District lays off Kids Club employees

The district made the tough decision to lay off around 60 employees at its April 20 meeting.

Director of Human Resources Dan Melde started off the conversation with, “This comes with a very heavy and disappointed heart.” He went on to explain that all Kids Club workers will be laid off, including site managers, assistant site managers and preschool teachers. Kids Club is the district's before- and after-school child care program.

“With the closure of schools, we have reduced the number of kids that attend that drastically,” Melde said. “I give a lot of credit to Cori Sendle (Community Education director) and the whole team.

June 20, 2020 is the date that Lino Lakes couple Andrew Zimmerman and Shannon Lessard are supposed to say “I do” in Lacrosse, Wisconsin.

Even though that date is fast approaching, the couple is still not sure if everything will go on as planned due to the COVID-19 pandemic.

“We have been coping by planning as if it’s still on and trying to get as much done as we can while we are

home; DIY projects, working on our playlist, picking out our ceremony and vows and so on,” Lessard explained.

Zimmerman added, “The most stressful part is the inability to know if it’s still going to happen.”

The couple met online in May 2014. They met for the first time in person at Lessard's job, where Zimmerman ended up working for a time. On Oct. 10, 2018, Zimmerman proposed to Lessard at the Henry Doorly Zoo in Omaha, Nebraska. In May, they will celebrate their

6-year anniversary.

The 10/10/18 engagement date led them to choose the 6/20/20 date for their big day. They began planning in the fall of 2018, so most of the plans were in place before the COVID-19 pandemic hit. The couple first started seeing an impact from COVID-19 when the stores started closing.

governor’s pandemic stay-at-home order, the number is closer to 30 children, “and that's on a good day.”

The layoff will be effective May 1 for Kids Club employees and May 11 for preschool teachers.

Melde explained that preschool teachers will continue to work a bit longer than the other employees so that they can prepare distance learning materials for families to finish out the school year.

School board Director Christina Wilson wanted to know how many employees would be impacted.

Melde estimated the number at around 60.

School board Chair Suzy Guthmueller said, “It hurts to lay off these employees. I know that they do such a huge job for our students and staff. It would really be nice to have a crystal ball so we knew what was going to happen this summer.”

Should normal school operations resume this year, the district can recall employees who were laid off. “At this point, we don't know when we will be returning,” Melde explained. “We are looking at summer programming and we don't know when we will be able to resume that. We will have to wait for direction from the governor.”

Mayor Rob Rafferty said he had reached out to individuals who live within the development and that he would contact Jensen if there were any changes.

“Nothing has changed at this point,” he said.

• Heard from Rebecca Ebnet-Desens, executive director of the Anoka County Historical Society, who informed the council and listeners that the historical society is encouraging people to take a brief survey, take photos and write down their experiences during the COVID-19 pandemic. “This is a once-in-a-lifetime opportunity to gather immediate responses from what is going to be a historic moment 50 years from now,” she said. The survey can be found online at AnokaCountyHistory. org.

• Approved a labor agreement between the city of Lino Lakes

and LELS, Local No. 299 for 2020. Human Resources Manager Karissa Bartholomew said that the agreement was reached after four meetings and calls for a 3% wage increase effective Jan. 1, 2020.

• Approved a joint powers agreement with Anoka County for the Birch Street reconstruction project from Hokah Drive to Old Birch Street, scheduled for construction in 2021.

The improvements include construction of roundabouts at Tomahawk Trail and West Shadow Lake Drive, stormwater quality improvements and utility and pedestrian trail improvements. The estimated construction cost of the project is $4,269,398 and the city’s estimated share of the construction is $476,535. The city will also share in the cost of construction engineering, which is estimated at $38,123.

The county has committed to addressing the pavement condition on Birch Street between Kingfisher Court and Deerwood Lane with an overlay, which will improve the roadway surface until the reconstruction begins.

• Accepted bids, awarded a construction contract and approved a construction services contract for the 2020 street rehabilitation project. The project will include full-depth reclamation, curb and gutter and storm sewer repairs on Deerwood Lane (from Birch Street to Fox Road) and Fox Road (from West Shadow Lake Drive to Deerwood Lane). The project will also include water main repairs; bituminous overlay on Carl Street (from Fourth Avenue to the west 1,400 feet), Rehbein Street, 77th Street and Gordon Avenue; and curb replacement along Town Center Parkway.

