For the fi rst time in 46 years, the federal government has taken action to help people with kidney disease.

On July 10, Lino Lakes resident and longtime nephrologist Mark Rosenberg, MD, was in Washington to witness President Donald Trump sign an executive order dedicated to advancing American kidney health.

“I have been a kidney doctor for 35 years, and this is the most exciting thing that has happened in the kidney field,” Rosenberg explained.

“(The executive order) provides a really bold vision for transforming kidney care. It is an area that hasn't received a lot of attention or new therapies over the last 40 years.

By the government declaring it is going to change the way kidney disease is treated, it opens it up to investigators, researchers, venture capitalists (and) companies to now move into this space.”

The last time the federal government took action with regard to kidney disease was in 1973, when it agreed that Medicare would cover the costs of kidney

disease, no matter the person's age.

“I think for the federal government to show this kind of interest in individuals with kidney disease, and particularly kidney failure, is really unprecedented and opens up a lot of options for kidney patients,” Rosenberg said.

Rosenberg is currently president of the American Society of Nephrology (ASN). For the past five years, he has served on its leadership council.

LINO LAKES — This year's Officer Shawn Silvera Rotary Run is sure to be a fun-fi lled experience for community members from all walks of life — running and fitness enthusiasts, law enforcement and Rotary supporters, families, pet lovers and dogs of all breeds and sizes.

The 14th annual event will be Saturday, Aug. 17, during Blue Heron Days. In addition to the main certified, chip-timed 5K run at 8 a.m., new this year will be the Hot Dog Mile at 9 a.m. — which is technically only a half a mile. But who’s counting?

The run honors Lino Lakes Police Officer Shawn Silvera, who was killed in the line of duty while assisting in a high-speed chase on I-35W on Sept. 6, 2005. In addition to Officer Silvera, the event honors other officers who have been killed in the line of duty. It also raises money for three beneficiaries, including the Minnesota Law Enforcement Explorers Scholarship Fund, Minnesota Concerns of Police Survivors and Centennial High School STRIVE Scholarship.

EXECUTIVE ORDER: Game changer for people with kidney disease

For many years ASN has joined other health organizations to advocate that the government step in and take control of kidney disease.

“This has been many years of work trying to get to this stage, trying to get the upper echelons of the administration to really recognize kidney disease,” Rosenberg said.

“Our initiative is changing the status quo in renal replacement therapy for patients by focusing on more choices for dialysis modalities and greater access to transplantation and, for patients in the future, by focusing on the development of innovative new therapies such as more portable dialysis and artificial kidneys. The idea is to make care better for patients, give them more treatment options and to spur innovation.”

Earlier this month, Rosenberg was invited to meet with Department of Health and Human Services Secretary Alex Azar. He then visited the White House, where he participated in a listening session with members of the president’s Domestic Policy Council and other administration officials. On July 10, he was one of nearly 500 people who witnessed Trump sign the order, which Rosenberg said has three main goals: • To reduce the risk of kidney failure through a combination of better prevention, diagnosis and treatment.

• To provide better access to care for patients whose kidneys have failed, including a greater emphasis on home therapy or kidney transplantation.

• To increase access to kidney transplants.

On June 6, Circle Pines resident Randy Kuzel donated one of his kidneys to a cousin. “We grew up together and are six months apart,” he said.

Kuzel’s cousin went in for a high school football physical at the age of 16; lab tests found blood in his urine.

Between the ages of 16 and 52, his kidney function continued to decrease.

“It just got to the point,” Kuzel said, “where the family finally had to reach out to family and friends last year to see if there was a match. I got tested and, thankfully, I was a match.

“Can you imagine having a sibling, friend or a cousin in need and not helping? I just couldn't imagine not helping him, knowing I was a match.”

