Council shows support for next city administrator

LINO LAKES — Knowing that City Administrator Jeff Karlson plans to retire in 2020, the City Council took action to show its support for who it feels should fi ll his shoes.

At the Aug. 12 meeting, the council passed a resolution granting Finance Director Sarah Cotton a conditional offer to succeed Karlson upon his retirement,

which he says will be sometime in the summer of 2020.

“It is not the customary way of anointing somebody to replace someone, but after Sarah had been working here a couple years, I was able to see how professional she was and how she picked up on things rather quickly. I came to the conclusion that she would make a really good city administrator,” Karlson said in a follow-up interview.

A couple of years ago, Karlson said he sat down with Cotton to ask her whether she ever saw herself becoming a city administrator/manager, or if she planned to stay in the fi nance world. Cotton said she had thought about it, and Karlson recommended that she go back to school to obtain a master's degree in public administration. That's exactly what she did.

Centerville resident Matt Ribar, who is 32, has never missed a State Fair.

“I was in my mom's belly at the fair and even when I went off to school in Arizona for a year, I came back for Labor Day weekend to go,” he said.

The 2005 White Bear grad has fond memories of the Great Minnesota GetTogether as well as other state fairs and festivals. Ribar's father, Brad Ribar of White Bear Township, has owned the Corn Roast concession at the State Fair for 34 years.

Circle Pines sees increase in CLPD budget, Lexington and Centerville a decrease

Centennial Lakes Police Department (CLPD) Chief James Coan visited the Circle Pines City Council to explain the law enforcement budget numbers for next year and the reasoning behind them at the Aug. 13 meeting.

Coan said the proposed expenditures for 2020 total $2,627,439, which represents a “modest 2.3% increase” over the 2019 adopted budget.

“We have tried to maintain expenditures at or near current levels whenever possible and to reduce spending in non-critical areas,” he said. “In recent years, we have come in under budget and over the last eight years we have restored our reserve fund to recommended levels.”

Another reason for the increase, Coan said, is because the department has experienced a “sizable increase” in workers compensation insurance rates due to an increase in costs passed along by the insurance companies as well as a particular compensation claim that is still without resolution.

CLPD utilizes the International Association of Chiefs of Police (IACP)

formula to determine the annual costs to each city.

“Due to fluctuations in population, calls for service and the severity of each call, arrests, as well as other variables, the budgetary costs to each of our three cities are based on a three-year average,” Coan explained.

Mayor Dave Bartholomay pointed out that Circle Pines' portion of the budget will increase by 6.7% this year, whereas the cities of Lexington and Centerville will each experience a 0.7% decrease. The city of Circle Pines will be responsible for

a little more than $1,072,000, Lexington for about $694,000 and Centerville for approximately $862,000.

City Councilman Matt Percy said, “The formula is fair. We are paying more because we are using it more. If we are going to improve the quality of life in our community, we are going to pay for it.” City Administrator Patrick Antonen noted that CLPD responds to a lot of medical

calls within the city due to an aging population.

City Councilmember Jennifer Rauner praised CLPD officers for all they do to interact with youth while out and about in the community. “I see it all over Facebook, not just on the police and city pages, but on personal pages too,” she said.

Despite the increase in this year's budget, Coan said one thing remains the same — The city of Circle Pines remains a wonderful community to live in.

“The quality of life here is next to none. We are all in this together in terms of addressing issues of disorder ... Overall, this is a very safe and stable community. That is something for all of us to be proud of and to tout as to why people want to come and live in Circle Pines.”

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its Aug. 13 meeting: • Heard from a couple of residents before the meeting, who voiced their concerns about speeding, loud motorcycles and an abundance of lawn clippings on East Road.

City Administrator Patrick Antonen said the city is looking at tightening up its language about disposal of lawn clippings so that the police department has more tools for enforcement. Mayor Dave Bartholomay suggested the city develop postcards reminding residents about the dangers of putting their grass clippings in the street.

• Heard from Bartholomay, who said he presented former Fire Chief Basil Guggisberg with the Mayor's Award for Community Leadership Aug. 5.

Guggisberg passed away a few days later on Aug. 11.

“Basil was a true community leader for Circle Pines. He and his wife moved into town before it became a city. He cared for the community, he was part of so many things that make Circle Pines a great place to live,” the mayor said. “It is always sad when we lose a part of our community's history, but when I look at the life he led, I am so grateful that I got to know him, and so thankful for him

The budget, which represents about a 3.5% increase from last year, will come before the council at a future meeting. Percy added the committee is also working on a plan for how to handle the retirement of Assistant Chief David Bruder next year.