North Valley Inc. was the low bidder.

The total project cost is approximately $998,000. Construction is scheduled to be complete by Oct. 30.

WSB submitted a proposal to complete the construction services for $42,914.

• Held the second reading of an ordinance amendment for site and building plan modifications for a new restaurant called Muddy Cow at 617 Apollo Drive.

The applicant, Sergei Nazarenko, proposes to construct a restaurant

with rooftop dining in the existing building.

(Eagle Liquors currently occupies the north portion of the retail building.) Per Ordinance 03-05, which lays out the marketplace planned development overlay design guidelines, substantial departures from the approved plans require an ordinance amendment. The ordinance was approved.

• Approved a resolution extending working hours for construction of Water Tower No. 3.

Landmark Structures has construction crews from out of town and has requested to extend the city’s working hours on weekends. Currently, weekend working hours are Saturday from 9 a.m. to 5 p.m. and no work on Sundays. Landmark requested hours be extended to Saturday and Sunday from 8 a.m. to 6 p.m.

Some council members, including the mayor, expressed concerns with the request. Community Development Director Michael Grochala recommended sticking to 9 a.m. to 5 p.m. for both Saturdays and Sundays.

The council agreed to those conditions.

CENTENNIAL SCHOOL BOARD NOTES The Centennial School Board took the following action at its April 20 meeting, held via teleconference: • Heard from Superintendent Brian Dietz, who thanked district staff.

“This is not an easy venture for anybody. I think we are doing a tremendous job stepping up all over to support our students, our community and our health care providers and emergency workers.”

He explained that the district is now waiting for Gov. Tim Walz to announce whether schools will have to continue distance learning for the rest of the school year. For now,

the district will continue to plan for multiple scenarios as well as plan for next school year.

“We have already asked principals and leaders to share information from parents, teachers, students about how this experience has gone from their lens,” he said. “We want to learn more about that experience from them so that as we make informed decisions about future planning, we have good feedback to really use as a foundation for our decision-making.”

For now, graduation is scheduled for June 6. The district has also

• Approved the termination/ nonrenewal of a contract with special education teacher Jena Parker, a probationary teacher.

Director of Human Resources Dan Melde explained that Parker is currently teaching in a position outside of her license. He said the district is obligated to terminate the position, post for the position and then — if it cannot find qualified candidates — it can rehire Parker.

• Placed five teachers on unrequested leave of absence (ULA). The district approved a resolution proposing to place the teachers on ULA at its March 30 meeting. Teachers then had 14 days to request a hearing.

Melde said no hearings were requested. Melde reminded school board members that for some of those teachers, that means a difference of 30 minutes per week.

• Approved the purchase of Smart panels for $430,988. The purchase, which includes 69 Smart panels, wall mounts/mobile carts, soundbar solutions and cabling, is a part of the 2018 voter-approved referendum.

Executive Director of Business Services Patrick Chaffey said that about 50% of the project was completed last summer and the remaining 50% will be completed this summer.

• Approved proposals for new furniture at Centennial High School and Golden Lake Elementary School, also a part of the 2018 voter-approved referendum. At the high school, furniture for the new addition/link will cost $233,473 and $201,393 for other high school furniture. Golden Lake's furniture will cost $199,972.

• Approved a lease termination agreement with the Centennial Ice Arena Board. Chaffey explained that Governmental Accounting

Standards Board's (GASB) Statement No. 84 requires the district to review its fiduciary funds and reclassify them on its financial statements.

As a result, the district will need to reclassify the arena operations from a fiduciary fund to the general fund.

The district will then be responsible for the daily operations of the arena within the general fund.

The lease termination agreement was approved by the Centennial Ice Arena Board at its April 8 board meeting, and the organization will be dissolved effective June 30.

• Approved revisions to the 2019-2020 budget. Chaffey explained that in total, the district budget revision is projecting a deficit of $14,066,451.

The main reason for the deficit is the continuation of the building construction project from proceeds of the voter-approved bond. The general fund has a surplus resulting from the voter-approved operating referendum.

