Lino Lakes moves to change ambulance service provider LINO LAKES — As of June 1, the ambulance service in Lino Lakes is set to change.

That’s why the City Council has now taken action so that it has a say in what that change looks like. The city approved a resolution May 11 calling for Allina Ambulance to be the provider of primary ambulance service for the city.

Concerns with ambulance services, shortcomings of the regulatory authority over ambulance services and lack of control have repeatedly been discussed at council work sessions and meetings. “This has been a culmination of more than two years of conversations around ambulance service,” Director of Public Safety John Swenson said.

The council has previously passed resolutions supporting Minnesota House and Senate bills that advocated for changes to ambulance primary service areas (PSAs). Those bills were never passed.

The city was notified that as of June 1, its ambulance service provider would change from North Memorial to MHealth Fairview but was has given few details about what that would mean for the city and potential impacts on residents. Currently, Fairview is the owner of the ambulance PSA that covers Lino Lakes, and Fairview contracts with North Memorial for ambulance service.

Upon researching the topic, Swenson said staff learned that the city of Lino Lakes is covered by what the Emergency Medical Service Regulatory Board (EMSRB) deems a “PSA overlap.” That means that two ambulance providers own the PSA that covers the city. When there is an ambulance PSA overlap, the local jurisdiction can choose between the ambulance providers that own the PSAs covering its community.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its May 11 meeting, held via teleconference: • Heard from St. Clair Estates developer Jamie Jensen during open mic. Jensen, who has previously visited the council numerous times, is still requesting that his letter of credit be released. “I would like to remind you that we came into your town and invested $3 million and created a beautiful neighborhood.

It was only after we were done that Mr. (Michael) Grochala (community development director) started his assault on our funds with the creation of these nonexistent issues.”

Mayor Rob Rafferty interrupted Jensen and encouraged him to refer to the city of Lino Lakes rather than specifically naming Grochala, who is an employee of the city and working on the city’s behalf.

• Authorized city staff to distribute pro rata refunds and a payment schedule amendment for annual business licenses. City Clerk Julie Bartell explained that the city issues annual licenses for intoxicating beverage sales with a renewal date of July 1.

“Since these establishments have been mostly unable to sell on-sale beverages, staff has been looking at measures that could provide some type of refund or fee consideration,” Bartell said. “Minnesota statute provides that cities may refund a pro rata share of an annual license fee when a business ceases to be lawful for a reason other than a license revocation.”

The temporary changes will allow: ° Pro rata refund of license fees for months when establishments were not able to be open for a majority of days in the month due to the governor’s emergency orders. ° City code currently requires that all applications be accompanied by payment in full of the license fee. Applicants will now be required to pay half of the fee at the time of the application and the other half six months later.

The council agreed to make a change to the plans for the Lyngblomsten senior living facility. The original plans included a centrally located clubhouse, but the clubhouse amenities will now be incorporated into the main senior living building, which has been expanded in size.

° Since it is uncertain exactly how long these establishments will be unable to sell beverages, any refund would be considered as a credit to future fees. ° The refund and split fee option would apply only to on-sale liquor, on-sale wine, on-sale beer, on-salt club, on-sale taproom and Sunday Sales licenses. Investigation fees are not included.

Bartell said that massage, peddler and tobacco licenses will also be included in the split fee option.

• Approved a planned unit development (PUD) stage plan amendment for Lyngblomsten.

The amendment eliminates the proposed clubhouse and revises the site and drainage plans. City Planner Katie Larsen explained that the original plans included a

centrally located, standalone clubhouse, which has now been omitted so the stormwater pond can be enlarged. The plan is to expand the Town Center (of the main senior living building) from 10,200 square feet to 18,185 square feet of common space and amenities. The area will include vendor space, multipurpose room, lap pool, wellness center, salon with the capacity for nail care, dining and informal dining as well as an outdoor pub and 16-seat party room.

The fi rst phase of development will be the senior center; second phase will be a stand-alone, 6,000-square-foot restaurant; and the third phase will be future commercial development.

• Approved a PUD fi nal plan/fi nal plat and development agreement for Watermark 3rd Addition.

Watermark is a 372-acre residential community consisting of 692 single family-lots and 172 townhome units totaling 864 housing units. Lennar submitted a land use application for

Watermark 3rd Addition PUD fi nal plan/fi nal plat, which proposes 96 single-family lots, 79 townhome lots and one outlot.

• Approved the I-35E Corridor Alternative Urban Areawide Review (AUAR) update. The AUAR is an environmental review document that analyzes the potential impacts of development within a study area of 4,500 acres.

