Danielle Harley thought it was a funny coincidence that the White Bear Lake doctor she’d chosen to deliver her third child happened to be from the same town where she was born in Iowa.

“I looked up his bio, and it said he practiced in Burlington, Iowa,” Harley said. “I thought, small world, that’s where I’m from, and I texted my mom. She texted me up a little later and said wait a minute, is that Dr. Anderson?”

It turned out that Dr. Matthew Anderson was the same doctor who delivered Harley in 1994.

Yes, residents and business owners in Centerville and Lino Lakes have concerns about the biggest project to hit Centerville in the past 20 years.

But what has really drawn collective ire is the feeling that news about such an enormous project was being kept from them.

As discussed at the April 28 Centerville City Council meeting, R & R Leasing Inc. (Rehbein Commercial) requested to plat two parcels of land it owns into six lots and a new street. The plat involves 23.73 acres of vacant property on the north side of Main Street between 20th and 21st avenues.

Developers have bought three of the six lots; the remaining three will remain vacant for the near future.

A Kwik Trip is proposed for a 4.47acre lot; the NorBella Senior Living facility is proposed for a 4.3-acre lot and the Belleville Apartments are proposed for a 5.3-acre lot.

Kwik Trip Inc. has proposed a gas station, convenience store and car wash for the middle lot on Main Street.

Concerns named in the stopcenterville. com petition started by Lino Lake residents located just to the north in the Watermark Development include the risk of putting longstanding local business owners out of business, increased traffic, and noise and safety concerns due to the traffic increase.

Rachel Development has proposed a 40-unit senior assisted living facility, to be called NorBella Senior Living, on a 2.4-acre lot on 21st Avenue and the new street, which for working purposes is called “New Street A.” A concern stated in the petition noted that the city already has a senior facility, Atlas Villas Memory Care, slated for development off Main Street.

Apollo Development has proposed a 103-unit market rate, four-story luxury apartment building to be called Belleville Landing on a 5.3-acre lot on the northeast corner of the Rehbein property on 21st Avenue. Concerns outlined in the petition call attention to the risk of more road traffic that would diminish safety for children crossing the street, an unnecessarily large, towering structure and the blight of too many empty units.

“I want to talk about the nontransparency with this (project),” said Jeff Allman, owner of Lakes 1 Stop on 21st Avenue N. “There are a ton of city residents that have no idea what is even going on. The city started by sending out packets to a select group (property owners living within 350 feet of the proposed development).”

Allman said that the city held two Zoom meetings, the second of which had a substantially higher turnout than the first, because people knew about it.

Only that second meeting was posted in the newspaper, and the second meeting also had a special login code that some people had trouble with, he said.

After the April 6 Planning and Zoning Commission Zoom public hearing was infiltrated by porn artists, another meeting was scheduled for April 26 that required a code for access to prevent hackers from disrupting it. Allman said that although the city promised to post information about the project on its website, he couldn't find it.

The Quad Community Press published one official notice of the April 6 public hearing about the proposed development on March 23.

“I believe the residents of Centerville and some of our neighbors in the Lino Lakes Watermark Development were unaware that the Planning and Zoning Commission meeting was the only meeting for input from the public ... as I was!” said Todd Steffen, owner of the Corner Express on Main Street. “This, along with the meeting ID and password changes from the one listed on the

Centerville website, made many people assume that the meeting was closed to the public and they didn't know what to do.”

“Although committee meetings are public, with agendas and notices available, residents do not take notice if they do not know they need to,” said Lino Lakes resident Andria Mattlin.

“The entire city and surrounding cities that this will impact should have been notified and given time to voice their opinions.”

“We are required to notify any resident within 350 feet of the proposed development, regardless of city boundaries,” City Administrator Mark Statz said. “We must take input from anyone, regardless of where they are from.”

Council Member Steve King suggested council table all action pertaining to the four Rehbein property items until more people had a chance to be heard.

“How many people know about it?” he wondered. “We followed legalities for notification, but this is so much.”

