An apple orchard a day The mornings have a crispness in the air that signals fall is quickly approaching. What better way to celebrate the new season than visiting some local apple orchards?

There are several in the area that offer different varieties of apples, produce and other goods, as well as entertainment.

Applecrest Orchards Applecrest Orchards is located at 7306 24th Ave. N. in Lino Lakes, on Hugo’s western border. It was founded in 1983 with the intent to grow the finest apples, and orchard proprietors have worked with the University of Minnesota to create the best-tasting kinds. Right now, the orchard has about 1,200 trees that

produce varieties such as Honeycrisp, Honeygold, Haralson and Regent.

The orchard is open Monday through Friday from 2 p.m. to 6 p.m. and on weekends from 10 a.m. to 4 p.m.

Resident voices concerns with political signs, flags

LINO LAKES — Toward the end of the City Council meeting, the council reopened open mic to hear from a resident who arrived to the meeting late and wanted to express his concerns regarding political signs/ flags and complaints to the city about those signs and flags.

Mike Fischer said the reason he was late to the Sept. 14 meeting was because he was reporting an incident to the police and missed the beginning of the meeting. He said he was “chased down the street” while trying to take a picture of one of the signs for the council. He presented a list of concerns and suggested some recommended actions the city should take.

One of his concerns involved a political sign on a residential property that has profanity on it. “I don’t think the city of Lino Lakes should be okay with signs with profanity. I don’t think the profanity is appropriate, especially when it is across the street from a church, and a short walk (away) from Lino Park where kids go,” he said.

Another concern was that the business “The Trump Store,” located at 7860 Lake Drive, had large flags in the public right of way, which could cause visibility and safety issues.

2 local eateries describe daunting pandemic challenges

restaurant had been closed abruptly in October by previous owners,” Carlberg said, “so these employees and customers were shut down from October to February — then had to shut down again.

It has been a roller coaster for the staff and customers.”

Rusty Cow revised its way of thinking, Carlberg said, to improve safety for everyone, including sanitation, to-go containers, changes to dining room seating and staffi ng.

“It is difficult to staff with the reduced seating and our customers not being able to wait to be seated inside with social distancing.”

On the upside: “We have the greatest team

of employees, so we were confident that we would be fi ne. Darrell and myself bring out the best in people.”

Rusty Cow is doing about 60% of the business it formerly had, and managed to keep all its employees except for two who did not return. They have 23 employees.

Most of the regular customers have returned, Carlberg said, except for older ones especially concerned about COVID-19.

“We have several large senior buildings in the immediate area and many of those (customers) have not returned as of yet. They are anxious to get out again and be with their friends and family.”

Assistance provided

by the government has been helpful, Carlberg said, but much more has to be done for small businesses.

“So many have taken huge hits to their businesses with all the restrictions and expectations. It is difficult to operate not knowing day to day how to survive fi nancially with the extra expenses, and now the assistance from the government has halted.”

Blue Collar BBQ, meanwhile, never closed, but did cut back on staff while maintaining its takeout service, said Pit Master Mark Born, who has owned the business for over 6 1/2 years.

This restaurant takes pride in making

everything in-house — which is problematic during the pandemic.

“We never use frozen meats. Even with the supply chain book as it is,” he said. “We spend extra time searching for highquality products for our customers.

“Now, sometimes it is very hard to fi nd what we need. Then the supply will be good for a couple of weeks; then some other item will be hard to fi nd.”

It was painful to cut staff, Born said, but the laid-off employees had a nice consolation as “they started making more on unemployment than they would have if they were working.”

Born plans to build a new restaurant and admits to being apprehensive about it now.

“The bright spot is, we have a very loyal customer base that is looking forward to our new place.”

Blue Collar BBQ had 10 to 12 employees previously and is now back to seven after recently calling two more back to work.

“But we will need a lot more when we open the new place,” he said.

The business has kept up with the various phases of state mandates and rules, Born said. One employee spends much of his time keeping track of the rules, which seem to “change daily.”

Born reports that all his regular customers have kept coming, but the big corporate functions the restaurant normally caters have decreased substantially. Those fi rms, he explains, are allowing employees to work from home.

However, many employees have shown up on their own to pick up a dinner or meat to cook themselves.

“Again, loyal customers,” he said.

Blue Collar BBQ has not received any government aid.

“It’s kind of up to us to carry the load," Born said. "We have to keep working at maintaining our high standards and let the customers know we appreciate their support.”

Restaurants are among the businesses that have been most impacted during the worldwide COVID-19 pandemic and its upheaval of our economic, social and recreational lives.

The Quad Community Press reached out to several independent local restaurants to ask how they are dealing with this unprecedented situation. The two businesses that responded are located in Circle Pines and Lexington, respectively: Rusty Cow Cafe and Blue Collar Barbeque.

