LINO LAKES — This January or February when everyone is ready for winter to be over, locals can warm up their bellies with signature, handmade pasta dishes at a new restaurant.

Shortly after the fi rst of the new year, Campanelle Restaurant & Bar will open its doors to customers at 7114 Otter Lake Road in Lino Lakes. Campanelle

will be located in the same building as Dunkin', on the west side, closest to the McDonalds.

Owner Kent Bergmann, a Lino Lakes resident, has been in the restaurant industry for 24 years and counting and is thrilled to open up a restaurant in his own community.

“I have done everything from starting out as dishwasher, serving, bartending, all the way up to general manager and

consulting. I've been wanting to do something in the community, and this opportunity arose real close to home,” he said. “I wanted to offer the community something that is not here currently.”

CIRCLE PINES — The Circle Pines 2020 budget is proposed to increase by 5.9%; however, the tax rate will drop 6.8%, from 56.24 to 52.64.

That was the message when City Administrator Patrick Antonen presented the proposed 2020 budget at the Sept. 24 City Council meeting. It's important to note that those numbers can come down before the budget is finalized in December, but they can't go up.

Mayor Dave Bartholomay explained it depends on the value of your home.

“If the value of your home is flat, then your taxes would be going down a bit, but the truth of the matter is that most values are going up ... How much your tax rate goes up depends on how much your home value has gone up.”

Antonen explained it further. “The good news in Circle Pines is we are flourishing, our taxable valuations went up 10.3%, which for the past few years it's been about 8 or 9%, so we did see some rather large taxable valuation increases. If your house was worth $200,000 last year, it is worth $220,000 this year on average.” He added, “If your house did not appreciate in value at all, you will see a decrease in your taxes. So, if your house didn't appreciate in value, you would see a $5.42 a month decrease in your taxes.

Neighbors voice support for Waldoch Farm

LINO LAKES — Neighbors who live near Waldoch Farm voiced their support for the business in an effort to convince the council to approve a special event permit for events this fall.

The item on the Sept. 23 meeting agenda was to approve a special event permit for Waldoch Farm's sixth annual Pumpkin Patch and Corn Maze, which runs through Oct. 31. The council originally approved the permit at its last meeting without specifying an alternative exit. This time around, the permit specifies that the business would be permitted to use Elbe Street as an alternative exit route during the event.

City Clerk Julie Bartell explained because there were some concerns about the use of the street (and traffic and noise), city staff contacted residents who live in the area to inform them that the council was considering the possibility of allowing Waldoch to use Elbe Street as an alternative exit. “City staff has reviewed the request and did recommend the council include conditions if it were to approve the permit,” she said.

Mayor Jeff Reinert said, “This is kind of a tough one, because if I lived in that neighborhood, I'm not so sure I'd want all of that traffic.” He then invited neighbors to share their thoughts.

Ellen Testin, who lives on Danube Street, said she supports the alternative exit. “I find the comments about noise rather ridiculous. I really wish you had taken this much consideration when you let those atrocities (the gas station and liquor store) come in. You can't step out of your house without the generators, the lights at night, the garbage trucks at 6 a.m.; why didn't you take consideration for us then?” she said. “The Waldochs have been very good neighbors ... I think that they have enhanced the neighborhood,

and I can't think that there is going to be any kind of noise problem. If I can live with that gas station noise 24/7, the Waldochs should be allowed to use that exit on an as-needed basis.”

Reinert suggested area residents set up a meeting with city staff to discuss concerns.

Steve Mosser, who lives at the corner of 81st Street and Elbe Street, said he had no problem with Waldoch's request. “That little bit of traffic is going to be no louder than all the lawnmowers from people cutting grass on Saturday mornings and all other things that go on in the neighborhood on the weekends,” he said.

“There will be a little more traffic, but I think the Waldochs have managed it very well.”

Dawn Bush, who lives on Elbe Street, said “I don't see any problem with it at all.

I know there is going to be a little more traffic, but I have confidence in Waldochs,” she said.

Doug Joyer, of Waldoch, said that if the permit is approved, there will be signs to help direct motorists where to go when coming/leaving the property. Councilman Michael Manthey wanted to know whether there was a specific incident that spurred the inclusion of this provision in the permit.

Joyer explained, “I have been going to a lot of conferences and visiting a lot of farms over the past 10 years, and the best strategy for a parking lot is to have an entrance and an exit. We like to think ahead and try to correct things before they are a problem.” He added, “If there are 20 to 30 cars in the parking lot that are trying to leave while cars are trying to come in, that's what we don't want to see ... we want to try to eliminate the risk of an accident.”

Vaughn Kocher, a student at Centennial High School, built and installed four benches at Memorial Park in Lexington Sept. 5 as part of his Eagle Scout project.

Kocher joined Tiger Scouts in the first grade and currently holds the rank of senior patrol leader.

MPCA and lieutenant governor tip hats to Circle Pines youth

CIRCLE PINES — When a 10-year-old wrote a foursentence letter to the city of Circle Pines this summer, she had no idea the impact it would cause, both locally and on a state level.

Ten-year-old Numa Zahra is in the fifth grade. She and her family lived in Circle Pines up until a month ago when they relocated to Plymouth.

In a special recognition ceremony, Lt. Gov. Peggy Flanagan and Minnesota Pollution Control Agency (MPCA) Commissioner Laura Bishop congratulated Zahra for her climate activism Sept. 24 at the MPCA in Saint Paul.

“My concern about climate change pushed me to write a letter to (Circle Pines) Mayor Dave Bartholomay. I never thought such a small gesture would make such a large impact,” Zahra said. “Thank you, mayor and the City Council, for listening to my thoughts on climate change and encouraging me to do more about preserving our planet and saving the environment.”

The Quad Community Press first met Zahra back in July in conjunction with the article, “Local girl's letter initiates action to sustain environment.”

Zahra's letter, along with the League of Minnesota Cities Conference, convinced the Circle Pines City Council to take action by joining the GreenStep Cities Program.

“We returned from the League of Minnesota Cities Conference and I had this letter from Numa saying, ‘Won't you please do something about climate change?’ I realized I probably need to learn a little more, so I invited her to a City Council meeting, and that was the beginning of many steps. She did a great job and was pretty convincing,” Bartholomay explained.

