County reveals proposed Birch Street project

LINO LAKES — The media center at Rice Lake Elementary (RLE) was standing room only at Anoka County's open house regarding the proposed Birch Street improvements Oct. 1.

The county began discussing the project at the beginning of the year. Assistant Anoka County Engineer Joe MacPherson said the county has met with staff from RLE and the city to discuss concerns for the corridor on multiple occasions, but this was the fi rst time the public was shown the proposal.

“We have really dialed in, know the traffic volumes and what the issues are. It is a long overdue project and it is ready to be done. We feel confident that roundabouts are a good choice and alternative, but we do want to gain some consensus from the community and city,” MacPherson said. “We take the comments to heart. We take them back, talk about them with our design team and try to address as many of them as we can that are practical.”

2 more inducted into Centennial Hall of Fame

This year's Centennial Hall of Fame inductees have two things in common — their support of Centennial Schools and students, and their passion for education.

Circle Pines Mayor Dave Bartholomay and longtime theater director Mark Quinlan were formally inducted into the Centennial Hall of Fame Friday, Sept. 27. Quinlan was previously inducted into the Hall of Fame in May prior to the opening of the spring play “Becoming Memories.” He passed away days later after a battle with thyroid cancer.

to our district. We are honored to include two great supporters of our schools and students for their work and passion for education,” said Superintendent Brian Dietz.

The Hall of Fame, established in 2013, honors alumni and individuals who have made a significant impact on Centennial Schools. The Hall of Fame has two categories: Distinguished Alumni and Distinguished Service. The former honors individuals who have a longstanding history of service to the district and who have provided services of time and commitment to education.

This year marks the seventh addition to the list of honorees.

Dave Bartholomay Bartholomay has been an avid supporter of Centennial Schools since 2000 and was elected as the mayor of Circle Pines in 2006.

“Mayor Dave’s passion is servant leadership and to build a better community. Mayor Dave is a strong supporter of the community and an advocate for public schools,” said Centennial High School (CHS) junior Skylar Dahl, who happens to be Bartholomay's neighbor.

District encourages open dialogue about technology FOR PARENTS

The Centennial School District has now hosted a viewing of the fi lm “Screenagers – Growing up in the Digital Age” two times. The difference the second time lay in the audience.

In addition to parents who attended the screening Sept. 30 at Centennial Middle School (CMS), every student who attends CMS also saw the fi lm, either on Oct. 2 or Oct. 3. The screenings were funded through a Centennial Area Education Foundation (CAEF) grant.

“In partnership with Community Education and CAEF, the middle school was able to show this documentary to all of our students following the districtwide viewing.

We felt the information was valuable and we didn’t want any of our learners or staff to miss it,” said CMS Principal Bob Stevens.

“These are very complicated times for students, families and staff surrounding the use of technology.

We believe that knowledge is power.”

The fi lm delves into the topic of how much time children and teens are spending on computers, tablets, cell phones and other electronic devices and the possible effect it has on their health and well-being.

The fi lm, directed by primary care physician Delaney Ruston, the mother of two teenagers, explores the pull that electronic devices have on kids and what it means to parents. The fi lm shows examples of several kids whose experiences with devices have caused them extreme emotional damage and addresses the effects it had on their families.

After the fi lm there was a panel Q&A. The panel consisted of Sarah Holmboe, early childhood family education coordinator; Scott Johnson, executive director of teaching and learning; Renee Dietz, early childhood special education lead; Dawn Westanamo, middle school counselor; Mike Macken, middle school assistant principal; Michele Noha, district nurse; Moriah Mueller, clinical social worker at Centerville Elementary (with Lee Carlson Center); and Mary Healy, Centennial Library branch manager.

How have you seen social media and technology impact the social and emotional well-being of students?

Westanamo explained she sees students who have emotional concerns on a daily basis.

“Sometimes the kids are taking on way more of a responsibility when they are working with their friends, text messaging back and forth and taking on the role of counselor or therapist with their friends, and trying to get them through difficult times,” she said. “A lot of that happens late at night when they are getting messages that are concerning from friends and it defi nitely affects them throughout the day when they get to school.”

Dietz explained that she has seen impacts in very young children who aren't learning how to self-regulate.

“I think a lot of parents are using technology to pacify them and to keep them calm. We see that with even our youngest kids; parents are handing them screens and they are using it to keep them busy because they have things to do. Young children especially have a hard time knowing when enough is enough.

to put the screens away,” she said. “The way that kids learn language, cognitive and social skills is (through) face-to-face interaction, and if you are replacing that time with a screen you are not giving your child that time to learn language, communication and social skills.”

Noha added, “Parents are holding their babies, but they are looking at their phones so babies are not learning how to read social cues.”

Mueller said at least once a day she talks with kids about their screen time or with parents about how to manage fights that come up with their kids when trying to set limits. “It is a struggle, but it is a struggle that is worth having and that you can overcome. Kids using screens as a way to distract or regulate themselves can work well temporarily,” she said. “It is a really good coping skill in the moment, but long term, it is really problematic because you are not learning how to face that thing that is causing emotional distress. You are just ignoring it, and when you start that habit at a young age and don't have other skills, you don't tolerate the stress as well.”

