An estimated 5,000 riders rode through town on Lake Avenue Saturday, June 22, to show support for men and women in the military and law enforcement. Circle Pines resident Jim Wychor and Blaine resident Dianna Beardsley were among them.

“The purpose of the Patriot Ride is to show support for our men and women of Minnesota's Military and Law Enforcement and their families. The debt owed to these defenders cannot be overstated nor ever repaid,” said Ride Captain Jim Woodruff. “It's also a way for the community to demonstrate their support of these people in a way that few get the chance to do. The magnificent residents of Anoka County line the route with their families with patriotic displays, flags, banners and photos of their family members that are serving or have served. It's really touching to see all the people that support this event along the route.”

Saturday's ride marked the 14th annual event.The fi rst ever Patriot Ride in 2006 was the brainchild of title sponsor Dennis Kirk in 2006 and had about 100 riders who raised $300. Around 4,500 riders participated in last year's event and raised over $200,000. To date, the Patriot Ride has raised over $2.5 million dollars for Minnesota military and law enforcement charities.

Midwest Best Water newest business to build in Centerville

CENTERVILLE — Now in its 33rd year of existence, Midwest Best Water (MBW) is in need of more space.

MBW signed a purchase agreement in March for the 2.3-acre city-owned parcel at 2061 Commerce Drive in the Clearwater Business Park. The $405,000 sale officially closed June 13.

To celebrate the deal, MBW held a groundbreaking ceremony Wednesday, June 19, and construction of its $2 million building was slated to begin June 24.

“Centerville is excited to have a great family business moving into our town,”

City Administrator Mark Statz said.

“Their new building will be a great addition to our business park and we are eager to welcome some smaller tenants to fi ll out their space as well. Our business community continues to grow as people realize what a great place Centerville is to do business.”

Mayor Jeff Paar added, “We are grateful to have another business in Centerville. We are super excited to get this spot sold and have something here. Hopefully this will bring out more businesses.”

ighty-four dogs from across Minnesota visited Lino Lakes June 16-18 to participate in the U.S. Police Canine Association (USPCA) Region 12 Patrol Dog 1 (PD1) Certification.

Although the PD1 certification serves as an annual certification for the K-9s, the handlers treat the event as a competition, trying to get near-perfect scores. Dogs were tested in agility, suspect search, article search, obedience and criminal apprehension.

I was kenneled with a few of them at the shelter and we all hung out and did great together. I can’t say I feel the same way about cats, though. Cars 101: Precision Tune Auto Care teaches teens the basics

Cars 101 will cover basics including: • How to check and add oil to the engine.

• How to check antifreeze/coolant levels and add if needed.

• How to check and add power steering fluid.

• How to install a spare tire.

• How to jump start a car correctly.

• What all the lights on the dash mean and what to do if they come on.

• What type of fuel to put in a car and why.

“I have always felt that a well-informed and educated

customer is a better customer. I am very big on preventative maintenance and being in touch with what your car is telling you,” Selbitschka said.

“There is so much wrong information out there. You can Google anything now, and the fi rst nine things you click on are probably incorrect. I'd rather get the correct information out to people.”

Although the course is great for teens, Selbitschka said it could also be helpful to single or divorced moms, a computer guru who has never opened the hood of a car or someone who was never taught the basics.

Selbitschka recalled one winter when a customer called from two miles down the road with a fl at tire. The customer contacted AAA but was told it would be a four and a half hour

wait in the middle of February when it was 20 below zero. “We ended up going down there to put a spare on and got the car up here,” he recalled.

The goal of the class, Selbitschka said is to keep motorists safe and educated. “I think a lot of the younger generation doesn't know what to do. Take away their internet access and they are kind of lost. If you take a road trip and you are somewhere where there isn't any internet and you get a fl at tire, what are you going to do?” He added, “My hope is they are going to be a little better educated and better able to handle an emergency situation if it arises while they are out there driving.”