Prior to the procedure, Kuzel said, he had several checkups, MRIs (magnetic resonance imaging scans) and tests, which didn't cost him a dime. He was also able to meet with a team of social workers, nurses and the surgeon who explained the procedure and answered any questions he had. “I had my own team of doctors who were looking out for me, and me only,” he said. “My cousin had his own set of doctors.”

Rosenberg said even though medical expenses are covered for donors, the executive order tries to address other costs that might be barriers, including lost wages, child care expenses and transportation. The order also aims to increase the number of transplants, with a goal of doubling the number of kidneys — both real and artificial — available for transplant by 2030.

“They are trying to do a better job of identifying deceased donor kidneys from people who have been declared brain dead in the hospital,

which is managed through an organ procurement organization (OPO),” he explained. “They think there are kidneys that are not used when they could be, either because they have some mild abnormalities, or they have been in storage for too long.”

The order also seeks to encourage the identification of kidney failure cases earlier. Rosenberg noted that in the hospital, it is not uncommon to see a patient who comes into the emergency room in the end stages of kidney disease. “They have to start dialysis on an emergency basis, and they had no idea that they ever had anything wrong with their kidneys,” he said.

Kidney X, a partnership between ASN and the Department of Health and Human Services, is also mentioned in the executive order. “It is a different way of trying to encourage innovation in an area where investigators/ researchers can develop something and apply for a prize,” Rosenberg said.

“I was honored to witness the president sign an executive order that recognizes the importance of early diagnosis and treatment of kidney diseases, the need to provide individuals with more choices when kidney failure does occur, and the urgent need to increase the supply of organs for kidney transplantation,” he said.

“The combination of these truly important goals signals to the kidney community that this administration is serious about changing the dynamics inherent currently in kidney care.”

Lino Lakes mayor announces run for county commissioner seat

LINO LAKES — After serving on the City Council for 20 years, Mayor Jeff Reinert has decided to run for the vacant county commissioner seat rather than for what could have been his sixth term as mayor.

“I have decided it is time to serve our area in a different way. It has not been an easy decision to make because I absolutely love being mayor and appreciate more than you know the incredible support I have enjoyed over the last eight elections — but sometimes change is good,” Reinert said. “I feel like I have been preparing for this job for over 20 years. I will continue to serve the residents of District 6 with careful planning, creative solutions and help steer Anoka County onto the right path.”

The county commissioner (District 6) seat was left vacant after former County Commissioner Rhonda Sivarajah was appointed to the county's top position as county administrator May 14.

Reinert has been the mayor of Lino Lakes for 10 years and served on the City Council for 10 years before that. He has also held roles on the Economic Development Authority, Park Board, Anoka County Fire Protection Council and Finance Committee, Anoka County Joint Law Enforcement Committee, Centennial Lakes Fire Department Steering Committee.

He is currently a member of the Sons of American Legion and Chain of Lakes Rotary Club.

“Anoka County is the fourth-largest county in Minnesota, has over 2,000 employees and a $300 million budget. This is a job for someone who knows what they are doing,” Reinert said. “One of the reasons I decided to run for the position is because it requires someone with experience. This is not an easy job and should not go to a person without the right kind of experience. If it does, mistakes will be made, costing everyone opportunity and tax dollars.”

Reinert added, “I think that the county been running fairly good, but there is always improvement that can be made. I want to take some of the things that I have done in Lino Lakes, some of the creative solutions and more efficient government, and bring that to the entire county and our district.”

He said he feels confident that Lino Lakes is in a good place right now and will be just fi ne under new leadership.

“I wouldn't leave my position as mayor if I thought that the city wasn't in great shape. I will tell you what, right Jeff Reinert now it's dynamite. We have got a tremendously great staff,” he said. “Over the last 20 years, we have increased our credit rating five times, improved our transportation and park system management, improved our public safety, digitized CityHhall and accomplished too many other things to mention.”

Birthdays are for free stuff

E

very year when my birthday (July 29) rolls around, I find myself checking my inbox more often. I scroll through my emails to see what deals I can snag just because I am one year older.

