LINO LAKES — Four candidates are hoping they will gain voter support this November to become the next leader of Lino Lakes.

Candidates Pat Davern, Ashley Antus, Rob Rafferty and Tony Cavegn all shared why they think Lino Lakes is great and how it can improve during a candidate forum hosted by North Metro TV Sept. 17.

After one minute introductions, the questions began.

Antus said the biggest issues are road construction, parks and businesses. “I think we have to focus on attaining more businesses while keeping a small-town feel. ... I think I could bring a lot of good businesses here.”

Over the years, Rafferty said, the main challenges have remained the same. “The reality is that business is important to diversify the tax rates and yet at the same time, businesses can’t come in unless we have the rooftops.”

Young Life coming to Centennial area

A core group of around 10 adults are putting their minds together with the hope of establishing a teen ministry for Centennial Middle School (CMS) and Centennial High School (CHS) students.

For nine months now, the startup team has worked to find adult mentors, identify possible volunteers and start fundraising, all in an effort to establish Centennial Area Young Life. Although the focus is to reach CMS and CHS students, the group will be open to students who attend private schools or are home-schooled as well as neighboring districts.

“This is a team of local parents who have a commitment and concern for local kids,” area developer and Shoreview resident Kevin Thomas explained. “It is so fun for me to see adults who have a heart for kids, get them all together and create a support network.”

Founded in 1941, Young Life is an ecumenical Christian ministry committed to making a positive difference in the lives of kids through the friendship and influence of caring adults. Young Life exists in over 100 countries and prides itself on knowing more than 2 million kids by name.

As an area developer, Thomas’ job is to go into areas where Young Life does not exist and help the community establish its

own Young Life area. Currently, there are around 25 Young Life areas in the metro. Thomas is also currently working with the areas of St. Louis Park, St. Paul, Alexandria and Rochester.

Thomas was especially happy to help the Centennial area after his friend of over 25 years, Lino Lakes resident Tom Pawlak, asked for his help. After seeing the impact Young Life had on one of his children, he wanted to know how he could bring that to Centennial, the district in which all three of his children have grown up.

information about the organization and why it would be a benefit for the youth of the district. Since then, the startup team has formed, held more informational meetings around the community and is now entering the fundraising portion of startup before it can officially launch. Thomas added that it often can take two to three years to “build the grassroots” of a Young Life area. The main need for fundraising will be for a full-time staff position, but there will also be some startup and services costs.

After Centennial Area Young Life is up and running, youth participants can expect to have weekly check-ins with their mentors and attend club meetings during the school year. Another highlight is that participants can attend one-week camps during the summer at one of the many Young Life camps around the country.

Even though Young Life’s mission is to introduce adolescents to Jesus Christ and help them grow in their faith, supporters say the benefits go far beyond that.

“The number one benefit is kids get a sense of belonging. Ultimately, every kid is looking for a sense that they belong, to be connected,” Thomas explained. “Having an

adult in a kid’s life that is not a parent is important because kids are only going to listen to their parents so much. Having an adult you trust who has solid values and is willing to invest in your kid is huge.”

“I have three kids who have all been through Centennial Schools.

I have seen firsthand the struggles and challenges kids are facing from the pressures of overscheduling, trying to get good grades, sports, work, family, friends, social media, eating disorders, broken homes ...

It is unbelievable what they deal with,” Pawlak said. “Our kids just need another voice, another person or mentor they can go to. Kids seek out advice and, personally, I would rather have them seeking that advice from somebody who is trained and has the same moral underpinnings that I have.”

Both Thomas and Pawlak hope adults who have a heart for kids will get involved in the effort in one way or the other, whether that means as a mentor, on the board, helping with fundraising or donating.

Bob Merritt, who has lead Eagle Brook Church for 28 years, announced his plans to retire in March 2020.

He will retire on his 63rd birthday, March 1.

In his announcement to the congregation Sept.

22, he said, “It's time for me to step aside and let younger people take over.” Merritt is not moving from his home in White Bear Township and plans to continue to be part of the church.

He prayed about when to retire for two years.

“No one asked me to leave,” he said. “I plan to continue to live here in retirement after March 1, 2020. I may do some speaking, writing and take more time for my families.” He also hopes

to spend more time outdoors and with his dog Blue.

Jason Strand, teaching pastor, plans to fill the senior leadership position. Merritt noted that Strand is an outstanding speaker, knows his Bible and has a wonderful wife and five children.

Strand has already been recommended by the board and a church membership vote will be held Oct. 6, according to the church's website.

Eagle Brook is the eighth largest church in the nation, with eight campuses across the Twin Cities and a weekend attendance of about 28,000. The church's Rochester location launches the end

of October.

Attendance was about 300 when Merritt began to pastor the church that began in White Bear Lake.