McDonnell said her son is already signed up for the class. “I think it's a good idea, and I think it should be mandatory. The kids are out there driving and most don't know

LINO LAKES — Now that school is out and summer is here, more teens are on the road.

But do they know how to check and add oil to the engine, install a spare tire or what a light on their dash means?

Paul Selbitschka, owner of Paul's Precision Tune Auto Care in Lino Lakes, is hoping they will know how to do all that and more after attending Cars 101 at 11 a.m. or 1 p.m. Saturday, June 29.

While Lino Lakes resident Kelly Jo McDonnell was getting her car worked on, she told Selbitschka her 16-year-old son, Hayden Weiner, now has his driver's license.

Not long ago, Weiner asked his mother about what a light on his dash meant and they had to look it up in the owner's manual.

“It really dawned on me …. I don't know much about cars. I have talked to other moms (especially single moms) who said they don't know how change a tire,” McDonnell explained.

“I know for a fact none of Hayden's buddies know most of the Car 101 stuff. Why would they? Our generation is so used to being hands off and having folks do certain things.”

The thought of hosting a Car 101 class has crossed Selbitschka's mind before, but after a customer suggested it, he thought he better jump on it.

He also thought it would be a good thing to coincide with a customer appreciation event, celebrating the business' 15th anniversary.

Press building update

A

s many of you know, the snow storm in April 2018 caused the roof to collapse at the Press Publications building on Bloom Avenue. It has been a challenge for both the process of rebuilding, as well as the insurance claim. My last update was on Jan. 15, indicating that the steel bar joists were being installed and we hoped to be moved back in to the building by the time the grass was green. Well the grass has been green for a couple of months now and we are still navigating an intense and lengthy insurance claim that has held up construction.

We are so grateful to the neighboring church that has been renting us space, our contractor, Don Peltier and Pelco Construction, the city of White Bear Lake and countless local vendors who have helped us along. All the walls are sheet-rocked and painted, offices complete, floors finished and break room, kitchen and coffee pot is up and running. This insurance claim has been a huge learning curve for me. It might have been one of the most stressful things I’ve dealt with in my business career. With that being said, I recommend that everyone review your insurance policy. Know what you’re covered for, the limits in each area, and how your insurance company defines it.

Businesses should consider whether a policy covers loss of income and what it would take to prove it. Our claim is reaching a level I never expected or predicted. We had some emergency reserves but not enough, and had to take a short-term loan to cover the re-build until the insurance came through. Many thanks go out to our staff and accounting team who keep great records.

Hands-free law On April 12, our governor signed a bill for a Hands Free Law that will take effect Aug. 1. The new law will still allow people to make cell phone calls, use navigation apps, listen to music and text, but it needs to be hands free. This law seems to be a much needed addition to road safety.

According to the mn.gov website, a driver cannot hold the phone or use it for video calling, live streaming, Snapchat, gaming, looking at videos, photos, or non-navigation apps, reading texts, scrolling or typing. You can only hold your phone for emergency assistance when there is an immediate threat to life and safety or when in an authorized emergency vehicle while performing official duty.

Distracted driving has been around long before cell phones — fiddling with the first car radios and 8-track tapes, lighting cigarettes, putting on makeup, eating, and drowsy driving, to name a few. In many ways this law is long overdue, but with all new technologies the new laws take time to write, vet and implement. We all know the challenges with the accuracy of voice commands. I have been using voice recognition software for years and have learned, the hard way at times, it’s best to always proof your work. Get to know Siri, Alexa, or “whomever” will be helping you with voice commands on your cell phone. Start practicing using your hands free software, and not while you’re behind the wheel. Begin with simple commands and work your way up to a call behind the wheel. In time you will learn to love the hands-free options to make a call or send a message. Next they might want to consider applying this law to pedestrians, bikers, runners and others forms of non-motorized transportation.

Now if we could all just learn how to zipper merge, smile and be kind behind the wheel, driving on Minnesota roads would be better and safer for everyone.