• Received a presentation from Patriot Ride Captain Jim Woodruff, who said the 14th annual event saw just over 4,500 riders

Eckman said the council will hold a public hearing Tuesday, Sept. 10, and will approve final plans in December.

Construction will likely begin in May or June 2020 with substantial completion in October 2020 and final completion the following spring.

• Adopted the 2019 Anoka County MultiJurisdictional AllHazard Mitigation Plan. Antonen explained that in order for a city to receive federal disaster assistance, it must have an approved All-Hazard Mitigation Plan.

• Approved a resolution

The proposed improvements for North Star Lane, Center Road, Aurora Lane, Moonlite Drive and Stardust Boulevard (east of

Galaxy Drive) will include replacement of bituminous pavement with subgrade correction, curb and gutter replacement, replacement of sanitary sewer and water main, storm sewer improvements and new natural gas mains.

The Anoka County Sheriff’s Office proudly welcomed two new members to its team and promoted a new lieutenant Aug. 1. Former Lino Lakes Ambassador Emily Nadeau was among 52 candidates participating in the Aquatennial Ambassador program this year. One young woman is chosen to be Queen of Lakes and two women are chosen as Princesses.

The Aquatennial Ambassador Organization selection team considers a variety of criteria, including public speaking ability, professionalism, current and future goals, education and extracurricular activities.

Nadeau arrived at the Minneapolis Millennium Hotel July 23 and spent the rest of the week participating in various events and activities.

These included visiting The Women’s Club of Minneapolis, IDS Center, SPIRE Headquarters, Power Boats on

development and competencies that users can apply in their careers, personal lives and in the community.

Since the launch of the program last year, users have leveraged the skills learned to advance their careers, and employers around the world are using Pathways as an inexpensive option to retain their employees and enhance the skills of their workforce.

Nadeau is a sophomore at the University of St. Thomas (UST), where she is majoring in biology and intends to pursue a degree in the dental field. She also is on the UST women’s hockey team, which made it to the Division III NCAA Tournament this past March.

Partnering through inaugural externship program

M

y week as an extern started with an email and led to experiencing what it takes to run a small business within our community.

In June of 2018, I received a job offer to come back to where it all began at White Bear Lake Area High School as a Business Education teacher.

I was hopeful and passionate about giving back to the community that raised me. I was a White Bear Lake graduate and continued my education at Minnesota State University, Mankato. I received a Bachelors’ in Communications and Business Marketing and am currently pursuing a Master of Business Education.

As an educator I believe in the idea of experiential learning and Movers & wanted to find ways to bring it into my classroom. Throughout my first Shakers year of teaching I was faced with many challenges. The biggest being Colleen how to connect real world business Cameron experience within my classroom.

How can I involve my students in our community in a meaningful, and educational way? How do I get my students as excited as I am about the intersection of business and education?

In April, I received an email stating that the White Bear Area Chamber of Commerce received a grant in support of a summer externship for educators within our district. I thought, what better opportunity to be immersed within our community in order to learn how our local businesses are run?

I was fortunate enough to be one of three teachers at White Bear Lake Area High School to be selected for this opportunity. In this process, Press Publications owner Carter Johnson graciously extended the opportunity for me to learn the world of community news. The family-owned company publishes eight newspapers, including 124-year-old White Bear Press. In asking Gene Johnson, Publisher Emeritus on the fi rst day of my externship what it takes to be a successful entrepreneur, he stated, “You must have at least two of three things, experience, capital, and ambition. Without two of those three things you will fail.”

In a business that has been threatened by the everchanging use of technology and societal changes, Press Publications has continued to run as a welloiled machine. They have many departments that work together in order to continue to overcome adversity. Throughout the week I had the opportunity to learn from different departments such as news, sales and marketing, accounting, circulation, graphic designing, legal notices and more.

Throughout this process I was given ideas to incorporate into my curriculum. I was included in a role play for successful sales, I took part in a discussion to recreate the company’s mission statement and values, I sat with the web designer, I attended a public meeting with an editor on a topic for a front-page story, etc. I had valuable conversation with industry professionals who helped me compile a list of important skills and educational values to bring back to my students which includes and is not limited to, · Accountability · Responsibility · Willingness to Learn · Strong Ethics · Strong Character · Exposure to the World · Learning to say yes to opportunities · Asking Questions I am confident that throughout this process I built relationships and made connections that will not only benefit me and my future as an educator, but I truly believe will benefit my students.

High value/low impact Diversifying our tax base:

conomic development can mean different things depending on where it happens.

