Students encourage others to speak up

Centennial Students for Change (CSC) continues to encourage the school district and the community to do better and hold people accountable for their words and actions.

CSC was organized last summer and has now held two marches in Circle Pines to amplify student voices, specifically students of color, and to encourage change.

“I’m really proud of the work they do. This is really their part-time job, nearly a full-time job over the past year,” said Heather Berg-Patel, a member of Centennial Community Advocates for Racial Equity in our Schools (CARES), which is independent of the school district.

“They have met with school administrators, people in the community, police officers, mayors, legislators … They have done a lot of work. This is a very small part of what they do, and they are quite passionate about it.”

Even though the march didn’t draw quite the same large crowd it did last summer, student organizers did not let that stop them from sharing what was on their minds and reminding people that “racism is not a trend.”

“We want to make sure we continue to keep having this conversation,” BergPatel said. “I know it is no longer cool, or a trend, to talk about racism … We want to help these kids have a good experience and feel safe in their school.”

Rice Creek Chain of Lakes: An underused recreation gem Those seeking peaceful lake recreation opportunities in the northeast metro area might not have the Rice Creek Chain of Lakes at the top of their list.

They probably should.

Throughout the open water season, visitors to the lake chain are treated to large tracts of wetland habitats and their natural residents. Kayakers and canoeists will also get a uniquely quiet experience, since shallow, weedy lakes discourage motor use. What’s

more, those who explore there have the chance to witness environmental and habitat restoration work fi rsthand.

The Rice Creek water trail traditionally starts below the dam at Peltier Lake and descends through George Watch, Marshan, Rice and Baldwin lakes, all passable on Rice Creek. That stretch—from the dam to the takeout spot below Baldwin Lake— is almost 7 miles long. It is characterized by a wider creek bed and gentler flow and is considered good for beginning paddlers.

Past travelers of the water trail may remember large numbers of carp in the lakes and creek. Today, they will encounter fewer of them. That is because a recent University of Minnesota carp study has “bloomed into a full-fledged carp management program,” as Matt Kocian, lake and stream specialist for the Rice Creek Watershed District (RCWD), puts it.

I don’t care, but it’s because I’m tired of speaking out and screaming to people who are not listening,” she said. “I can scream out, I can beg, I can cry, but nothing is going to make a difference to a school and to a district that doesn’t care. There should be no reason why me and other people of color should have to come together to put together a protest to combat racism.”

She added, “The people of color at our school are so tired of not just Centennial, but our community’s sucky excuses. Why is it that me and the other kids in this community have to take the positions of adults and handle what adults should be handling? Why is it that I have to constantly explain and relive my trauma so that people understand what type of hell I have had to experience at the school?

Why do I have to prove to people in this community that what is going on in the inside of the school is real, and it happens not just to me but to many others?”

When contacted by Press following the march, the district declined to issue a statement.

Berg-Patel invited community members to sign a change.org petition to add “diversity, equity and inclusion” to the next school board meeting agenda (Aug. 23). “We need to get equity back on the agenda ….

They have made the choice to not make any references to equity. They won’t even let us talk about it. Public forum has not allowed us to speak because it is not on the agenda.”

As of press deadline, the petition had over 240 signatures on it.

Centennial Schools sent out an equity survey to gather public feedback on the topic back in June.

In a follow-up interview, Krista Bergert, the district’s director of public information and community outreach, said the survey results are being compiled and will be reviewed at a future school board meeting.

Berg-Patel also wanted to let the public know about two positions within the school district that she said will be very important to this work. An equity and inclusion coordinator, a position the district is currently hiring for, and the superintendent position. (Former Superintendent Brian Dietz resigned earlier this month after accepting the superintendent position in the Walker-Hackensack-Akeley School District.) A special school board meeting to introduce the interim superintendent is scheduled for 6 p.m. Tuesday, July 20. The board will also meet Thursday, July 22 to approve the interim superintendent’s contract.

“Our school board has continuously pushed off any effort to start talking about equity, equality and supporting students of color.”

She added, “I think it is really important for all of us to listen to what they have to say, because the school board is making decisions and our community is making decisions, but without asking any of them, which is really unfortunate.”

Amara said that as a mixed person, she has had to deal with her fair share of bullying in school. “You get called a terrorist so many times that it doesn’t really hurt anymore,” she said.

Amara said she wants to be there for students who might be experiencing similar occurrences.

“I want to be that person for someone, even if it is just one person, to help them out of that selfhatred is really important.”

CHS senior Darien Johnson said, “Centennial is doing more, but they haven’t done enough. I think that change has to keep going … You all heard what happened to Elaina Yang. That was the tip of the iceberg.

The Court of Appeals has affirmed an Anoka County District Court decision in favor of the appointment process used by the Anoka County Board of Commissioners to appoint a member to the Rice Creek Watershed District (RCWD) Board of Managers. The district court concluded that the county’s appointment process did not violate Minn. Stat. §103D.311.

The RCWD is a local unit of government comprising Anoka, Hennepin, Ramsey and Washington counties. The watershed district has five hydrological drainage areas. It is governed by a board of five managers. Ramsey County and Anoka County each appoint two managers; Washington County appoints one manager, and Hennepin County does not appoint any managers.

The managers each serve a three-year term. The appointment of managers is prescribed by Minn. Stat. §103D.311.