Stepping up to create a clean energy future

T

he science is clear: carbon emissions sent into the atmosphere from a variety of human sources threaten to upend our economy, our health, our national security and our very way of life.

At a recent conference at the University of Minnesota’s Institute on the Environment, I joined local and state leaders, as well as energy and environmental experts from Minnesota and around the world as we shared our ideas for addressing climate change, which I consider Legislator the most urgent and existential Lingo challenge of our time.

We’ve already seen the impact of warming temperatures, rising sea levels and extreme weather.

The growing prevalence of hurricanes, wildfires, flooding and tornadoes has already cost this country billions of dollars as communities are devastated, families are uprooted and farmers are prevented from even getting into their fields.

The science tells us the clock is ticking and that these worsening extremes will become the new normal unless we get to net-zero carbon emissions by midcentury.

Younger generations get it. In a recent poll, half of Americans age 18 to 29 describe climate change as a “crisis that demands urgent action.” The good news is that they’re already leading on this issue because they understand that they’ll have to live with climate change’s disastrous consequences. We need to listen.

U.S. ceding leadership on climate change Unfortunately, at the national

level, the United States has ceded leadership at the very time it’s needed most. As a member of a Special Senate Committee on the Climate Crisis, I’m frustrated that the Trump Administration has taken a deliberate head-in-the-sand approach to this urgent problem.

And, I’ve seen how addressing climate change has become more difficult since President Trump pulled our country out of the international Paris Climate Agreement and later reversed policies that reduced carbon emissions from cars and our electric grid.

His actions will also have environmental and economic consequences into the future. As U.S. leadership wavers, China and other competitors have seized the opportunity to surpass the United States in creating new wind and solar energy projects. As a result, clean energy jobs that could be created here, are now are being created elsewhere.

Fortunately, there is a groundswell of support for clean energy at the local level. In response to President Trump’s move against the Paris Agreement, churches, tribes, local officials and campus leaders have all responded with the “We are still in” campaign.

In Minnesota, Gov. Tim Walz has a plan for 100% carbon free electricity by 2050. It even passed the House during the recentlycompleted legislative session, only to be blocked by the State Senate. St. Paul, Minneapolis, Rochester and Duluth, along with smaller Minnesota cities have made similar commitments to cut carbon emissions.

Around the country, more than 100 cities have committed to completely clean or renewable energy. Four states and the District of Columbia have policies to eliminate emissions by midcentury, and others are moving in that direction.

These actions on the local and state levels have put momentum behind my push for much-needed national policies to cut and eliminate carbon emissions.

One of the largest emitters of greenhouse gas is our electricity grid. In May, I introduced legislation that puts the U.S. on a path to achieve net-zero electricity emissions by midcentury, and by 2035 it would cut emissions by nearly 80% compared to 2005 levels.

Under my plan, every company selling retail electricity would be asked to increase the amount of clean energy provided to its customers, with the recognition that utilities in different regions of the country will start from different places as they make the clean energy transition.

My bill also encourages companies to bring cost-effective, emission-free technologies to market by incentivizing the development and deployment of those technologies. This includes long-term electricity storage, that can be turned on or off at any time to balance our electric grid.

In 2019, none of us knows what a reliable, affordable, net-zero emissions electricity system will look like in 2050. What we do know is that we need to create clear clean-energy incentives and then let all technologies compete in the marketplace. This means a resilient, reliable electric grid will be built on a combination of not only renewables like wind and solar, but also hydropower, nuclear power, long-term energy storage and even fossil fuels that use carbon capture technologies. My bill allows for that.

Addressing climate change isn’t easy, and there is no one solution.

We need to be open to all ideas, and all approaches that cut carbon emissions. Putting those ideas into action is what my legislation is about, and it’s what I’ll continue to push into the future.

Sensory friendly I just wanted to commend Children's Performing Arts (CPA) at Hanifil Theatre in White Bear Lake for giving my entire family the opportunity to see our daughter and our kids' sister perform in "The Music Man, Jr." If you haven't seen these kids perform, you are totally missing out as they are top notch performers, and it is unlike anything you have ever seen put on by all kids.