Rusty Cow, owned

by Darrell Carlberg, with Christopher Rossi as proprietor, opened in February and had to close March 16. It reopened June 22 at 50% capacity, Carlberg said.

This restaurant was formerly called Creamery Crossing, and had locations in Circle Pines and Isanti.

The latter was recently closed.

What Rusty Cow offers, said Carlberg, is “customer service; friendly dedicated staff; anticipating (customers’) needs before they do; clean restrooms, restaurant and entrances; and hot, crazy-good food.”

Barely a month into opening, the pandemic and stay-at-home order intervened.

“We were just getting started at this location and had great momentum going with the staff and customers,” Carlberg said. “It was heartbreaking to the employees and our customers not knowing when we would be back.”

This setback was actually a double whammy for them.

Council plans to review roofing ordinance

The city of Lino Lakes currently allows metal roofs, but only metal roofs with standing seams (hidden fasteners). Here is an example of what exposed fasteners look like versus hidden fasteners.

LINO LAKES — After a lengthy discussion and some back and forth and various suggestions, the City Council agreed it needs to review its ordinance involving roofing materials in the future.

The council considered a variance for roofing materials for 7831 Lake Drive at its Sept. 14 meeting. Property owner Kathy Thayer has requested a metal roof with exposed fasteners; however, city ordinance only allows for metal roofs with standing seams (hidden fasteners).

City Planner Katie Larsen explained that Thayer ordered the materials before applying for the building permit. Thayer said the cost for the materials was approximately $2,000 and the items could not be returned to the store, as they are custom ordered.

Thayer wants to use the purchased materials on her home, and then use the same materials for two detached garages on the property.

The Planning and Zoning Board reviewed the variance application Sept. 9 and recommended the council approve it with a 4-3 vote. The board also requested city staff present an ordinance amendment for board and council consideration to allow for metal roofs with either standing seam (hidden fasteners) or exposed fasteners provided the exposed fasteners are the same color as the roofi ng material.

board when it approved variances for situations similar to Thayer’s.

He also pointed out the fact that the only person who could potentially see the exposed fasteners would be her neighbor across the street, who happens to have a giant Chevy symbol on top of the roof. Thayer explained that she has large pine trees in her front yard that screen the property from Lake Drive. “We keep running into this, so I agree that we should redo it (the ordinance),� Ruhland said. “If the council is in favor (of changing the ordinance), we should go through with approving this so the resident didn’t go through this process and get denied and in turn we pass an ordinance that would have allowed it anyway.�

Stoesz said he thought the variance should be denied. “It is a hardship that you purchased the materials already, but at the end of the day a variance is an exception and we try not to do exceptions.�

Mayor Rob Rafferty said he agreed. “Maybe it was an innocent mistake on the part of the homeowner, but if we are going to have ordinances and regulations, we need to follow them.�

Rafferty added that the exposed fasteners are more for industrial properties rather than residential.

Council Member Christopher Lyden said he supported the Planning and Zoning Board’s recommendation for approval. Lyden said back in November 2018, the board recommended approval of a variance Virtual Connections with LSS Companion Services

Council Member Tony Cavegn wondered if the council would entertain the suggestion of allowing the materials that were already purchased for the home, but denying the variance for the two garages since the materials have not been purchased yet.

Preparation for voting

Y

our voting decisions in the presidential election on November 3 will be important in if you haven’t already voted in absentia.

I’m not endorsing any candidate, but I read some helpful information by Peter Adams, head of the education team at the News Literacy Project.

In part, what he suggests is to understand what the most important issues in this campaign are to you and then determine which policies and political candidates are best suited to address those concerns.

You may have to make a list of those important issues. My list includes a successful vaccine to control the virus and/or therapies to assist; a strong economy that provides employment, which in part means policies that will bring manufacturing jobs back to the U.S.; national health care available to everyone that allows private insurance options; a foreign policy that brings nations together to avoid wars and economic disturbances; and racial equity freedoms and justice for all as About the with provided by our Constitution.

Now let’s look at what Peter Town Adams suggests: Gene Johnson 1) Keep an eye on your emotions. Be rational with the information you receive. Be sure there is credible evidence that backs up the information.

2) Don’t share information if you have only read the headlines and be skeptical of what you read.

3) Learn to spot misinformation patterns. Remember, elections inspire all kinds of rumors, hoaxes and misleading memes. You can spot misinformation by following fact-checking organizations.

4) Don’t fall for deepfakes or cheapfakes. We used to be able to trust what we saw with our own eyes.

No more. Artificial intelligence is now capable of producing incredibly lifelike fabrications, whether it is images of people or videos.

5) Be skeptical, not cynical. With so much misinformation circulating, it’s tempting to give in to cynicism and confusion and to embrace the belief the other political party can’t be trusted and nothing you see online is credible. Therefore, there is no sense in paying attention to any of it.

