When students “return” to school this fall, every student in grade 6-12 will have access to his or her own Chromebook.

The Centennial School Board approved the purchase of Chromebooks for the 1:1 initiative at its meeting last week.

“This is not only the next step we have been looking to take for many years about how we incorporate technology into our district but, more importantly, it is an equity and access issue too,” said Superintendent Brian Dietz. “We are really excited that we can put devices in our students’ hands to help them be more successful.”

The initiative will cost $528,000.

Executive Director of Business Services Patrick Chaffey explained that the district received $631,000 as part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act. $323,000 of that will be used for the project and the rest of it will be paid for by the school building budgets.

School Board Clerk Kathryn Timm asked if the district has a plan for what to do with the Chromebooks in four years when they start to reach the end of their life expectancy. “Do we have a plan that we can recycle these devices and get them back into the community for a family that might not have a device available?”

Bee hobbyists urge council to reconsider city code LINO LAKES — A familiar face visited the City Council to advocate for beekeeping at last week's meeting.

Sierra Rasmussen, who has lived in Lino Lakes for about four years, previously visited the council in March to request the council change city code, which considers bees as farm animals.

Farm animals are permitted

on properties that are zoned R (rural), RX (rural executive) and R-BR (rural business reserve).

The council discussed the topic again at its July 6 work session.

City Planner Katie Larsen said the city currently has over 9,600 acres of property (nearly 45% of the city's total acreage) where bees are permitted.

Larsen explained that the council discussed the topic at length back in 2014 and had many residents speak on both sides

of the spectrum. “We had some people who were very adamantly in favor of (the keeping of) bees and some who were very adamantly against bees.”

Rasmussen visited the council to address the topic during open mike once again at the July 13 meeting, but this time she brought with her a metro area bee expert as well as a petition with over 500 signatures of SEE ALL THE BUZZ, PAGE 7

The Centennial School Board has approved the purchase of Chromebooks for all students in grades 6-12.

have all the details yet, but recently a change was made to legislation that would allow districts to do just that.

School Board Director Christina Wilson inquired about tech support for the new devices. Director of Technology Mike Christensen explained that the district already has a robust program in place for tech support and that Chromebooks have relatively inexpensive replacement parts. In addition, there will be training involved for staff.

School Board Chair Suzy Guthmueller inquired about why the district chose Chromebooks versus another type of device, such as an iPad. Christensen said more Chromebooks are being sold now than any other device and are the most effective use of the district's money in terms of capabilities.

Guthmueller also inquired about insurance for the devices and what the district would do to help students who may not have internet access at home. Christensen explained that the district was looking into how other district handle insurance for the devices. He said families will have the option to opt into an insurance plan for additional protection.

The district has also purchased hotspots for students in need of internet access, but does not have the means to provide that to every student.

When the four years is up and it comes time to replace the devices,

the district will have to come up with another approach to pay for replacements. Chaffey said the district will consider multiple options, such as incorporating it as a budget line item, entering into a leasing arrangement or possibly placing it on the ballot for the operational levy in 2026.

School Board Director Tom Knisely said he thought the 1:1 initiative made a lot of sense for the district, especially during the pandemic, but he voiced his concern for what will happen four years from now.

“This will help us address some equity issues and make sure nobody is left behind during COVID,” he said. “The only thing that makes me a little nervous is that this is then putting us on the hook four years down the road.

“Once we provide this, we don't want to take it away. As long as we are cognizant of that and planning for the future, I think this is a really good idea.”

Dietz said, “We agree, and that is why we have come up with a few options. We are going to put some money aside in budgets because we know it is an investment. Not knowing what is going to happen in the next four years, we will have to work through it.”

BLAINE—sticks & Stones Restaurant, the north metro’s only nonprofit restaurant, reopened with a Hometown Heroes event earlier this month.

First responders in Blaine and Spring Lake Park stopped by the restaurant, located in Fogerty Arena, 9250 Lincoln St. NE in Blaine, for a complimentary driveup meal of grilled burgers, brats and dogs with chips and beverages.

