s scholarship winners, which include fi rst place winner Dena Ziemer who received $750 and second place winner Matthew Hove who received $500. Anotnen said Ziemer will also be entered into the Minnesota Municipal Utilities Association (MMUA) essay contest, where the winner can win up to $1,500.

• Approved a cost share agreement with the Rice Creek Watershed District (RCWD) for an alum treatment study. Antonen explained the city applied for a $24,000 grant from the district in December. RCWD agreed to pay $21,600 and the city will be responsible for $2,400.

The study will take place this summer and Antonen said the hope is to apply for more funding for the actual treatment, which would happen in the summer of 2020. “We are on the right path to water quality in Golden Lake,” Antonen said.

• Reviewed Chapters 1 (Community Overview), 3 (Transportation), 6 (Housing) and 8 (Resilience) of the 2040 Comprehensive Plan that the city must submit to the Metropolitan Council by Dec. 31.

Assistant City Administrator Chandra Peterson explained the Planning Commission also

recently reviewed these chapters.

“The most interesting chapter is Chapter 3. We are fully built out so we don't have an impact on the transportation, but we will be mindful of what our transportation and streets looks like and how we are going to move people by foot, bike and other avenues,” she explained.

Bartholomay asked whether it would be appropriate for the city to come up with a list of all the projects the city will need to partner with the county on such as pedestrian safety on County Road J and traffic on Lake Drive.

Peterson said language could be added into the comp plan identifying those shared items as goals.

The next City Council meeting will be at 7 p.m. Tuesday, April 9, at City Hall.

Middle school to perform ‘most classic’ show yet

Centennial Middle School (CMS) will soon perform its spring musical, which is sure to have the audience singing along and tapping their toes.

Sixty-eight students will perform “Singin’ in the Rain JR.” April 3-6. Co-directors are Laurie Tangren and Eric Webster, music director is Mary Rudquist, Eric “Pogi” Sumangil is choreographer, and Dave Mundale is set designer.

“This was one of my favorite movies when I was little. I absolutely love this show. It is one I have wanted to do for a while, and the timing was right,” Tangren said. “It is such a classic, it is fun. It is the most classic show we have done.”

According to Music Theatre International (MTI), “Singin’ in the Rain JR.” has all the makings of a Tinseltown tabloid headline — the starlet, the leading man and a love affair that could change lives and make or break careers. In silent movies, Don Lockwood and Lina Lamont are a hot item, but behind the scenes, things aren’t always as they appear on the big screen. Meanwhile, Lina’s squeaky voice might be the end of her career in talking pictures without the help of a talented young actress to do the talking and singing for her.

Eighth-grader Olivia Neibergall plays Lina. “She is very self-centered, everything is about her. She is kind of in her own little world and everything she does is perfect,” Neibergall explained, adding she likes playing the character because of its comedic nature.

Neibergall recommends people come to the show because “it is unique. It shows people what things were like making movies a long time ago.”

Eighth-grader Jade Langmead plays Kathy Selden, an earnest, talented actress with charm.

“She is an aspiring actress who wants to become a star. She is kind of tomboyish, she is very smart and strong. I like to think that if she lived in modern day she would be a feminist, which makes it really fun to play her because I am a feminist.”

This show is Langmead’s first musical, although she has been interested in dancing, singing, acting and performing for quite some time. “I’ve always wanted to do musicals here, but they conflicted with dance; that’s why I waited until this year. I was finally ready to take that much time off from dance,” she said.

The show is also seventh-grader Natalie Clarys’ fi rst musical. “I love singing and dancing and I thought it would be a really great experience,” she said. Clarys plays a Broadway dancer in the show.

She has been dancing for about eight years at Out on a Limb Dance Theater Company & School, where Langmead also dances.

“The show has a lot of good energy and it is a really great story. If you like older ideas and big show tunes, you should come,” Clarys said. “I love how big and bold it is.”

to strike the language that refers to a minimum of two people and leave it open-ended.

Meisner declined to make the amendment. “I would decline to make that at this time because I think it would be up to the candidates to decide if they are going to apply or not, and not the board,” she said.

Meisner explained her thoughts behind the resolution.