You see, we have a child with Down syndrome and autism, so he is not wired to sit quietly and watch like other typical kids.

Generally speaking, he is prone to outbursts that make it nearly impossible to take him anywhere without interrupting others' quiet enjoyment of what they are seeing, including our local church.

family without worrying about who he may be disturbing or upsetting or getting looks from others around us. Instead, he too gets to enjoy the spectacle of musical theater and engage with it if he so chooses.

During the performance we saw behaviors in response to what he was seeing that we have never seen before in his 17 years.

You could tell he totally enjoyed watching the actors perform and others in the audience enjoyed watching him enjoy it.

I am so proud of CPA and Hanfil Theatre for being inclusive to those that are typically excluded like Bailey. Thank you for your sensory friendly performances and allowing us to come out as an entire family unit. We should all be proud to have Children's Performing Arts and Hanifl Theatre as part of our community.

Prevent Blindness educates public on dangers of consumer fireworks The Fourth of July is quickly approaching and with that comes an increase in injuries related to fireworks. According to the latest report from the

U.S. Consumer Products Safety Commission (CPSC), an estimated 8,700 fireworksrelated injuries (or 67% of the total estimated fireworksrelated injuries in 2017), were treated in U.S. hospital emergency rooms around the Independence Day period.

In addition, there were eight reports of non-occupational fireworks-related deaths during 2017. Seven victims died from direct impacts of fireworks, and one victim died in a house fire caused by misusing a firecracker.

Prevent Blindness urges all consumers to celebrate the holiday safely without using fireworks, especially children.

In fact, the CPSC states that children 10 to 14 years of age accounted for the highest rate of ER-treated fireworks

injuries in 2017. Prevent Blindness also warns that those who attend professional displays must still be cautious, as accidents and injuries may also occur due to the erratic or unpredictable nature of fireworks.

The American Academy of Ophthalmology recommends those who are attending or live near a professional fireworks show: Respect safety barriers, follow all safety instructions and view fireworks from at least 500 feet away.

Do not touch unexploded fireworks; instead, immediately contact local fire or police departments to help.

“I’m kind of looking forward to that first August since kindergarten to roll around, without going back to school,” said Hegseth, 64, who's ending a 42-year education career.

But it’s been a great ride for the former basketball coach who arrived in 1991 to become the first fulltime A.D. at Centennial, which had just gotten big enough to need one. He's held the post for 27 years.

Asked what he enjoyed most about the job, Hegseth said it was watching the school steadily grow — and handling all that growth entailed. “We needed to learn to compete at the large school level, and we have done so,” he said.

Also: “Helping determine the culture of our athletic teams as we share common values as a coaching and leadership staff. Seeing young people grow, learn and compete. Working daily with wonderful people, dedicated professionals.”

A singular defining moment was the Cougar boys hockey team, under coach Erik Aus, breaking through in 2004 to capture the school’s first state championship in any sport.

“That kind of proved we could do it, and we have been very strong in numerous programs since then. We have a number of programs that are section title threats year in and year out. And our music programs are second to none.”

Hegseth, whose official final day is June 30, hired all the current coaches, except Neil Kruse in cross country and Mark Quinlan in speech/drama, who had been there longer than him. Overseeing the staffs starting July 1 will be his successor, Brian Jamros, who’s been A.D. at two small Lutheran colleges.

Growing up on a farm, Hegseth enjoyed just about everything a high school has to offer as a student at tiny Wanamingo High School. He was in football, basketball, baseball, track, class plays and played trombone in the band.

Hegseth planned to play football at Hamline, but suffered a back injury that ended his playing career. However, he ended up with an exciting role in the basketball program as a student coach, heading the JV team his last two years and assisting on the Pipers varsity, which reached the NCAA Division III Final Four.

“That was a great experience that prepared me for head coaching when I graduated,” said Hegseth, who later earned a masters in athletic administration from St. Thomas.

