This year’s Fete des Lacs “Festival of Lakes” marks the 30th annual celebration in Centerville.

While many popular attractions remain this year, some new events have also been added to

the docket. The festival is scheduled from July 13-18.

The celebration is sure to offer something for everybody with traditions such as Music in the Park, a medallion hunt, Bald Eagle Water Ski Show, kickball and softball tournaments, fireworks, Run des Lacs 5K/8K/Kids Run, Paddle

des Lacs, KidsFest and the annual parade.

Living Waters connects with more than human church members When Pastor Ivy Huston was called as the new pastor at Living Waters Lutheran Church in Lino Lakes in the summer of 2020, she faced a huge hurdle in getting to know the congregation. A global pandemic was hindering the normal ways of building relationships, but creative thinking led to a more holistic opportunity to learn who resided in each household connected to the church, including those with four paws and fur.

“During the height of the pandemic, when it wasn’t safe for us to gather in person inside the church, we invited people to curbside communion, where they could receive the sacrament and prayers from the safety of their cars,” Huston said.

Huston and staff of the church quickly realized they were connecting with more than the human members of the church. Many brought their four-legged friends along for the ride.

“We were joking in the office one day that the dogs needed a treat for coming to church,” said Katie Weber, church director of ministry. “It just sort of evolved from there.”

Weber reached out to the owner of Christa’s Paw Spa in Centerville, Christa Weber, who eagerly donated treats to the cause. (The womens husbands are brothers.”)

It wasn’t long before the dogs had their humans trained.

Congregants would pull up in their car and a basket would be used to distribute the communion elements through the car window. If there was a dog along for the ride, the pup would get a treat—or two—depending on their size. Some Sundays during the heart of the lockdown, there would be dogs in more than half of the vehicles that came for curbside communion. The church even started to keep track of the dog visits.

available for all,” Huston said.

As things started dialing forward again in the spring, the pet visits to church became more sporadic. “We are really missing seeing the dogs every week. Yet, whenever they do come to the office, the dogs know to go straight to the reception desk where the treats are stored,” Weber said.

Huston added, “We recognized quickly how essential our pets are to our well-being, specifically during the pandemic, and that by offering an opportunity to bless these pets within worship, it deepens our understanding of being connected to all of creation.”

These experiences sparked the desire to host a worship service where the community would give thanks for these

he has taken a position as superintendent of another district that allows him to be closer to family. Brian will be missed.”

Circle Pines Mayor Dave Bartholomay said, “Brian Dietz has done a great job as the superintendent for Centennial Schools. I am so grateful for his leadership and wish him and his family the very best. Brian was a wonderful partner to work with, and his personality demonstrates the importance of a strong school-community connection.”

Emmer announces Congressional App Challenge District 6 Congressman Tom Emmer announced today that he will participate in the 2021 Congressional App Challenge.

“In an increasingly digital world, science, technology, engineering and math (STEM) skills are important now more than ever,” said Emmer. “Taking this time to learn a new skill like app development can only help expand students’ skill sets and prepare them for careers of the future. I am looking forward to seeing what the students of Minnesota’s Sixth Congressional District come up with.”

The Congressional App Challenge is an initiative of the U.S. House of Representatives.

Superintendent Brian Dietz is leaving the district after eight years with Centennial Schools.

Although the district hadn’t shared any official communication about Dietz departure, the Walker-Hackensack-Akeley School District’s (ISD 113) website confirmed that the school board selected Dietz as its new superintendent and has entered into contract negotiations.

Prior to his position as superintendent of Centennial Schools, Dietz served as the superintendent of Waseca

furry relationships and create space for pets of all kinds to be blessed by God’s love. At 10 a.m. Sunday, July 18, Living Waters Lutheran will host an outdoor worship service, which will include a time of thanksgiving and blessing of the congregation’s pet companions.

Living Waters is partnering with Northwoods Humane Society for the July 18 service by collecting donations of soft dog and cat treats, and puppy or kitten soft (wet) food as a way to care for animals waiting for their forever homes. Donations can be dropped off at Living Waters, 865 Birch Street, Lino Lakes, between 9 a.m. and 3 p.m.