The fi nal document was adopted by the council in October 2005 and was updated in 2010 and 2015. The 2020 update identifies development or changes that have occurred during the last five years.

The next City Council meeting will be at 6:30 p.m. Monday, May 26.

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at its May 7 meeting, held via teleconference: • Approved the submittal of a Minnesota Lawful Gambling LG214 premises permit application to the Minnesota Gambling Control Board to add two new pull tabs behind the counter at the city’s liquor store.

Adding additional pull tabs at the liquor store will help generate additional revenue for the Fire Relief Association, and the city. Mark Kurth, the gambling manager at the Lexington Fire Relief Association, stated that “it’s a winwin for everyone” and the council agreed, voting 5-0 in favor.

• Approved the low quote from Super Siders in an amount not to exceed $17,976 for roofing and fascia repair on the Memorial Park concession stand.

Works Department noted that the city had worked with Super Siders in the past and recommended them for the job.

• Approved a resolution in support of the Protecting Community Television Act. City Administrator Bill Petracek informed the council that there has recently been legislation that dictates how franchise fees and public, educational and governmental fees (PEG fees) are spent.

He said that if the legislation were passed, it would tie the hands of the Cable Commission on how the city spends those fees.

Petracek said this new policy would hurt public TV and that by adopting this resolution, the council is showing that it does not support this legislation due to the potentially damaging effect that it could have on the city’s public TV. • Supported changes to the development code

that would help update the city’s standards for planned unit developments (PUDs).

The purpose for the changes is to help guide the Planning Commission on future PUDs and to provide the council with more modern standards for adopting these types of developments.

The council also approved printing a summary of the city’s changes in the Quad Community Press, the city’s legal newspaper.

Residents can request a copy of the complete ordinance at City Hall.

• Approved a temporary business license for Renaissance Fireworks Inc. from June 26July 15. Renaissance Fireworks Inc. comes out to the city every year to sell fireworks.

Nadeau Acres proposal moves forward

LINO LAKES — For the past four months, city commissions, city staff and the City Council have spent a lot of time on the Nadeau Acres proposal.

The applicant, BL Holdings LLC, submitted a rezoning and preliminary plat land use application for the proposed single-family residential development. The development would be located north of Birch Street (CSAH 34) and west of 20th Avenue (CSAH 54) across from the NorthPointe development. It contains two parcels totaling approximately 33 gross acres.

The council voted 4-1 (Councilman Christopher Lyden voted no) to rezone the property from R (rural) to R-1 (single-family residential) at its May 11 meeting. The council also voted 3-2 (Lyden and Councilman Tony Cavegn both voted against) to approve the preliminary plat and to open SubDistrict 3C and 3D of Utility Staging Area 2A (2020-2025) to development.

The council discussed the topic at length at its May 4 work session and has had ongoing conversations with several property owners who will be impacted by the project. Linda and David Vickers, who own agricultural property on Centerville Road, have voiced multiple concerns. Those concerns include possible erosion, ditch maintenance, ATVs and snowmobiles accessing their property and increased taxes.

At the May 11 meeting, Linda told the council that she felt more comfortable with the proposed plans now that it has been clarified that the city would be responsible for ditch maintenance. The Vickers continue to work closely with city staff to come up with a drainage plan that all parties feel comfortable with.

As far as the utilities go, the Vickers have concerns that that the installation of city services may cause their taxes to increase. “Right now, our estimated market value is agricultural land. When stubbing happens, they don’t look at us as agricultural ground even though we are using it as agricultural and they want to use it as developed land,” she said.

Community Development Director Michael Grochala said, “We want to follow through with utilities to follow our comp plan,” he said. “We want to make sure that our street system is set up to develop efficiently in the future, and it provides some certainty to the people who move in if we set those boundaries right at the get-go. We don’t want to come back later and tear up a street we just built. That is an unnecessary expense.”

Mayor Rob Rafferty said, “I think we need to move forward. We have a nice development before us and it has been nice to see all that staff has done to try to address concerns,” he said. “The Nadeaus have the right to sell the land, and the developer that buys that land has the right to develop it.”

Christa and Jeff Weber live on 20th Avenue and expressed their concerns about the relocation of their driveway, which may hinder their plans for a shed.

They also have safety concerns. “We were told from the beginning that we would have a bypass lane that would eventually turn into a turn lane, and now we are being told that that is now going to be another entire lane,” she said. “The road is getting really close to our house.

We have two small children, and people drive really fast on 20th.”

added, “There is a 60-foot right of way along 20th on this lot for this purpose. The road cannot be shifted to the east. How the thru-lanes line up would be skewed, and Anoka County would not allow that kind of shift in the roadway and the drainage starts to get impeded when you do something like that.”

