Two Class of 2018 Hall of Fame inductees have dedicated 65 years to the Centennial School District.

Deb Kline and Phyllis Hitchcock were inducted into Centennial’s Hall of Fame Friday, Sept. 28, during the Homecoming festivities.

District 38A candidates vie for voter support

CIRCLE PINES — The North Metro Mayors Association hosted a candidate forum for House District 38A Wednesday, Sept. 26, at Circle Pines City Hall.

Both incumbent Rep. Linda Runbeck (R-Circle Pines) and her challenger, Kevin Fogarty (DFLCenterville), were in attendance.

Circle Pines Mayor Dave Bartholomay was the moderator for the forum. “Our goal in sponsoring tonight’s legislative candidate forum is to provide citizens with an opportunity to learn more about the candidates’ ideas and positions on issues that we believe are important to the future of our communities,” he said.

Candidates answered five prepared questions in addition to two questions from the audience.

The focus of the event was on city and state governance, transportation and finance.

have provided services of time and commitment to education. This year marks the fifth addition to the list of honorees.

Deb Kline (Distinguished Alumna, Class of 1978) Kline not only attended Centennial as a student from kindergarten through her senior year, but also came back to work in the district and is in her 25th year. Kline is a Developmental and Cognitive Disabilities (DCD) paraprofessional at the middle school.

After Kline graduated from Centennial, she got a job, got married and moved to East Bethel to raise her family. When her oldest child entered kindergarten she moved back to the community so her kids could also experience the district.

“I loved Centennial when I went there and I wanted my kids to go there because it was such a great school and they had so much to offer,” she said.

“Both of my girls graduated from there and now my grandsons go there.

It had the same good vibes and impact on my kids as it did for me.”

Kline has always loved kids and grew up around a family member who had cognitive and physical disabilities. She decided to apply to the district and was hired by the same principal she had when she was a senior in high school. She started out subbing at the elementary level and eventually worked at the junior high until the middle school was built in 1997.

One of the main reason’s Kline was selected for the honor, is her 25 years of dedication to the adaptive sports program and making it what it is today. According to a district press

release, “Deb built the adapted sports program at Centennial to be one of the very best in the state and that is a direct result of all of her hard work and determination.”

This is Kline’s 18th year as head coach and her teams have won five state championships. Deb has also been recognized by the Minnesota State High School Coaches Association and named the Adapted Athletics State Coach of the Year.

In 1994, Kline recalled having one or two fans in the stands at games and often playing games with a team of only six or seven athletes. In addition, other districts in the North Suburban conference also had very few athletes because the program being so new.

Today, Kline said the stands are often filled with district staff and teachers, parents, varsity athletes and former athletes.

“The people are great, the kids are great, the community is great. I can honestly say I love coming to work,” she said.

When Dietz called Kline to relay the news of her induction, Kline couldn’t believe it. “My first thought was ‘why is the district offi ce calling me?’ I was in total shock,” she recalled. “What a great honor this is, for them to choose me out of how many other people that could have been in this position.”

Phyllis Hitchcock (Distinguished Service) Hitchcock retired in June 2017 after a 40-year career with the district.

She started out teaching physical education at the junior high and in 1982 she moved over to the high school to teach both physical education and health courses.

She has been with the district since right after she graduated from Southwest Minnesota State University in Marshall. She immediately started applying to various jobs and crossed her fingers, as health and physical education teaching jobs were diffi cult to come by at that time.

“Hitchcock was a pioneer, creating a health hybrid class, the first of its kind at Centennial High School. The students are given online learning activities, as part of the health curriculum, as well as face-to-face instruction in the classroom,” as stated in a district press release.

“Her 40-year career was dedicated to interacting with students and guiding student learning.”

“I started to hear more about online learning and how it could help other course offerings. We were having trouble with having a required health class and yet band, music, world language... trying to fit everything into the schedule,” she explained.

“We fi rmly believed health was really necessary, but I didn’t want it to become something that was such a negative idea, so how can we help it become necessary and more positive.”

topics of mental health, wellness, drug education and sex education.

Hitchcock is also credited with introducing a CPR component to the class. Hitchcock’s desire to make Centennial the best school it could be lead her serve on 15 school committees. She also the coached girls varsity swimming and diving as well as junior high girls basketball.

“I was very humbled and honored,” Hitchcock said about her induction.

“I didn’t expect it. There are so many other excellent staff and to be given that honor I feel like I’ve learned from other people, I have been mentored from other staff. I honestly know it is not just about me, it is having the opportunities for people to work together.”

These days in her retirement, Hitchcock is doing some traveling, fitness classes, house projects and getting together with her friends and family. She still subs for the district from time to time and has also been known to be a monitor for ACT testing.

Both Kline and Hitchcock’s faces will now hang on plaques on the Hall of Fame wall in the Learning Commons at the high school.

Traffic speed on Lovell concerns citizen

LEXINGTON—A resident addressed the City Council with his concerns about the speed of traffic by his home on Lovell Avenue during the Citizens Forum at the Sept. 20 meeting.