Economic Development in a rural area might mean improving methods for farming, or possibly the addition of a new butcher shop in town. In a large city, it could mean building a billion-dollar facility for a large multinational corporation or a state–funded transportation infrastructure improvement project that employs thousands of people. Each area should assess their needs and wants as it relates to this topic. That’s why it’s important that people who represent us have Legislator lived here a long time, know the Lingo area, the people Jeff Reinert and what they want.

In Anoka County, especially on the east side where we live, it is an area that has always been where people love to live and raise their families because of our abundance of incredible environmental assets. We like this area because of its rural feel. We have many lakes, wetlands, open spaces and park land. It has been said that in the city of Columbus, only a third will ever develop and in Lino Lakes only one out of every five acres of land will ever develop. Due to this reality, we need to be very careful but deliberate about how

and when we allow development to occur.

Over the years, much of the development has been housing.

People move here to raise their families, and because of our incredible quality of life, people stay.

All the cities in our area have tried to develop high quality with low impact even when it comes to higher density developments. As a result, most developments blend in with nature.

But what about “diversifying our tax base” with business development? Diversification of tax base is a term that is often misunderstood. Business development is taxed at approximately twice the rate of residential development, so most of the time business development is looked at as an asset to a city.

But not all business development is desirable. Some businesses end up costing more tax dollars then they pay because of the city and county services they use, and other businesses are just not right for our area.

For the last four years, I have been working with cities in our area, Anoka County and the state to attract a particular kind of business development that would diversify our tax base in a big way but also be a low impact on the cities in our community. We are finally making progress. With the help of many, we have developed and are now a part of the Minnesota Technology Corridor. In fact, on Aug. 1 we had a launch party at Running Aces

in the Columbus to celebrate the coming of many low impact and high value businesses that will benefit every city on the east side of Anoka County. Details can be found at mntechcorridor.com.

Located along Interstate 35E, the Technology Corridor has hundreds of acres available for both large and small project development. This is the same area that in past years has attracted projects for consideration like the new Vikings Stadium and a NASCAR Track. In my opinion, neither of these developments would have been right for our area. Now that this effort is underway, we continue to work with our partners to promote the area to potential users. Partners are confident that the results will be the establishment of technology-based companies that have the potential to create hundreds of millions of dollars in new valuation along the corridor.

Our entire area will benefit from an increased and diversified tax base with this kind of development. All cities will be allowed to do more and tax residents less with a very low developmental impact to our beautiful area.

More info to come on this topic in the near future, but for now we will continue working on this kind of high-value/low-impact development to diversify every city’s tax base and preserve our quality of life.

Art in the stacks: More than books on the shelves

CIRCLE PINES — When perusing the shelves at Centennial Library, patrons will likely stumble across some surprises.

It is all a part of Art in the Stacks, a collection of artwork created by Minnesota artists and inspired by the categories of the Dewey Decimal System.

Centennial Library hired a company called Forecast to facilitate the request for quote process (RQP) and to assist as a liaison between the library and artists.

Anoka County Executive Director Maggie Snow came up with the idea around 10 years ago when she was touring libraries in Uppsala, Sweden, and saw a similar concept. “I have just been waiting for an opportunity to roll it out,” Snow said. “As we were planning the building, we were talking about how to incorporate public art. We have some public art at all of our libraries, so we tried to think about what would work best in this space.”

Centennial Library Branch Manager Mary Healy explained that library staff had to get creative with how to incorporate art into the building because it has more windows than wall space. The library debuted the Arts in the Stacks collection at its grand opening celebration June 29.

Artists in Minnesota ages 16 and older were invited to apply to feature their artwork in custom fabricated boxes to be displayed on shelves throughout the adult collection in the library. The artwork is intended to inspire a sense of wonder and curiosity in library patrons. New or previously created durable and lowmaintenance 2D or 3D works, representational or abstract, were eligible.

“As you are browsing through the books and materials, it is a little unexpected surprise,” Snow said.

used specifically for art, culture and history, and this was a nice opportunity to highlight work of Minnesota artists.”

Healy added, “We have this new beautiful building that people are coming into, and it's a great way to enhance our space.”

A selection committee consisting of library staff and board members as well as a couple of community members selected eight final pieces to display. “We tried to find pieces that were tied into the Dewey Decimal System,” Healy explained. Snow added that the group also searched for a variety of items.

Healy said it has been fun to watch patrons browse the shelves and discover the artwork when they are not expecting it. She added that it has also been fun to hear about all the different interpretations of the same piece of art.

Each of the pieces touches on a different topic, including social sciences, generalities, arts and leisure, philosophy, history and geography, science and nature, language and technology.