In the case, the city of Circle Pines objected to the county board’s reappointment of Columbus resident Patricia Preiner to the RCWD board. The city challenged the lower court decision, arguing that it erroneously interpreted Minn. Stat. §103D.311 in making the reappointment. The city essentially stated that because it had submitted a list of nominees (three in total) to the county to fill the vacancy and the city of Columbus supported Preiner’s reappointment but did not submit a formal list of candidates, that the reappointment was in violation of the statute.

The appeal opinion reads in part, “We agree with the county’s interpretation of the statute and conclude that the district court did not err by granting summary judgment in favor of the county. The plain meaning of the statute extends discretion to

the county in the appointment of a manager.

The city has expressed concerns about this holding, claiming that it renders cities powerless in the process if the county has discretion to ignore the city’s list of nominees. But the county’s discretion is not limitless. If the City of Columbus had submitted a list of nominees that did not include Preiner, the county would not have had authority to reappoint Preiner.

“Further, as noted by the district court, it would be unreasonable to require cities that wish to nominate a manager to be forced to compile a list of three nominees, especially if the city desires to nominate a particular individual. It appears that the City of Columbus was in that position when it simply expressed its support for Preiner’s reappointment.”

Lino Lakes community groups organize late-August events

Food trucks, a car show, an amateur singing competition, a 5K and other outdoor activities are headlining Aug. 19 through Aug. 22 in Lino Lakes.

The end-of-summer events, which are normally associated with the city’s Blue Heron Days, are now open for registration.

The city planned to cancel Blue Heron Days for the second straight year due to the ongoing COVID-19 pandemic, but as Lino Lakes City Council members, the Quad Area Chamber of Commerce and other community groups have stepped up, proposals to hold events have been approved by the council. The Blue Heron Days parade, scheduled for Aug. 21, is pending approval and will likely be the only Blue Heron Dayssanctioned event in 2021; however, community members are welcome to attend the other events being held in late August.

The Food Truck and Fun Festival will be hosted by Centennial Community Education (CCE) and the Quad Area Chamber of Commerce and is scheduled from 4 p.m. to 8 p.m. Thursday, Aug. 19, at Centennial Middle School. The event will feature a car show sponsored by the Lino Lakes Beyond the Yellow Ribbon Network, the Minnesota Sings amateur singing competition, food trucks, and entertainment from Centennial extracurricular groups.

CCE raises money to provide local students with scholarships and grants through its Angel Fund, but due to the COVID-19 pandemic, the fund has run low. The Food Truck and Fun Festival is intended to help raise money to replenish it.

“It started out as a very small food truck event,” said CCE Director Cori Sendle. “We were just looking for a way to raise some money for the Community Education department and for our scholarship fund.”

Although the Blue Heron Days celebration will not be as large as in years past, CCE and the Quad Area Chamber of Commerce have worked diligently to bring the community together with their own event.

“Dorothy at the Quad (chamber) has really done an amazing job just bringing everyone together,” said Sendle. “It will be cool, because it technically isn’t Blue Heron Days, but it has a lot of family activities for folks to do.”

The Food Truck and Fun Festival is free and open to the public. For more information, or to make a donation to CCE, visit isd12.org/ community-education.

On Sunday Aug. 22 the Chain of Lakes Rotary Club will host the Rock ‘N’ Run 2021 Officer Silvera/Rotary 5K at the Lino Lakes Community Green on Village Drive.

Registration will begin at 8 a.m. and the race will kick off at 9 a.m. The event will happen on all paved roads and Anoka County Trails.

In 2015, the Chain of Lakes Rotary Club and its Blue Out 5K merged with the Officer Shawn Silvera Rotary Run. The race honors Lino Lakes Officer Shawn Silvera who was killed while on duty on I-35W on Sept. 6, 2005.

The Rotary usually begins its planning process for the 5K in January, but due to Minnesota COVID-19 regulations still being in place,

planning was halted until restrictions were lifted in May. Despite the quick timeline, the event was approved by the Lino Lakes City Council and will proceed.

“The only reason we can pull this off so easily is because we have done it so many times in the past,” said Chain of Lakes Rotary member and race director Kevin Fitzpatrick. “Now that we have approval we can go full steam ahead.”

After the race at 10 a.m., there will be rotating live bands, food trucks, a beer garden, dunk tanks, a cornhole tournament, a silent auction and a dog bar. Attendees are invited to bring their four-legged friends to cool down at the dog bar, a blow up fire hydrant that spills water. The cost to register for the race is $30 and prizes will be awarded to the top mens and womens finishers.

The Rotary is hoping for 200 runners and will provide Rock ‘N’ Run muscle shirts for the first 200 pre-registered applicants.

“We thought we would make a bigger event out of it,” said Fitzpatrick. “This is a continuation of what we have done with the city and then giving citizens of Lino Lakes and our community something fun and outdoors that they can do.”

Registration for runners is now open at raceroster.com/events/2021/49626/rock-nrun-2021 and proceeds from the event will being given to the Rotary’s Students Taking Renewed Interest in the Value of Education and (STRIVE) program and the Minnesota Law Enforcement Exploring Program.

Both groups are excited for the opportunity to bring the community together after a year of event cancellations due to the COVID-19 pandemic.

“Rotary is all about service above self so we wanted to provide a fun day of events for people that they don’t have to drive 30 miles to go to,” said Fitzpatrick. “We are just allowing people to come out and have a good time and be with their neighbors and be with their family and really enjoy our community and all the great work that they do,” added Sendle.