I am pretty sure I gain about 10 pounds during each birthday week, but that is what birthdays are for, right? I would have thought I would have left the “free stuff rocks” mentality behind when I graduated college, but that is not the case.

Some of the deals are exclusively valid on your birthday, but other Out & ones are valid for your birthday week or even About birthday month.

Shannon First thing I need on my birthday is, of course, Granholm coffee. I will likely go to Starbucks, Caribou, Dunkin’ (Donuts) or Dunn Brothers and probably even more than one for my free birthday drink. Another necessity is ice cream or a dessert of some sort.

And the list goes on ... Every year I find another deal I have to be sure to take advantage of for my next birthday. Many retailers also send deals hoping you will spend some money with them such as buy one get one, 50% off or $5-10 off.

Of course, every year a lot of these deals go unused, especially the ones that are only valid on my birthday.

In addition to having more than enough unhealthy food to last me a month, I also try to plan something fun. In the past I have gone to a concert, attended corgi races and made special dinner plans.

This year, since my birthday falls on a Monday, I plan to celebrate the day before by attending the Sunflower Festival at Waldoch Farm in Lino Lakes. I can’t wait to see the thousands of flowers.

I’m not sure if you know how much you mean to our communities. The Centennial Library is a cornerstone to healthy communities, right up there with our great Centennial Schools and our tremendous parks and trails.

A library is a great equalizer and uplifter for an increasingly diverse community — it serves everyone from all walks of it provides lifeMovers & life; enriching programs Shakers and services, and it’s a boost to our arts Dave and culture, making Bartholomay all of us more complete and caring neighbors.

The Centennial Library and our Centennial School District are the glue that holds all of us together.

Good schools and community assets like the library demonstrate our ongoing commitment to young people and to the improvement of everyone’s lives. It is in our combined activities and actions that we all thrive, and where we can work together to really make a difference.

I love that you serve everyone: young and old, rich and poor, longtime residents or new arrivals. Just look at who’s in the library: you might notice the kids first, of course.

You are their refuge in the summer.

You give them the opportunity to stay reading and learning during the summer break from school, so they don’t fall behind when they get back to school in the fall. Your programs entertain and enlighten them all year long, and the popular new LEGO table encourages creativity and lets their imaginations run wild. The kids were crowded at the old building, but now there is plenty of room for them to learn and grow.

That means a lot to the future of our communities.

And it’s not just the kids who are excited you are back open again.

Teens, parents, older residents, folks looking for an Internet connection, small business entrepreneurs, job seekers — everyone gets tremendous value out of their community library.

Perhaps one of my favorite improvements to the Centennial Library has been the addition of a Community Room. What a splendid space for all sorts of community gatherings: book clubs, art showings, nonprofit meetings and so much more. I see this addition as a space for all of us to use and enjoy — something that will provide a meeting place to make sure we maintain and grow the very important sense of community

that makes the Centennial area so special.

I’m also very proud of the role the city of Circle Pines played in your new building. We see ourselves as partners with you in this grand adventure of making the Centennial area a thriving place for all residents and visitors. Our city staff was proud to work with the Anoka County Library Board and the Anoka County Board of Commissioners as they created an excellent asset for the southeast corner of the county. Centennial Utilities is also a partner, supporting an innovative natural gas fireplace that will be quite the draw when winter comes once again to our communities. And, Circle Pines is adding outdoor lighting, new signage along Lake Drive, a new City Hall playground, and paving the trail to Lexington Avenue in order to improve the public campus of the library, City Hall, Post Office and Centennial Food Shelf. As mayor, I invite everyone to check out the new library and keep coming back to see continued improvement of a wonderful public space.

Centennial Library, we loved you before and with your new construction, you are well-positioned to serve our area for many years to come. Welcome back.