Lyden’s concerns included the lack of a park for the development, the lack of tree preservation, increases in traffic and plans that show city water

discharging into a private ditch.

A traffic study concluded that Nadeau Acres will generate about 685 new trips per day. “All I can say,” Lyden said, “is that anybody who tries to get out of Lino Lakes in the morning at County Road J or I-35 understands what a traffic issue it is (already).”

Saburn has served as center director of LTGO for 10 years and has more than 20 years of experience in early childhood education. LTGO has been in the community for 21 years and opened its new facility at 6499 Lakota Trail in Lino Lakes in July 2019.

Lino Lakes resident Ivy Cavegn began to wonder how she could help when businesses started closing and families were finding themselves in need of more resources at the end of March. As a local artist, she thought it made sense to use her art to raise funds for the local food shelf. Beginning Thursday, April 2, she posted a new painting for auction every Monday and Thursday throughout April. She listed a minimum bid price and asked her Facebook friends and family to share the post.

Cavegn kept the minimum bids quite low, as she wanted to encourage broad participation. The art auction raised $280 for the Centennial Food Shelf.

Lino Lakes resident Dan Stoltz, president and CEO of SPIRE Credit Union, has been named a 2020 Most Admired CEO by the Minneapolis/ St. Paul Business Journal. The awards program recognizes Twin Cities-based CEOs who lead organizations with less than $1 billion in revenue for their professional accomplishments Dan Stoltz as well as their contributions to the broader community and their industries through volunteerism and board memberships.

Stoltz became president and chief executive officer of SPIRE Credit Union in 2010. In his fi rst four years as CEO, SPIRE doubled its equity and then began its unprecedented growth years. Under Stoltz’s leadership, SPIRE has surpassed $1.3 billion in assets and now serves 125,000-plus members, making SPIRE the third-largest credit union in Minnesota.

In April, Stoltz spearheaded the SPIRE Gives Big initiative, where $250,000 was donated to 187 local organizations and businesses affected by COVID-19.

O

ver the years I would rag on different issues like keeping the countertops clean at home. These days it’s how to stay clear of the coronavirus and how to keep our newspapers running with this fear and businesses closed.

Small business is really facing challenges these days with the required stay-at-home policies. Some of the larger box stores that handle multiple lines of goods have been able to stay open while many of the mom and pop stores have been forced to stay closed.

The question going around politically is whether people should be left to make up their own minds about their own safety rather than have government make that decision for them.

I recently visited Mayo Clinic, which I do every About the four months to keep my PSA in control. In my visit with Dr. Kwon we discussed COVID-19 at some length. He said we had two choices. Number one, we need to develop a vaccine very quickly and distribute 350 million vials across the nation.

When the swine flu occurred, a vaccine was developed and it was wiped out in six months.

The other solution is to let natural immunity take over. The older population is more vulnerable than the younger population.

The best solution would be to get the vaccine developed.

We have had coronaviruses before. The swine flu was a type of coronavirus.

The bottom line to me is that we are all going to be wearing masks at our work, in public and whenever we are around other people for an indefinite period of time. The best prevention seems to be keeping six feet of distance between ourselves and other people and washing hands frequently.

By the way, my tests at Mayo came in favorable. Scans showed that cancer cells that were in my lymph nodes did not change in size.

There is a lot of ingenuity and creativity at work during this pandemic.

The other evening I was driving by Acqua restaurant in White Bear Lake and I noticed a pick-up truck with a table and two people sitting in it having their takeout dinner.

They had a table cloth and dishes to make for a beautiful dinner setting. The temperature was not much over 60, but this couple from enjoyed dinner overlooking the lake.

The Zoom app on our personal computer is getting used more and more in regular contacts with family, friends and business conference calls and meetings. We have planned to meet with family once a week and every other week with a group of newspaper friends. A great way to stay in touch.

So this, too, will pass. We will slowly come back to a new normal and wearing masks may be a way of life.

LETTERS TO THE EDITOR Mail-in voting could cause more voter fraud In response to Patricia Benoy’s letter that promoted mail-in voting and stated that she has been an election judge for eight years, I ask why she does not seem to know how easy it is currently to vote via absentee ballot for a full 46 days before an election. Voters can request an absentee ballot from their city for any election and any reason.

Adding mail-in voting to our already loose election laws would change our system so that so that hundreds of thousands will be mailed to deceased persons, noncitizens and ineligible felons, as well as to people who now live at the address that formerly belonged to the registered voter. This could cause even more voter fraud, wasting legitimate votes.

Each and every legal vote is too precious to be allowed to be nullified

by the ballot of an ineligible voter.

