While Minnesota has eased pandemic restrictions, many businesses are facing a shortage of workers. Cities are also having a hard time hiring seasonal help.

Centerville City Administrator Mark Statz said the city has experienced a shortage of people interested in positions this summer.

“We’d normally hire four every summer, but we’ve only had two applications so far,” Statz said, adding the city would normally receive around 10 applications for the positions, if not more.

He said the open positions are for general maintenance work, including lawn mowing, maintaining the sewer and water systems, and storm pond cleanup.

Statz said normally, college-aged people apply, but the applicant pool has been low this year.

“It’s hard to know exactly why. I don’t know if it’s a trickle-down effect from people being on unemployment. I know our restaurants are struggling to hire people, too,” Statz said.

To attract more workers, Statz said the city has increased the pay to $13.40 an hour, the highest it’s ever paid.

Circle Pines has also felt the effects of a shortage of workers. City Administrator Patrick Antonen said, “It was a little bit of a struggle this year and took a little longer than normal, but we were able to fill all of our positions.”

Lino Lakes reaches agreement for property near Legion

The city has reached an agreement with Vaquero Ventures Management LLC for approximately 2 acres of undeveloped land located south of American Legion Post 566. The sale price is $525,000.

The property, which is known as Lot 12, Lot 13, Block 2 of Carole’s Estates, is located off of Lake Drive near 77th Street West. The City Council will hold the second reading of an ordinance approving the sale of land at its June 14 meeting. The first reading was held May 24.

Equity and equality are not equal Equity Alliance MN should not be authorized to prepare an equity audit for the Centennial School District. We need to ask what equity means. Equality and equity are words that should be interchangeable. However, in recent years, the term equity has been intentionally redefined.

To those who are intentionally redefining societal goals, “equity” is a Trojan horse. Search the internet, and you’ll find that equity is the goal of guaranteeing outcomes by applying unequal treatments based on real or imagined inequalities.

And that’s why the notion of an equity audit is objectionable.

We are each, by nature, different. It is against nature to expect outcomes to be equal. Not everyone can run, compute math, or create a work of art at the same levels. It’s up to each individual to find his or her place — based on society providing equal opportunity.

Most who are on the side of intentionally redefining societal goals based on equity are well-meaning; however, trying to ignore our individual differences to guarantee outcomes goes against nature and can’t work. When it doesn’t work, then goals set by a well-meaning audit inevitably transition to coercive group correction measures. For example, some schools are eliminating advanced math courses because not everyone is capable enough at math. It hurts those whose talent may be math — but then outcomes are more equal.

Our country’s laws are based on equality — in theory. We are guaranteed equal protection under the law. That means everyone — at least for the last half century. Have opportunity and treatment always been equal? No, but we must preserve that principle and goal. Our societal foundation is to judge individuals by the content of their character, not by physical characteristics and not as members of the collective.

An equity audit may seem well-intentioned, but its premises are misguided. Based on how the term equity has been intentionally redefined, its methodologies and solutions will inevitably rely on group identity and division. Instead, we must rely on personal accountability, individual liberty and equal opportunity.

Why more clarity?

The Circle Pines City Council May 11 meeting and the discussion of the proposed ordinance that would prohibit targeted residential picketing made me wonder why more clarity was needed. There should be no confusion as to what constitutes "harassment" or "peaceful" crowd. Both words are clearly defined in the dictionary and leave little room for interpretation. If the definition according to the dictionary is not enough, then what type of harassment or peaceful crowd gathering would be acceptable to council members? The question should be asked before a vote is cast.

and programmatic inequities followed by recommendations for change. Had parents not shown up in adamant opposition, a vote would have occurred to move the partnership forward. Most parents I spoke to were not even aware of this initiative.

For now, the board has put off a vote, but the decision it makes will be a defining one, because it will impact what and how our children are being taught. At the very least, we should expect an increase in politically driven curriculum that focuses on our differences based on skin color alone. I don't know about you, but I was taught to view people based on the content of their character, not on their skin color. Isn't this racism all over again?

It's wrong to separate people by the color of their skin and wrong to classify people based on their heritage. It's also wrong to pit people against each other by telling them they should be guilty for their whiteness and people of color should feel oppressed. It's especially wrong to do this to easily influenced young children. What kind of a sick situation has the district gotten itself into?

Parents have a voice, and we cannot sit back any longer.

District needs to focus on recovering core skills At the Centennial School District board meeting May 10, the question of implementation of more programs from Equity Alliance MN arose. Why are we discussing spending large sums of money on politically charged, divisive equity rhetoric at a time when children are behind from COVID-19 restrictions, not to mention the $4 million plus deficit?

Centennial needs to focus on recovering basic skills that were compromised over the last year and a half. Schools function to instruct children in reading, writing, math and science as well as offering an environment for problem resolution through social interaction with peers and adults.

There will always be struggles and challenges in life, in school, and the workplace. Life is hard! These situations present an opportunity to learn and grow. We do not need an outsourced, biased group to fight our battles! My children are biracial. They had mean-spirited comments directed their way mocking their name, their facial features etc. This is part of being a kid … there are idiots out there. You teach them to rise above it, that this will pass.

