The Power of Centennial (POC) has agreed to fully fund two causes and partially fund two more.

POC, a subcommittee of the Centennial Area Education Foundation (CAEF), meets twice each year to determine where it would like its dollars to go within the community. Members meet in the fall and spring and commit to giving $50 at each meeting. All dollars raised are given as grants to support education in the Centennial area.

“The Power of Centennial is unique, because we are made up of community members that are committed to donating twice a year,” explained POC Co-Chair Talia Averbeck. “The results are immediate and the impact to the district is varied. We are able to fund grants that may not be considered by other organizations.”

POC Co-Chair Lucretia Bentrup noted, “I appreciate that the grants are in support of different age groups in the district, from early childhood to high school students.”

The group currently has around 26 active members. Since POC’s inception in 2014, the group has awarded over $21,000 in funding (not including the most recent round of grants). This year, POC raised a little over $1,700 to distribute.

Centennial community continues to remember fallen classmate

This time of year is supposed to be a happy time for high school seniors and their families. Seniors walk across the stage at graduation to receive their diploma, attend the senior party and graduation parties, and enjoy one last summer before they head off to their next adventure.

An empty seat, a white rose and an unworn cap and gown signified that an important member of Centennial High School’s class of 2021 was missing.

Back in December, senior Lucas Fiskewold took his own life, just five days before his 18th birthday.

Fiskewold is the son of Chad Fiskewold and stepson of Cindy Fiskewold. Chad and Cindy, both Centennial grads, married in August 2019.

The COVID-19 stay-athome order in the spring of 2020 was a time for many to explore new hobbies and activities to keep themselves busy, but for Kyle Rawleigh, a new

hobby quickly turned into a career.

Rawleigh is a resident of Andover, where he lives with his wife Ali and their four kids. A 2007 graduate of Centennial High School, he currently works in logistics for Republic Services,

which provides trash and recycling services for the area of St. Cloud.

But after making up a bedtime story for his kids and turning it into a published children’s book, Rawleigh now calls SUBMITTED

LINO LAKES CITY COUNCIL SNIPPETS • St. Joseph of the Lakes Catholic Church has been granted temporary liquor and cabaret licenses for its annual summer festival Aug. 7-8.

• The city of Lino Lakes is estimated to receive a total of $2.3 million from the American Rescue Plan Act (ARPA). The U.S. Department of the Treasury launched the Coronavirus State and Local Fiscal Recovery Funds, established by the ARPA, to provide $350 billion in emergency funding for eligible governments.

The city will receive its first batch of funds this summer; the second batch will follow 12 months later.

• Several businesses in town have been granted annual liquor/beer licenses, tobacco licenses and massage licenses.

• Preferred Builders Inc. now has until Sept. 12 to record the final plat for Nature’s Refuge. The City Council has granted Preferred Builders three 90-day extensions since September 2020. City Staff recently met with the developer, who requested additional time to put together a phasing plan for the development, which will likely consist of two or three phases.

• The city will likely be eligible to recoup up to $34,900 from ARPA for waived business license fees.

Under ARPA, funds are allowed to be allocated to assist small businesses and mitigate financial hardship from COVID-19.

• The city has awarded the sale of general obligation street reconstruction bonds, Series 2021A, in the amount of $1,815,000 to finance the 2021 street improvement project.

Terri Heaton, of Baker Tilly, said thanks to the low interest rate of 0.9711%, the city of Lino Lakes will save approximately $40,000 in interest over the life of the bonds (10 years).

• The city has once again received a clean, or unmodified, opinion on its financial statements for the 2020 audit. There were no findings of noncompliance.

• The mayor and council members will likely receive a 5.3% salary increase effective Jan. 1, 2022.

The council held the first reading of the ordinance June 14, and a second reading is scheduled for June 28. The mayor and council last received a raise in January 2020. If the ordinance is passed, the yearly salary of the mayor will increase from $10,112 to $10,650; that of council members will increase from $8,500 to $8,952.

• BL Holdings LLC has received final plat and development agreement approval for Nadeau Acres 2nd Addition. Nadeau Acres is a singlefamily residential development proposed north of Birch Street and west of 20th Avenue. The development is proposed to include 68 lots, 33 of those in the 2nd Addition.

Council Member Christopher Lyden was the only council member who voted no. “We are putting a lot of families in this neighborhood.