The Minnesota GreenStep Cities program helps cities achieve their sustainability and quality-oflife goals. The continuous improvement program is based upon a menu of 29 optional best practices. The voluntary actions are tailored to all Minnesota cities and focus on cost savings and energy use reduction and encourage civic innovation.

Through reading the Quad Community Press articles, the MPCA found out about Zahra's letter and learned that the city of Circle Pines joined the GreenStep Cities program. Commissioner Bishop wanted to meet Zahra and thank her for raising her voice on the topic of climate change.

“Numa has an important story to tell with her activism,” Bishop said. “We heard from our youth, and we heard from them very loudly on Friday (Sept.

20) when they marched to the Capitol and marched all around the world. What was loud and clear to me and to Gov. Walz and Lt. Gov. Flanagan's administration, is that if Washington won't act on climate change, states will and need to, and not only our states, but our cities. That's why this is so important to listen to our youth and to bring those voices to our policymaking process.”

Flanagan added, “It is really a pleasure to recognize the advocacy that has been done by Numa. We know that climate change is real, and it is an essential threat that demands action — and our young people are letting us know that every single day. I know that Numa is one of those young people who is leading by example. Youth voices are powerful and have an impact ... Numa is a great example of that impact.

Young people can and should reach out to their local leaders in their communities to ask what they are doing to address climate change and encourage them

to do more, and that's what Numa did.”

In an interview after the event, Zahra said she first became interested in climate change after hearing about it repeatedly on the news. She also learned more about it while attending a two-week summer school program at St. Paul Academy. “I read a lot of things in the news and so I wondered if we don't do something about it, then our planet is not going to be nice,” she said. “I hope everyone tries to not pollute everywhere. If they see something on the floor, I hope they pick it up and put it in the trash.”

Bartholomay said the city of Circle Pines appreciates that Zahra stepped up to say the city can do more. “We have all been waiting for national action on this, and it's fairly clear that it's not happening, so it's up to the cities and the state. We are going to take leadership in Circle Pines, we are going to take leadership in the state of Minnesota, and we are going to address climate change and make sure that we are as resilient and ready to be as we can. We can do more. Numa pushed us to do more and we are very appreciative of that.”

Honorable hills of stone

A

R LINGTON NATIONAL CEMETERY in Washington, D.C. encompasses 624 acres overlooking the Potomac River.

Though it may appear to be a field of stone, it is a peaceful place where generations of war heroes, veterans, freed slaves, and others who have sacrificed for this country’s freedom are laid to rest.

This cemetery is our nation’s most sacred shrine. The Third United States Infantry About the Regiment, known as the “Old Guard,” is Town the oldest active duty regiment in Gene Johnson infantry the army, dating back to 1774. It is the official escort to our president in inaugural parades, and in ceremonies for the White House and Pentagon. It provides color guards and drill teams for events around the capital and, above all, services for military funerals at the cemetery.

Our family was present for the burial of my oldest brother, Command Sergeant Major Lawrence Dahle, whose ashes were laid to rest in Arlington National Cemetery on Tuesday, Sept. 3, 2019.

The ceremony of full honors may be a once-in-a-lifetime experience for us, but it will be remembered as long as I live.

Following the ceremony that took place early that morning, I asked some of the 50 family members assembled for one word that would describe the ceremony. The words solemn, respect, reverent, efficient, simple, profound, emotional, amazing, patriotic, honored, hallowed, unique, sacrifice, reverence and deserving were mentioned.

A caisson carrying the body (ashes), the riderless horse, the band playing three hymns, and a 21-gun salute celebrated the life of my brother who served 32 years in the U.S. Army. His service began with the Berlin airlift, followed by Korea, two tours of duty in Vietnam, and teaching at West Point Military Academy.

Larry received numerous awards including the Silver Star, the Bronze Star Medal with the letter “V”, the Bronze Star Medal with two bronze oak leaf clusters, and the Purple Heart.

When vaping kills

ver the past six weeks, vaping went from a safe way to quit smoking to a killer of at least nine people, including one in Minnesota. Hundreds of other people in more than three dozen states have been sickened. So, what happened?

A deadly duo The medical community has long been concerned that the flavorings of vaped nicotine will cause “popcorn lung.” This is a condition caused by inhaling the butter-flavoring on microwave popcorn. The current epidemic appears to be due to the ability to load THC and CBD

oils into vaping devices, such as Juul.

The vaping devices deliver the oils to the smallest airways of the lungs where the oils cause inflammation and destruction of the lung tissue. Steroids can reduce the inflammation. However the problem is so new that we have no idea about the long-term effects. It is most safe to assume the worst: the lungs are irreversibly damaged.

An impending epidemic Now, one in nine high school seniors in the U.S. vapes nicotine daily or nearly so. If the teens of today are anything like I was at their age, they are more likely to laugh at us than heed our advice or warnings about vaping. But even if only 1% of the 15 million high school students in the U.S. vapes cannabis oil, we’ll have a major epidemic on our hands with 140,000 cases of severe lung disease each year. By comparison, only 2,500 lung transplants are done in the U.S. each year. And as a cardiologist, I can tell you that a lung transplant makes a heart transplant look like a walk in the park.

• Ban vaping in work places.

Minnesota did this in the last legislative session. Other states should follow suit.

• Be a role model: Don’t smoke, don’t vape.

• Control online sales of vaping devices and vaping fluids.

• Develop and implement a campaign by youth for youth that publicizes the hazards of vaping. Emphasize the particular hazard of bootleg products.

• Develop and disseminate model conversations for parents so that they can start talking to their children about the dangers of vaping when they are as young as five or six.

• Increase the monitoring of vaping behaviors and vaping-related illness rates.

• Increase the purchase age of all vaping products to 21 years old at a minimum.

• If the epidemic continues, look at even stronger steps, such as banning online sales and/or prohibiting vaping devices entirely.

Take two breaths and find that place to get away

ack in the day, my mother washed our clothes in a wringer washer and hung them out to dry on a clothesline. She cooked all of the meals from scratch and all the dishes were washed by hand. She made most of my clothes on her Singer sewing machine. And yet she had time to work part time, volunteer at the school and have people over for dinner on a regular basis.

So why is it that today we are all so busy? Ask almost anyone—“How are you doing?” “Oh, I’m so busy.” It is a badge

of honor. But it is so bad for us. It is bad for our bodies, our minds, our relationships.

Jesus was busy too.

In Mark 6 we read that he was so busy that he and his disciples didn’t even have time to eat.