The city had the option of tabling the items for discussion for another 60 days, or the actions would have been deemed accepted by default, said Statz. The first deadline was due to expire on May 5, and the extension will expire at the end of June.

The council unanimously tabled site plan reviews for all three developments; rezoning action for both NorBella and Belleville; a conditional use permit application for Norbella; and a Comprehensive Plan Amendment for Belleville Landing.

However, the council did conduct the first reading of Ordinance 113, Second Series Amendments to City Code Chapter 156 and Table 156.A-1, which allows the Kwik Trip to have a car wash. Otherwise, the car wash would not have been allowed. The city can put conditions on its use, but cannot deny the use, Statz said. A second reading is due in two weeks.

The council also unanimously approved, with eight conditions, the preliminary plat for Rehbein Commercial to subdivide its lot.

Mayor D Love said that citizens did have a chance to speak out, as shown by the robust crowd that attended the April 26 Planning and Zoning Commission meeting — a meeting that lasted until 1 a.m. Tuesday, April 27.

Love also noted that the land at the center of the discussion is not owned by the city, but by a local businessman. The city did not pursue the development, he said. In fact, it would be illegal for the city to forbid a landowner to sell his or her own land, he said.

“The city and citizens are not separate.

If we say we're doing something good for the city – for the population as a whole – we owe commercial enterprise the same swift response and service as someone purchasing a home,” he said.

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • Officers responded to assist the Blaine Police Department with a personal injury crash at the intersection of 125th Avenue NE and Sunset Avenue April 20.

• A school resource officer (SRO) worked with administration at the middle school regarding a report of a student committing a weapons violation. The charges are pending for the juvenile male.

• Officers were requested to assist a neighboring agency in locating and stopping a stolen vehicle that had fled April 20. Officers successfully stopped the vehicle in the 7000 block of Lake Drive and the two occupants were arrested. The originating agency is handling the investigation.

• An officer took a report of unemployment fraud from a resident in the 7100 block of Snow Owl Lane April 20. The incident was documented and is under investigation. Another case was reported from a resident in the 6800 block of Lacasse Drive April 21.

• Officers were dispatched to a grass fire in the 6400 block of I-35E April 20. The fire was extinguished.

• An officer responded to a theft from a business in the 700 block of Apollo Drive April 21. The incident is under investigation.

• An officer took a damage to property report from a resident in the 100 block of Morgan Lane April 22. There are no suspects at this time.

• An officer conducted a traffic stop for a moving violation in the area of 44th Avenue NE and University Avenue NE April 22. An adult male driver was subsequently arrested for a gross misdemeanor violation and booked into the Anoka County Jail.

• An officer conducted a traffic stop for multiple violations on I-35W near Sunset Avenue NE April 23. The male driver was subsequently arrested on a felony warrant and transported to the Anoka County Jail.

• An officer took a traffic complaint near the area of Main Street and Aenon Place April 23. The report was forwarded on to the Traffic Safety Committee for review.

The Centennial Lakes Police Department reported the following incidents: • Police responded to a phone call identity theft report from a resident in the 200 block of Galaxy Drive in Circle Pines April 21. The caller advised that an unknown suspect attempted to file an unemployment claim in her name, but the claim was denied.

• Officers were dispatched to a suspicious activity report in the 3900 block of Restwood Road in Lexington April 21.

• An officer observed items dumped in the 400 block of Keith Road in Circle Pines April 22. The public works department was notified.

• Officers issued a trespass notice after responding to the 7000 block of 21st Avenue S. in Centerville April 23 on a suspicious activity report.

• An officer conducted a traffic stop near the intersection of Naples Street and Flowerfield Road in Lexington April 24. A male passenger was subsequently arrested.

• A resident in the 9000 block of Griggs Avenue in Lexington called police to report stolen license plates April 25. The reporting party did not know the plate number, and officers advised the caller to call back when that was determined.

• Police were dispatched to the 2100 block of Willow Circle in Centerville April 25 for a public assist. The Centennial Fire District also responded to the scene to help a juvenile who was stuck in a tree.