Monday through Friday, and between 10 and 11 a.m. on Sundays. Donations will be accepted now through the Pet Blessing July 18.

“As people of faith, we are called to share God’s love with the world, and in Genesis 1:28, God calls us to care for every living thing,” Huston said. “We care for the environment, for those in need, and we care for the animals.

These are the first responsibilities God has given to all of humanity and when we share from our hearts, we are richly blessed.”

Making 5-pound bass club

F

ishing is very competitive in my family for those of us who love to fish. It’s a friendly competition; but a competition, none the less.

We spend a lot of our time fishing at our family cabin in Wisconsin. It’s a place I’ve gone to my entire life to swim, water ski and most of all fish.

Ever since I can remember, I’ve loved to fish. My dad took me, my two sisters, Holly and Stephanie and brother Matt out fishing as soon as we could walk.

Holly, Matt and I caught the fishing bug while Stephanie found it rather boring (unless she was catching fish).

We’ve caught many fish throughout the years and always Noelle’s tally the numbers on how many fish Notes each of us caught and who caught the biggest. My dad even has a fishing Noelle Olson log dating back thirty years or so.

Fishing has taught me many valuable lessons throughout my life with the most important one learning the art of patience.

One summer a few years ago, the largemouth bass fishing was on fire. All of the bass we’ve caught and released throughout the years finally had gotten nice and big.

My son Lukas, my nephew Logan and Holly all caught their first 5-pound bass that summer. My dad had already caught at least 10 and even a few six pounders. I started to feel the pressure! It got me thinking about maybe getting a plaque for the cabin and have it read, “The Big Wood Lake 5-Pound Bass Club.” When I mentioned it, everyone thought it was a great idea.

As usual, I raced up to the cabin one Friday night anticipating a great night of fishing. It was my sister Holly’s birthday and she had driven the long drive from Balaton to spend time at the cabin. There’s only room for three people in our fishing boat, so Holly, my dad and I went out to fish for the evening after dinner. We were all using 7-inch sinking pumpkin seed Gulps for bait (very stinky).

My dad has named all of the fishing spots on Big Wood Lake, and we headed to a few of them that August night, but none of us even had a nibble. We are all getting frustrated. The sun was starting to set so we decided to go to the south of the isle bar which is a long bar connected with a double island, and try the spot before we headed back to the cabin.

I told Holly and my dad that even though I hadn’t caught a five-pound bass, I was still going to buy a plaque for the cabin with the names of everyone in the family who had caught the big one.

As soon as I said that, I cast my line out and ... boom!

A hit! I set the hook and I could tell it was a big one.

I was really hoping it wasn’t a catfish or a northern because I really don’t like taking those fish off the hook. Suddenly the bass jumped out of the water and I was excited! I let my drag out, and told my dad to get the net. There was no way I was going to lose this one.

I reeled the bass in and my dad said, “it looks like you made the club” with a cigarette in his mouth.

I looked at Holly and said “happy birthday” with a smile on my face. She was laughing so hard and I asked her what was so funny and she said “do you realize that you caught this bass right after you said you were going to buy that plaque for the cabin? It’s divine intervention.”

I thought I had my largemouth bass to mount and put on the wall at the cabin. However, my dad weighed the bass and it was nearly six pounds. I questioned his rusty weight scale from the 1960’s and he said I should put it back in the lake and wait until I catch one that is at least six- pounds.

So after Holly took a picture of me with my bass, I said a bittersweet goodbye and put it back in the lake.

Another fishing story for the books. I did get the plaque with the names of the five-pound bass club members of Big Wood Lake. They are: my uncle Del, my dad Jerry Logan, Lukas, Logan, Holly and me. But there is still room for more.

Japanese Beetles: Small pest, big threat

I

t’s the time of the year when peonies are blooming, rose bushes are leafing out, and Japanese beetles start visiting our gardens, eating their way through our prize flowers and foliage.