Sound familiar? “Then Jesus said to them, let’s go off by ourselves to a quiet place and rest awhile. So they left by

boat for a quiet place, where they could be alone.” Mark 6:31-32 Jesus wants to have time with us alone.

Time when we can listen to him. Yes, he does speak to us. It may be in the quiet walk in the woods or sitting on the porch and just watching the world go by. It may be when we read the Bible. It may be in the car with the no sound interfering with our thoughts. Just some time.

When my husband teaches CPR and first aid he tells his students to “take two breaths” before approaching a victim.

Calm yourself. I think we all need to take

two breaths and slow down. Busyness is not what we were created for. We have to be intentional about our calendars. What do we really have to do and what do we make priority?

This is not a new problem for people.

The writer of Psalm 46 gives us God’s message “Be still and know that I am God.” Take two breaths and find that place to get away.

Mayor Reinert is a good choice I have spent the last 23 years of my public sector career working in Anoka County in the cities of Coon Rapids and Lino Lakes, which has given me the opportunity to work with a number of mayors and councilmembers who served their constituents well.

Lino Lakes Mayor Jeff Reinert is one of them.

I have worked with Mayor Reinert for the past nine years. Jeff has been a strong and steady voice on the Lino Lakes City Council for 20 years. He is responsive to the needs of constituents by listening to their concerns and making sure those concerns are addressed in a fair and reasonable manner.

Mayor Reinert is a bold and innovative leader, which can be attributed to his 40 years of entrepreneurial business experience. He is not afraid to challenge the status quo way of doing business in order to deliver

government services more effectively and efficiently. I have come to appreciate Jeff’s passion for making sure taxpayers in Lino Lakes are getting the most value from their tax dollars. That means keeping property taxes at an acceptable level while still delivering excellent services.

Jeff’s “leave no stone unturned” manner of examining issues or problems has generated positive outcomes in the city of Lino Lakes where everything is put on the table for discussion so that good decisions can be made and manageable goals can be implemented.

Mayor Reinert has my respect, and I believe he would be a good addition to the Anoka County Board.

Lucy is a 6-year-old bloodhound and coonhound mix who loves to spend her time chewing on bones, relaxing on the couch and taking a dip in the kiddie pool. Lucy loves long walks and is searching for a family that can help her learn walking manners.

This smart girl is house-trained and crate-trained and does well with baths, nail trims, ear cleanings and vet visits. She does well with children but would do best in a home without female dogs. Her future family must have a yard with a fence at least 5 feet high. Lucy’s adoption fee has been paid by a generous donor. Pleased Young Life is coming to Centennial I am so glad to hear Young Life is coming to Centennial Schools. I had an amazing experience with Young Life in high school. I developed friendships and my faith became rooted. It was a safe place to hang out and just be “me.” It was a community made up of many different groups of teens. It was a place where those gifted in athletics and theater and many other skills all came together for fellowship. I am thrilled that my children will soon have this opportunity. Three long sprints give Cougars 21-14 win over Crimson

Zulk gained 90 yards in 12 rushes, and, astute at reading defenses on the option plays, pitched out to O’Neill on the play that went 78 yards, with Anderson throwing a key downfield block.

“Carter is a D-1 player for both his receiving and his blocking,” Diggins said. “He made blocks on several of our long runs.”

O’Neill gained 90 yards in three carries, and Noah Larson 61 yards in 10 totes, as the Cougars rolled up 251 yards in 28 rushes.

The Cougars fumbled on their first drive and the Maple Grove defender who picked up the ball had a chance to score, but was forced out of bounds

by Larson at the 20 and the Crimson wound up not scoring. “Noah and our linemen really hustled after the fumble,” Diggins said. That was their lone turnover.

The Cougar defense got two of its six injured starters back — senior lineman Isaiah Bettinger, who missed two weeks with a stinger in the neck, and senior safety Zach Osmek, who missed two full games and most of another with a torn ACL. Osmek was limited to about 20 plays, wearing a knee brace.

“It was great to have Bettinger back out there on the line. Zach, with the ACL, he can’t move laterally very well, but he is one tough kid, and he plays smart,”

As a junior, Zulk passed for seven touchdowns and ran for six in an injury-shortened season.

Cougar girls 1st, boys 2nd on Osseo CC meet The Centennial girls placed first and the boys placed second at the Osseo Invitational last Thursday. “There were 25 season-best and 28 personal-best times recorded by Centennial runners,” coach Neil Kruse said, referring to varsity and junior varsity.

The top three girls teams among eight were Centennial with 50, Osseo 57 and Armstrong 62. Gracie Stoks placed fifth (20:19.6) and Abby Wood sixth (20.19.8) to lead the Cougars. Emma Magnuson was 12th (21:01), Tatum Leibke 13th (21:08) and Julia Zalewski fifth (21:10).

The top four boys teams among 12 were Osseo with 45, Centennial 63, St. Thomas Academy 75 and Maple Grove 86. Cougar sophomore Jonathan Pattie was second (16:31). Erik Blossom was 10th (17:43), Darren Weisser 11th (17:47), Brenden Schuffenhauer 14th (17:57) and Charles Bolkcom 26th (18:17).

Host Osseo had both winners: Mackinon Mokoro in 16:11 and Lex Davis in 19:34.

Time of possession is a key element in football. The team that has the ball the longest is likely to win.

The Centennial Cougars were very much on short end in time of play (TOP) against Maple Grove, but pulled out a 21-14 win, buoyed by three long runs, Friday night.

“We’ve been getting crushed in time of possession the last three games, and we’ve got to work on that, but we were averaging six or seven yards a carry,” coach Mike Diggins said. Actually it was nine yards per carry.

Senior quarterback Connor Zulk bolted 33 and 44 yards for touchdowns in the first half. Tim O’Neill dashed 79 yards in the third quarter to give the Cougars (3-2) a 21-7 lead.

Maple Grove (2-3) got a pair of oneyard touchdowns by quarterback Nate Elmes.

Boosted by Zulk’s playmaking, Cougars have been able to win two of those last three games despite the TOP disadvantage. They beat Champlin Park 21-20 and lost to Totino-Grace 27-19.

The Cougars had the ball for just 35 snaps compared to Maple Grove’s 62, but outgained them 330 yards to 227.

Centennial has a potent passing game, especially with Zulk throwing to Carter Anderson, but relied on the ground game on this night. Zulk completed five of seven for 79 yards.