In 2018, the Minnesota Legislative Auditor identified 26,000 people who voted even though their records were marked “challenged,� showing that they failed an eligibility check. The auditor looked at a sample of those and concluded that ineligible people are voting in Minnesota elections.

Minnesota Secretary of State Steve Simon and the Minnesota Democrats do not respect the sanctity of the ballot box. They never voice any concern for preventing voter fraud.

Simon has admitted that the voter registration database contains possibly hundreds of thousands of records with incorrect information.

The Democrat mantra of “never let a crisis go to waste� is plain to see in the current pandemic. By creating mail-in voting, the right to cheat is clearly in the proposal. This is a dream world for fraudsters, who will jam ballot boxes.

Centennial High School’s top senior musician, proud to be ‘band nerd’

Music is never far from Andrew Ratz’s mind.

"Music is special because of the joy it brings and how it brings people together,” Ratz declared in a scholarship application.

"Any day that music can be made, especially in high school, is a good day."

The Centennial senior plays baritone sax in Wind Ensemble, the top band at the school.

He was drum major in the fall marching band.

He graced the jazz band, woodwind choir and pep band. In the latter, he was often seen leading a cheer.

Ratz was one of 22 saxophone players selected for the AllState Symphonic Band.

“Drew is an outstanding student musician and a great leader, full of energy and (with) a huge smile,” said Becky Weiland, band director, in nominating Ratz for this feature.

Away from band, Ratz played lacrosse from sixth to 10th grade but gave it up to have a job instead, leaving himself “almost entirely a band nerd now.”

Ratz started playing alto sax in sixth grade, A year later, his teacher, Mrs. Ringen, brought some instruments for the students to try. One of them was the baritone sax.

“I fell in love with the low register it was able to play,” he said, “and the almost earthy and warm tone it was able to produce.”

Asked what it takes to play well, he explained: “Patience helps, especially with tone and getting good at playing quickly, just because those are

Allison Pitlick was named Most Valuable Player. The senior forward led the Cougars (12-13) in scoring with 22 goals and eight assists. In her five-year varsity career, she totaled 66 goals and 55 assists.

All-conference picks were Pitlick, senior forward Sydni Griefenhagen, and freshman forward Lauren O’Hara.

Honorable mention went to Hannah Thompson, freshman defenseman.

Other team awards went to Pitlick (top offensive player), eighth-grade defenseman Ellie Newpower (most improved), senior defenseman McKenna Gulner (top Allison Pitlick defensive player), freshman forward Ella O’Hearn (rookie of the year) and Griefenhagen (rink rat).

Named as next year’s captains were sophomore forward Megan Goodeau, junior defenseman Abby Elliot and junior forward Morgan O’Hearn.

Goodreau was the second-leading scorer with 13 goals and eight assists.

things that need to be refi ned over practicing.

Breathing is important because all low-register instruments take a lot of air and lung pressure to create good and stable tone.”

Pushing air with your chest, and truly breathing with your lungs, are things that “anyone who plays low instruments, especially tuba, will know what I mean.”

Ratz also plays alto, tenor and soprano sax and is learning clarinet. In the past, he took lessons in bassoon, flute and piano.

He comes from a musical household.

Drew’s sister Julia plays clarinet in the Wisconsin-Eau Claire college band. His brother Alex played alto sax in the University of Minnesota marching band, for which Drew recently auditioned.

When they were younger, his mother Kari played piano and his father Craig played the violin.

If he had to pick a favorite kind of music, he’d lean toward jazz “because I really enjoy

the baselines to most jazz songs, and the tight-knit community of my school’s jazz band is a nice family to be in.”

His two favorite songs to play are “Bayou Breakdown” — “a fast and upbeat song that was challenging at fi rst but morphed into wicked fun” — and a four-part symphony called “Slavyanskaya” — “a truly fun piece that anyone should give a listen to if they enjoy band music, even in the slightest.” He picked up

the latter song at allstate camp last summer.

Ratz plans to attend the University of Minnesota to study ecology, evolution, and behavioral biology.

He also plans to join the marching band and, possibly, a small ensemble or jazz band.

He likes the “big picture” of biology and would like to work in that field. If biology doesn’t pan out, he said, he’ll likely go into music, probably as a teacher.

However, some historians believe May 30 was chosen to ensure that flowers would be in full bloom.

In that first year, more than 27 states held ceremonies in observance of Decoration Day, and more than 5,000 people attended a ceremony held at Arlington National Cemetery in Virginia. The term

“Memorial Day” first came into use in the 1880s. By 1890, every state had adopted it has an official holiday. However, through the first 50 years of its existence, Memorial Day remained a day to solely commemorate the fallen soldiers of the Civil War. After the U.S. entered World War I, the holiday was expanded to include Americans killed in all wars. It wasn’t until 1971, when the country was in the middle of the Vietnam War, that the holiday officially became a federal holiday.