• The American Legion Corn Roast, Quad Area Community Family Fun Festival and the Lino Lakes Community Festival have all received the council’s blessing for 2021. Dorothy Radermacher, who spoke on behalf of the chamber, Beyond the Yellow Ribbon Network, Centennial Community Education, Chain of Lakes Rotary, Legion and Quad-area residents, explained those entities have been working on planning the event since April, and she requested the council not only approve the special event permits but also consider chipping in some city funds for the festivities as well as grant funds from the Twin Cities Gateway Fund.

“Our goal here is to make the residents and businesses aware that this takes time and money. Many of the big events that we compete with get admission fees, parking fees … this is a totally free event,” Radermacher explained. “We have lots of work ahead. We will need lots of volunteers, but any additional support that you can provide would be much appreciated.”

• American Legion Post 566 will host a corn roast Friday, July 30. The event will include live music from 4 to 8 p.m.

• The Quad Area Chamber of Commerce, Centennial Community Education and the Lino Lakes Beyond the Yellow Ribbon Network will host the Quad Area Community Family Fun Festival Thursday, Aug. 19.

The car show will run from 4 to 8 p.m. (awards at 7:30 p.m.) at Centennial Middle School. The event will also feature various food trucks as well as a performance from Minnesota Sings.

• The Chain of Lakes Rotary Club will partner with the chamber to host a Lino Lakes Community Festival Sunday, Aug. 22, near the former YMCA building.

The event will kick off with the Officer Shawn Silvera Memorial Run at 9 a.m. From 10 a.m. to 4 p.m. there will be a variety of other events, including live music, beer garden, food trucks, business expo, dunk tank, dog bar and a cornhole tournament.

• The city of Lino Lakes is no longer operating under a local state of emergency. The City Council rescinded the emergency declaration, which began in March 2020, at its July 12 meeting.

• The council will consider a conditional use permit (CUP) and a variance to double the number of animal units allowed for 426 Pine Street Aug. 9.

• Glamos Wire Inc has received a CUP to allow for open/ outdoor storage at its facility located at 2300 Main St. City Planner Katie Larsen explained that Glamos Wire took occupancy of the building in July 2020.

“Unfortunately, we noticed some illegal outdoor storage of semi-trailers, signage and construction equipment without a permit,” Larsen said. “Staff has observed 20-plus semi-trailers parked on the south side of the building. At fi rst, it was our understanding that those were owned by Glamos, but we then learned that Glamos was actually leasing out that space (outdoor storage) to them.”

Larsen added, “It’s really important to understand that any outdoor storage needs to be part of that building; it needs to be accessory to the principal use.

We don’t want to have outdoor storage spaces that are starting to be leased out to other agencies and property owners.”

Larsen said city staff has been working with the property owner on compliance for a year. Because the property is zoned light industrial (LI), a CUP is required for any outdoor storage. Glamos Wire will be required to install a 8-foot-tall fence that completely surrounds the storage area.

The next City Council meeting will be at 6:30 p.m.

Monday, July 26, at City Hall. There will also be a work session immediately beforehand at 6 p.m. in the Community Room.

VER THE LONG Fourth of July holiday, people were getting out of town with a vengeance, traveling to their cabin, their favorite camping park, or visiting with friends and families.

The long winter with COVID and the high vaccination rate in Minnesota and Wisconsin gave people a sense of freedom and they took advantage of it.

LIVING IN YOUR 80s has an advantage when it comes to enjoying great-grandchildren. Kathy and I were invited to join four great-grandchildren at Inver Woods Golf Course in Inver Grove Heights for the Minnesota PGA Junior ‘Sota Series. Olivia Foster, age 8, from Indio, California shot an 80. Mara Schneider, age 9, from Chanhassen shot a 60 and took third place in her class. Conner Schneider, age 11, from Chanhassen shot a 43. Patrick Foster, age 9, from Indio, California shot a 79. Our eldest daughter, Julie Johnson, and her husband, Craig, are the grandparents and avid golfers.

The ‘Sota Series is comprised of four unique tours based on age and skill level. Each year they offer 180 individual events allowing children to play in as few or as many events as they would like.

IT’S ENCOURAGING TO have the Centers for Disease Control come out with their guidelines for COVID early enough for the schools this fall.

It will be good to have children back in the classroom so parents can plan their work schedules accordingly. That may provide necessary employment with so many stores, offices and restaurants having a difficult time hiring staff.

VACCINATIONS WILL HAVE to continue and some surveys indicate that people are looking for lottery tickets to encourage them to get vaccinated even more than gift card incentives.

MINNEAPOLIS CONTINUES TO be crime ridden with shootings, violence and damage to property. It’s been recommended they get more police on duty, but it’s not easy to find qualified people and get them trained. The police shortage in Minneapolis is long overdue.

Not all police departments carry individual body cameras. Is that a good idea to be considered for small towns throughout Minnesota and Wisconsin?

I have a question as to whether it’s necessary to chase vehicles in a city without regard to speed. Innocent people are getting killed. I thought a long time ago those kinds of chases by police were curtailed.

HEART ATTACKS AND other cardiovascular diseases are America’s number one killer. The American Heart Association provided stroke warning signs and heart attack warning signs.

Review them, post them and keep them in mind.

STROKE WARNING SIGNS Face drooping. Does one side of the face droop or is it numb? Ask the person to smile.

Arm weakness. Is one arm weak or numb? Ask the person to raise both arms. Does one arm drift downward?

Speech difficulty. Is speech slurred, are they unable to speak, or are they hard to understand? Ask the person to repeat a simple sentence, like “the sky is blue.” Is the sentence repeated correctly?

