Watermark 4th Addition begins

LINO LAKES — The largest residential development in the city’s history is now embarking on its 4th Addition and is not quite halfway done.

Watermark is a 372-acre residential community located in the northwest quadrant of I-35E and County Road 14/Main Street.

Once complete, the development will have a total of 864 units: 692 single-family homes and 172 townhome units.

The development has been in the works for several years. The original developer, Mattamy Homes, received approvals back in 2016 but decided to pull out of the Minnesota housing market in 2017 and sold off its existing land holdings. Lennar then stepped in and took over the development.

More than 400 homes have already been constructed. The City Council approved several action items for the next phase April 12, including the planned unit

‘Dogs don’t care if you make a mistake’ Reading stories out loud to others can be a daunting task for shy kindergartners, but it doesn’t seem so scary when the face on the screen is adorable. With floppy ears and whiskers.

“Kids are comfortable a lot of times reading to an animal versus a person,” Anderson explained.

Wirrkunen added, “Dogs don’t care if kids make a mistake, they are very nonjudgmental.”

Wirrkunen, a Vadnais Heights resident, is a retired teacher who worked in the district for 35 years. She retired in 2005, and for the past 15 years

she has volunteered her time to help the kindergartners.

Amy is a retired therapy dog, and Chara and Tigo will likely be certified as therapy dogs soon. Several years ago, Wirrkunen used to bring her dogs to the school to visit the students until district officials made the decision to not allow animals in school buildings.

“As a kindergarten teacher, I have come to depend so much on my volunteers; that's been one of the hardest things about COVID — not having the volunteers in this year,” Anderson explained. “The independence isn't there for 5- and 6-year-olds. There is so much that adults can help kids do. Their skills aren't always where they need to be, and the more hands you have to help the better, the stronger the kids get,” she explained.

Volunteers also help the children come out of their shells. “Sometimes they will be really quiet in a large group, but when they work oneon-one with my volunteers, some of them just become little chatterboxes,” Anderson said.

“It’s nice for them to have another adult they can connect with.”

The kindergartners have become used to Google Meets, so Anderson thought she could bring volunteers into the classroom with the help of technology.

Another light bulb turned on in Anderson’s mind when the first book the kids were going to read to Wirrkunen was called, “I Like Dogs.”

The story time helps fill a void for Wirrkunen too. The thing she misses the most about teaching is spending time with the students. “I don’t miss all of the paperwork and meetings, but I miss actually working with the kids.”

Jacob Taggart, a resident of Blaine, recently won the Schmitt Music Award at the Minnesota Orchestra’s Young People’s Symphony Concert Association (YPSCA) 64th annual Concerto Competition, which was held virtually. Hunting for a COVID vaccine? Be careful sharing personal info As more states open up COVID-19 vaccine appointments to adult residents, demand is far outpacing supply. “Vaccine hunter” websites, online forums and social media groups have sprung up, offering to help people find open appointments and leftover vaccine doses in their area. While most of these websites and online groups are legitimate resources, this situation is an ideal opportunity for scammers.

Use caution when following links or providing personal information.

Many vaccine hunting social media groups provide practical tips in finding open appointments, but they can also be a place for scammers to push phony vaccines and other cons. Centralized vaccine availability websites, similar to airfare aggregation sites, scan the databases of vaccine providers for availability. VaccineFinder.

org is one such site promoted by the Centers for Disease Control and Prevention (CDC).

These websites can be handy tools, but be wary of lookalike sites that collect personal information or require payment.

Tips for avoiding cons while finding a vaccine appointment: • Always go through official public health channels and approved providers to get a vaccine appointment. In the U.S., COVID-19 vaccines are only available through official providers, such as your local public health department or a pharmacy.

The exact providers differ by region, but you can find the list for your area using VaccineFinder.org.

Aggregation sites should always point you to the official providers to schedule your appointment.

• Anyone claiming to sell vaccine doses is a scam. Be wary of anyone who claims

to have doses of a COVID-19 vaccine. A report from Digital Citizens Alliance found scam Facebook pages advertising vaccines made in China. While the pages didn’t actively promote sales of the drug, the scammers offered to sell the phony vaccine after being contacted through Facebook Messenger.

• Don’t pay to add your name to a waiting list or to get the vaccine. BBB Scam Tracker has gotten reports about con artists charging for fake vaccine appointments. The federal government is providing the vaccine free of charge to all people living in the United States. Vaccine providers cannot charge you for the vaccine. Any claim otherwise is a scam.

• Be very careful about giving out personal information. You don’t need your bank account details, credit card information or Social Security number

• Always double check the URL before entering personal information. Scammers often buy official-looking URLs to use in their cons.