Gratitude was the theme for the reopening, according to Rob Hall, the arena’s general manager.

“COVID-19 impacted us all, and our appreciation goes to many people who helped us make it through months of closure, including our staff, volunteers, patrons and community members,” said Hall. “We were pleased to show our appreciation by hosting a

Hometown Heroes Day to recognize and applaud the extraordinary work of our police, fi refighters and emergency health care providers in serving our communities.”

CENTENNIAL SCHOOL BOARD NOTES The Centennial School Board took the following action at its July 13 meeting, held via teleconference: • Heard from Superintendent Brian Dietz, who announced that he, as well as many other district staff, attended the Awaken the Suburbs march July 11 organized by Centennial Students for Change. “They did a fantastic job,” he said.

“Change is coming. We are excited about the opportunities that we have to continue to get better and improve for our students.”

Dietz also provided an update on what the district has done to prepare for the three scenarios the Minnesota Department of Education (MDE) is considering for this fall.

“We have been working tirelessly to get plans organized for the three possible scenarios that we are going to be facing. I appreciate our parents’ and students’ patience on this,” he said. “The minute the state makes the decision, it is our goal to get information out to students and families (likely the first week of August).” See page 3 for more information.

Dietz also provided an update on construction and said all projects, including the enclosed walkway link, are on target to be complete in time for this school year.

• Approved $14,401 in 2020-2021 dues for

membership in the Minnesota School Board Association (MSBA).

The board also approved the 2020-2021 Schools for Equity in Education (SEE) membership fee of $9,017 and $7,500 for Northwest Suburban Conference (NWSC) 2020-2021 dues.

• Approved the district’s long-term facilities maintenance plan (LTFM). The board is required to annually update the plan and indicate its intention to levy for LTMF funds.

The plan includes a 10year revenue projection and expenditure plan and levies the maximum for LTFM funding so the district can maximize its state aid funding.

• Approved the Centerville Elementary Addition project scope and funding plan. See page 6.

• Approved the purchase of Chromebooks for the 1:1 initiative for grades 6-12 from Firefly Computers. Students at the high school will be sent home with their individual Chromebook every night and students in grades 6-8 will have access to their own Chromebooks while at school. Director of Public Information and Community Outreach Krista Bergert said the details are still being worked out for middle school students.

• Approved a memorandum of understanding (MOU) with the Centennial

Education Association (CEA). Director of Human Resources Dan Melde explained that Article X, Section 9 (addressing duration of insurance contribution for those hired after Jan. 1, 2012) of the CEA contract required a one-time irrevocable decision to choose between two HRA plans.

The original language stated that the employee must have made this decision by June 15, 2020. Due to the COVID-19 pandemic, proper education about the plans for employees was not possible, Melde said.

The MOU extends the decision timeline through June 9, 2021, which will allow CEA and the district time to provide education to staff on the choice they have.

• Received a presentation from Centennial Community Advocates for Racial Equity in our Schools (CARES). The newly formed group promotes equity and anti-racist efforts in the district in order to foster a learning environment where all students are welcome, safe and respected, encounter a diverse curriculum and staff, and have access to the resources they need to thrive. Has the school been working on plans for each of the three choices?

The district has been at work on fall school start plans since the school closure in March. We interviewed students and staff to learn what worked and the challenges faced during the spring’s distance learning experience.

After months of preparing, our plan incorporates that feedback and was designed so students will receive instruction through planned and meaningful distance learning. This plan will be the foundation of a distance learning experience and for the hybrid model, which is a split of distance learning and in-person learning in the classroom.

We are also prepared if we need to shift to a distance learning model at any time during the school year. If the governor gives the direction of in-person learning, whether a few days a week or five days a week, our plan will help ensure the Centennial community is healthy while learning.

Has the school been polling families in the district to get some idea what the sentiments are?