Equity Alliance offers programs geared toward directing the feelings and thoughts of the marginalized instead of working to improve core skills in basic subjects. Acquiring of skills leads to competency, which leads to success and confidence; this is what is needed in our schools. Focus on teaching academics and promoting common courtesy and respect.

Firmly against critical race theory

Racism all over again?

The Centennial School Board has gotten itself into a pickle by hiring Equity Alliance MN for "equity" work.

The EA-MN website states: "We believe that race and culture fundamentally shapes and influences our core values." The organization claims to be a "neutral" entity, but a post on its Facebook page suggests administrators can consider the following to "put the wheels in motion for justice and equity: 1) get the police out of the schools; 2) support Black Lives Matter."

The presentation they made to the school board May 10 provided only vague descriptions of what the district would be getting for the hefty price tag of $120,000 for contracting with Equity Alliance. According to its website, the first step would be an equity audit of the district, including a survey, focus groups and data gathering through an equity lens. The audit would provide insight into current practices, systemic

Critical race theory is founded on the incorrect fact that all white people are born privileged and are oppressors and all people of color are born without privilege and are oppressed.

We strongly disagree with those assertions and refuse to have our children taught those theories. We believe 100% in equality, not equity. We believe in Martin Luther King’s message. We believe in the American Constitution, the Bill of Rights and the Declaration of Independence.

At the last school board meeting, I spoke about my personal experience being an adoptive mother of two children from the foster care system. Their file is long, heartbreaking and personal. According to critical race theory, which is the basis for Equity Alliance MN, my adoptive children were born privileged because they were born white. My adopted children were born white, but clearly were not privileged. Forty-eight percent of foster care children are white. Should they not have the same programs available to them because of their skin color?

Our Caucasian second grade daughter’s close friends are African American. They play together with the same joy, as second graders should. I have concerns of how those little girl's minds and love for each other will be altered if they are taught to distrust each other through CRT. Due to the lack of in-school participation due to COVID-19, most children have fallen behind. Any and ALL funds should be used to bridge that academic gap, and NOT used to hire an outside company for review of racial inequity. With the current deficit in the school budget that runs to millions of dollars, we expect those funds be used to enhance all children’s academic progress, not for social justice indoctrination.

As parents in the Centennial School District, we stand firmly against the use of our tax funds to hire MN Equity Alliance and we stand 100% against any of our tax funds used for any critical race theory teachings to our children.

Thanks, but no thanks Critical race theory isn’t just a curriculum, it’s a worldview.

A worldview that is antithesis to the value system we raised our sons on. We raised our sons to be humble, to submit to trusted authority and institutions, to not be concerned about power and to value all humans because they are made in God’s image. We are faithful Catholics who observe the hierarchy of church leadership. Evidently, congregating with like-minded Christians is an oppressive environment to CRT. Which is, of course, counterintuitive to the whole framework of Christianity — having fellowship with our brothers and sisters in Christ. No room for our way of thinking in CRT. My husband, who is Hispanic, wears a Ramsey County Sheriff’s Office uniform. According to CRT, my husband is an oppressor because he wears the uniform. Ironically, I, as a minority (woman), am an oppressor because I’m white. My kids are half-and-half oppressor and oppressed because they are mixed race white and Hispanic. I feel like we’re treading water of a bygone era that I thought we bypassed, where now I have to look at the color of my sons’ skin to decide what class they are.

Families of minorities should be listened to, but if we happen to not fit in the box of the equity and CRT agenda, we have been silenced. This is the elephant in the room.

Our boys, who are fallible human beings, have had racist things said to them at Centennial schools and have said things themselves back. They work it out with the offender or they have distanced themselves. Ironically, my minority son had to be retrained in racial sensitivity by a white administrator. None of it makes sense!!

I vehemently support measures that address racism.

Racism is an ugly root that needs an all-hands-ondeck approach, but we have tools at our disposal to address ugliness, and this minority family is using those tools in our system and worldview. Our focus is not power structures, oppressor and oppressed, liberation from oppression. Our focus is liberation through redemption. So, thanks, but no thanks.

Equity work does not diminish learning We have two children, one black and one white. Their experiences in ISD12 have been very different. Many of you know our younger son, because he has been on sports teams with your children or been in classes with them. What you may not know is that he was first called “N” at school in first grade. This word has continued to be used throughout his Centennial experience. Children have said they wouldn’t play with him at school because “his skin is the color of poop.”

Last summer, a white woman told him that he can’t ride his bike in her neighborhood (the development between Sunset and Lexington). This is only a short list of his experiences.

Your family may not be directly responsible, but that doesn’t excuse any of us from acknowledging that it’s much easier to be a white child in ISD12 than to be a child of color.

Critics of the proposed partnership with Equity Alliance claim that it has no academic value. We disagree: 1. The partnership promotes culturally responsive teaching (not critical race theory), which fosters an inclusive learning environment where all students are welcome. Culturally responsive teaching cultivates empathy and understanding in all children, enabling them to build bridges across their differences. We already encourage empathy toward persons with disabilities and educate against bullying. Why are so many afraid to extend these commitments to fighting racism in our own community?