My biggest concern was the fact that there is no neighborhood park for this development,” he said. “Staff will say there is going to be a park … well there may be a park, but it may be in 18 to 20 years after all those kids have grown up in that neighborhood and are gone.”

Developer representative Larry Olson explained that if they had been asked to provide a park, they would have done so, but that was not in the plans. “That was your park department’s decision … a park wasn’t slated for this area,” Olson said.

The City Council has approved the sale of approximately 2 acres of undeveloped land located south of American Legion post 566.

the sale of Lot 12 and Lot 13, Block 2 of Carole’s Estate’s 2nd Addition, immediately south of the American Legion, for $525,000 ($6 per square foot) to Vaquero Management LLC. Under the terms of the agreement, the buyer will execute a restrictive covenant prohibiting use of property for automobile/truck repair or a motor fuel station with the exception of a retail store selling automobile parts and accessories. The city will also retain the right to repurchase the property at the original sale price if the buyer does not procure a building permit and commence construction within two years.

The sale is also contingent on approval between both parties of a subsequent agreement regarding relocation of 77th Street, vacation of existing 77th Street, and provision of drainage easements for existing ponding on the site. The purchase is also contingent on the acquisition of an adjacent residential property, located south of 77th, by the buyer.

• WSB will complete a water treatment plant pilot study for $26,400 by November. The study is the first step to verify the effectiveness of the fullscale treatment process. The purpose of the study is to provide the city with critical information required

to design and size a water treatment plant to address the high manganese and iron levels in the city’s drinking water.

• Corrective Asphalt Materials LLC will complete the 2021 street maintenance project for $212,037.

The project is scheduled to be complete by Oct. 22.

• The city will submit a capital budget request to the state for the water treatment plant. Community Development Director Michael Grochala explained that city staff, in conjunction with WSB, are in the process of completing an application for the state to assist with up to 50% of the project cost. The city would then be responsible for the other half. If approved, the city likely wouldn’t receive the funds until 2023 or 2024.

• Council Member Dale Stoesz said a special event permit and parade permit for Blue Heron Days has been submitted to the city. It will require both staff and council approval.

The next City Council meeting will be at 6:30 p.m. Monday, June 28.

There will also be a work session immediately beforehand at 6 p.m.

Volunteers make community

C

ommunity events are back. Hugo Good Neighbor days was a hit, and fireworks were impressive.

White Bear Lake’s Marketfest kicks off July 1 after a year off. The Manitou Days community festival begins with the parade at 6:30 p.m. Friday, July 2 followed by the Beach Dance from 8-11 p.m. at Memorial Beach. Many thanks go out to the volunteers who lead our communities and make these events possible for everyone. It was more than 20 years ago that events like this were nearly dead.

The Fourth of July fireworks show was given up by the Yacht Club and taken on by volunteers with the help of the city of White Bear Lake. It’s this kind of cooperation that makes a community great. See the full list of events is the Manitou day Marketfest section.

Volunteers are important in a small community. From event organizers to business associations, volunteers play a major role in the look and feel of our towns, and the amenities that draw people to want to live here. Community engagement is something to be considered as local governments look long-term infrastructure plans and Publisher’s at housing strategies. A community needs a balance of single-family housing and View condos, rentals and retirement housing.

I applaud our cities who seek input from residents about future plans, and I’m hopeful they will listen to the feedback citizens provide and proceed slowly and thoughtfully. Volunteers and citizens make a difference. Get out enjoy the various events this summer, and get involved in your community by volunteering.

South Dakota It felt good to get back together with friends in South Dakota for our father/son weekend of target shooting, four wheeling and taking in nature. This has been an annual trip for several years with my four college roommates and our sons, who are now all in high school.

With the high price of shotgun shells, we did not shoot trap and did not get to play the annual rounds of Annie Oakley. I love the variety of firearms we were able to try - old lever actions, bolt action, semi-automatics, iron sights, guns with scopes and BB guns. We continued to reinforce proper gun safety, field safety and how to clean, inspect and adjust the equipment. My favorite was a lightweight subsonic .22 long rifle and my sons was an old lever action .22. As the boys tried their hand at the different guns it is always fun to learn more about science behind the sport. This year we plunked more than 2,000 rounds in four days. Our fingertips were sore from loading the such small clips.