“I deeply love this church. Outside of my family, leading this church has been the greatest honor of my life,” Merritt stated.

“What you and I are witnessing right now, is nothing short than a miracle from God. Many weekends, I end up in tears by what happens here. God continues to bless us and he’s changing lives every week. Look at what God has done—and we’re just getting started.”

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its Sept. 9 meeting: • Recognized Steve Heiskary for serving nine years on the Environmental Board. “It was truly a treat to work with the people on the board; these are all people that were really dedicated to this and interested in it,” Heiskary said. Mayor Jeff Reinert added, “I encourage anyone to come and apply for these positions. You will learn a lot about the city, and it actually is rewarding to serve in the city where you live.”

• Proclaimed Sept. 17-23 Constitution Week in honor of the 231st anniversary of the drafting of U.S. Constitution.

• Declared the city’s intent to reimburse itself from bond proceeds for Water Tower No. 3 project. On Jan. 22, the council authorized the preparation of plans and specifications for the project, which includes construction of a new 1.5-million-gallon water tower. The estimated project cost of $4.7 million will be financed by utility revenue bonds. The Internal Revenue Code requires cities to declare intent to reimburse project costs incurred prior to the receipt of bond proceeds.

• Approved an extension of the planned unit development (PUD) final plan/final plat submittal for Nature’s Refuge. Preferred Builders,Inc. requested a six-month extension so it can continue to finalize details regarding HOA documents and wetland management plans. Nature’s Refuge is a 61-lot, single-family residential subdivision located north

of Main Street and west of Lino Lakes Elementary School. Final plans are required to be approved within one year of the preliminary plat approval.

• Approved a premise permit application for White Bear Lake Youth Hockey Association to conduct charitable gambling at Fiesta Cancun, located at 7090 21st Ave. N. The Minnesota Lawful Gambling law requires that the local unit of government approve applications for a premise permit before they are submitted to the Gambling Control Board for final consideration.

• Adopted updated private activity tax-exempt financing guidelines. In 2018, the city granted host approval on the issuance of a note by the city of Columbia Heights to fi nance the construction of the Love to Grow On facility in Lino Lakes and the issuance of a note by the city of Falcon Heights to fi nance, in part, a senior living campus in Lino Lakes.

The city of Lino Lakes was not the issuer of the two notes; however, was required to grant host approval to the issuance of the notes, as the properties were physically located within the boundaries of Lino Lakes.

During the discussion regarding granting host approval, the council expressed a desire to update the city’s policy so that the city was in a position to consider tax exempt financing as a tool to facilitate future economic development. Staff worked with Kennedy and Graven to prepare the suggested revisions to the guidelines.

• Approved a special event permit for Waldoch Farm’s Pumpkin Patch and Corn Maze from Sept. 21 through Oct. 31.

• Approved a special event permit for HopeFest Sept. 28 at the Lino Lakes YMCA. The event will include vendors, exhibitors, food trucks and a variety of events including a 2-mile walk, kids’ dash, yard games, bounce house and obstacle course. It is estimated between 500 and 700 people will attend.

“This is our annual event that is about raising awareness for domestic and sexual violence. It is our lead into Domestic Violence Awareness Month” (October), said Alexandra House Communications Marketing

Director Tina Bronson. “We use this event to call the community’s attention to the issues of domestic and sexual violence, as well as a remembrance for those we have lost to domestic homicide.”

• Approved a conditional use permit and site improvement performance agreement for Otter Lake Animal Care Center, located at 6848 Otter Lake Road. City Planner Katie Larsen explained that Dr. Wayne Scanlan is proposing to construct a 2,800-square-foot addition to the existing 3,900-square-foot building and expand its parking lot by 22 stalls.

Reinert wanted to know what was driving the need for the expansion, and Larsen said that as far as she knows, it is simply demand. The business has been around since 1986.

Councilman Dale Stoesz wanted to know whether the city has ever had conversations with the business about identifying with the city of Lino Lakes rather than Hugo. Larsen explained many businesses that reside within the boundaries of Lino Lakes identify with Hugo because of their Hugo zip code.

Councilman Rob Rafferty said, “As the rooftops come, things do expand, and here is a great example of a businesses that has been in town for quite some time.” Councilman Michael Manthey said, “It is great to see a local business doing well and expanding.”

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its Sept. 10 meeting: • Heard from Lino Lakes resident Craig Johnson, who is running for the District 6 Anoka County Commissioner seat. “I want to thank Rhonda Sivarajah for all she has done.

She really personifies somebody who puts a lot of herself into the community,” he said.

“While those are going to be some tough shoes to fi ll, I think I bring to the table some of what I think Anoka County has done fairly well in the past, and that is common-sense decisions.”