O’Neill snagged two for 39 yards and Anderson two for 29.

Centennial junior Khyah Harper was one goal short of 100 in her career after scoring four in a 5-2 win over Blaine on Thursday. Harper had 63 goals for North Branch before transferring last year to Centennial, where she has scored 37 goals, 12 of them this season. Lindsay Wilson tallied the other goal for the Cougars (10-2).

Centennial blanke Totino-Grace 2-0 last Tuesday with Madison Monson and Brittany Bordson notching the goals. Jenna Lang was in goal for the Cougars. In the Northwest Suburban Conference, Andover is 10-1, Champlin Park 8-0-1, Maple Grove 8-1-1, Centennial 8-2 and Totino-Grace 6-3-1 for the top five slots among 14 teams.

Centennial posted their seventh and eighth consecutive shutout wins in boys soccer last week, defeating Totino-Grace 2-0 at home Tuesday and Blaine 1-0 there Thursday. The Cougars are 11-2 overall and 8-2 in the North Suburban, second behind Andover (8-0). Against Tonino-Grace, goals were tallied by Will Miers and Nick Valento, with Demetrius Bernardy-Nelson assisting on both. The Cougars permitted three shots on goal, stopped by Ricky Hemric. The lone goal against Blaine was scored

by Bernardy-Nelson, his 15th of the season. Hemric made four saves.

In the breakdown of the proposed levy: The general fund levy is $2,309,743, police station levy is $72,835 and street debt is $450,000, for a total of approximately $2.83 million. Antonen explained that the council has a lot of projects it would like to complete in 2020, including rebuilding trails, installing a shower and drinking fountain at Golden Lake Park, redoing the hockey rink at Baldwin Park, purchasing new equipment for the public works department, and more.

“We are planning for some large, ambitious projects this year, and we are hoping to get them all done. We will try our best,” he said.

Another unforeseen impact to the budget is the money the special election for Anoka County Com-

missioner District 6 will cost the city, estimated at $6,000, Antonen said. “We are hoping the county will pitch in for some of that. We weren't planning for this; it is really an impact to our budget. $6,000 might not seem like much, but with a $2.3 million general fund budget, $6,000 is quite a bit.”

Councilman Dean Goldberg thanked city staff members for all of their work on the budget so far.

“It's apparent that staff was very, very thoughtful and frugal with the budget. While we have a small increase in expenditures, these are on projects that are really needed to continue to increase and maintain the quality of life in Circle Pines,” Goldberg said.

“We were presented with a broader list of projects, but we also wanted to be somewhat frugal and we didn't approve all of those. I am really pleased with what I

am seeing here, and I am very comfortable with what is being proposed.”

Councilman Matt Percy added, “I think this is a really balanced budget. We are spending some extra money on needed improvements for parks and equipment, and we are putting away some money by helping to pay down our street debt, and we are returning some to homeowners by giving a tax cut, so I think there is a little bit of something for everyone.”

The council unanimously approved the proposed 2020 budget 4-0 (Councilwoman Jennifer Rauner was absent) and set the 2020 budget public hearing for 7 p.m. Tuesday, Dec. 10.

CAMPANELLE RESTAURANT: Lino local will dish up handmade pasta FROM PAGE 1

develop menus, come up with marketing campaigns etc.

Campanelle, which means bellflowers, or “little bells,” in Italian, is the type of noodle that the restaurant will make every morning for its variety of baked pasta dishes.

Campanelle noodles are shaped like a cone with a ruffed edge, or a bell-like flower.

“The pasta we are using really lends itself well to the genuine gooeyness of that melted cheese because it really gets inside of every piece of pasta the way it is made. So every bite you are guaranteed to get yourself a mouthful,” Bergmann explained.

Even though the restaurant will be using an Italian type of pasta, it won't be an Italian restaurant. Every pasta dish will be cooked in a skillet and served in that skillet. “That way they will stay nice and toasty to your table,” Bergmann said.

In addition to the pasta dishes, Campanelle will also serve appetizers, salads, soups and sandwiches.

“It will be your ultimate comfort food. We are going to have so many dishes, anything from chicken Tex-

Mex, to Reuben-style mac and cheese dishes, shrimp, you name it we will have everything available ... beef, pork, seafood vegetarian,” he said.

The restaurant will also have glutenfree noodles and a full bar.

Patrons will have the choice to dine in and enjoy the comfortable, causal atmosphere, watch the big game at the bar or take dishes home. In addition to the ready-to-eat takeout, there will also be the option for take and bake, where the customer can store the dish in their refrigerator for a short time and bake it themselves later.

Bergmann said the business should be open in late January or early February 2020. The website is not up and running just yet, but when it is, it will be CampanelleRestaurant.com.

A: Technology Corridor: Anoka and Washington County are partnering with Connexus and others to promote tech business along 35E, running through five cities including Lino Lakes, Centerville and Columbus. It is the only designated “tech corridor” in Minnesota. I have nine years experience working successfully with a two county, three city joint powers agreement. I will bring this experience to the table while listening and working with prospective investors promoting Anoka County.

Public safety: Consideration of a new Anoka County Jail. I know that the County Board is currently doing a study on this. I strongly support our public safety system and if it is discovered that the current jail is outdated and possibly unsafe, as your County Commissioner, I will be dedicated to working on making responsible decisions regarding a solution.

Q: What are the most significant challenges you believe the county faces and how would you address them?

A: IT security: The county handles countless records of both staff and citizens that are privacy sensitive. If this security is breached, it would come at a great expense to Anoka County. IT continues to be a department that has increasing responsibility protecting this data. As a former member of the Joint Law Enforcement Governance Committee, I have experience in researching and implementing IT products and the applications needed to keep us secure.

Q: Would you support property tax increases, and if so, how much and under what circumstances?

A: No one ever wants to increase property taxes. But it is sometimes necessary. What some homeowners do not realize is that your tax statement includes school, city, special taxes and assessments along with county taxes. I am passionate about being fiscally responsible to the residents of Anoka County.

Q: Why do you believe you are the best candidate for the job?

A: I believe that I am the best candidate for Anoka County Commissioner- District 6 because I have experienced leadership that you can trust. Being an elected official in Anoka County for nine years has given me irreplaceable experience in negotiating, balancing budgets, prioritizing, being transparent, thinking outside of the box, but most importantly listening to people and giving people a voice.