Johnson said a statement about comparisons has resonated with him: “Comparison is the thief of joy.

I think so often for many of our girls, but perhaps even some of our guys, social media can really be that thief that is taking away their joy because they never really measure up to what they think is reality,” he said.

What impacts on physical health have you seen in your work with students?

Noha said especially at the high school level, they are witnessing students who are only getting three to four hours a sleep per night, not participating in activities outside of school, who then are less able to be patient with people and are unable to stay focused.

At the middle school level, Macken said they are seeing a lot more students with anxiety and depression. “I'm not sure if it is necessarily tied to screen time, but it used to be when kids had an issue at school, kids would get a break because when they left school they were somewhere else. I think lots of times right now the things that kids are dealing with at school, games or at events, when they leave those places it is very difficult for them to get away from that incident because it follows them on social media,” he said.

Dietz said at the early childhood level they are seeing many children come in with sensory integration problems. “I think screens have an impact on that and are causing it because kids are not getting out and moving, running, jumping, playing, climbing and touching things,” she said. “That's the way that kids learn, and when they are sitting and looking at screens they aren't able to do all of that movement that helps and so their sensory system is not being developed the way it should be.”

Chamber kicks off election season with candidate forum

Five of the six candidates running for the Anoka County Commissioner District 6 seat attended a candidate forum last week to introduce themselves to the business community and discuss their priorities.

The Quad Area Chamber of Commerce hosted the forum Oct. 3 at the Tria Event Center. Cindy Hansen, Craig Johnson, Kevin Ryan, Jeff Reinert and Karen Lodico all attended; Donovan McGurie did not.

Chamber member Kevin Amile, of Express Employment Professionals, served as the moderator. Four questions were posed to the candidates.

If elected, would you be willing to serve on the taxation committee, and what would be your number one priority on that committee?

Johnson said the taxation committee is one of the most important committees there is and he would be willing to serve on it. “My basic priority would be to ensure that as we look at what we might levy to our residents, making sure that we have looked through everything,” he said.

“What can we do to make sure that we are doing the best, to ensure we can efficiently change the processes or find ways to make cuts where we need to.”

Hansen said she would be willing to serve on the committee. “I really believe that no one wants to increase taxes, but there has to be a good balance between taxation and public safety and giving the residents the proper public safety that they need,” she said. “It is really a difficult balance.

I have dealt with that as mayor, and I would want to do it again at the county level.”

Reinert said he would also be willing to serve on the committee. “I listen to a lot of people that say that they don't feel like they are getting an equitable return on the taxes that they pay to the county. Whether that is true or not for each district, I am not quite sure,” he said. “That's one thing that I would definitely do. Make sure that for specifically District 6 that we make sure that they are getting the bang for their buck and they are getting a return of investment on the taxes that they pay.”

Ryan said, “I think the number one priority would be to keep and maintain as much equity of the tax base in the taxpayers’ hands and not having extra property being held by the cities and municipalities. Unless the cities can demonstrate a plan to purchase that property for an actual project, then the property should be sold to private property owners and the taxes should be collected.”

Lodico said she would like to serve on the committee and said her priority would be business development.

“We need to try to promote business development to offset the tax burden on property owners. I have lived in Circle Pines and Lino Lakes and those are higher-taxed areas. We want to have safety and security, parks and trails, nice roads, it is that balance ... It is not an easy job.”

If elected, what would you do to actively support economic development for the existing businesses in Anoka County?

Ryan said, “It is a basic outline to have roads, utilities and services available for businesses, but it’s my overall belief that the businesses are going to have to come and stand on their own. They are going to have to develop their own business plans.

Babysitting them, giving away tax benefits, those sound really good, but they don't support strong, solid development.”

Lodico said she is a huge promoter of business development. “Centerville, Lino Lakes and Circle Pines are some of the highest-taxed cities in residential taxes because we don't have much business, and so that tax burden falls more heavily on our citizens,” she said.

“I'd love to see more of that growth (like Blaine) happening on the other side of community so that we can offset that tax disparity, bring in business, bring in growth and have less of a burden on taxpayers.”

Hansen said she is a supporter of small business. “I have experience in creating TIF districts, changing zoning so that businesses can grow; I have also worked with a business where we were able to defer the SAC/WAC fees so that the business could succeed. I really want businesses to thrive in Anoka County,” she said.

Johnson said he is excited about the Minnesota Technology Corridor, which

he called a great start to attracting new businesses to the county. “I am a marketing professional, and with the shrinking workforce we really need to be creative, market, show the value of Anoka County. We need to be actively involved and make sure people know that Anoka County is the place to be.”

Reinert said a lot of economic development is driven from the city level. “You need to keep the infrastructure in place and work with your partners. We put together a pavement management plan so that our roads are taken care of at a level they should be. We put together a park and trail management system that did the same thing.”

Candidates were also asked about whether they would be interested in shrinking the size/scope of county government and if they would support a I-35E and I-35W interchange at 180th Street to minimize impact to wetlands.