2. Closing the education gap in ISD12, one of the core goals of Equity Alliance, clearly has academic value for students of color. It can be incredibly hard to focus on academics when you are repeatedly harassed at school because of your skin color or cultural practices. It’s hard to get excited about learning when you do not encounter anyone who looks like you, or has a similar story, in the curriculum.

Equity work in our district does not diminish learning.

Instead, it expands it. We want both of our children to have a culturally responsive education, because we want both of our children to learn the value of celebrating all people.

Can't take a pause I am writing to keep the important topic of equity and fairness in our schools as a priority in our community. The school board meeting on May 10 was a disaster taken over by loud and profane anti-equity community members.

I want to make sure people are aware that this lead to not only the postponement of the vote on joining the intermediate school distract and work with Equity Alliance (which has been going on since 2016) but has lead to a "pause" in equity work in the schools.

The students are suffering as the adults who should be helping them are taking time to reflect. They do not get to take a pause on the negative experiences they are having every day. We need to make a stand and say as a district and say our schools are going to lead our community forward on this issue.

longer than usual to get applications in and conduct interviews.

“The job market right now is competitive for the folks looking to hire,” Antonen explained.

Antonen said he talked to the owner of the local McDonalds, who admitted they are struggling to find employees as well.

“You drive around our city, and you see help wanted signs virtually everywhere,” Antonen said.

Antonen didn’t want to speculate, but he thinks there are many reasons as to why the shortage exists.

Some cities in the region have had better luck than others.

Hugo City Administrator Bryan Bear said, “I’ve been hearing it’s an issue, but we haven’t had that issue, fortunately.”

Hugo has had almost all of its seasonal employees return from last year. “Our hope is to find seasonal (employees) who can work more than one season,” he said.

Bear said it’s usually a combination of college-aged people and retired individuals who apply for the six seasonal positions in the city’s Public Works Department.

“It could be just good timing for us, but we’ve had a good response of people returning from last year,” Bear said. The

city of Hugo did not have to increase its seasonal pay or make any other changes to the positions.

White Bear Lake Assistant City Manager Rick Juba said it’s been business as usual for the city, and the city has met its hiring goals for seasonal staff.

“Overall, our number of applicants was down, but we were able to fill the spots that we typically fill in a summertime,” Juba said.

Juba said they filled around 10 positions, but still need to fill one horticulture assistant position.

“I know it’s been hard for other cities, but it’s seemed to work out fairly well for us this year,” Juba said.

The council has authorized the donation of a very high frequency (VHF) antenna to Anoka County Radio Club and Emergency Services Inc.

Lakes Ordinance 213.07 authorizes the Public Safety Department to dispose of property in a manner authorized by a majority vote of the City Council.

Director of Public Safety John Swenson explained that the radio antenna has been affixed to the back of the police station since the Civic Complex was constructed in 1999. At the time, the antenna was needed to support the operation of police and fire radios.

In 2004, all public safety radios in the county were converted to 800 MHz technology, making the VHF technology obsolete.

• City staff and the City Council are investigating whether any ordinances have changed related to parking requirements (no overnight parking and 30-minute parking) near the Holiday StationStore located at 7509 Lake Drive. Lake Drive resident Bernadine Skoglund spoke during open mike May 24 and wanted to know whether the city still had parking restrictions in place. She shared photos with the council and explained that since around Easter, she has seen a gentleman park his Priority truck overnight, take off in a pickup truck, and return the following morning to swap vehicles.

“If this man continuously does this, then he is going to draw more and more attention to everyone else,” Skoglund said. “If one person does it, it will continue to grow bigger and bigger like it did before (several years ago) … This is supposedly the gateway to the city of Lino Lakes, and we don’t want it to look trashy.”

Mayor Rob Rafferty assured Skoglund that city staff and the council would look into the matter and get back to her.

• Target Stores, located at 749 Apollo Drive, has permission to sell consumer fireworks, after the council approved an annual permit May 24.

• Bill’s Superette, located at 8020 Lake Drive, has been issued a special event permit, which will allow a food truck vendor on the property one weekend a month (Thursday through Sunday) between 11 a.m. and 8 p.m. for the next six months. Each food vendor will also be required to obtain a food license from Anoka County Environmental Services.

An actual summer

L

ast summer didn’t really feel much like a summer since everything was canceled.

This year, I’m so excited because many of the events we look forward to will return.

Although things may look a little different this year, I’m excited for many of the cities to once again hold their city festivals. The city of Hugo’s Good Neighbor Days will be June 11-13.

The city of Forest Lake will host its big 4th of July celebration July 4. White Bear Lake’s Manitou Days is slated for July 1-11 along with Marketfest every Thursday from July 1-Aug. 5. Centerville will host Fete des Lacs July 13-18. Stillwater Lumberjack Days will be July 16-18. Slice of Shoreview Days will be July 23-25.

In addition to all of the city festivals, I’m also looking forward to attending the various music in the park events, enjoying a meal on area patios, watching a water ski show, purchasing flowers and produce at local farmers markets and exploring various parks and trails.

