2 north metro cities work to save water

As summer draws closer, two north metro cities hope their residents will take advantage of a deal that will not only save them money, but also save water.

Hugo and Lino Lakes are both offering Rachio 3 Smart Irrigation Controllers to residents at a deeply discounted price while supplies last.

“The largest water use category in the city during the growing season is outdoor irrigation, which may account for 60% of the water use for a typical home,” said Lino Lakes Environmental Coordinator Andy Nelson. “Roughly 50% of the water used for outdoor irrigation can be attributed to overwatering, evaporation and nontarget watering. By making sure lawns are only getting as much water as they need to remain green and healthy, residents will be able to drastically reduce water demand in the city.”

The Rachio 3 Smart Irrigation Controller optimizes water use in ways that traditional clock-based controllers, which irrigate on a set time schedule, cannot. Not your average cup of joe For a couple of years now, an idea has been brewing in Chris Raaymakers’ head.

He dreamed of opening a specialty coffee shop inside of his gym, located at 2289 E. Cedar St. in Lino Lakes, just west of the Victor Gardens neighborhood in Hugo.

The gym opened in August 2017 as Aerial Athletics. Last year, Raaymakers’ business partner

decided to go a different direction, and the gym was rebranded to Evolve Fitness Company. The 6,000-square-foot gym has about 2,000 square feet of “hangout” space for members.

“I'm a big coffee connoisseur, I love coffee,” Raaymakers said.

“I make espresso at home and I've always been intrigued by the process of it.”

Initially, Raaymakers wanted to purchase an espresso machine to serve gym members. The

problem? An espresso machine is expensive. To get a brand new one, Raaymakers was looking at a price tag of over $20,000.

Raaymakers reached out to family friend Brad Atkinson, owner of The Anchor Coffee House in White Bear Lake, to see if he had anything he would be willing to lend to help him get the coffee shop up and running. Honoring our smallest heroes Gov. Tim Walz has proclaimed April Military Child Month. More than 40% of military personnel have children who remain at home without their parents or guardians during deployments.

More than 23,000 children in Minnesota have at least one parent or guardian currently serving in active military duty.

Walz’s proclamation reads in part, “It is fitting that we recognize and honor their sacrifices, celebrate their spirts, and let our military personnel in uniform know that while they are taking care of us, we are looking out for their children. By recognizing Military Child Month, we pay tribute to military children for their commitment sacrifice and unconditional support for our troops.

Here are four ways to get involved and participate in the celebration:

1. 7th annual art contest

Who: Open to military children (grades K-12) of active or retired military personnel and siblings of active service members What: Children should submit artwork that depicts the theme, “military pride” When: April 1-30 Details: Send artwork and form to Laura Groeneweg at 600 Cedar St, St. Paul, MN 55101.

Prizes will be awarded for first, second and third place for grades K-2, 3-5, 6-8 and 9-12.

2. Photo contest

Who: Open to all military connected youth (all branches, active and retired) What: Gov. Walz would like to express his appreciation for military youth and the important role they play in

their military family.

4. Purple Up!

Who: Everyone.

When: April 16 What: Everyone is encouraged to wear purple on Thursday, April 15, to show support and thank military children for their strength and sacrifices.

Purple indicates that all branches of the military are supported. Air Force blue, Army green, Navy blue, Marine red and Coast Guard blue all are thought to combine together as a single color, purple.

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An unoccupied school bus rolled over an embankment and into a pond near the 700 block of Apollo Drive March 30. The bus company handled the recovery.

• Officers responded to a call about a theft that had just occurred in the 200 block of Baldwin Circle March 30. The incident is under investigation.

• Officers responded to a complaint of an illegal fire in the 700 block of Main Street March 31. The fire was located and put out, and the parents of the juveniles involved were advised of the incident.

• An officer stopped a vehicle for speeding in the 700 block of Main Street March 31. The driver was arrested for third-degree DWI and transported to jail.