The district phoned families as a focus group to learn about their spring learning experience.

Centennial also sent a survey in the spring to both parents and staff to gather information to help in the

Regarding feedback from students and parents about taking classes at home last spring, what were some common reactions, both positively and negatively?

One positive take-away is that our families recognize the effort it took to get the distance learning developed in a very short amount of time. Families also acknowledged the changes we made during the course of distance learning to benefit students.

On the opposite end, having consistent practices was something requested by families and students.

They want consistency in instruction, homework, connections with students, etc.

Will decisions on extracurricular activities closely follow the MDE announcement?

Extracurricular activity decisions will be made by the Minnesota State High School League in accordance with the announcement by the state of Minnesota. We do not have a timeline of an announcement but believe it will be shortly after the governor’s announcement.

Does your administration prefer one of the three options?

We are excited to receive the direction from the governor so we can continue to develop a thoughtful and meaningful plan for students.

Do you have any predictions about what will happen?

These are unprecedented times. There is no playbook on how to react to situations that occur. Throughout this

new journey of educating our students, we have partnered with the MDE, the Minnesota Department of Health (MDH) and the Centers for Disease Control (CDC). We have trust in that partnership and will follow their guidance once the announcement is made.

Question 3: What was challenging during the distance learning period? (Select all the apply.)

There has been a lot of talk about achievement gaps … or lack of learning when it comes to distance learning and kids falling behind. What are plans to minimize that if the model is all or partially distance learning?

Recognizing that distance learning was a unique experience for students and teachers this past spring, time has been set aside during fall workshops for teachers to share with each other learning gaps that students may have experienced. For example, a fourth grade teacher will connect with third grade teachers to discuss how instruction, content coverage and student learning was impacted by distance learning. These conversations are designed to build necessary bridges in learning.

Regardless of the instructional model this fall, teachers have become adept at communicating in a virtual environment. If staff are not able to connect in-person, those important transition meetings will still occur.

We have had to educate our students unlike any other situation we’ve experienced before. We recognize education responsibilities were placed on parents and students to facilitate learning in the spring. The district administration has spent the spring and summer months preparing for the start of school year. The Minnesota Department of Education (MDE) received 130,000 responses to a survey about distance learning.

Minnesota Department of Education conducted an informal survey this summer and found that 64 percent of respondents said they would feel comfortable sending their students back to school this fall.

The survey was taken June 15 through July 6, offered in English, Hmong, Spanish and Somali, and received 130,000 completed responses.

Of those 64% who said they’d be comfortable sending their student(s) back to school this fall, 94% would send them back to school full time. Less than 12%of respondents said they would not feel comfortable sending kids back to school, with 83% of that group citing concerns about public health.

The statewide survey also asked respondents about what went well during distance learning in the spring and what was challenging. The most common selections for what went well during distance learning include, “access to the internet,”

As we plan for the upcoming school year, we will listen to the experiences of our families, teachers, and students and the advice of public health experts to determine a safe path forward.”

hen I find myself feeling perplexed, mystified and even angered by the behavior of people who are doing things that are beyond my control, I go back to an incident on one of the busiest thoroughfares in Minneapolis that I thought was going to end tragically. We were sitting at a table outside Bob’s Java Hut, a popular destination for motorcyclists from around the metro area, having coffee on a busy Saturday morning when a young woman arrived on the scene with her unleashed dog. It didn’t take long before the high level of activity outside the coffee shop, combined with the traffic on Lyndale Avenue started to agitate and confuse the animal, who appeared to be relatively young and still in the process of being trained. While his owner was busy socializing, he escaped her attention and suddenly Angle of darted out into the busy street.

Squealing tires could be heard View as drivers braked and swerved to avoid hitting him as he Paul Dols miraculously made it across the street. The commotion got h attention i off the dog’s owner, who panicked the and started to call for him while he stood visibly confused on the other side of the street as cars continued to whiz past.