Voluntary subscription gift

I

n the wake of our neighboring newspaper group, Lillie Suburban News, closing its doors, a family came in to talk to me about making a significant voluntary subscription payment. They said they wanted to buy future subscriptions for Cerenity Senior Care center residents in White Bear Lake, so the papers would continue to be delivered. This husband and wife team told the story of how a parent was at the care center and said the newspaper was an important part of her week. This was so impactful that they have pre-paid for papers to be made available to seniors at Cerenity and neighboring senior centers for years to come.

This newspaper relies on several sources of revenue. The primary source is advertising revenue, from the display-style marketing on the pages of this paper to the inserts that ride along. Secondary sources of revenue are subscriptions, digital marketing and public notices.

Our regular readers and longtime subPublisher’s scribers are aware that twice annually we conduct a subscription drive. For View those of you new to the area or a new reader, here is a quick explanation of how Carter Johnson we operate: Our mission is to be the best source of i news and information. We want to provide a community vibrant community newspaper that helps connect residents to each other and to happenings in local government, schools, community groups, businesses, sports and entertainment. We follow traditional journalistic standards — standards that other media outlets, such as the worldwide web, never had and may never have. We make a clear distinction between advertising and news, and acknowledge when copy is paid. Our goal is to provide our advertisers a tried and true way to promote their products or services to a local audience, but we do not let advertising dictate our news coverage as many magazines do.

Press Publications’ newspapers utilize a variety of delivery styles. We are one of very few newspapers in the country still using youth carriers to deliver papers. We also use adult carriers and motor route drivers, and in some areas, our products are delivered through the United States Postal Service. We are also one of a shrinking number of newspapers utilizing a voluntary subscription model. Most “free” papers have had to move to subscriptions to stay alive. If you are an online news junkie, then you know most digital news outlets require a payment after a couple of page views or to access the stories you really want to read.

The obvious question one may ask as they consider a subscription is why would anyone pay for a free paper?

Let me share what your paid subscription does. First, it offsets the rising cost of newsprint. The last few years we have had significant increases in the price of paper. Paid subscriptions subsidize the cost of delivery, allowing the paper to be available to everyone in the community who wants it. As always, tips are passed on to our carriers.

Finally, subscriptions help us employ professional journalists who provide our readers a newspaper rich in relevant local topics.

We need your support through a subscription more than ever. In many of our markets, we have limited participation among readers, yet we know regular readers enjoy our product. If you enjoy reading this paper, help us make sure we can continue to keep publishing the news that you use by becoming a subscriber or continuing your subscription.

News media first and most effective means for exercising First Amendment freedoms

or centuries, citizens have turned to their local news publication for local breaking and investigative news, as well as to learn about hot-button issues in their communities.

In the last 15 years, with the rise of digital communications, many readers have changed their preferences to digital formats and social media over print for their news. But long before social media came onto the scene, news media have enabled us to exercise all five freedoms.

As we celebrate National Newspaper Week, we are awareMovers & raising ness about our five First Shakers Amendment David Chavern freedoms, as outlined in the U.S. Constitution — freedom of the press, speech, religion, petition and assembly — and the ways the news media help promote and protect those freedoms. Those five freedoms seem so basic, and we sometimes may take them for granted, but there are surprisingly few channels that allow us to exercise all five freely.

Through news media, citizens

can express themselves and advocate for their causes, whether they be political, religious or just personally meaningful to us; share our thoughts and ideas; petition the government; and plan assemblies. News media can be our own personal amplifier for sharing our unique perspectives, as well as a wider lens through which to view and engage with our communities.

Much in the way we use social media (but more civil, in my opinion), news media offer a forum, for the people who matter most – the members of our own community.

But beyond offering a means for citizens to exercise their First Amendment freedoms, news media also help protect those rights: through their role as government watchdogs. News media are often the first to report when government officials try to overstep their bounds and hinder Americans’ right to information, made available through freedom of the press.

Journalists work to keep the legislative process transparent and hold government officials accountable. Perhaps because of our prominent mention in the Constitution, news media are uniquely committed to their pursuit of the truth.

But news publishers are finding

themselves currently without a way to recoup their investment in quality news, which puts the future of journalism in jeopardy.

The tech platforms currently do not pay for their use of news content, making it increasingly difficult for publishers to reinvest in journalism. The Alliance has called for news publishers to be granted an antitrust safe harbor to be able to come together to negotiate for better business terms with the platforms. This is the best solution to correcting the imbalance in the digital ecosystem and ensuring a sustainable future for digital news.

We are encouraged that a bill that would do just that – the Journalism Competition & Preservation Act – was introduced in the House and the Senate earlier this year.

News media have made our democracy stronger, our citizenry more informed and engaged, and our Constitutional rights secure and strong. As we mark National Newspaper Week, we ask that anyone who relies on news for their information — whether in print or online — to ask Congress to support the Journalism Competition and Preservation Act. More hostas

T

he hosta needs no introduction as the shade perennial of choice in Minnesota gardens. Hostas are valued for their lush, fabulous foliage and their ease of growth.

With more than 3,000 varieties now available, there are more reasons than ever to grow this reliable plant. Whether you are new to hostas or a seasoned fanatic, here are some ways to add more hostas to your garden.