Time to call 9-1-1. If the person shows any of these symptoms, even if the symptoms go away, call 9-1-1 and get them to the hospital immediately.

For a true story, Daniel J. Brown’s “The Boys in the Boat” is a good choice. Brown chronicles the University of Washington men’s rowing team’s attempt to win the gold medal at the 1936 Olympics.

Centennial test scores

The “Very disappointed” letter written in the July 13 edition of the Quad Community Press asks “What are they afraid of?” in reference to opponents of critical race theory (CRT).

I’ll tell you what I’m afraid of. I’m afraid of Communists. CRT is a tool of Marxist ideology to pit the people against each other. This has obviously worked in District 12, and many others around the USA. This theory has been brewing for decades, and along with other Communist ideals has recently come to our local attention.

I lived in an Eastern European country that was under Communist rulefor a time in the early 1970s. Shortages of food were common. People walked the streets in the evening to talk with their friends because their apartments were bugged.

Americans were approached by locals wanting to exchange their currency for dollars. Women used lemons for birth control when they could get them. Gas was $4/gallon. Drivers turned off their engines at railroad crossings and got out to chat due to lousy rail management.

If we needed a doctor, for which there was no monetary charge, we had to pay her with cigarettes, which we ordered from Belgium along with other supplies.

Locally, we could not even get a banana.

My child was quite impressed with her teacher at the International School because the teacher ate a whole apple, core and all. Nothing was ever wasted.

If some think it’s OK to shame Caucasian children, or anyone else for that matter, for something they are born with, then they haven’t done their research or even any objective thinking. Have they got answers for children of mixed race? Should these kids hate their white parent or their parent of different race?

My three children and three grandchildren are graduates of Centennial. They learned reading, writing, math, American history, language and music. They went on to graduate from college or technical school.

They didn’t have a Communist racist theory pumped into their impressionable brains. Today’s kids are the future; be careful what you wish for them.

I pulled my child from the district and quit my job to homeschool because my family didn't agree with hybrid/distance learning.

Homeschooling isn't a long-term intention of my family, so I started to pay attention to board meetings and looking up test scores. On the website SchoolDigger.com, you can see how a school is doing on standardized testing.

Centennial High School has been on the decline for the past 10 years.

For example, in math and reading, Centennial has declined 20% between 2010 and 2019, while the average decline was 15% in Minnesota.

SchoolDigger.com also ranks districts in the state based on test scores. In 2004 Centennial was ranked 27th; in 2019 Centennial ranks 112th, dropping 85 places.

I graduated from this school in 2003 when Centennial was considered a good district. People would move their families to this district because they wanted the quality education Centennial provided. These numbers prove that Centennial isn't a quality school anymore. Check them out yourselves.

So, what has the Centennial board done to address a 10-year decline in test scores? They gave themselves a raise in January, citing that Centennial's board is paid less than the average board in Minnesota.

Then, in June, when discussing the school going back to normal, the same board member who suggested the raise said, "None of us knew what we were doing," in reference to handling the pandemic.

In March an incident happened on social media and the board was furious and is planning on hiring an equity coordinator and wants to partner with an outside fi rm to address equity. This board is willing to make sweeping changes to the school after one incident. How long will it take the board to address declining test scores?

I have tried to speak to the board in public, but continue to be denied because I am not speaking on "their" agenda. Test scores are one of the only tangible pieces of data that we as parents have to gauge academic performance.

Thank you, Chamberlain I’d like to acknowledge Sen. Roger Chamberlain’s outstanding work as chair of the Senate Education Committee during the 2021 legislative session. He fought hard for school choice and parental choice policies that have large margins of support from communities of color.

Moms from groups like TheExodusMN.org were relentless in pleading their case with the governor that school choice offers true opportunity and equitable learning environments for their kids.

Sen. Chamberlain also delivered a major victory in delaying for two years the implementation of the controversial 2020 Social Studies Standards which govern curriculum in our schools.

The draft standards, which have been under review for a year and are a product of the Walz administration, have come under criticism because of their adherence to “racial identity politics.”

How would the standards be revised?

As an example, the proposed standards are silent on the Pledge of Allegiance, World War II, the Nazi Holocaust, the Chinese Cultural Revolution, the Sept.

11 terror attacks, our long struggle for civil rights including Brown v. Board of Education, affi rmative action, the 1960’s civil rights acts. They exemplify how today’s “woke-ism” is capturing our educational system.

Finally, Sen. Chamberlain also fought for and succeeded in directing state funding for schools to the “formula” which keeps funding in the classroom.

Thanks, Roger, for a job well done!

Return to standards of excellence From what I have been reading, it seems like critical race theory in the schools is not the direction in which we should be headed. CRT judges people by their race, and race is all that matters; excellence and content of character are not important. This seems like we’re going backward!

All students should be treated equally, regardless of race, and schools should foster a learning environment where all are welcome, and feel safe and respected. The innocence of young students should be preserved so their joy and light will shine forth as a beacon of hope for others.

Students should be able to see each other as individuals created by God’s handiwork, doing their best to achieve high standards, pursue excellence and ignore the differences between them.

Teachers and staff should remain neutral about their politics and impart objective truth and knowledge of the subjects in which they are proficient, creating an environment where all opinions are allowed. Doesn’t that sound like a great school?

Sadly, CRT does none of that.

It’s time to return to standards of excellence and teaching kids how to think with reason and logic, not just what to think.