• An officer conducted a traffic stop near the intersection of Lake Drive and Restwood Road in Lexington April 25. The driver was subsequently arrested for DWI. • Police conducted a traffic stop in the 1700 block of Main Street in Centerville April 26. The driver was subsequently arrested for DWI. Another traffic stop near the intersection of Restwood Road and Naples Street in Lexington that same day also resulted in a driver arrest for DWI.

PUBLIC SAFETY BRIEF Blaine police respond to domestic assault Blaine police were called to a residence in the 9100 block of Tippecanoe Street NE at approximately 3 p.m. on the report of a domestic assault April 26. A female resident from that location called 911 reporting that a male was threatening her with a knife. The female was able to get out of the residence with one of her children but was not able to get her second child out of the house.

Officers had information that the male was possibly in possession of a firearm; therefore, they did not attempt contact at the door and there was no phone inside of the residence. Nearby residents were evacuated as a precaution. Anoka County SWAT officers and a negotiator from the Anoka County Sheriff’s Office were called to the scene in an attempt to communicate with the male through a public address system.

Officers also requested assistance from a St. Paul police officer after learning that the male may not speak English fluently. At approximately 8 p.m., the male exited the house with the child and he was taken into custody without incident. The case will be forwarded to the Anoka County Attorney’s Office for possible charges of second-degree domestic assault and felony strangulation.

WEEKLY WAG Arthur is a handsome, scruffy dude who recently made his way to Minnesota in search of his forever family. He is a 1-year-old, 35-pound Airedale terrier/ schnauzer mix. Arthur is still getting used to things and is pretty timid but responds well to attention and love.

Arthur’s nickname is “Pancake,” because he often lays flat when approached. His new forever family will need to be understanding and take things slow.

Arthur interacts well with his foster family and likes to sneak up and cover them with kisses and snuggles, but on his terms. He also interacts well with his foster’s resident dog and follows his lead.

Seasons of life

W

E’RE CONSIDERED SNOWBIRDS like a lot of other Midwest people who travel south for part or all of the winter. We arrived home this past week using three nights and four days covering the 1,500 miles from Fort Myers to White Bear Lake.

It was a good winter in Florida by temperature and the fact that the state was very open despite the Covid epidemic. Living on a boat gave us a lot of open air and no crowds. Dining out was easy and we preferred outdoor restaurants. We visited with our neighbors on the dock early evenings and kept our distance. Now as the temperatures climb along with humidity, it’s good to be back home.

It takes a lot of preparation to leave our floating home for the summer. Vendor lists for maintenance, making sure that the appropriate systems are turned off and also that all bilge pumps and battery charging units are on.

We didn’t travel very far this About the winter due to Covid. However, the Town short trips to marinas on Sanibel Fort Myers Beach provided Gene Johnson and lots of enjoyment for family and friends to be on board with us.

We arrived home Monday afternoon and found our condo comfortable and as we left it. Our second car had low tires and a dead battery. Apparently, a fuse in the trickle charger gave out. Thanks to our two sons it was put in order very quickly.

I FOUND THE recent story in the Press newspapers by Debra Neutkens on the Kohler ice cream history to be very fascinating. I remember from high school days we would go there at lunchtime and have a cone, or if I had enough money I would buy a fudgy-wudgy, which was soft ice cream with hot fudge on top. The murals around the parlor provided a special ice cream treat suggestion for every day of the week. The soft ice cream concept has now been marketed around the world and I think some historic recognition for all of this should be established in our community.

The parlor was a great place to take a friend or a family. Thanks, Debra, for doing this story.

MOST BUSINESSES ARE coming to life after the long virus lockdown and that’s very encouraging. Almost every business has a sign looking for employees and that’s disheartening.

Maybe we have been paying too much in unemployment or bonus benefits to keep people home and not allowing them to go back to work.

Small business can’t recover unless they have good employees and enough of them who are able to service customers. Perhaps our governor has been too restrictive as well in closing down so many businesses in the hospitality industry.

VACCINATIONS CONTINUE TO be important.

Some incentives are being offered, like a $100 savings bond for everyone getting a vaccination in West Virginia. Some companies are providing bonus stipends to those who get vaccinated. The CDC now suggests 80% to have an effective herd immunity. We have a way to go, and there are a lot of people who are still apprehensive.