Japanese beetles can be identified by their metallic blue-green heads and thoraxes, their tan wings, and the small white halfinch hairs that line each side of their abdomen. They are considered an invasive species and are monitored by the Minnesota Department of Agriculture.

They are a twopronged threat because they are pests in both adult and grub Gardener’s form.

The adult Grapevine stage of a Japanese beetle is Nanette only around 40 days, but their Morgan damage can be devastating to the home garden. They appreciate a good buffet and especially like roses, hollyhocks, Virginia creeper, grapes, raspberries, beans, apples and fruit trees.

However, as most Anoka County gardeners know, they will eat almost anything and will travel to do so. The females eat and lay eggs constantly between July and August, and the eggs hatch into grubs after only two weeks.

The Japanese beetle spends about 10 months of its life as a grub, where it feasts on the roots of lawn grasses for the energy to pupate into an adult beetle.

Grubs can cause problems in turf that isn’t irrigated regularly, resulting in brown patches of grass that pull up easily, like carpet fibers. As summer turns to fall and the soil temperature falls below 50 degrees, the grubs tunnel deep in the soil to overwinter, and the cycle will start over again next spring.

It’s important to note that adult beetles inflict mostly cosmetic damage to mature, healthy plants and shrubs. However, a severe infestation can damage or kill young or diseased plants.

You can minimize damage to food crops by harvesting continuously during July and August.

Here are some other ways to control them: • Choose less preferred plants or trees. Boxwood, clematis, chrysanthemums, daylilies, geraniums, lilacs and conifers apparently don’t taste as good as tea roses.

• Pick beetles off your plants in the early morning or evening when they are sluggish, and dispose of them in a bucket of soapy water.

• Use row covers, although this will interfere with pollination.

• Neem oil is a deterrent, but it needs to be reapplied every few weeks.

• Bacillus thuringiensis galleriae (BT) is moderately effective and lower risk to bees; however, it is toxic to Monarch caterpillars.

• Products containing pyrethrins can be effective when sprayed directly on the beetles, but it will also harm beneficial bugs.

What you should not do is purchase Japanese beetle traps.

A study by the University of Kentucky found that the traps attracted more beetles than they caught. It’s also important to confirm that the Japanese beetle is the source of the damage before using any chemicals.

While Japanese beetles can be frustrating, take heart in knowing that their numbers will vary from year-to-year, and that you can minimize damage by understanding their life cycle and being vigilant in your home garden.

We’ve remained in our echo chambers of opinion and allowed our diatribes to dictate and protect our households and wishes, without reflecting on how they impact the whole of our communities and our country. We ask God’s blessing over our servicemen and women but turn a blind eye to their needs outside of uniform.

As Americans, we are blessed well beyond what we deserve and because of these gifts, we are called to be a beckon of hope and light within the world. As Christian Americans, we must remember where our loyalty begins and ends- in Jesus. And through Jesus’ life and death, we are forever set free from all that separates us from God’s love and grace. When we live in the freedom offered through the cross, our eyes and

hearts are open to and made more aware of the needs of those around us- needs that can and should be taken care of by our hands, and work and our very lives.

God created us for community. For unity and liberty and justice for all. It is at the core of what makes America unique and respected and it is something that we all can strive to live into. So sisters and brothers in Christ, as we celebrate our nation independence, may we use our lives to bring unity and hope and peace to the world.

WEEKLY WAG Meet 4 1/2-year-old Sydnee. She’s a bit of a princess and likes to confidently declare her place on the couch next to her people. But there is no need to give her a crown; she simply requires scratches, warm snuggles and love.

Sydnee is a 55-pound pit bull terrier mix who loves her people. She’s the kind of companion who enjoys an adventurous, vigorous walk but also likes her peace and quiet time.

While she prefers to receive all the attention, she would do well with a stepbrother or stepsister to play with, after a get-to-know-you period — so long as that step-sibling is not a cat! Sydnee has a playful spirit and loves her squeaky toys. She’s intelligent, obedient, even-tempered and eager to please. However, she may not be comfortable in a home with young children. Common sense I’ve been reading the letters to the editor with growing alarm these past weeks. I am a retired teacher and have always promoted Centennial Schools. I hesitated to do so after reading about the “mob rule” at the school board meeting when a graduate tried to speak about critical race theory on May 10.