Park board seeking nominations for 2 parks

As of press deadline, here are some of the names that have been suggested for “Tower Park” and “City Hall Park” in Lino Lakes. Residents have until July 23 to submit their nominations; voting will begin Aug. 9.

The Lino Lakes Park Board is currently accepting nominations for two parks.

The first park, currently referred to as “Tower Park,” is located in the southeast quadrant of Centerville Road and Birch Street, adjacent to Fire Station No. 2 and the new city water tower. The new park area will consist of four pickleball courts, two tennis courts and 14 parking stalls.

Potential future additions could include a full-sized basketball court, an open-air shelter and playground equipment. Construction is scheduled to be completed by late September.

The second park, currently referred to as “City Hall Park,” is located at 1189 Main Street. This park consists of two softball fields, playground equipment, warming house and hockey rink. Since City Hall relocated to Town Center Parkway in 1999, the Park Board would like to rename the

park since it is no longer in close proximity to City Hall.

Residents are encouraged to submit name nominations for the parks online via surveymonkey.com/r/L3J7DKC. Nominations will be accepted until Friday, July 23. The Park Board will review submissions at its Aug. 4 meeting and select a list of finalists.

Beginning Aug. 9, residents will then be able to cast their votes for their favorite name for each park. The link will be available on the city website (www.linolakes.us) under the “news and announcements” tab.

Residents will have until Thursday, Aug. 26, to vote. Please limit voting to one vote per park per person.

The Park Board will review the results at its Sept. 1 meeting and forward its name recommendations to the City Council for consideration at the Sept. 13 meeting.

PUBLIC SAFETY BRIEF Lino Lakes man receives 5-year probation for threats of violence Mark Anthony Ulsaker, 51, of Lino Lakes, has been convicted of threats of violence – reckless disregard risk after assaulting an elderly couple in White Bear Lake last November.

Ulsaker was initially charged with second-degree assault with a dangerous weapon, threats

of violence and fourth-degree assault of a peace officer. Back in May, he plead guilty to threats of violence and the other charges were dismissed.

According to the criminal complaint, White Bear Lake police officers responded to the intersection of Highway 96 and Centerville Road in White Bear Lake at 3:18 p.m. Nov. 8 on a report of a male who was seen

assaulting two elderly people with a golf club.

Ulsaker was sentenced last week to a stay of imposition and will be on supervised probation for five years. As part of his probation conditions, Ulsaker must have no contact with the victims, complete 50-100 hours of community service and attend anger management and other therapy.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer responded to a report of a suspicious unknown male talking to children in a park in the 2200 block of Tart Lake Road July 7. Officers checked the area and the male was not located.

• An officer responded to a suspicious activity report and extra patrol request in the 100 block of Morgan Lane July 7. Additional patrol will be conducted in the area.

• A community service officer received a phone call regarding stray cats in the 6800 block of Sunset Avenue July 8. The caller was advised about city ordinances and given ideas on how to remove stray cats from their yard.

• A vehicle was stopped for expired registration in the 6100 block of Hodgson Road July 8. The officer observed drug paraphernalia and a subsequent search of the vehicle revealed drugs and more drug paraphernalia. The driver was arrested and transported to jail, where they were held for charging.

• An officer responded to a residence in the 1700 block of Molitor Drive July 9 to collect a damaged safe that was dumped in the front yard. It is unknown where the safe came from.

• An officer responded to a call regarding theft from vehicles in the 6300 block of Coyote Trail July 9. Gift cards and a wallet were likely stolen. The incident is under investigation.

• An officer responded to a damage to property report in the 900 block of Old Birch Street July 9. The officer documented the information. A damage to property report was also reported in the 800 block of Old Birch Street July 11.

CENTENNIAL LAKES POLICE REPORTS • A resident in the 6100 block of Linda Lane reported that their car was stolen out of their driveway July 9.

• An officer stopped a vehicle for a speeding violation in the 8000 block of I-35E July 10.

The officer observed drug paraphernalia while speaking with the male driver and during a subsequent search of the vehicle a small amount of marijuana along with additional paraphernalia was located. The male driver was cited and released at the scene.

• An officer responded to a call of a theft at a business in the 6500 block of Ware Road July 10. The incident is under investigation.

• Officers responded to a call about a stolen vehicle in the 1600 block of Ash Street July 10. The vehicle was recovered and charges are pending.

• An officer observed a wrong-way driver in the 7500 block of Lake Drive July 11.

The officer conducted a traffic stop and, following an investigation, arrested the adult female for third-degree DWI. • An officer responded to a phone call report regarding a theft in the 7100 block of Otter Lake Road July 11. The case is under investigation.

• An officer made a traffic stop for lane violations in the 7700 block of Lake Drive July 11. The driver showed signs of impairment and was arrested for DWI. The officer observed drug paraphernalia in the vehicle and discovered controlled substances during a search. The driver was transported to jail and held on multiple charges.

• An officer responded to a damage to property report in the 6400 block of Lakota Trail July 12. The officer investigated the scene and collected potential evidence.

• Damage to city property was reported in the 600 block of Town Center Parkway July 12.

The Centennial Lakes Police Department reported the following incidents: • Officers were dispatched to a business in the 0 block of South Pine Drive in Circle Pines July 1 on a disorderly conduct report.

A person was reported to have been asking customers for money and refusing to leave the property. Officers subsequently located the person and trespassed them from the business.

• An officer located a male with an outstanding warrant for their arrest near the intersection of Lake Drive and Firebarn Road in Circle Pines July 2.

The male was arrested and complained of chest pains while he was being transported to jail. The male was subsequently transported to the hospital via ambulance.