If you see something fake, false or misleading, do something. Share it with fact-checkers and news outlets. Warn others with a comment or a reply. Post accurate information and report false content and malicious accounts when they violate platforms and community standards.

Democracy requires nothing less.

I think Adams makes some important points as we prepare how we will vote in the coming election.

There are other important topics which need consideration. They are abortion, climate change, criminal justice, education, gun policies, immigration and appointing judges.

ON THE EDUCATION front we are seeing some families grouping to be able to hire a qualified teacher for their children. This is coming out of fear of the pandemic in situations where both parents work and must make a choice whether to send their kids to school or not. By eliminating day care, hiring a teacher or tutor may be able to make the numbers work.

FROM THE MAIL to TV ads, it’s clear that on Nov. 3 we have the presidential election along with a host of other political candidates seeking national and state positions. I’ve never seen so many requests for political assessments which seem to me are often just political donation requests.

Our newspapers are presenting Voters’ Guides and hope they are helpful in understanding the local candidates who will be on your respective ballots.

Keep the letters to the editor coming. Carefully write your opinions on the critical issues our country, state and local communities are facing. We have had to start charging a nominal fee for letters about political topics during election season, so that our editorial pages don’t become overrun with propaganda written by campaign staff and volunteers.

Goldenrod for gardeners

K

eeping our vegetable and flower beds weed-free has always been one of the golden rules of gardening. However, the definition of “weed” has shifted over the centuries. For instance, creeping Charlie was considered a desirable ground cover in Europe, so early settlers to America brought it with them.

Fast forward to present day, and you will find that most gardeners consider it their arch-nemesis and go to great Gardener’s lengths to eradiit from their Grapevine cate turf.

As we have Paulette learned more Greenberg about the decline in pollinators and their habitats, many gardeners are looking for ways to support their local bees, bugs and butterflies by planting more native species. Goldenrod, which was once relegated to ditches and medians, is becoming a popular choice for native plantings.

This herbaceous perennial appeals to many pollinators and the North American varieties

bloom late in the season, providing food when other floral sources begin to die back. This is also the reason many people mistakenly blame goldenrod for their fall allergies, when the true culprit is usually ragweed, which blooms at the same time.

However, do not rush to transplant that goldenrod clump from a ditch to your garden just yet. Goldenrod found in nature is aggressive and not suited for captivity. In the words of the Minnesota DNR, “If you care, leave it there.” Wildflowers found in the wild should stay there for several reasons, and today there are far better options available at greenhouses and nurseries. It is important to get your goldenrod from a reputable source so that you do not unknowingly introduce an invasive species, or one that would not do well in a northern garden. There are a few notable varieties that play well with other plants in our zone 4 area: fi reworks goldenrod (Solidago rugosa ‘fi reworks’), stiff goldenrod (Solidago rigida), and Ohio goldenrod (Solidago ohioensis).

I have stiff goldenrod (pictured), and it creates quite a pollinator party in late August.

Several days I have counted over one hundred insects of different

species dining side-by-side, all enjoying the fluffy yellow goodness without conflict or territorial behavior. In fact, I did not know how bees mated until I saw it for my own eyes in my goldenrod patch. Now I call it my bee hotel, because in the early morning hours I find sluggish guests who have spent the night.

Stiff goldenrod is an easy plant for us to grow in Anoka County because it tolerates sand, clay, loam and gravel – it is not fussy if it gets lots of sun. Just make sure that you plant it in a spot where its height is not an issue, as this variety typically hits three to five feet at maturity.

Our humid summer has given mine a case of powdery mildew, but otherwise it has been a low-maintenance plant. It looks especially stunning against my purple asters. If you have been looking for a showy addition for late color and an increase in pollinator activity, consider adding a species of goldenrod that meets your needs.

PAID LETTER Cindy’s meltdown Cindy Hansen’s bio in the Quad Press last week was a disgrace. Press Publications owns eight papers. All their papers had a candidate forum for candidates to write a bio about themselves, but my opponent used her space to spew dishonest comments about me. She was the only candidate out of about 100 candidates covered that was negative and attacked her opponent. She shows a real lack of integrity.

It would be easy to question her character, but the only thing I have pointed out is that she would be a terrible representative because she just moved here one year ago. That would be like me moving to Burnsville to run for office. I don’t know those people, or what they want, and as a result they would not have the best representation.

Cindy doesn’t want to represent us; she just wants the position.

I have been honored to represent our residents by them electing me 11 times.

I think it’s because I have common sense, make good decisions, solve problems and am fiscally responsible. I have lived here 45 years and know the people, their kids, parents and grandparents. I care deeply about our area which is why I fight for what’s right, make sure our area gets what it deserves, and stand up for our residents every time.