Joel Ackerman has spoken to the council previously about this topic.

Ackerman has said that vehicles (many of which are large trucks) speed along his road and he and his neighbors are concerned for the safety of their

children. Since it is a county road, it was previously suggested by council members that Ackerman contact Anoka County Commissioner Rhonda Sivarajah.

Ackerman did that and radar speed signs, also known as driver feedback signs, were set up on the roadway.

Council Member Diane Harris told Ackerman that she also contacted Sivarajah.

Ackerman said, “The city council and I have made a good team and the radar speed signs seemed to have worked

to some degree because the traffic has slowed down when they were posted.” He asked the council if it was possible to have those types of signs permanently set-up on the roadway.

The council agreed to continue to help in any way they can but suggested Ackerman get his neighbors involved with a petition, adding that it is still a county road.

“Rush hours are the worst. And it’s not just trucks but school buses, motorcycles and cars. It is like a freeway here sometimes. I’m really

concerned that the new apartment complex will just make it worse,” Ackerman said.

Traffic safety is the goal says Ackerman and the local police have been helpful. The next step for Ackerman is to gather names of neighbors on a petition and then for the county to do a traffi c study based on that petition before anything more can be done.

Ackerman said, “It has taken a lot to get this far.”

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its Sept. 24 meeting: • Mayor Jeff Reinert administered the oath of office to Austin Riehm.

• Approved the consent agenda, which included expenditures, Sept. 10 work session and meeting minutes, a peddler license for Greg Green of NRG Solar and an application for Aquinas Roman Catholic Home Education Services (ARCHES) to conduct an excluded bingo event Nov. 8 at St. Joseph of the Lakes Catholic Church.

• Adopted the preliminary 2018 tax levy, collectible 2019. Finance Director Sarah Cotton explained the proposed preliminary tax levy of $10,162,007 represents a 3.9 percent ($385,275) increase over the 2017-2018 tax levy. The levy is estimated to result in a city tax rate at 41.72 percent of tax capacity, a reduction from last year’s rate of 42.83 percent. The preliminary levy represents the city’s maximum levy for 2019; the final levy may be decreased, but the preliminary levy cannot be raised when it is adopted in December.

• Approved a resolution setting the public hearing for the proposed 2019 operating budget and 2018 tax levy for 6:30 p.m. Monday, Dec. 10.

• Approved a resolution canceling the 2018-2019 debt service tax levy for general obligation improvement bond Series 2013A. State law requires the county to levy the amount originally certified and scheduled, unless the taxing authority passes a resolution canceling the debt service levy.

The City Council awarded the sale of $615,000 Series 2013A to fi nance the extension of Otter Lake Road north of CSAH 14 in June 2013. City staff concluded adequate resources are available and canceled the debt service levy.

The council authorized the issuance of a capital note payable to the city of Circle Pines to fi nance the city’s share of capital equipment to be used by the North Metro Telecommunications Commission in February 2016. • Approved a resolution canceling the 2018-2019 debt service tax levy for general obligation improvement refunding bonds Series 2016B. The council awarded the sale of $5,550,000 Series 2005A to fi nance public improvements in the Legacy at Woods Edge development. At the Oct. 24, 2016, council meeting, the council awarded the sale of $1,980,000 Series 2016B to refinance the outstanding portion of the 2005A Series bonds. City staff concluded adequate resources are available and canceled the debt service levy.

• Approved an employment extension for Community Development Intern Ryan Saltis until April 30, 2019.

• Approved the hiring of a temporary employee (election judge). City Administrator Jeff Karlson explained city staff expects to see a substantial number of voters in City Hall voting early. The city will utilize a head election judge the final three weeks before the election to augment the absentee voting process at a (maximum) cost of approximately $1,200 ($10/ hour).

• Approved a resolution amending a lease agreement with Sprint Spectrum LP to operate telecommunications equipment on water tower No. 1 (7470 Fourth Avenue).

The council originally approved the agreement on Dec. 11, 2017; however, Sprint contacted the city requesting modifications to the insurance and utility sections. City staff and the city attorney had no objections to the changes.

• Approved a resolution for a lease agreement with Verizon Wireless LLC for water tower No. 1. The existing lease expires Dec. 31, 2019. The annual lease amount begins at $38,086 and

will increase by 4 percent each year beginning in 2021.

• Held the second reading of an ordinance amending Chapter 616 of the City Code to update regulations regarding therapeutic massage. The council also held the second reading of an ordinance adding a new Chapter 510 relating to disorderly houses. Both ordinances were adopted.

• Held the second reading of an ordinance rezoning property from rural (R) to planned unit development (PUD) for Eastside Villas.

The proposed residential development is a 32-lot single-family subdivision located east of NorthPointe and west of I-35E. The applicant (Hokanson Construction & Development Co. Inc) is proposing 1,450-square-foot single-level, slab-on-grade villas. The ordinance was adopted.