Construction nightmare The entities involved with the construction of the new apartment building on the former Lovell School property do not seem to care enough about area residents. We have had one problem after another since they have started construction.

For months, we have been living with shaking and vibrations from construction equipment, extra cars parked on local roads, traffic issues and general disruption. Orange construction barrels were put out on the road at 3 a.m. on a Monday morning, which meant that employees were yelling back and forth, lights were flashing on trucks, and some barrels were

placed in front of residents’ driveways. Construction signs also block the view of oncoming traffic, creating safety concerns for drivers. This was all without any notice or notification.

Next, they turned off the water. Only after it was off did they decide to alert residents about the shutoff. A note placed on the front door of those residents who were affected. Calls to the city of Lexington about these issues have resulted in no action.

Then they left the orange barrels on Lexington Avenue for the past 3-4 weeks although no road work has taken place. This means that the U.S. Postal Service continues to refuse to deliver mail. The Post Office also stopped mail to residents on Lexington Avenue without any notice and refuses to deliver it while the orange barrels remain on the street.

Now they refuse to answer phone messages and to give residents a timeline as to when the construction will be completed. Why will they not talk to the residents who are dealing with this construction nightmare?

Former Cougar goes the distance in major marathons

Jonathan Keller is one of those runners for whom the longer the race is, the better he does.

The 24-year-old Circle Pines native has fi nished in the top 1% in his fi rst two marathons, after a solid cross country career at Centennial High School and the University of Miami.

“I do think my body is built to handle longer distances better than most, but (that) has little to do with my times,” Keller assessed.

“Rather, it's due to the fact that I've never had any serious injury that pulls me out of practice or competition.”

All that footpounding, and forcing muscles to work for long periods, are hard on most distance runners’ bodies, Keller said, but somehow he’s always evaded injury, even at Miami, where teammates and trainers always noticed at his indestructibility.

The 6-foot, 150-pound harrier placed 52nd of 7,144 entrants at the Twin Cities Marathon last October with a time of two hours, 42 minutes and 49 seconds in his fi rst 40K race.

For his second

attempt, Keller entered the London Marathon, one of the world’s six “majors,” and placed 87th of 42,906 runners in London in 2:30:07, on April 29.

“I was very happy with the results of both marathons,” Keller said.

With the Cougars, Keller ran in two state meets, placing 48th as a junior and 62nd as a senior. He was also in track and did well but was not a state qualifier.

Keller went to Miami on an academic scholarship and continued in both sports. He was attracted by their audio engineering program, in which he compiled a 4.0 GPA over four years.

With the Hurricane cross country team, Keller had several top-10 fi nishes in invitationals, while his top Atlantic Coast Conference fi nish was 97th, and his top NCAA South Regional fi nish was 104th.

About his high fi nishes in marathons, Keller pointed out that in state meets, and D-1 college meets, you compete against “only the top one or two percent” of runners, in contrast to marathons, which are “a grab bag”

In high school, Keller’s other passion was music, as a percussionist in the band and the drum line, and piano player.

“I had a hard time deciding between music and engineering for a major,” Keller said. But he wound up combining the two, in effect. His fi rst “non-intern job” is engineering for a startup called Zivix, based in Golden Valley, which makes “smart” guitars.

Keller ran in London because he and his mother, Kathy, were visiting his sister, Jennifer, who is married to a London resident and pursuing a music career there.

They also toured Rome on the trip. (Aside: Jennifer’s stage name is Astraea, and her videos can be seen on her Astraea Facebook site.)

The London race, which Keller's brother Matthew also ran, in 2007, has seven times as many runners

as his fi rst race, the TCM. (The New York Marathon has the most runners, 52,000 last year). The crowds were also massive as the runners traversed the major London streets, crossed the Thames River at Tower Bridge, and passed Buckingham Palace on the fi nal corner.

Centennial’s VFW baseball team was one win away from a state trip after picking up three District 7 wins, two of them with walk-off hits, over the weekend.