A friend said her neighbor had children who went to the meeting actually call home to ask to be picked up because they were so fearful! At a school board meeting? Incidentally, the state Department of Education sets the standards, not school boards. I don’t understand why this concept that has been around for over 40 years has suddenly become “indoctrination” and the words equality and social justice are now regarded as negatives.

I’d hoped some common-sense letters would counter some of the hyperbole of the others written to oppose something they didn't really seem to understand. Have they talked with any parents from many of our surrounding school districts that are devoting energy and resources and money toward improving the quality and equality of their schools? An equity audit didn’t cause the racial incident at White Bear Lake, according to the people directly involved. But it did shine a spotlight on the need for it. I think the results of the survey taken

by Centennial students from grades 9-12 (voluntarily) will be an eyeopener.

I was heartened last week to read a few letters that dealt with facts rather than others who take their cues from some groups touring the U.S. whose goal is to undermine social studies content and incite parents with inflammatory statements. One such is the “Raise our Standards Tour.” Check out who is paying the group to address school districts across the country, causing more divisiveness. Their goal is to advance a political agenda.

There are over 165 of these groups, many funded by the Center of the American Experiment and other political groups. I have no children in the schools, so didn’t join in the letter writing until this week when Linda Runbeck crossed a line in telling us to wake up to the “fact” that critical race theory will reintroduce racial discrimination in our schools. How? Then she cites letters from two of her former constituents and twists what they said in such a way that I had to re-read them. I sure didn’t read anywhere in either letter that she or her neighbors were called racist, which she called a “familiar tactic of the left.” What? And please don’t tell us that CRT is a "repudiation of Dr. King and all he stood for” when he never said one word about it.

Lino Lakes reminds residents of sprinkling ban Testing continues to indicate elevated manganese levels in the city of Lino Lakes’ water supply. This is directly attributable to higher water demand (primarily lawn watering), which has resulted in the necessity to operate several wells that have been demonstrated to produce water with higher manganese levels.

In addition to a sign reminding residents of the lawn sprinkling restrictions with an electronic sign near its well house on Birch Street, residents will also start to see yard signs posted throughout the community.

LINO LAKES CITY COUNCIL SNIPPETS • The City Council has approved a proclamation to show its appreciation for the city’s Public Safety Department.

The resolution reads, in part, “Each and every day the men and women of the Lino Lakes Public Safety Department answer the call to serve and protect our community, while embodying the courage to act selflessly and bravely in the face of danger … The professionals of the Lino Lakes Public Safety Department performed admirably during the COVID-19 pandemic and periods of social unrest; and today and every day it is fitting to honor police and fire personnel who put their own lives on the line to protect the lives of others.”

• Tyme Properties LLC, has submitted a land use application for the final plat and site improvement performance agreement of Otter Crossing. The final plat is for 1.46 acres of the 30-acre site north of Main Street (CSAH 14) and Otter Lake Road, next to McDonalds and bordering I-35E, just west of the boundary with Hugo.

The plan is to construct a 7,800-square-foot commercial retail building. The proposal includes six units, one of which (the east unit) will have a drive-thru. The council approved the final plat and site improvement performance agreement.

• The city of Lino Lakes, along with several other communities, has adopted a common interest agreement that permits cities to cooperate in challenging the watering limitations imposed on the permit amendments stemming from a lawsuit.

In August 2017, the Ramsey County District Court issued a judgment regarding the groundwater management of White Bear Lake and the Prairie Du Chien-Jordan Aquifer. As a result, the city’s Minnesota Department of Natural Resources (DNR) water appropriation permit was amended to include several requirements.

Lino Lakes, along with several other municipalities, objected to the conditions and requested a hearing pursuant to state law. The administrative hearing process was stayed pending completion of the DNR’s appeal of the District Court’s order. The appeals process was completed and the DNR provided notice in May 2021 that the appeals cases would be reinstituted.