Quickly and without fanfare, a guy sitting next to us with his girlfriend got up, waited for a momentary break in the traffic and then swiftly crossed the street and nabbed the dog by the collar. He waited for another break in the traffic and then calmly led the dog back across the street and without judgment returned him to his owner, who thanked him. When he sat back down I complimented him on his quick and decisive action while also marveling at his restraint for not unleashing with an angry lecture, which I personally thought the dog’s owner deserved. He simply replied that with certain people you know it’s probably not going to matter what you say, so it just isn’t worth it.

I can only hope that his good deed and restraint had a positive impact on the future behavior of the dog’s owner, but who knows? His actions certainly made a lasting impression on me.

I don’t believe the young woman was acting with any malicious intent when she decided to disobey a citywide ordinance and walk her dog along a busy street without a leash. However, given all of the variables in play at a busy intersection, she did create a potentially dangerous situation that could have resulted in negative repercussions for her dog and many people beyond herself.

I realize that there were conflicting messages and contrary information concerning masks in the beginning stages of the COVID-19 crisis in the United States, but I still think it’s profoundly disappointing that the simple act of wearing a face covering to help control the spread of a potentially deadly virus became politicized.

In countries around the world that have had to deal with previous infectious disease outbreaks (like SARS) wearing a mask in public is considered a sign of respect and altruism, not weakness. A recent article in The Atlantic titled “Refusing to wear a mask is an empty act of defiance,” offered the perspective that masks were not empty symbols but tools of public health. The article also provided survey results showing the proudly maskless to be societal outliers and that a majority of Americans participating in the survey agreed that wearing a face mask when in public and near other people was a sign of respectfulness. I personally view the act of wearing a mask as a minor inconvenience when you consider the alternative.

In an effort to slow the spread of COVID-19, White Bear Lake Mayor Jo Emerson has issued an emergency proclamation requiring face coverings in indoor areas accessible to the public effective 12:01 a.m. on Friday, July 17. I respect her decision.

Schools must reopen this fall

OVID–19 has impacted all aspects of our lives, most notably on children’s education. Distance learning was the temporary fall back to continue their education, but we now know it is not working for many kids, families and educators.

In short, kids need to be back in school this fall. Most educators, parents, and kids agree on this point.

During the past several months, I’ve had many conversations with educators and parents.

Legislator What I have learned about Lingo distance learning has been Roger eye-opening.

Chamberlain Educators and parents are concerned and frustrated.

A recent survey conducted by the Minnesota Department of Education showed that 64% of parents want their kids back in school. In addition, almost 53% said they had a bad or very bad experience with distance learning.

While there have been some issues with internet access for kids, most of that has been

mitigated and we now have the information to fully address that issue. Some educators have said up to 30% of kids had not regularly logged into class sessions. And as many of us have learned, technology has helped but there are limits and only so much you can do via Zoom.

What we intuitively know to be true is supported by science and data from the Centers for Disease Control and Prevention (CDC) and the American Academy of Pediatrics (AAP). On July 9, CDC Director Robert Redfield, said, “I’m of the point of view as a public health leader in this nation, that having the schools actually closed is a greater public health threat to the children than having the schools reopen.”

Relationships matter a great deal in all we do. It is especially true when talking about educating kids, even more for special education – kids need structure, consistency, they need to be in a classroom with educators. For special education, it is a must. It is important not only for educators but is also important for social interaction and to be with their friends.

On June 25, on their website, AAP stated, “The AAP strongly advocates that all policy considerations for the coming school year should start with the goal of having students

physically present in school. The importance of in-person learning is well-documented, and there is already evidence of the negative impacts on children because of school closures in the spring of 2020.”

Regarding health concerns, CDC Director Redfield added, “I don’t think we should go overboard in trying to develop a system that doesn’t recognize the reality that this virus really is relatively benign to those of us that are under the age of 20.”

That said, we understand we need to protect the vulnerable and those with underlying conditions. With that in mind, we must be flexible, one size does not fit all. Local leaders need to be empowered to make decisions that best meet the needs of their community.