Other revisions include: ° New settlements and staffing adjustments. ° The food service fund is projecting a deficit of $149,422. ° The community service fund is projecting a deficit of $3,661. ° It is important to note that these revisions do not include the impact of the school closure required by the governor. The district is monitoring potential funding impacts and exploring options to reduce this impact on the budget.

• Revised the school board meeting schedule to include a closed session for the superintendent's evaluation at 5:30 p.m. Monday, May 11.

The next school board meeting will be at 6:30 p.m. Monday, May 11.

The grading system for Centennial schools during stay-at-home classes this spring has been announced.

“For students in grades K-8, the grading will be a pass/no pass grade,” said Scott Johnson, executive director of teaching and learning. “High school students will be graded on the normal A-F grade scale. The basis of the grade will be determined from participation and completing the assigned work.”

The decision to move to a pass/no pass grade in K-8, Johnson explained, is an acknowledgement that distance learning creates some unique challenges for students, families and staff.

“District leadership determined that transitioning to pass/no pass grading would reduce unnecessary stress on families with younger students — recognizing that families are juggling many things during this uncertain time.”

High school students are more accustomed to accessing student work online during the school year.

“Because a cumulative GPA is included on the high school transcript,” he said, “it was felt that maintaining the normal A-F scale made sense.”

The Anoka County Job Training Center has resources available for youth to help them in the many areas related to gaining employment.

Youth who take advantage of what the center has to offer can receive one-on-one assistance from counselors, participate in youth programs that have opportunities for paid internships or training, and access other resources that can help in building job skills. Practice interviews, resume writing tips, career exploration and advice on furthering education can be accessed at the job training center.

Message to our readers

T

he staff of all of our newspapers are working very hard to deliver accurate information to you on the effect of the COVID-19 pandemic on our local communities.

This is a very serious virus that we possibly haven’t experienced since the flu epidemic of 1918.

This newspaper is also working very hard to keep you informed about other local health issues, businesses, schools, government services, church and community events.

The voluntary lock down or self quarantine recommended by our president, governor, and supporting leadership will not be able to go on forever for the sake of our country’s economic health.

The new normal in fighting this pandemic is to avoid crowds, keep ten feet of distance conversing with people in your office environment, About the and practice washing your hands frequently and not touching your Town face, especially returning home or your place of employment.

I’m pleased that our government is removing barriers to developing drug therapies and vaccines.

The latter will take more time to research, test and make available.

Our educational systems have closed their brick and mortar facilities but working hard at the distance learning model.

The new normal is new training and perhaps renewed training of health and hygiene habits.

The economic impact of almost all categories of our economy is being severely affected. Fortunately, food and most medical supplies are being maintained and should be available to everyone unless the hoarding of supplies gets out of control.

Many small businesses like this newspaper, which depends on advertising and subscriptions for its major source of income, are also at risk.

We are doing everything possible by having staff people work at home and seeking ways to help them through financial difficulties. We need the support of our readers more than ever, and ask those who haven’t been a subscriber to become one now.

I’m very pleased that our federal government acted swiftly to send checks to those earning under $75,000 a year. States are also working to respond to the increased number of unemployment applications.

All of us should be aware of our neighbors who might have a need and find ways to be helpful. We will win this battle but we will all have to work together.

I was very young when the WWII started. As the war went on I was beginning to understand how business and large corporations were open to each other in sharing information on how to build airplanes, tanks, ships, guns, ammunition and other war time supplies. Families learned to grow Victory Gardens.

Food and gasoline was rationed. Everyone had to sacrifice. Special war bond savings accounts helped pay for the war. “Rosie the Riveter” led women in war time manufacturing plants. Junk yards became resourceful for metals. Auto manufacturers changed their assembly lines for mobile armament as well as aircraft engines.

I don’t remember people complaining. We were all in it together and we had the united attitude “We will win!”

We will learn a great deal from this experience.

Perhaps its is time to reflect on our Heavenly Father who is still on the throne and test your belief.

Getting Minnesota back to work

t has been a difficult two months as Minnesota, the nation, and the entire globe has had to adjust to a temporary, new “normal” as we work to contain the spread of COVID-19.

To date, Minnesotans have done a great job following federal guidelines endorsed by President Trump and the Centers for Disease Control.