• The mayor and City Council members will receive a 5.3% salary increase effective Jan.1, 2022. The mayor and council last received a raise in January 2020. The yearly salary of the mayor will increase from $10,112 to $10,650; that of council members will increase from $8,500 to $8,952.

• New Creations Child Care (NCCC) has been granted permission to increase its leased space at City Hall by 290 square feet. The city has leased space to the child care provider since June 2014. The increase in square footage will equate to a rent increase of approximately $3,000 per year.

• The former YMCA building will continue to be used by the state as a vaccine site through July 31, with the option to extend through Aug. 31. The license agreement includes a base rent of $13,083 per month and a not-toexceed amount to cover building operations.

• As of July 5, the city has a new police officer. The council has appointed Yecheng “Eric” Heu to one of two vacant police officer positions. Heu’s hourly rate of pay will be $35.85.

• The community continues to support the Public Safety Department by dropping off gift cards. The council recently accepted a donation of gift cards amounting to $585. The department has a policy in place that gifts cards of more than $5 cannot be given to staff members directly, but rather used to provide refreshments at trainings, meetings and events.

• The price tag for the city’s 2021 street improvement project has increased. The council has approved a change order totaling $248,215 to T.A. Schifsky & Sons Inc. to repair 44 water service connections in the Stage Coach Trail, Post Road and Forsham Lake Drive neighborhood. City Engineer Diane Hankee explained that the project initially was proposed to include the replacement of 10 water service connections due to the potential of corroded services, but many more corroded services have been discovered.

The next City Council work session will be at 6 p.m.

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer conducted a traffic stop for speeding in the 7500 block of Lake Drive June 22. Drug paraphernalia was observed during the stop and a search was conducted. Multiple controlled substances were found in the vehicle, and the driver was arrested.

• Officers responded to a report of a physical domestic at a residence with multiple victims June 22. After investigating, a female was arrested and booked into jail on multiple charges.

• An officer took a fraud report in the 600 block of Apollo Drive June 22. The incident was documented, and there is no suspect information available.

• A resident from the 7700 block of Lake Drive called to report that they believed construction signs in front of their residence had been stolen June 22. The caller was advised the signs were found to have been illegally placed at the location and were removed by the police.

• An officer took a report of a suspicious vehicle in the 7300 block of Stage Coach Trail June 22. Extra patrol will be provided in the area.

• An officer took a report of a male displaying a weapon at a place of employment in the 6800 block of Otter Lake Road June 22. The officer spoke to all parties involved and the investigation is ongoing.

• An officer spoke with a resident in the 1400 block of Sherman Lake Road by

phone who reported a suspicious person that came to their front door but then ran off when the surveillance doorbell activated June 22. The information was collected and the video of the male was disseminated to other officers. Extra patrol was requested.

• An officer spoke with a resident by phone regarding a traffic complaint in the 7800 block of Lois Lane involving a motorcycle playing loud music and believed to be speeding in the area June 23. No license plate information was available for the motorcycle. The officer advised the caller that extra patrol would be provided.

• Officers responded to a report of a theft in progress at a construction site in the area of Balsam Way and Crane Drive June 23.

The suspects did not steal anything, but were trespassed from the location.

• An officer responded to a concern from a citizen about gravel being dumped in the 900 block of Pheasant Run South June 23. The contractor told the police they would remove the gravel, but in the meantime the officer placed traffic cones around the pile.

• Officers responded to a local business in the 6800 block of Otter Lake Road June 23 for a male making threats of violence against coworkers. Officers determined the male threatened and assaulted a coworker, and the male was arrested for the offense.

• An officer received a phone call complaint of an animal bite that occurred June 25 at Golden Lake Park in Circle Pines.

• Police conducted a traffic stop on Park Drive in Circle Pines June 26. Officers observed the vehicle drive off the roadway. The adult male driver was subsequently arrested for DWI. • Officers received an animal complaint in the 10 block of Hillcrest Lane in Circle Pines June 27. No injuries were reported.