I love this area and my job as your commissioner.

I get an incredible sense of satisfaction working with folks to solve problems and knowing that I am helping preserve this area and our

quality of life in the place where I grew up.

Centennial swimmers top SLP to stay unbeaten The Centennial swimmers are 4-0 in dual meets after defeating Spring Lake Park 98-80 at home Thursday evening.

“After a very good week of practice, the girls performed very well, winning 10 out of the 12 events, and winning their fourth meet in a row,” coach Pete Crawford said. “As a team there were 59 seasonalbest performances.”

The Cougars had three of the top four in diving with Kathryn Woelfel first (210.75), Rylie McCulloch second (195.85) and Mia Wang fourth (170.80).

Other individual event winners were Katelyn Smith in the 200 freestyle (2:07.56), Calla Kamish in individual medley (2:19.68) and backstroke (1:03.21),

Layni Andrle in 50 freestyle (25.62) and 500 freestyle (5:25.93), Maddie Fuller in butterfly (1:04.41), and Laura Zabell in breaststroke (1:15.50). The quartet of Kamish, Andrle, Fuller and Janessa Sandvold won both the medley (1:58.58) and 400 free (3:54.32) relays.

Also placing second were Sandvold in 100 and 200 free, Fuller in IM, Kayley Magnuson in butterfly and backstroke, and Smith in the 500.

Next week will be the biggest test of the season for the girls, Crawford said, going to undefeated Anoka on Tuesday night and hosting a good Maple Grove team Thursday night.

Cougar boys trip Osseo, fall to unbeaten Rebels Centennial boys soccer lost to unbeaten Champlin Park 2-0 at home Thursday evening after edging Osseo 2-1 Tuesday evening in Osseo.

Garrett Miers tallied both goals for the Cougars (3-3) at Osseo. Will Miers assisted on one, and goalie Isaac Verke assisted on the other with a long punt over the top. Ethan Sok scored for Osseo (0-4-1).

“The team is improving each game, dominating possession,” coach Jeffrey Ottosen said after the Osseo game. “But that led to new problems, pushing all of Osseo's players into the box defending.”

Ottosen said his team played Champlin Park tougher than any other team has. “Champlin is very good — better than their No. 8 ranking,” he said.

The Centennial Cougar cross country teams each won handily in a dual meet at Coon Rapids on Thursday.

“Centennial kids did a great job of getting to the front in both races and staying there,” coach Neil Kruse said, adding that seven girls and 12 boys had personal bests, between varsity and JV. The Cougar girls won 16 to 46, with Lauren Swanson fi rst (20:33), Tatum Liebke second (20:40), Abby Wood third (20:44), Gracie Stoks fourth (20:51) and Emma Magnuson sixth (21:16).

“We've had a different top-finisher in each of the 5K races — Abby, Julia and now Lauren,” Kruse said. “Makes for a stronger team.”

The Cougar boys won 17 to 44 with Jonathan Pattie fi rst (16:30), Charles Bolkcom second (17:26), Peter Marshall third (17:28), Eli Berg fourth (17:35) and Aiden Sherer seventh (17:57).

“The pack of second through sixth runners is a consistent group, but has a different leader each week,” Kruse said.

Dock, lift removal: Important time to check for invasive species The Minnesota Department of Natural Resources reminds lake property owners to check boats and trailers, docks and boat lifts and all other water-related equipment for invasive species when removing equipment for seasonal storage.

While it’s always important to look for invasive species on boats, docks and other equipment, it is especially important at this time of year. Several new zebra mussel confi rmations in recent years were initially reported by people removing docks, boats and boat lifts.

“Lake property owners play an important role in detecting invasive species, by carefully examining equipment when taking it out of the water at the end of the season,� said Heidi Wolf, DNR invasive species unit supervisor.’ Minnesota law requires that docks and lifts remain out of the water for at least 21 days after removal from a waterbody before they can be placed into another body of water. In addition, anyone who transports a dock or lift from a shoreline property to another location for storage or

repair may need a permit to help prevent the spread of aquatic invasive species.

The DNR recommends these steps for lake property owners: • Look on the posts, wheels and underwater support bars of docks and lifts, as well as any parts of boats, pontoons and rafts that may have been submerged in water for an extended period. • Hire DNR-permitted lake service provider businesses to remove boats, docks, lifts and other water-related equipment. They have been trained

on Minnesota’s aquatic invasive species laws and have experience identifying and removing invasive species. • Contact an area DNR aquatic invasive species specialist if an invasive species is discovered in a waterbody that has not already been confi rmed in that water.