He was boys basketball coach at St. Paul Academy for six years and at Forest Lake for nine years, while teaching physical education — and tasted some coaching success.

“At SPA, we won the school’s first

basketball conference championship. At Forest Lake, we had the good fortune to win the section championship and go to state (1988) for the first time in school history.

Brian and Penny’s three sons were basketball players at Forest Lake and went on to interesting careers — Pete, 38, with Fox News in New York’; Nate, 36, with the U.S. Embassy in Chile; and Phil, 26, with Hudson Institute, a policy think tank, in Washington.

There’s also four grandchildren and another on the way.

Hegseth said has no concrete post-retirement plans yet, except: “My three sons all live a ways away, so we will do more visits with them and be involved with our grandkids.”

and now resides in North Oaks.

“Bulk water through vending was a big deal out on the west coast. At the time, I was with Marigold Foods Kemps Ice Cream, but I had always wanted to be in my own business,” McKasy explained. “I thought it would be a good opportunity to introduce it to the grocery stores I knew.”

In the early days of the business, MBW's main focus was super markets in St. Paul and Minneapolis, but McKasy quickly realized the company needed to be much bigger than that.

The company has now installed water machines in 2,200 super markets in 14 states from which consumers can fi ll their own containers. The

business, which ran out of space in its former Lino Lakes headquarters located off of I-35W and Apollo Drive, sought to own its own facility for assembly and interior storage of its products for wholesale distribution.

McKasy said they were originally looking for an existing building, but quickly realized building would be the best option. “We couldn't really find anything that fit us,” he said.

In terms of fit, Paar said the company fits in with what is already in the Clearwater Business Park.

“They have been in business a long time and they wanted a place with good exposure to the freeway,” he said.

Paar added the whole process of working with MBW for the past year or so has gone smoothly and

credited city staff including Statz, City Attorney Kurt Glaser, Realtor Mike Brass and other city staff, as well as the City Council. “I think we are pretty easy to work with. We want things done right, but we are flexible to try to accommodate schedules .... The council always has something to do with stuff like this, but really the hard lifting falls on city staff.”

Crawford Merz President Todd Hayes confirmed the new 25,000 square-foot building will be ready for occupancy by Oct. 31.

PATRIOT RIDE: Area riders join thousands of bikers to support 5 causes FROM PAGE 1

This was Wychor's ninth year participating in the ride. He rode his 2017 Indian Roadmaster and escorted an End of Watch widow, or the widow of a fallen police officer. Supporting law enforcement is a cause that is close to Wychor's heart, as he is a retired police officer of 29 years. He retired from the St. Anthony Police Department in 2011.

Supporting the military is also a cause that is close to his heart.

“The first year I rode, my son was active duty in the Army and had just got back from a 15-month deployment in Iraq,” Wychor explained.

“The Patriot Ride is important because it lets people know they are not forgotten. It is a great way for us to show our honor, dignity and respect.”

Gold Star Mother Dianna started participating in the event in 2007 with her husband Jim, after their son was killed in action in Diwaniyhah, Iraq.

Sgt. William Beardsley, of Coon Rapids, died at the age of 25 when an explosive device detonated near his vehicle. Beardsley was assigned to the 260th Quartermaster Battalion, 3rd Sustainment Troop Brigade, 3rd Infantry Division, Fort Stewart, Georgia. He left behind a wife and two young children. He was buried on his 26th birthday.

“For us (Gold Star Mothers), we just don't want people to forget.

We want them to realize that these young men and women voluntarily sign up knowing that they could possibly give their life, whether it is in our community as a police officer or in a

foreign land where they are deployed to” she said.

“They sign that dotted line saying if push came to shove, I would give my life. These are brave men and women that are really heroes.”

Dianna rode her 2003 Heritage Softtail and Jim rode his 2017 Street Glide.