• Police observed a male known to have a warrant in the area of Lexington Avenue and Flowerfield Road in Lexington June 27. The adult male was subsequently arrested.

• An off-duty officer came across a property damage crash on Main Street June 25. The driver showed signs of impairment and fled the scene. The driver was subsequently located with the help of a police K-9 and was arrested. The driver had injuries from the crash and was transported to a hospital, where a warrant was served for a blood sample.

The driver refused the warrant and will be charged with DWI-related charges.

• An officer took a phone call noise complaint from a resident in the 6600 block of East Shadow Lake Drive June 25. The caller advised there was an ongoing issue of loud music coming from the neighbor’s house.

• An officer was dispatched to a two-vehicle property damage accident near Lake Drive and I-35E June 25. One driver was cited for a not having a valid driver’s license, and one vehicle was towed from the scene.

• An officer assisted a neighboring agency on a call regarding a person with a gun in North Branch June 27. When officers arrived, it was determined all involved parties had left the scene. The investigation is being handled by the neighboring agency.

• While on patrol June 28, an officer stopped a vehicle in the 14700 block of Victor Hugo Boulevard in Hugo because the vehicle registration information showed an alert from another agency for use in the commission of a crime.

The driver was subsequently arrested on burglary charges and custody was transferred to the Washington County Sheriff’s Office.

• Officers responded to a report of ducklings that fell down the storm sewer in the 6000 block of Oakwood Lane June 28. Officers were able to get the ducklings out and reunited them with the mother duck.

Blaine Police Department seeks public’s help in road rage incident The Blaine Police Department is asking for the public’s help in identifying a suspect or the suspect vehicle involved in a shooting last week.

On Monday, June 28, at approximately 5:30 p.m., Blaine Police were called to the Kwik Trip Store located at Naples Street NE and Lake Drive on a report that a motorcycle was shot at from inside a passenger vehicle. The victim reported that she was riding her motorcycle eastbound on Lake Drive from Lexington Avenue when she became involved in a road rage incident.

The victim reported that a male driving a white early 2000s VW Passat with heavy passenger side damage pulled up directly next to her and fired a single shot at her, striking the gas tank of her motorcycle. The vehicle then sped off.

She described the male driver as being middle-aged, white, heavyset, with brown hair and a scruffy beard. If you have any information, call the Blaine Police Department at 763-427-1212.

stepping stones, teeter-totter, springboard, Bosu bouncers and crawl tunnels.

Also new this year will be the Main Street Market from 5-7 p.m.

Thursday, July 15. Food, farm and artisan vendors will have items for sale next to Centerville Elementary. Attendees can also check out the Bald Eagle Water Ski Show on Centerville Lake afterwards at 7 p.m.

With the easing of COVID restrictions, Fete des Lacs will return July 13-18. This year’s theme is “Centerville Heroes.”

The first event of the annual celebration — the logo art design contest at Centerville Elementary School and Centennial Middle School — has already taken place. Nearly 100 students entered the competition.

At Centerville Elementary, the first-place winner was fourth grader Skyanne, and the second-place winner was fourth grader Bentley. Fourth grader Tabitha received honorable mention. At Centennial Middle School, the first-place winner was sixth grader Radha, and the second-place winner was sixth grader Thomas. Sixth grader Denver received honorable mention.

First-place winners will receive $100, second-place winners will receive $50 and honorable mentions $25. In addition, both first-place logos will be featured on event T-shirts and the medallion for the medallion hunt.

Residents show support for community and recreation center

Members of the public have now had their first opportunity to weigh in on turning the former YMCA building into the Lino Lakes Recreation & Community Center.

The city was notified last summer that the Y would not reopen its fitness and well-being center, located next to the city Civic Center. Back in December, the council authorized Isaac Sports Group (ISG) to prepare a feasibility study to evaluate options for future operation of the facility. The city assumed ownership of the property March 1.

ISG President Stu Isaac and Project Leader Duane Proell presented the full 73-page report to the council last month at a work session, and most recently at the June 28 meeting. (See “Hybrid model ‘perfect storm’ for Lino Lakes,” June 15 Quad Community Press, for more information.)