Try a new size. If you are growing only medium-sized hostas, you are missing out. Hosta sizes range from dwarf to giant, with every size in between. The tiny hosta blue mouse ears grows to 8 inches tall and 19 inches wide.

Empress Wu, said to be the biggest of all hostas, grows to 4 feet high Gardener’s and 6 feet wide. Try planting small hostas to create a new border, or Grapevine choose a giant hosta for a striking focal point. To reduce the need to Holly Berger move or divide your hostas, plant them in a space allocated for their full-size growth, which typically takes 4-5 years.

Try a new color or shape. Hostas come in an astonishing array of colors and leaf shapes. Colors include many shades of blue, green, yellow and gold that can be solid or variegated. Hosta leaves can be smooth, veined, waxy, cupped, puckered, ruffled, curled, twisted or heart shaped. A shady area can be brightened with gold or variegated hostas. While most hostas prefer shade, be sure to check light requirements for each hosta variety.

Some need more sunlight to bring out their vibrant colors.

Try a new location. By strategically planting hostas in the right locations, you can solve garden problems and maximize hosta benefits. Hostas can be planted under trees for easier mowing and weed prevention. Hostas mingle beautifully with other shade-loving perennials such as astilbe, bleeding heart, ferns and coral bells. They are also great companions for spring bulbs, since they fill in vacant spaces as bulbs die back. Hostas with white variegated leaves or white flowers are great additions to moonlight gardens. Some hostas such as guacamole and stained glass have very fragrant flowers that can be best enjoyed in higher traffic areas.

Try potted hostas. Hostas can easily be grown in containers where they look great and are simple to relocate. They can be arranged on steps, entries or decks for dramatic color and impact. Potted hostas can fill in empty spaces in your garden or beneath trees. Small hostas work well in group arrangements, while larger hostas get attention as bold specimen plants. To grow hostas in containers, make sure you use pots and potting soil with good drainage and water frequently. Bring your potted hostas into an unheated garage, shed or protected area for the winter. They’ll be ready to make another grand entrance in the spring.

Hostas are a proven favorite and the incredible varieties available today make them an exciting choice for your garden. Hostas can be planted in the fall as long as they have time to establish their roots before a hard freeze, so go ahead and try something new!

Master Sgt. Aaron Hoska installed the sign at Memorial Park for veterans 20 years ago as his Eagle Scout project. Now, two decades later, Aaron Sherer replaced the well-weathered sign and added flagpoles.

Aiden Sherer, of Lino Lakes, chose to replace the weather-beaten sign and install flag poles at Memorial Park in Lexington for his Eagle Scout project. Sherer, a sophomore at Centennial High School, was inspired to do something for veterans after he read about the Navy Seal who died trying to rescue members of a soccer team that were trapped in caves in Thailand.

The memorial that was there was installed 20 years ago as Master Sgt. Aaron Hoska's Eagle Scout project.

Sherer is the patrol leader for Troop 692 and this is his fifth year in Scouts.

ENDORSED LETTER TO THE EDITOR I’m voting for Chris Lyden for City Council. Kindness does matter, and so does integrity. I remember the fi rst time Lyden ran for City Council. Unlike so many others Lyden didn’t change his tune after getting elected. So many candidates after getting elected seem to get brainwashed and conveniently forget the platform they simply “used” to get elected. Chris Lyden has always

demonstrated integrity. So, now when he says he will not raise the city tax rate on our homes. It is a fact. You can take it to the bank.

Chris Lyden also understands that leadership is not about entitlement but all about being a servant. I know Chris Lyden would be the last Councilman to cut you off at a City Council meeting, and the fi rst one who would go out of his way to really listen to you.

Chris Lyden is the only “we the people candidate.” What I mean by this and why the distinction is important is Chris Lyden has spent his entire life as a teacher/ coach civic servant focused on one thing, PEOPLE. I am voting for Lyden and his “always choose kindness.”

Business dumping traffic Your article on Waldoch Farms was misleading. Only three people were in favor. One was mad at the noise from Bill’s Superette and felt the rest of us could deal with the traffic. One used to work for Waldoch. One doesn’t spend much time in the area.

No one else was notified.

There is a petition signed by 20 people to the contrary. Didn’t the council think it strange

that only three people were in favor? Only Elbe Street was mentioned; I am sure people will use 81st to get to Lake Drive. A commercial business dumping their traffic into a residential area is wrong and dangerous.

Neighbor invading privacy This is in response to your article, “Neighbors voice support for Waldoch Farm.”

No neighbor should have the right to cost you your time or money and no neighbor should be able to invade your privacy.

I was given a petition and asked to walk it through our neighborhood. At this time, I have 19 signatures. Out of the 19 signatures, one was notified by the city of the City Council meeting.

Our property connects to the Waldoch property. We were not notified. Jeff Joyer stated in the article that his intent is if 20 or 30 cars are trying to leave, that's what they don't want happening. We have never seen 10 cars lined up to get out of his parking lot. Jeff owns more than 100 acres. There is

no reason he can't put a road on his own property to exit onto Lake Drive.

He intends on building townhomes on some of his property. At that time, he will have to build roads going to Lake Drive. His exit road is at the back of our home. Anyone driving down that exit road can see right into our home. Most homes have a house in back, not a road. This will depreciate the value of our property.