As for Sgt. Beardsley's family, his wife Stacy and children relocated back to her hometown in Indiana. His son, Chance, is now 17 and just enlisted in the Marines, and his daughter Alexis, 15, just got her driver's permit.

“This gives us another chance to talk about our son,” Dianna said. “We get to see and be around other families who have gone through what we have gone through. They can relate and it is nice being around likeminded people that have the same gratefulness that we do for the great country we live in.”

One memory that has stuck with both Wychor and Beardsley was at last year's ride when they were driving through town and saw a mother with a baby holding up a sign that read, “My daddy is deployed to Afghanistan.”

Proceeds from this year's Patriot Ride will support five causes including: The Minnesota Patriot Guard, Minnesotans' Military Appreciation Fund, Tribute to the TroopsMinnesota Chapter, Backing the Blue Line and Pain Free Patriots.

DNR asks motorists to â&#x20AC;&#x2DC;give turtles a brakeâ&#x20AC;&#x2122; The Minnesota Department of Natural Resources is reminding motorists that turtles are crossing roads to nest this time of year.

Motorists are asked to watch for them and, whenever possible, allow them to cross the road safely.

Each year at this time, many female turtles move from lakes, ponds, wetlands, rivers and streams to nesting areas. They are looking for suitable locations to deposit their eggs.

Many nesting areas are a significant distance from turtlesâ&#x20AC;&#x2122; wintering areas. As they attempt to cross roads, moving at a turtleâ&#x20AC;&#x2122;s pace, many are hit and killed by cars. Roadway mortality is believed to be a major factor in turtle population declines throughout the United States. â&#x20AC;&#x153;Wildlife rehabilitators have noticed an increase this year in turtles brought in with cracked shells after being struck by cars,â&#x20AC;? said DNR herpetologist Carol Hall. â&#x20AC;&#x153;Turtles pre-date dinosaurs by millions of years, and theyâ&#x20AC;&#x2122;ve outlasted them. But,

if we want them to be around into the future, we should lend a hand.â&#x20AC;?

Helping turtles safely cross roads can help preserve Minnesotaâ&#x20AC;&#x2122;s turtles, Hall said. He provided a few pointers: â&#x20AC;˘ Mostly importantly, don't put yourself or others in danger.

Simply pulling off the road and turning on hazard lights may alert other drivers to slow down. Be aware of surroundings and traffic. â&#x20AC;˘ Allow unassisted road crossings. When turtles can safely cross roads unaided due to a lack of oncoming traffic, allow them to do so. Observe from a distance and avoid rapid movements, as doing otherwise will often cause turtles to change direction, stop, or seek shelter within their shells. â&#x20AC;˘ If necessary to pick them up, all turtles except snappers and softshells (also known as leatherbacks) should be grasped gently along the shell edge near the mid-point of the body. If it is a snapping turtle or softshell turtle, try to use a car mat and pull it across

Lino Lakes man charged for killing swans Conner B. Walsh, 25, of Lino Lakes, was recently charged in District Court for numerous misdemeanors for killing two federally protected trumpeter swans on Rice Lake last fall. The charges include hunting protected birds, hunting small game without a license, no migratory waterfowl stamp validation, taking waterfowl/coots/ rails in open water, no game license to possess protected wild animals and not having a personal floatation or life saving device on a watercraft.

According to the criminal complaint, the Minnesota Department of Natural Resources (DNR) received a report of an individual hunting on open water on Rice Lake around 9:26 a.m.

Sept. 28, 2018. Around 11 a.m., three conservation officers from the DNR observed Walsh (in a kayak) kill a trumpeter swan, grab the swan and drag it along the kayak. Trumpeter swans are federally protected birds and cannot be taken without authorization under the state's game and fish laws.

When the conservation officers approached Walsh while he was paddling toward the south end of the lake, they observed two trumpeter swans draped across the front bow of his kayak. The officers subsequently removed a Winchester Model 1200 12-gauge shotgun from the kayak.

When asked for his hunting license, Walsh stated he left it behind in his car.