“It has got great bones. It’s a great facility. I think the potential is there,” Isaac said. “When you look at what is around it, you’ve got the apartments being built there, a senior assisted living center, access to the trail, access to the outdoor spaces … We think this has every element you need. If you were starting this from scratch, you probably couldn’t come up with a better core model than we have already got there.”

Mayor Rob Rafferty invited residents to share their comments and concerns. All of the residents who spoke said they were in support of the project, but some shared concerns regarding the management model.

Lino Lakes resident Delores Langston said she and her husband were charter members of the Y. “When (the Y) died, we were mourning its passing, because seniors have such a deep feeling for being

able to get together,” she said. “We are hoping that when this does open up that it will still afford that wonderful feeling … It was a great family feeling.”

Langston added that the feeling of the Y changed when it became “more corporate.”

She said, “That’s why I’m a little concerned with going strictly hiring it out, because you lose control.”

Lino Lakes resident Steve Heiskary said he would be in favor of the city pursuing this opportunity. “I have lived in Lino Lakes since 1987. We had to go to Shoreview if we wanted a pool or a community center. Lino at that time offered nothing,” he recalled. “So, I see this as a great opportunity … This will be a big boom to the community, especially as we look toward all the new homes that are being built, new families coming to the area.”

Lino Lakes resident Jill Anderson said she was a longtime member of the Y and always appreciated being able to drop off her three children so she could participate in a workout class, take a shower, or just take a break. “That was my glitter,” she said.

She added that as a Girl Scout troop leader, she would love to have access to a meeting room space.

“We are without a meeting space because we used to meet at the Y,” she explained.

Lino Lakes resident Gretchen Hubble said she would also love to see the facility reopened, but prefers it remain locally controlled. “I hope you guys choose to reopen the Y. I think it is a great space, it is great for our community. I would be a little reluctant to give up all control. I think that it’s important that Lino has control,” she said. “I think there is a really captive audience right now. I think now is the time.

I think a lot of people will join. We have nothing, so I think this is a really good opportunity.”

Hot weather likely contributing to fish die-offs Recent hot weather may be contributing to fish die-offs in lakes across the state, according to the Minnesota Department of Natural Resources (DNR).

“Spring and summer fish die-offs happen occasionally, but we are getting widespread reports of dead fish following the recent prolonged stretch of hot weather,” said Tom Burri, DNR limnology consultant.

The DNR asks the public to report fish die-offs. People should call the state duty officer at 651 649 5451 or 800 422 0798 if they encounter a large group of dead fish in a lake or a stream (the state duty officer is available 24 hours each day, seven days a week). Calling in a report provides a single point of contact for the incident. An early report also allows timely water sampling

or other response actions, if needed. It’s especially helpful to know what fish types and sizes people see in a fish die-off.

In mid-spring and summer, fish die-offs are often the result of warming water and opportunistic infections that spread in fish populations that are already stressed after the spawning season.

Species commonly observed in these dieoffs include sunfish, crappies and bullheads and, occasionally, largemouth bass and northern pike.

“People tend to be concerned when they find dead fish, and they can help by reporting what they see right away,” Burri said.

“These reports help us determine whether an investigation is needed.”

When die-offs of wild fish are the result of disease issues, the affected fish tend to be of a single species and size range. By contrast, when die-offs include multiple species and size ranges, human activity is more likely to be the cause.

Human causes of fish kills can include water discharged at high temperatures, toxic chemicals that have been discharged or spilled, pesticides and fertilizers, manure runoff and low oxygen levels in a lake resulting from stormwater that runs off urban or rural landscapes. Often, there are multiple causes that contribute to fish deaths.

again. “We felt like members of Lino Lakes, not Columbus, because Columbus didn’t have this kind of facility,” he said. “It was wonderful. We developed relationships with many people ... I’m really looking forward to it coming back to Lino Lakes.”