Be careful that the link is really what it claims to be.

If the message claims to be from the local government, make sure the URL ends in .gov (for the United States).

When in doubt, perform a separate internet search for the website or call the source directly.

• Research offers carefully.

Scammers are very creative, so be skeptical of anything that seems too good to be true.

Double check any information about the vaccine with official news sources.

Earth Day

iving in western Wisconsin for years we came to appreciate how close our communities were to the roots of Earth Day. Gaylord Nelson, a United States Senator from Clear Lake, Wisconsin founded Earth Day on April 22, 1970. Although no one agrees with everything a political figure stands for, we can all agree from time to time they get some things right. As a governor of Wisconsin and then senator, Nelson saw the need to increase environmental awareness and address ecological concerns and conservation issues. The first Earth Day celebrations also marked the beginning of environmental legislation in our country. While the emphasis of the original Earth Day was largely political, Nelson believed future efforts should advocate environmental education at a grassroots level. Throughout our communities thousands of trees have been planted as a result of it. Today, Earth Day should inspire us to take the next steps to be mindful of the environment in our daily habits, like implementing recycling or starting a compost pile; reducing water use by planting our lawns with native plants Publisher’s that require less water; installing low flow sprinkler systems; and buying dual-flush View toilets or energy smart dishwashers and Carter Johnson washing machines that uses less water; and updating lighting to LED. For those who can, try an electric car, riding a bike or carpooling to work can make sense, both environmentally and financially.

Repurposing items for a different use is another opportunity to support our environment. I get satisfaction from reclaiming a little more square footage in my house by cleaning out unused or unwanted items that someone else can use, rather than adding to the landfills.

Spring Clean-up Day in Circle Pines is Saturday, May 1 from 8 a.m. to noon. and the monthly Recycling Day in Lino Lakes is the third Saturday of every month from 10 a.m. to 2 p.m.

Anoka County also provides regular recycling opportunities for residents to drop off household items and hazardous waste.

Bees Many beekeepers have taken delivery of their spring bees.

We purchased 3-pound packs of bees with a queen. As a new beekeeper I’ve challenged myself to raise a perfect colony this season. In past years I have purchased a 4-frame nuc that has frames of brood (bee larvae). This year the 3-pound pack is a queen and thousands of bees in a plastic screen box with a feeder can. With little natural food we are feed the bees sugar water and pollen patties and hopefully, we are off to a good start this season. In the next few weeks I hope to find frames filled out with brood baby bees.

If you’re interested in a new hobby or learning about our pollinator friends, check out local beekeeping club or classes. A good friend in Hugo was able to build his equipment with materials he had in his shed and started beekeeping with little to no out of pocket investment other than the cost of the bees. A good bee suit is also a must.

Last year my queen left and I lost part of a hive, which swarmed to the neighbors hive. If you see a honey bee swarm please call a local beekeeper or beekeeping club for help. Honey bee swarms are usually docile and are just looking for a new home. I have been told it’s a pretty awesome sight. Please don’t call an exterminator, or try to shoo them away. A beekeeper will be happy to move them and it will be a story of a lifetime.

Beekeeping can be a good activity for the whole family.

Check with your city or township to make sure beekeeping is allowed or what permits may be needed. My permit was $50 and included getting signatures from each neighboring property within 100 feet of our lot.

School Walk Outs High School students across the state planned a school walkout Monday as a way to take a stand against racial injustice. Our communities feel like a pressure cooker without a relief valve. We can’t allow more and more steam to build or it’s going to explode.

We need recognition, apologies, action, and most of all, forgiveness.

Racial injustice exists here. It’s time for us to look within for ways -big and small- we can be part of the solution. It’s long overdue.

Schools + Community = Success

T

he relationship between a school and the community is critically important to success. They each need to be strong, yet I believe they can never be complete without being a full partner with the other. When schools and the community work well together, we can get so much more accomplished and are able to build a better community for everyone to live, work and play in.

A realtor will tell you often the Movers & that most important reason that Shakers folks move into Circle Pines or Dave Bartholomay neighboring communities is because of the high-quality Centennial Schools. Whether you have kids in the schools now, in the past, or never did, the value to all homeowners is clear. Our top-quality schools protect the value of our homes and demonstrate the importance of our tax investments in school buildings and operations.

Kids need a high-quality education that today involves more than just reading, writing and arithmetic. And many of the most important lessons kids need to learn, such as core values, high morals and getting along with others, start

with the family and then moves outward. We all have a role in making sure that our kids are prepared for success in school and in life.

Schools and a community are always adapting to the times.