Cougars out-stroke Osseo for 2nd dual win

The Centennial Cougar swimmers picked up their second dual meet win Wednesday evening, placing first in seven of 12 in events and outscoring Osseo 101-81 in the Orioles’ pool.

Individual winners for the Cougars were freshman Calla Kamish (individual medley), junior Janessa Sandvold (50 freestyle), senior Maggie Henninger (diving), junior Devon Brandt (100 freestyle), junior Maddie Fuller (500 freestyle) and freshman Laura Zebell (breaststroke).

The 200 freestyle relay team of Brandt, Jaden Ruegsegger, Brooke Halverson and Sandvold won a close race.

The Cougars, coached by Chip Fechter, are 2-4, also beating Anoka, while losing to Blaine, Maple Grove, Andover and Spring Lake Park.

Season scoring leaders are Henninger in diving, Fuller in medley and butterfly, Brandt in the 50 and 100 free, Zebell in the medley and breaststroke and Kamish in backstroke.

Cougars clout Blaine 41-7, rush for 400 yards

The Centennial Cougars rushed for 400 yards, with Connor Zulk scoring four touchdowns, in a 41-7 rout of the Blaine Bengals in Blaine on Friday evening.

The senior quarterback scored from the one, five, 19 and five yard lines, giving him nine rushing touchdowns for the season. He carried 16 times for 126 yards, and completed eight of 16 passes for 124 yards with no interceptions.

Also scoring for Centennial (4-2) were Tim O’Neill from four yards and Griffin Weber from two yards.

Noah Larson carried 14 times for 135 yards, and O’Neill gained 62 in 11 carries. The Cougars had 55 rushes for 400 yards, a 7.2 average.

Carter Anderson snagged four passes for 70 yards. Larson caught two for 19 yards, Justin Doce one for 21 and O’Neill one for 14.

Centennial coach logs 200th soccer victory Centennial soccer coach Ginger Flohaug recorded her 200th victory when the Cougars defeated Elk River 3-1 last Thursday.

Flohaug’s career record is 201 wins, 63 losses and 27 ties in 16 seasons as head coach, after three as an assistant. She has taken six teams to state tournaments, including the state champions in 2016. Her current team is 13-2 heading into sectionals.

The Centennial boys placed fifth of 19 teams at the Thundering Royal Elk Invitational on Thursday at Prairie Park in Otsego. Jonathan Pattie, Cougar sophomore, was second among 152 runners in 16:27. The Centennial volleyball team won a home tournament, while a senior leader, Mackenzie McDonald, reached a career milestone on Sept. 28.

The Cougars (16-4) defeated Big Lake 25-9, 25-8; Chicago Lakes 25-14, 25-10; Virginia 25-12, 25-15; and, in the championship match, Academy of Holy Angels 25-19, 25-22.

McDonald, senior libero, notched her 1,000th dig on match point of the Virginia match. She currently has 1,034 digs, third all-time for the Cougars behind Jeni Farmerie (2017) with 1,171 and Leigh Pudwill (2011) with 1,116.

McDonald, who’s 5-6, became a libero in 10th grade and stepped into the varsity starting lineup. She played two other positions before that.

She also has a great volleyball IQ.” The third-year starter is also an excellent server, putting 93% in play in her career, with over 100 aces, 31 of them this year.

The Centennial tennis team posted a 15-4 record in the regular season, including 8-2 in the Northwest Suburban Conference for second place behind Elk River.

The Cougars were seeded fourth in Section 4AA and met Roseville in the quarterfinals Monday morning, with the winner then facing Mahtomedi.

Topping the lineup are Quinn Bliss at No. 1 singles, Natalie Ennett at No.

2 singles and Mia Troska and Lauren Couillard at No. 1 doubles. Troska and Couillard have the best record in the lineup, 16-3.

Season highlights have been winning the Centennial and Roseville invitationals and going 6-0 in their division of the conference, with five wins by either 7-0 or 6-1.

Cougars’ Harper joins select club: 100 soccer goals Khyah Harper has scored the 100th goal in a five-year soccer career including two seasons at Centennial after three at North Branch.

The junior forward reached the milestone during a 3-0 win over Coon Rapids on Tuesday. She had one goal that game and three more against Robbinsdale Armstrong in a 6-0 win Saturday.

Harper has 16 goals this season after 23 last year for the Cougars. She scored 63 in grades 7-8-9 at North Branch.

Heading into post-season, her totals are 103 goals and 61 assists, including 39 and 33 for the Cougars.

Centennial’s career record is 104 by Jenna Roering, who was Ms. Soccer in Minnesota in the 2012 season.

A posting by the Minnesota State High School League listed nine players with 100 or more goals, although that might not be up to date as the most recent entrant was 2014.

Quality of resources improves seniors’ quality of life Age brings wisdom, it’s said. Which is what came to mind when I read about a new study from the University of Alberta and University of Victoria in Canada showing that for seniors, the perception of having “enough” in the areas of health, financial resources and relationships enhances the overall quality of their lives. These folks didn’t require a perfect body, a big bank account or a dreamy relationship — the study participants (all senior citizens) simply wanted to have enough to meet their needs. “It’s about people’s perception of their position in life relative to their own standards and beliefs,” Gail Low, RN, PhD, lead researcher told me.