MOTHER’S DAY IS Sunday, May 9. It’s a good time for fathers and children to toast the best mother in the world - your mother. It was in 1914 that President Woodrow Wilson signed a bill designating the second Sunday in May as a legal holiday to be called Mother’s Day. THIS WINTER HAS been particularly hard on our small newspaper company employees with Covid and other medical issues among themselves or their families that caused a lot of interruptions. We are pleased and thankful that most of them are coming through with successful recoveries. We are very thankful and fortunate to have wonderful doctors, nurses, EMTs and other medical personnel and facilities in Minnesota and Wisconsin.

As chair of the Senate’s Education Finance and Policy Committee, we had to set priorities that not only addressed long-ignored issues but also the consequences of a year-long Legislator struggle with COVID-19 and Lingo school shutdowns. Our Roger priorities started Chamberlain with kids fi rst, second, third, and We d always. l W have always been absolutely committed to listening to parents and local school districts. We had a plan designed around the idea of SIMPLE: student-focused, innovation, mandate-free, parent-involved, literacy-driven, and efficiency.

In total, six priorities: All kids back in school full-time, literacy, mental health, teachers of color, fair funding, and empowering parents and local educators.

First, state funding increases by about $800 million, or four percent. For 2022–2023, total

local, state and federal funding will increase to about $31 billion – over $15 billion a year.

New federal Covid aid to our schools totaled $2.6 billion, or 25% of annual state funding!

That funding includes money for summer school, technology, learning loss, mental health, special education, and numerous other educational needs.

On April 22, the Senate approved an education budget focused on those six priorities.

We are putting $3 million a year to provide grants to make proven LETRS training available to educators to address literacy.

We invested in new initiatives for mental health, including grants to LiveMore ScreenLess to address digital health and issues around social media, suicide prevention training for educators, other funds for addressing mental health. We doubled the funding for teachers of color, added money for teacher bonuses, provided a grant to the Black Men Teach program, and addressed the teacher shortage gap by protecting pathways for qualified teachers to secure teaching licenses.

Our bill addresses on-ongoing funding disparities by providing property tax relief for propertypoor districts. The bill includes significant new funding for transportation, safe schools, and community education. We are also providing $60 million in one-time classroom aid, fairly distributed to schools based on the number

of pupils, to address the huge disparity in the distribution of federal Covid-19 relief.

Education Savings Accounts (ESA) will empower parents and fund children, not systems.

ESA’s have 65% overall support, including 74% of African American parents and 71% of Hispanic parents. It is equal opportunity for all kids — ESAs improve outcomes for all kids and schools.

Finally, we focus a lot of attention on allowing more local control and flexibility for education leaders to be innovative and to limit mandates – our proposal includes only 10 “soft” mandates. We worked closely with school organizations to ensure these mandates focused only on high-priority areas such as suicide prevention, seizures, teacher safety, student discipline, and lunch shaming.

The proposal is highly focused, targeted, and a result of listening to parents and local school districts. We cannot solve all problems overnight, but our bill makes serious progress by addressing core issues to leverage greater success for kids and educators.

People of hope rooted in blossoming new life

H

ope. It’s one of those squishy words in our vocabulary that means vastly different things in different contexts. It can range from a passive wishful thinking to an active anticipation of the object of our longing.

Like many people, I didn’t sleep very well on the night of Sunday, April 11.

After hearing of another young black man, Daunte Wright, killed in our community, shutting off my mind was difficult. In a year of pandemic, worsening economic inequities, and the trauma of public violence especially against BIPOC bodies, sleep is perhaps the least of the things that

have been lost. It is all so heavy.

And still, it is the season of Easter in my tradition, and we are a people of hope rooted in blossoming new life.

I don’t say this as a way to flippantly cancel out the trauma we are Pastor facing. Hope is not a Ponderings variable in an algebra equation that simply Tim Maybee cancels out the digits of pain and trauma.