As I think about how I as a Mayor can help our schools, I’m reminded of a quote from Brandon O’Keefe, writing in Edutopia.org: “I believe the answer to real education/ school transformation is strong, authentic community connections and actions. When families, community groups, business and schools band together to support learning, young people achieve more in school, stay in school longer, and enjoy the experience more.”

And I would add “become more productive and positive members of the community.”

What do good school – community connections and actions look like? That’s something I want our entire community to explore and talk about. And in this case community means the entire Centennial Schools coverage area including Circle Pines, Blaine, Centerville, Lexington and Lino Lakes. How can we work together to improve our schools and our communities so that everyone feels valued and respected, so that everyone feels the sense of community we all want and need?

This is not a problem to be solved with a new marketing effort. This is about each of us

thoughtfully considering what we can do to help the kids in our community, to welcome and support our neighbors, and to focus more on the values we share rather than whatever differences we may have.

COVID-19 has reminded us of the high value we place on a sense of community, of being together with family, friends, co-workers and neighbors. And of the importance of kids being together in the classroom, feeling safe, supported and optimistic for their future. We have persevered and now we need to look to a better future, one in which each of us young and old can be a part of a thriving community.

Building that community isn’t easy, and the timeline isn’t short. But every journey starts with a single step, and every major effort is the result of many people working together.

As the poet Oscar Wilde said, “Stronger that a thousand armies is an idea whose time has come.” The time for working together to improve our Centennial community has come, and it needs the support of each and every one of us if it is to be successful.

I pledge to work with our Centennial Schools to build a better, thriving and more welcoming community for all our students and residents. And I hope you’ll join me!

Love your lawn, spring edition It’s spring, and time to get out in the yard! While you should avoid raking until it’s drier, now is the time to take a good look at what’s happened to your lawn over the winter. Are there places where water ponded, froze and killed off grass? Are there areas where long grass encouraged snow mold?

Did voles chew tunnels across the yard? Here is the timeline for repairing some of these egregious offenses.

April: If you decide to use pre-emergent herbicides for crabgrass and some broadleaf weeds, mid-April to early May is the time to apply it. Know the weed, use the right herbicide, and use it only where it’s needed. Many herbicides are harmful to bees, so use sparingly.

• When possible, wait and use non-chemical options for removal of weeds after they germinate, such as hand-pulling.

• Note that residential-use crabgrass pre-emergent will also stop new grass seed from germinating.

treatment around Memorial Day (the rest should be applied around Labor Day).

• For bee lawns, wait and fertilize in the fall if necessary.

• For all lawns, use a mulching blade and leave the clippings.

• Avoid weed and feed treatments now. Fertilizer needs warmer soil than pre-emergent does in order to work effectively. If you apply it too early, there’s a good chance the fertilizer will run off the lawn instead of feeding your grass.

May-June: Most years, you don’t need to water until June. If you have ample organic matter in your soil, your lawn needs one inch of rainfall or watering every ten days. That applies to bee lawns, too. If you leave footprints when you walk on your grass, then it’s time to water just enough to keep the crown from dying.

This is traditionally when most people start mowing their lawns, but it’s best to wait until grass and flowering bee plants get to a height of three and a half to four inches.

• When you do mow, don’t cut more than one third

of the grass blade to limit damage to the plant. For example, if you like to keep your lawn four inches tall, let it grow to six inches before cutting.

• Longer grass helps shade out weeds. Also, mulching clippings into the lawn can save you one nitrogen fertilizer application per year.

In general, use chemicals sparingly. Japanese Beetles are a pain, but grub killers are not the answer.

Unless you found grubs in dead patches of your lawn last year, those beetles traveled long distances to visit you. Most fungicides are rarely necessary.

While it’s tempting to tackle major lawn tasks as the weather warms, fall is the best time for most serious lawn repairs, new lawn establishment, fertilizing, and tough weed control. Just touch things up this spring, and enjoy your summer!

COMMUNITY BRIEF Alzheimer’s Association to host online conference The Alzheimer’s Association Minnesota-North Dakota Chapter, Dakota Geriatrics and the University of North Dakota Department of Geriatrics will join forces to present a free virtual conference on Alzheimer’s and other dementia from 3-6 p.m. April 28. Titled “Navigating the Journey to a Dementia Diagnosis,” the

upcoming conference is geared toward individuals concerned about Alzheimer’s disease and other dementia, and want to learn more.

The conference will feature health care providers and caregivers who will share their perspectives on the disease.

Attendees will also learn about the warning signs of Alzheimer’s and hear from physicians experienced in diagnosing Alzheimer’s disease

and other dementia.