• An officer conducted a traffic stop in the area of Otter Lake Road and Main Street April 1 and could smell marijuana coming from the vehicle. The officer searched the vehicle and located marijuana and drug paraphernalia. A citation was issued.

• Officers responded to a complaint of children playing hockey in the middle of the street in the 6600 block of Tele Lane April 1. All parties involved were informed to watch for traffic and move out of the way when necessary.

• An officer responded to a report of construction workers violating city ordinances regarding working hours in the 1900 block of Red Oak Lane April 3. The workers were

asked to stop until the appropriate time, which they did.

• An officer conducted a traffic stop for various traffic violations in the 800 block of Main Street April 3.

The officer learned the vehicle was stolen, and the party was arrested and booked into jail. The vehicle was towed and will be retrieved by the owner. The investigation will be handled by the originating agency.

• An officer located a suspicious vehicle in the 2100 block of Cedar Street April 3. The involved parties were subsequently charged for drug offenses.

• An officer came across a rollover crash that came off I-35E onto a city street April 4. The officer assisted the State Patrol in checking for victims but none were found. The State Patrol is investigating the crash.

• An officer responded to a report of a possible small grass fire in the area of Main Street and I-35E April 4. The fire was put out by the fire department.

• An officer responded to assist a neighboring agency with a male who reportedly shot himself in the leg by accident at a business in Ham Lake April 4. The officer arrived and assisted with the scene and patient care.

• Officers took a report of a catalytic converter theft on Ash Street April 4. The investigation is ongoing.

• Officers responded to a report of two suspicious people inside a business in the 700 block of Apollo Drive April 5. After an

investigation, an adult male and an adult female were arrested and booked into jail.

• Officers responded to a report of an intoxicated male who had entered a home that was not his in the 6300 block of Painted Turtle Road and had been escorted out by the homeowners April 5. The male was cited for disorderly conduct and was transported home.

The Centennial Lakes Police Department reported the following incidents: • A suspicious vehicle was reported in the 9900 block of Lake Drive in Circle Pines April 1. A Keeping our Police Safe (KOPS) alert was set up for the vehicle.

• An illegal burn was reported in the 7200 block of Mound Court in Centerville April 1. The homeowner was advised to put it out.

• A property damage accident was reported in the 7100 block of Mill Road in Centerville April 1.

• An officer attempted to execute a traffic stop in the area of Edgewood Road and Lexington Avenue in Lexington April 2, but the vehicle sped off. A KOPS alert was placed on the vehicle.

• A suspect was trespassed from the 9300 block of Lexington Avenue in Lexington April 2.

• An officer was flagged down regarding suspicious activity in the 3900 block of Restwood Road in Circle Pines April 2. Two males were subsequently arrested.

• A male was arrested in Circle

Pines April 2 and transported to jail for domestic assault.

• An officer gave a verbal warning to the driver of a vehicle that was reported for being suspicious in the 200 block of Civic Heights Drive in Circle Pines April 3.

• A civil dispute was reported in the 8900 block of Syndicate Avenue in Lexington April 3.

• A driver was issued a citation after failing to yield to a pedestrian attempting to cross the road in a crosswalk at Centerville Road and Main Street in Centerville April 3.

• An officer responded to the 200 block of Heritage Lane in Circle Pines April 4 on a property damage report. The suspect fled the scene before police arrival, but the other driver was able to get the suspect vehicle’s license plate.

• Officers took a scam report from a resident in the 30 block of Village Parkway in Circle Pines April 5.

Information about the work-fromhome type of scam was collected.

There are no known suspects at this time.

• Suspicious activity was reported in the 1600 block of Lakeland Circle in Centerville April 5. The caller advised that an unknown suspect opened up a boat cover and rummaged through the interior.

Nothing was found to be missing.

• A resident from the 300 block of Flowerfield Road in Circle Pines reported that someone applied for unemployment benefits using their name April 6.