“I have only been doing this for a few short months, but there are a couple of things that I have learned very quickly. …

A vacancy is an opportunity for us to reexamine what that looks like, make sure the job description is adequate, and there is a hiring or promoting process in place,” she said. “So, I see Jerry’s retirement as a great opportunity to reexamine what we have been doing historically, which is a direct appointment process.” Soma was appointed by the board to his current position in 2011.

Meisner said she was originally hoping the board would pursue a nationwide search, but after she heard about the costs of a search to taxpayers and the opinions of her fellow commissioners she agreed to “compromise.”

Commissioner Mike Gamache (District 5) said that although he supports the resolution, he would have liked to see a broader search, perhaps opening it up to candidates across the state or even the nation. “I would have liked to see us do a larger search just to see what is out there. This type of position is very important to the county, and I think opening it up is a good thing,” he said. “Some may

have said this has become a political issue. Each of us have election certificates, so we are political people by nature, but at the same time my reasoning does not have anything to do with any candidate. It has to do with forming a process, putting together an opportunity for people to apply, and letting the process work and see who rises to the top.”

Gamache suggested Meisner make an amendment to the resolution and add a sentence that states “unless the county board only receives one application.” Meisner again denied to propose the amendment.

Ultimately, the resolution failed in a 4-2 vote; Look, West, Julie Braastad (District 2) and Scott Schulte (District 7) voted no and Meisner and Gamache voted yes. (Board Chair Rhonda Sivarajah was not present at the meeting, because she was at a conference in Washington, D.C.)

Round 2 The other resolution, which was presented by Commissioner Robyn West (District 3), proposed the board appoint Sivarajah to the position. The resolution detailed some of Sivarajah’s experience, including: “Sivarajah has been a part of Anoka County since December 1990. She was initially hired as a financial worker and then was promoted to that of supervisor. On Jan. 7, 2003, Sivarajah was elected as a member of the Anoka County Board of Commissioners. In January 2011, she was elected to be chair of the county board and has remained in that position ever since.”

“I have no question that Rhonda will carry Anoka County forward because she is gifted with an amazing intelligence.

I believe that out of the several leaders who could be chosen, that Rhonda would be the best choice to be our next county administrator,” West said, adding a long list of Sivarajah’s accomplishments.

Braastad also voiced her support. “One of the reasons I feel

going internally is so important, is you have a track record to look at. A past performance of someone is a great indicator of future performance.

Commissioner Sivarajah’s track record is exceptional,” she said.

“This is a very unique position.

The responsibility is given to this elected board to appoint the person that we want to carry out the policies we put in place. I feel Commissioner Sivarajah is the most qualified person to do this.”

Gamache explained that although he has no problems with the suggested appointment, he is in favor of an “open process.”

“I ask on this very important hire, we take a step back and look at this,” he said. “We still have time for a process, we still have time to sit down and figure out what it is we want out of that process, wheter we care to look across the state or country.”

Meisner weighed in against the resolution. “I agree with all the qualities that have been discussed ... It is the about lack of process to get a candidate.

Anoka County is the fourthlargest county in the state, overseeing a $300 million budget a year,” she said. “We pride ourselves in our county pillars: respectful, innovative, fiscally responsible, and I have seen this board practice those on many occasions.

“Why is it that we won’t practice those pillars filling this job? To respect all of our county employees by offering them the opportunity to apply for the job, to challenge the same old, same old with an innovative approach and to be fiscally responsible to thoroughly examine all aspects of a $174,990.40 taxpayer-funded

position.”

Schulte spoke highly of Sivarajah and made a baseball analogy. “It is like watching Mike Trout come out onto your baseball field, hit a couple home runs or maybe a dozen or maybe 50, and saying, ‘Nah, we are going to go back to the draft and see who is out there.’ We have got the best, I know that ...”

Ultimately, the resolution failed 3-3; Braastad, West and Schulte voted yes and Meisner, Gamache and Look voted no.

Round 3 Look presented a motion very similar to Meisner’s original resolution, but with the amendment that after the 30-day job posting period Soma would narrow the pool of candidates to three, who would then be interviewed at a public board meeting. After the interviews, the board would then select the top candidate.

Schulte voiced his concern. “I have watched the other counties go through their searches. They had the people picked out ahead of time and knew who was going to get it, but they went through the charade of search, spent the money, spent the time. .. This has happened in many counties and there has been dissent in those counties because of it.”