Alzheimer’s is the third-leading cause of death in North Dakota and the fourth-leading cause of death in Minnesota.

Cabaret (aka Dakota) is a "sweetie pie,” according to her foster mom. She is just over 1 year old and weighs about 40 pounds.

Cabaret is a beautiful Catahoula leopard dog/Anatolian shepherd mix. She was rescued in South Dakota. When she arrived in Minnesota, she was pregnant and scared. Soon after arriving at her foster home, she delivered two puppies.

Cabaret has good manners in the house.

She doesn’t bark much unless something outside sparks her attention. She likes her toys and is gentle with them when she carries them around the house. For now, Cabaret sleeps in the puppy room and takes care of her babies. She is working on her basic commands and is learning them well.

She is also doing well with leash training and likes going on walks.

Cabaret is a little cautious when meeting new people but is getting more comfortable all the time. She loves lots of attention, ear scratches and belly rubs. She likes to sit on the couch with her foster dad and mom and sometimes puts her head on their laps.

SCHOOL BRIEF Centennial Community Education awarded 2 AmeriCorps positions Centennial Community Education has applied for and been awarded two AmeriCorps-Member positions to assist with summer programming as part of AmeriCorps Emergency Response Initiative for this summer.

Community Education will utilize the AmeriCorps members in both the Summer Fun and Teen Force programs, where they will assist in supervision of participants and program schedules, engage in reading and writing with participants, play games and work on various hands-on projects. Members will

Catching up with Lino Lakes Ambassador alumni The Quad Community Press reached out through the Lino Lakes Ambassador Program to catch up with some former ambassadors and find out what they are up to in 2021.

Marla (Johnson) Urban: 2004-05 Urban currently lives in Lino Lakes with Tim, her husband of 10 years, and their three children: Levi, 6, Theodore, 3, and Elizabeth, 9 months. After many years of wondering what she was intended to do, she returned to school and earned her master’s degree in nursing. She works in the neonatal intensive care unit at the University of Minnesota, coaches swimming at the YMCA, and spends a lot of time working as a mom - the most important job there is.

“The ambassador program gave me many amazing experiences,” Urban recalls. “I remember learning how to interact and find connections with just about anyone. This is an essential skill as I build relationships with families that I serve in the NICU. It also helped me hone my interview skills. I have never not been hired for a job that I have interviewed for.”

Samantha (Barriga) Rawleigh: 2008-09 Rawleigh works as an in-house counsel at Allianz Life Insurance Company of North America. She is a graduate of the University of St. Thomas and Mitchell Hamline School of Law. During her free time, she enjoys traveling, yoga and volunteering/pro bono work. She is married to her high school sweetheart and currently resides in the Twin Cities area.

“The ambassador program helped me become more confident in public speaking and gave me the opportunity to meet people from all across the state,” Rawleigh recalls. “It also inspired me to find new ways to give back to the community.”

Peggy Ly: 2008-09

In 2008, Cooksey graduated from the University of St. Thomas with a degree in marketing management.

She resides in Edina and works as a reinsurance broker. She met her husband, Matt, whom she married in 2015, on a 2007 study abroad trip to Australia. They have a son, born in December 2020, and a 10-year-old dog named Torri.

“The public speaking opportunities gave me confidence that I carry with me to this day,” Cooksey said.

Ly has dedicated her career to the love of healthy teeth for the past 12 years. When she served as an ambassador, she completed her dental assisting internship and later returned to school to obtain her license as a dental hygienist. Currently, she volunteers with the Rice Street Royalty Program and the St. Paul Winter Carnival. She is also engaged to be married and is planning her future wedding.

“The Lino Lakes Ambassador Program helped shape me into the person I am today. It gave me confidence and taught me humility. It also gave me courage to take chances, because you'll regret the chances you didn't take,” she said.

Crystal (Biljan) Stiebler: 2006-07

Lindsey (Weber) Martien: 2009-10

Stiebler is happily married and just purchased her first home in White Bear Lake. She works as a quality and training coordinator for Pearson Vue. She is on the board of a nonprofit organization called, Operation No Limits, which helps at-risk youth. “(The program) helped me to grow into a more outgoing and confident individual through meeting so many new people,” Stiebler said.

Martien currently lives in White Bear Lake with her husband, Matt, and their sons, Cade, 22 months, and Cody, 3 months. In 2014, she graduated from the College of Saint Benedict/ Saint John’s University with a degree in nutrition. She is now attending Bethel University to obtain a degree in special education. Martien is a full-time mom and continues to volunteer with the ambassador program. In her free time, she enjoys Peloton workouts, watching sports, baking cookies and spending time at the lake.