I am the only candidate who has worked successfully with a two county, three city joint powers agreement for nine years. I am humble, honest and not afraid to admit I have made a mistake or ask others for assistance. Also, I am recognized for bringing over $55 million of redevelopment to Anoka County. A: Not unlike other counties, our Health and Human Services programs/budgets are the largest in our county. We need to determine if our services are meeting the needs of our residents and we need to see what efficiencies we can implement into our county to prepare for the future, while keeping an eye on its budget impact.

Public Safety needs are growing steadily. We must address today’s growing issues to prevent broader future problems. I appreciate the efficiencies in how our Sheriff ’s Department works with its communities. With our growing populations, we need to assure that our roadways are efficiently planned and safe.

Q: Would you support property tax increases, and if so, how much and under what circumstances?

A: I think property tax increases should only be considered when it is absolutely necessary. As a county, we must live within our means. Our residents certainly have to. Our first priority as commissioners should be to focus on what we need and not long for things we simply want.

Anoka County has done an admirable job of limiting bonding, particularly when we can handle it through our county resources or other funding mechanisms. As a result, we have one of the lower metro county tax burdens. I will continue to make that one of my priorities to the taxpayers of Anoka County.

Q: Why do you believe you are the best candidate for the job?

A: I believe the power of any government belongs in the hands of its people. I will operate as a sounding board and voice for the residents of Anoka County. I am a person who does listen before I make my decisions. I will act with principle and with purpose in all my endeavors. My experience in the community and as a risk manager will allow me to be a capable and effective communicator. I will offer my skills as a leader, operate as an independent voice and act on each critical decision I make with the residents in mind.

1. For the past 10 years, average health care increases for Lino Lakes employees have been 9% a year. This year the increase for 2,000 Anoka County employees is also 9%. All taxpayers pay these increases, but I found a way to lower cost, improve service and save all of us tax dollars. If successful at the county, cities in Anoka County could be included saving all of us county and city tax dollars.

2. Tax Equity: Often, residents say they don’t feel benefit from their Anoka County taxes. When elected, I will assess the tax dollars our residents pay and make sure that Anoka County District 6 is not giving more than it is getting. I will make sure we receive the right level of funding for projects and services needed in our area.

Q: What are the most significant challenges you believe the county faces and how would you address them?

Make sure our level of resources matches our level of activity. By doing this, tax dollars will not be wasted. I will also make sure the decisionmaking process is solid. Some decisions made by the County Board have not been good. Last year the County Board was moving towards closing Chomonix Golf Course. After 50 years of improvements and millions and millions of dollars spent on development, some members wanted to close it. Thankfully we as residents rose up and stopped this mistake. I will be a strong voice and provide needed common sense to the decisions made by the Anoka County Board of Commissioners.

Q: Would you support property tax increases, and if so, how much and under what circumstances?

If referring to the property tax rate, then no. Over time costs go up and this causes budgets to increase but this does not mean the property tax percentage rate for homeowners needs to increase. I will bring my experience and ability to come up with creative budget solutions to Anoka County.

Q: Why do you believe you are the best candidate for the job?

I am running for the right reasons and have the right experience.

Anoka County has a $300 million budget, 2,000 employees and is the 4th largest county in the state. This job should go to someone that knows what they are doing. I have 20 years experience serving the people of Lino Lakes, kept government in check and kept taxes low without sacrificing level of service. I know the people, care about where we live and I have always believed in our area. A: As always one of the top priorities for an elected official is to maintain health and safety of the community along with a balanced budget. Keeping taxes at a minimum, yet providing the best services for health and human services, affordable housing, transportation, environmental conservation, adequate pay for employees and the safety of all of our citizens is always a challenge.

As a business person, I am also a huge advocate of promoting business growth to enhance the viability of our county. Anoka County is more “property tax poor” than some of our sister counties in the metro, hence the tax burden falling harder on personal property owners as we have less industry to support our community in the form of taxes. One of my main priorities is to promote growth and expansion of business in the northern metro to bring a more equitable tax base to our citizens.

Q: What are the most significant challenges you believe the county faces and how would you address them?

A: Anoka County faces many challenges. Property tax equity being a long term goal, as this doesn’t happen overnight. Like many other counties, Anoka is dealing with the opioid crisis and crime. I would continue to give support to law enforcement to continue keeping our county a safe place to live that people are flocking to. Our changing demographics also pose challenges to human services including affordable housing that I would promote, as housing is putting a constraint on many citizen’s budgets.

Q: Would you support property tax increases, and if so, how much and under what circumstances?

A: I don’t want to pay higher property taxes anymore than anyone else, especially in an already highly taxed county as compared to our neighbors. Hence my position on promoting business expansion to offset personal property taxes. However, to maintain a safe, secure community with parks, paths and other privileges, taxes are inevitable.

A: I believe that on a public board representing all citizens from different walks of life, diversity is a good thing. As a new face with over a decade of experience in promoting business prosperity and excellence in education in our community, I am no stranger to working with leaders at all levels for the best of all patrons. A: Yes, if it is necessary to maintain the schedule of the street reconstruction program. Also if we are running low on capacity to pay off our street bonds. Debt is a burden left for future citizens and I want to pay that down aggressively. I hate debt.

A: I think our city residents deserve a community they can be proud of and I am willing to pay for that. This means making smart investments in infrastructure, parks and public safety. I have delivered this in my time on the council and I will continue to do so going forward.

A: The city budget has been a problem for the past couple of years.

A: I am the best candidate for mayor because I am a hard worker who will do all I can in order to help the citizens of Lino Lakes. I want to create a respectful community where everyone has a voice because I truly care.

A: We cannot continue to have deficit spending. We will need to prioritize the spending to serve the community better. I would consult with the council/city/department people to determine which areas efficiency can be improved. I would recommend road repair as a priority.

A: We will invest and re-investments in the tangible things, for Lino Lakes is a beautiful community.

Roads: the arteries of the city cover 100 lineal miles that need care and upkeep annually. The city will use a review process that highlights the best and the worst of these roads. This creates an action plan for the coming seasons on maintenance, upkeep and or repair. This roads management program is making a difference with an annual budget of nearly $700,000.

Parks: are a product of new neighborhoods and development thru park dedication fees by the developer. Once they are in, the upkeep, maintenance and overall redevelopment is done thru the city. As the equipment needs of the park age and change, the city will begin the reinvestment of that park through designs that meet modern day ADA standards for all.