Mayor Dave Bartholomay said the city of Circle Pines would like to see Anoka County add a couple of trail projects to its priorities, specifically a new trail running along Lake Drive (from Lexington to Lino Lakes) and a regional trail connection between Golden Lake Elementary School and Baldwin Park.

• Heard from Dean Goldberg, who shared that he attended a Minnesota Census Mobilization Partnership meeting Sept. 6. “I learned a couple of interesting things ...The cost of the census is $16 billion, but the budget is only $7.5 billion, so there is a gap there.” He added that there is also $1.6 million in grants for which cities and nonprofit organizations can apply ($750 each) to use to reach hard-

to-count communities, such as renters.

• Heard from Councilman Matt Percy, who announced that Cub Scouts will be recruiting at local elementary schools at 6 p.m.

Thursday, Sept. 19. “I encourage you to come out and see what Cub Scouts is all about,” he said. Percy reminded the public that both boys and girls are now able to join Cub Scouts.

• Heard from Mayor Dave Bartholomay, who reminded residents that fall cleanup day will be from 8 a.m. to noon Saturday, Sept.

21, at the public works building.

• Approved two resolutions calling for delinquent city account and delinquent utilities accounts special assessment hearings at 7 p.m. Tuesday, Oct. 8.

Under state statute (MS 429.101) the city may collect certain delinquent special charges as a special assessment against the benefiting property.

• Held a public hearing for the proposed 2020 street and utility project. The proposed improvements for North Star Lane, Center Road, Aurora Lane, Moonlite Drive and Stardust Boulevard (east of Galaxy Drive) will include bituminous pavement, curb and gutter, sanitary sewer and water main replacements; as well as subgrade correction, storm sewer improvements and new natural gas mains.

provements for Pine Drive South, Civic Heights Drive and Shepherd Court will include replacement of bituminous pavement with subgrade correction and curb and gutter replacement as needed. The project is estimated to cost around $5.8 million.

Four residents spoke during the public hearing, and mainly asked questions that were specific to their property. For example, one gentleman wanted to make sure one of his property stakes was not disturbed during construction, and a woman wanted to know what would happen to her maple tree and whether or not the contractor would be responsible for replacing

it and taking care of it.

Ultimately, the council unanimously approved the preparation of plans and specifications for the project.

Bartholomay mentioned there would be another neighborhood meeting in January.

• Approved a resolution proclaiming October as Domestic Violence Awareness Month. “I am a huge supporter of trying to deal with this ... this is a problem all over,” Bartholomay said.

• Terminated a building inspection services agreement with JB Anderson Inspection Inc. City Administrator Patrick Antonen explained, “We have been having issues with our contracted building inspector

and it has come to the point where we need to make a change,” he said. “I think it really came down to workload. Our current inspector was really behind on inspections and violated certain terms of the contract, specifically related to the maintenance of records. Any time a permit is finalized, we need to see a copy back of the inspection report within 30 days, and the latest inspection reports we received were from February.”

Goldberg said, “When I was knocking on doors when I

was running for City Council in 2017, I was surprised with the number of people that complained about our inspector ... I get the sense that this is the right thing to do.”

The city has contracted with the company since 2014. Antonen said city staff have already interviewed a couple of fi rms for the position and they are in the process of checking references and making sure the fi rms can handle the workload.

Tipping points

W

hile our editors here at Press Publications establish guidelines and prepare for the 2019 local election, political analysts, prognosticators and pundits are already looking ahead toward the 2020 election.

A recent article originating on “The Hill” website titled “The 10 counties that will decide the 2020 election” includes a county right here in our coverage area. Washington County is among a group of counties described in the article as critical tipping points across the country that will determine the outcome of the 2020 election.

The other counties on the list are scattered from Maine to Arizona and include Erie County, Pennsylvania, Sauk County, Wisconsin, Muskegon County, Michigan, Maricopa County, Arizona, Tarrant County, Texas, New Hanover County, North Carolina, Peach County, Georgia, Hillsborough County, New Hampshire, and Lincoln Angle of County, Maine.

I’m personally not comfortable View getting my information from a news feed that has been curated Paul Dols by an algorithm, so I attempt to get my news and information from a variety of sources, including “The Hill.” According to Wikipedia, “The Hill” is an American political newspaper and website published in Washington, D.C. since 1994 with a mission of “nonpartisan reporting on the inner workings of Congress and the nexus of politics and business.”

At Allsides.com, a website dedicated to displaying news stories from the Left, Center and Right of the political spectrum, as a way of exposing readers to information and ideas from a variety of sources, “The Hill” was given a “Center” rating on a Media Bias Ratings list comprised of 600 news outlets.

Each news outlet is given a rating along a spectrum ranging from Left, Leaning Left, Center, Leaning Right to Right. This site is a pretty good place to gauge whether or not the sources you’re accessing for news are perpetuating a “filter bubble” by just reaffirming preexisting viewpoints.