I tend to strike up conversations wherever I go. A local farmer said it’s been dry and the crops are stressed. The corn was hip high and the leaves were curling. Some fields had leaves turning yellow. In one field the alfalfa was diseased. I was impressed with the variety of native grasses on the farm. The different grasses provide cover for native birds and pheasant, which was introduced as a game bird to South Dakota in 1898. One second-generation local farmer we have known for years was experimenting with ground cover ideas like corn rows planted at 60 inches with a cover crop of beans were planted in between.

Normal rows are planted at 30 inches. He said he estimates a 30% savings in fertilizer. His dad said no one knew about where corn populations could be when he started.

Back then populations were 12,000; today in South Dakota 20,000 population per acre is common. I asked about the old saying “two in the hill” and he explained that years ago the germination of a seed was about 50% so they needed two seeds per hole.

South Dakota is amazing place, though the price of a hunting license was raised this year and could discourage the next generation of hunters. I encourage families to get out and experience the fields, hills and landscape our neighbor to the west has to offer. I hope to keep bringing my kids and grandkids someday on this annual trip.

Right balance of traditional and non-traditional experiences

chool is out for the summer, but that does not mean that learning takes a break for the kids in our communities. Traditional and non-traditional learning experiences reinforce academic skills and provide opportunities for students to become interested in a variety of topics. Traditional experiences include maintaining a routine of reading throughout the summer, using academic skill sites that can be found on the Movers & district website, using skill-reShakers view workbooks, using Jason iPad or Android Hartmann learning apps, attending summer school, and going to camps. These different vehicles encourage and motivate kids in different ways. Non-traditional experiences like vacations, unstructured free-play, and family time are ways to get kids learning while they are experiencing life.

As a principal and a father of two kids, I often read an article and say to myself, “That makes

sense and I agree,” but I often realize that it is difficult to implement. There are so many pressures that consume our time. As your family enjoys summers, it is my hope that you consider being intentional with how your kids play and allow the play to balance out the traditional exposure to academic skills.

Play has been categorized in a variety of ways, each with its own developmental sequence: Object Play • Refers to playful use of objects such as building blocks, jigsaw puzzles, cars, dolls, etc.

With babies, this play is mouthing objects and dropping them.

Physical, Locomotor, Rough-and-Tumble Play ° Is when children do things like climb over each other, wrestle, roll around and even pretend to fight. Rough play is probably a basic human instinct that helps children develop many skills – but mostly children like this kind of play because it’s fun!

Social or Pretend Play Alone or With Others ° Is an activity through which children may acquire and train social-cognitive, emotional, and social skills.

In particular, pretend play allows children to create different make-believe scenarios in which they can take on different roles and perspectives.

The right mixture of structured skill review and play time will differ for each child. Research shows that for students to acquire new academic skills, their social and emotional needs must be supported. As our school community looks to move past the pandemic and into brighter and more hopeful days, we need to be intentional with our actions. The right balance of traditional and non-traditional experiences, our Cougars will develop a passion for reading, a curiosity to uncover new facts, and the ability to problem-solve.

An equity audit may or may not uncover learning achievement gaps for students of color or nontraditional backgrounds, a lack of representation, inadequate resources or harassment by their peers. These students are our children and our future. They deserve the very best. If the audit uncovers any of the aforementioned scenarios, then it will only help them reach their highest potential and create a safe space for everyone. If it uncovers nothing, then no harm, no foul.

This isn’t Marxism (which is a socioeconomic ideology, not a racial one), it isn’t “cancel culture,” and it isn’t false information. It’s simply listening to the voices that have been silenced for a long time. To grow, we are supposed to challenge our viewpoints, to listen to the other side, and to recognize that we have made mistakes and reconcile them. It’s okay to admit we taught a racist and white-centric view of history. It’s okay to admit that not everything has to be done one way. The most important thing is that we learn from it, and that we change.

Opposing racial equity measures shows that you are comfortable with denying rights to people of color. It is inherently racist to say that you are uncomfortable with racial equity. If you are uncomfortable with people having the same rights you do, then you are probably benefitting from their lack of rights. I ask you once again to reflect and do the right thing.

Without the knowledge of things we could improve, how will we ever grow? I’ve heard some things recently about how much PROGRESS we’ve made since the Civil Rights Movement began. But we didn’t get to this place because we kept doing things the same. We are here because of the changes we made when we realized we could be doing things differently, and because enough of us were open to paving a different path.

But change is hard. Acknowledging that we haven’t been getting it right or don’t have all the answers is even harder. But it’s necessary if we are going to improve. The equity audit is necessary for Centennial School District. We need a knowledgeable outside party to look at our educational system and help us understand how

Because the reality is, we don’t all come from the same background or socioeconomic place.