Quite the opposite. See, when h we read d about hope in Scripture

and talk about hope with our most adept teachers, we learn that hope is not about passive wishful thinking.

Easter hope is active, it moves us to act in ways that anticipate the full fruition of the reparative and reconciling work that God is still doing, even now. Hope sends us to find a better way to relate to each other. It leads us to face the large, societal, systemic problems that seem too onerous to confront. It gives us courage to go on when we simply cannot go on.

After sleeping poorly on Sunday, I spent Monday in a more hopeful state.

It was my turn to get the second dose of the covid vaccine. So, I traveled down

to a pharmacy in the southern suburbs to get the jab. As I drove, I listened to the news unfolding in the wake of the events of the previous night. When I got in my car after receiving the shot, the same news story was being broadcast.

The hope I experienced in the act of vaccination obviously did not make the other problems go away. It did, however, give me just a little more courage to face the challenges of the day. It was that holy reminder that another world is possible.

COUNTY BRIEF Deadline extended to pay Anoka County property taxes In recognition of the unprecedented disruption the coronavirus pandemic has caused, the Anoka County Board of Commissioners recently adopted a resolution granting owners of residential and nonresidential properties one more month to pay their property taxes without penalty.

This abatement will apply only to current year non-escrow properties with under $50,000 annual property tax owed for all properties owned by the taxpayer, excluding railroad and utility parcels. This abatement will also apply only if the first half payment is made in full by June 15. A completed

application, which can be found online at anokacounty.us/1067/Property-RecordsTaxation, must be submitted to qualify for this abatement.

“The effect of COVID-19 on our local, state, and national economy has been devastating, and the Anoka County Board of Commissioners realizes many homeowners and businesses are struggling right now,” said Scott Schulte, Anoka County Board of Commissioners chair. “Giving them more time to pay their first-half property taxes is within the purview of the board, and we hope this resolution helps ease the fears of our residents and small business owners.”

Sprinkling bans right around the corner As lawns begin to green and temperatures begin to rise, residents will likely want to start sprinkling their lawns. Keep in mind, many cities have sprinkling restrictions in place during the summer. Last year, the city of Lino Lakes adopted a watering/sprinkling ban, which prohibits lawn watering year-round from 6 a.m. to 6 p.m. An odd/even rule is also in place from May 15 through Sept. 15.

The city of Circle Pines sprinkling ban begins June 1 and runs through Aug. 31. Residents are prohibited from watering their lawns from 10 a.m. to 7 p.m. Before or after those hours, an odd/ even rule is in place.

Centerville residents are also asked to abide by an odd/even rule for sprinkling

from May 1 to Sept. 1. In addition, residents are not allowed to water their lawns and gardens in between the hours of 10 a.m. and 6 p.m.

The city of Lexington has a three-tier system. Tier 1: From May to September, all odd-number properties can sprinkle on odd days, and all even-number properties can sprinkle on even days. Tier 2: In addition to the odd/even restrictions, sprinkling is prohibited from 10 a.m. to 7 p.m. Tier 3: All sprinkling is banned. The city determines when it is necessary to move to Tier 2 or Tier 3.

Blaine residents are prohibited from sprinkling between 10 a.m. and 6 p.m. from May 15 through Sept.

15. The city of Blaine also has odd-even restrictions in place from May through September.

Rotary will host an invitational co-ed adult hockey tournament May 14-16 at Centennial Ice Arena. The tournament will kick off with a party at Trappers Bar and Grill in Lino Lakes. There will be six games on Saturday, and nine games on Sunday, in addition to a friendship game, consolation game and championship game.

There will also be social activities sprinkled throughout the tournament.

No decisions will be made that night, but more information will be presented from the ongoing feasibility study about options CFD could pursue in the future, such as possible partnerships with other departments.

• The Anoka County Fire Protection Council is proposing a 3.3% increase in revenues and a 3.4% increase in expenses for its 2022 budget.

Goldberg said the increase is primarily due to the public safety dispatch service (PSDS). He added that the city of Circle Pines’ responsibility would likely be $3,657, a 2.8% increase.