• Officers observed a traffic violation near the intersection of Lexington Avenue NE and West Road in Circle Pines July 3. An adult male was subsequently

Longtime utility commission member receives Mayor’s Award

CIRCLE PINES — A longtime Centennial Utilities Commission member who has quite a family history of service is the most recent recipient of the Mayor’s Award.

Mayor Dave Bartholomay presented the award to Andy Dahl at the July 13 City Council meeting. This marks the 10th award the mayor has given out since 2009.

“There’s a lot of folks who are looking at how we are divided and finding all of the things that are wrong, and then I look around the community and I see a lot of things that are right,” Bartholomay said. “I see a lot of people doing some really tremendous things, and it is important to lift those people up. To say that this is the kind of thing we want in our community. People that serve without asking for anything. People who chip in and help out.”

Dahl has served on the utilities commission for 11 years, four of those as chair.

continuing the family tradition of service to the community of Circle Pines,” Bartholomay explained.

Andy’s uncle, Marshall Dahl, served as the mayor of Circle Pines from 1979 to 1993.

“Andy is the most awesome guy. He is caring, hardworking,” Marshall said. “I’m sure the community is going to really miss him.”

Andy submitted his resignation for the

utilities commission because he and his wife are moving to Charlottesville, Virginia, to be closer to their daughter, Skylar Dahl, who received a rowing scholarship at the University of Virginia.

“We are going to be helicopter parents,” Andy joked. “We are so excited to watch her compete.”

Andy’s father, Dave Dahl, also spoke highly of his son. “Thank you for acknowledging what he has done,

because I think that is exceptional. I want to thank you for your leadership with him, for taking him under your arm and helping him along the way,” Dave said. “Everybody that I have known that has known Andy has known

him as such a sincere, wonderful person … He is a great guy.”

Utilities commission member Jan Kreminski also spoke. “Andy has done a great job being a leader here … He has certainly learned the job and tried to work in a consensus manner with all of us,” he explained. “We are sorry to lose him. Some other community will be glad to have him.”

Andy thanked everyone for the kind words. “The mayor reached out to the community to let them know that this was happening, and they showed up. That is really what makes our community of Circle Pines so special. You and all the people before you have come a long way to truly make this a special place. It is a hidden gem.”

Torch is passed in Cougars vibrant girls soccer program

Centennial Area Education Foundation hosts 1st golf tournament

Christa Carlson is the new coach of Centennial’s perennially strong girls soccer team, adding the high school job to her duties as coaching director for Centennial Soccer Club.

The former White Bear Lake and South Dakota State standout looks forward to taking over a program that’s produced a state champion, state runner-up and two state third-place fi nishes under Ginger Flohaug, who stepped down after the 2020 season and is now assistant activities director.

“Centennial has a very good foundation. The girls are phenomenal,” said Carlson, who was hired in December. “Their Athletic Director, Brian Jamros, is awesome. The community support is the best part. I know the community really well after working with the club for two years. And academically, Centennial is the best I’ve seen.”

At White Bear Lake, Carlson was a four-year starter, two-year captain, and all-state forward, graduating in 2009. She will coach against her alma mater in a match Sept. 11.

At South Dakota State, she was captain as a senior, played on two conference champion teams, and was among the top 10 in points in Division I. She got her coaching career started there, too, serving as a graduate assistant the next two seasons.

Carlson also played a season of professional soccer in New Zealand, in 2019.

Most of Flohaug’s staff will stay on, and Carlson has hired a varsity assistant.

The Centennial Area Education Foundation (CAEF) and 40 registered golfers hit the links at Majestic Oaks Golf Club in Ham Lake on Saturday, July 17, for the foundation’s first golf tournament.

CAEF is a nonprofit organization that supports the Centennial School District by raising funds independently, typically for educational grants and college scholarships for graduating seniors of Centennial High School. CAEF raises most of its funds from a spring gala, but due to the COVID-19 pandemic, the gala has been canceled for the last two years. In need of more funds and after discussing the possibility of a golf tournament for several years, the foundation decided to move ahead, because the event is held outside and it’s easier for participants to socially distance themselves.

Players were able to register on the CAEF website to participate. A $150 fee included access to the driving range, mega putt, party carts and proxies along the course as well as dinner and awards after the tournament. The tournament also gave local businesses the opportunity to sponsor a hole on the course, a beverage cart, a party cart or the bar and dinner afterwards. In its inaugural year, the CAEF was thrilled to have several local sponsors show support for both the foundation and the Centennial School District.

Golfers checked in for the event at noon on Saturday, July 10, and enjoyed a Bloody Mary bar and grill in the circle at Majestic Oaks. The tournament began at 1 p.m. with a shotgun start, where players begin play simultaneously while teeing off on different holes of the course. The tournament was played in a scramble format; teams of four decided after each stroke which of the four players had the best shot. The players from that team then hit their balls from that agreed-upon location and the process continues until the team holes out. Dixon Golf and other organizations were out on the course holding contests for the players throughout the tournament.

The winners Colton Adamson, Pete Wimpfheimer, Sam Dulian and Ethan Daher were presented with a trophy in the Majestic outdoor tent after the conclusion of the tournament, where dinner was served and a raffle was held. After a successful day of golf, the event raised over $13,000 in funds for educational grants and college scholarships for Centennial students.

Members of the foundation were thrilled with the success of the tournament and the impact it will have on local education.