We don’t all have the same color skin or cultural background, practice the same religion, identify as the same gender or have the same sexual orientation. We aren’t all able-bodied and perform all activities the same. We don’t all start in the same place, regardless of what you want to believe. We are all different, and it’s important we acknowledge those differences. We can no longer assume everyone starts in the same place, has the same obstacles and then treat everyone the same.

This is the definition of equity. It is acknowledging that we all start in these different places, and not just with regard to race, and then asking these people and ourselves how we can improve our systems and communities so that we will all have an equal chance at the same opportunities in school and beyond.

I’m concerned about this community and the fearfilled messaging I see and hear surrounding equity and race. If we really love and care about our kids and our communities, we will listen and ask how we can help.

American Red Cross urges citizens to donate blood The American Red Cross is experiencing a severe blood shortage as the number of trauma cases, organ transplants and elective surgeries continues to increase.

These medical procedures are significantly draining the nation’s blood inventory. All blood types, especially people with type O and those giving platelets, are urged to make an appointment with a local blood donation site to avoid delays in critical patient care.

Long balls help Cougars place 3rd in state softball tourney Rosemount 8, Cougars 3

Four home runs, one of them a walkoff game-winner, were the highlights.

One brief struggle by their best player was the lowlight.

When the state softball tournament at North Mankato last Tuesday and Wednesday was over, the Centennial Cougars had placed third in Class AAAA. Helene Krage belted home runs in each victory, and pitched well in both— 5-3 over Hopkins in the first round and 6-3 over Chanhassen in the third-place game. In between, Krage had her only bad outing of the season in an 8-3 semifinal loss to Rosemount, the eventual champion.

Abby Lohse slugged the other two homers at state, and No. 2 pitcher Maisy Dockendorf gave her team a chance to win in each of the last two games.

Centennial, ranked No. 2 in the state, finished 23-2 under coach Rick Thomas. The four homers at the state gave them a final total of 20, including eight each by Krage and Lohse.

“The girls really played well except for one or two bad innings against Rosemount, and we fought back in that game,” said coach Rick Thomas. “They are a little disappointed to fall short of their ultimate goal, to win state.”

It was Centennial’s second state tournament in softball, with the same result, third place, as the 2018 team.

This was also the second Centennial team to qualify for state in the 2020-21 school year. The girls hockey team did not get to play because of a COVID-19 exposure just before state. Happily, maskless sports were back in time for the spring teams who had lost their entire season to COVID-19 in 2020.

Krage entered with a 13-1 record but, pitching her second game of the day, retired just two of ten batters — the other out in the first was a pickoff by Ruberg — while giving up five hits and three walks, and wild-pitching two runs home. The Cougars quickly trailed 5-0.

“Helene threw seven innings against Hopkins that morning, but we had about a five-hour break,” said Thomas, “and she plays a ton of club softball, so I don’t think it was fatigue. It was probably just one of those things; she was just a little off and Rosemount has a great team, up and down the lineup.”

Dockendorf came in to throw four scoreless innings while the Cougars pulled within 5-3. Rosemount finally got to her in the sixth with a walk, single and three-run homer by Izzy Yahr. Jessa Snippes pitched the distance for the Irish.

Lohse homered in the fourth inning.

The Cougars ripped five straight hits to start the fifth inning — by Thomas, Just, Hopkins, Chiappetta (double) and Ruberg (RBI single) — but got only two runs out of it, with two baserunners thrown out.

Krage slammed a two-run homer in the last of the seventh, breaking a 3-3 tie. The junior right-hander also pitched the distance, allowing six hits and two walks, striking out 11.

Fidler had two RBI’s — on a double, and a hit-by-pitch with bases loaded — and Chiappetta punched an RBI single.

The Cougars had just four hits off Hopkins’ Signe Fohse, but she walked seven and hit four others. Tory Turgeon had two hits and two RBI’s for Hopkins.

Bryn Ruberg handled all the catching for Centennial’s 23-2 sotftball team that placed third in the state Class 4A tournament.

At state, the 5-foot-8, 135-pound junior was 2-for-6 with two RBIs; got on base six of 10 times (including three hit-by-pitch); and threw out three baserunners. For the season, Ruberg hit .367 with 16 runs, three doubles and a homer, and had a 0.508 on-base percentage.

Spencer Waldvogel is the new Centennial Cougars boys basketball coach, taking the helm on a team he played for a dozen years ago.