Because of our Legislator shared sacrifice, Minnesota is Lingo driving down Linda Runbeck infection rates, hospitalizations, and deaths better than basically anywhere in the entire country. That is good news.

Everyone should continue to do their part by practicing social distancing, hand washing, and protecting the most vulnerable among us.

Sadly, there is a significant economic toll that is wreaking havoc on the state, national and global economy as businesses have essentially shut down to prevent the spread of COVID-19.

Unemployment numbers in the state have grown significantly

since Gov. Walz implemented the state’s “Stay at Home” order with recent data showing nearly 15% of the workforce has filed for unemployment insurance.

Constituents contact me daily to share heartbreaking stories about losing their jobs or businesses, being unable to attend church or not visiting family.

Please know that I am working on proposals for the Governor that would allow businesses to reopen, while still respecting social distancing guidelines that have been effective at slowing the spread of COVID-19.

It’s time for a serious conversation about how we can get more people back to work while also protecting the health and safety of Minnesotans. There’s no doubt that this presents a delicate balance, but I am confident that Minnesota can do this.

That’s why I support a smart approach that would allow us to begin the process of reopening the state’s economy. This approach would continue social distancing and protections for vulnerable populations but would allow businesses to start the process of rebuilding.

If we can avoid weeks of economic devastation without an increase in ICU demand or deaths,

we should let the data guide our work and have this important conversation.

To that end, I recently supported a House Resolution that would have ended Gov. Walz’s peacetime emergency order and restored the legislature as a co-equal branch of government. Unfortunately, the resolution failed.

Even though the resolution was unsuccessful it is more important than ever that we include the public, legislators, businesses and health experts, on any decision to reopen Minnesota’s economy.

A small group of commissioners in St. Paul should not have the final say on who gets to be open for thousands of businesses and millions of employees impacted by closures.

Please continue to support local businesses and care for your neighbor during this uncertain time. We will get through this, and I hope we can do it in a way that protects the health and safety of Minnesotans while reducing the damage to our economy.

As for myself, I will continue to push for commonsense and transparency in the state’s response to this public health crisis.

Kenzie Callahan Soon you will miss the life you love, being with the people you love, and looking forward to the events you have been excited for since freshman year. It will be frustrating, make you feel upset or worried, and wonder “why me, why my senior year.� There will be days harder than others, but with a positive outlook, you will create happiness from the unfortunate and heartbreaking worldwide pandemic. You will find deeper joy in life, by creating memories with the people who mean the most to you, your family! You will be provided with opportunities to sit with your family for dinner, play games together, and take walks; providing a whole lot of love and laughter.

Remember that bullet journal you have always wanted to start that would capture the most important moments of your life? You now have time to get started! Remember how you always wanted to paint with your sister? Well, I did! Now I get to‌ everyday! Instead of going to get iced coffees or a blizzard from DQ, I have now learned to make my own. They are delicious! You will also have time to reflect on the past 18 years of your life, and be grateful; for every moment and person that has impacted you. Life does not have to stop or slow down when you are stuck at home. Instead, get up and make the most of every day with a smile on your face. Why not, what’s the alternative?

So, enjoy your senior season of Centennial Dance Team, eat lunch with your besties, drive to school with your sister, engage with your teachers and do all you can to make the most of your senior year. Yes, it will end quicker than you want, however

you own your ending!

I will remember what I got to do!

Sam Johnson Dear past self, I wish that this letter could actually be sent back to myself. There is so much I wish I knew before I left and went away for spring break.

Everything has changed and I am scared that nothing will ever quite be the same. In the last three weeks everything has been flipped on its head.

While I can't say for certain what was going on in my mind on March 1, I do know I wasn't concerned or worried about the possibility of losing school, sports, my friends and everything else that is important to me. At the time I am sure I was thinking “everyone is just overreacting,� or “this is no big deal� and a part of me still thinks these things and believes them to be true.

One of the biggest things that I've struggled with is finding the legitimacy in all of this. Yes I see the stats in the news and yes I hear about all of the people affected, after all everyone has been greatly affected, but I still haven't had a close encounter with the disease. No one I am close with or know and love has been directly affected. This is why I think that this whole ordeal seems so surreal to me and nothing seems like real life anymore. Everything is so numbing. At this point I'm not sure which I would rather feel though, deprivation or saturation.