“This team has some magic in them,” said coach Michael Diggins after the Cougars scored five runs in the seventh to beat Champlin Park 8-7 in an elimination game Sunday.

Centennial, which was 6-7 early in the season before hitting its stride, dueled Forest Lake in the losers bracket semifinals on Monday with a state trip in the line.

Lino Lakes Legion wins league title, heads into playoffs

The Lino Lakes Legion baseball team captured first place in the conference and headed into district playoffs with a 16-6 record this week.

Lino Lakes is ranked No. 4 in the state, but No. 2 ranked Tri-City Red is the favorite in sub-state tournament, held Tuesday through Saturday.

Needing two wins to capture the regular season title, Lino Lakes beat Elk River 10-4 and Coon Rapids 8-3 to finish 11-2 last week. Casey Trapp pitched five innings against Elk River, and Andy Mathies threw five against Coon Rapids. Michael Schneider finished each game.

Coach Matt Youngquist said Mathies has been swinging the hottest bat with Zach Streit and Luke Carlson also hitting well. “We don’t have much power, but we get a lot of guys on base,” he said.

“The part we lacked at the start (of the season) was the mental aspect of the game and the ability to compete as a unit,” Diggins said, adding that adversity led to someone pouting and the team losing confidence. Gradually the attitude changed, he said, to “Who cares what happened last at-bat? It's time to go back to work.”

CENTENNIAL SCHOOL BOARD NOTES The Centennial School Board took the following action at its July 15 meeting: • Heard from Community Development Director Cori Sendle, who presented an overview of the district's Community Education (CE) program. From July 1, 2018, to June 9, 2019, there were: ° 7,997 participants in youth and enrichment classes ° 88 instructors and 57 outside providers ° 173 new enrichment offerings for youth and adults ° 34,352 hours of district facility space beyond the school day, including evenings, weekends and summer ° 27 students enrolled in adult continuing education offerings Sendle explained CE's biggest issue right now is finding space for Kids Club preschool, renters and user groups. She said CE is also having a hard time finding

staff for some programs, including Kids Club, as well as lifeguards for the pool.

• Heard from Superintendent Brian Dietz, who said the district had around 50 staff attend the Advancement Via Individual Determination (AVID) conference the first week in July. “I am proud to say that five of our seven K-12 sites are now going to be AVID certified. We have two more schools that are still evaluating and will probably come on board,” he said. “I am excited for where we are going as a district in putting that in front of kids and knowing the impact it is going to have on our learners.”

• Approved the consent agenda, which included Northwest Suburban Conference dues for $7,500; Schools for Equity in Education (SEE) membership fee for $8,646 and Minnesota School Board Association (MSBA) dues for $12,733.

• Approved the Long-Term Facilities Maintenance Plan for 2019-2020. The school board is required to update the plan annually. Executive Director of Business Services Patrick Chaffey said, “We have put this plan together to maximize our state aid revenue.”

• Approved the life insurance and long-term disability award to Madison National Life. Chaffey said every five years the district is required by state statute to seek bids on life insurance and longterm disability plans. He added the new plan will save the district more than $30,000 annually.

• Received three bids for the stormwater infrastructure project and awarded the project to the low bidder, Peterson Companies, for $689,900. The district’s new building projects require that stormwater be diverted back toward 103rd Avenue NE. All the water must be

captured and retained on site. Chaffey explained that the district plans to store it underground near the field next to 103rd so it can filter into the ground instead of being diverted to the stormwater system, which is already almost at capacity.

• Adopted a resolution regarding board control of extracurricular activities.

The resolution states, “Minnesota Session Laws 2019, 1st Special Session, CH. 11, Art. 1, Sec. 5 will require changes in the accounting for student activity funds and school boards must take charge of and control all student activities of the public schools in the district and that all money received or expended for extracurricular activities shall be recorded in the same manner as other revenues and expenditures of the district.”