Trails: these are everyone’s lifeline to good health. The gives us all a chance to see the natural beauty our city has to offer and the chance to experience the peace and quiet of just being out in the woods. The city will protect these investments as well as create new segments that allows additional neighborhoods to enjoy them with pathways to the regional park.

Q: What are the most significant challenges you believe the city faces and how do you address them?

A: Aging infrastructure will always be a source for concern. Considering these things, the professional staff at City Hall reviews all proactively. The review process evolves around the needs of the concerns and the planning for the financial support of the project. Recent success projects on LaMotte Drive and LaMotte Circle and the current project of West Shadow Lakes Drive.

As a first step to reviving our local economy, I will work to identify and eliminate the barriers that get in the way of prospective businesses choosing to establish here.

Public safety. Our Department of Public Safety continues to provide exceptional service. In a recent conversation with a community leader, the Department of Public Safety was called out specifically as an outstanding partner to our local schools. One of the current projects in Lino Lakes is a development slated to add 800+ housing units. Assuming these units will follow our current average of 3.2 people per household, this project alone

will increase our population by more than 12%. We will work with the Director of Public Safety, John Swenson, to ensure we have the resources required to maintain the level of safety that our residents deserve.

Q: What are the most significant challenges you believe the city faces and how would you address them?

A: One current challenge is the city’s budget. I will expand on this in the next question.

Q: What do you think about the city’s budget? Are there any areas you feel the city should cut back on spending? Is there something you feel the city needs to dedicate more dollars to?

A: In the previous four years, the city’s debt has increased by 28%.

Conversely, our revenue has increased by only 1.1%. The current model of borrowing money to pay our bills is unsustainable.

For example, we currently budget approximately $1.4 million annually for roads. In 2018, Lino Lakes undertook two road reconstruction projects with a projected cost greater than $5 million. Repairing two miles of roadway consumed over three years’ worth of our pavement management budget.

At that rate, it will take over 150 years for this portion of the budget to accumulate enough funds to account for the 100 miles of our existing roads.

Prioritizing a healthy and diverse business community will create a steady, predictable revenue source that will help ease the financial burden from our residents.

Q: Why do you believe you are the best candidate for the job?

A: I am dedicated to restoring productive, transparent and respectful relationships with our residents, employees, community leaders and schools. As a project manager, I have the skills to lead and positively impact people, budgets and strategies. I have proven experience in collaboratively developing and implementing long term solutions. I believe that working together, we will create a safe and prosperous future for Lino Lakes.

As a taxpayer myself, I have felt like elected officials have forgotten that the money being allocated is that of our hard working citizens. If elected, I will make sure to keep this at the forefront of the council’s minds when discussing projected projects, while making sure not to lose the excellence that makes living in Lino Lakes so great.

Next, I think we need to make our city more business friendly to encourage entrepreneurship. Not only will this bring jobs and amenities to the area, it has a long term effect which will help alleviate the property tax of home owners. We can do this by giving businesses incentives to come to Lino Lakes.

Q: What are the most significant challenges you believe the city faces and how would you address them?

A: While talking to citizens of Lino Lakes, they feel our biggest challenge is walking the tight line between spending too much money and not spending enough to keep us flourishing. With the school levy being high, it will be difficult to work to keep taxes low while keeping up the city’s infrastructure. The goal is needs to be keeping taxes lower for everyone.

Q: Would you support tax levy increases, and if so, how much and under what circumstances?

A: I can’t see myself supporting a tax levy increase. With taxes already so high when comparing ourselves to our neighboring cities, I find it hard to believe it will be necessary to increase taxes.

That being said, I know there are two sides to this coin. I would not want to sacrifice what we have and what makes living in Lino Lakes so great; but I think there would need to be a lot of evidence as to why we need to increase taxes, for use to do so. As of right now, I am just not sure if there is.

Q: Why do you believe you are the best candidate for the job?

A: I have lived in Lino Lakes most of my life, and have always called Lino Lakes my home, even while away. This town is a great place to be, and I would never want to jeopardize that and would hope to help grow the city.

I have some experience in the business world, and know what it is like to have a lean budget, but still able to prosper. I think the city needs to think the same way, and keep in mind that the money is from our citizens and to use it appropriately.

The most important issue or challenge as we grow is to accentuate these positive attributes, not minimize them. What is key is that the city’s Comprehensive Plan, yearly budgets, department philosophy and City Council goals all pass successfully through the “lens” of our citizens’ vision for Lino Lakes.

Q: Would you support tax levy increases, and if so, how much and under what circumstances?

A: No other candidate has given their word that they will vote no to any proposed tax rate increase on your home. I have made that promise as your councilman before and I will keep my word again.

Since 2013, the city budget spending is up over 20% from $8,554,264 to $10,974,316. Keep in mind house values are up anywhere from 5-8% in recent years, which automatically increases the city’s tax revenue. Also, keep in mind since 2016, 395 new homes and their additional revenue is on the way. The fact is the city tax rate in 2010 was 37.905 and in 2019 it is 42.237. Years in between, while your house value sank the City Council raised your city tax burden as high as 46.728. The City Council original budget discussions for next year started at a 13% increase.

Q: Why do you believe you are the best candidate for the job?

A: I have a combined 19 years of service between the City Council, The Planning Zoning Board and the City Charter Commission. No other candidate comes close to this level of civic commitment. Having said this, serving on your City Council is not about entitlement. It’s about humble service. It’s about giving, and making a positive difference in the lives you touch. Civic service, Coaching, and teaching are the same devotion. Martin Luther King said it best; life’s most persistent question is “What are you doing for others?”

A: My top priorities for the city are resident safety and keeping taxes under control. I am behind our Lino Lakes Public Safety Department 100% for what they need to continue to provide stellar services to our residents. There are requests the council may not grant, but my line is drawn at public safety. If something is necessary for the public’s safety we need to find a way to pay for it.

I am determined to keep our city taxes as close to level as possible after 2018’s increase. As a council we’ve worked hard not to increase our city budget any more that absolutely necessary. Remember that city taxes are only a portion of your tax bill and can go up, dependent on what the county is doing.

Q: What are the most significant challenges you believe the city faces and how would you address them?