I remember how I was back then and how I couldn't wait for break, to get away from my life saturated with information and stimulation and everything that else that troubled me, however now being deprived from all of those troubles has me wanting nothing more but to go back to them. I think that the scariest part of all of this is not knowing what is to come next or what might happen. It is human nature to seek knowledge and try to understand the things that are foreign to us that is why they are interesting and we quickly become curious. Only when we are educated about something and understand it completely do

we become comfortable with it.

We seek security and live our whole lives worried about the future and what it holds for us.

This is why not knowing what tomorrow or the day after might look like worries us, why we are so scared of not knowing what the future will bring. We work our entire lives trying to create a financially, socially and mentally stable future for ourselves and our lineage. We do this because we know the sun will rise tomorrow and we want something there waiting for us, something that we know will be there, something solid that we can hold on to in the unknown, something that gives us this sense of security we yearn for in the unpredictable and unforeseen future.

We need something that eliminates the fear of not knowing so we can have joy in our lives, after all I believe that it is only when we are not fearful that we can be happy.

While we may not know what the future holds for us I think it is important to look for the good in the bad, I have found this in my own personal life in my brother coming home from college and the time I am now able to spend with him and the time I now spend doing the things I am truly passionate about. This is why I think it's important to remember that without bad times there are no good times, without sadness there is no happiness. It is the contrast between the two, that gives the other meaning.

Sarah Timothy Dear beloved Sarah, 2020 was supposed to be a big year for us. It’s the year we get to be wild seniors and enjoy the last moments of our youth. It’s the year we get to make childish mistakes and be able to get away with it. It’s the year we graduate and transform into young adults with major responsibility. It’s the year we remember the most from high school.

I know this year was expected to be remarkable, experimental, valuable, and life altering but sometimes, as we know, life throws random curve balls. So far 2020 has been a year full of unwanted surprises and events that fill our souls up with anxiety

and discomfort. On top of that we also are dealing with the anxieties of growing up and becoming independent.

Currently it looks like we have been given a disadvantage especially since senior year is basically cancelled, but there's nothing more motivating than finding the courage to stand up after a tumble. Yeah, so what if things didn't go as planned, when has anything ever gone perfectly and according to plan? Life was never meant to be easy and predictable so don’t lose hope. Let these dark moments be a root of inspiration to grow something beautiful and long lasting in this roller coaster we call life.

Sarah, every time you feel down or want to give up, come back and review this letter.

Remind yourself that you are a talented, unapologetic overcomer and no high hill or low ditch can stop you from achieving your goals. Hope that wherever we are and whatever we end up doing helps us express our true creative selves. I wish nothing more than for us to be happy and content no matter what life throws our way.

Jackson Lund Dear Jackson, The sun is out and the birds are chirping away. The sky is blue and no cloud in sight. When I go outside for a walk or to do yard work, I stop and listen.

Barely any vehicles on the road.

Virtually empty like the toilet paper shelves at every store. and I see very few people out and about. Almost absolute silence.

It’s quite eerie.

Usually it is only like this when it is the calm before the storm, but we are in no storm. We are amid a war right now. Believe it or not we are fighting a war against an invisible enemy that is called COVID-19. We were told to be in quarantine for what was supposed to only be two weeks, but now it looks like it might be a month or two. Who would have thought that everyday items: toilet paper, paper towels, hand sanitizer, Kleenex, etc. would become scarce and be in such a high demand in America!

I am not going to lie to you, I have been going a little crazy since the quarantine has started.

This morning, when I woke up, I found a picture of Elvis staring at me. My first thought was that must be new. But then I got paranoid by it. My heart started beating faster and faster and I thought I must be hallucinating.

I finally gained enough courage to see if it was on my wall, or if I was just imagining things. I went up to it to check and sure enough, it was real. When my parents were eating breakfast I told them about the incident that happened to me. Turns out, my dad got that picture as a retirement gift from a friend at his work and thought that it would be a good idea to hang it in my bedroom over my Montreal Canadiens pennant opposite of my bed. As if I need to go even more crazy than I already am.

My parents are on me about everything I say and do. I need time and space away from them every now and again but where can I go when everything is shut down by the state government?