After meeting up with Walsh after he exited the lake, the defendant produced a hunting license for 2016 and explained

that he had purchased a current hunting license a couple days prior. A search of the DNR electronic licensing system failed to find a small game license issued for 2017 or 2018. The search also determined that Walsh had not purchased the required waterfowl stamps to hunter waterfowl for 2017 or 2018.

Walsh's arraignment is scheduled for 1 p.m. July 17. The maximum penalty for each count is 0-90 days in jail and or fine of $300-$1,000.

POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • Officers responded to a property damage crash in the area of Ware Road and Birch Street June 11. Officers located and arrested the driver who fled the scene on foot. The male was booked into the Anoka County Jail.

• An officer responded to a complaint of a coyote near a residence in the 7000 block of Snow Owl Circle June 11.

The caller was referred to the Minnesota DNR. • An officer responded to a report of a child crawling outside a window in the 700 block of Town Center Parkway June 11. Nothing dangerous was located by the officer and the resident was made aware of the complaint.

• Officers responded to a report of a group of people fighting in the 200 block of Baldwin Circle June 12.

Officers learned an assault had occurred and the investigation is ongoing.

• A person attempted to rent a property in the 1000 block of Birch Street they had found on Craigslist June 12. They claimed they were scammed out of money that was requested in order for them

to rent the property. The case is under investigation.

• Officers received a report of an illegal hunting blind in the 300 block of I-35W June 13. Officers later located an abandoned motorcycle covered by a hunting blind.

• An officer received a call of a damage to property report in the 700 block of Main Street June 13. The officer learned an unknown person(s) sprayed graffiti on a local school and broke a rain sensor. The investigation is ongoing.

• Lino Lakes Public Safety investigated a report of a company soliciting door-todoor in the 7900 block of 4th Avenue without a permit from the city June 13. After subsequent investigation, a 22-year-old male was issued a citation for soliciting without a city permit.

• An officer was requested to check the welfare of a possibly impaired driver in the 8000 block of Danube Street June 13. An adult female was arrested for DWI and obstructing the legal process with force. She was booked into the Anoka County Jail.

• An officer observed a vehicle driving on a walking path

in the 6900 block of Black Duck Drive June 13. The vehicle was stopped and the driver cited for the violation and possession of drug paraphernalia.

• An officer stopped a vehicle for speeding in the 300 block of Main Street June 15.

The passenger was issued a citation for underage consumption and possession of alcohol.

• Officers responded to a report of a port-a-potty tipped over at Sunrise Park June 16.

Officers located the juveniles who were involved and spoke with their parents.

• An officer responded to a property damage accident report in the area of Otter Lake Road and Main Street June 17. There was minor damage to one of the vehicles, and one of the drivers was mailed a citation for inattentive driving.

The Centennial Lakes Police Department reported the following incidents: • An officer verbally warned a resident about their dog being off leash in the 3900 block of Restwood Road in Lexington June 12.

• Police conducted a traffic stop for an equipment

violation in the area of Lake Drive and Fire Barn Road in Circle Pines June 14. A passenger was subsequently arrested for outstanding warrants.

• Officers were dispatched to the 200 block of Stardust Boulevard in Circle Pines June 15 on report of underage drinking. Upon arrival, officers learned that there was a graduation part involving underage drinking. Police ensured that anyone who was underage had sober transportation and the party was dispersed.

• An officer stopped a vehicle in the 15 block of Circle Drive in Circle Pines June 15. The driver was subsequently charged for not having a valid driver's license as well as numerous drug charges.

• Officers observed suspicious activity in the 1600 block of Widegeon Circle in Centerville June 16. Upon investigation, officers determined unauthorized excavation and grading was occurring in the city rightof-way. City officials were contacted and charges are pending.

• Police were dispatched to the 7000 block of Centerville Road in Centerville June

16 for a report of a drunk driver. Officers located the driver, who was subsequently arrested for multiple charges including first-degree DWI. • Officers received a phone call of a dog bite report from the 1900 block of Robin Lane in Centerville June 17. The dog was placed on a 10-day quarantine.