Dozens of strategists, political scientists and observers were interviewed for the story, written by Reid Wilson. Each county is given a brief historical overview along with key reasons it is viewed as a strategic indicator. According to the article, Minnesota is “one of a small number of states that voted for Clinton in 2016 that presents Trump with a chance to expand his map in 2020. If he wants to win here, he must carry Washington County, along the border with Wisconsin.” The county’s historic role as the birthplace of the state of Minnesota is briefly noted, along with its current blend of “rural roots and exurban sprawl.”

Another characteristic that is noted about Washington County is that it is not firmly locked into an allegiance with one political party. “Washington County voted twice for George W. Bush, then twice for Obama. Clinton carried Washington County by just 1.8 percentage points, almost exactly the margin by which she carried Minnesota as a whole.”

We don’t often get a viewpoint of a county in our own backyard from a national and politically strategic perspective. I’m speculating, but I believe that the fact voters in Washington County do not consistently vote along a straight party line indicates a high level of engagement and not simply voting based on past allegiances and habits.

These key counties, including Washington here in Minnesota, are described as “diverse as the American electorate” and provide a snapshot of what the country looks like at this key moment in history. I hope, at a fundamental level, that we can reaffirm that we have much more in common with our neighbors than the exploited and sometimes magnified differences that threaten to divide and pull us apart.

Be a ‘Better Angel’ and bake muffins for those who disagree with you politically

A

t the end of June, I attended the Better Angels National Conference with a friend in St. Louis, Missouri. We had a great time learning more about the organization and how we can help heal the political divide in the USA. People from all 50 states attended the conference.

Better Angels is a national nonprofit, non-partisan organization that helps all parties, but primarily Democrats and Republicans Wild Chow communicate better with one another, and Lisa find common Erickson ground. We learned a lot about talking across the political divide, depolarizing ourselves and how to participate in and lead a parliamentary debate.

During our breaks, we ate at the best pizza place, Pi Pizza, walked to coffee shops and picked up my favorite foodie magazine “Feast,” which is only published in St Louis.

Never in a million years would I think of St. Louis, Missouri as a foodie mecca, but it is.

A few years ago, when I was visiting family, the magazine caught my eye. It’s a large 75-page,

full-color magazine, dedicated to the local food culture in St. Louis.

There is a perfect balance of where to eat out, what to cook if you’re staying in and it highlights farmers or people who produce local food.

After paging through, I’m always inspired to create new recipes and find my own local restaurants and farmers who I can connect with in our part of the Midwest.

As the political scene starts to heat up, I will be ready. I have new tools to talk across party lines and if that fails—I have some pretty darn good savory muffins I can share.

For more information about Better Angels or how to join, visit better-angels.org Better Angels Muffins Makes 12 muffins, serves 6 Adapted from Christy Augustin and Feast Magazine • 1⁄2 cup sun-dried tomatoes • 2 ¼ cups flour • 2 tsp baking powder • 1⁄2 tsp baking soda • 1 tbsp sugar • 3/4 tsp garlic salt • 1⁄4 tsp black pepper • 1⁄2 cup Blue cheese or cheddar cheese, grated • 3⁄4 cup Parmesan cheese, coarsely grated • 1 cup bacon, cooked and crumbled, divided • 1/4 cup fresh basil leaves, coarsely chopped • 1⁄2 cup milk

• 1⁄2 cup sour cream or yogurt • 1⁄3 cup oil • 1 egg, beaten In a bowl of hot water, soak the sun-dried tomatoes for 30 minutes; drain and pat dry with a paper towel. Chop into 1⁄4-inch pieces and set aside.

Preheat oven to 375°F. Line a 12cup muffin tin with baking cups or lightly spray with oil and set aside.

In a large mixing bowl, whisk together flour, baking powder, and soda, sugar, garlic salt and pepper.

Add the cheese (reserving 1⁄2 cup Parmesan for the topping), 1/2 cup bacon (reserve remaining for the topping), basil and sun-dried tomatoes.

In a small bowl, combine the remaining Parmesan and bacon; set aside.

In a large bowl, whisk together the milk, sour cream, oil and the egg. Pour into dry ingredients; stir until just combined—do not over mix or the muffins will be tough. Portion batter evenly into muffin cups. Sprinkle the reserved Parmesan cheese and bacon on top of each muffin. Bake until tops are golden brown—about 20 to 25 minutes. Serve warm with butter.

In addition, locations offering absentee ballots for federal, state or county elections must be open: • The last Saturday before Election Day (10 a.m. to 3 p.m.)

• The day before Election Day until 5 p.m.

• This does not apply to school districts holding standalone elections.