Rafferty explained that even though many details still need to be worked out, he is hopeful the city will be able to come up with an agreement with neighboring communities to help subsidize nonresident memberships.

ISG’s Proell added, “If you really loved the Y, you are really going to love the Lino Lakes Recreation & Community Center. I’m not saying anything against the Y, I’m a member of it, but there are so many more avenues that can come out of it and be brought forward through an organization that is not limited to YMCA policies and procedures. You have the opportunity to make all of the programs better and more inclusive.”

Now that the council has accepted the feasibility report, Isaac said the next step will be for city staff and the council to further develop the management and membership models, continue to refine the budget and business model and identify a target opening date.

LINO LAKES — The city’s Public Safety Department has long enjoyed the support of the community. Now, the department has come up with a way to pay that forward.

“Throughout the years, we have been supported like you wouldn’t believe, even through the last two years of craziness.

Our community has shown us such incredible support,” said Deputy Director Kyle Leibel. “The words they choose to use when they see us and the financial contribution that they give our agency has been unreal.”

Public Safety Director John Swenson added, “The community is incredibly generous … that’s another example of the high level of support the department enjoys here in Lino Lakes. That’s not something that’s exhibited across the state in all communities.”

The city of Lino Lakes has a policy in place stating gift cards that are donated to the department that have a monetary value above $5 cannot be given to staff members directly, but rather used to provide refreshments at meetings, trainings, or events.

In the last round of donations, the council accepted gift cards totaling $585. To date, the department has received council authorization for $2,750 in gift cards.

“That’s a lot of money, more than we need to support our staff and the things we provide for them,” Swenson said.

Although he won’t take the credit for it, Leibel came up with an idea to put those unused gift cards to use.

“For years when there has been an opportunity, our cops have stepped up quietly and provided, and that’s not unique to us, that’s cops in general,” Leibel explained. “If there is a need, they fill that need. When there is an opportunity,

that come through our town, and we can take those gifts and move them along to someone who could use them, if nothing else, it’s a day brightener.”

One example of the program in action was when officers responded to a 911 call.

A group of kids who hadn’t had much interaction with law enforcement were playing soccer and doing nothing wrong when officers showed up and started asking them questions. The officers quickly realized it was an accidental dial.

“When that happened, the reaction that the cops got was really more fear than any one of us would have wanted,” Leibel said. “The officers took it to another level.

Instead of just walking away from it, they chose to make it a positive. So, they went to Dairy Queen, got a bunch of Dilly Bars, and reintroduced the police department.

They took that fear factor and intimidation and turned it on its head.”

Leibel added, “Now those kids have a reason to smile, wave or interact with us.

Maybe that will help in the future with their comfort level when it comes time to need a cop or talk to a cop.”

The program is optional for officers, but Leibel said more than half of the department’s officers are already participating in the program. The program pays it forward again when the balance on the gift card gets too low. The officer will leave the gift card behind with the business to help out the customer next in line.

“It’s just a different approach to giving people a little bit of glimpse of who our cops genuinely are, and not just the machine or the game face that they always see,” Leibel said. “Today, more than ever, we need to make sure that people see that we are worthy of their trust and support.”

Lino Lakes duo plays in state football all-star game

Two Lino Lakes athletes, Zach Frank and Tom Soler, played in the Minnesota State High School Football Coaches Association All-Star Football Game.

Frank, of Centennial, played defensive end, and Soler, of Hill-Murray, played offensive center, both for the North squad, which beat the South 25-7, ending nine straight wins by the

South, at St. John’s University.

The all-star game is normally played after the football season, but was canceled last fall, along with playoffs for all fall sports, due to a spike in the pandemic.

However, a group of football parents revived the game on their own June 27, getting some sponsorships and the cooperation of St. John’s University, explained Cougar coach Mike Diggins.

Frank and Soler

were teammates in youth football for three years, and again in grades 7-9, before attending different high schools.

“We would have really liked to have Soler at Centennial,” remarked Diggins.

After being teammates again in the all-star game, Frank and Soler will remain so in college, as both will play for St. John’s University, where they will also be roommates.