Centennial Library also has art on display on its sidewalk. A poem written by its very own Poet Laureate Michael Kleber-Diggs is sandblasted into the sidewalk right outside of the front entrance. If residents would like to get out and experience something new, they can access a variety of art experiences with their library card by using Metropolitan Library Service Agency's (MESLA) SmARTpass (smartpass.melsa. org/), which provides free or discounted tickets to a variety of museums, musical and theatrical events.

A five-time all-conference golfer for the Cougars, Rogan is heading into his senior year as an accounting major at WisconsinLaCrosse, where he has played for three years and averaged 73.8 this year.

His only other tournaments this summer were the State Amateur and State Open, where he shot “about the same as here” and was not among the leaders.

Placing third was Chuck Mykelby with 77-78-155. Mykelby has fi nished second, third and fourth in previous club tournaments. “Still everything but fi rst,” he quipped.

Slotsve with 81 and Breck Ogren and David Hensel with 83s. Low net winner was Brian Blair with 77 (86 gross), followed by Hensel, Hook and Nathan Hall (86 gross) with 79s.

Alex Rogan collected his third Chomonix Golf Club championship and didn’t have to sweat this one out.

Rogan carved out a 71-75-146, eight strokes ahead of the runner-up, his former coach Nick Huffman, on Saturday and Sunday.

The past four years, Rogan went head-to-head with Nick O’Neil. In close duels, Rogan prevailed in 2015 and 2017, and O’Neil in 2016 and 2018, with the other always placing second.

But O’Neil was gone this year, having joined Tanners Brook in Forest Lake.

“Yeah, I missed him. I missed the competition,” smiled Rogan, who opened a five-stroke lead Saturday with a steady 71 that included two birdies and one bogie.

The main competition came from Huffman, who shot 76-78-154.

Huffman is Centennial’s head coach, and headed the JV when Rogan played for him in seventh grade. Huffman didn’t play the Chomonix tourney the past six years because he worked there, but this year he took a job at Southern Hills, and enjoyed competing at Chomonix again.

After turning in a 76 on Saturday, he birdied the fi rst two holes Sunday to pull within four strokes. “I tried to put some pressure on Alex. It didn’t work,” grinned Huffman.

He shot 35 on that nine but Rogan answered with a 34 and gained another stroke.

Rogan notched a birdie three on No. 7, landing his second shot a foot from the cup, his sweetest swing for the day.

“That got me one-under-par and gave me confidence for the rest of the way,” Rogan reflected.

He built a comfortable enough lead to shrug off an eight on the No. 10 hole, when he looked like an average golfer for once, driving into the sand trap — “the ball was really deep in the sand” — and needing three

“Luke always took advantage of the count, and could hit the ball to all fields,” coach Matt Youngquist said. “He works hard and will only continue to get better.”

CITY ADMINISTRATOR: Council endorses finance director to take over FROM PAGE 1

Cotton, a resident of East Bethel, has been the city's fi nance director for four years. Before coming to Lino Lakes, she worked for the city of Isanti for about four years as a fi nance director and fi nance director/assistant city administrator. “That's kind of where I got my initial interest in the role of city administrator,” she recalled.

As of last week, Cotton has a master's degree in public administration from Hamline University. She also holds a bachelor's degree in accounting from Minnesota State University-Mankato and maintains an active CPA license.

Before working for cities, she worked in public accounting for KPMG for three years and as a fi nancial analyst for Cummins Power Generation for four years.

“I was looking for a challenge. I am really excited about the opportunity to serve the city of Lino Lakes and its residents in a different capacity,” Cotton said in a followup interview. “I am excited to move into that leadership role and work with the rest of management team, who I think I have a really good relationship with.”

She added, “A lot of my work right now is focused on the budget and the audit… I will get to step into some different shoes and work on those same things through a different perspective, have a different lens.”

“I can’t say enough about her and what she does for the city. She would more than likely have many opportunities beyond the walls of this city, so we wanted to make sure that she stays here and that we get to keep her because she is a true talent.”

Karlson explained, “I felt strongly that with Sarah's skills, she might want to seek other job opportunities elsewhere without knowing that the council is committed to considering her as my replacement. I really wanted to get it out there to the council and have them recognize that we have an excellent finance director that could replace me.”

At the Aug. 12 meeting, Mayor Jeff Reinert said, “Jeff has done a fantastic job and we are sad to see him go.

When Sarah came on board she was just fantastic, a breath of fresh air ... I can't say enough about her and what she does for the city. She would more than likely have many opportunities beyond the walls of this city, so we wanted to make sure that she stays here and that we get to keep her, because she is a true talent.”