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer took a phone call report about theft from a motor vehicle in the 1300 block of Timberwolf Trail Sept. 8. The investigation is ongoing. Several other thefts from vehicles were reported throughout the city too. • An officer was dispatched to a delayed tampering with a motor vehicle call for service in the 1500 block of Oakview Court Sept. 8. Extra patrol was requested. • An officer responded to a report of a cow in the road near 20th Avenue and 80th Street Sept. 8. The officer was unable to locate the cow. • Officers responded to a single-vehicle crash in the 6200 block of Centerville Road Sept. 8. The driver was subsequently arrested for multiple offenses, including DWI and possession of a controlled substance. • Officers responded to a call of a male pedestrian who was struck by a vehicle that fled the scene in the 100 block of Gladstone Drive Sept. 8. The pedestrian was injured and was transported to the hospital by family. The investigation is ongoing. • Officers responded to assist another agency with a personal injury accident involving a motorcycle on Main Street near I-35E Sept. 8. The driver was transported to the hospital by ambulance.

• An officer responded to a report of a suspicious vehicle in the area of Robinson Drive and Century Trail Sept. 9. A male exited the vehicle and then changed clothes. The officer learned the male was waiting for coworkers and had changed into work clothes. • An officer responded to the 700 block of Apollo Drive Sept. 11 on a bicycle theft report. The case is under investigation. • An officer received a call involving a wallet stolen from a vehicle in the 1200 block of Ash Street Sept.

11. Subsequent fraudulent charges were then made on the victim’s bank account. The case is under investigation. • An officer responded to a call of damage to a motor vehicle in the 7400 block of Main Street Sept. 11.

• Police responded to Lake Drive and Griggs Avenue in Lexington Sept. 9 for a property damage accident. • Officers were dispatched to the area of Crossway Drive and Park Drive in Circle Pines Sept. 9 for a traffic complaint. Officers witnessed the suspect vehicle, and the driver was subsequently arrested for DWI. • Officers were dispatched to a traffic complaint in the area of Flowerfield Road and Canterbury Road in Circle Pines Sept. 10 about people running the stop sign. • Police responded to a delayed theft report in the 9100 block of Hamline Avenue in Lexington Sept. 11. Public works staff advised police that an aluminum utility trailer was taken from the lot under the water tower. The estimated loss is $1,000. There are no suspects at this time. • Officers were dispatched to the area of Lake Drive and South Pine Drive in Circle Pines Sept. 13 on report of a drunk driver. The suspect vehicle was subsequently located and the driver was arrested for DWI. • Officers responded to a report of disorderly conduct in the 7000 block of Goiffon Road in Centerville Sept. 13. Police were advised that a client assaulted an employee. No charges were requested; the client was asked to remain locked in a room for the day.

PUBLIC SAFETY BRIEF Lino Lakes man charged in incidents related to election displays Michael Charles Fischer, 53, of Lino Lakes, has been charged with two misdemeanors and one gross misdemeanor in connection to two separate incidents that occurred Aug. 22 and Sept. 14.

Fischer has been charged with damage to property (worth more than $500 but not more than $1,000), which carries a maximum sentence of one year in jail and/or up to a $3,000 fine. He has also been charged with disorderly conduct, which carries a maximum sentence of 90 days in jail and/or up to $1,000 fine.

According to the criminal complaint, a Lino Lakes police officer was

dispatched to the 7800 block of Lake Drive Aug. 22 on a report of a male who was removing flags and throwing them into the roadway. Officers spoke with the property owner, who stated that she witnessed the suspect taking down President Trump and law enforcement flags and throwing them into the road and sewer drain. The owner asked the male to stop and he told her that if she didn’t take the flags down, “he was going to cause destruction.�

On Aug. 23, an officer received a voicemail from the property owner, who stated the banners on the outside of her shop had been taken down at 9 p.m. the night before.

On Sept. 11, an investigator observed surveillance footage of a man who

arrived on scene and began pulling signs from the ground and throwing them onto Lake Drive. The video then shows the same man rip down multiple signs off the front of the building and place them in front of the business’ front door and pour sand or concrete on top of them.

According to the criminal complaint, Fischer was subsequently identified as the suspect and admitted throwing the signs in the streets and sewer. He reportedly stated that if the items were damaged, he would pay for them and that that he “didn’t make a mistake� and would do it again. The damage to the flags was valued at $950.

Fischer has also been charged with trespassing Sept. 14, which carries a

maximum sentence of 90 days in jail and/or up to $1,000 fine. At 5:18 p.m.

Sept. 14, a Lino Lakes police officer was dispatched to the 800 block of Lois Lane on a report of a neighbor dispute. The officer spoke with Fischer, who stated that his neighbor has a Trump flag in his yard that he found offensive and he was trying to take a picture of it when the neighbor asked him to leave.

The officer spoke to the property owner, who stated that Fischer started yelling at her to “take the (expletive deleted) Trump flag down.� She stated that she asked him to leave her property four or five times but said he continued taking pictures and refused to leave her property.