SAVE WATER: Lino Lakes and Hugo aim to reduce water demand

Hugo The city of Hugo was one of 19 municipalities to participate in the Metropolitan Council's water efficiency grant program from 201517. Because of the grant, the city was able to offer rebates to residents who purchased new WaterSense toilets, irrigation controllers and washing machines to replace inefficient products.

“The council has been looking for ways to improve water conservation throughout the city,” Weber said. “We want to be able to maintain yards while also being conscious of our water supply.”

This time around, Weber said the council wanted to try something new, but also try to be more efficient when it comes to conserving water. The city of Hugo applied for and received a grant through the Met Council’s Clean Water, Land and Legacy Amendment Fund in 2019. The grant program runs through 2022.

up front, with the hope that all of the controllers will eventually be sold and the city can then be reimbursed. The grant also has a match requirement; the Met Council funds 75% of the program and the city is responsible for the other 25%.

“We are hoping this is something residents will be interested in. It saves them money on the up-front cost and in the long run,” Weber said.

The city of Hugo is selling the controllers, which are valued at $230, for $30. Residents who are interested in purchasing a controller must fill out an application on the city’s website at ci.hugo.mn.us. Applications are also available in the most recent city newsletter. Once an application is filled out, residents need to mail a check to the city of Hugo or place their check in the drop box located outside

the front doors of City Hall.

Once approved, the controller will be delivered right to your doorstep.

As of press deadline, Weber said there are 150 controllers still available.

Weber wants to remind residents that installing a smart irrigation controller is not the be-all and endall. “Residents are encouraged to maintain their irrigation system and make sure their sprinklers are working, that they are not clogged, there are no leaks … those are all things that can affect your system as a whole and whether or not it is the most efficient that it can be.”

The Lino Lakes City Council discussed investing in the controllers during budget discussions last year and revisited the topic last month, when the council authorized city staff to purchase 100 Rachio 3 controllers as part of a pilot program. The controllers were purchased through the city’s water utility fund, but Nelson said the hope is to receive grant funding for the program in future years.

Water conservation has become even more important in the city of Lino Lakes after the Minnesota Department of Health notified the city in November 2019 that a couple of its municipal wells had levels of manganese that were higher than recommended.

Last summer, the city issued a watering ban from 6 a.m. to 6 p.m. to try to keep manganese at appropriate levels. The city was not using the wells that had higher manganese levels but was concerned it would need to tap into those wells if it

“By replacing a standard clock timer with an Environmental Protection Agency (EPA) WaterSense labeled irrigation controller, an average household can save anywhere from 15,000 to 30,000 gallons of water annually,” explained Hugo Community Development Assistant Emily Weber.

The University of Minnesota conducted a study in Woodbury that showed these controllers can save an average of 50% of outdoor water use for homes.

“Conserving fresh water while making sure that our use is responsible and sustainable will ensure that this precious resource is available for future generations,” Nelson said.

Dogs and weddings?

What could be better

I

f you know me, you know I love dogs. I wear my dog mom hat proudly.

I also love weddings. I can easily binge watch shows like “Say Yes to the Dress” and “Four Weddings.

With wedding season right around the corner, I’m getting excited for my new part-time “job”. I have been hired by Doggy Social as a pet attendant.

Although I was able to include my white German shepherd Frosty in our engagement photos, we were not able to have her attend our big day because we didn’t have anyone to watch her all day. (Our corgi Twinkie wasn’t born yet.)

That’s where a pet attendant comes in. As a pet attendant, my number one priority is to keep their fur baby safe, while taking care of their needs.

We make sure the dogs have just as much fun as their humans and are incorporated into the day, whether that means making sure the dogs look their best for photos, getting them ready to walk down the aisle or Out and socializing with wedding guests at cocktail hour.

About I’m excited to love up all these adorable dogs and make them feel Shannon extra loved on their humans’ big Granholm day. My first wedding is later this week —It just so happens that the bride and groom have two corgis!

Vaccine Even though I have only been eligible to receive the COVID-19 vaccine for two weeks now, I have been anxiously waiting my turn since the pandemic began.