I know my husband is excited that Back to the 50s is back on for June 18-20. It was canceled right before COVID-19 restrictions were dialed back. He also hopes to attend car shows in Hugo, Lino Lakes, White Bear Lake and Stillwater.

Every summer my family and I spend a week in Wisconsin Dells. For the past couple of years, we have decided to switch things up and rent a lake home. This August, we will head to Winneconne, Wisconsin. Although I miss the fun waterslides and the lazy river, it is fun to relax by the lake and bring the dogs along.

Summer always goes too fast, so be sure to enjoy it while you can.

Best Of Contest Another thing to look forward to this summer is our Readers’ Choice Best of the Press Contest. Now that the nomination phase has closed, voting will be next. The voting period will begin Wednesday, July 14 at 7 a.m. and go through Sunday, Aug. 8 at 5 p.m.

As summer is wrapping up, so too will our contest. Winners will be published online and printed in a special section the week of Sept.29.

‘Summer Adventures’ with your library

W

hile growing up, I looked forward to summer more than any other season. Summer meant no school, playing outside, going camping and running around with friends. As a parent and librarian though, I know that educators often caution about “summer slide,” a decline of reading ability and other academic skills due to not being in school or being actively engaged in learning.

Fortunately, the library is Centennial still in session this summer Library with plenty of Matt fun activities and learning Youngbauer opportunities for everyone. This year, the Anoka County Library Summer Adventures program runs from June 1 to Aug. 15.

People of all ages can participate in the program by tracking their minutes of reading, sharing book

reviews, and engaging in activities that encourage participation in STEM, art, literacy and community service.

The primary way to participate is by registering at anokacounty. beanstack.org or by downloading the free Beanstack Tracker app on your mobile device. Youth ages 18 and under receive a free book just for registering, which they can pick up by stopping in at their local library branch. There will also be weekly prize drawings for all ages for participating. Send a “friend request” to a family member or friend and see who can read the most each week or who can collect the most digital badges. Beyond the rewards though, this is a fun way to engage with your family, friends, and colleagues.

For those kids and teens who have library fines, we are bringing back our Summer Read Down Program. For every 15 minutes read and recorded, $1 of fines can be removed. Call or stop in and talk to a librarian for more information.

While things might still look a bit different from previous years, the library still has a healthy variety of programs for all ages such as to-go activities, outdoor Storywalks, and virtual art programs. Some things never change. I still look forward to summer just as much as when I was a kid. Summers in the Centennial community are especially rewarding as we are surrounded by nature. Whether it’s “running around with friends” or heading outside with a book in your back pocket, be sure to keep learning and having adventures this summer, and we’ll hope to see you soon at the library!

Do you want to get well?

n the gospel of John (chapter 5), one of the most interesting questions I can imagine was asked of a sick man. Jesus asked a man who had been paralyzed for 38 years, “Do you want to get well?” There is great depth in that question, though it would seem almost insensitive on the surface. Who would not want to be well if you were in that man’s circumstance? Why would Jesus ask a paralyzed “beggar” this?

Yet, numerous times I have seen people paralyzed by becoming so accustomed to hopelessness and helplessness in a situation, that they were more eloquent about their human explanations than their spiritual expectations. I certainly fit that mold at times…in fact, too often.

This man Jesus asked the question of, gave four obstacles as to why he couldn’t get well. The only step needed by the man at that time was the first step…to say Pastor “YES, I want to Ponderings get well. Jesus wanted to hear Sam Burch him verbalize his desire for h h iis huge! If you change…that read the narrative, you see some reasonable explanations for the man’s difficulty, but that is not the issue. Often, the simple desire for change is the healing… and the following activities are just details.

At times our problems, whether physical, emotional, or spiritual may become an accepted lifestyle rather than an opportunity for God to move in our lives. It is amazing how often just saying “yes” to God will open doors and opportunities we never could see before. Perhaps Jesus is asking you today, “Do YOU want to get well?” Jesus can calm the storms of life, or bring peace in those storms, but whichever He does, when He speaks “Rise up and walk,” His power can move all explanations of hopelessness into expectations of healing. All things are possible when we allow the Master to speak into our troubles.

PUBLIC SAFETY BRIEFS Lino Lakes man pleads guilty to threats of violence Mark Anthony Ulsaker, 50, of Lino Lakes, has pleaded guilty to two counts of threats of violence after assaulting an elderly couple in White Bear Lake last November.

Ulsaker was initially charged with second-degree assault with a dangerous weapon, threats of violence and fourth-degree assault of a peace officer.

According to the criminal complaint, White Bear Lake police officers responded to the intersection of Highway 96 and Centerville Road in White Bear Lake at 3:18 p.m. Nov. 8 on a report of a male assaulting two elderly people with a golf club. Multiple witnesses called 911 to report the incident.

When officers arrived on scene, they found a group standing at the corner of the intersection and identified the two victims. Witnesses told police that a male, later identified as Ulsaker, had walked up behind the elderly couple and began swinging a golf club at both of their heads. While he was hitting them, the golf club broke and the male proceeded to punch the elderly man in

the head. Witnesses said the suspect then retreated to his red pickup and started to drive off when the male victim chased after him. Ulsaker then drove his truck over the curb and toward the female victim, but did not strike her. He then fled from the scene.