The motion failed once again 3-3; commissioners voted the way they did on Round 2. Soma said he is not sure when the topic will be discussed by the board again, but said “we will be looking at alternatives and coming up with a plan.”

Building a gaming community, 1 Poké Ball at a time

After Circle Pines resident Randy Clark found himself feeling frustrated because he wasn’t able to track down cool Pokémon, he decided it was time for things to change.

“I was fi nding myself frustrated because I was seeing cool Pokémon but couldn't get them since they required a raid (a group of trainers working together) to do it and I could never fi nd anyone,” Clark said.

“I gave it a shot and made some posters advertising a group I created on an app I had for another game that allowed us to message each other. About two weeks passed before the fi rst person joined and then the group grew, fast. People of every shape, age, religion, occupation came to be part of this group of — pardon my language — dorks. Just last month, we had our 100th person join [from all around the east metropolitan area].”

Pokémon Go, a location-based mobile app that was released by

Niantic Inc. in 2016, uses the player’s GPS to travel in real time in order to catch Pokémon characters, interact with Pokéstops, battle and train.

“The main activity we partake in as a group is raids. Raids take place at gyms (local points of interest — parks, statues, churches, etc.).

There are specific Pokémon that you are unable to catch ‘in the wild’ and you can only catch them after defeating them in a raid. Many of these Pokémon, called Legendary Pokémon, are extremely powerful and can only be defeated by groups of people,” explained Circle Pines resident Brad Kletzin, who is a member of the group.

Even though the app took 20 years to develop, Pokémon Go was an overnight success upon release.

Pokémon company’s president Tsunekazu Ishihara stated in May 2018 that the game has surpassed 800 million downloads. It has also earned over $2 billion in lifetime revenue.

safety. Some players used the app while driving, walked into oncoming traffic and encountered acts of aggression and violence — all due to the game.

“From an outsider's perspective, Pokémon Go players can be viewed as irresponsible, disrespectful and inattentive. I know many people have experienced and still experience POGO — players driving erratically, trespassing, blindly crossing streets and generally not paying attention to their surroundings because they are staring at their phones,” Kletzin stated. “I would say the people in our group generally do a really good job of trying to be respectful of other people and property as well as being aware of what's happening around them.

“People have developed serious friendship and a community has appeared … because of this group.

(I am) proud of the people in my group that make it feel like a good community where people care, laugh, and grow,” Clark said.

“The thing I enjoy most about the game is that it's a fun activity to take partake in with my 8-year old son. We also really enjoy the sense of community playing this game has brought us as well as meeting so many new people that we normally would have never encountered.

These are people you drive by on the road, sit next to in restaurants, and wait in line with at the grocery store. The idea that you can share experiences with people you never would have known otherwise is really fun for (us),” Kletzin said.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its March 25 meeting: • Held the second reading of an ordinance amending Chapter 208 of City Code. The proposed amendment incorporates the city’s fire services into the Public Safety Department by including cross-trained police officers/firefighters. The amendment was approved.

• Held the second reading of an ordinance amending Chapter 205 of the City Code. Chapter 205 was revised to strike language that exempts the public safety director from reporting to the City Administrator. Section 205.04 will also exclude temporary employees from needing council authorization for hiring purposes. The amendment was approved.

• Held the second reading of an ordinance amending Chapter 207 of City Code. The amendment strikes the language “Director of Administration” and replaces it with “Human Services.” The amendment was approved.

• Appointed Kenny Sinna to the vacant police officer position effective April 1. Sinna's hourly rate of pay will be $26.98.

• Accepted bids and awarded a construction contract for the roof replacement at the Civic Complex.

Three quotes were received for the project with the low bid from Palmer West Construction in the amount of $942,950. The bid includes a base bid (covered by insurance) in the amount of $698,000 and an additional bid of $244,950 for the ballasted roof areas (not covered by insurance).

• Awarded two contracts for the Arena Acres Park project. The City Council authorized staff to proceed with the construction of a tennis court at Arena Acres Park in October. The paved trail has been included to provide accessibility from Andall Street to the tennis court, playground area and basketball court.

The project is divided into two parts — site improvements, which includes earthwork, aggregate, court and trail paving, and court painting/striping — and fencing. The low quotes were submitted by Midwest Asphalt in the amount of $70,487 and Century Fence in the amount of $16,175.