Councilwoman Melissa Maher added, “She will not only be fi lling big shoes, but she is going to be leaving big shoes, too. It is going to be a big responsibility to hire somebody to take her place as good as she is.”

Even though Cotton is honored that the council showed its support for her in a new role, Cotton said she loves her job as finance director and would be okay with staying in that role too.

As for Karlson, he said he finally decided to retire because he turned 65. “My goal has always been to retire from public administration at that time,” he said. Karlson has been the city administrator for nine years.

Before coming to Lino Lakes, he served for 13 years as the director of administration for the city of Coon Rapids.

Many of his retirement plans are still up in the air, but Karlson said he plans to become more involved with True Hope, a ministry that serves orphans in the Ukraine. He has served on the organization's board of directors for five years and traveled to the Ukraine eight times. He also plans to spend more time reading and writing, and may even run for elected office.

“It is wide open; I haven't really decided yet. I think I will just see what opportunities come along and be open to those,” he said.

Health officials declare hepatitis A outbreak The Minnesota Department of Health (MDH) has declared an outbreak of hepatitis A in multiple counties among people who use street drugs (injection or non-injection), are experiencing homelessness or unstable housing, or have been recently incarcerated. The outbreak includes 23 cases in nine counties: Pine (5), Hennepin (3), Kanabec (3), Mille Lacs (3), St. Louis (3), Washington (3), Chisago (1), Dakota (1) and Kandiyohi (1).

Thirteen cases have been hospitalized and all have been discharged. The infection source is not known for some cases, which suggests some community transmission among those in high-risk groups.

While anyone who is not vaccinated can get hepatitis A, people who are homeless or who use

drugs are at higher risk, particularly if they don’t have access to sanitation, restroom facilities and hand washing stations. People who are currently or were recently incarcerated are also at higher risk.

Hepatitis A is a contagious liver infection caused by a virus. It can range from a mild infection with no symptoms lasting a few weeks to a severe illness lasting several months that can result in liver failure and death. Early diagnosis and medical care are key to preventing more serious health outcomes.

Hepatitis A is usually spread from person to person when someone unknowingly eats food, drinks a 2019

beverage or places an object in their mouth that has been contaminated with microscopic, trace amounts of stool from someone who has the virus.

The most effective way to prevent hepatitis A is vaccination. Vaccination is recommended for all children starting at 1 year, for travelers to certain countries and for people at high risk for infection. While hepatitis A vaccination has been recommended for children since 2006, many adults have not been vaccinated for hepatitis A. More information about hepatitis A symptoms and prevention can be found on the MDH website.

DUKE’S POUTINE: Centerville residents discover what it means to be ‘real poutine’ FROM PAGE 1

the fair. Although the family does not sell cheese curds at the State Fair, it does sell them at other fairs and festivals. Also in the family is Peter's Hotdogs. At one point, the family operated a total of 13 food trailers.

“Knowing the carnival owners in the county fair scene, I remember playing all the games for free,” Matt said. “At the State Fair, my dad would give me a roll of quarters to keep me out of his hair and I would go to the arcade and see how many tickets I could get. I would crawl under the office trailer, store my tickets and count them ... I had all these stuffed animals that never got played with.”

After years of helping his family at the fair, Matt and his wife Erin decided to start their own adventure with a new food. Erin wanted to try poutine, so the two set out on a road trip to see what poutine was all about. “We went to Canada and spent a week and a half trying poutine all over. We

drove to Quebec City and back and tried out all the places that claimed to have 'the original' or 'the best' poutine,” he said.

“We were at restaurant and saw it on a menu, but you don't know what the word means,” Matt said, noting that the description said it involved cheese curds and fries. We sell fries at a few fairs and cheese curds, so I thought, ‘We already have all that stuff, all we have to do is add gravy!’ Then we figured out what it really was.”

In 2010, Matt and Erin tried selling poutine for the fi rst time at the Anoka County Fair.

They used one of the cheese curd trailers, crossed out the words “cheese curds” and wrote “poutine” on the trailer. In 2011 the couple purchased their own trailer and sold poutine for a full year. After applying both years to get into the State Fair, Matt received the call that his fi rst year of sales at the fair would be 2012.

“When we went to Canada and did our research, we

discovered that true poutine is a poultrybased gravy, fresh cut fries and (Ellsworth) cheese curds — not battered or deep fried, but the fresh curd,” Matt explained. “For our gravy, we came up with a recipe that nobody can duplicate … and it's amazing.