“We started out 20 years ago with no money in the bank, and now we have a considerable sum of money in the bank and we are able to fulfill our mission even in times of restricted fundraising, so it feels pretty good,” said Jan Kreminski, CAEF executive committee director and former president.

Bettinger added, “Each year it’s been impressive, from when I started to where we are at now, with the amount of fundraisers we are able to do and just putting together such a great organization for the school and for our kids.”

CAEF plans to bring back the golf tournament in 2022 and possibly make it an even bigger event.

“We already have been talking about year number two and planning to expand a little bit,” said Bettinger. “I’ll wait to comment any further on that until we actually get it locked in.”

vegetation, increasing turbidity and worsening algae blooms. Through the use of fish barriers (which paddlers may encounter) and “box nets,” that is beginning to change. Kocian notes, “this was the first year we put a big dent in the population.”

Approximately 16,000 carp have been removed from the system in the past year. The goal is to achieve an 80% reduction of the population, which was estimated at more than 30,000.

Another invasive species that has found a home in the Rice Creek watershed is curly-leaf pondweed. RCWD Communication and Outreach Coordinator Beth Carreño said it can make passage on what she calls “an important water trail” difficult when it is at its vegetative peak. She explains that a recent drawdown of Lake Peltier was “some-

what successful” in reducing curly-leaf pondweed, and RCWD continues to work at it throughout the system. “(The Rice Creek Chain) is an area of high concern because of carp and curly-leaf ... we’re looking at future projects.”

From invasive species control efforts to streambank restoration projects on stretches of the rest of what Kocian calls “Middle Creek” (between Baldwin and Long lakes), those who follow Rice Creek’s meandering path can see that work up close. In the big scheme of things, it’s all about attaining the best water quality possible.

Right now, it doesn’t look like many kayak and canoe users make use of the Rice Creek Water Trail. Kocian and Carreño estimate usage to be on the lighter side and admit there are no statistics available. This is mainly because no single agency oversees the recreational

Todd Murawski, recreation program coordinator of Anoka County Parks, has also observed sparing use of the water trail. He administers the canoe and kayak rental program at Wargo Nature Center, located on the north end of George Watch Lake. LINO LAKES — About 50 residents, mostly hailing from the Ravens Hollow neighborhood, are keeping their eye on a development proposal that may come before city commissions and the City Council in the future once its design is refi ned.

The Environmental Board has already reviewed the concept plan for Huntson Addition, but the Planning Commission offered its comments on the proposal last week.

City Planner Katie Larsen started off the commission’s review by reminding its members and meeting attendees about what a concept plan review entails. “It is for high-level conversation, high-level narrative. This is the opportunity for the applicant to get some general feedback from staff and advisory boards,” she said.

“The city’s review and comments on the concept plan’s relation to the comprehensive plan and the development regulations does not grant any rights to the applicant to develop the property as depicted by the concept plan.”

The applicants are (City Council Member) Mike Ruhland and Jennifer Ruhland for their 4-acre property located at 6149 Ware Road. They are proposing to subdivide the back portion of their lot into approximately 1.5 acres for the purpose of constructing one six-unit townhome building and one two-family dwelling. The development would have a total of eight housing units in addition to the Ruhland’s existing singlefamily home on the site.

Per the 2040 Comprehensive Plan, the west 1.5 acres of the parcel is guided medium-density residential and the east 2.5 acres is guided lowdensity residential. Medium density requires 4-6 units per net acre and low density requires 1.6 to 3 units per net acre. Larsen explained that the net acre density allowed for the property would be in between 7.7 and 12.6 housing units.

Larsen explained as the proposal sits right now, the plan does not meet the minimum base lot area requirements (of contiguous buildable land). In addition, several

Commission Vice Chair Michael Root said he had a few concerns, primarily regarding the density.

He said the proposed two-family home may be more appropriate for a smaller single-family home. “That’s a lot of (townhome) building for that small of a lot. It really falls short,” he said.

Root was also concerned the proposal wouldn’t fit in well with the adjacent neighborhood. He suggested the developer consider a product similar to a cottage home.

Commission Member Neil Evenson said he agreed with Root.

Chair Paul Tralle also shared his concerns. “I think we have got a 5-pound bag with about 10 pounds that we are trying to pound into it … I understand as a developer you are trying to get as much bang for your buck, but there comes a time where there is too much bang and not enough buck,” he said. “There are too many things that are wrong.”

Mark Bigelbach, a partner representing the Ruhlands, addressed the commission. “We do agree with a lot of what you said.

We just wanted to get it across for the fi rst look at it and understand where it was at with everything,” he said. “I believe we can move forward and address a lot of those issues and put a good project together.”

Bigelbach added that he would like to set up a neighborhood meeting in the future and address the commission’s concerns before bringing the concept back again for further review. “We will take all recommendations into account and move forward on it.”

If the developer does decide to move forward with the project, next steps would involve submitting a land use application for a preliminary plat, rezoning and, eventually, a fi nal plat. A public hearing would be held, and property owners within 600 feet of the project would receive formal notice of the meeting.

Well, they have been. Except for a few days earlier this month, temperatures have been running colder than normal and most recently near normal. Longtime firefighter hangs up gear after 44 years of service

because he could drive all of the department's trucks.

When Lauderbaugh was a rookie, pagers weren't invented yet: volunteer firefighters were called out by old town sirens. The 911 dispatch system was brand new in the late 1970s, and Lauderbaugh was one of three original Centerville firefighters tapped to test the system by making fake 911 calls. He would test phone numbers throughout the city and call back on those numbers to train new dispatchers.