• Held the second reading of an ordinance calling for the vacation of drainage and utility easement Lot 4, Block 1, Marshan Industrial Park for Lino Lakes Storage (440 Park Court). The applicant is requesting a portion of the existing drainage and utility easement be vacated and replaced by a new drainage

and utility easement boundary for a future pond.

The ordinance was approved.

• Accepted bids and awarded a construction contract for the 2018 trunk watermain and trail project, which includes the installation of approximately 1,100 feet of 12-inch diameter trunk watermain from Marshan Lane to Park Court, 330 feet of 12-inch diameter trunk watermain from an existing line from Well No. 3 to Well No. 6, and a bituminous trail 8.5 feet in width along the Lake Drive watermain corrridor from Marshan Lane to Park Court.

The construction contract was awarded to Dresel Contracting Inc. in the amount of $247,868, which was under the engineer’s estimate of $300,273. The council also awarded a construction services contract to WSB and Associates in the amount of $20,539 for the project and $2,959 for materials testing.

The project is scheduled to be completed by Nov. 30.

The next City Council meeting will be at 6:30 p.m.

Monday, Oct. 8, at City Hall.

How to support the troops without getting duped

M

innesota is home to more than 330,000 veterans and, according to a recent study, the third most generous state in the country for charitable donations. This is something to be proud of, but it also makes Minnesotans a target for sham veterans charities trying to raise a quick buck by exploiting people’s goodwill. A few simple guidelines can help Movers & donors ensure that their gifts of Shakers money actually t our brave Lori Swanson benefi men and women in uniform and their families.

Programs of little value Some bogus charities claim to provide things like medical services or shelter to needy veterans, when they may only give coupons for visits to chiropractors or hotels on the other side of the country. If a charity makes vague claims that it helps veterans, ask for specifics about how. Request examples of past assistance it provided to veterans, and ask how much of a donation will be used for charity versus overhead and fundraising expenses. Legitimate charities can and will answer

these questions.

If you receive a call out of the blue from a supposed veterans charity, ask the caller whether they are employed by the charity or a fundraising company. Many questionable charities use fundraising companies that get paid 80 or even 90 percent or more of the donation that you make. Under Minnesota law, a fundraising company must identify itself as being a fundraising company, not a charity.

Phony use of military insignias Some phony veterans charities associate themselves with the military or veterans through the use of official military seals, emblems, logos and other insignia.

Military insignia are protected by law from unauthorized use, and are rarely licensed for use, even to charities. Their use by an unfamiliar charity can be a red flag to donors, as can use of emblems designed to “dress up” the charity to look more legitimate.

Copycat veterans charities Questionable veterans charities sometimes use names and logos that are similar to those of legitimate organizations that you might have heard of or donated to in the past. Solicitors for these charities may even impersonate veterans to gain donors’ trust. If something about the organization doesn’t feel right to you, trust

Most versatile fall fruit: Apples

S

ome of my family’s favorite memories were made at the apple orchard, although our parents never took us to pick apples at an orchard. When apples were in season, it was the only fruit dessert we ate at our house. I grew up eating “anything� apple. We’d make apple pie, apple tart, apple crumble, apple tort, apple turnovers, and more. I’m still amazed that in all those years we could have picked our own apples.

Years ago, when my daughter was turning four, I was looking for something fun to do outside for a fall birthday party. A friend suggested apple picking at an orchard.

My daughter’s party was so fun that we celebrated her birthday at the orchard for several consecutive years.

The kids loved bringing home their own bag of apples as party favors.

Plus, we always ended up with a large supply of apples to cook and eat fresh at home.

I still love apple picking, and we now have our own trees that are producing more apples than I can possibly use.

So, we are making “everything� apple — just like my dad.

Apples can easily be added to any dessert that calls for fruit.

To substitute, I will chop, purĂŠe, or sautĂŠ apples and add them Wild Chow to a recipe that calls for fruit, jam, or fruit Lisa sauce.

When I was catering Erickson one of my most popular items was jam crumb bars. I made raspberry, strawberry, and blueberry, eventually adding apple.

Go to an orchard and pick your own apples. It is so much fun—no matter what your age is, and the number of things you can cook or bake with apples is staggering.

Apple Jam Crumb Bars Adapted from Martha Stewart 3 sticks (1 1/2 cups) butter, room

temperature, cut into pieces, plus more for pan 2 1/4 cups raw almonds, ďŹ nely ground 3 cups all-purpose our 1 1/4 cups sugar 2 tsp. cinnamon 1/2 tsp. cloves 1/2 tsp salt 1 cup apricot jam 2 apples, chopped or sliced thinly METROCREATIVECONNECTION.COM

Preheat oven to 350 degrees.

Line a rimmed 10 x 15 baking pan with parchment paper. Spray parchment and sides with cooking spray; set aside.

In a large bowl, combine ground almonds, our, sugar, cinnamon, cloves, and salt. Cut in the butter with a pastry blender or mixer until the mixture resembles coarse crumbs.