It feels like I am trapped in a box that has been sealed with Gorilla Tape and there is one hole for breathing and light. On the other side of that hole is my job. I work in retail at an old store called Fleet Farm. You know the store that the employees wear those godawful blaze orange bowling shirts. You might as well call it a pumpkin patch.

Anyways, we were given a memo from the department of Homeland Security saying that we are an “essential store� and that we will remain open during the quarantine. At first I was kind of nervous because of the virus spreading like wildfire, but then I realized that it is one of the few times where I am away from my parents. I feel happy, calm, and excited when I go to work, a feeling that I have not felt since my first two months when I started working there.

I assume we will all get over this stuff and life will get back to normal. Who knows when that will be but I plan to look on the bright side and keep my head held high. There is no sure way to protect yourself from the COVID-19 virus. Either you get it or you do not. The only advice I can give you is go with the flow of life and wash your hands for 20 seconds or more. Contact me when you have read this letter.

High school senior creates sense of normalcy for classmates

Many people are finding themselves more socially isolated than ever. Under the governor’s stay-at-home order, technology and — of course — social media are helping us stay in touch.

Centennial High School senior Tiffany Nguyen started the Instagram account “Centennial2020seniors” on April 13 as another way to help her class members stay connected with one another during distance learning.

“I got the idea after seeing other schools do this and thought it was such a cool idea, considering we are spending our senior year quarantined,” she said. “I thought this was such a neat idea to show what plans seniors have for post-high school. I think the Class of 2020 needed this because we are feeling down about not having the ability to have the absolute best 'normal' senior year experience.”

Centennial seniors direct-message the Instagram account and provide their name, a photo and information about their college/future plans. As of press deadline, the account had 421 followers and 179 posts.

Nguyen said she tries to be very active on the account. “I enjoy seeing everyone's future plans after high school,” she explained.

Senior Ellie Breunig said, “It helped me achieve closure by sharing my plans posthigh school and seeing where my peers are heading in their future.”

Senior Grace Parsons noted that she thought it would be fun to see what everyone was going to do after high school.

“I wanted to share my plans as well.”

Nguyen's future plans can also be found on the page. She will attend the University of Minnesota-Twin Cities and major in chemistry/pre-pharmacy.

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at is April 16 meeting, held via teleconference: • Conducted the city's first council meeting via teleconference. Anoka County. Reinhert informed the council that the county had to furlough 155 employees, however, all employees were assured that their jobs were secure and that they would continue to get paid for up to 16 weeks if needed.

• Reinert added that currently all parks were open; license centers had reopened; Bunker Beach Water Park would be closed for the year; and golf courses are now open. The council was also notified that the city of Lexington currently has zero reported cases of COVID-19.

• Approved staff’s recommendation to waive late fees for city utility bills for the fi rst quarter as well as a 90day extension for the payment of fees to the city from the date the governor’s executive order is lifted on nonessential businesses. The council also approved a 90-day extension for the payment of liquor license fees to the city.

April 4 came and went without a Centennial Area Education Foundation (CAEF) Gala because of the impacts of COVID-19. Even though CAEF saw a respectable presence at its online auction, the organization still needs of donations.

Sixty-three bidders helped CAEF secure just over $10,000 in the online auction. The hottest items were Disney packages.

• Agreed to allow the Lexington Fire Relief Association to borrow funds from the city as needed, up to $30,000, so that charitable gambling can continue to meet its financial obligations. Mark Kurth, Lexington Fire Relief gambling manager, assured the council that currently the organization has the funds to continue to pay its bills, and that his request was proactive in nature and was only being made due to the uncertainty surrounding the length of the shutdown. City Administrator Bill Petracek informed the council that the fi re relief association has contributed over $160,000 to the revolving fund, and that money could be lended to the relief association if need be. “It makes no sense that we can’t loan some of it back to them,” he said.

"This was really great to see,” said Lisa Sellner, CAEF office manager and one of the gala organizers. "We were able to test a new platform and promote our donors, many of which are local crafters and businesses."

However, the need is still great. This year, CAEF has decided to respond to local relief needs due to COVID-19 in addition to its continued support of scholarships and grants to support education.