As a journalist, I’m so thankful that I’ve been able to work throughout the entire pandemic. We were deemed “essential,” yet we weren’t granted access to the vaccine until virtually everyone else was.

Every day early in the morning and late at night, I have surfed various websites for pharmacies, grocery stores and clinics hoping to get lucky enough to find an appointment anywhere from the Twin Cities to Duluth. I even joined a Facebook group where people post tips and places that they have been able to find appointments.

Sometimes I have gotten my hopes up when I’m able to select a specific date and time only to find out the “appointment is no longer available.” I’m not even picky about which vaccine I receive.

I was finally able to find an appointment in Forest Lake last Wednesday. Thankfully, my second shot is already scheduled.

Ensuring opportunities for all students

ne of the mottos we hold near and dear is the statement, “We Are Centennial.” These words speak towards the goals of wanting our students to feel connected and know they are cared for and loved within our buildings. As we look inside ourselves, we recognize that there is more we need to do.

Since 2016 and throughout this year, we have embarked on several different initiatives, trainings, and Movers & actions to build equity in our Shakers District. We don’t share this to brag Brian Dietz about work, rather, to illustrate the journey we’ve taken and the need to continually work on items to support our students, families, and the community.

Centennial Schools does not tolerate racism and social injustice and are working to go deeper into working on these issues both in and outside our doors. Some of this work includes an audit and changes to curriculum based on bias, replacing text, creating equity resources for classroom use, and several other initiatives which are included online, on the District’s Equity tab, www.isd12.org/equity.

Site administrative teams have also met regularly with middle and high school BIPOC (Black, Indigenous and People of Color) students, underrepresented students, and allies

to understand concerns and work together on solutions.

We are at work on the next steps of our plan to ensure issues around equity are addressed. With ongoing help from our students, families, and the community, following our next steps of our future equity plan that will focus on creating a safe, welcoming, and healthy environment in our schools.

We will continue working with Equity Alliance Minnesota to perform a comprehensive equity audit in fall of 2021. This will include facilitating listening sessions with all stakeholders, observing our schools and environments, and helping develop an action plan for the future. Through these collaborative processes and initiatives, we are going to learn about other areas where we need to improve. We are committed to assessing each one to help improve the culture of our schools.

We’ve had continued dialogue with our school board of hiring an Equity Coordinator position for our District.

The next step is to fill the position prior to the next school year.

In ongoing conversations with students, we need to continually work on building trust with them. We will continue to promote the Centennial Tip Line, which has been in place for the past seven years, as well as create additional ways to report concerns on any topic confidentially. We also will encourage students to report problems when they occur so we can support them and address the issue immediately.

Two years ago, we developed a restorative practice process called

P.A.R.R. (Purpose, Academic, Reflection, Restorative), which addresses issues head-on. Students have opportunities to discuss behavior, understand the impact of their decisions, and learn and grow from their experiences with a goal to not have issues reoccur.

Developed from feedback from our stakeholders, an education component for students includes dedicated time to address topics of racism, bias, dangers and the impact of social media, and other areas that impact the way we respect and treat each other. Our goal is to have this in place at all levels for the next school year.

In addition to the work inside our schools, Centennial’s plan in partnership with stakeholders spreads across our communities. We are developing a plan in partnership with others to bring our community leaders together to develop an initiative that supports these efforts and bring people together.

It is our desire the work will change the narrative—in the school district, in our schools, in the community—and adhere to our mission to empower all learners with voice, knowledge, and skills necessary for success in the 21st Century. If any of our own kids need help, we would jump in, in a heartbeat. Centennial students are all our children. We are responsible for each and every student—all 6,600— and we take this seriously. It’s a moral imperative for all of us do this work and we will not fall short on this mark.

Lexington Fire call volume rises slightly, ISO drops

LEXINGTON — As call volumes continue to increase in the city, the city’s Insurance Services Office (ISO) rating continues to go down, which could mean insurance savings for residents and businesses.

Lexington Fire Department (LFD) Chief Gary Grote recently presented the department’s 2020 annual report to the City Council.