Transfer half of the crumb mixture to prepared baking pan; set aside remaining dough and cover with plastic wrap. Press the dough evenly into pan. Dough should be tightly packed down and smooth. Bake

until golden brown on edges; 15 to 20 minutes. Cool until warm.

Evenly spread jam over baked crust and top with apples. Scatter with remaining crumb mixture, squeeze the dough mixture making large clumps and break them apart over the top of the jam. Bake an additional 20 minutes. Cool completely. Cut bars into squares. Store extra bars in covered container.

Mayor for a Day essay contest

The 2018 “Mayor for a Day� essay contest is now open to all future leaders in fourth, fifth or sixth grade. The contest, hosted by the League of Minnesota Cities, invites students to share how they would improve a city service or program. All essays must be handwritten, original works and postmarked to the League by Oct. 12.

Three winners will be selected and awarded $100 each, and three additional essayists will receive honorable mention. Winning essays will be published in Minnesota Cities magazine. Winners will be notified

Re-elect Runbeck I would like to echo Mr. Davis’ letter a couple weeks ago and urge us to re-elect Linda Runbeck (House District 38A) to continue the excellent work she is doing as part of the Republican-led House of Representatives.

In the fall of 2016, Gov. Dayton made the observation that “the reality is, the Affordable Care Act is no longer affordable.� Commerce Commissioner Rothman described Minnesota’s individual health insurance market as a system on the verge of collapse, as rates soared by 50 percent or more.

Thanks to the efforts of Runbeck and the Republican-led Legislature, the market is stabilized today. In the spring of 2017, the Legislature passed the “Minnesota Premium Security Plan� in which the state steps in to provide “reinsurance� for the most expensive claims, thus relieving pressure to raise rates to keep the insurance plans solvent. Premiums for 2019 are set to decrease by up to 12 percent.

Minnesota’s plan is not only benefitting Minnesotans. It is serving as an example of what works to the rest of the country, as explained by Robert Pear in his Sept. 2, 2017 article in The New York Times, “Minnesota Finds a Way to Slow Soaring Health Premiums.�

Centennial boys soccer had a 9-1 record before losing twice last week. The Cougars (10-3) got back in the win column against Forest Lake 2-1 to cap a busy five-day stretch.

The Cougars fell to Class 1A’s top-ranked, defending state champion Totino-Grace (TG) 2-0 Tuesday. The Eagles (8-2) have outscored eight Minnesota teams 35-3. Centennial’s Demetrius Bernardy-Nelson, who has 22 goals, sent two shots on frame in the second half, but both were stopped by TG’s Philip Ronza.

The Cougars (10-3) then faced two .500 teams and got upset by Armstrong 3-1 Thursday but held off Forest Lake there Saturday. Cougars enjoy big plays in gridiron win

Three long jaunts to the end zone highlighted Centennial’s 42-10 victory over Osseo at home Friday evening, Sept. 28.

Quarterback Connor Zulk opened the scoring with a 56-yard run, Noah Larson opened the second half with an 89-yard kick return and Zach Osmek capped it off with a 72-yard run in the fourth quarter.

“Our team played well in all three phases of the game,” said coach

Michael Diggins. “We had a big night from our defensive front. They controlled the line of scrimmage. Our offense had a season high 485 yards. We are getting better each week but need to continue to improve.”

Centennial improved to 3-2 and Osseo dropped to 0-5.

Zulk also scored on an 11-yard run and totaled 134 yards in 12 rushes.

Centennial Cougar volleyball won four of six matches last week and brought coach Jackie Rehbein-Manthey within three wins of the 300 mark.

The Cougars lost to No. 2-ranked Champlin Park 25-17, 25-12, 25-19 on Tuesday and beat Andover 20-25, 25-22, 25-22, 25-23 Thursday in conference matches. In their own tournament Saturday, the Cougars beat Chisago Lakes 2-1 and Luck, Wisconsin 2-0, lost to Henry Sibley 2-0 and beat St. Francis 2-1.

The Cougars (9-8) have three conference matches left before playoffs.

Rehbein-Manthey has a 297-155 record in her career.

West Shadow Lake project moves forward 600 feet. There will also be a water main extension from the intersection of Sandpiper Drive and West Shadow Lake Drive south to Birch Street.

The total cost of the improvements is $1,753,756.

The amount to be assessed is $943,343 and $810,413 is proposed to be funded from the city’s trunk area and unit fund. Each benefitting property owner will be assessed $14,293 for the municipal utility improvements, which will be payable over 15 years at an interest rate of 5 percent.

The public hearing mainly consisted of residents asking a few clarifying questions.

One resident asked if residents choose to prepay the total amount before November 2019, if they would have to pay interest. City Engineer Diane Hankee explained property owners may pay the entire assessment with interest accrued to the date of payment to the city, and no interest will be charged if the entire assessment is paid by Nov. 1, 2019.