• An adult male was arrested for third-degree DWI after failing to yield the right of way to another vehicle in the area of Lexington Avenue and Lake Drive in Lexington June 17.

• While investigating suspicious activity in Golden Lake Park in Circle Pines June 18, officers were advised that a group of juveniles had attempted to gain access to the concession stand. Police did not observe any damage and the building was secure.

• Officers responded to a damage to property report in the 200 block of North Star Lane in Circle Pines June 18. The caller reported an unknown suspect damaged her vehicle with spray paint.

There are no suspects at this time and the damage is estimated to be $300.

To help put the brakes on speed-related deaths, officers, deputies and troopers will work overtime shifts June 18 through July 21. More than 300 agencies will participate in the speed campaign coordinated by the Minnesota Department of Public Safety Office of Traffic Safety (DPS-OTS).

“The sunny skies and dry roads are a welcome sight after months of dreary weather in Minnesota.

But there’s no summer vacation when it comes to safe driving behaviors behind the wheel,” said Mike Hanson, OTS director. “Going the speed limit

and slowing down in construction zones are critical to us all coming home to our loved ones at the end of the day.”

• During the 100 deadliest days (Memorial Day to Labor Day) in 2018, preliminary numbers show speed played a role in 30 fatalities.

• During the 100 deadliest days in the past five years (2014-2018), preliminary numbers show that 117 people lost their lives in speed-related crashes.

• In 2018, speed was a contributing factor in 23 percent of single-vehicle crashes.

• Cost of a speeding violation will vary by county, but it will typically cost a driver more than $110 with court fees for traveling 10 mph over the limit. Fines double for those traveling 20 mph over the limit and you can lose your license for six months for going 100 mph or more.

Wage theft made a crime Minnesota will have a new law regarding wage theft beginning July 1. The omnibus jobs and economic development finance law will give Minnesota what has been characterized as the toughest wage theft law in the country, along with a range of other finance and policy provisions in the areas of employment, commerce and energy. Rep. Tim Mahoney (DFLSt. Paul) and Sen. Eric Pratt (R-Prior Lake) are the sponsors.

The law appropriates almost $2.05 million during the 2020-21 biennium to the Department of Labor and Industry for a Wage Theft Prevention Initiative, makes wage theft a felony and punishes employers who retaliate against employees reporting such theft to the department. Penalties could include up to five years in prison and a $10,000 fine.

Wage theft is defined as, among other things, when an employer “fails to pay an employee all wages, salary, gratuities, earnings, or commissions at the employee's rate or rates of pay or at the rate or rates required by law.”

The new law will also provide funding for vocational services through grant funding and direct

appropriations to support people who may struggle to find or maintain employment, including those with severe disabilities or mental illnesses and senior citizens who are becoming blind.

Funding for more prison officers Additional dollars for the judiciary, public defenders, corrections officers and the Department of Human Rights are included in the omnibus public safety law that details how the state will fund those state functions and others for the 2020-21 biennium.

Sponsored by Rep. Carlos Mariani (DFL-St. Paul) and Sen. Warren Limmer (R-Maple Grove), the law calls for $2.48 billion in spending, a $123.6 million increase over base.

Among the spending increases are: $11.93 million for the Public Defense Board primarily to raise salaries of the approximately 580 public defenders across the state along with other staff, and $6 million to hire new attorneys and support staff $7.6 million to hire an additional 78 prison correctional officers $5.34 million to maintain full funding of the offender health care contract Almost $2.68 million for prison staffing recruitment and retention $1.48 million for cybersecurity enhancements $1.31 million to re-establish a prison ombudsman office that was eliminated in 2003 $366,000 in the fi rst year of the biennium for critical technology needs associated with prison security $150,000 for a Task Force on Missing and Murdered Indigenous Women.

A 2.5 percent annual salary increase for judges and staff of the Supreme Court, appellate and district courts.