“So many sweet memories come to mind when I reflect on my year as an ambassador,” Martien recalls. “I cherish the lifelong friendships I made, the hugs and high-fives I received from young children, and the confidence I gained through entering situations outside of my comfort zone.”

Alicia (Broker) Cooksey: 2004-05

Bethany (Burns) Jansen: 2007-08 Jansen currently resides in Madison, Wisconsin, with her husband, Will, and their 15-month-old twin girls, Lennon and Ophelia. She works as a business performance consultant for American Family Insurance, serving the west region. PreCOVID, she traveled 35% of her work schedule. She is now working from home while also taking care of their girls.

“The program allowed me to grow outside my comfort zone,” Jansen says.

Megan (Culp) Fried: 2010-11 After obtaining her degree in Doctor of Dental Surgery and working as a general dentist at a nonprofit clinic, Fried is now specializing in orthodontics and is a resident at Marquette University. She is happily married to her high school sweetheart, Carl, and enjoys spending time with friends, playing games and traveling.

“I am so thankful to have been a part

of this program as it has greatly impacted my life.

Not only did it help me improve my professional skills such as interviewing and public speaking, but it also allowed me to build selfconfidence,” Fried said.

Becca (Hiiva) Morgan: 2011-12 Morgan currently lives in Plymouth with her husband, Ryan, and their cat. She works full time as a senior IT process consultant at Further and continues to volunteer with the ambassador program. Some of her hobbies include singing karaoke, playing piano and ukulele, cooking new recipes, traveling and researching family genealogy.

“I made two lifelong friends in my fellow ambassadors from that year, both of whom were in my wedding,” she said, “and the program also improved my confidence and networking abilities.”

Briza Bohne: 2011-12 Bohne is currently living in a land of castles, caves and beautiful nature - Slovenia.

COVID-19 restrictions are tight, but she is fortunate to be working at an international school. Her joys include hiking, taking photos, writing poetry and playing for a women’s football team.

“The Lino Lakes Ambassador Program strengthened my communication and public speaking skills,” Bohne remembers. “I took advantage of the opportunity to combine my free spirit with newfound grace, tact and clarity. I never saw myself as ‘princess material,’ in the glitzy part of it, so being in a space with people I normally would not have interacted with - it gave me many opportunities to listen and learn.”

Rachelynn Marcello: 2015-16 Marcello currently resides in Minneapolis following her graduation in May 2020 with a bachelor’s degree in interior design from the University of Minnesota- Twin Cities. She is now planning her sister’s January 2022 nuptials. She is passionate about work and volunteering related to sexual violence prevention and education.

“I gained great conversation skills and confidence; especially when talking to those I did not know or large groups.”

Morgan Belting: 2016-17 Belting is graduating from the College of Saint Benedict/ Saint John’s University this May with a degree in global business leadership. She continues to volunteer for the ambassador

program. After graduation, she will attend the University of Notre Dame to continue to pursue her passion for entrepreneurship, innovation and technology.

“The ambassador program enhanced and strengthened my speaking, conversation, and people skills,” Belting notes.

Rachel Steinberg: 2016-17 Steinberg is currently studying mechanical engineering at Iowa State University. She will graduate in May. Following graduation, she plans to pursue a career in the field of mechanical system design.

She is a member of Alpha Omicron Pi and continues to volunteer with the ambassador program.

“The Lino Lakes Ambassador Program was an incredibly formative experience for me. It really helped me come out of my shell socially, and instilled in me a confidence that I had never possessed beforehand by encouraging me to venture out of my comfort zone,” Steinberg relates. “The program also gifted me the friendship of my wonderful crown sisters, with whom I share so many laughs and fun memories!

My involvement in the program also contributed immensely to my professional growth. The professionalism workshops, interviews, and public speaking opportunities that were offered provided me with valuable skills that I use in my everyday life, both as a student and aspiring professional.”

Emily Nadeau: 2017-18 After high school, Nadeau attended the University of St. Thomas for two years and completed her general courses while playing on the women’s hockey team. In the fall of 2020, she transferred to the University of Minnesota, where she was accepted into the Bachelor of Science Dental Hygiene program. She will graduate in the spring of 2022 and looks forward to working in private practice in the future.

“The Lino Lakes Ambassador Program benefited me by improving my communication and professionalism skills, which have helped me greatly in my academics and career so far,” Nadeau remembers. “I was also selected for the 2019 Aquatennial Ambassador candidate experience as the Lino Lakes representative. I plan to continue volunteering with the ambassador program in the future and will always be thankful for the program that gave me so much!”

Kaiya Carlson: 2017-18 Carlson will graduate from Bethel University this May with a degree in special education.