IS IT ENOUGH FOR YOU?

Using a quality of life questionnaire developed in association with the World Health Organization, the researchers were interested in assessing whether older

adults’ perception of their health, financial circumstances, meaning and purpose in life, emotional support, and home and physical environment would influence their responses to the question, “How would you rate your quality of life?”

It showed that for seniors, seeing themselves as having sufficient financial resources, good health or meaning in life positively influenced their overall quality of life.

Quality of life is a complex perception to measure. This World Health Organization Quality of Life survey featured questions that ranged from, “How satisfied are you with the level of intimacy in your life?” to “To what extent do you find your life to be meaningful?” Participants were not asked to provide information specifically on how much money they had nor were health measures clinically taken — they were asked instead for their perceptions on these matters. Those giving positive answers to the specific questions also tended to rate their quality of life the highest overall.

LIFE LESSON

It’s a basic finding, but, I think, an important one. If you have enough to meet your needs, if you have purpose and meaning and emotional connection in your life, and if you are healthy enough to live without extensive physical limitations, you’re likely to have a more positive view of your life. With media constantly providing theoretical examples of what we should all have or be, it is important to keep in mind that sometimes you can’t change your circumstances, but you can usually change your perception of them. It’s about what is right for you, not what the media says you should be or have. That goes far toward making life better for everyone… not just seniors.

Questions to ask when your doctor prescribes a new medicine Though few people may want to take medicine each day, prescription drugs prolong lives and help people manage conditions that might otherwise make it difficult to live life to the fullest.

A 2017 survey from Consumer Reports found that 55% of people living in the United States take a prescription medicine. The survey also found that those who take prescription drugs use an average of four such medications.

That figure might alarm some people, especially aging men and women whose bodies might be more susceptible to conditions that are often treated with medication.

There’s no denying that prescription drugs can save lives.

But men and women have a right to explore their options when doctors prescribe them medications, and asking the right questions when doctors suggest medication can help men and women decide if prescription medicine is their best option.

To help men and women make the best decisions regarding their healthcare, the National Institute on Aging advises people to ask their physicians these questions when being prescribed a new medicine.

• What is the name of the medicine, and why am I taking it?

• Which medical condition does this medicine treat?

• How many times a day should I take the medicine, and at what times should I take it?

• If the prescription instructions say the medicine must be taken “four times a day,” does that mean four times in 24 hours or four times during the daytime?

• How much medicine should I take?

• Should I take the medicine on its own or with food?

Should I avoid certain foods and beverages when taking this medicine?

• How long will it take this medicine to work?

• Will this medicine cause problems if I am taking other medicines?

• Can I safely operate a motor vehicle while taking this medication?

• What does “as needed” mean?

• When should I stop taking the medicine?

• What should I do if I forget to take my medicine, ?

• Can I expect any side effects? What should I do if I have a problem?

• Will I need a refill, and how do I arrange that?

When discussing medications with a physician, it’s imperative that men and women be forthcoming about any other medicines they might be taking under the guidance of other doctors. In addition, men and women should tell their physicians about any over-the-counter medicines or vitamins and supplements they are taking.

Sharing such information can prevent potentially serious complications from arising.

Medicine saves lives every day. Smart patients can help medicine do its job by learning about their medications and discussing them openly and honestly with their physicians.

Home security tips for seniors Seniors are often targeted by criminals.

Though many criminals target seniors from afar via telephone or internet scams, criminals seek to enter seniors’ homes.

The Bureau of Justice Statistics offers that, between 2003 and 2013, the ratio of property crime to violent crime was higher for the elderly and persons between the ages of 50 and 64 than it was for younger persons between the ages of 25 and 49.

Home security is important for people of all ages, but especially so for seniors and aging individuals living alone. By following certain safety tips and developing a home security plan, seniors can feel safer at home.

• Lock windows and doors. It may seem like common sense, but failure to repeatedly lock windows and doors can, and often does, give burglars easy entry into the home.

• Think about a smart doorbell. Technology now enables doorbells to provide a video feed to a person’s smartphone or tablet over WiFi. This allows residents to see who is at the door and speak to this person without having to open the door. Some products like Ring® will even register motion activity and record short videos from outside of the house.

• Don’t share or leave keys. Avoid leaving keys under a mat or in a flower pot. Others

• Use home automation. Home automation, or a “smart home,” can be utilized to turn on lights, set the thermostat, lock doors, and much more.

• Adopt a dog. Dogs can be an asset to seniors. Dogs provide companionship and can bark or alert seniors if someone is around or inside of the home.

has certainly left his mark on the education of Centennial students.”

It is not uncommon to find Bartholomay reading to students or attending school events. He speaks at the annual senior assembly, lectures in American Government class and is a supporter of the district's annual Service Day. He has also served on various committees, including the Superintendent Search Committee, Strategic Planning Committee and numerous levy committees.

Bartholomay was a founding member of the Centennial Area Education Foundation.