• Approved the preparation of plans and specifications for the Well No. 1 rehabilitation project. Well No. 1 has been identified by public works staff to be operating inefficiently and in need of equipment upgrades and repairs.

WSB submitted a proposal to complete the plans and specifications for an amount not to exceed $59,366.

The council will award the contract for the project in June, construction will begin in July and the project will be complete in January 2020.

• Approved amendments to the designated Municipal State Aid street system (MSAS). The system allows cities with a population over 5,000 to be eligible to receive funding for road improvements and maintenance from the State Highway Users Fund.

To receive funding, the city can designate up to 20 percent of its local streets to receive MSAS funding. The city has a total of 22.73 miles eligible to designate.

The amendments include the addition of Town Center Parkway from Lake Drive to Village Drive and the roundabout, and Village Drive from the Town Center Parkway roundabout back to Town Center Parkway.

• Approved an amended development agreement for Northpointe 7th Addition. The final plat was approved in June, and included park dedication fees in the amount of $84,000. Part of that money would go to constructing a trail connecting to the development.

The developer needs to complete additional site work. The amendment calls for the park dedication fees to be reduced by $25,843 and for the city to reimburse that amount to the developer, who will coordinate the construction of the trail.

• Adopted the Local Surface Water Management Plan. The plan was updated to meet the requirements of Minnesota statutes Section 103B.235, Minnesota Rules 8410. The Rice Creek Watershed District approved the plan in December.

• Approved change order No. 1 for $41,849 for the West Shadow Lake Area improvement project. The council awarded the project contract to Geislinger and Sons Inc. for $4,940,637 in October. In February, WSB and the city held a neighborhood meeting where residents along the south end of the project near the woods requested that the ribbon curb be extended further to the south.

City Engineer Diane Hankee explained that during final design, it was understood that residents in this area wanted the road to remain as rural as possible and without curbing through this area. The change order will extend the ribbon curb approximately 625 feet to the south.

• Authorized the preparation of plans and specifications for the East Cedar Street and Elmcrest Avenue improvement projects. The council recently approved a joint powers agreement with the city of Hugo to complete roadway improvements on 24th Avenue/Elmcrest Avenue from Tart Lake Road to the south (a distance of 2,300 feet), and East Cedar Street from Otter Lake Road to the east (a distance of 2,600 feet). WSB will complete the plans and specifications for an amount not to exceed $128,968.

• Approved pay request No. 1 for $49,000 to Arnt Construction Company for the 2019 surface water improvement project within the Wollan Estates neighborhood. Hankee explained the total budget for the 2019 surface water maintenance project is $140,000, so engineering staff will work with the public works department to identify and complete a second surface water maintenance project this year.

• Held the first reading of an ordinance amending City Code Section 1007 to allow for multiple buildings on a single parcel in Commercial, Industrial and Public/Semi Public Zoning Districts.

Community Development Director Michael Grochala explained current city ordinance only allows for one principal building per lot, and in commercial and industrial zoning districts the size of accessory buildings is limited to 400 square feet. Therefore, any expansion project which requires an additional building in excess of 400 square feet would require approval of a planned unit development (PUD). Grochala said for a single-use site, approval for multiple buildings may be more appropriately handled through a conditional use permit (CUP).

• Held the first reading of an ordinance amending City Code Section 1007 to allow for retaining walls greater than 42 inches height. Grochala said currently the city requires a zoning permit for the construction of retaining walls within platted areas of the city and prohibits walls over 48 inches. The current state building code has provisions for walls taller than 48 inches. The amendment would allow walls up to 48 inches in height, but a zoning permit would still be required.

POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • An officer took a report of a harassment report in the 600 block of Town Center Parkway March 19. The case remains under investigation.

• Officers responded to a report of a theft in progress at a local business in the 700 block of Apollo Drive March 19.

Officers arrested a male for felony theft.

• A business owner from the 8000 block of Lake Drive reported that a vehicle was illegally repossessed March 20. The investigation is ongoing.

• Officers responded to the report of a possible fight at a business in the 600 block of Apollo Drive March 21. After investigating, it was found there was no physical fight, but a male was taken into custody for a narcotics violation and a female was taken into custody for underage alcohol consumption and providing a false name to a peace officer.

Both were transported to jail.