Lino Lakes resident pleads guilty to killing swans

The Lexington City Council took the following action at its July 11 meeting: • Approved the Jackson Avenue mill and overlay project.

(Mayor Mark Kurth and Councilwoman Diane Harris were absent.) In a feedback survey sent out by the city, 17 of 29 recipients responded that they either supported a mill and overlay or full reconstruction of Jackson Avenue. City Engineer Steve Winter said the project should be finished in September.

Conner B. Walsh, 25, of Lino Lakes, has pleaded guilty to two misdemeanors for killing two federally protected trumpeter swans on Rice Lake last fall.

Walsh was Conner B. convicted of hunting Walsh protected birds and hunting small game without a license. He was sentenced to spend 90 days in jail (with a credit for nine days already served) and will also be placed on one year of supervised probation. In addition to forfeiting his shotgun, Walsh must pay a $200 fine, $88 in fees and $1,000 restitution to the Minnesota Department of Natural Resources (DNR).

Following receipt of a complaint, DNR conservation officers observed Walsh shoot a trumpeter swan with a 12-gauge shotgun while paddling a kayak on Rice Lake Sept. 28.

Two other trumpeter swans were draped across the front bow of the kayak. In addition, he did not have a current hunting license.

Lino police to offer firearm safety course

The Lino Lakes Public Safety Department (LLPSD) will conduct a firearm safety training course again this year and is currently enrolling participants. The course is scheduled to begin Thursday, Aug. 8, and will run from 6 to 8:45 p.m. every Thursday through Aug. 22. A range and field day (hours to be determined) will be held Saturday, Aug. 24.

The course is open to anyone 11 years of age or older. Parents/ guardians of youth participants are encouraged to attend each session with their child, but parent/guardian attendance is not required.

This course is limited to 25 participants. The course requires a nonrefundable $7.50 pre-payment be made by Aug. 5 to hold a spot in the class. The course will also require an additional $7.50 payment to the Minnesota DNR following completion of the course to receive the final certification. POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • An officer performed a traffic stop in the 2100 block of Main Street July 9 and found a juvenile in possession of a vape pen. The vape pen was confiscated and will be destroyed.

• An officer was called to a delayed criminal damage to property report in the 6300 block of Deerwood Lane July 9. A 25-year-old male was arrested and booked into the Anoka County Jail for thirddegree burglary, first-degree criminal damage to property and receiving stolen property.

• Officers stopped a vehicle for speeding in the 200 block of Ash Street July 10 and found

the driver to be intoxicated.

• Police were dispatched to the 9200 block of South Highway Drive in Lexington July 12 on report of a theft. Marijuana was subsequently found on the suspect and the suspect was cited.

• Police were dispatched to the area of Village Parkway in Circle Pines July 15 on report of a male attempting to gain access to a local business.

A citizen detained the male until police arrived on scene; the male was subsequently arrested.

The Superintendent of Schools recommended approval of the Consent Agenda Items as detailed in the enclosures. CURRICULUM 8.1 Alternative Compensation (QCOMP) Annual Report - CACS CoFacilitator Sarah Florin presented the annual QCOMP Report to the School Board. It is a summary of local QCOMP structures, planning, implementation, data collection and analysis, and ďŹ nally considerations for improvement to teaching. While Centennial has been a QCOMP district since 2006, the program changes annually as we continually make improvements to focus teachers on measurable student growth and best practice models. This report needs approval by the School Board prior to submission to MDE. The Executive Director of Teaching and Learning recommended approval of the Alternative Compensation (QCOMP) Annual Report. Motion by Culp, seconded by Wilson to approve the Alternative Compensation (QCOMP) Annual Report.

Vote: 6-0-0, motion carried unanimously. 9. RESOURCE MANAGEMENT 9.1 Approval of Arena Construction Package - As part of the implementation of the building construction project the district opened bids on May 16, 2019.