One of the main highlights Grote presented April 1 — which was not an April Fool’s joke — was that the city’s Insurance Services Office (ISO) rating has improved from Class 5 to Class 3.

ISO creates ratings (from 1 to 10, 1 being the best) for fire departments and their surrounding communities.

The ratings calculate how well-equipped fire departments are to put out fires in the community.

Scores are provided to homeowners’ insurance companies to help set insurance rates. The more well-equipped a fire department is to put out a fire, the less likely a house is to burn down. And because that makes insuring a home less risky, it is therefore less expensive to insure.

“This is due to enhanced training, more documentation and equipment purchases,” Grote explained. “This is phenomenal for a city the size of Lexington.”

LFD responded to 250 calls (191 medical and 59 fire) in

2020, compared to 235 (185 medical and 50 fire) in 2019.

Sixty-seven percent of calls were medical, 10% fire and 6% mutual aid.

“As we continue to build out our city, the numbers are going to continue to increase,” Grote said.

LFD’s average in-service time was 8 minutes. “Hats off to the crew. We get a call, wake up, get to the station, get stuff on, get in the truck and actually get there in under 10 minutes; that’s just incredible,” he said.

The department’s 2020 budget was $229,481; actual expenses came in at $202,874, or 11.6% under budget. LFD also received several grants last year amounting to $140,750 to use for training, COVID-19 personal protection equipment (PPE) and equipment.

Despite being shut down for five months, the Fire Relief Association raised $58,939 from charitable gambling at Cowboy’s Saloon and donated those funds back to the community.

Several of LFD’s community service activities were canceled because of the pandemic, but the department was still able to conduct the Santa Around Town parade, which raised $1,600 in cash and collected 2,495 pounds of food for the Centennial Community Food Shelf.

given to individuals who attended at least 75% of the training drills/meetings and met the “average” for call attendance.

Grote, Edwards, Geiger, Mike Mohler, Brian Mohler and Mike Maleski received the Stork Award for delivering a baby on Sept. 11.

Edwards received the Firefighter of the Year Award.

Edwards, Parenteau, Mindy Fiester, Brian Mohler, Geiger and Kirk Hughs all received Chief’s Coins for “an act which exhibited disregard for personal safety in an effort to save another.”

Community vaccination site now up and running at Lino Y The State of Minnesota’s COVID-19 Community Vaccination Program has officially expanded to include a ninth site, the former Lino Lakes YMCA building. The first vaccine was administered last Friday.

The large-scale Lino Lakes site joins other community vaccine sites including: Minneapolis, Duluth, Rochester, Bloomington, Saint Paul, St. Cloud, Mankato and Oakdale.

“The state’s expansive network to bring vaccines directly to Minnesotans in their communities continues to grow. Our Community Vaccine Program remains a key

component of this life-saving network,” said Gov. Tim Walz. “The community vaccination sites are getting shots into arms safely and efficiently, and this new site in Lino Lakes will help us reach more Minnesotans.”

All Minnesotans 16 years of age and older are now eligible for the COVID-19 vaccination.

“The Community Vaccine Program site in Lino Lakes will help us get shots to more folks who are eligible,” said Lt. Gov. Peggy Flanagan. “Minnesota providers are working around the clock to get shots

to Minnesotans 16 and up, and we’re excited to stand up an additional state site to help boost vaccination.”

CENTERVILLE TIDBITS • The city moved a step closer to forming a possible developer's agreement with Centra Homes to build 24 units of attached townhomes in Block 7, after council unanimously approved a memorandum of understanding (MOU) with the developer. The MOU outlines the parameters with which the city intends to negotiate a developer's agreement with Centra Homes. As a nonbinding document, the MOU allows both parties a level of commitment that facilitates progress in negotiations.

“The city put out a Request for Proposal, and Centra proposed, the city put (terms) into a format that Centra accepts and can plan.