“The Lino Lakes Ambassador Program has improved my public speaking and selfconfidence!” she related. “The skills I learned have helped me grow as a woman and teacher! I also met amazing people who are lifelong friends!”

Earth Day is observed worldwide, but it is especially dear to the hearts of residents in Minnesota and Wisconsin.

An event inspired and organized by United States Senator Gaylord Nelson, the first Earth Day was celebrated in 1970 as a nationwide day of environmental education and activism. Nelson was born and raised in Clear Lake, Wisconsin.

In 1995, President Bill Clinton presented Nelson with the Presidential Medal of Freedom.

At the time, Nelson was 78-years-old and still continuing to press for environmental awareness as counselor to The Wilderness Society. That year was also the 25th anniversary of Earth Day.

• Prohibit drilling for oil in the seabed until the technology exists to extract it without the risk of environmental disaster.

• Prohibit strip mining unless nearby water is protected and mine operators agree to restore the site with topsoil and seeding.

• Prevent use of herbicides or pesticides unless they are proven to be harmless to the environment.

In his first Earth Day address in 1970, U.S. Sen. Nelson called for a number of changes in public policy. Among them: • Require every municipality and industry to install state-of-the-art equipment to protect air and water.

• Outlaw the internal combustion engine unless it can be made essentially pollution free.

Nelson gained national attention for his conservation efforts when he was Governor of Wisconsin. It was the first such program of its kind in the country.

Nelson was also responsible for creating the Apostle Island National Lakeshore, St. Croix Wild and Scenic Riverway, Upper Great Lakes Region Commission, National Environmental Act, the 1964 Wilderness Act and a nationwide system of hiking trails.

Nelson was instrumental in the legislation to mandate fuel efficiency standards in automobiles, control strip mining and the banning of use of DDT, Agent Orange and phosphates in detergents.

WATERMARK: Behemoth of housing development continues to launch development (PUD) final plan/final plat; development agreement and PUD agreement; city park operations and maintenance agreement; and a stormwater reuse agreement.

The 4th Addition will include 91 singlefamily lots. City Planner Katie Larsen explained that a main feature of this phase will be the development of Watermark Way, the main entrance/gateway into the community, as well as the 5.39acre public park. The clubhouse, which will be owned and maintained by the homeowner’s association, will constructed as part of the 5th Addition.

Watermark Way will feature a decorative faux bridge, stone piers, monument signs and landscaped medians.

There will be a 5-footwide concrete sidewalk on the south side and a 10-foot-wide bituminous trail on the north side.

Per the stormwater reuse agreement, the Watermark Neighborhood Association and the Watermark Townhome Association will own and maintain the water reuse system that will irrigate the townhome area, berm along I-35E

and landscaping along the boulevard on 21st Avenue. The city will be responsible for the reuse system for the park.

“I think this project is going great,” Council Member Dale Stoesz said. “It’s great to see how quickly people are moving in.”

Council Member Christopher Lyden added, “I’m excited to see that the park is a central piece of this phase. It often seems like the park isn’t in a development or it is a very minimized piece of property.”

Council Member Tony Cavegn wanted to know whether parking would be included in the development of the park. Larsen explained that a parking lot is not planned, but that street parking would be allowed as it is in other public city parks.

Under the city park operations agreement, the city will own and maintain the park and be responsible for its development.

The city will also be responsible for the construction, operation and maintenance of a public dock or pier that extends into a 22-acre lake on site.

Mayor Rob Rafferty wanted to know more about what that park will include. Public Services Director Rick DeGardner explained

that planning for the park has been in the works since the beginning. “It was always a matter of when we get the land and when we get the money, and with the 4th Addition, now we have both,” he said.

Lexington Council OKs another waste hauler

Leadership and advocacy skills training offered for parents

Residents now have another option for a waste hauler in the city of Lexington. The City Council approved a business license for Curbside Waste, based out of Brooklyn Park, April 15. Council Member Kim DeVries said he was in support of approving another hauler, as it “keeps prices down.”

Council Member Diane Harris said she would support it, but also wanted to mention that the council has heard from residents in the past who did not want several haulers driving on their streets every week. There are currently seven waste hauling companies that are licensed to do business in Lexington, which include: Curbside Waste, LePage & Sons, Waste Management, Ace Solid Waste, Aspen Waste Systems, Republic Services and Walter’s Recycle and Refuse.

Partners in Policy Making is now taking applications from parents of young children with developmental disabilities/ adults with disabilities for advocacy training. Training includes the history of disability and advocacy movements, inclusive education, supported living and customized employment. Individuals consider how to influence county, state and federal legislative processes. The monthly two-day sessions are held on

Home runs and stout pitching helped the Centennial softball team open the season with three one-run wins last week.