• The city is one step closer to advancing a step or two in the Minnesota GreenStep Cities program now that it has adopted Policy 67, a sustainable purchasing policy. Antonen explained that the policy simply formalizes a lot of what the city is already doing, but is one of the many things the city has to complete in order to move up in the program.

The GreenStep Cities program helps cities achieve their sustainability and qualityof-life goals. The continuous improvement program is based upon a menu of 29 optional best practices. Each best practice can be implemented, as decided by city elected officials, staff and community members, by completing one or more actions from a list of four to eight actions to a 1-, 2- or 3-star level.

The voluntary actions focus on cost savings and energy use reduction and encourage civic innovation.

Percy and Council Member Jennifer Rauner said implementing a policy isn’t good enough and wanted to ensure there was a process in place to ensure the policy is followed. Both council members suggested a couple of ideas, and Antonen said as city employees, their job is to follow city policies that are enacted by the City Council.

• Although the local results for the 2020 Census likely won’t be available until August or September, City Council members, particularly Census Man (aka Council Member Dean Goldberg), is thrilled that Minnesota will keep all eight of its seats in the U.S House of Representatives. Goldberg shared some statistics at the April 27 meeting: °The national self-response rate was 67%. °Minnesota saw the highest self-response rate at 75%. °There was a 7.4% increase in the number of people counted between 2010 and 2020, which represents the slowest growth in U.S. history.

Southern states and Western states saw the ° largest growth and therefore gained seats in the U.S. House. States in the Midwest saw the slowest growth, and many of them lost seats. °Minnesota was able to keep its eighth seat thanks to 89 people. (If 89 more people had been counted in New York, Minnesota would have lost its eighth seat.)

“I’m really pleased that Minnesota kept its eighth seat. That’s huge. There is over 700,000 people that are represented by each person, and if you divide that up, it would have meant less representation,” Goldberg said.

• The Centennial Utilities Commission will eventually make a recommendation to the council on what solar option (s) the city should pursue. Patrick Antonen explained that the commission is considering three main options—purchasing into one of Connexus Energy’s solar gardens, pursuing a lease-to-own option, or purchasing panels outright to be placed on city buildings such as the police station, public works building or City Hall.

• Centennial Fire District (CFD) firefighters who are fully vested are now eligible to receive $6,500 per year of service once they retire, which represents an increase of $1,000 in their pension.

Council Member Matt Percy said it has been a couple years since the last increase, and since the pension fund balance is doing well, the committee wanted to show

said Centennial High School senior Elizabeth Timothy. “I feel like a lot of people in quarantine were struggling with depression because of all the things that we lost, and I think getting them back is going to really help put a smile on people’s face.”

The Centennial, Mounds View and White Bear Lake school districts will all have modified in-person events to allow seniors to have these important experiences.

Centennial will hold prom and graduation outdoors in the school stadium. This year, tickets are free, and students must arrange to attend in “pods” of six. These pods are encouraged to stick together during the dance, and the dance floor will be marked off into several separate areas to allow for social distancing.

Before they get their tickets, students are also required to go through a health screening to ensure they have no fever or other COVID-19 symptoms.

Students will wear masks during the dance, and there will be no food served, only water.

“We had kind of a virtual prom last year, which was better than having nothing,” Centennial High School Principal Tom Breuning said. “These seniors have missed out on a lot, so

it’s very important for them to have a prom.”

Spectators will be allowed in the bleachers for the grand march, with appropriate social distancing.

Breuning anticipates fine weather, but there is a contingency plan to move into indoor recreation areas in the case of inclement weather.

Graduation will be held in two shorter sessions to reduce the number of people present at one time. Usually the event is held at Roy Wilkins Auditorium, but Centennial has opted to use the school stadium instead.

Mounds View and White Bear Lake are taking similar precautions to ensure that students get the quintessential high school experience without endangering their health and safety. Mounds View will hold a modified prom, which will include a day of fun activities and a virtual grand march before an evening at the Mall of America where the Nickelodeon Universe theme park will be closed to the public and students can ride unlimited rides.