Once Centra gets a few more things done, they can enter into a purchase agreement,” said City Attorney Kurt Glaser. The proposed unit sizes will range from 1,600 to 1,900 square feet in four buildings with six homes in each. Units will cost an estimated $285,000 to 325,000 each. The two-story structures will include attached garages. If things progress perfectly, dirt will start moving by the end of the fall season, said David Pattberg of Centra Homes.

• Another 24-unit development will soon be going in just west of 20th Avenue, following council’s unanimously approval of the preliminary plat and preliminary conditional use permit for a planned unit development (PUD) for Peltier Estates. Sharper Homes Inc. of Ham Lake plans 24 detached townhomes on slab grade that are expected to range in cost from $500,000 to $650,000.

• The proposal is back after a three-year hiatus after the plat was approved but never recorded because the final developer's agreement was never signed. In 2017, council approved a preliminary plat and rezoned the parcel from R-1 to R-2 to accommodate the proposed development and lot configuration, now the subject of the current PUD request. Although the rezoning is still in place, the unrecorded plat became invalid after one year.

• The Planning and Zoning Commission held a public hearing earlier this month and unanimously approved the actions. A PUD allows variances to setbacks and lot dimensions in exchange for development that has a lot of value and is properly positioned to take advantage of usable land and protect the wetland, City Engineer/Administrator Mark Statz said. PUD facilitates a better development than that which would have adhered to all the rules. With a PUD, the city relaxes some of its own standards and, in return, the developer offers benefits to the city, he said. Sharper Homes resubmitted the exact same plan to the city as in 2017.

City staff solicited quotes for portable restrooms at its six park locations and recommended council accept the bid from Airfresh, the portable restroom vendor. Incite Brew Lab will be a specialty coffee shop, and with that comes a higher price tag.

Raaymakers explained that whereas you can find a bag of coffee at a retail store for $8-9, a bag of Incite Brew Lab coffee will be closer to $14-16.

Incite will get its beans from Northwoods Roasterie in Lindstrom, Minnesota.

Raaymakers has been very involved in the process of coming up with the different blends, which include War Panda, Gorilla King, Tree in a Pot and more.

sure that every cup of coffee that you get here is fresh roasted. It will be all about the process of making a good cup of coffee,” Raaymakers said, adding that a good cup of coffee needs to consumed three to 14 days after the beans are roasted.

“You will get your caffeine, but you will also taste the notes of berry, chocolate and hazelnut. You can put hazelnut syrup in it and it will taste like hazelnut, but this coffee is going be grown it a way where you are going to be able to taste those flavors naturally rather than artificially,” he said.

Incite Brew Lab will be far from a quiet coffee shop. In fact, it might be a bit loud.

Raaymakers explained that customers should expect loud music. Crossfit classes will likely be running while the coffee shop is open.

“It is not going to be a place where you are going to be able to think and concentrate. You are going to see people lifting weights and getting their fitness on,” he said. “I want it

to be a hangout place, a place where people can come and hang out and chill.”

Raaymakers is hoping to officially open the doors to the coffee side of the business within the next month or two.

LEXINGTON SNIPPETS • Residents along Woodland Road and Ryan Place will have to deal with some road work this summer.

The City Council recently approved the plans and specifications and ordered the advertisement for bids for the 2021 overlay project.

The improvements, which include patching, edge milling and bituminous overlay, will take place on Woodland Road (between Lake Drive and Hamline Avenue) and Ryan Place (from Woodland Road to the north end).

The project is estimated to cost $313,000. The benefiting property owners will be responsible for 30% of the project costs via assessments.

City Engineer Steve Winter, of MSA Professional Services Inc., explained that the improvements will extend the life expectancy of the roadways for another 15 to 20 years before full reconstruction is needed.

The council held a public hearing for the project April 1 and only one resident asked a few clarifying questions. The project is expected to be complete by the end of August, and an assessment hearing will be held in October. Residents will need to make their first payment in May 2022, if they don’t prepay some or all of the assessment.