‘Name the What, Who, How and Why of How to be anti-racist’

It’s no secret that things reached a tipping point recently in the state of Minnesota.

With protests impacting the Twin Cities and multiple other parts of the United States, many in our community — including students, educators, parents and more — are looking to educate themselves to fight the problem.

Centennial Community Education (CCE) has our suburban community covered. CCE will host a class with instructor Samantha Byrd, who will guide a discussion of the book, “How to Be AntiRacist,” by Ibram X. Kendi.

The class is called “Name The What, Who, How and Why of How to be Anti-Racist.”

“This is going to be an exploration of your own perspective,” said CCE Program Coordinator Sharon Sculley.

The class will be held online via Zoom but allows for an open discussion regarding topics covered in the book.

“In the class I’ll be walking through the book. We will take it section by section. We will be dissecting the book, and we will have a study guide,” Byrd explained.

For $48, the class includes five 1 1/2-hour Zoom sessions to discuss different sections of the book and go through study guides.

“We’re a little more confined, so it’s a good time to be a little more thoughtful and reflective of things,” Sculley said. “It’s coming to a peak. It feels that folks want to do something and make a change.”

And that’s just what this class is for. This class will help people to educate themselves as well as others by having an open discussion about what can often be a hard topic for many to discuss.

“To seek cultural and system change, we need to start with conversations,” Sculley said.

As Byrd pointed out, a well-known quote from the book is that “denial is the heartbeat of racism.” This class helps to address racism in the community and in people’s lives to better themselves and those around them.

“I hope that they would take away some selfawareness and some perception of how they would view things in the past and how they would view things moving forward,” Byrd said.

She also spoke on the importance of not only understanding what racism is, but addressing it.

“I think a lot of people are quick to say, ‘I’m not racist.’ We have a misperception of the definition of what (being) racist is,” Byrd said.

Byrd and Sculley both agree that this would be a great class for anybody in the community to take.

“I hope we see a diverse representation in our participants so we can have a broad exchange,” Sculley said.

“I would hope everybody, all walks of life, all ages, all races, would take this class. Anti-racism is not just for white people; it is for all people,” Byrd said.

Byrd decided that this would be a good class to teach, not only because of the events happening in our community and the timeliness of addressing racism, but also because of her past experience which touches on similar subjects.

According to the CCE website, Byrd, has a bachelor’s degree in ethnic studies and history as well as a master’s degree in liberal arts and more than 20 years in county and state social service programs. She currently serves as the current human services supervisor at the Minnesota Department of Human Services.

“I have a little bit of anti-racist and diversity education. This is something that I wanted to start out with (using) a hands-on approach,” Byrd said.

According to Sculley, this class will lead the students to become a little vulnerable with others and get a new perspective. So far, the community has appeared to be receptive to the new class.

“We have quite a number of people registered already,” Sculley said.

Ingredients:

1 1/4 pounds red apples (about four Honeycrisp, Haralson or Regent) unpeeled, cored and quartered 2 T water 1 tsp fresh lemon juice

Directions:

Place apples, water and lemon juice in saucepan.

Cover, and cook over medium heat, stirring occasionally until apples are soft (about 15 to 20 minutes). Pass apple mixture through a food mill fitted with a medium disk. Applesauce will keep, covered and refrigerated, for up to one week.

A food mill separates the apples from their peels but allows the rosy color of the skins to remain.

Sunnybrook Apple Orchard Sunnybrook Apple Orchard is a newer orchard founded in 2016. Orchard proprietors harvested their fi rst crop of apples in 2018 and the orchard has plans to expand over time. It is located at 9085 Jeffrey Boulevard North in Stillwater.

The orchard is open from noon to 6 p.m. on Wednesdays and Thursdays, 10 a.m. to 6 p.m.

Saturdays and 10 a.m. to 4 p.m. on Sundays.

Zestar and Sweet Tango apples are currently available; toward the end of September, Honeycrisp apples will also be for sale.

Aamodt’s Apple Farm is located at 6428 Manning Ave. N. in Stillwater. Founded by Thor and Lucille Aamodt, it has been family owned since 1948. The orchard is open daily from 10 a.m. to 6 p.m.

be taken care of promptly … I took action into my own hands.” Fischer detailed that he removed the flags from the ground and set them in the parking lot of the business.

Fischer explained that he, along with several others, had contacted staff at City Hall to share their concerns and he was surprised to learn that there was no verbal record of the complaints that had been made.

“I know of at least three people who voiced complaints and they were told by the person who took the call that there were other citizens who complained about the same issue and that no written record was made of those complaints,” he said. “The fact that you had repeated calls on the same issue would indicate that there is probably an issue here that we need to at least think about.”