The criminal complaint states the female victim told police that she and her husband were minding their own business while sitting on the corner with a homemade political sign. Ulsaker then pulled up next to them and shouted profanities at them out his window. She said they ignored him and next thing they knew, Ulsaker had approached them from behind and began attacking them with a golf club.

A witness provided a license plate, which was registered to Ulsaker. Officers subsequently located him at his residence along with the suspect vehicle.

Officers attempted to arrest him, but he reportedly resisted and swung his fist at one of the officers.

Ulsaker’s sentencing hearing is scheduled for July 14.

Hometown heroes spring into action

Waiting Child Jonathan,15, has a contagious smile and a great sense of humor. He enjoys adult attention and is loyal to those he is close with. He can be very helpful especially when it comes to hands-on activities. He does well when he has a physical task to tackle, such as building something. Jonathan enjoys the outdoors where he can ride a four-wheeler, go biking and snowmobiling. His favorite activity is fishing! Jonathan also likes animals and helps his foster parents with daily chores on their small farm. Jonathan is learning about gardening this summer and has his own garden beds to tend to. He also likes playing basketball and football. When he’s not outside, he can be found playing video games or working on building something. He is a very handson learner and enjoys taking things apart as well as reconstructing things.

Members of the Centennial Lakes Police Department and the Lexington Fire Department were summoned to the 8900 block of North Highway Drive in Lexington for a cat stuck in a tree last week. Karma was located in a tree approximately 40 feet off the ground. Members of Lexington Fire used a ladder to reach Karma and safely return her to her owner.

Jonathan needs a family who can provide structure, routine, and concrete expectations. He would prefer that he is either the youngest child or the only child in the home. He enjoys fishing and doing other types of outdoor activities, so an active family would be ideal.

‘SURVIVALISTS’: Show teaches local family importance experiences FROM PAGE 1

show, now in its second season, is produced by veteran unscripted producer Mark Koops (“The Biggest Loser,” “Masterchef”). Each episode, the family that completes the challenges the fastest wins $10,000.

Jeanine said learned about the opportunity from an email casting call seeking an outdoor family. “It was kind of ironic, because we were just wrapping up our first camping trip ever. We went to the Black Hills to see Mount Rushmore. That was our first camping trip we ever did,” she recalled. “I thought we were just outdoors and survived, let’s try this …

It completely was not the same thing.

We went from glamping to camping, camping.”

The Hill family went into the experience blindly and did not know what to expect. Jeanine said it’s always been a challenge for her and Thomas to find activities that they can do with their older two children, so they were hopeful it would be a great bonding experience.

Last October, Jeanine, Thomas,

Jaden and Julian traveled to the beautiful red rock terrain near Moab, Utah. They spent three days in the wilderness completing a variety of challenges. Through it all, they had to carry their tent, food and other belongings on their backs. They had to paddle a raft down a river, walk/run several miles, rappel off a cliff, filter their own water and go to the bathroom without toilet paper, sometimes in a bag and carry it with them.

“We were really out of our element.

We didn’t realize the small things that we took for granted,” Jeanine said. “In Minnesota, being outdoors is a big pastime … But being of African American decent, we don’t see a lot of individuals going hiking, we don’t see a lot of individuals on the lake.”

A highlight of the experience was when Thomas and Jeanine officially broke the news to Jaden, that his stepfather, Thomas, would be finalizing his adoption. “Jaden was a package deal with his mom,” Thomas said.

Being on “Survivalists” allowed Jeanine to see her children in a different light.

“I’m a very big academic-based parent; everything in my life is drawn from academics. Being a firstgeneration, U.S.-born immigrant child, education was everything. This show allowed me to see my kids not so much for what they show up for in school, but how they are capable to show up outside of school,” Jeanine said. “As a mom, I’m 100% confident now, that when my 10th grader leaves the house, I know he can make the right decisions … I know that he can carry himself as a young man in our society and I don’t have to be concerned.”

Thomas added, “I think we realized the importance of experiences. It really brought our family together.”

All four members of the family agreed they wouldn’t want to go on such an intense trip again. However, they are determined to keep exploring the outdoors and seeking new

experiences. “We are attempting to go and hit as many experiences as we can,” Thomas said. The family has explored local lakes, tried out paddleboarding, attended their first Minnesota Wild Hockey game and visited the Walker Art Museum.

Jeanine thinks other Minnesota families would do really well on the show. “We are novices at this. I think if other families in Minnesota did this, they would knock it out of the park,” she said. “It would be nice to see another Minnesota family do this show and just show the skillset of Minnesota, because we definitely didn’t do that.”

Community leaders support one another through equity journey DISTRICT TO SEND OUT SURVEY The Centennial School District plans to distribute a survey to all families via email by June 5.

The survey will be a vehicle for the community to share what is important for the district to know and will capture the broader equity journey. The information gathered from the survey will be used to guide future planning, decisions and recommendations by the Centennial School Board. The survey will be open for two weeks. After the survey closes, the board will have an opportunity to review the results and will make a recommendation sometime this summer to district administration about how to proceed.