Bartholomay said he was humbled to receive the award and took time out of his induction speech to recognize other community members who support Centennial Schools.

He then shared why he decided to run for re-election for mayor rather than the vacant Anoka County Commissioner District 6 seat.

“This summer (my wife) Janis and I were working on the gardens in our front yard. We were discussing the pros and cons of whether I should run for county commissioner or perhaps the state Legislature someday.

And at that moment, two young boys rode by on their bikes.

And as they cruised by, they waved and hollered, ‘Hi, Mayor Dave!’” he recalled.

“I knew right then that my place was here, where I can serve and make a real

difference. Where I can use the lessons I've learned from the tremendous people who have been in my life, to help build a community that loves, supports and lifts up our kids.”

Mark Quinlan Quinlan was honored for his decades of service to the district.

“We are honored that he was able to be recognized for his long-standing commitment to the district as a teacher of language arts, speech and theater at CHS for 38 years, retiring in 2016, and for his continued dedication to students as director of theater and head speech coach for 41 years,” said CHS senior Lauren Couillard.

Quinlan's many accomplishments could fill a book. His contributions to CHS began with volunteer work in 1978; he took over as theater director in 1979. His repertoire includes 39 musicals, 41 oneact productions, and 111 plays. Quinlan is credited with building the speech team, which began with nine students in 1979 and now has around 60 students. He was also an announcer for Centennial football and basketball games for over 20 years and served on various district committees, including the design committee for the Performing Arts Center, as well as the Centennial Education Association.

Nancy Schnickels-Bledsoe, a retired Centennial English teacher, said a few words about Quinlan and reread the speech that Quinlan had colleague John Eret read for him when he accepted the award in May. “For many years Mark and I shared a hallway between our two rooms, and he was the itch you could never get rid of. I loved him dearly, and this is the only time in 41 years that I ever saw Mark speechless,” Schnickels-Beldsoe said.

in the process, and we were excited to see such a large turnout. It is extremely important to have community input in the beginning stages of the project. This will only help define a project that addresses a majority of the issues along the corridor,� she explained.

As it sits right now, the $3 million project, planned for construction in spring of 2021, would include two roundabouts: one at West Shadow Lake Drive and the other at Tomahawk Trail. Birch Street would remain two lanes in width and the roundabouts would be a single lane.

A raised median would be installed throughout the project. Pedestrian accommodations on both sides of the road would also be completed from Ware Road to Birch Court. “We are trying to preserve as much space as we can for the homes along Birch Street and have the least amount of impact,� MacPherson said. “We determined that a two-lane section with raised medians can facilitate traffic volumes now and well into the future based on current traffic levels.�

Anoka County completed a corridor study back in 2011 that ultimately recommended a four-lane roadway from Ware Road through West Shadow Lake Drive. The county’s 2030 Transportation plan projected that Birch Street would see a volume of 20,000 cars per day. “(The study) had some pretty aggressive projections, and we haven't gotten close to that. Anoka County shared its plans for a $3 million improvement project to Birch Street at an open house Oct. 1 at Rice Lake Elementary. Two roundabouts are proposed: one at West Shadow Lake Drive and the other at Tomahawk Trail. A raised median would also be installed throughout the project.

The county performed an additional traffic analysis and collected data both last year and this year, which helped engineers determine that the two roundabouts and raised medians would be the best option.

One of the main themes from the open house was reluctance to change, MacPherson said. “It is a corridor that has been there for a long time, and a lot of residents have lived there a long time. People are always hesitant to change.�

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its Sept. 24 meeting: • Heard from Mayor Dave Bartholomay, who mentioned he attended a presentation on climate change Sept.

16 at the Centennial Library, which was well attended. He also attended the Youth Climate Change Rally at the Capitol Sept. 20.

• Heard from Councilman Mike Schweigert, who noted that the Cable Commission recently settled with Century Link. The Cable

Commission will be paid back more than $18,000 from the company.

• Set the preliminary levy for 2020 and scheduled the 2020 budget public hearing for 7 p.m. Tuesday, Dec. 10. See the full story in this week's Quad Community Press.

• Approved a contract with Rum River Construction Consultants for building inspection services. City Administrator Patrick Antonen said city staff interviewed two companies that were

highly recommended by other cities in Anoka County. “Rum River Construction Consultants are very responsive and try to get inspections done as soon as someone calls them, within 24 hours ... They have a large crew available to do inspections and work hard on educating homeowners.”

Councilman Dean Goldberg wanted to know if the $65 per hour fee was consistent with what the city has paid for services in the past. Antonen said the fee is slightly higher

than what the city was paying the previous company ($50/hour), but it is the same price other neighboring cities are paying.

• Appointed election judges for the Nov. 5 election. Bartholomay explained that his wife, who is usually an election judge, will not serve this year since his name is on the ballot.

• Approved a cooperative agreement with the Minnesota DNR to install a new fishing pier on Golden Lake. Antonen said the DNR reached out

to the city about a month ago. “They were going through their inventory of fishing piers throughout state and ours is on their list as one of the oldest that has not been replaced,” he said. “If you go out there, you can see that it is aging. There are boards on there that have been broken and then replaced, it's a little wobbly. It has outlived its usefulness and is in need of being replaced.”