“Being able to participate in rites of passage not only allows us students to participate in a hard-earned ceremony, but it also provides us with a sense of normalcy, especially after a year of anxiousness and irregularity,” said Mounds View senior Christopher Wikstrom.

Mounds View will hold its graduation ceremony at Mariucci Arena, with two tickets per student.

“I think it means the world to these students that they get to celebrate prom and graduation,” said Mounds View principal Stephanie Bruggers. “There has been much isolation over the past year, and they are very much looking forward to celebrating safely with friends and family.”

White Bear Lake seniors will also be able to attend in-person prom, with multiple grand marches and dance sessions to ensure adequate distancing is maintained.

“The year has been challenging for all students but especially the seniors,” said South Campus High School principal Don Bosch. “The changes in learning formats has not been easy for our seniors, but they are a resilient and great group of students.”

Students and parents are also getting creative in planning senior parties. In the past, many schools have had an all-night, lock-in-style party, but Centennial has chosen

to modify it into a drive-through experience instead.

Although most schools in the region are back to in-person learning, there are still hundreds of students who have opted to continue their schooling from home. For seniors like Centennial student Owen ReynoldsLillibridge, the ability to attend prom and graduation is not only a rite of passage but a vital chance to spend time with peers before everyone embarks their post-graduation path.

“I like being able to come back to something that feels somewhat normal,” Reynolds-Lillibridge said.

Breuning noted that students in all grades have shown incredible strength and adaptability in managing the vagaries of this unusual school year.

“I’m incredibly proud of the senior class,” Breuning said. “They have been through adversity, they’ve developed a lot of wisdom going through what they’ve had to endure with different learning modes, with living through a pandemic. I’m excited we can do something to give them an experience and honor them.”

Girls basketball: Awards, honors, career totals listed

Baseball: Cougars win 18-1 and 2-1 Centennial baseball posted wins over Park Center 18-1 Thursday and Duluth East 2-1 Saturday, both on the road, improving to 5-3.

Against Park Center (1-4), Brady Ivory pounded a three-run homer, a two-run triple, and a single.

Jake Slipka smacked a two-run single and sac fly. Xander Streit had two singles and two RBI’s. Hunter Belting pitched five innings (four hits, three strikeouts) for the win.

At Duluth East (25), the Cougars won despite striking out 16 times and getting just two hits. Vinny Wry had both hits, including an RBI single in the sixth inning. The second run scored on a walk, steal, error and passed ball.

Dan Howell pitched four innings (one unearned run) and Ivory hurled three scoreless frames to get the win.

Senior stalwarts Jodi Anderson and Jenna Guyer of Centennial were named to the all-Northwest Suburban basketball team, Anderson for the third time and Guyer for the second time. They were joined by junior Camille Cummings.

The Cougars were 21-2, won Section 5AAAA and reached the state semifinals.

Anderson, signed by North Dakota, averaged 16 points, five rebounds and 2.5 steals, and shot 82.4% on free shots (108for-131). The 5-foot-11 guard totaled 1,300 career points, 506 rebounds, 243 assists, 245 steals, and 172 three-pointers in three years as a starter. She played in the coaches’ state seniors all-star game.

Guyer, signed by Wisconsin-Green Bay, averaged 12.1 points, 10.2 rebounds and 1.4 steals, shooting 50.7% on field goals and 80% at the line (60-for-75). The 6-foot-2 senior amassed 838 points and 694 rebounds in three seasons, two as a starter.

Cummings, junior guard, averaged 11 points, three rebounds and 2.1 steals. Junior guard Sydney Kubes got honorable mention; she averaged 7.7 points and led with 27 three-pointers and 59 steals. Freshman guard Marisa Frost, the other starter, averaged 6.6 points, four rebounds and 2.4 steals.

Boys hockey: Centennial’s season honors, leaders listed The Centennial boys hockey team had six allNorthwest Suburban Conference picks after a 15-5-1 season (9-2-1 in conference).

They are senior defensemen Mason Wistrcill and AJ LeMire, junior forwards AJ Carls and Owen VanTassel, and senior forwards Jordan Newpower and Henry Bartle.