Anybody can cut fries and buy cheese curds, but to get a gravy that has that unique flavor is what sets us apart.”

On average, Duke's Poutine does anywhere from six to 10 events every year. In addition to the State Fair and various events at the fairgrounds, the stand also makes its way to other state and county fairs and festivals. Matt also regularly helps his family with the other stands when he is not too busy with his own.

The second Saturday of the 2012 State Fair still holds the record: the couple went through 55 gallons of gravy in one day. As expected, Matt said the sales dropped off for the second year after the press promotions ceased, but in year five they fi nally matched their year one numbers.

This year, Matt hopes to exceed that — and maybe even break some more records.

“It is a different city every weekend. You recognize people from the year prior and get to meet new people,” Matt said. “Growing up in it, a lot of the people out here are like family.”

Plumbers organize to help Circle Pines resident

CIRCLE PINES — After five years without a working kitchen faucet and nine months without running water, a Circle Pines resident was thrilled when area plumbers came to the rescue.

DeAnne Hartwig has lived in Circle Pines on and off for 30 years. This past winter, Hartwig's water lines burst and she couldn't afford to repair them.

“You learn how to make do.

I work two jobs and I had my youngest son with me at the time I lost my water. It wasn't easy, but you learn how to live off of a certain amount of water,” she said. “I was going to Cub (Foods) once a week or going to a friend's house and fi lling up literally 34 gallons of water a week. You learn exactly how much water you use to wash dishes, to take a shower.”

Five members of United Association of Plumbers Local No. 15 — Ben Sackett, Carl Kron, Keith Swaggert, Pete Truhlar and Tom Pahkala — braved the sweltering heat July 18 to give back to one of its own and install water piping and fi xtures that were donated by Spring Plumbing.

UA Plumbers Local No. 15 currently has over 2,000 members and has signatory contractors from Austin to Alexandria. Its jurisdictional area is the western side of the Twin Cities out to the Dakota border through St. Cloud up to Motley. There is a sister union that covers St. Paul and the eastern side of the metro.

volunteers to help,” Pahkala explained. “We decided to help this homeowner simply because she was in need and we feel that giving back is a very important part of who we are as a local union and what we represent.”

The plumbers replaced all of the water pipes in the house, ran the water lines through the house to prevent them from freezing and replaced the kitchen and bathroom faucets. “Once I heard the water flowing for fi rst time in almost five years in my kitchen sink, I wanted to cry,” Hartwig said. “I explained to them that I hadn't had water at that particular sink for a long time, so they fi xed it.

What surprised me was the fact that they replaced both my kitchen and bathroom faucets.”

This act of kindness really showed Hartwig that “there are still some really good people in this world.” She added, “It showed me that no matter what type of union we are in, we all have each other's backs.”

Minnesota identifies severe lung injury cases among teens who vape The Minnesota Department of Health (MDH) is encouraging Minnesota health care providers to be on alert for novel cases of severe lung disease potentially related to vaping and e-cigarette use among teens and young adults.

Children’s Minnesota has reported finding four cases of severe lung injury in the metro area potentially related to vaping. These cases are similar to lung disease cases recently reported in Wisconsin and Illinois, though it is too early to say whether they are connected.

“There are still many unanswered questions, but the health harms emerging from the current epidemic of youth vaping in Minnesota continue to increase,” said Dr. Ruth Lynfield, state epidemiologist and MDH medical director. “We are encouraging providers and parents to be on the lookout for vaping as a cause for unexplained breathing problems and lung injury and disease.”

In Minnesota, symptoms have resulted in hospitalizations lasting multiple weeks. Some patients were admitted to the intensive care unit.

Product names are unknown.

“We are deeply concerned by the

severe cases of lung injury associated with vaping that we are currently seeing,” said Dr. Emily Chapman, chief medical officer at Children’s Minnesota. “These cases are extremely complex to diagnose, as symptoms can mimic a common infection yet can lead to severe complications and extended hospitalization. Medical attention is essential; respiratory conditions can continue to decline without proper treatment.”

Clinical presentation among Minnesota cases included shortness of breath, fever, cough, vomiting and diarrhea. Other symptoms reported by some patients included headache, dizziness and chest pain.

After receiving reports from Children’s, MDH started working in partnership with Children’s to learn more about the cases. Use of both nicotine and marijuana-based products were reported. The state health department is also asking providers to look for similar cases and report them. Patients and people with a history of vaping who are experiencing lung symptoms should seek clinical care. Patients and those experiencing symptoms should avoid using e-cigarettes and other vaping products.