Breuning said from his perspective, it doesn’t change anything. “We continue to move forward. We are all in this together. We are all a part of the community. We all want a community where people feel safe, supported and respected. We all want the same thing … We are still on the journey. We have never varied from journey to reduce the achievement gap.”

Stevens said any time an event happens, good or bad, it’s important to listen, pause and reflect. He said one of the most important things Confab members can do is to help to educate parents with “power and knowledge” about social media and technology while their children are still young.

“When you were a kid, you would pass a note or make an inappropriate gesture in the hallway; now they can go on this thing unbridled and unsupervised 24 hours a day and pound the soul out of another person, and there is no accountability, and there is no one taking them off of a page, there is no one giving them a time out,” Stevens explained. “If we only address the symptoms, or we only address the tragic results, and we don’t address the access points and the preemptive behavior training that needs to go on, this will never stop.”

Maybee thanked district staff for all the ongoing work to make all students feel welcome and a part of the community, and encouraged the district to continue to reach out to the group if it thinks of ways the two entities can partner.

A group of about 25 people recently met via videoconference to learn more about Centennial School District’s equity journey, ask questions of district administration and look for ways to support one another as that journey continues.

The attendees are a part of the “Confab,” a group that has been around for nearly 40 years. Group members represent many different sectors of the community, including law enforcement, churches, faith-based organizations and Anoka County, as well as Centennial School District teachers, principals, the superintendent and support staff from different buildings (such as counselors, social workers and psychologists). They typically meet two to four times a year.

“It is a way for us to work collaboratively with community leaders who have particular interest in working with young people and families,” said Our Saviors Lutheran Church Pastor for Community Engagement Tim Maybee, who helped moderate the spring meeting.

Amber Turcotte, student assistance program coordinator for Centennial Schools, provided some background to the group on the creation of Centennial Students for Change, a student organization at the high school, and a recent harassment incident involving anti-Asian text messages and two student-led walkouts.

“We have been talking about how can we come together as a community to be more collaborative when these things happen in our community. So, we decided to bring the conversation here and discuss how we want to work together to support Centennial students when these difficult situations come up that impact the whole community, not just the schools or churches,” Turcotte said.

The Confab meeting was held May 12, just days after the May 10 school board meeting when many people showed up to voice their concerns with a the district’s proposed joint powers agreement and contract with Equity Alliance MN (EA-MN). (See “Equity topic takes over school board meeting,” May 18).

Centennial High School Principal Tom Breuning said, “We have been on this journey for a while now.” He wanted the Confab group to know that the district’s equity journey dates back to 2015 when the district was going through its strategic planning process. One of the goals of the plan, which was formally adopted in 2016, was to analyze the achievement gap causes and develop solutions. Breuning also added that the district has already been working with EA-MN for three years.

“All students deserve a safe, respectful and supportive learning environment. That’s our guiding light,” he said. Breuning said several pieces are already in motion: the district is planning to hire an equity coordinator, making changes to the curriculum so students feel like they are better represented, and beginning to teach more equity lessons.

Middle school principal Bob Stevens said the middle school is mirroring a lot of the equity work that is going on at the high school level. Stevens said equity work needs to go well beyond school walls.

“We need you to program with us, because we are only one leg of the stool. We see this group engaged in this hard work, too. We know this doesn’t only occur in the schools.

The schools, neighborhood and the community have to all move forward,” Stevens said. “I really believe that the scope and breadth of making the change that we are thinking about making cannot just come in the six-hour day for learning, nine months a year. Not just one entity has the solution. We have to work together to move forward.

If this is going to be permanent, we have to open up pipelines in our communities where people want to live, learn and be successful. I think we can get there, but we have to get there together.”

Confab members then took turns asking the principals some questions. Maybee wanted to know how involved the students have been in shaping the equity policies and practices. Breuning and Stevens said at the high school and middle school, students will continue to be more involved with curriculum decisions. Centennial Students for Change has also been instrumental in changes. One example Breuning gave was the reporting process. Previously, students and/or parents would have to call a phone number at the school to report bullying, cyberbullying, harassment or hazing. There now are several different ways for students to report incidents, including anonymously.

Good Shepherd Lutheran Pastor Ted Diedrick wanted to know more about the general process of investigation when a tip comes in. Breuning said first and foremost, it is about the student’s safety. Once it is determined the student is safe, the investigation begins, which often includes interviewing multiple sources to try to get to the bottom of what occurred.

Of course, it can be tricky if the incident didn’t occur on school grounds or during school hours, but Breuning said the school does all it can to assist, even if it doesn’t technically have jurisdiction for disciplinary action. Police departments are also involved when necessary.

Kelly Flohaug, one of three assistant principals at the high school, noted, “One of most frustrating parts of this is the anonymous nature of social media platforms. Nationally, that makes it really difficult for schools to do their jobs.”

Our Savior’s Lutheran Church Lead Pastor Steve Sylvester wanted to know how the church community could support school board members, and if what occurred May 10 would change the work the district is doing on equity.