A: In my opinion, the most significant challenge Lino faces is our outof-date infrastructure in our older neighborhoods. The focus is always on new because that’s how cities make money; however, we have neighborhoods that do not have access to city sewer and water. This is unacceptable. We need to find a way to update these neighborhoods without unaffordable tax assessments. After our success with West Shadow, I am encouraged that we can continue this great work in other neighborhoods. I will be researching and working to find grants for rehabilitation of older neighborhoods. It won’t be easy and I can’t guarantee success, but these are the neighborhoods Lino was built on and I want them to know that they are not forgotten.

Q: Would you support tax levy increases, and if so, how much and under what circumstances?

A: Our tax levy increases every year, so yes, I have voted for levy increases. We can’t avoid cost increases of necessary services provided by third party vendors. Prices go up, it may affect our levy. Our levy went up this year due mostly to the debt the city took on. Necessary improvements to the city require levy increases. The amounts and reasons vary from year to year, but basically, prices continue to go up so levies increase for operating expenses and debt the city takes on.

Q: Why do you believe you are the best candidate for the job?

A: I don’t believe there is a best candidate for council. Anyone who steps up and is sincerely willing to represent the citizens is a best candidate. I have served one term on council and would like to serve another to finish some projects the current council has started. After that I’ll gratefully step aside for someone else who wants to serve.

A: I believe the most significant challenges we face as a city currently and into the future are maintaining our current infrastructure and planning for future projects without increasing our current tax levy.

It is easy to plan and budget for the current infrastructure. As a city we need to continue to be proactive about what our futures growth might be, so we can budget appropriately.

A: I am not a supporter of tax levy increases. However, when our city infrastructure needs repair such as roads I am open to discuss what might need to be done. I feel it is important that we adjust our budget

and spending so as not to increase the tax levy, which is something with the help of the cities great staff we were able to do for the 2020 budget year.

A: I believe in respect. I want people of our great community to feel that I listened and respected their opinions. I may not agree with everyone, but I will respect them and their opinions. I also strongly believe that each person should be heard. There may not always be full agreement, but no opinion is without value. I will continue to bring transparent communication to the council - an area that is critical for trust, respect and success. . openly oppose our amazing public safety department. We need fast response times to support current and future development. With the huge potential the tech corridor has, we need businesses to know that in the event of an emergency, our public safety departments will be more efficient than other cities competing for the same businesses.

Let’s say a data center is thinking about coming to Lino Lakes and spending $500 million on a buildout; this business needs to have the fastest possible response times, and people on City Council paving that way. It just makes sense. Opposing our now-safer city is very concerning. Be careful who you vote for.

Q: Would you support tax levy increases, and if so, how much and under what circumstances?

A: That would have to be on a case-by-case basis. Before voting for/ against a tax levy increase, I would want feedback from the citizens at the truth in taxation hearing. As a council member, it’s my job to help accomplish what the people want. As a citizen, I want to analyze what it’s for, and if it makes sense. It’s important to be proactive and not reactive. With proper forward thinking and planning, this can be accomplished strategically without large spikes and dips in our tax rates.

Q: Why do you believe you are the best candidate for the job?

A: I have acquired a unique skill set from my experience with city business. I have spent several years helping economic development in Lino Lakes, and am currently serving our city on the Planning and Zoning Board. As a business owner, and with experience on my own property development projects, I understand what businesses are looking for and what developers need to be successful. We are at a time now where we need that kind of experience and fiscal responsibility so our taxes do not increase.

A: My main priority is keeping the quality of life that has drawn and keeps residents of Lino lakes. The Metropolitan Council has guidelines for cities in the seven-county area metro area. We are required to do a 20-year projected city planning involving how we will handle growth.

The 2020 projection I was involved with appeared to me to be a very optimistic projection considering the economy was deteriorating according to the news. I would pursue a realistic approach to the 20year projection.

Transportation in Lino Lakes is under Metropolitan Council, federal government, county and should help the citizens and visitors enjoy the city. Currently we have extra traffic due to the 35W and 35E construction. Other cities in Minnesota when confronted with highway construction banned highway traffic to use routes through their cities.

We did not but in the future, we need to welcome potential customers to our local establishments when our streets are being used as an alternate route.

Q: What are the most significant challenges you believe the county faces and how would you address them?

A: Lino Lakes like most outer ring suburbs are developing into a larger community and with that we need to make sure we have the infrastructure to keep the new and old residents happy. I believe that what has drawn people to Lino lakes is the rural feel and our lakes so this needs to stay a priority when looking at development throughout the city.

Q: Would you support property tax increases, and if so, how much and under what circumstances?

A: The past few years tax levies have been put in place for some school districts. The struggle to recruit and keep teachers is creeping into our areas. We are all relying on a younger generation to take over for us and they need a good education to do that in whatever career they pursue.

I am not in favor of TIF to bring into the area already successful businesses because we have many successful businesses that were never given a tax incentive but instead slowly grew their business into very successful ones.

Q: Why do you believe you are the best candidate for the job?

A: My education, work experience, local government involvement and volunteer work have given me the opportunity to see how different solutions can solve the same problem. I have an open mind and am willing to listen to others viewpoint. I believe I will be an asset on the city council with trying to keep our community stay a thriving, safe and heathy place to live.

Temperatures are beginning to slide as we dropped into upper 40's last week for the first time since May 28. With the cooler temperatures, how many of you were tempted to turn on the furnace? Generally by this time we've used them a few times. If you haven't yet, this will most likely be the week. I've managed to hold off. I can't remember ever waiting this long.

We eked out a nice Saturday this past weekend but Sunday was a bit damp with a morning shower to start the workweek, as temperatures rose into the 70's. Summer's last hurrah?

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at its Sept. 19 meeting: • Heard from resident Joe Hammer, who had questions for the council.

His first question was whether the council had any firm plans on when it would vote for a “permanent mayor” to replace Mayor Mark Kurth, who recently announced his resignation.

City Attorney Kurt Glaser explained, “The council will formally accept his resignation (likely at the next meeting, and) the council will vote on its own deadline. It will first fill the seat for the mayor, which they can fill with someone from the council or the community. If they fill the seat with someone from the council, that will create a vacancy on the

City Council and in turn they will also have to fill that spot, all by vote from members of the council.”

Hammer also wanted to know what would happen if there was ever a 2-2 vote. Glaser explained the acting mayor would be able to break the tie in most cases.