E-cigarette aerosol contains harmful chemicals such as ultrafine particles, oil, heavy metals like nickel, tin and lead, and other cancer-causing chemicals. E-cigarettes, vapes, e-pipes and other vaping products are battery-powered devices that allow users to inhale aerosolized liquid.

E-cigarettes contain nicotine, which is highly addictive and harmful to the adolescent brain. Nicotine can impact learning, memory and attention span, and contributes to future addiction to tobacco and other substances.

The U.S. Surgeon General calls teen e-cigarette use an epidemic. Locally, the 2017 Minnesota Youth Tobacco

Survey found that nearly 20% of high school students use e-cigarettes and 40% have tried them. Youth e-cigarette use has surpassed conventional cigarettes as the most commonly used tobacco product category among youth. In addition, 34.7% of high school students and 15.8% of middle school students who currently use e-cigarettes have used an e-cigarette for recreational marijuana, THC or hash oil, or THC wax at least once in their lifetime.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its Aug. 12 meeting: • Approved a resolution that grants a conditional job offer to Finance Director Sarah Cotton to succeed City Administrator Jeff Karlson when he retires. In June, at his performance review Karlson announced his plans to retire in 2020.

• Approved a resolution affirming the council and city boards will recite the Pledge of Allegiance before meetings. Karlson explained the resolution came about after the controversy in St. Louis Park when that council decided to stop reciting the pledge before meetings.

“One of the cities in the Twin Cities decided that they were offended and that they weren't going to say it anymore, and we found it really offensive,” Mayor Jeff Reinert said.

• Approved a second

amendment to the the Vadnais Lake Area Water Management Organization (VLAWMO) joint powers agreement.

The amendment would give VLAWMO authority to issue revenue bonds up to $800,000 to secure a Minnesota Pollution Control Agency (MPCA) loan to finance a large project on Lambert Creek in Vadnais Heights. The project will make it possible for the organization to remove bacteria, increase water storage and improve ecosystem functions.

• Appointed Vince Kasprowicz to a paid, oncall firefighter position at Fire Station No. 1 effective Aug. 25 for $13.50/hour.

Public Safety Director John Swenson said this brings the firefighter count to eight at Station 1 and 11 at Station 2.

Twenty firefighters at each station is considered fully staffed.

• Adopted the Anoka County 2019 All-Hazard Mitigation Plan. In 2003, the council passed a resolution entering

Officers located several juveniles playing at a ball field close by that were believed to have been the ones seen by the caller.

• An officer responded to a call of fraud in the 700 block of Deerwood Circle Aug 7. The fraud came as a result of a scam phone call.

• Officers responded to a theft in progress at a business in the 700 block of Apollo Drive Aug. 7. Officers spoke with the female suspect, who was charged with misdemeanor theft and was trespassed from the business.

• An officer responded to a two vehicle property damage accident report in the area of Lakeview Drive/Glenview Drive Aug. 8. Both vehicles were able to be driven from the scene. One driver was cited for failure to drive with due care – speed greater than reasonable.

• Officers responded to a possible strong odor of gas in the 6600 block of Blue Heron Drive Aug. 8. The odor was determined to be coming from garbage waiting to be picked up.

• An unknown vehicle struck a mailbox in the 400 block of Aqua Lane Aug. 8.

The mailbox was protected by heavy metal and undamaged. The vehicle was apparently driven from the scene and no report was made by the unknown driver.

• Officers responded to a motor vehicle crash involving two vehicles with no injuries in the 6700 block of 21st Avenue Aug. 8. A female driver was charged with multiple violations including driving after suspension, driving after revocation and failure to provide proof of insurance.

Both vehicles were towed from the scene.

• An officer stopped a vehicle for a traffic violation in the 500 block of Apollo Drive Aug. 9. The driver was issued citations for engaging in a phone/video call with a wireless device and an unregistered vehicle.

• An officer took a theft from vehicle report in the 6100 block of Oak Hollow Lane Aug. 9. An unknown person(s) stole a credit card and numerous gift cards out of an unlocked vehicle. The investigation is ongoing.

• Officers responded to a report of a motor vehicle personal injury accident in the 8200 block of Lake Drive Aug. 10. An adult male was transported via air care to a local hospital.

• Officers responded to a report of a

property damage accident hit and run in the 1400 block of Ash Street Aug. 10.

Officers identified the suspect and mailed him a citation for failure to stop for an accident and driving without a license.

The Centennial Lakes Police Department reported the following incidents: • Police responded to a delayed theft report in the 3800 block of Liberty Lane in Lexington Aug. 7. An unknown suspect broke into the pop vending machine and stole cash and merchandise. The estimated loss is about $100.