Another resident wanted specifics on when the road would be closed and if there would be any weight restrictions in place. Hankee explained those details have not been fine-tuned yet, but once they are, the residents will be mailed information with a list of contacts to help coordinate access during construction. LINO LAKES — Applause filled the council chambers after the City Council agreed to move forward with the West Shadow Lake street and utility project.

In addition to conducting a public hearing, the council also unanimously approved a resolution adopting assessments and approving a joint powers agreement (JPA) with Anoka County at the Sept.

24 meeting.

“In my opinion, it was becoming irresponsible for the city to not repair this road. It was getting in such disrepair it was falling apart,” Mayor Jeff Reinert said. “Every time this thing has been delayed over the last few decades, it gets more expensive. I am really happy that we have gotten to this point because this is resolving a longtime issue that can hopefully stay resolved for a while.”

The project includes the extension of a pressurized sanitary sewer system, or force main, from the intersection of Sandpiper Drive and West Shadow Lake Drive to the south end of 6709 and 6710 West Shadow Lake Drive.

It also includes extending sanitary sewer on Sandpiper Drive and Shadow Court as well as a short section of gravity sanitary sewer proposed from Birch Street to the north approximately

mentioned the city of Lino Lakes already has weight restrictions on its roads (7 tons per axle, except during the spring when weight restrictions are 5 ton per axle).

Another resident asked what the assessment amount includes. Hankee explained the costs will cover the utilities (but does not include connection fees) and the roadway improvements will be paid for through street improvement bonds.

One resident, who has lived in the area for six years, thanked the city for taking on the project, for which he said his neighbors have been waiting for 30 years. He inquired about the existing telephone poles and if there was a plan to replace

or relocate them. Hankee explained they are still working through those details, but some poles would likely be moved and all would remain aerial lines rather than be buried in the ground due to cost.

The same resident also inquired whether assessments would be the same for properties that are approved to subdivide. Hankee explained the city chose to put in services approximately every 90 feet to accommodate future potential subdivisions, so the cost would stay the same.

After closing the public hearing, the council also approved a joint powers agreement (JPA) with Anoka County. As part of the project, the city is proposing to

construct a cul-de-sac at the end of the road to improve safety and emergency vehicle access. The cul-de-sac will be located partially on county property. The JPA outlines that the county will provide a permanent easement for the roadway.

The project also includes the construction of a temporary bypass road through Chomonix Golf Course. The JPA states the county will provide a temporary roadway easement for the roadway and allow excavated materials to be stockpiled on the property.

The agreement also outlines the vacation of a portion of Sandpiper Drive right of way that is currently used as part of the golf course.

The council will likely award a construction bid at the Oct. 8 or Oct. 22 meeting, and construction will commence toward the end of the month. Hankee said some construction will take place over the winter, but roadway work will occur in spring 2019.

Final completion is anticipated fall 2019.

•Discussed replacing the city of Lexington sign with a new one on the west side of town. Council Member Kim DeVries said, “It would be nice to have a nice sign saying Lexington.” Council Member Diane Harris added, “We can get public input.” The council agreed there should be a different sign there, something more noticeable.

• Deliberated an upgrade in technology for computers. The cost would likely be around $6,000.

• Discussed Memorial Park improvements including a new asphalt entrance road into the park.

• Talked about potential road improvements to Jackson Avenue and Woodland Road including patching and mill and overlay. The cost could be around $84,000.

• Discussed construction of new service roads on both sides of Lake Drive will require some changes in regard to addresses.

The proposal is that all properties on the north side of Lake Drive, from Restwood Road to Lexington Avenue, would have North Highway Drive as their address since all of the other properties already have North Highway Drive as their address. All properties on the south side of Lake Drive would be changed to South Highway Drive.

The post office and city engineer have already been consulted.

The next City Council meeting will be at 7 p.m. Thursday, Oct. 4, at City Hall.

transparency for prescriptions and procedures.

“I also hear people talk about local roads and I think we know that some of our local roads are in pretty bad shape.

So I am happy to hear that Anoka County and Ramsey County are working on the County Road J and I-35E exit area,” she said. “Birch Street also has a number of streets that need a left turn lane.”

Fogarty said the top issues he has heard about are transportation and roads.

“Too many roads are in need of more than just pothole filling. There is a 15-year backlog in repairing our roads.

It is time to go to the bank, it is time for the state to do some major bonding to get the jobs done,” he said. “I wouldn’t go use my promotion money to fix the roof on my house; the state shouldn’t use general fund monies to fix their roads.”

Fogarty said people are becoming more and more concerned with the costs of health care and how it ties into their retirement and fixed incomes.

2. Both parties agree that increased funding is needed for road and transit system improvements. How would you propose those funds be raised?

“With the federal dollars being so tight, the state has to prepare itself for having a sticker shock,” Fogarty said. “It is like going to a car dealer after driving your car for 10 years. The first time you look at those new sticker prices on the window, you are pretty shocked and by the second or third time you go there and finally purchase a car, you get adjusted to them.”

Fogarty said he would like to see some technical solutions.