"While our auction proceeds are greatly appreciated, we are behind in our funding. Last year, the silent and live auction brought in $30,000, or about three times as much. In addition, we typically receive about $25,000 in our Fund the Need campaign every year, and we’re just at $1,100 now,” said Jesse Bentrup, CAEF president.

CAEF will work with the Centennial School District as well as local churches and nonprofits to identify needs. Donations will benefit nonprofits and local families — hence the name change to Fund a Family. A portion of donations will be sourced from local small business in support of the local economy.

Donations to the COVID-19 relief campaign are encouraged by May 15 and can be made online at caefoundation.org. You can also support CAEF by designating it as your donor recipient during #GiveAtHomeMN week May 1-8.

The main vendors like the venue, photographer and caterer said they were willing to reschedule. “That was a relief, especially since they were all so kind about it,” Lessard said. “A couple of the other vendors either didn’t respond or weren’t very clear, so that was definitely frustrating.”

Lessard has not been able to set up her dress alterations appointment, Zimmerman has not been able to pick up his suit and the bridesmaid dresses have been delayed because the warehouse is shut down. At this point, it is also unknown if they will be able to have a bridal shower, bachelorette party or groom’s dinner.

Making the summer décor has also been tricky, because if the celebration is postponed, it may be rescheduled to a different season depending on venue availability.

Of course, the couple has a Plan B. They plan to get married on June 20, 2020, as that date is special and significant to them. If possible,

As of April 18, one sport is back in action in Minnesota.

Golfers streamed back to the courses after Gov. Tim Walz made some exceptions to his stay-at-home order that otherwise remains in effect until May 4 because of the COVID-19 pandemic.

Walz issued an executive order Friday, April 17, allowing Minnesotans to engage in activities including golfing, boating, fishing, hunting and hiking as long as they maintain 6 feet of

distance from others, avoid crowded places and stay near their homes.

“We’ve been very busy,” said Mark Johnson, golf operations manager at Chomonix Golf Course in Lino Lakes, late last Saturday afternoon.

“And we just had one day’s notice.”

The parking lot was almost full, and the links were crowded on an overcast 60-degree day.

“People are very happy to be playing again,” Johnson said.

He added that everyone was pleasantly surprised. “We were looking at May 4.”

It was not golf as usual, however. Carts could be shared only by people who live together. Foursomes were limited to two carts, and many golfers were walking. No food was served. The pro shop was closed, and golfers paid green fees in advance by calling ahead. Flags were not to be handled. And golfers had to maintain their social distance. Tee times were spaced out more to avert crowding.

But people were getting out of the house to engage in one of the few sports that participants can play while separated by a safe distance.

Brought to you by WeathermanWatson.com A bit of mid May-like temperatures visited us this past week as temperatures rose into the 70’s for the first time since early October. You might have experienced a passing garden variety thunderstorm on Sunday, but overall the weekend weather made for doing outside “chores” less painful. Not only are temperatures showing signs of spring but also trees are starting to bud.

The cottonwood tree made a mess of the patio with seeds everywhere. A sparrow has built a nest on the front porch light. I feel too guilty to knock it off so I wait around until the babies have left. I’m seeing more and more boats at the local marina as we gear up for the fishing opener and summer boating. I do like the temperature trend we’re heading into and hope that it stays that way.

Mosquito control begins

Blaine Police Department wants to make birthdays special

This is a tough time to have a special celebration like a birthday. The Blaine Police Department wants to help make these celebrations a little more special for Blaine residents. The department's Community Outreach Unit is organizing recorded birthday messages for kids in the community. An online request form is available at BlaineMN.gov/PoliceSpecialRequest. Blaine residents are asked to fill out the online form five days before their childâ&#x20AC;&#x2122;s birthday. A Blaine Police Officer or Community Outreach Specialist will record a short video message, and it will be sent to the family. There is no guarantee on the quality of singing voices, though.

The Metropolitan Mosquito Control District (MMCD) began deploying its helicopter treatments to control larval mosquitoes Wednesday, April 22, in the counties of Anoka, Carver, Dakota, North Hennepin, South Hennepin, Ramsey, Scott and Washington. Helicopters apply a dry granule or pellet containing a natural soil bacterium or a mosquito growth regulator to wetlands and large areas of standing water to prevent larval mosquitoes from becoming biting adults. These are biorational control materials which specifically target mosquito larvae and pose no risk to human or animal health. MMCD helicopters do not spray insecticides to control adult mosquitoes. Any hopes for salvaging part of the high school spring sports season were dashed last Thursday, when the Minnesota State High School League canceled all activities and athletics for the rest of the school year, in response to an an executive order issued by Gov. Tim Walz.