Waldvogel, 30, has been an assistant the last four years under Dave Frasier, who resigned to take a teaching position in Wayzata.

Coryn Jacobson, University of St. Thomas sophomore outfielder from Centennial, was named Most Outstanding Player in the regional tournament, after hitting .528 (19-for-36) in 11 post-season games, with 11 RBIs and 10 runs. For the season, Jacobson hit .424 (50-for-118), fourth-best in the Minnesota Intercollegiate Athletic Conference (MIAC), with three homers, five triples and 15 doubles. She led the MIAC with 47 runs scored, 30 walks and a 0.561 onbase percentage, and ranked third with 37 RBIs. The Tommies had a 33-10 record, won the MIAC playoffs and placed fifth in the NCAA Division III national tournament.

Krage and Lohse each slammed a two-run home run off Gopher recruit Sydney Schwartz. Krage also doubled home a run, and singled ahead of Lohse’s homer. Ruberg added an RBI double.

Dockendorf picked up the victory, going 5 1/3 innings, allowing three runs, six hits and four walks, striking out three. Krage got the last five outs, four by strikeout.

“Maisy pitched about 10 innings and did a great job, after not pitching much for two weeks,” Thomas said. “That was awesome for her, especially in her senior year.”

Krage was 5-for-10 with two homers, a double and five RBIs in the tournament. Lohse also homered twice while going 3-for-10 with three RBIs.

Fresh fish: Get in the game this summer 10,000 Fish & Chips

More than a million fishing licenses are sold annually in Minnesota. Fishing—and eating fish—is part of our collective DNA. We’ve been casting to our lakes, rivers and neighborhood ponds for generations.

There may be no better representation of the natural bounty of our state than the summer fish fry.

Fried fish is timeless, and goes well with other pleasures of summer like fruit salad and anything from the garden. These meals can be made wherever you can heat oil, whether that be at home or the cabin, in a campsite or on some distant shore.

Where taste and texture are concerned, fresh fish (not frozen) is considered best.

After cleaning, rinse and dry the fillets.

Seal in a container with as little air as possible, and store in refrigerator or on ice for up to a couple of days.

A battered-and-fried way to enjoy our state fish, the walleye, as well as perch, white bass or even Northern pike. A Minnesota classic like Grain Belt makes a fine beer batter. Pair with hot steak fries or try making your own “chips” with potatoes from one of our local farmer’s markets. Serve with malt vinegar or honey mustard.

1. Heat a generous amount of oil to about 350 degrees 2. Cut fish into manageable pieces, dredge with flour, and shake off excess 3. Combine 1 cup flour and 1 tsp. baking powder in a bowl; whisk in 1 cup cold beer 4. Dip fish into batter, and fry until golden brown

Northern Border Tacos A great way to spice up your average Tuesday. Cabbage brings a cool crunch, and a creamy sauce pulls everything together. Layer fish in a white flour tortilla with red onion, cilantro, thinlysliced cabbage and sauce.

1. Divide fillets into smaller pieces 2. Pat dry and dip in egg 3. Coat in Shore Lunch or seasoned flour

4. Fry in oil until flaky Fish taco sauce: Combine 3 parts sour cream, 2 parts mayo, enough Louisianastyle hot sauce to give it heat and garlic powder to taste

Catfish Nuggets Yellow corn meal makes a tasty shell for tender, flaky catfish. This preparation can also be used for bullheads, which have a similar flavor and texture. Serve next to a creamy coleslaw, with plain yellow mustard or hot sauce for dipping.

‘REMEMBERING LUCAS’: Tributes continue to buoy family of late Centennial graduate FROM PAGE 1

through a series of events that seemed to keep pushing him deeper into depression.

At the age of 5, Chad’s father and mother (Charmilla Berg) divorced. As a fourth-grader, Lucas lost some classmates in a tragic accident. In November 2018, his mother passed away from cancer.

Over the years, Lucas tried counseling and some different medications to try to manage his depression, but late fall and early winter were always hard for him: his mother’s October birthday was followed by the holidays.

“That time of year was always a struggle. Usually once Christmas was done, he would usually start to get better,” Cindy explained.

Cindy added that the pandemic was also hard on him because Lucas craved social interaction. “He was such a people person,” she said. “He was a social butterfly, so he wasn’t handling (distance learning) very well.”