“The way cities and counties are saving on LED lights, we can work on transit the same way and try to implement some new technologies, congestion control, a little more sophisticated metering, new fleets ... There are a lot of technologies out there to help create a more even flow in traffic.”

Runbeck said this topic has come up every year for the 10 years she has been in the Legislature.

“We are proposing and actually passed in the House a dedication of a portion of the auto parts sales tax. If all of it was committed to roads, it would be $550 million every two years,” she said. “I don’t think we want to dedicate all of that, but the idea that we use some general funds for our roadway system is something that most every other state does, so I am not at all reluctant to say that we should consider taking a part of that and using it for our road system.”

Runbeck added she also wants to look into the percentage of dollars that are being spent on highways versus the transit system.

“We spend roughly 40 percent on transit and 60 percent on roads. We all know we need a good transit system, but today our metro transit system costs our state taxpayers $1.1 billion a year versus our metro highways/freeways system (where) we spend $350 million a year,” she said.

“We are spending three times the amount on our transit

system that serves about 4 percent of the riders. There is something that is really kind of out of whack here.”

3. What should be the role of the Metropolitan Council in guiding policy development in the north metro?

“Over the years they have grown and amassed more power,” noted Runbeck. “The reason it is an issue, and governance is the issue, is you have 16 folks that sit on the Met Council. They are not elected to anything, they are simply appointed to that position and they respond to only one person, the governor,” she explained. “There is no way that they are accountable to you and me, to folks at the various city levels ... That is not good government, and they are the only entity in the whole country that (is) organized the way they are organized.”

Fogarty said, “It is the governance of it, the fact that there are no elected officials, there is no continuity from one administration to the next. They (county and city officials) all agree that the mission of it is sound and the purpose of creating it and continuing it is sound, and we should move forward with it, just as a different structure.

We can certainly come up with better governance of the Met Council matching other metropolitan areas of the United States.”

4. Minnesota’s business property taxes are among the highest in the nation. What would you do at the Legislature to address this?

“Whether taxes are coming from business or private property, no one wants to be hit with an unexpected bill.

I pay property taxes in two counties and three school districts. I have a home, a small investment property and I am the vice chair and treasurer of Fogarty Farms LLC,” Fogarty said. “Property tax bites too, but it is the one and only bill that is the most predictable. Proper investments in our schools, in the local government aid, by the state can help reduce the pressure on local districts.”

Runbeck said she has already worked to address the issue during her time in the Legislature. “There were several tax bills that didn’t really get anywhere in the past session, but there have been efforts to begin the process of unwinding and repealing the statewide business property tax,” she said. “It is still a tax that most states don’t levy on their businesses, so it makes us really an outlier...”

5. Your community is part of not just a regional or national marketplace, but a global one that competes for business and talent on a global basis. What policies would you support to help retain and attract businesses and talent to the region?

“When you think about a lot of the big industry here — agribusiness, mining, manufacturing — they are really reliant on having affordable, low-cost energy,” Runbeck said. “So that has to be a concern and we have to work to keep and perhaps unwind some of the things that have begun to drive our energy prices up.”

Runbeck added Minnesota needs to do more to make sure students are graduating with a multiplicity of skills and to retrain employees who have been in the job force for a number of years.

Fogarty said, “I would not focus on tax breaks, they

are too short term. They don’t help the community in building a strong community. I would work to create a sound, stronger community, one that has people that are ready to grab onto any task because they have education to back it up.”

He added, “Mass transit corridors in the metro area are one of the best growth areas in the state. We need more kinds of this kind of growth.”

Audience question: As a public school teacher, I am concerned about inequity of school funding. What do you propose should be done about this issue in our community?

“Inequity in schools, they nickel around the edges. The state over the last decade and a half has slowly withdrawn its support of the pie of the education money,” Fogarty said. “I would try to back up the support from the state back into school system and take some of the pressure off of each individual school district so they don’t have to do the levying every time there is a vote to come down.”

Runbeck said, “Seventy-five percent of all funding for schools comes from state taxpayers, so we are very well funded. We are a state that really does the right thing for our districts. The remainder comes from the local taxpayer, and I think that we have talked for a long time about how the state, from an equity standpoint, needs to prop up those districts that have lower property wealth.”

She added, “Unfortunately we have about 62 districts that are in same situation and the price tag for complete equity so we are all on the same level is an extraordinary amount of money. We have to be in a position to inch that along and grow that.”

Audience question: Would you support an increase in the gas tax? If yes or no, why?

“There has been an effort by the Minnesota Chamber to find and get to the underlying costs of putting in our roadbeds. Fogarty said he would be in support of an increase in the gas tax, but noted that can’t be the only solution.

“With other types of vehicles coming on roads, natural gas or electric, the consumption will go down.

It is a similar situation that we faced 20 years ago increasing the cigarette taxes. As we increased them, consumption went down and the revenue wasn’t there that they thought would be there at first,” he said. “It is part of the solution, but just a part.”