Senate Republicans unveil insulin affordability bill Minnesota Senate Republicans announced last Thursday the Minnesota Insulin Assistance Program, a plan to require drug manufacturers to provide insulin to doctors on behalf of patients who cannot otherwise afford the high cost of the life-saving medication. The plan requires patients to work through their doctors to acquire free insulin from the manufacturers, which Republican leaders say will foster strong doctor-patient relationships. Diabetic Minnesotans can qualify if they are not already on another state or federal healthcare program (such as Medicare, Medicaid or MinnesotaCare) and if their family income is less than 400% of the federal poverty line, which is approximately $50,000 for an individual and $100,000 for a family of four.

Community ed to host ‘Screenagers’ Centennial Community Education will host a free viewing of the film “Screenagers—Growing Up in the Digital Age,” at 6:30 p.m. Sept. 30 in the Centennial Middle School (CMS) Auditorium. The documentary explores the amount of time children and teens are spending on computers, tablets, cell phones and other electronic devices and the possible effect it has on their health and well-being.

After the film, several community leaders will present a panel discussion for the audience. Speakers include Scott Johnson, executive director of

teaching and learning; Michelle Noha, Centennial School District nurse; Dawn Westanmo, CMS counselor; and Mary Healy, Anoka County Library branch manager. The goal of the evening is to provide families with the information to have conversations about screen usage and tips to come up with a plan that works for them.

Fall Family Fun Day The Forest Lake Masons will host its Fall Family Fun Day event from 8 a.m. until 12:30 p.m. Sunday, Sept. 29, at the Masonic Lodge, located at 119 Eighth Ave. SE, Forest Lake. Community invited to Change to Chill training Allina Health will offer Change to Chill, a free, award-winning mental well-being program from 1 to 4 p.m.

Through an interactive website tailored to both teens and the adults who work with them, Change to Chill helps teens

become more aware of the things that stress them out and equips them with relevant tools and resources to better manage stress and anxiety so they can live happier, more resilient lives.

The Change to Chill training sessions are designed for school staff, mental health professionals, community organizations and parents of teens. The sessions will: • Provide educators and members of community groups with knowledge about teen stress; • Demonstrate ready-to-use, plugand-play lessons and do-it-yourself activities, including foundations of mindfulness, athlete-specific content, information from the Action Guide for Teens and more; • Facilitate participant sharing and discussion time to generate program application ideas and provide time for community networking; and • Provide educators and members of community groups with the skills to implement Change to Chill in a school, home or community setting and the knowledge to train others about program components that fit their needs.

Centennial still needs 14 tutors for 2019-20 school year The Centennial School District still needs 14 literacy and math tutors for the 2019-2020 school year according to Minnesota Reading Corps and Minnesota Math Corps. The number of tutors being sought by city is: nine in Lino Lakes, three in Circle Pines and two in Centerville.

Minnesota Reading Corps and Minnesota Math Corps are statewide initiatives to help every Minnesota student become a successful reader by the end of third grade and proficient in math by the end of eighth grade. Tutors are being sought for three different levels of commitment: 35, 25 or 18 hours a week. Tutors receive a stipend every two weeks and can earn up to an additional $3,047 for student loans or tuition. Many tutors also qualify for additional benefits like free health insurance and child care assistance.

“He is a throwback. He gets to practice early and stays late.”

Bernardy-Nelson notched four goals as a freshman on a 7-9-1 team. When he didn’t take a step forward as a sophomore, and went scoreless his first two games as a junior, his coaches detected unfulfilled potential.

“We had a conversation with him about what he wants to be,” Ottosen said. “Since then he’s been unstoppable.”

Bernardy-Nelson started to be a fanatic about shooting between his sophomore and junior years, with his club team, St. Croix, where the winner of the shooting drills “didn’t have to take part in the fitness drills.”

The trunk of his Monte Carlo currently holds 23 soccer balls.

“Every day, I shoot. I bring them all so I can keep shooting,” said Bernardy-Nelson, who peppers one side of the net, then the other, then the top corners and bottom corners, moving on to the next target only after he’s satisfied with hitting his spots at each.

His 29 goals last year ranked No. 4 in the state overall and No. 2 among Class

A starburst took place in Centennial soccer in 2018 and continues to blaze this fall.

Demetrius Bernardy-Nelson exploded for 29 goals as a junior, leading the Cougars to the state tournament, after being just another face in the crowd his sophomore year, scoring three goals.

The smooth senior forward has rattled the nets with 14 more goals in 11 games this season for the 9-2 Cougars.

“Demetrius is the best shooter I’ve had in 20 years coaching,” said Jeff Ottosen.

“He actually aims the ball. Very few players can do that, even in college and pro.”

When asked what percentage of the time he hits the open spot in the net he’s aiming for, Bernardy-Nelson said, “I’d say 80-85%.”

Ottosen agrees: “If he sees an open spot, the other team doesn’t have a chance.”