At the meeting, Mayor Rob Rafferty said, “I can assure you that there is not a single one of us up here that is going to let a complaint go that you might make. If others are making a complaint, I can assure you that I will be making a call within the next 24 hours if not within the next hour.”

The council asked Fischer about who he had contacted specifically, and if he had contacted the police department. Fischer said the complaints had been raised to various city employees, but he was not sure if he was supposed to contact the police directly, or if city staff would direct his complaint to police.

Community Development Director Michael Grochala explained that the city does not regulate content, but does regulate location, size and number of signs. However, during election season, which runs 46 days before the primary until 10 days after the general election, Minnesota State Statute 211B preempts the city’s regulations. Municipalities must allow noncommercial signs of any size, or number during election season.

Director of Public Safety John Swenson said, “If you call the police, we take a police report, we investigate it, aside from any political views on either direction. We apply the law and we move it forward to prosecution if it is appropriate.”

In a follow-up interview, Swenson confi rmed that staff at City Hall received around 10 calls from residents who shared concerns regarding The Trump Store and another temporary store located in the parking lot of Corner Express, at 7997 Lake Drive.

He also confi rmed that the police department had documentation that an individual was trespassed from both the business property and the residential property. “This is an open investigation,” Swenson said.

Swenson said that the business was asked to remove the flags in the right of way and complied.

Swenson stressed that some of the events Fischer described at the meeting remain under investigation and charges could yet be fi led.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its Sept. 14 meeting: • Approved the annual school resources officer (SRO) contract between the city and the Centennial School District for service at Centennial Middle School.

The district reimburses the city for the SRO’s hours.

• Approved a resolution declaring costs to be assessed for delinquent weed abatement charges and calling for a hearing at 6:30 p.m. Oct. 12. City Code section 904 establishes weeds or grass growing in excess of 8 inches in height to be a public nuisance. Property owners in violation of this requirement are notified and provided an opportunity to cure the nuisance. If the violation is not addressed within a specified period of time, city staff and/ or private contractors are directed to abate the nuisance. The cost of abatement is charged to the property owner. In the event that the property owner fails to pay the costs incurred, the city may certify the charges against the property for collection with property taxes as a special assessment. One property is proposed to be assessed for $169.

• Approved the appointment of Hannah Lynch to the vacant finance director position.

The position is vacant because the former finance director, Sarah Cotton, is now the city administrator.

Thirty-one people applied for the position. Lynch will assume the role on Oct. 5 and her pay will be $51.15/hour, step 2 of the wage schedule.

• Approved a new election judge salary schedule.

City Clerk Julie Bartell explained that the current rate, $10/hour for election judges and $11/hour for head judges, has been in place since 2015. Bartell said considerations for the increase include: current

rates are on the lower end of what other cities in the county pay, the Minnesota state minimum wage is $10/ hour, election judge positions can be difficult to fi ll given the ongoing pandemic, and funding to help offset the increase is available through the Elections CARES Act. The new rate for election judges will be $13/hour for the general election and $12/hour for the primary or municipal election. Head judges will receive $16/hour for general elections and $14/hour for primary and municipal elections.

• Approved a temporary 15% wage increase for accountant Tracy Thoma.

Cotton explained that with the departure of Human Resources Manager Karissa Bartholomew, Thoma will perform many additional duties and responsibilities to fi ll the gap. Her hourly rate of pay will be $41.26 starting Sept. 14 and will end two weeks after the new human resources manager assumes the position.

• Appointed Quillan Oak and Georgia Carlson to two vacant police officer positions. Oak comes to the city from the Minneapolis Police Department, and Carlson from the Centennial Lakes Police Department.

This will fi ll two of the three vacant positions in the public safety department.

Oak and Carlson will start Oct. 5.

• Accepted a monetary donation of $250 from a New Brighton resident, Dennis Stowers, for the police K-9 unit. Public Safety Director John Swenson said this is the second time Stowers has donated to the unit.

• Awarded a contract for $331,930 to low bidder Wheeler Hardware for touchless entry upgrades.

The project will provide necessary upgrades to existing door locations to integrate newly installed automatic door operator systems for touchless doors as well as the installation of new access control door locations with touchless/auto operators.

Electro Watchman is currently the service provider for the access control systems at all cityowned buildings. The not to exceed project cost is $27,590 for the civic complex and $13,122 for public works.

• Approved an electrical installation agreement with Aid Electric for for electrical work necessary for the touchless entry upgrades.

The not-to-exceed cost for the civic complex will be $26,650

340 for public works and $7 $7,340 works.

Public Services Director Rick DeGardner explained that the latter item will be reduced by $5,000 due to the limitation on the project scope.

• Approved a planned unit development (PUD) final plan/final plat and development agreement for Natures Refuge. The applicant, Preferred Builders Inc., submitted a land use application for PUD final plan/final plat for a residential development that is proposed to be a 61-lot single-family conservation subdivision located north of Main Street and west of Lino Lakes Elementary School.