At the Legislature, we will support families and local school officials. We will propose using existing COVID money to support schools and families during the transition back to full-time in classroom education.

For the well-being of our kids, we must move back towards normalcy. Kids need to be back in school, back in the classroom, back with their friends.

Walz extends peacetime emergency Gov. Tim Walz has extended Minnesota’s peacetime emergency through Aug. 12. The emergency has been in effect since mid-March due to the COVID-19 pandemic.

In a statement, Walz's office said that the extension allows the state

to respond to the pandemic most effectively and “the peacetime emergency has provided us tools to save lives and mitigate the impacts of this pandemic.” Forty-nine of the 50 states currently have a peacetime emergency in effect.

Blue Heron Hustle 5K canceled

Centennial Community Education and the city of Circle Pines will hold the first Music on the Lake—It's Golden concert from 7 to 8:30 p.m.

Thursday, July 30, at Golden Lake Park. The first performance in the series of outdoor concerts was to be held June 11 but was canceled due to the COVID-19 pandemic.

The concert will feature music from the husband and wife duo, The Floras.

The Floras’ eclectic sound weaves many different genres into their performances; the ’50s, Americana, country and gospel. Their motto is, "We sing for people." Following decades of performances at state fairs, festivals, city events, private parties and funerals, they have, indeed, sung for people.

Those attending the concert are required to remain 6 feet apart, provide their own seating and wear masks to help decrease the risk of exposure to COVID-19. Those who plan to attend must provide their own refreshments, as the concession stand will be closed.

The Blue Heron Hustle 5K, scheduled for Saturday, Aug. 15, has officially been canceled. The Chain of Lakes Rotary posted a statement on its Facebook page last week that read, “Due to the extension of the Minnesota COVID-19 Peacetime Emergency Executive Order 20-78, we are forced to cancel the 2020 Blue Heron Hustle 5K. We look forward to running with you in 2021.”

Lino Lakes city staff members expressed numerous concerns for granting special event permit approval to the City Council at the council’s July 6 work session. The main concern was that the event would violate executive order 2078, set to expire July 13. Gov. Walz extended the peacetime emergency for another 30 days (Aug. 12), which means that executive order will remain in place.

The council will likely take action to deny the special event permit at its July 27 meeting (after press deadline).

Current Miss Lino Lakes Ambassadors Kailey Groess and Claire McArdle have signed contract extensions to continue serving as ambassadors through August 2021, when three new candidates will be selected after completing the candidate program (June through August 2021). Alicia Koehnen, who was voted by her peers as Miss Congeniality, has stepped up to take the place of Amelia Phommady.

All three ambassadors graduated from Centennial High School in the spring and are off to college this fall — McArdle and Groess will attend North Dakota State University to pursue degrees in mechanical engineering and business, respectively, and Koehnen will attend the College of St. Scholastica to pursue a degree in nursing.

For 2021, the ambassadors will have a lighter schedule of events. The 2021 candidate program will be open to young ladies with a connection to the Centennial area that have graduated/ will graduate from high school in 2018, 2019, 2020, 2021 and 2022.

Back to voting: My second step in figuring out who I will support for public office is to ask myself whether their values align with my own. After that, I will read up on the policies they say they will pursue. My “who to vote for?” process begins, however, with that all-important initial question of whether I can trust someone.

As you consider your vote for who you would like to represent you in House District 38A, it may be that your views differ from Kris in a few areas. But if you care about supporting someone who is who he says he is, I will tell you that I like many people, and some of them I also trust. I trust Kris.

Minnesota's wetland banking program includes both private and state-sponsored wetland banks which have "credits" that are used to offset (mitigate) authorized wetland impacts.

• Approved the sale of 0.2969 acres (12,933 square feet) of wetland credits from bank No. 1122 for a purchase price of $25,866 (plus transaction fees).

City staff received a request to purchase wetland credits from GW Elm Road South Inc. The acquisition is intended to mitigate potential wetland impacts related to a pending development in another city.