The council has also approved advertisement for bids for a project

at Memorial Park, which will include driveway improvements and the addition of parking stalls by the hockey rink and outfield.

• Over the next couple of months, city staff will work to negotiate a labor agreement with the union that represents City Hall and public works employees.

• The City Council has decided on the colors of white and blue for the new salt shed. “This will definitely save a lot of time for public works.

• Liquor Store Manager Jack Borgen has been given the OK from council to upgrade the store’s point-of-sale software system, available for $19,704 from Total Register Systems. “We have had issues on and off with our (current) system,” Borgen said. “It culminated with us not being able to process transactions for 15 minutes the Wednesday before Thanksgiving.

• City Heat Charities has been given the green light for a temporary business license to sell Minnesotasafe fireworks. The project includes the construction of two roundabouts, one at Tomahawk Trail and one at West Shadow Lake Drive. Private utility relocations will occur in March and April. The road construction work will begin in May and will be completed by the end of October.

The project schedule will be as follows: • Phase 1 (May through early-June ): Two-way traffic will be in place during this phase. Construction work will consist of replacing/repairing water main, sanitary sewer and storm sewer installation along the corridor. The work will be in the boulevard or grass areas outside of the existing roadway alignment.

• Phase 2 (early-June through July): Traffic will be restricted to allow one lane in the eastbound direction only. Westbound traffic will be closed during this phase. The construction work will consist of installing remaining water main system, sanitary sewer and storm sewer infrastructure installation.

The grading of the roadway and construction of the westbound traffic lane and the westbound portions of the roundabouts at Tomahawk Trail and West Shadow Lake Road.

• Phase 3 (end of July through early September): Traffic will be restricted to allow one lane in the westbound direction only. Eastbound traffic will be closed during this phase. CSAH 12 (109th Avenue) ADA Improvements (2020-2023) In partnership with the Minnesota Department of Transportation, Anoka County will contract with small businesses to assist with reconstructing noncompliant pedestrian ramps on both the sidewalk and trail system within the corridor of 109th Avenue between University Avenue NE and Jefferson Street NE. This is the second year of a three-year program to replace pedestrian ramps in this corridor. The work will be bid as seven separate small projects. This program is offered to small businesses that may have an interest in public bidding and to gain experience in concrete pedestrian ramp construction work.

Cougars fall to Rosemount in state semi’s, finish 21-2

Henry Bartle was the points leader on the Centennial hockey team that finished 15-5 and section runner-up. The senior forward scored 14 goals and made 28 assists for a total of 42 points. Bartle’s career totals were 46 goals and 63 assists for 109 points in three seasons. “Henry has had an unbelievable career at CHS,” coach Ritch Menne said. “He is extremely skilled with the puck and has terrific vision on the ice.

“Rosemount’s stifling defense affected our shooting,” Guyer said, “and when we needed to make shots, they just didn’t fall like they have all season. I gave it my all. I was prepared, focused and excited to play. I wish I had made more baskets and that the outcome had been different, but I have no regrets.”

The Irish got three-pointers by Retzlaff and Helen Staley to pull ahead 33-27, then went as cold as Centennial during an 11-minute stretch when neither team hit a basket.

Centennial was within 36-33 in the final minute. They forced a turnover with a mid-court trap, and Cummings scooped up the ball and went for a layup. But, at full speed, she laid it up too hard and missed. Anderson rebounded but was tied up and it was Rosemount’s turn on alternate possession.

After that critical missed opportunity, Rosemount got a breakaway layup by Leenderts with 21 seconds left to open a 38-33 lead.

“I think the game moved a little slower than we were used to, and in the end, they were able to finish while we weren’t,” Anderson said. “I wish things

would have ended differently, but I am extremely proud of this team and what we have all accomplished.”

Rosemount had impressive size and strength, Sobolik noted, and used that physicality to keep Guyer from maneuvering in the paint. He added, “We did not do a good job of reversing the ball to pull their defense out of the lane and get the double team away from Jenna.”