• Approved the hiring of Lexington firefighters Jimmy Early and Oscar Ogenga for $11 per hour.

• Approved a minor subdivision lot combination for K&B Enterprises at Boulevard Bar and Grill.

City Administrator Bill Petracek explained that at this time, the business is not proposing any new structures on the lot, but rather new parking spaces.

• Approved a resolution certifying tax levy

requirements for 2020 to Anoka County for collection. Originally the resolution called for a 2% levy increase, but Kurth and Petracek wanted the city to consider a 5% increase.

“If we need to do any big projects, then your hands are tied. Once you submit this to the county, it can't go up any more than that. We are going to try to bring it down as close to zero as possible,” Petracek said.

• The proposed 2019 tax levy collectible in 2020 is $1,198,372. The general fund levy is proposed to be $1,074,331 and the debt service $124,041.

• Approved a business license for RES Pyro for the Fall Festival fireworks show for a cost of $10,000.

Kurth said RES Pyro has

put on the show for the last three years. Councilman Kim DeVries wanted to know whether the city has received any complaints about the show, as it did when the festival was formerly known as Minuteman Days. Kurth said he hasn't heard anything negative about the show. “I know people that come from Lino Lakes to come see this show,” he said.

• Heard from Councilwoman Diane Harris, who told Kurth the council would miss him and wished him good luck on his future endeavors.

Kurth responded, “I thought about having this big speech or typing something up and I just kept coming back to two words and that is, ‘thank you.’

• Heard from Petracek, who reminded the public that the Planning and Zoning Commission will hold a public hearing at 7 p.m. Oct. 8 at City Hall regarding the proposed Lexington Lofts project, which includes a 355-unit,

COUNTY BRIEF 2020 preliminary property tax levy approved The Anoka County Board of Commissioners approved a preliminary property tax increase of 4.97% during its meeting Sept. 24. Budget priorities for 2020 include public safety, cyber security and preserving and maintaining the current level of county services. The levy pays for about a third of the county’s operational costs.

The rest of the county’s budget comes from other sources, such as fees and state and federal grants.

The preliminary budget includes the hiring of eight more 911 operators, which is needed to respond to an increase in call volume. Anoka

County’s dispatchers field more than 300,000 calls per year, and as of May, the county was 10,000 calls ahead of 2018’s numbers. The budget also includes the most recent security software and hiring staff who can eliminate security issues. Every day, the county’s firewall blocks an average of 3.68 million access attempts from “untrusted” sources outside of the U.S. and Canada.

The county’s Truth in Taxation meeting is at 6 p.m. Dec. 5 in room No. 705 of the Anoka County Government Center, 2100 Third Ave., Anoka. Commissioners will approve the final levy and budget at its regular meeting at 9:30 a.m. Dec. 6.

FARMASTE: Where farm animals are someone, not something FROM PAGE 1

deplorable — many of the animals were showing signs of neglect and had no access to food or water.

Deceased animals were mixed in with living animals throughout the property. These girls’ mother was one of the survivors, and the ASPCA placed her in a foster home where, shortly after her arrival, she gave birth to a litter that included Jeka, Violet and Ophelia.

This is just one of the many stories about the farm animals who have been rescued by and live out their days at Farmaste Animal Sanctuary in Lindstrom. Stillwater resident and founder Kelly Tope founded the nonprofit organization in 2016.

Farmaste took in its fi rst animal, a Holstein named Gertie, in July 2017. The 79-acre site was donated by area residents Pete and Laura Hoeffler.

Tope’s full-time job is franchise development for Crisp & Green in Wayzata. After her dog Mowgli became ill and she had to take care of him, she quickly realized something was missing in her life. “I’ve always loved animals, but once I had to take care of him, I knew I wanted to help take care of animals. I wanted to take care of animals that had health problems (or) were in need, or ones that other people might not take in,” she said.

She began researching and knew she didn’t want to go back to school to be a veterinarian. She stumbled across Farm Sanctuary in New York and took a trip out there to see what farming was all about. She loved it so much that she returned to go through a training program.

“I was able to take my business hat and mold that together with my love of animals. It was a good fit to be able to put those two together. It is certainly a labor of love,” she explained.

Currently 22 animals call Farmaste home, including cows, goats, pigs and sheep. Eventually Tope said they will expand that to chickens. Most of the animals have been rescued from around Minnesota, but some have come from Iowa, Wisconsin and Florida. The organization does not rescue pets but, rather, tries to save the animals that would have gone into the food industry.

“We are very careful about how many animals we rescue because of the fact that they will stay for life, so we need to be able to pay and care for them for life,” Tope explained. “Many people don’t know that cows live to be 20 to 25 years old.” Tope added that the sanctuary turns down about five to six calls a week.

Farmaste is one of three farm sanctuaries that currently operate in the state — Spring Farm is located in Long Lake and Little Acorn is in Northfield.

A big goal of Farmaste, Tope said, is education.

“We really try to help educate about the animals and what their lives are like outside of sanctuary so people can learn about them and get to know that they have personalities,” she said. “They are funny, they are sweet, they build family groups, they like to play, (and) if one dies they mourn.”

Hugo resident Beth Beaman is one of the around 20 volunteers with Farmaste. As an animal lover, she has volunteered at the area Humane Society for many years but had always wanted to volunteer at a farm sanctuary. She began sponsoring an animal at a sanctuary out in California but was thrilled when

“Farm animals are a different experience. A lot of times the farm animals don’t get the same exposure that cats and dogs do,” she explained. “It is really fun to meet all of the animals and realize what personalities they have. We know cats and dogs have personalities, but you really don’t think about farm animals having personalities until you interact with them.”

Beaman said volunteering at Farmaste has given her a whole new appreciation for what farm kids did growing up. It has also provided her an outlet to de-stress.

“It is really rewarding and peaceful,” she said.

“I have a really stressful job, and there is no better way to end an awful week. The animals are always happy to see you. When the animals come in, they are terrified, but it is really rewarding to see them warm up and open up to you, knowing the bad life

Farmaste also hosts various events such as Girls Night and Couples Night in addition to summer day camps. Next year, Tope said the organization plans to roll out a teen wellness program for teens who struggle with anxiety and depression.

“It is nice for people struggling with depression and anxiety to come and be with the animals. These animals come from very broken places, so it is really neat for them to heal, for the kids to heal and really find that bonding experience,” Tope said.