• Approved a peddler license for L&G Concessions for July 14 through Aug. 30. The company plans to have a canopy tent set up in the parking lot located at 7997 Lake Drive to sell political merchandise such as baseball caps, T-shirts, flags and bobbleheads. L&G Concessions received permission from John Magill, owner of the strip mall.

• Appointed Brandon Byrne to a paid-on-call firefighter position at Fire Station 2.

Human Resources Manager Karissa Bartholomew said

that currently the city has eight firefighters at Fire Station 1 and 11 firefighters at Fire Station 2. A total count of 20 firefighters per station is considered fully staffed.

Byrne's hourly rate of pay (the pre-service training wage) will be $9.50/hour. He will start work before the end of the month.

• Approved an accounting services proposal from Abdo, Eick & Meyers (AEM) Financial Solutions. City Administrator Sarah Cotton said because of her recent appointment to the administrator position and the resignation of the city's accounts payable/ payroll technician, there are currently two vacancies within the finance department. For short-term assistance, the city has entered into an agreement with AEM to provide bank reconciliation and TIF reporting services for a monthly fee of $1,250 and $2,000, respectively.

• Approved amendments to the city’s policy regarding public purpose expenditures.

The policy outlines the ability for staff to spend money on employee appreciation, plaques for outgoing council members and cards and flowers for the loss of loved ones.

The Ambassadors also told council what the next year will look like for them until the new ambassadors are crowned next summer.

There are additional expenditures that happen throughout the year that city staff felt should be outlined within the policy for greater transparency, such as employee wellness and meals and refreshments for city-hosted events or ceremonies.

City staff also recommended a change to how employee appreciation is handled.

Instead of receiving a gift certificate for years of service, city employees will be given gift certificates for excellent service.

The Centennial School Board approved the Centerville Elementary Addition project scope and funding plan at its July 13 meeting. Centerville Elementary has 26 classrooms, including one preschool classroom. A total of 530 students are split into 20 sections across grades K-5, with an average class size of 26.5. The proposed 21,820-square-foot addition would add 12 more classrooms (four for preschool) and two flex spaces.

The addition would allow the district to serve up to 795 students spread across 30 sections with the same average class size.

The project, which is estimated to cost $8.29 million, would be paid for by lease levy funding.

Executive Director of Business Services Patrick Chaffey said that because the Centennial Area Learning Center (CALC) lease levy will drop off in 2021, a tax increase to pay for the project would not be necessary. In fact, he said a $225,000 home would see a reduction of $3.20 annually.

The district will start design meetings in August and September. The project has been approved by the Minnesota Department of Education (MDE), but will once again need approval from MDE before the project moves on to the design phase and the bond sale.

The next City Council meeting will be at 6:30 p.m. Monday, July 27, at City Hall. There will also be a work session immediately beforehand at 6 p.m.

Nuisance property given September deadline For several years, the Lino Lakes Public Safety Department has worked with the property occupants of 6367 Ware Road on matters related to the exterior storage of items that are prohibited under city ordinance. Capt. William Owens explained that the items include tires, machinery, debris, trash, junk vehicles, car parts, lawn mowers, fi le cabinets, recreational vehicles, mattresses and other items.

“The accumulation of these items not only extend beyond city ordinance, but also what a reasonable resident would deem appropriate and has become a public safety matter,” Owens said. “For several years we’ve worked with the property occupant to clean the property up and bring it into compliance with city ordinance; however, the resident has not brought it into compliance, so the public safety department needed to take enforcement action through a citation.”

The case has been making its way through the court system, and the court has given the occupant until Sept. 1 to take corrective action.

“It is our desire to work with the resident to help solve the problem, so the Public Safety Department will continue to partner with the Community Development Department to follow up with the resident as we move through the court process in an effort to do everything we can to help solve the problem and get the property cleaned up,” Owens said.

people in support of making a change to city code to allow residential beekeeping.