‘A happy person’ Although he struggled with depression, Lucas had a lot of days when he was happy. In fact, that’s how many people remember him.

“He was overall a happy person. He was very smiley, a people pleaser, and was always joking,” Chad recalled. Cindy added, “His smile lit up the room. He was always entertaining people, making a sad person smile, making a bored person laugh.

He just knew what people needed.”

So, it may not be a surprise that Lucas was voted “best smile” in the 2020-21 yearbook.

Cindy recalled a story from Lucas’ sophomore German class. One day, his classmates were being rude to the substitute teacher. “Lucas stood up and told them to knock it off, that the teacher deserved more respect and to be treated better. (He said) ‘We are better than this.’”

After class, Lucas collected money and bought the teacher flowers and chocolates.

Total shock The week that Lucas took his own life, Cindy said he was acting a little bit more withdrawn than usual, but nothing out of the ordinary.

She and her husband were in complete shock and disbelief when they got the phone call informing them that Lucas was gone.

“The next day, a lot of kids came to our house. They started showing up asking if Lucas was okay, because no one could get ahold of him. One by one, we had to explain,” Cindy recalled.

For the past six months, the community has been nothing but supportive of the family, and for that, Cindy and Chad are forever grateful.

“They have been by our side through all of this. That part has been amazing. We have been really blessed in that way,” Cindy said. Chad added, “That’s what helps us get by.”

Not only are Chad’s classmates and school staff keeping in touch with the family, but tributes keep pouring in for their son. Chad and Cindy were invited to attend graduation. There, they not only received an honorary diploma and white rose for Lucas, but also watched him “walk across the stage” with his best friend Kylie Wallen. As Wallen crossed the stage to pick up her diploma, she took off her cap to show the Fiskewolds.

Her cap said simply, “For Lucas.”

“Just seeing how much love there is for him, I wish so badly that he knew what an impact this would have on the world, because there are so many people who are really struggling with him not being there,” Cindy said.

The Fiskewolds were also invited to the senior party, where they were greeted with a giant sign that read “Remembering Lucas.”

Advice for parents, students As cliché as it may sound, the Fiskewolds want everyone to know that you are never alone.

“If you are hurting or struggling, reach out to somebody. Someone always cares, even if you think they don’t,” Chad said.

Cindy added, “I want them to know that what they are feeling in that moment isn’t going to last. I honestly think if Lucas would have pushed through those tough couple of days, he would be here still.”

Cindy said it’s important for parents to be there to simply listen, not to fix things. “Be open. Don’t feel like you need to fix their situation or their emotions, but just be there to listen and provide understanding. That’s what is so important when people are struggling, feeling like they are understood,” Cindy explained. “Lucas knew he was loved. He knew everyone loved him, he just struggled to feel it sometimes.”

ACCIDENTAL AUTHOR: Centennial grad publishes family bedtime story the first one goes. I have already written a second and the publisher is on board to do that one whenever we decide we’re ready.

If I can continue to do okay and we think it’s time well spent, I have ideas for four, maybe five. I think it will probably be a four-book series, maybe with a prequel.

Q: What do you like about writing for a children’s audience?

A: It was really fun for our family, and really especially fun for my kids. But then it has been really cool to see a bunch of friends sending pictures of

their kids reading it.

Perfect timing, too, because I love seeing pictures of these kids reading even though school just got out, so that’s been really fun for me.

Q: What do you hope people gain from reading your book?

I spent like one day thinking about, “What am I going to do here to try and entertain my kids every single night for a few days?” and I thought about stuff that they liked and how to entertain them, and that was pretty much it.

Lutheran Church in Circle Pines, but the group has continued to hold meetings via Zoom amid the pandemic. This time around, the POC received eight grant applications, but only six causes (totaling $4,168) were approved for possible funding.

The request for $648 to purchase three sets of classroom graphing whiteboards for the high school science programs received the most votes from POC members. The whiteboards will help the science department achieve goals related to the new science standards, which include crosscutting skills such as mathematical representations of science concepts, graphing, communication and identifying patterns in data.

Because there was still money left over, POC members took another vote to see what other requests they could fulfill.

POC decided to fully fund the purchase of 15 copies of the book, “Lost at School: Why Our Kids With Behavioral Challenges Are Falling Through the Cracks and How We Can Help Them,”

by Dr. Ross Greene, for staff at Centennial Elementary School.