The decision â&#x20AC;&#x201D; the first time in state history a prep sports season has been canceled â&#x20AC;&#x201D; was made with recommendations from the Centers for Disease Control and Prevention and the Minnesota Department of Health. â&#x20AC;&#x153;This difficult decision was one we had hoped we would not need to make,â&#x20AC;? said Erich Martens, MSHSL Executive Director. â&#x20AC;&#x153;Our activities and athletics offer so much to so many students and their school communities.â&#x20AC;?

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: â&#x20AC;˘ An officer responded to a report of damage to property in the 700 block of Town Center Parkway April 8. The investigation is ongoing. â&#x20AC;˘ Officers responded to the 500 block of Aqua Lane April 8 on a report of a male that had been threatened.

Officers spoke with some parties involved and the case is under investigation. â&#x20AC;˘ Police were called to the 800 block of Main Street April 9 on a harassment report. Two male suspects were advised to stop their actions or there would be criminal charges. â&#x20AC;˘ An employee of a business in the 600 block of Market Place Drive called to report a suspicious male who may have been looking into windows April 10. Officers made contact with the male, who stated he had been looking for rare rocks. The male was advised to no longer do that on private property. â&#x20AC;˘ A resident from the 800 block of Orange Street called in a suspicious silver van driving through the area with the driver going into mailboxes April 10. It was determined the

driver was delivering newspapers. â&#x20AC;˘ Officers responded to a report of a suspicious vehicle at the police department April 10. Officers located the vehicle and found the driver to be impaired. The driver was arrested and booked into jail for DWI. â&#x20AC;˘ Officers responded to the 700 block of 79th Street April 10 for a theft from motor vehicle report. The investigation is ongoing. â&#x20AC;˘ Officers were dispatched to the 8000 block of Fourth Avenue April 11 on a report of a male who discharged a fi rearm in a residential area in violation of a city ordinance. Goldberg also provided an update on the census. He explained that as of April 14, the nation's response rate was at about 49%. “Minnesota is doing the best in the country right now; we are ranked number one with a 58.9% response rate,” he said. “As of 2 p.m., Circle Pines was at almost 69% ... We are doing a great job, but we could do better.”

• Approved a resolution authorizing the issuance of general obligation bonds, series 2020A in an amount not to exceed $7.6 million.

Approximately $2.4 million will be used to fi nance the 2020 street project: $2.5 for the 2020 utility project and $2.4 to refi nance a portion of 2012A bonds.

Assessments for the utility project will be paid over a 15-year period and assessments for the street project will be paid back over 10 years at an anticipated interest rate of 2.3%. The council may decide to change the street assessments to payable over 15 years in the future in light of the pandemic. The city is estimated to reap $106,000 in interest savings and $26,000 in debt service savings from the refinancing of the 2012 bonds.

We have definitely done as much social distancing as possible; that includes going with a much smaller staff and alternative hours as possible, so we limit our interactions between departments,” he said. “We are functioning as best we can. We are getting a lot of calls with a lot of questions, especially with the street project coming up, but we are able to handle it for right now. We will continue in this mode until the stay-at-home order is exhausted.

Hopefully, May 4 we will be getting back to some semblance of normality with our shifts because the street project is going to be very taxing on our public works crews.”

Antonen added that he has been receiving daily updates from Centennial Lakes Police Chief James Coan. As of April 14, there had been no employee illnesses and the department remained fully staffed. In addition, for the fi rst time in a long time, the Centennial Fire District's duty crew (day crew) shifts are full.

The next City Council meeting will be at 7 p.m. May 12. Residents should check the city’s website prior to the meeting to see whether it will be held via teleconference or at City Hall.

The Circle Pines City Council took the following action at its April 14 meeting, held via teleconference: • Heard from Mayor Dave Bartholomay, who wanted to remind community members that they can send comments/questions to City Administrator Patrick Antonen, himself or council members before meetings if they don't feel comfortable going to City Hall.