Such high accuracy does not come naturally. While he’s blessed with speed and fluidity, shooting is honed with endless practice.

Centennial boys soccer has posted six consecutive shutout victories after dispatching Rogers 4-0, Anoka 4-0 and Forest Lake 3-0 last week.

Asked if that’s a team record, 20th-year coach Jeff Ottosen said he doesn’t keep track of such things.

“Probably a record. Certainly very impressive,” he said.

The coach credits a variety of players, along with team effort and focus. The three “constants,” he said, are captain Nick Valento; another veteran, Jesus Galvin Garcia; and new starter Aaron Breene at left back.

“At times, we have passed and kept the ball for so long that the

opponent spends most of the game defending,” Ottosen said, adding that if an opponent does get a look at the net, goalie Ricky Hemric “has shut them out before the opportunity even developed.”

The Cougars are 9-2 overall and 6-2 in conference.

Scoring against Rogers, a new conference member, were Demetrius Bernardy-Nelson, Parker Claseman, Garcia-Galvin and Valento.

Bernardy-Nelson logged three goals against Anoka and two against Forest Lake, with Ben Sproul and Galvin-Garcia, respectively, notching the other goals.

The Cougars’ previous shutouts in the streak came against Spring Lake Park 5-0, Osseo 3-0, and Champlin Park 1-0.

2A schools. He’s attacking a little less this year — Ottosen said he’s urging him to shoot more and pass less — and he ranks 12th overall, fifth in Class 2A. This year’s Cougar squad boasts not only an ace scorer but one of the best defenses in the state, currently riding six straight shutouts. The star shooter enjoys doing his part defensively by winning balls and blocking long passes.

He’s a year-round player. His new club team, Salvo, will play in Kansas City in November, after the prep season. He has played throughout the midwest, and in Arizona and Florida, in past summers.

Soccer started for him at age three.

“My parents wanted to get me in a sport so I would lose some of the energy I had,” he explained. “I could never sit still.”

They also entered him in hockey and football as a youngster, but in both sports you play in shifts. He was too restless for that.

“I stuck with soccer because then I could always be on the field,” he said. “I liked BRUCE STRAND | SUBMITTED soccer a lot more anyway.”

The Centennial volleyball team is “proving that they belong, and can compete with anyone,” their coach Jackie Rehbein – Manthey said.

The Cougars (10-3) beat Waconia and Anoka last week before falling in a close five-gamer to No. 8 ranked Champlin Park.

“We may not be the tallest team, but this team plays with a ton of heart and passion,” Rehbein – Manthey assessed. “I am excited to continue to watch this team make strides and make a push

during sections.”

Centennial clipped Waconia 25-23, 17-25, 2522, 25-18, led by Sydney Petersen notching 30 kills (with just five errors in 61 attempts), 17 digs and 27 serve receives.

Ashley Crowl notched 10 kills and two aces, Jadyn Clarner 56 assists, Natalie Jones three blocks and Mackenzie McDonald 19 digs.

The Cougars swept Anoka 25-10, 25-18, 25-17 as Petersen delivered 16 kills and Crowl was 19-for20 with 10 kills. Clarner made 33 assists and served 11-for-13 with three aces.

McDonald served 12-for-12 (two aces) and Jones 15-for15 (one ace).

Champlin Park nosed out Centennial 25-13, 18-25, 25-22, 20-25, 15-13.

Petersen smacked down 31 kills. Crowl added 10 and Jones six. Kailee Sendle notched four aces and 23 digs, McDonald 28 digs and Clarner 40 assists.

Champlin’s Sami Hilley had 19 kills and Megan Panser five aces.

In the Northwest Suburban, Elk River is 5-0, Osseo 4-0, Champlin Park 4-0, Centennial 4-1 and Rogers 3-2, for the top six slots among 14 teams.

The Centennial Cougars trailed 27-0 after three quarters against TotinoGrace, then came alive in the final quarter to make the final score a more respectable 27-19 on Friday evening in Fridley.

The Eagles (3-1) got a pair of touchdown passes from Kristoff Kowalkowski, to Sam Quick and Isaac Richards, along with rushing touchdowns by Richards and Hunter Carlson, while blanking the Cougars for three quarters.

Zulk then hit Carter Anderson for 13-yard score, their fifth touchdown connection this season.

Zulk completed 17 of 29 for 224 yards, with Anderson catching eight for 136 yards. Tim O’Neill had three for 26 and Larson two for 30. The Cougars had 136 yards rushing, with Zulk netting 37 in 10 carries and Larson 27 in five carries.

The Cougars had three turnovers on two interceptions and a fumble.

Centennial will host Maple Grove (2-2) on Friday.