• A Social Security card and birth certificate were found near the 200 block of Baldwin Circle in Circle Pines Aug. 7. The items were placed into secure storage.

• Officers responded to a motorcycle personal injury accident in the area of Main Street and Mound Trail in Centerville Aug. 9. The suspect vehicle had fled the scene by the time police arrived. The male driver of the motorcycle was assisted by EMS and transported to the hospital. The investigation is ongoing while authorities attempt to locate the female suspect.

• Police witnessed vandalism in the 9700 block of Lake Drive. There are no suspects.

• Officer conducted a traffic stop in the area of Lexington Avenue and Lovell Road in Lexington Aug. 10. The vehicle had a Keeping Our People Safe (KOPS) alert for unauthorized use. The driver of the vehicle was subsequently transported to the hospital and the passenger was released from the scene. The vehicle was towed and held for the registered owner.

• Police were dispatched on a suspicious activity report in the 7000 block of Centerville Road Aug. 10. A suspicious camper was sitting in the parking lot, and a male was subsequently arrested and brought to jail.

• Officers were dispatched to the area of Hamline Avenue and Woodland Road in Lexington Aug. 11 for suspicious activity.

Police stopped a vehicle matching a description provided by the caller, and an adult female was subsequently arrested for possession of a controlled substance.

• Police were dispatched to a welfare check in the 3900 block of Restwood Road in Lexington Aug. 12. Officers located a female stumbling down the street and learned that she was injured from a fall. The woman was transported to the hospital.

• Accepted quotes and awarded a construction contract to low bidder Bituminous Roadways Inc. for $67,512 for the 2019 trail project. The maintenance of the trail

section north of Snow Goose Trail includes milling and repaving the trail, root cutting and installing root barriers along portions of the trail and replacing existing culverts to improve drainage. City Engineer Diane Hankee said the completion date will be Oct. 25.

With the longer nights, mornings have been a bit cooler and with that dew has been heavy on the morning grass. For the most part, this past week was very comfortable as dew points have retreated into the comfortable range. We did experience some good rainfalls most notable during the overnight on Sunday, Aug. 18 when 2.62” fell. It was a fairly quiet rain with very little thunder and most people slept right through it. It was a good soaking, as much of the metro received 1-3”. It was noted by the NWS that this is the 2nd wettest year and it’s only August!

Although the heydays of the real estate boom of the early 2000s have not quite returned, things look positive. In the United States, 1,226,000 new homes were built in 2016, according to data from Consumer Reports. That was the most since 2007.

Resales also have been more promising. The National Association of RealtorsÂŽ says the median number of days a home was on the market in April 2017 reached a new low of 29 days. However, low supply levels did stanch existing home sales somewhat. By mid-2017, the market was a sellerâ&#x20AC;&#x2122;s market, with more people in the market for homes than properties available. But sales during that time were still outpacing sales ďŹ gures from a year prior. In fact, in May 2017, home sales in Canada increased to their highest level in more than ďŹ ve years, according to the Canadian MLSÂŽ Systems.

Low interest rates on mortgages and more conďŹ dence in the economy has driven many people to make improvements to their existing homes. As is typical, the things homeowners are looking for in 2017 have evolved from years past. The following are some trends that are helping to steer the real estate market further. â&#x20AC;˘ Smaller homes: Home sizes in the United States steadily increased for decades, eventually leading to an average of 2,453 square feet in 2014, according to U.S. Census ďŹ gures.

However, Realtor.com reported in 2015 that new construction homes have already begun to shrink by 40 square feet. There seems to be a slight trend toward more modest homes as people consider affordability and maintenance on larger properties. The National Association of Home Builders states buyers are now looking for smaller, more livable homes with ďŹ&#x201A;exible ďŹ&#x201A;oor plans, energy-efďŹ cient appliances and plenty of storage space. â&#x20AC;˘ Matte ďŹ nishes: Stainless steel and luster have been popular for years. However, the next big thing is matte ďŹ nishes on faucets, appliances and even in countertops. These less ďŹ&#x201A;ashy ďŹ nishes are prized for their warmth and elegance.

While some high-end models with matte ďŹ nishes have been available for several years, even less expensive models are now available. â&#x20AC;˘ Smarter technology: Many homeowners are embracing smart technology throughout their homes, but itâ&#x20AC;&#x2122;s not just lights that turn on with voice command or more efďŹ cient thermostats. Innovative technology includes toilets that can autonomously stay clean and sanitized, refrigerators equipped with cameras so homeowners can see the contents inside and indoor food recyclers that can turn food waste into fertilizer.