“Not all of us are in a situation where we can live in a rural area. It’s been proven time and time again that small, well-managed livestock can thrive in urban settings.

Local laws, such as the one that stands in Lino Lakes in regard to beekeeping, that prevent people from partaking in small-scale hobby ventures do more harm than they do any good,” she said.

“Pollinators around the globe are in decline and have been. Bees need our help, and it’s my strong belief that our government (local, state and federal) should be encouraging anyone who wants to get involved in saving our home and the inhabitants of it.”

Rasmussen cited a February 2019 National Geographic study, which concluded that 40% of the world's insect species are in decline, including bees, butterflies and other pollinating insects.

The die-offs are happening primarily because insects are losing their habitats to farming and urbanization.

“Many neighboring cities and towns within

Two, for example, are Circle Pines and Centerville,” she said. “I question why Lino Lakes cannot adopt a similar ordinance to that of its neighboring cities and I am challenging the council, again, to explore this idea.”

Rasmussen requested that the council no longer classify bees as farm animals or make a change to the city code that would permit bees to be kept by hobbyists on residentially zoned parcels.

Ham Lake resident Betty Mortensen also spoke. She has been a beekeeper for six years and is currently the treasurer for the Minnesota Hobby Beekeepers Association.

Mortensen told the council that there are some facts about bees that they need to know.

“Forty-nine out of 853 city councils have any kind of ordinance ... We are trying to get Minnesota bee friendly.

That is pretty bad odds when 804 cities have nothing listed about bees,” Mortensen said.

“One-third of our food needs pollination and 89% of that is done by honeybees.”

Mortenson then tried to address some of the common concerns that come up when it comes to bees and said

that most of the concerns can be alleviated through education. She said while she was out advocating for the petition, she talked to one gentleman who was deathly allergic to honeybee stings.

After explaining to him the important role bees play, she said he told her to put him down as a yes for the petition.

Council Member Christopher Lyden said, “There is probably not support on this council to put high-density bees in high-density development, but our environment is important and the bees are important ... when you think about that 30% of the food we have, including chocolate, comes from bees.”

Lyden suggested the city do its part to support bees by sharing educational information about bees with residents about what they can do to help the bee population, such as planting wildflowers and using organic pesticides.

Community Development Director Michael Grochala said the city is currently working on including some information about bees in an upcoming city newsletter.

• Received a COVID-19 update from Antonen, who said that not much has changed since the last council meeting. The big news is that the city will receive around $380,000 from the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Antonen said city staff are looking at the ways the funds can be utilized.

Some of the money will be designated to the police department and fire district. “We (cities) are all trying to figure out the best way to properly be fiscally responsible yet utilize this money to help our community.”

Another possible use for the money would be to offer grants to local businesses, Antonen said.

• Updated the council on the Centennial Lakes Police Department 2021 budget. Bartholomay explained that tentatively, the budget is proposed to have a 2.8% increase. It is not yet finalized, however, and still needs to go through the approval process by all member cities.

• Accepted the 2019 audit. Aaron Nielsen of MMKR presented the findings. Here are some highlights: ° The city received a clean, or “unmodified,” opinion on its basic financial statements. ° One matter involving the city's internal control over financial reporting was found. Due to the limited size of the city's office staff, there is limited segregation of duties.

Nielsen explained that the finding is not uncommon for cities of the size of Circle Pines. MMKR has noted that same finding for many years on the city's audit reports. ° The city's general fund continues to be in a stable financial position. The general fund saw a 2.3% increase in revenues and a 5.8% increase in expenditures (over the prior year). ° Bartholomay noted that the city's market value increased by 8.1% in 2018 and 6.6% in 2019.

The Circle Pines City Council took the following action at its July 14 meeting: • Received an elections update from Council Member Steve McChesney, who reminded residents that absentee voting for the Aug. 11 primary is underway and that the polling place for residents north of Lake Drive (for both the primary and Nov. 3 general election) has been moved from the fire station to St. Mark Lutheran Church.