The development contains three parcels totaling approximately 95 gross acres.

• Approved a variance for roofi ng materials for 7831 Lake Drive. See the full story in this week’s issue.

• Approved a final plat and development agreement for the Stern Addition.

St Additi finall plat. l t Stern Addition The applicants propose to subdivide their existing parcel into two singlefamily lots for the purpose of constructing one new singlefamily home. The lot is located at 6820 West Shadow Lake Drive and is 0.96 gross acres in size.

The subject site was originally platted in 1978 as Lot, Block 1, Lakes Addition No. 5. The residential subdivision was not served by municipal water or sanitary sewer. In 2018, the city commenced the West Shadow Lake Drive Street and utility improvement project to reconstruct the street and install municipal water main and sanitary sewer. With the extension of public utilities, larger lots may be able to subdivide.

The next City Council meeting will be at 6:30 p.m.

Rotary tackles invasive species While at Wargo Nature Center, the Chain of Lakes Rotary removed invasive species, specifically burdock. Burdock is a tenacious weed with a massive taproot that does not respond well to herbicide control, plus it has a persistent seed bank. The hooked fruits are reputed to be the inspiration for Velcro. The leaves are similar in size and shape to rhubarb, causing more than a few people to refer to it as wild rhubarb. It is very likely in every Minnesota county, though it has not been recorded in several counties.

Ready to roll: Shoreview Skatepark Plaza opens to public

Because of the COVID-19 pandemic, the new Shoreview Skatepark Plaza debuted with little fanfare, but is nevertheless open to the public and has already been drawing a crowd.

The old wooden skating ramps at the Shoreview Commons have been replaced with a new concrete skatepark. The 7,500 square foot plaza flows with the natural topography of the space, featuring a blend of terrains, as well as stairs, handrails and benches.

Mayor Sandy Martin said that the feedback she has heard from visitors to the new skatepark thus far has been largely positive.

“I have heard from the young people that are using the park and many of their parents, and that's been quite glowing,” she said. “It's been really fun to hear the kids when I'm out there, (and) I've gotten emails from kids and lots have parents (who) have mentioned what a great asset it is.”

The original skatepark was built about 20 years ago and was the brainchild of a few young skating enthusiasts, said Martin.

“We had a couple of young boys, 12- and 13-year olds, come to a council meeting, and they asked for a place where they could skateboard because they said that when they came to the Community Center to skate in the parking lot, they were always asked to leave,” Martin remembered.

“They didn't think it was fair that we have ball fields and soccer fields and hockey rinks, but we didn't have any place for young people to skateboard.”

The city worked with those boys to design

the fi rst skatepark, which Martin said originally cost about $40,000. Though it was well-loved and wellused throughout the community, its wooden ramps were susceptible to wear and tear, and could not accommodate bikes, rollerblades or scooters.

“It had to be replaced twice because it got old and fell apart.

We couldn't let kids with rollerblades and things like that on it because they would wreck it,” Martin said.

“So when we went to replace it this time, we thought, 'Let's do it with something really durable, with something really exciting, and make it a state-of-the-art skatepark.”

The new and improved skatepark can now accommodate visitors on a variety of wheeled sports equipment, and its various features make it both accessible to new skaters while providing a challenge for more experienced ones.

The updated skatepark is a part of a larger improvement project to the Shoreview Commons area, phase one of which is wrapping up now. The fi rst phase includes a new fountain, garden area and pond that can be used for ice skating in the winter, as well as trails and sidewalks to better connect the Community Center to the nearby library and Mounds View Schools facilities. Phase two, which Martin said is currently being finalized, will bring a destination playground and picnic shelter to the Commons.

Martin said that she is excited about the renovations and encouraged residents to check them out for themselves.

like this right now. It's outdoors, which is the best part when we're all telling everyone the safest place to be is outdoors,” Martin said.

“Here we have created a safe place for kids and for people to walk and to sit and to enjoy the outdoors. I think we'll get a lot more use out of it too, even into the fall and winter, because everybody feels safer being outside.”

Martin also added that she is grateful for the original vision and dedication of the teens who helped make a Shoreview skatepark possible in the fi rst place.

“I wish we could contact those boys who started this whole thing because I think they would be thrilled that what they started has lasted all this time.”

It's been anything but summer-like weather lately. After a cold start to the month, temperatures have rebounded to above average. We've enjoyed some great weather not only during the week but also the weekends. If there has been one complaint it is how dry it's been in this portion of the Twin Cities. August was drier and now the dryness has spilled over into September. Neighbors have been out mowing their dusty lawns. I'm under an inch for the month in rainfall. Fall colors have been showing up in local maples and it won't be long before they're in full blaze. Meanwhile, enjoy the great weather while we can.