Back in those days, firefighters used bunker gear, tall rubber boots and helmets.Their gloves had no protection from the fire at all, Lauderbaugh said. In the late 1970's, firefighters also rode on the tailboards of their fire trucks, hanging on for dear life as trucks careened around corners.

Now, the Occupational Safety and Health Administration frowns on that practice, he said.

During Lauderbaugh's first years with the department, the city of Centerville had no city-supplied water. Instead, firefighters relied on mutual aid that showed up on scene with tankers full of water to fight the fire. These days, the CFD gets its water supply from fire hydrants.

In addition to serving as truck captain, Lauderbaugh held other positions of responsibility during his tenure with the CFD due to his knowledge of apparatus. He was in charge of maintenance, and thanks to his passion for fire prevention, he was the department's fire marshal for more than 10 years. He headed up investigations into the causes of fires and performed fire inspections.

Early on in his firefighting career, Lauderbaugh became an EMT because of the long response

times for ambulances to arrive on scene in those days. Answering medical calls came to be one of his favorite duties, because he got to help people in their time of need. "What a firefighter/EMT does makes a big difference in the lives of the people they serve," he said.

The calls where Lauderbaugh and the crew went out to deliver babies were some of his favorites.

Cardiac emergencies, where he and his team were able to bring people back to life to carry on with their productive lives, were very rewarding, he said.

Being in the fire service for 44 years means going on a lot of calls —good and the bad. There were so many calls over those years that Lauderbaugh finds it hard to pick out just one to tell.

As with anyone who's served, Lauderbaugh has a difficult time talking about some of those calls that didn't turn out happily.

Station 3 Battalion Chief Matt Montain thanked Lauderbaugh for his service, for teaching young firefighters what he knew and for welcoming Montain when he was a "newbie" and didn't know what to expect. "Randy made it enjoyable to come in each day," Montain said.

"The fire department is very instrumental in the well-being of the community," Lauderbaugh said. "It is the glue that holds the community together … most firefighters aren't in it for the paycheck. It's a very important part of being human,” he said.

"It's been a good time — something everyone should consider doing, especially young people," Lauderbaugh said during his short speech. "Consider joining the fire district. It opens many doors for you."

CITY BRIEFS Lino Lakes seeking feedback on recreation center The Lino Lakes City Council continues to evaluate options for the former YMCA building. Isaac Sports Group (ISG) has presented the full feasibility report to turn the building into the Lino Lakes Recreation and Community Center. The report details three main options — a city-managed facility, outsourced management, or a hybrid of those two. Interested parties are encouraged to provide comments on the topic to the City Council by emailing reccenter@linolakes.us.

Coalition calls on Blaine to ‘Go Humane’ The Animal Humane Society, along with a coalition of residents, consumers and other humane organizations are calling on the city of Blaine to “Go Humane” and adopt a humane pet store ordinance that would stop the sale of puppy mill puppies in pet stores. The ordinance is being brought forward for discussion at the Blaine City Council by Council Member Jason Smith.

According to the Animal Humane Society, only one of Blaine’s five pet stores is part of this puppy mill to pet store pipeline. The other stores adhere to a humane model that focuses on pet products and services while allowing stores to host adoption events with animal shelters and rescues.

Animal Folks, Animal Humane Society, Animal Rights Coalition and Humane Society of the United States and Minnesotans Against Puppy Mills are all advocating for the humane pet store ordinance. Other cities that have already adopted the ordinance, include Roseville, Eden Prairie, St. Paul, Carver and Cloquet.

In 44 years of firefighting, some things change dramatically, while other things don't change at all.

When firefighter Randy Lauderbaugh joined the Centerville Fire Department on Jan. 1, 1978, that organization was a standalone fire service. The fire station was lodged in the old jail building on an empty lot on Centerville Road. Prior to becoming a jail, the building was a church, said Assistant Fire Chief Kathy Peil.

Now, that former Centerville Fire Department is part of the Centennial Fire District (CFD), which serves both Centerville and Circle Pines. Another historic change took place in 2016 when Lino Lakes left the CFD. Over the past few months, negotiations have been underway to form a new partnership to provide fire and emergency services to Centerville, Circle Pines, Spring Lake Park, Blaine and Mounds View.

When Lauderbaugh joined the Centerville Fire Department, the equipment included a 1950 Studebaker, which crews had to crawl over to get in and out of the building, Peil said. Now, Centerville has a multitruck facility at City Hall on Main Street.

Peil and members of the present-day CFD were on hand at City Hall July 27 to show their appreciation to Lauderbaugh for his many years of service to their communities. Lauderbaugh's last day with the CFD was May 31.

Darren Eckert, Relief Association president and Station 1 battalion chief, presented Lauderbaugh with the Gold Axe, and Peil presented Lauderbaugh with the Years of Service Award.

Prior to presenting Lauderbaugh with his plaque of recognition, Peil noted that serving for 44 years was a feat. "It's an amazing amount of time for anybody to do anything — let alone volunteer," she said.

Lauderbaugh and his family moved to Centerville from Minneapolis in 1968 when he was in fifth grade. Ever since then, he's lived in Centerville, which he described as a small town where people all know each other.

"When I was growing up, kids could be safe and free, and parents didn't have to worry about them. It's not like that today," he said.

When Lauderbaugh joined the CFD 44 years ago, the department had a 1975 John Bean fire engine with a manual transmission that few could drive. Lauderbaugh was one of those few, and at one time served as truck captain