Said POC member Jan Kreminski, who is CAEF president, “This (provides) a new way of looking at these students

that are having difficulty in school for one reason or another, and helping to figure out a method to reach them and help them learn and succeed. It’s a good reference text for teachers.”

POC also chose to partially fund parent educational workshop opportunities through Centennial Early Childhood/ Preschool. The free workshops feature guest speakers who present on a variety of topics for K-12 parents. Topics include raising a reader, stress management, sex education, raising resilient children, the importance of routines/sleep, and more.

A request from Centennial Community Education to provide scholarships to families in need for driver’s education was also funded.

POC hopes to resume inperson meetings in the fall.

LEXINGTON CITY COUNCIL SNIPPETS • The city has received a clean, or unmodified, opinion on its financial statements for its 2020 financial audit. Brad Falteysek, of Abdo, Eick, & Meyers, told the council that there were a couple of findings related to internal controls, which are pretty common for cities the size of Lexington. Because the city has a small staff, there is limited segregation of duties.

“There is really nothing to be concerned with there, but just be aware. If something looks unusual, make sure you are looking into it, asking questions and getting good answers,” Falteysek said.

Another finding was in liquor store inventory.

Falteysek explained that the city has had a similar finding in previous years, but didn’t have it last year.

“We noted some adjustments needed to be made when we came in and test-counted those inventories,” he said.

“The liquor store is getting a new point-of-sale system this year, so hopefully that will help going forward.”

• A design for a sign at Lexington City Park (formerly Tot Park) has been agreed upon. The Park Board recently recommended the City Council approve a design,

which was drafted by Norhart, the developer of Lexington Lofts. The council approved the design with some changes, including removing “established in 1950.” It also elected to put the park hours on a smaller municipal sign, rather than the large park sign.

• Several businesses have received their annual business license renewals including: Kelley Animal Hospital, LePage & Sons, Ace Solid Waste, Beck’s Northway Collision, Aspen Waste, Walgreens, H&R Block, Festival Foods, Circle Pines Sausage Haus, Lexington Municipal Liquor,

Republic Services, Domino’s Pizza, Auto Plus, Broadview Builders, O’Reilly Auto Parts, D&E Driving School, At the Beach Tanning, C&M Inc., Multiscapes, Annie’s Wok, Northway Tobacco, Walter’s Recycling and Refuse, A+ Towing, Ike’s Plumbing and Dollar Tree.

Four businesses including, Boulevard Bar & Grill, Carbone’s Bar & Grill, Cowboy’s Saloon and El Loro (pending a successful background check) have also received annual liquor license renewals.

• The city continues to hold closed sessions pursuant to Minnesota statute for

attorney-client privilege to discuss legal aspects of options related to the interconnected water and sewer system with the city of Blaine and to determine the asking price/consider offers or counteroffers for the purchase or sale of parts of the system.

State graduation rate reaches historical high The Minnesota Department of Education (MDE) has released the class of 2020’s graduation rate data. Overall, Minnesota high school seniors reached another historic graduation rate high of 83.8% (56,684 students) who graduated in 2020.

This continues an upward trend for Minnesota’s statewide four-year graduation rate, which has increased by 1.3 percentage points in the last five years. Additionally, 3,490 students from earlier classes also earned their diplomas in 2020, graduating five, six or seven years after beginning high school.

“The class of 2020 graduated while we were all just learning how to navigate the COVID-19 pandemic. This was a time of great uncertainty, and the perseverance of our students, educators and families demonstrates their commitment to rise to this moment and reach the end of their pre-K through grade 12 journey,” MDE Commissioner Dr. Heather Mueller said. “While we have so much to be proud of in Minnesota, we know that we still have work to do to close gaps and increase access, participation and representation to ensure every single student graduates from high school.

While graduation rates increased statewide for most racial and ethnic student groups, the graduation rate for Black students declined slightly from 2019 to 2020. American Indian students saw a significant increase of 4.9 percentage points for a graduation rate of 55.7%. In the previous five years, the four-year graduation rate for American Indian students had remained between 49% and 51%.

Fewer students are dropping out of high school.

From 2019 to 2020, the overall statewide high school dropout rate decreased from 4.4% to 3.7%, and it also dropped for every major student group. This continues a trend from 2019, which had also seen a decrease in dropout rates statewide and in every major student group compared to 2018.

“Seeing dropout rates continue to decrease is incredibly promising,” Mueller said. “When our school communities rally around students to help them complete high school, we can make a real

difference. Dropout prevention begins the moment students walk in the door of our elementary schools and continues until they make it to graduation. I am excited to continue working with school leaders to share effective practices in this critical area.”