He added that election judges are now going through training, which includes strict guidelines from the Secretary of State. He reported that Circle Pines has around 3,300 registered voters. Typically, he said, around 300 voters participate in the primary election. So far this election season, nearly 270 people have already requested absentee ballots.

“I think it is safe to say that more people are going to be voting absentee and that our turnout is going to be significantly higher than normal for the primary,” he said.

• Reminded residents to complete the 2020 Census.

• Heard an update from City Administrator Patrick Antonen on the 2020 streets and utility project. He said everything continues to go well and the project remains ahead of schedule.

Council Member Jennifer Rauner said, “I am so impressed with these folks that are working on this project ... I've really been impressed with how the project has been going.”

• Shared that Mayor Dave Bartholomay, and other city staff, attended the July 11 Awaken the Suburbs march.

Bartholomay said the event was not sponsored by the city, but city staff, Centennial youth, Our Savior's Lutheran Church and law enforcement all worked together to make sure the event was safe.

“It was very well done. The students were well organized and very talented, and wanted to make a difference,” Bartholomay said. Council Member Matt Percy added, “That is really encouraging to see that the youth in the community are doing something like this; they are well organized and they have strong beliefs. At this age, to be able to put something like that

The officer investigated and determined no crime had occurred. • An officer took a criminal sexual conduct report by phone July 9. The investigation is ongoing. • An officer stopped a vehicle for a moving violation in the 6700 block of Hodgson Road July 9. The officer detected the odor of a controlled substance and subsequently searched the vehicle. The driver was cited for multiple violations. • Officers responded to a three-car property damage accident in the 7700 block of Lake Drive July 10. All involved parties were given a case number and able to drive away from the scene. • While on patrol, an officer stopped a vehicle for multiple violations in the 7600 block of Lake Drive July 11. Kids Club heads outdoors for story time Thanks to the Centennial Libary, students in Kids Club, as well as the public, now have a fun alternative to traditional library story time. The Centennial Library provided the signs, which depict the story of “If You're Happy & You Know It.” Instead of sitting in a circle indoors, students can walk along the path to read the story outside rather than sitting in a circle indoors close to their peers. The storywalk is located at Rice Lake Elementary near the baseball fields and is open to the public from noon to 4 p.m. Pictured below are Claire Hatfield (left) and Macie Fjestad.

Another Cougar set for D-I basketball: Jenna Guyer

Jenna Guyer, coming off a dominant junior season for Centennial, is the latest Cougar headed for a Division I basketball program.

Guyer, a 6-foot-2 post who averaged 15.4 points and 10 rebounds, verbally committed to University of WisconsinGreen Bay last month.

“I feel very fortunate for having the opportunity to play college basketball,” stated Guyer, adding that she had two D-I offers and several from D-II. Former Cougars currently in D-I are Sara Stapleton at Wisconsin, Sydney Stapleton at South Dakota State, Claire Orth at North Dakota and Taylor McAulay at Drake.

UWGB head coach Kevin Borseth, and assistants Megan Vogel and Sarah Bronk, were in contact with her throughout the process, Guyer said. They saw her in AAU ball with Minnesota Fury and watched Cougar game tapes.

“I know they believe in me,” Guyer said, “and gave me specific things that they like that I do — good with both hands, run the floor well, my midrange jumper — that will be helpful to their program.”

UWGB is a strong mid-major program.

Borseth has a 401-105 record in 17 seasons.

The Phoenix were 19-13 last year. They play in the Horizon League.

“Knowing that she is a great student and a hard-working basketball player, coaches can’t get enough of those players,” said Cougar coach Jamie Sobolik. “Plus, you can’t coach 6-2.”

Sobolik noted that Guyer has increased her strength with weight-room work in the last year while making herself a good mid-range shooter who can also hit 3-pointers.

“She is no longer just a back-to-the-basket Jenna Guyer post,” he said.