City Administrator Sarah Cotton explained that the city’s Economic Development Authority purchased lots 12-16 as part of planning for a public safety complex, including construction of a new fire station. The properties were transferred to the city as part of the project financing. In 1999, following completion of the Civic Complex, the city sold the former police station (Lot 15) to the American Legion. In 2017, the city sold Lot 14 to the American Legion for a parking lot expansion.

Lot 12 and 13 have been used as community gardens as a temporary use, pending a sale for development.

The purchase price is equivalent to $6 per square foot. Per the purchase agreement, there are several requirements/restrictions in place, including: • The purchase is subject to a 120day buyer contingency period with options for two 60-day extensions.

• The buyer will execute a restrictive covenant prohibiting use of property for automobile/truck repair or a motor fuel station with the exception

of ancillary operations customary to a retail store selling automobile parts and accessories.

• The city will retain the right to repurchase the property at the original sale price if the buyer does not procure a building permit and commence construction within two years.

• The sale is also contingent on approval between both parties of a subsequent agreement regarding relocation of 77th Street, vacation of existing 77th Street, and provision of drainage easements for existing

ponding on the site. The purchase is also contingent on the acquisition of an adjacent residential property south of 77th Street by the buyer.

Community Development Director Michael Grochala said there are no specific plans for tenants as yet, but it would likely be an auto parts retailer and possibly up to two other users.

input as far as what kind of training they want to do. The opportunities for our firefighters to be able to leverage that will be a big benefit.”

Of course, the partnership could bring some additional opportunities to leverage equipment and share resources/equipment.

A big concern throughout this entire process, Goldberg and Percy explained, was maintaining CFD’s identity. “We are going to remain the CFD; we are contracting for services with SBM, but this is not a merger,” Percy said. “We are still going to be the same fire department. We are going to have additional resources that we are going to be contracting for.

The same department, same firefighters, same badges on our uniforms and the trucks rolling down the street.”

This will also be an opportunity to test out a more regional approach to firefighting, which is becoming the norm for fire services. “Interim Co-Chief Jerry Streich has always said the CFD patch and SBM patch are made of Velcro for a reason.

You can take one patch off and put another patch on, because that is the way that firefighting is going,” said City Administrator Patrick Antonen.

“Look at our duty crew,” he continued. “We have had members that are Andover firefighters, Eagan firefighters, Minnetonka firefighters. We have had firefighters from all of these different areas because that is the way this profession is evolving.”

Mayor Dave Bartholomay said, “I think this supports our firefighters, which is a major point for us … I love the access to resources and still being able to keep our identity.”

Antonen said the contract will likely be approved by the CFD steering committee in the next couple of weeks, and the partnership will likely begin in the next couple of months.

Despite the three-year contract, either party can leave at any time during the contract if things are not working out.

The Centennial Fire District (CFD) could have a new partner as soon as August.

Currently, the district’s steering committee is working to negotiate a three-year contract with Spring Lake Park Blaine Mounds View (SBM) Fire Department.

At the last Circle Pines City Council meeting, council members said they felt it was important to spend some time sharing how this process began, what it entailed, and the end result. Council Members Matt Percy and Dean Goldberg are both council representatives on the CFD steering committee.

“We really took our time to dive into this,” Percy said.

“There was a lot of back and forth and collaboration to get to this point … By time we came to a decision, everyone was really comfortable with it.”

Last April, the CFD steering committee authorized emergency services consultant Fitch & Associates of Missouri to complete an operations study to evaluate options for organizational structure and how to provide the best coverage for the best price. The study was necessary to plan for the future of the district after both Assistant Chief David Bruder and Chief Harlan Lundstrom retired.

Fitch & Associates began the study in August, and a firm representative presented the company’s findings and recommendations to the committee in February. Two main areas of concern were identified. One concern was that the amount of time it was taking CFD to arrive on scene in some of its coverage area did not meet National Fire Protection Association (NFPA) recommendations. Another concern was an inability to maintain appropriate staffing levels during the day, when a majority of calls come in.

As a part of the study, partnerships with other neighboring jurisdictions, including Hugo and Lino Lakes, were explored.

Percy explained that both of those departments were open to possible collaborations in the future, but they were not interested in moving forward at this time. SBM, however, was eager to explore partnerships, he said.

The steering committee heard a presentation May 13 from SBM Chief Charlie Smith about the pros and cons of two options. The main difference between the two options was that in Option 1, CFD would hire its own full-time chief; in Option 2, CFD would contract with SBM to provide a full-time chief, among other services.

If CFD were to increase its services on its own, the budget would increase by about $60,000. SBM can provide those additional services for about $42,000 less.

The steering committee unanimously decided on Option 2, to sign a contract with SBM to explore efficient methods through administrative and operational partnerships. Percy explained the main reasons why the committee made that decision.

“SBM does have a great history in this area. They have really high-quality leadership, and they stand for a lot of operational excellence. Chief Smith has worked with upwards of eight fire departments over the course of his career, so he brings a variety of experience to this role,” Percy explained.