With the enactment of the Uniform Monday Holiday Act, its observance was moved from May 30 to the last Monday in May.

“We are recommending we move forward with Allina Ambulance service effective June 1,” Swenson said. “Allina has a longstanding operation in Anoka County with many positive comments regarding their ambulance services from other Anoka County jurisdictions currently being serviced by Allina Ambulance.”

Swenson noted that other advantages include that Allina: • is currently certified as a secondary medical dispatch center and has invested in an interface with Anoka County Computer Aided Dispatch (CAD) software.

• has a large operation in Anoka County and will be adding one ambulance to provide services in PSA #0084 once Lino Lakes moves to their service.

• has agreed to house an ambulance crew out of Lino Lakes Fire Station No. 1.

• will provide medical direction and training to all police and fi re staff.

Last week I wrote about the lack of rainfall and how it wasn't much of a concern right now and how it allows us and farmers to get out and plant, well what a difference a week makes. After a dry work week, a slow-moving weather system moved across the state on Saturday and into the metro mid afternoon. It then proceeded to rain for the next 28-30 hours. I totaled nearly 3 inches of precipitation, leaving Sunday a total washout. I can say we're good for awhile in the rain department. Rumors of a "heat wave" after a run of cool temperatures look very promising for this Memorial Day weekend. Nature Notes: Lilacs and apple trees are blossoming. Azaleas enjoyed a nice 3 week run of dry weather, holding onto their petals for what seemed a long time.

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its May 12 meeting, held via teleconference: â&#x20AC;˘ Received an update on the cityâ&#x20AC;&#x2122;s ongoing street project. City Administrator Patrick Antonen said the project is going well; the contractor is close to being done with the gas work.

Councilman Steve McChesney, who lives within the projectâ&#x20AC;&#x2122;s boundaries, said even though there is a lot of work going on, at the end of every day he can get through the entire street. â&#x20AC;&#x153;They are doing a nice job and the guys are really personable if you need to move the car or get out of your driveway. They are good at communication and so far, it has been a good experience.â&#x20AC;? â&#x20AC;˘ Received a COVID-19 update from Antonen.

He said the city was going to transition from taping the playgrounds to posting educational signs because the tape wasnâ&#x20AC;&#x2122;t staying in place and staff were spending a lot of their time putting up tape when they should be tree trimming, mowing etc.

Other highlights of the update included: ° Tennis courts are open for use. ° Staff is analyzing how to reopen City Hall. They are back to work and trying to maintain social distance as much as they can.

° The city is looking at how elections will be held. Absentee balloting starts in June for the August primary. ° The city is seeking advice from firms who specialize in the remodeling of city halls. City Hall was built in 1986 and was last remodeled 15 years ago. City staff is considering both short-term and long-term options. â&#x20AC;˘ Heard from Bartholomay, who provided an update on the search for a new police chief: current Chief James Coan plans to retire this summer. The police governing board has hired Baker Tilly to aide in the search and received 27 applications. Bartholomay said that list has now been narrowed down to 18 applicants, and will again be trimmed to eight, nine or 10 people. Those people will then have to submit a video answering a set of questions.

The top four to six candidates will then be brought back for interviews with the governing board, a technical panel (made up of law enforcement personnel from around the area) and an internal committee (city staff). The hope is that the interviews will be able to happen in person, but they may have to be held via teleconference.

Nick Anhut, of Ehlers Inc., said the city received five bids and the low bid was received from FHN Financial. $2,275,000 of the G.O. bonds will go toward the 2020 street project with a 1.56% interest rate, and $2,365,000 will go toward the utility portion of the project with a 1.61% interest rate. The remainder of funds will be used to refinance the cityâ&#x20AC;&#x2122;s outstanding G.O. bonds series 2012A for the police station. â&#x20AC;&#x153;The rate is beyond anything that we really anticipated and I think it just goes to show that when you have got a plan like we have been executing over the past 12-15 years, there are big payoffs to that. We are getting very close now to the end of our big construction cycle with streets, and it has been very advantageous to us to have done it during this time period,â&#x20AC;? Councilman

3. Sometimes you end up in just the right place at the right time.

An officer from the Centennial Lakes Police Department saw an injured duck in the middle of Lake Drive. The officer blocked traffic and was able to pick up the poor bird. The officer realized that the duck appeared to be stunned but did not appear to be seriously injured.