• Officers responded to a report of a male rummaging through the caller’s vehicle in

the 7600 block of Lake Drive March 21. Officers located the male and subsequently arrested him for fifth-degree possession of a controlled substance.

• An officer responded to a motorist assist in the 8200 block of Fourth Avenue March 21. The officer assisted the driver in getting their vehicle unstuck from the mud.

• An officer conducted a traffic stop on a vehicle for speeding in the 8000 block of Lake Drive March 21. The driver did not have a valid license and was found to be in possession of a controlled substance. The male was arrested and transported to jail.

• An officer responded to a residence in the 1500 block of Holly Drive E. regarding a theft from a motor vehicle March 22. There are no known suspects, but the incident is still under investigation.

• An officer assisted the Blaine Police Department with a K-9 sniff of a vehicle in the area of Central Avenue NE and 125th Avenue NE. An adult male was subsequently arrested for

• Officers responded to a vandalism report in the 6500 block of Deerwood Lane March 23. Officers spoke to the victim and checked the area for the involved vehicle.

The investigation is ongoing.

• An officer attempted to stop a vehicle for expired registration in the 800 block of Ash Street March 24. The adult male driver fled in his vehicle and was arrested for fleeing a peace officer, drug possession and evading registration tax. He was booked into the Anoka County Jail.

The Centennial Lakes Police Department reported the following incidents: • Police conducted a traffic stop in the area of East Road and Circle Drive in Circle Pines March 20. CURRICULUM 8.1 2019-20 Open Enrollment Applications Report - In accordance with Minnesota State Statute §124D.03 and any other program requirements specified in Minnesota laws or State Board rules, Centennial School District 12 recognizes the need to provide the most appropriate educational opportunities for all children. As a result, Centennial School District 12 continues to participate in the School District Non-Resident Open Enrollment Options Program. As of the January 15 statutory deadline, 152 applications were received; 149 of these new students were approved compared with 139 new students from last school year. Due to capacity limitations, 7th grade open enrollment has been closed for the 2019-20 school year. Students applying for open enrollment to this grade will be placed on a waiting list in the event space becomes available. Each of the remaining applicants will receive a notice of acceptance into the Centennial School District by February 15, 2019. Parents are required to notify the district of their intent to enroll by March 1, 2019. No School Board action was required. 9.

RESOURCE MANAGEMENT 9.1 Approval for Storage Shed - The district is recommending approval of the capital improvement plan for a storage shed.

The storage shed is for our High School baseball and softball program use and will be 100% funded by outside organizations. The storage shed will become district property. The Executive Director of Business Services recommended approval of the donation for capital improvement for a storage shed.

Motion to approve the donation for capital improvement for a storage shed by Knisely, seconded by Culp. Vote: 5-0-0, motion carried unanimously. 9.2 Food Service Level 4 Certification - During the 2017-2019 negotiations with Food Service, both teams discussed that the School Nutrition Association was going to add a 4th level of certification for food service employees. In the current contract, food service employees have 3 levels of certification. At the time of the agreed upon settlement with food service, the level 4 certification was not defined by the SNA. We created a MOU with food service that stated that once the SNA finalized the professional standards to achieve level 4, we would meet with MSEA-food service employees to discuss the final regulations. Now that the regulations are completed, we would agree with MSEA-Food Service employees that the level 4 should be compensated at $.70/hour. This is $.20 above the level 3 certification and is in alignment with the other three levels. This increase of pay would be retro-active to January 2, 2019. The total cost of the increase for the 8 level 4 employees is very minimal. The Director of Human Resources recommended approval of the level 4 certification for Food Service staff. Motion to approve the level 4 certification for Food Service staff by Culp, seconded by Wilson. Vote: 5-0-0, motion carried unanimously.

CITY OF LINO LAKES COUNTY OF ANOKA SUMMARY OF ORDINANCE NO. 03-19 AMENDING CHAPTER 205 OF THE LINO LAKES CITY CODE The City Council of the City of Lino Lakes, Minnesota ordains: Statement of Intent and Purpose.

Chapter 205 was revised to strike language that exempts the Public Safety Director as a direct report to the City Administrator, which is at variance with the current organizational structure.

Chapter 205 as amended will also exclude “temporary” employees from needing Council authorization for hiring purposes, provided a temporary position is included in the annual budget.