Reaching new heights Centennial Fire District and Lexington Fire Department Chaplain Patricia Clearence conquered her fear of heights to climb a 75-foot ladder Sept. 14 to raise funds for Madelyn Latcham, a 4-year-old from Lino Lakes, who needs a medical alert dog. Rotary protects blue herons

The Chain of Lakes Rotary Club once again made the trip to Peltier Island to plant trees Saturday, Sept. 14. The island is North America’s second-largest blue heron rookery in North America, and is the symbol of Lino Lakes.

All of the 1,000 ash trees on the island will die, which threatens the rookery. Typically, blue herons create their nests high above the ground (often 50 feet up) to protect against natural predators, such as raccoons. The Chain of Lakes Rotary Club coordinated with the city of Lino Lakes to plant ďŹ ve large American linden (basswood) trees.

Cavegn said the main issues he would like to focus on include business development, infrastructure, public safety and the city’s budget. “We have several roads that are decaying and need to be replaced or repaired,” he said. “The budget is always something that needs to be looked at to make sure that we have a long-term plan in place that works for everyone.”

Davern noted that although infrastructure — specifically roads — is an issue, he thinks it is important to prioritize and manage growth.

“Managed growth is very important, to make sure that there is not an overrun in growth,” he said, “making sure that we have a managed and controlled growth and prioritization of projects.”

What are the biggest opportunities for the City Council and the city with this change of leadership?

Rafferty said he didn’t foresee any changes happening. “As a council member, I’ve worked extremely hard to get the things in place that we have,”

he said. “We are covering the city with all community aspects as far as safety concerns, we are working on roads, we are working on parks and trails, but all of these things cost money and if we don’t keep things under control, taxes are going to go up — so we have to watch it.”

With the leadership change, Cavegn said he felt there were more opportunities to create a dialogue with other entities. “I want to reconnect with our citizens, open a dialogue up again with our neighboring cities and our schools. I think there is a wealth of knowledge in those groups, and maybe we have been missing out on that information,” he said.

Davern would like to see more communication with citizens. “We need a fresh set of eyes to be able to see those bigger problems and say, ‘Wait a minute, we don’t need to solve this with a sledgehammer, we need to see if we can solve it diplomatically and work with everybody in the community.’”

Antus said the biggest opportunity for Lino Lakes will be listening to the community. “The people who work for

Lino Lakes have done an amazing job so far, the City Council is doing a great job, but I still think there is more we can do to focus on our citizens and to give them what they want,” she said.

What do you think people who live and work in Lino Lakes want to see from city government?

Antus said she has mostly heard about roads and the lack of communication on ongoing road construction projects that cause a lot of headaches for citizens.

Rafferty explained the city engineer, WSB, has improved in its efforts to get the message out about projects, but some of the projects are completed by the county— for example, Birch Street. “A construction project is a difficult thing to do; you are restricted by weather and so many things. At the same time, if you stay on top of it and let people understand what the plan is, you are having more success, and we are finding that out.”

Cavegn said the residents want to feel like they are involved in decisions. “I think a lot of people feel like decisions

are made without the opportunity to provide input. I believe that they feel when they do provide input, it falls on deaf ears,” he said. “… I think what the community is looking for is transparency and the ability to have their voice heard.”

Davern said a couple concerns he has heard about are roads and taxes. “What I would like to see is a stronger working relationship with Anoka County and the Minnesota Legislature to be able to move those projects forward and possibly help with funding for those,” he said.

POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • Officers responded to a theft from motor vehicle report in the 6100 block of Oakwood Lane Sept.

3. The investigation is ongoing.

• An officer responded to a traffic complaint in which a juvenile without a license was said to be driving a vehicle in the 500 block of Birch Street Sept. 3. The juvenile driver was cited for driving without a license, and the parent was charged with child endangerment. The case was forwarded to the Anoka County Attorney's Office for formal charging.

• An officer stopped a vehicle for a traffic violation

in the 7800 block of Lake Drive Sept. 4. The officer found drug paraphernalia in the vehicle after a search. The driver was cited for possession of drug paraphernalia and released at the scene.

• Officers took a phone call report from a resident in the 100 block of Century Trail Sept. 4 regarding a bees’ nest forming in the complainant's yard. The complainant was advised of options to deal with the nest.

• An officer stopped a vehicle for a traffic violation in the 1300 block of I-35W Sept. 5. The driver was cited for possession of small amount of marijuana and speeding. The officer also collected illegal fireworks from

the vehicle and later destroyed them.

• A registered predatory offender who lives in the 600 block of Town Center Parkway came to the police department Sept. 6 to update their registration information.

The Centennial Lakes Police Department reported the following incidents: • Officers conducted a traffic stop in the area of Pine Drive and Lake Drive in Circle Pines Sept. 4. A male was subsequently arrested for fifth-degree possession of a controlled substance.