Getting honorable mentions were junior defenseman Matt Everson, junior forward Brody Pass, senior goalie Leo Troje, senior defenseman Carter Korkowski, senior forward Connor Thompson and freshman forward Harper Searles.

Team awards went to Carls (most valuable), Newpower (most improved), Everson (top plusminus), and Thompson (character).

Bartle led in scoring (14 goals, 28 assists, 42 points) and his three-year career totals were 46 and 63 for 109 points. Other point leaders were Carls (19-15-34), Pass (8-23-31), Newpower (19-10-29), and Thompson (4-18-22).

The junior right-hander has struck out 53 batters in 36 innings while allowing just seven runs. At the plate in games she pitches, Krage has six hits in 12 at-bats.

The Centennial Cougars improved to 5-0 last week with victories over Anoka 21-3 on Monday and Elk River/ Zimmerman 15-9 on Wednesday. Neila Haney, junior midfielder, pumped in five goals in each game while also making four assists against the Elks. LINO LAKES SNIPPETS • Some business owners and residents are looking for answers as to whether city events such as Blue Heron Days or the Family Corn Roast will happen this summer. American Legion Post 566 Cmdr. Paul Lesch visited the council to speak during open mike April 26, both as the Legion commander, but also as a resident.

“We are concerned that too many things have been canceled … This has been a rough year for everybody,” he said. “We are looking for direction on if the city is going to go ahead with these.”

Lesch, whose daughter is a senior in high school, said he is concerned that if the Lino Lakes Ambassador program doesn’t happen this year, it may never happen again.

“I’m looking to see if the city wants to go forward with this, or maybe we as a community take it over for a year so the kids can have these opportunities that my daughter and other kids didn’t have last year,” he said. “I go back to a great movie I love, ‘The Shawshank Redemption.’ We either got to ‘get busy living or get busy dying.’ I think we need to get busy living, because I don’t want to get busy dying.”

• Custom Remodelers Inc., 474 Apollo Drive, now has permission to go door-to-door in residential neighborhoods for the next six months to offer free estimates for exterior remodeling, doors, siding, roofing and windows.

• The public safety department will donate nine bicycles to Bikes for Kids, a nonprofit organization that refurbishes bicycles and provides them to kids in need in Anoka County. The bicycles are unclaimed property for which all related court and investigative matters are complete, and they need to be disposed of.

• The public safety department continues to see an outpouring of generosity from community members. Public Safety Director John Swenson explained that over the last several months, $1,355 in gift cards to local businesses have been dropped off for police and fire staff. The department has a policy in place that does not allow staff to accept gift cards that have a balance of more than $5. The council accepted the donations April 26, which allows the department to utilize the gift cards to provide food and refreshments to police and fire staff at meetings, trainings or roll calls.

authorized the advertisement for bids for the 2021 street maintenance project April 26. The project includes crack filling and applying a maltenebased asphalt rejuvenator. The city is using rejuvenators on new roadways, and crack filling will be used on the rejuvenator roadways as well as roadways identified by city staff.

The project is estimated to cost approximately $244,300. Ramsey County will pay half the cost of Ash Street improvements. The council will likely award a contract in June and construction is scheduled to begin shortly thereafter.

The council also approved a master partnership contract with MnDOT for Fourth Avenue, a state aid route. The agreement states that the city will utilize MnDOT for asphalt and concrete plant inspection services rather than hire a private company to inspect the facilities.

• The City Council has approved an amendment for the planned unit development agreement for Century Farm North 7th Addition. City Planner

Katie Larsen said that back in 2018, the council approved an amendment to allow the developer to build four single-family lots instead of the 12 townhome lots originally planned. At that time, the developer told the council that the HOA did not want the sidewalk and the council agreed to eliminate the sidewalk and collect $10,000 in park dedication fees from the developer.

Larsen said there was a miscommunication and the HOA did, in fact, want the sidewalk. The developer has agreed to construct the sidewalk as long as the city returns the $10,000. The HOA will then own and maintain the sidewalk after construction.

The next City Council meeting will be at 6:30 p.m.