Centennial’s only other loss was 45-32 against Elk River. (They beat the Elks twice after that.) The Cougars never scored under 54 points otherwise.

Sobolik said the team will eventually look back on this season as “extremely successful” with 21 wins (tied for most in Class 4A), a section championship, playing in the semifinals on TV at Target Center, and, most important in this time of pandemic, while battling through masking, social distancing, and limitations in practice to start the season, the Cougars had zero COVID cases on varsity and JV. “So many things have been canceled this year,” said Guyer, who, along with Anderson, will play college ball, “so to play 23 games and make it to state, with a team I love, I know how lucky I am.”

Suddenly, the Centennial Cougars, who’ve always been able to score, could not buy a basket.

Limited to eight points in the second half, the Cougars lost their state semifinal game to the Rosemount Irish 40-33 on Wednesday night at Target Center, ending a superb season with a 21-2 record.

“It definitely stings right now,” said coach Jamie Sobolik, “since it was a close game, we had our worst shooting night of the season, and that goal of a state championship game was so close.”

The Cougars shot a bewildering 1-for22 in the second half, although they were solid in every other phase and still in the game until the last half minute.

“Tough to say if it was good defense or poor offense. I do think both teams struggled to shoot the ball in the second half because of the amount of energy needed to play on the bigger court,” Sobolik said.

“I also noticed that we shot quite a few off-balance shots, and/or tried to create contact to get to the foul line, (but) we weren’t getting those calls like we have in other games.”

Nicole O’Neill scored 10 points, Alexa Retzlaff nine and Tayah Leenderts eight for No. 10 Rosemount (20-4), which then lost in the finals to Chaska 45-43.

Jodi Anderson sank 10 points for the Cougars, and Camille Cummings and Jenna Guyer nine each. Guyer and Anderson hooked seven rebounds, leading the Cougars to a 39-31 edge.

Ryan Thomas is starting his first season as Centennial Cougars softball head coach. He joined the staff as an assistant in 2018 under Amanda Draeger.

As batting coach, he was credited with turning the Cougars into a powerhitting team, averaging one homer a game, as they placed third in the state tournament that year. Thomas was a hockey player at St. Paul Harding and in juniors for several years. He started coaching softball about seven years ago and “fell in love with it.” He is a para in the Mounds View district, working with adults.

April is National Safe Digging Month Now that warmer weather has finally arrived, people will soon begin their annual spring traditions of gardening and landscaping. April is National Safe Digging Month, and to be safe, people should call 8-1-1 to have underground utility lines marked free of charge before beginning any digging projects.

Damaging or striking a single utility line can create a dangerous situation, cause serious injury, and result in repair costs, fines and outages. In Minnesota, homeowners and contractors should call 8-1-1 or submit an online request at www.gopherstateonecall.org at least two business days before beginning a planned project. Every digging project, large or small, requires a call. Installing a post for a mailbox, building a deck or planting a tree are all examples of projects that need a call to 8-1-1.

PUBLIC SAFETY BRIEF

Gopher State One Call will notify the appropriate utility companies of the caller’s intent to dig. At no charge, professional locators will mark the approximate locations of underground lines with flags, spray paint or both.

Xcel Energy reported 100 incidents last year in Minnesota when buried gas and electric lines were not located beforehand and were damaged during excavation.

Customers need to make arrangements with a private locate company to locate lines not owned by a utility, such as a line installed by a homeowner to heat a pool or light a garage.

Giant chicken crosses state lines An approximately 12-foot-tall chicken is back on its way to Wisconsin after it was found in Centerville.

About three weeks ago, the giant chicken statue went missing from Osseo Family Restaurant in Osseo, Wisconsin. The restaurant owner, Artan Shabani, offered a free meal and $1,000 reward for the statue’s safe return.

Someone who wishes to remain anonymous, messaged the business through Facebook about the statue’s whereabouts. The Osseo Police Department worked with the Centennial Lakes Police Department (CLPD) to investigate.

CLPD Chief Jim Mork confirmed the statute was successfully recovered in Centerville last week.