• Officers were flagged down in the 30 block of Village Parkway in Circle Pines Sept. 4 for a disorderly male who

appeared to be intoxicated. The complainant advised the male was knocking on their door and drinking. Officers subsequently located the male suspect and transported him home.

• Police responded to a dangerous-animal complaint in the 100 block of South Drive in Circle Pines Sept. 4.

• Officers were dispatched to a personal injury accident in the area of Lexington Avenue and Woodland Road in Lexington Sept. 4. Those involved were treated on the scene for injuries.

• Officers were dispatched to the 1300 block of Mound Trail in Centerville Sept. 4 on a delayed burglary report. The

investigation is ongoing.

• While on scene for another matter in the 200 block of Galaxy Drive in Circle Pines Sept. 5, officers learned of property damage in the 240 block of North Star Lane. The driver was arrested on a warrant issued by the Blaine Police Department for many charges.

• Police responded to a damage to property report made at the police station. The incident occurred in the 9100 block of North Highway Drive in Lexington Sept. 6. The complainant advised an unknown suspect threw an object at his truck and smashed the rear window. The estimated damage is $500.

• Officers responded to the

100 block of South Drive in Circle Pines Sept. 6 for a vandalism report.

The caller advised an unknown party let air out of the tires of his truck while it was parked on the street. No suspect information.

• Police were dispatched to property damage on Central Street in Circle Pines Sept. 7 involving a juvenile on a bicycle and a motor vehicle.

• Officers initiated a traffic stop in the 8900 block of Lake Drive in Lexington Sept. 7. The vehicle fled from officers and the suspect subsequently fled on foot. The suspect was not located, and the case is pending investigation.

Lino Lakes makes top 5 safest cities in state

Lino Lakes is the fourth-safest city in the state of Minnesota for 2019, according to the National Council for Home Safety and Security (NCHSS) .

Other top cities included Big Lake, Orono, Hibbing and Grand Rapids.

To identify the safest cities in Minnesota, the NCHSS reviewed the most recent FBI Uniform Crime Report statistics. A total of 7,639 cities with populations ranging from 7,639 to 4,007,147 were factored into this ranking. However, cities that failed to submit a complete crime report to the FBI were eliminated, as well as cities with populations under 10,000.

There are two broad classifications of crimes: violent crimes and nonviolent (property) crimes.

According to the FBI, “Violent crime is composed of four offenses: murder and non-negligent manslaughter, rape, robbery and aggravated assault. Violent crimes are defi ned in the UCR Program as those offenses that involve force or threat of force. Property crime includes the offenses of burglary, larceny-theft, motor vehicle theft and arson. The object of the theft-type offenses is the taking of money or property, but there is no force or threat of force against the victims.”

NCHSS computed the

total number of crimes reported by each city by adding violent crimes and property crimes.

It then rated them using the population of the city and created a crime rate as the number of crimes per 1,000 population. Then it transformed the total crime rate variable so that the skewness was reduced and normalized it so the fi nal number became a score between 0 and 1.

Next, NCHSS computed a new variable called Police Adequacy (total crimes / number of police employees).

The smaller the police adequacy statistic is, the safer the city is.

also, resulting in a score between 0 and 1.

Finally, it combined the two scores to create a safety score for each city.

The study found that the crimes statistics for the state are at roughly half the national average.

Specifically: • Minnesota is the 14th-safest state for property crime • Minnesota’s violent crime levels have a ratio of 0.53 to the national average with 1.86 crimes per 1,000 against the national average of 3.47. This makes it the fi fthsafest state for violent crime.

• Property crime levels are similarly low at 23.62 per 1,000, compared to the

PUBLIC SAFETY BRIEF Fatal motor vehicle and pedestrian crash in Blaine The Blaine Police Department and emergency medical personnel responded to a report of a personal injury motor vehicle crash at 8:38 p.m.

Sept. 15 involving a pedestrian on University Avenue NE at 85th Avenue NE in Blaine. The pedestrian suffered severe injuries and, despite lifesaving efforts, was pronounced dead at the scene.

Preliminary information indicates that a pedestrian was crossing University Avenue NE from east to west at the cross street. The

pedestrian was struck by a vehicle that was traveling southbound on University. The vehicle stopped at the scene after the crash. The crash remains under investigation by the Blaine Police Department, the Minnesota State Patrol, the Midwest Medical Examiner’s Office and the Anoka County Sheriff’s Office.

CITY BRIEF Blaine named to ‘Best Places to Live in America’ list The city of Blaine announced that it has been named to the prestigious annual Money.com (formerly Money Magazine) 100 Best Places to Live in America list Sept. 16. Blaine is one of only three Minnesota locations to make the list. This year there were 1,796 eligible places that were researched for possible selection. The rankings took more than 80 types of data into account. Data sets evaluated included economy, cost of living, diversity, education, housing, health and safety, amenities and ease of living.