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer took a theft of fuel report in the 7500 block of Lake Drive June 8. An adult male was subsequently charged with theft and for driving after revocation.

• Officers assisted the Anoka County Sheriff’s Office in trying to stop a stolen vehicle on I-35W near Lake Drive June 8 that was involved in an assault. The vehicle fled from the officers.

• An officer responded to a delayed hit-and-run accident at a business in the 700 block of Apollo Drive June 8. The incident is under investigation.

• An officer responded to a call regarding a theft from a business in the 500 block of Lilac Street June 8. The incident is under investigation.

• An officer was dispatched to a minor hit-and-run property damage accident in the 500 block of Apollo Drive June 9. An investigation is being conducted to identify the driver of the vehicle, who left the scene.

• A community service officer (CSO) took an anonymous complaint of a violation of city animal ordinances in the 7600 block of Palomino Lane June 9. The animal owner was given two weeks to resolve the violation.

• A CSO responded to an animal complaint at a boat launch in the 7400 block of Main Street June 9. The CSO determined that a dog bite had occurred. Both parties involved were spoken to, and it was determined that the dog was vaccinated and no medical attention was wanted by the victim.

• An officer located a suspicious vehicle in a park in the 7400 block of Main Street June 9. The owner of the vehicle was located and cited for being in the park after hours and for fishing without a license.

• Officers responded to a business in the 700 block of Apollo Drive June 10 on a report of stolen construction equipment. The case is under investigation.

• An officer responded to a business in the 700 block of Apollo Drive for a delayed theft report June 10. The officer documented the incident and is investigating.

• Officers responded to a report of a vehicle fire in the 8100 block of I-35E June 11.

Officers located the vehicle and assisted the State Patrol and fire staff with traffic control and the vehicle fire.

• An officer stopped a vehicle 8 for an equipment violation in the 2200 block of Main Street June 11. The officer subsequently located marijuana in the vehicle, and the driver was issued a citation for the offense.

• Officers responded to delayed report of damage to property in the area of Lake Drive and I-35W June 11. The incident was documented and officers attempted to locate the juvenile suspect.

• Officers responded to a residence along with fire personnel on a report of a barn on fire in the 8100 block of 20th Avenue June 11. Officers found it was actually a machine that caught fire, and the fire had spread, but no structures were involved. The fire division assisted the owner in putting the fire out.

Landen Liu was holding fourth place, maybe third, as the runners made the turn and embarked on the straightaway in the state 200-meter dash finals Saturday.

The slim Centennial junior wasn’t worried about that.

“I think what sets me apart from other sprinters is that I have lots of endurance, because of my cross country background,” Liu explained.

“I can hold my top speed for longer.”

Sure enough, Liu picked off the runners in front of him and hit the tape first for the Class AA gold medal at St. Michael-Albertville. His time was 22.13 seconds, just .07 ahead of Sam Valor of Monticello, who won the other heat.

Liu’s success goes far beyond his cross country background. It was more than that, head coach Ryan Evans said.

“Landen is an absolute student of the sport,” Evans said. “He has spent the last 18 months studying starting block technique, running out of the

curve, running the straightway.

That kid could probably coach a high school track team now himself.”

One thing that did concern Liu was his back, which he strained during the 100-meter race in the morning. He wasn’t sure for a while if he’d be able to run the 200, but ultimately resolved to suck it up and give his best shot.

Fortunately the 200 went well, albeit slightly slower than his section time of 21.55.

He didn’t make finals in the 100.

“No, I’m way better in the 100 than the 200,” Liu said. He’s also way better in short races than in cross county, which he does mainly for the conditioning.

By the way, he’s not the same guy who rushed for 215 yards in the Cougar football team’s season-ending win at Stillwater.

“No, that’s my twin brother, Lance,” he grinned. “He’s in track, too, and he’d be right here with me but he’s injured this season.”

A third Cougar scoring at the state meet was sophomore Alyssa Draheim, who placed seventh in high jump, duplicating her 5-feet, 2-inch section effort.

Track-and-field has not been a successful sport at Centennial for

many years, but on Saturday three Cougars competed at state and all three got on the medal stand. Evans, first-year head coach, and former Cougar distance runner, praised firstyear sprint coach Ashlee Davis and longtime hurdles/jumps coach Nate Balzer for their hand in developing these athletes.