Assistant City Administrator for Public Services Chandra Peterson announced a total of 215 cars attended the event including: 182 cars (85 percent) from Circle Pines, 26 cars (12 percent) from Lexington and seven cars (3 percent) from Centerville.

PAW SPA: New ownership brings changes to Centerville grooming business FROM PAGE 1

called Christa’s Paw Spa. She found out the business was for sale after Whitney’s niece began working with her at Ma and Paws Pet Grooming in Forest Lake.

“I had always hoped to own my own grooming salon someday,” Weber said. I have been grooming for 16 years and growing up, my dad owned his own business, so I grew up in that kind of atmosphere.”

Weber’s father also bred dogs while Weber was growing up, so dogs have always been a part of her life. She knew she wanted to do something with animals and originally planned to become a vet technician until her allergies to cats got in the way.

Thankfully, the allergies became less bothersome and a friend of Weber’s told her about a vet that was searching for a groomer. The only experience Weber had grooming at that point was grooming her family’s dogs for shows. “I had no idea what I was doing,” she said. She was hired and provided some training, which she said wasn’t the best.

Down the road, Weber found out about a grooming school in the Twin Cities area and eventually completed her required 480 hours at the Universal Academy of Animal Arts in Little Canada, which has since closed its doors.

“I really enjoy working with the animals every day and helping them feel good,” she said. “I also get to know other animal lovers in my clients and co-workers.”

SHOREVIEW — Besides the new pool area, most of the renovations and additions to the Shoreview Community Center have been completed.

The Tropical Adventures indoor playground reopened to the public last month. It about doubled in size with a new area geared for younger children, said Alisha Seifert, city communications coordinator.

There is a new treehouse, climbing wall, bouncers, slides, giant ball pit, foam blocks and birthday party area.

The parent seating area is also four times bigger, she noted.

Shoreview resident Lauren Herbeck brought her 2-, 4- and 6-year-old to the playground a few days after it reopened Sept. 21. She has been a community center member for five years.

“Our big kids always had a blast, but the toddler section was small,” she remembered while watching from the parent seating area. “My 2-year-old can be more adventurous but still age-appropriate. … We will be here a lot.”

The playground has a new entrance in the new addition in the northwest portion of the community center, in the lower level. The former entrance was through a busy gymnasium.

The larger toddler-friendly section in the Tropics Waterpark is underway.

Called Bamboo Bay, it is expected to be completed by late fall to early winter this year, Seifert said. A new zero-depth

splash pool and aquatic play structure will be part of the addition.

Renovations to the rest of the pool space have been completed. One of the major updates was flooring around the pool and in locker rooms. “It’s really, really slip-resistant,” Seifert noted, speaking from experience. Her 3-yearold has been using the pool since it reopened this summer. The lifeguard office was also moved to make room for more locker room space. The number of family locker rooms increased from two to eight. The Wave Cafe area was renovated with new and more open seating.

In the new addition, there are four new fitness studios and four new activity rooms. The fitness center was renovated; former studios were turned into a new stretching and training space.

An outdoor deck from the Fireside Lounge is still under construction.

The community center is nearly 30 years old and the city wants to keep it fresh and exciting and cater to new young families, according to Mayor Sandy Martin, who was on the council when it was built in 1990. The last big expansion about 15 years ago included the fitness center. The Tropical Adventures Indoor Playground was constructed in an underused gym area in 2009. The estimated cost of the new expansion, including the waterpark, playground, fitness rooms and other areas, was $15.6 million.

The center has more than 500,000 visitors each year.

POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • Officers made an attempt to serve a warrant at a residence in the 500 block of Ash Street Sept. 18. While at the residence, officers observed numerous ordinance violations and cited the homeowner for the violations.

• Officers observed a vehicle hit a dog in the 900 block of Main Street Sept.

18. The dog is believed to have only sustained minor injuries.

• Officers received a report of an unidentified male harassing citizens on a city walking trail in the 7000 block of Snow Owl Circle Sept. 18.

Officers contacted the complainant and gathered information for the report.

• Officers responded to a residence in the 400 block of Post Road Sept. 19 to arrest a male on two outstanding warrants. The male was arrested on the warrants and is charged with fifth-degree possession of a controlled substance and possession of drug paraphernalia. An adult female was also cited for possession of marijuana and possession of drug paraphernalia.

• Officers responded to Centennial Middle School on a disorderly conduct call involving a juvenile male making inappropriate comments to a female student Sept. 19. Officers requested charges for disorderly conduct for the juvenile male.

• An officer responded to a call of a delivery driver driving recklessly in the 6500 block of West Shadow Lake

Drive Sept. 19. The business was notified.

• Officers responded to a report of a head-on personal injury accident near Old Birch Street and Birch Street Sept. 20. One driver was transported by ambulance to a local hospital and both vehicles were towed from the scene.

• Officers responded to the area of Tart Lake Road and Langer Lane Sept. 20 to assist motorists who were stranded due to the heavy rain. Assistance was given to several motorists, as their vehicles were stranded due to high water.