“These girls are the cardiac kids. Kind of hard on a coach’s heart,” joked coach Rich Thomas.

The Cougars beat Champlin Park 1-0 at home Thursday, scoring on an infield error in the last of the seventh.

Helene Krage pitched out of a bases-loaded, no-out jam with three strikeouts in the first inning and went on to throw six innings with seven strikeouts. Maisy Dockendorf finished the shutout and got the win. Riley Lonhardt of Champlin was the hard-luck loser, allowing two hits, two walks and one unearned run.

The Cougars won 6-5 at Anoka on Friday as Abby Lohse slammed a two-run homer in the top of the seventh for the lead, after hitting a solo shot earlier.

Dockendorf threw two innings, allowing three runs (two unearned) and Krage pitched the last five, allowing two runs, picking up the win.

At Rockford on Saturday, Alexis Just delivered a tworun homer in the top of the fifth to give the Cougars a 3-2 lead, and that’s how it ended. Their first run came in the second when Adrianna Thomas squeezebunted Ella Fidler home from third. Dockendorf threw four innings (one run, eight strikeouts) to get the win.

Krage worked the last three (one run, three strikeouts) for the save.

Girls golf: Centennial 2nd in Osseo Invitational to open season The Centennial girls golf team placed second among eight teams in the Osseo Invitational on Thursday at Shamrock Golf Course. Ceci Vanzyl shot 94, Amanda Kufner 99, Elisabeth Slaga 101, Marina Allen 105, and Kate Sanvick 120. Maple Grove won with 323 strokes, followed by Centennial with 399, Osseo 401, Blaine 406, Coon Rapids 411, Champlin Park 413, Totino-Grace 419 and Park Center 419.

The senior center fielder hit a two-run homer in the top of the seventh for the winning margin and had a solo shot earlier. In the team’s first three games, all wins, Lohse was 4-for-8 (.500) with two homers, a double, two stolen bases, and three walks (.637 on-base percentage).

As a sophomore in 2019, Lohse batted .323 with nine runs and one homer in 14 games.

“We are a young team again. This was our first match in over two years. I thought the guys did a nice job.

teams.” said coach Dan Haertl. Winning against East Ridge were Zach Chaffey, Joaquin Bliss and Justin Bailey at 2, 3, and 4 singles. Winning against Stillwater were Bailey, Dane Stensliund/Jesse Simso at 2-doubles, and JJ Bliss/Matthew Hanson at 3-doubles. Sean Oslund, a sophomore, played No. 1 singles.

• An officer responded to a traffic complaint of a suspected intoxicated driver and stopped the suspect vehicle on I-35W near Lake Drive April 10. The Minnesota State Patrol also responded and arrested the driver.

• An officer observed a male fall out of a moving vehicle in the 7400 block of Main Street April 11.

The male was evaluated by paramedics and transported to the hospital by his wife.

• An officer responded to a residence in the 7600 block of Peltier Lake Drive for a suspicious male walking on the property April 11.

The officer located the male and trespassed him from the property. The officer transported the male to a local business.

• Officers responded to assist another agency with a possible personal injury accident in the 1200 block of I-35W April 11. Officers assisted with traffic control and removing the victim from the vehicle.

The Centennial Lakes Police Department reported the following incidents: • An officer responded to the 8900 block of Duwayne Avenue in Lexington April 7 on report of an individual with an outstanding warrant. The suspect was arrested and transported to jail.

A public hearing was held on March 22, 2021 before the City Council in the City Hall Council Chambers after due published and posted notice had been given and a reasonable attempts were made to give personal notice to all affected property owners, and all persons interested were given an opportunity to be heard.

• Police responded to a neighborhood dispute in the 3900 block of Restwood Road in Lexington April 11. The caller advised that a neighbor was spraying pesticides in air vents.

Police were unable to locate any pesticides, but building management was contacted.

• An officer stopped a vehicle in the area of South Pine Drive and Civic Heights Drive in Circle Pines for having an expired driver’s license April 11. The driver was subsequently cited for several offenses, including providing false insurance information.

We enjoyed some great weather over the weekend only to have a Monday morning cold front remind us that we're not out of the later winter weather quite yet. Outdoor "chores" were in order as many neighbors were out raking and some even getting that first cut of grass in. Dandelions are already blooming and will be seeding soon. The yearly quest to control them has failed yet once again. Earth Day is Thursday, April 22. Take a few minutes to venture out and collect a bag full of litter that has collected over the weekend. I try to do this on my runs around White Bear Lake. There is never a shortage of items to collect.