“Additionally, SBM had better training options for our firefighters. They have a training operations committee that firefighters themselves can participate in to help provide

LEXINGTON SNIPPETS • The number of police calls to the Landings of Lexington apartments continues to trend downward.

• Targeted residential picketing now qualifies as a misdemeanor in the city of Lexington. The City Council held the second reading of the proposed ordinance May 20 and voted 3-0 (council members Diane Harris and Brandon Winge were absent) in favor.

“I think this is a good ordinance. We are just following surrounding communities protecting members of our community if an act were to break out in our town,” Mayor Mike Murphy said. “(This doesn’t) infringe on anyone’s right of free speech, but to protect our neighbors in our neighborhoods. I think this is a really good thing for Lexington.”

• Rick Brambrink, of Ace Solid Waste, is now permitted to travel door-to-door in the city soliciting garbage contracts for the next 60 days. The council approved a solicitations and peddler license at its last meeting, May 20.

• The park pavilion, concession stand and dugouts in Memorial Park will get a fresh coat of paint. The Park Board recommended a color scheme to the council, which consists of mostly blue with some white. Jim Fisher, of the Public Works Department, said painting would start after Memorial Day and likely take about two weeks to complete.

The next City Council meeting will be at 7 p.m.

Thursday, June 3 at City Hall.

Banner day at ballpark: Crowd sees No. 2 Cougars tip No. 3 Elks for title If any prep softball game deserved to draw a big crowd, it was this one. And it did.

The Centennial Cougars, ranked No. 2 in the state, hosted Elk River, ranked No. 3, in the last game of the regular season. The Northwest Suburban Conference championship was on the line.

“It was great to see all the people there. These girls deserved it,” said the winning coach, Centennial’s Rick Thomas.

Centennial prevailed 3-0 with Helene Krage outdueling Elk ace lefty Annie Volkers while delivering a two-run single to break up a scoreless tie.

“We know Volkers is the real deal, and that with her and Helene pitching, this would be a low-scoring game,” Thomas said.

“We’re just fortunate that our defense played really well and Elk River had a couple mistakes.”

On a sunny, 80-degree May afternoon, fans for both teams packed the bleachers behind home plate and lined the chain link fences down both foul lines. They saw a good one.

Both teams were unbeaten in the Northwest Suburan Conference

Abby Lohse gave her a big boost, throwing out Volkers at the plate to end the third inning.

Krage had walked Volkers on a 3-2 pitch and wild-pitched her to second, in a rare lapse of control.

Volkers tried to score on Nora Zak’s two-out single to center field but Lohse’s perfect peg to catcher Bryn Ruberg got her.

Volkers, an Illinois State recruit, matched goose eggs with Krage except for the fifth inning, when an error on a bunt and three Cougar hits produced three runs.

Ella Fidler, leading off, ripped a double off the center field fence, the first hard-hit ball of the game for either team.

Maddie Ringen, trying to bunt Fidler to third, popped it up in front of the plate.

The pitcher, catcher, and first baseman all converged under the ball, each with an equal chance to catch it — and none did. In the confusion, a glove went up and the ball bounced out of the pocket.

“That play really turned the game around.

It looked like they didn’t know who should catch it,” Thomas said.

10 Cougars sign with college teams

The Centennial boys lacrosse team capped a perfect conference season with an 18-6 conquest of Rogers on Monday at home.

The Cougars went 10-0 in the Northwest Suburban. Maple Grove was 9-1 and Elk River/Zimmerman 8-2 for the next two spots in the 13-team conference.

Centennial is 10-1 overall, ranked No. 7, losing only to top-ranked Benilde-St. Margaret’s. In Section 7A, the Cougars will likely have a first-round bye and host a quarterfinal Thursday, June 3.

The top four scorers for the Cougars are Noah Berger, Matt Clough, Isaiah Ward, and Sam Rodriguez. The top four in possession of ground balls are AJ Carls, Eli Ward, Isaak Ankrum and Brock Serna.

About his conference championship team, Thomas reflected, “The girls support each other and believe in each other, and they always have each other’s back. If somebody strikes out, they know somebody else will come through. We have lots of talent. Our job as coaches is to make sure we don’t screw it up.”

Pitching by Krage and No. 2 starter Maisy Dockendorf have been crucial as the Cougars have allowed just two runs per game, with seven shutouts, including three in a row.

“We’ve always known Helene was very good. The big surprise was Maisy,” Thomas said. “She had never been one of our top pitchers in the past,

“A lot of the girls on this team have played together for years,” Krage said. “We were always a competitive team, so it is fun to have this really great season, especially after not playing last year.”

Centennial takes an 18-1 record into sectionals, likely be the top seed in Section 5AAAA with Maple Grove second. The Cougars will have a first-round bye and host a semifinal game next Thursday.

Behind Volkers, the Elks (15-2) were allowing just under two runs per game and had seven shutouts.

Their only previous loss was to No. 1-ranked Stillwater, 1-0.

“I definitely had a chance to play her a couple of times in youth softball. Volkers was tough then just as she is now. She’s got good stuff that keeps hitters off balance. We usually lost against them, but it was always a close game. That was the team we always want to play.”