• An officer responded to a theft report in the 600 block of Apollo Drive Sept. 20. Officers found a cell phone had been stolen. The case is under investigation.

• An officer took a report of a license plate that had been tampered with in the 6600 block of Pelican Place Sept.

21. There is no suspect information at this time.

• An officer stopped a vehicle for speeding in the 800 block of I-35W Sept. 21. The driver was subsequently arrested for fourth-degree DWI. • Officers responded to assist with a person who have fallen out of a boat into Peltier Lake and didn’t resurface Sept. 22. The male was later located and found to be deceased.

• Officers received a phoned vandalism report from a resident in the 7200 block of Heather Court Sept. 23.

• Police were dispatched to a counterfeit bill report in the 9100 block of South Service Drive in Lexington Sept. 24.

Officers took custody of two $20 bills that were attempted to be passed at a business. The business did not have a loss in the transaction, and a description of the suspect was obtained.

That the Lino Lakes Code of Ordinances be amended by adding thereto a new Chapter 510 to read as follows: CHAPTER 510. DISORDERLY HOUSES. 510.01 DEFINITIONS. For the purpose of this chapter, the terms defined in this section shall have the following meanings ascribed to them.

Disorderly House. Any building, dwelling, place, establishment or premises in which actions or conduct occur in violation of any law or ordinance relating to the following: (1) Sale or regulation of an intoxicating liquor or 3.2 percent malt liquor; (2) Gambling; (3) Prostitution, acts relating to prostitution, solicitation to vice, or lewd and indecent behavior; (4) The sale, possession or use of drugs or controlled substances as defined by state law; (5) Disorderly conduct as defined by state law; (6) Assault as defined by state law; (7) Public nuisance as defined by state law; (8) Any other unlawful conduct or pattern of unlawful conduct pursuant to city ordinance or state law.

510.02 PENALTY FOR VIOLATION. (1) Any violation of this chapter shall constitute a misdemeanor.

(2) Each violation and every day in which a violation occurs or continues shall constitute a separate offense.

510.03 EVIDENCE. Evidence of unlawful sales or free distribution of intoxicating liquor or 3.2 percent malt liquor or of gambling shall be prima facie evidence of the existence of a disorderly house. Evidence or possession, sales or use of drugs or controlled substances shall be prima facie evidence of the existence of disorderly house. Evidence or possession, sales or use of drugs and/or controlled substances may include, but is not limited to, the presence in the house of devices for smoking cocaine or marijuana, scales, sieves or sifters or any other drug paraphernalia, shall be prima facie evidence of the existence of a disorderly house. Evidence of the occurrence of any incident of disorderly conduct, assault, or public nuisance shall be prima facie evidence of the existence of a disorderly house. Evidence of a violation of this Code or the Uniform Building Code shall be prima facie evidence of the existence of a disorderly house.

Evidence of any weapon violation shall be prima facie evidence of the existence of a disorderly house. Evidence of a pattern of vandalism and/or theft by the occupants of a disorderly house shall constitute prima facie evidence that such occupants reside in a disorderly house.

510.04 OPERATION. No person shall own, lease, operate, manage, reside in, maintain or conduct a disorderly house, or invite or attempt to invite others to visit or remain in such disorderly house.

510.05 PRESENCE IN OR VISITING. No person shall be present in, visit or remain in a disorderly house.

Section 2. This ordinance shall be in force and effect from and after its passage and publication according to the Lino Lakes City Charter.

WEATHER TIDBIT Last week I hinted that we were close to our first frost and many of you may have woken Saturday morning to a light frost on the ground, especially those of you in open and outlying areas. My neighborhood didn’t experience ground frost but I observed plenty of frost on roof tops and car windows. Many of us also marked this past week as the first time we turned on heat, as September ended in a string of much colder than normal days. Fall colors are in full swing north, while metro area trees are showing some color.

“PICK OF THE LITTER” (NR) — An educational, inspirational, engaging, 81-minute documentary that follows five adorable Labrador puppies (Phil, Primrose, Poppet, Potomac and Patriot) as raisers and trainers go through a series of steps to determine whether the canines are suitable to become guide dogs for the disabled, including those who are blind, suffer from PTSD and have diabetes, and the dogs that are determined to be ideal candidates go through intensive specialized training.

PUBLIC SAFETY BRIEF Serious injury crash on I-35W sends several to hospital

The Minnesota State Patrol responded to a crash that happened at approximately 6:49 p.m. Monday, Sept. 24, on I-35W at County Road 14 in Lino Lakes.

According to the incident report, a Chevrolet Silverado, 2013 Ford Escape and a 2014 Ford Escape were all traveling northbound but were stopped in

traffic. A Pontiac Montana was also traveling northbound at freeway speeds when it rear-ended the 2014 Escape, causing the other vehicles to strike each other.

Two parties were flown to North Memorial Hospital by Air Care, and one party was also transported by ambulance to North Memorial. Alcohol is not believed to be a factor in the crash.