LINO LAKES SNIPPETS • Tanya Schaaf has been appointed to the investigative assistant position in the Public Safety Department.

The city received 66 applications for the position and interviewed 14 candidates. Schaaf will start May 3; her hourly rate of pay will be $24.77.

• The City Council has selected JACON LLC to construct four pickleball courts and two tennis courts at “Tower Park,” located at Birch Street and Centerville Road.

(Public Services Director Rick DeGardner said the Park Board is expected to go through the formal naming process for the park this summer and provide a recommendation to the council this fall.)

The city received eight bids. JACON submitted the low bid in the amount of $326,346, which is about $106,205 under the engineer’s estimate. The project will be funded through general fund reserves and dedicated parks funds. Final completion is expected in July.

The council awarded the construction contract April 12 with a 3-2 vote. Council members Christopher

Lyden and Tony Cavegn voted no.

• The trail that connects Fox Road (between Fox Circle and Deerwood Lane) will see some improvements this spring/summer. The project will include milling and repaving the trail, repairing existing culverts and installing three ADAcompliant pedestrian ramps. The council accepted the low bid from Bituminous Roadways Inc. for $88,000 at the April 12 council meeting. The completion date for the project is Sept. 17.

• Lennar has been given the necessary approvals to begin work on the Watermark development’s 4th Addition. See full story on pages 1 and 7.

• The city now has an environmental covenant and easement agreement in place with Lino Lakes Mini Storage, located at 440 Park Court. In September 2018, the council approved site improvements and a conditional use permit for the business.

The project site was identified to have buried debris possibly containing asbestos and polychlorinated biphenyl (PCB), both hazardous materials.

As a result, the site has been improved under the regulations of the Minnesota Pollution Control Agency (MPCA).

MPCA requires the owner to enter into an environmental covenant and easement agreement with the agency to maintain environmental restrictions.

The city of Lino Lakes holds a drainage and utility easement over the westerly portion of the site.

The restricted area overlaps the city’s easement area and the city is asked to consent to environment covenant restrictions in the overlapping area. City Engineer Diane Hankee said city staff supports the environmental covenant, as it restricts alterations that could lead to contamination and provides a means to address future development of the site.

• The city has vacated a drainage and utility easement (Lot 1, Block 1, Mar Don Acres) over a residential parcel located at 7869 Meadow View Trail.

ended in a cul-de-sac on the north side of 7869 Meadow View Trail. The Slaters would like the right of way originally platted to encompass the culde-sac to be vacated now that Lois Lane extends to the west.

10-foot drainage and utility easement.

The next City Council meeting will be at 6:30 p.m. Monday, April 26, at City Hall. There will be a work session held immediately beforehand at 6 p.m.

• The highest number of rental apartment construction in the United States in the past five years was in 2017, when 294,800 units were built.

• The South continued to lead the nation in new apartment construction in 2019.

• Nationally, the median monthly cost to rent an apartment in 2019 was $1,653. That was about $100 higher than the median monthly rental costs of $1,519 in 2015, after adjusting for inflation.

• The absorption rate — the percent of apartment units rented nationally within three months of completion — in 2019 was lower than in 2015. It remained statistically unchanged from 2017 to 2018.

While the West saw an increase of more than 7,000 new units in 2019 from the previous year, the South saw a decline of just under 5,000 new units, while the Northeast and Midwest remained statistically unchanged.

The South accounts for 38% of the total U.S.

Highlights from 2015 to 2019:

There were approximately 1,387,000 new apartment units in buildings with five or more units constructed nationwide between 2015 and 2019.

Fifty-six percent of the new apartment units constructed between 2015 and 2019 were absorbed (rented) within the first six months on the market.

After 1 year, 94% of those units were rented.

During that period, the largest number of new units were built in the South. The peak year was 2017 when 138,900 apartments were built — more than the number built in each of the previous two years and 18,500 more than were built in 2019.

The number of rental apartments completed in the United States in 2019 remained statistically unchanged from the previous year but dropped by 15,000 from 2017.

The U.S. Census Bureau looked at the characteristics of newly constructed apartments spanning from 2015 to 2019, including the number of units, percentage rented in the first three months after being completed, and the median rents — both nationally and by regions.

During that period, monthly rents were about $100 higher than in 2015, even after adjusting for inflation.

The information comes from the Survey of Market Absorption of New and Multifamily Units (SOMA). The publication is a valuable tool for builders, bankers, market analysts, land planners and government officials to measure how soon housing units are rented or sold (absorbed) after their completion.

SOMA provides a key metric for gauging demand for new units.

The survey collects data for privately financed, nonsubsidized, unfurnished units in