The DNR has agreed to fund the replacement of the fishing pier, which will

be ADA compliant, as long as the city helps with the removal/ installation.

Schweigert wanted to know whether there would be any dredging done around the fishing pier after it is removed. Antonen said he was not sure but would ask the DNR. Goldberg suggested Centennial students, Scouts and the Friends of Golden Lake might be willing to assist in the effort.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its Sept. 23 meeting: • Adopted the preliminary 2019 tax levy, collectible 2020. The City Council and city staff have met several times to discuss budget and levy for 2020.

Finance Director Sarah Cotton explained that the preliminary levy includes resources for ongoing city operations, capital outlay and equipment replacement as well as contingencies for unforeseen expenditures.

The proposed preliminary tax levy of $10,590,518 represents a $535,102 or 5.32% increase over the 2018-19 tax levy. Over the last year, Cotton said the city’s net tax capacity value has grown by an estimated 9.56%. The levy is estimated to result in a city tax rate of 40.115% for 2020, a reduction from the 2019 tax rate of 41.817%. The preliminary levy represents the city’s maximum levy for 2020. The final levy may be decreased, but the preliminary levy cannot be raised when it is adopted in December. Mayor Jeff Reinert said, “Although the budget is going up a little bit, the levy came down ... We have been working hard at this. In 2016 the levy percentage was 44.39% and this year, after five years of trying to bring it down, it's 39.68%, that's a decrease in five years of almost 5%.”

• Scheduled a public hearing on the proposed 2020 operating budget and 2019 tax levy, collectible 2020, for 6:30 p.m. Monday, Dec. 9.

• Canceled the 2019-20 debt service tax levy for general obligation (G.O) improvement bond Series 2013A. In June 2013, the City Council awarded the sale of $615,000 taxable G.O. improvement bonds, Series 2013A, to fi nance the extension of Otter Lake Road north of CSAH 14. Cotton explained that at the time of issuance, an annual tax levy was included in the bond documents for the payment of future debt service. It was fully anticipated that the annual debt service would be satisfied by collections of special assessments and through other funding sources, and that the tax levy would be evaluated and canceled, if possible, on an annual basis. Following an analysis of the resources available for payment, city staff concluded that adequate resources are available and recommended cancelling the debt service tax levy for 2019.

• Canceled the 2019-20 debt service tax levy for G.O. capital note Series 2016A. In February 2016, the City Council authorized the issuance of a capital note payable to the city of Circle Pines to fi nance Lino Lakes’ share of the cost of capital equipment to be used by the North Metro Telecommunications Commission.

• Canceled the 2019-20 debt service tax levy for taxable G.O. improvement refunding bonds Series 2016B. In October 2016, the City Council awarded

the sale of $1.98 million taxable G.O. improvement refunding bonds Series 2016B to refi nance the outstanding portion of the Series 2005A bonds issued to fund the Legacy at Woods Edge improvements.

• Authorized the issuance of 2020 certificates of indebtedness. Cotton explained the 2020 preliminary budget’s capital equipment replacement schedule calls for the issuance of certificates of indebtedness in the amount of $294,235 to be used for the purchase of capital equipment. The interest rate on the certificates will be 1%. The area and unit fund has sufficient reserves to issue a loan to fi nance these purchases, Cotton said. A special levy will pay for this certificate in 2021, 2022 and 2023, and the levy proceeds will be credited to the area and unit fund.

• Approved an on-sale and Sunday liquor license for a new restaurant, Campanelle Restarant & Bar, which will be located at 7114 Otter Lake Road (next to Dunkin'), just west of the Lino Lakes/Hugo border. City Clerk Julie Bartell said the business will specialize in handmade pasta and plans to open in early 2020.

• Authorized the public safety department to donate 11 bikes to Bikes for Kids, a nonprofit organization based out of Ham Lake. The organization refurbishes donated bicycles and provides them to children in need.

• Approved a contract for $29,959 with Electro

Watchman Inc. to replace the existing access control systems at the Civic Complex and both fire stations. Cotton explained the city has been experiencing significant issues at the various locations over the past year, which have yet to be resolved with the existing vendor. The equipment will be replaced with Lenel/S2 hardware and the project will include replacement of the outdoor card reader pedestal for the police department along with the upgrade of a card reader/keypad at each fi re station. The project will be paid for from the general operating – government buildings fund.

• Approved an amended joint powers agreement (JPA) with the city of Hugo for the East Cedar Street and 24th Avenue/Elmcrest Avenue N. improvement project. On March 11, the City Council approved the original JPA for the project. The JPA required amendment after bids were rejected when they came in 23% higher than the engineer's estimate. The city of Hugo approved the amended JPA Sept. 3. The project will be rebid this fall for construction in 2020.

The next City Council meeting will be at 6:30 p.m.

More than 90 volunteers helped to pack 22,584 Alfredo primavera meals in three hours on Sunday, Sept. 22, at St. Mark Lutheran Church in Circle Pines. The Centennial Food Shelf and Power Pack Program received 4,500 meals, St. Mark Lutheran Church received 600 meals and Ruby’s Pantry in Arden Hills received the remaining meals.
